GAO ASKS INDUSTRY AGENCIES TO PREPARE FOR

WORKFORCE DISTURBANCE FROM SELF-DRIVING

TRUCKS

Even though automated heavy-duty

trucks, including self-driving trucks, are

being developed for long-haul trucking

operations, their deployment is likely

years or decades away, the General Accounting

Office says. The agency last month urged federal

agencies to take additional steps to prepare for

potential workforce effects, however.

“Most technology developers said they were

developing trucks that can travel without drivers

for part of a route, and some stakeholders said

such trucks may become available within five to

10 years,” the GAO said in a report on a study it

had conducted. “Various technologies, including

sensors and cameras, could help guide a truck

capable of driving itself. However, the adoption

of this technology depends on factors such as

technological limitations and public acceptance.”

The GAO said it conducted the study because

automated vehicle technology may eventually

make commercial trucking more efficient and

safer, but also has the potential to change the

employment landscape for nearly 1.9 million

heavy-duty and tractor-trailer truck drivers, among

others.

The GAO said it was asked to examine the

potential workforce effects of automated trucking,

but didn’t say who requested it.

The report noted that the U.S. Department

of Transportation had been consulting with the

Department of Labor to conduct a Congressionallydirected

analysis of the workforce impacts of

automated trucking by March 2019.

The GAO said stakeholders it interviewed

predicted two main scenarios for how the adoption

of automated trucks could affect the trucking

workforce, which varied depending on the future

role of drivers or operators.

stakeholders lacked consensus on the potential

effect this scenario might have on wages and

driver retention, adding that most stakeholders

said automated trucking could create new jobs,

and that any workforce effects would take time

— providing an opportunity for a federal response,

such as needed policy changes.

For the study, GAO interviewed officials from

DOT and DOL, as well as a range of stakeholders,

including technology developers, companies

operating their own trucking fleets, truck driver

training schools, truck driver associations and

workforce development boards.

As a result of the study, GAO made four

recommendations for executive action:

1. The Secretary of Labor should collaborate

with the Secretary of Transportation to continue

to convene key groups of stakeholders to gather

information on potential workforce changes

that may result from automated trucking as the

technology evolves, including

analyzing needed skills and

identifying any information

or data gaps, to allow the

agencies to fully consider how to

respond to any changes. These

stakeholders could include, for

example, representatives of

other relevant federal agencies,

technology developers, the

trucking industry, organizations

that represent truck drivers, truck

Musician invents new S.A.L.T. app to intercept texts

from motorists without driver interference

Entertainer and musician Ric Steel said

he has received a patent for his new app

called S.A.L.T., which is the acronym for

Save A Life Texting.

The app connects texting to the GPS on

a mobile phone and intercepts texts when a

vehicle is going above three miles an hour

without disturbing the driver.

It immediately sends an automated text

response that the person texted is driving

and to call if there is an emergency or a

prompt reply needed.

Once the driver is stopped, the message

is safely displayed making sure that the

driver still gets the message. There is also

an adolescent version of the app that cannot

be removed or unused without notifying

the parent.

Over 2.5 million people in the U.S.

are involved in road accidents each year,

according to the website IceBike.com,

which indicated that of these accidents,

1.6 million involve a cell phone, which is

64 percent of all the road accidents in the

United States.

“The basic app will be free to the public.

I believe that S.A.L.T. can save 10,000

lives this year alone in the United States.

That hardly touches the number of people

that will be injured as a result of texting

and driving this year worldwide,” Steel

said. “My goal right now is to connect with

insurance companies, major telecoms and

software management teams to incorporate

S.A.L.T. into all devices on all platforms

worldwide.”

The app files and all of the source code

are finished and in testing. Steel said once

he can secure partnerships, the app is ready

for release on all android phones, which

accounts for 83 percent of the phones in the

world. iOS devices will be next.

The S.A.L.T. app also has other benefits.

It has a 911 feature that alerts the police

or fire department exactly where the user is

even if the distressed person can’t. It also

auto-texts anyone that the user has prechosen

from their contact list and tells them

that a 911 emergency has been declared and

then will send the GPS to them showing

where the S.A.L.T. user is.

The app also has an ER button that will

show the closest open emergency rooms

and then flashes the best one with the least

traffic for their drive and the fewest patients

waiting in line. The aim for S.A.L.T. is to

help facilitate the quickest care possible.

Steel said he believes that with the

benefits of the app and its focus on safe

driving, users will have access to additional

car insurance savings when allowing their

insurance provider to monitor the app.

“This savings effectively pays people

to not text and drive,” Steel said.

“Potentially, this is a win-win situation for

all involved.”

The app, with its 911 feature and ER

button, also has the potential to save lives

when someone is not driving, too, Steel

said.

For instance, if a person falls or is injured

and requires assistance, they can use the

app to summon help by using the 911

feature and auto-texting relatives or friends

for assistance.

Steel is a headline entertainer, vocalist

and instrumentalist for about eight months

a year, but he spends the rest of his time

inventing and promoting his humanitarian

concepts and inventions.

To date, he has more than 100 concepts,

patents and inventions that are ready for

production and almost all of his intellectual

properties are inexpensive and based on

improving the planet.

53-foot billboard by Army & Air Force

Exchange Service honoring Vietnam veterans

The Army & Air Force Exchange

Service is honoring Vietnam Veterans with

a 53-foot rolling billboard.

For the second year in a row, the

Exchange created a custom truck design

that appears on three of the Department of

Defense retailer’s tractor-trailers that deliver

merchandise across the United States.

The trucks also deliver a message to

Vietnam Veterans: “On behalf of a grateful

nation, thank you for your service and

sacrifice.”

Alongside the message is an image

from the National Archives of a young

Warfighter, and in the background,

names carved into the Vietnam Veterans

Memorial Wall can be seen.

The Exchange created the custom

truck design to express gratitude to

Vietnam Veterans. As a partner with the

United States of America Vietnam War

Commemoration, the Exchange plans

and conducts events to recognize the

service, valor and sacrifice of Vietnam

Veterans and their families.

“It’s so important we always remember

these Veterans’ service,” said

Exchange Director/CEO Tom Shull,

who served in the Army during the

Vietnam era. “The Exchange is grateful

for our Vietnam Veterans and for

the opportunity to thank them with this

special truck design.”

Force on active duty for four years and in

the Reserves for 21 years. “That’s all they

want, just to be appreciated.”

Ashley likes that the truck communicates

who the Exchange is serving—the

men and women who have worn our

Nation’s uniform.

“When I went overseas, that was the

one thing we looked forward to: seeing the

Exchange there,” Ashley said. “It felt like

home when you walked in.”

The trucks also highlight that all honorably

discharged Veterans can now shop

the Exchange tax-free for life at www.

launched in November 2017, Veterans

shopping the Exchange online have saved

nearly $5 million in sales tax.

The three Exchange trucks will transport

goods from the Exchange’s continental

U.S. distribution centers to service
