Controversial liquor store plan met
Fire rages, homes at risk
A plan for a liquor store
in Redcliffs went before
the district licensing
committee last week. Louis
Day reports
THE POLICE, the city council’s
district licensing inspector and
the Canterbury District Health
Board’s medical officer of health
all have no issue with the liquor
store planned for the Main Rd
shopping area.
But a number of Redcliffs
residents don’t want it.
Forty-six
made written
submissions
opposing the
plan, while
nine gave oral
submissions
at the hearing
and a petition
Neralie
containing
97 names was
presented to
Brittenden
the hearings panel.
Rizak Enterprises Ltd wants
to put the off-licence in at 1/87
Main Rd and operate from
Monday to Sunday, 9am to
10pm.
Redcliffs resident of 23
years Neralie Brittenden’s
closing statement during her
oral submission was met with
applause and cheers from the
public gallery.
“There is a billboard that
says say nope to dope, equally
to that I say nah to liqaaa,” she
said.
She is concerned about the
impact a liquor outlet could have
on youth in the area. “I have
12 grandchildren and I’m very
mindful of the social issues that
alcohol presents while kids are
growing up,” she told the threeperson
panel, chaired by Cindy
Robinson.
“I view it as an unnecessary
influence on our young people.”
This was a concern for many
objectors.
Rizak Enterprises Ltd sole
director and shareholder Juraj
Singh felt he was experienced
enough to mitigate alcohol harm
in the community. Mr Singh
referred to the success of his
Thirsty Liquor outlet in Papanui,
which he has run for three years.
“The application to renew the
licence was not opposed by the
reporting agencies, nor were
there any objectors. I have good
relationships within the local
community with both residents
and business owners. The good
CHANGE OF
SCENERY: A
liquor store
is planned
for Main
Rd, which
is currently
occupied by
the Bloom
Room
Florist.
order and amenity of the vicinity
has not been reduced in any
way,” he said.
Counsel Peter Egden does not
think what his client is proposing
poses more of a threat than the
Redcliffs New World alcohol
section.
“What Mr Singh proposes
is far better than the exposure
to alcohol at the supermarket,
where a child can go to the
supermarket unaccompanied
and go up and down the liquor
aisle unattended. They won’t even
be able to go into Mr Singh’s
store,” he said.
Mr Singh originally proposed
to operate the business under
the Thirsty Liquor franchise,
but decided to resubmit his
application as an independent
fine wine and spirits store.
Mr Singh said there would not
be the outdoor advertising that
characterises a typical bottle
store and he would ensure the
windows would be frosted to
the height of the shelving so the
alcohol would not be visible from
the street.
Sumner Redcliffs Anglican
assistant curate
John Fox
labelled the
application as
“incomplete and
inconsistent.”
Dr Fox
questioned
whether a fine
wine and spirits
store should be
selling RTDs.
Peter Egden
Mr Singh said
not all RTDs are bad.
“Old aged people love RTDs,
like Gordon’s gin and tonic.”
Dr Fox did not think Mr Singh
would be a “good neighbour.”
He referred to when Mr Singh
received a six-week suspension of
his manager’s certificate in 2011
for selling alcohol to an underage
person.
