A hitch-hike to hell
Girl jumps from moving bakkie
NTSIKELELO QOYO
A teenage girl jumped out
of a moving bakkie on
Monday in fear of her life
from a “Good Samaritan”.
She and four friends had
hitch-hiked with a bakkie to
get home to Zola from
school.
“I told my friends I would
rather jump from the
moving vehicle than end up
where it was taking us,”
said 15-year-old Asanele
Zongola.
“The driver would not
stop, so I decided to jump
out,” said the grade 8
Inyathi High pupil.
The incident, which took
place on Monday, left
Zongola with a broken leg,
stitches in her other leg and
a face entirely covered in
bandages, but her mother,
Nonceba Sohoma, said she
was “relieved and happy
that her child was okay”.
Sohoma said: “I was
distraught. It felt as if it was
the end of the world. The
shock of such an incident
can certainly paralyse you."
Zongola was on the back
of the bakkie after she and
her friends had hitched
home when they finished a
mathematics exam they had
been writing on Monday.
Zongola, who was with
four other girls, said they
had gone to a bridge by the
road from which they
usually hitch-hike.
They were trying to get to
Zola from their school in
Thornhill.
She said they stopped a
vehicle to ask for a ride
home, but saw it was a
white man driving and were
hesitant to ask for the lift.
"It was only when it
stopped that we realised
the driver was a white man.
We were scared to get on
to the bakkie because he
also had a dog with him in
the front," she said.
She said however they
got on to the vehicle which
they identified as a double
cab white bakkie.
They all rode on the back.
The group of girls were
alarmed when the driver did
not stop where they had
asked him to stop and then
started hitting against the
bakkie window.
The man, however,
continued to drive.
That is when Zongola
panicked and jumped from
the vehicle.
“The other girls said they
tried to hit the car even
harder, but the driver would
not stop. He continued to
drive a considerable
distance while they were
screaming at the back,”
said Sohoma.
When the car eventually
stopped, the rest of the
girls jumped off and ran to
assist Zongola. They said
the driver did not get out of
the bakkie to talk to them
and just sped off.
It was then that one of
the girls stopped a car of
school principal Thanduxolo
Fatyela who was driving
past on the same route.
“We were stopped by one
of our pupils saying
something had happened
by the side of the road,”
said Fatyela.
He said the school had a
transportation problem.
“The government
transport does not
accommodate all the
students who come from
the surrounding villages.”
He said Zongola was one
of the unfortunate pupils
who were unable to get on
to the list of pupils who are
ferried to the school. “We
want all our pupils to have
space in the government
transportation. It is
unfortunate that some
parents have to make
private arrangements, but
this is something that we
are still discussing with the
department of education.
“If our school had
sufficient arrangements for
our students we would not
This space could
be yours.
have had this incident
occurring.” He said this
was, however, the first time
such a thing had happened.
Sohoma said what
happened to her daughter
was very painful to the
family. She has opened a
case to search for the man
Call Mavis or Charodine
who was driving the car.
Police spokesperson
Captain Namhla Mdleleni
said a case of reckless and
negligent driving was
opened.
“I just want him to
explain what he wanted to
do with our children. Where
was he taking them? We
can never be certain about
people’s intentions now,
even if they offer help.
“I am in anguish thinking
about how scared my
daughter was when she
decided to jump from a
moving car,” said Sohoma.
Sent home with still-born
BODY IN A BAG: The father of a deceased baby carrying the corpse
in a plastic bag
Picture ANDISA BONANI
ANDISA BONANI
The father of an apparently
still-born baby, Theleza Sobekwa,
48, expressed “distress and a
heavy heart” that his child was
put in a Spar plastic bag by EMS
officials early on Monday
morning.
“The child would have been
my fourth. I am sad my baby was
not born alive because my
girlfriend and I had prepared for
a baby. I do not know much, but I
have never heard of a deceased
person being put in a shopping
bag. This breaks my heart.
“I did not say anything to the
ambulance staff when they did
this because I was in shock.”
Residents of Thembalethu
informal settlement in Mlungisi
where Sobekwa lives, were
appalled and gathered outside
his home to support him.
Sobekwa said his girlfriend
was in labour around 4am when
he ran to ask neighbours to call
an ambulance.
He returned to find his
girlfriend had already given birth
to a still-born baby and the
ambulance arrived shortly
af terwards.
“The ambulance people put
my baby in a Spar bag and we
drove to Frontier Hospital. On
arrival, we were informed the
hospital did not admit deceased
bodies and I was told to report it
to the police.
“I went to Mlungisi police
station with my baby in the
plastic bag. There I was told to
report the matter to the forensics
services at the Komani Hospital.”
Sobekwa said he feared
travelling around with a dead
baby, and asked the ambulance
officials rather to take him home.
The area’s ward committee
member, Nomsa Canti, said
Sobekwa arrived at her home in
the morning saying he had a
corpse with him and did not
know what to do with it.
“I was shocked to hear this. I
could not believe the so-called
ambulance professionals had put
a human being in a plastic bag,
dead or alive.
“This is pure negligence and
looking down on Sobekwa and
his girlfriend, maybe because
they live in a shack. This would
have been handled differently if
it had been in another area.”
The baby was reportedly born
around 5am and the body was
still at the home after 11am that
d ay.
“Community members said the
corpse was decomposing as
there was a stench in the room.
Canti said she was
disappointed Sobekwa had been
sent away from the hospital with
a dead baby.
“They could have kept it in the
hospital’s mortuary or assisted
by calling forensic services
themselves but they do not care
and lack sympathy. The
hospital’s CEO met with the
father and informed him they
could not bury the baby because
it weighed more than 400g.”
Canti said Abaveleli Funeral
Services took the corpse to
Frontier Hospital.
“We are trying to get the
municipality to assist with the
funeral because the parents are
unemployed. We need help so
that the baby is buried as soon
as possible.”
On Thursday, Canti informed
The Rep social workers would
visit Sobekwa’s home to see if
they needed burial support.
Frontier Hospital CEO
Sindiswa Tywabi said the
hospital did not admit corpses.
“The situation could have been
dealt with differently since the
EMS officials had already
brought it to us.
“I was informed that it was a
matron who had not even seen
the corpse who had instructed
that he go home with the baby.
“I have made arrangements
with the EMS division to find out
what happened and who was on
duty at the time and attended to
the matter.
“The forensic pathology
services should have been called
in and the police should have
a s s i st e d . ”
A senior hospital official who
did not want to be named said a
“full-on investigation” into the
matter was underway.
Police spokeswoman captain
Namhla Mdleleni said Sobekwa
was attended to by a station
commander who informed him
about the procedure to be
followed in the case of a
still-born baby born at home.
“The parents should have
called both the ambulance and
the police in a case of death but
that did not happen which is why
they were sent to the police
station by the hospital,
accompanied by EMS staff.
“In an incident like this an
inquest should have been
opened, but due to the lack of
forensics at the time, the parent
left without a case being
opened.”

Stolen chairs recovered
ZINTLE BOBELO
The Nomzamo Neighbourhood Watch
assisted in recovering stolen chairs after
three church congregations in Mlungisi
were allegedly burgled last week.
Speaking to The Rep, neighbourhood
watch leader Andile Zondi said the act,
which had become a “t rend” among
criminals in the area, started when The
Church of God and Saints of Christ in
Khayelitsha was broken into and the
perpetrators got away with 18 chairs.
“We were informed by a neighbour that
six chairs were thrown into her yard. Last
week, another church was burgled and
seven chairs and curtains were stolen.
Another recent case was at the Seventh
Day Adventist Church here in Nomzamo
where more than 50 chairs were stolen.
“We got a lead from one of the
residents about chairs being sold in the
area. We managed to recover some of the
chairs at a shop owned by a foreign
national. We also found the perpetrator
who then revealed where the other stolen
chairs could be found.”
Zondi said 34 chairs were found, with
some believed to have been sold to
people at the Hewu taxi rank.
“People must refrain from buying stolen
items. Whenever someone tries to sell
you something, always ensure there are
supporting documents or proof of
ownership because buying stolen items
has repercussions.”
Zondi also shed some light on recent
incidents where a 12-year-old boy was
used to break into residential homes.
“This young boy is turned into a
criminal and is being used by the older
boys to break into people’s houses. We
received a report that this boy had
entered through a window and had
opened the door for the older boys.”
Police spokesperson Captain Namhla
Mdleleni said the police were not aware of
the cases as there were no reports made.
“Police appeal to the community to
report any criminal activity.”
DOWN IN THE DUMPS: Monde Mini had an
unpleasant surprise when his bus sank
axle-deep into repair works in Komani Street at
its junction with Upington Street. Mini said the
area was not demarcated. He contacted the
municipality, but received no assistance. Chris
Hani District Municipality spokesperson
Thobeka Mqamelo, however, said to The Rep:
‘Works were undertaken in that part of the road
where a (water) burst had occurred and it was
marked with danger tapes to alert all road users
– pedestrians and motorists – that work was in
progress’
Response officers help in hit-and-run
Last Monday evening,
Red Guard response
officers in Whittlesea
attended to a panic at a
filling station,
operations manager
Willie Reinecke told The
Rep. There they
apprehended a suspect
who had driven into the
business window and
injured a staff member.
On Thursday
afternoon, of f i c e r s
attended to a panic
alarm at a tavern where
they apprehended a
suspect who had stolen
some cash.
The same night,
response officers
attended to an alarm
signal at a butchery in
town. They discovered
that someone had
started to open the roof
in order to break in, but
their speedy response
prevented the suspects
from getting in.
The perpetrators fled
and could not be
a r r e st e d .
L at e Saturday night, a
person called the
company’s 24-hour
control room from a
function in town, saying
they needed assistance
because two people
were fighting and the
police had not arrived.
Response officers
were dispatched to the
venue and they assisted
a woman whose vehicle
was being damaged by
her boyfriend.
On the arrival of the
police, they assisted
them to apprehend the
suspect.
Security officers on
duty at a motor
dealership called for
assistance later that
night when they
witnessed a pedestrian
being run over by a
vehicle which then
drove away from the
scene.
Response officers
assisted the injured
person until the
ambulance arrived.
In the early hours of
Sunday morning,
response officers
attended to a panic
alarm at a cash store as
the owner had heard
someone in the yard.
The response officers
checked the premises
and apprehended a
suspect hiding in a
toilet. He was handed
over to the police.
The same night, the
owner of a guest house
in Berry Street called
for assistance because
people were fighting on
the premises.
Officers assisted the
police to apprehend a
suspect who was
assaulting his wife.
RARING TO GO: Material to be used to repair Dahlia Street arrived on Wednesday Picture: SUPPLIED
Way paved for R3.1m
repair of Dahlia Street
ANDISA BONANI
The Enoch Mgijima Local
Municipality (EMLM) is set to
spend R3.1m to repair the badly
damaged Dahlia Street in
Mlungisi at the Esigingqini
intersection this week.
The 270m stretch of road will
be paved and a bypass has
already been created between
Dahlia Street and Unifound to
accommodate road users and to
minimise congestion.
Newvale resident and road
user Nokuzola Lusithi said it had
been more than five years since
the road had tar on it and this
caused problems for taxi drivers,
especially when it had rained.
“Taxis usually had to use an
alternative route when it had
rained due to the state it would
be in, leaving people waiting for
transport stranded on the other
side. It is a great relief that it is
finally being repaired because it
was just rocks.”
EMLM spokesperson Gcobani
Msindwana said work was
supposed to have started on
Monday, but there was a delay
when a lowbed truck failed to
arrive.
“The scope of work to be done
includes the upgrading of the
stormwater drainage system.
There will be construction in
layers that include base and
sub-base, plus the preparation of
the bedding with building sand.
We will also replace the
damaged kerbs.”
Msindwana said 80mm
interlocking paving bricks would
be used and the local authority
would use its own labourers to
benefit from the project.
“A total of 14 workers from
wards 12 and 14 have been
employed to work on this project
that will run for two months. We
also worked with two local
businesses from which we
bought the material.”
Msindwana urged road users
to be patient during this period
and warned against the stealing
of material that is meant to
benefit residents in the area.
ANDISA BONANI
Enoch Mgijima Local
Municipality (EMLM)
administrator Dr Vuyo
M l o kot h i ’s whereabouts are
unknown by councillors as he
has failed to attend several
council meetings without
submitting leave of absence
fo r m s .
This was questioned by DA
councillor Malibongwe Xhelisilo
in a council meeting last Friday
when the council’s whip
announced the names of
absentees on leave and did not
mention Mlokothi.
Xhelisilo said disciplinary
measures should be taken
against Mlokothi, who has been
absent without leave (Awol)
from several previous meetings.
“The mayor must write to
department of c o o p e r at i v e
government and t raditional
affairs (Cogta) MEC Xolile
N q at h a and inform him that we
no longer want him here as he
has failed to deliver on his
terms of reference.”
UDM councillor Mthuthuzeli
Hokolo said he had not seen
any change in service delivery
since the administrator had
star ted.
“The people we are meant to
serve, are suffering and
someone was deployed to turn
things around. He has
absconded and no one from the
ANC leadership seems to be
aware of his whereabouts.
“Cogta updated his terms of
reference and included duties
of an accounting officer and yet
he is not performing those
duties. What is the point of us
having Mlokoti here?” he asked.
ANC councillor Mzoxolo Peter
said for someone who was put
in charge of the municipality’s
finances but failed to go to
work, he was derailing the local
authority from delivering
ser vices.
“Who signs off finance
documents that need him as
the person in charge?
According to Cogta who did not
want us to appoint an acting
municipal manager, how are we
expected to convene meetings
without the administrator
because he is supposed to sign
the agendas? Cogta even added
the duties of an MM in his
terms of reference and yet he is
not performing them.
“Maybe it is correct that the
mayor must write to Cogta and
query our status as a
municipality because we are
not sure whether we have an
administrator or not.”
EFF councillor Luthando
Amos said Mlokothi feared for
his life because a faction in the
ANC was planning to have him
“e l i m i n at e d . ”
“I do not blame him for not
going to work because it is not
safe for him. The intervention
by the executive council did not
bear any fruits.
“The municipality is in its
worst situation than ever before
and must be dissolved. There is
no political will from the ANC
leadership, we have political
wheelbarrows who want to be
pushed to do the work they are
paid for.”
Cogta spokesperson
Mamnkeli Ngam said Mlokoti
was working remotely for safety
reasons, but was still in Komani
doing his duties as mandated.
“The administrator’s situation
has been aggravated by some
chief stakeholders in the
municipality. They have made it
difficult for him to work at the
municipal premises following
safety threats. You will
remember he was once chased
out of his office by a group of
people. Since then things have
got worse.
“He has tried to meet with
the municipality’s troika but
they failed to avail themselves.
We have heard certain officials
from the labour department
have been planning to remove
him from the municipality.”
Ngam said Cogta encouraged
EMLM leadership to work with
them to ensure the
administ rator’s terms of
reference were implemented,
including the finance recovery
plan.

THE REPRESENTATIVE 7 June 2019
Excellent work recognised
ANDISA BONANI
A total of 15 police officers from
the Queenstown cluster on
Tuesday received certificates for
having led cases which resulted
in perpetrators receiving jail time.
The officers from various
rankings were rewarded for
their performance in detective
services, best detection rate for
colonel stations, dedication,
loyalty, commitment in one’s
work when performing duties,
passion and excellence.
Major-General Funeka
Siganga thanked the officers for
their dedication and ensuring
that victims felt the justice
system was on their side.
“We have learnt about so
many things regarding the
police from the media and some
of them are quite negative.
“However, when we have
positive news, that also
deserves to be shared so that
people know there are good
police officers who are working
hard to fight crime in society.
“I stand here as a proud
commander of this cluster,
realising the good work that has
been done by the members.”
Siganga said she was aware
of the challenges faced by the
police and that they were also
human and had personal
problems to worry about which
were often disregarded to focus
on work.
“I understand police officers
work under several challenges,
including their personal ones
which they often have to
neglect to focus on work and
we appreciate such
commitment.
“I know the national
commissioner cannot personally
come to this cluster and
investigate cases. We are all
that the communities we serve
have. I also am not there when
detectives investigate cases,
but I am usually commended for
the work done.
“Hence I am here to show
gratitude for the sacrifices you
have all made to ensure crime
is eradicated.”
Police spokesperson Captain
Namhla Mdleleni said some of
the awarded members worked
under cover and others worked
in cases where the accused
received the maximum sentence.
“One of the officers who was
awarded here today, received a
certificate for a case that was
heard here in Komani and the
accused received a life
sentence.”
LUVUYO MJEKULA
The Komani Cycling Team (KCT)
will celebrate Youth Day on
June 16 in a unique way – with
5km and 10km cycling races.
“We need to have something
different to celebrate on June 16
besides wearing uniforms as if
it’s 1820,” joked KCT
spokesperson Nathi Nongauza.
He said the organisation
invited boys and girls bet ween
eight and 18 years old to take
part in the 5km and 10km races.
The 5km race will start at
around 10.30am and children
between the ages of eight and
12 will take part. The race will
start and finish at Dicla Farm
just outside Komani.
The 10km race will start 30
minutes later and will feature
the 13-18 age group. This race
will start at the traffic circle
opposite the Caltex Garage and
finish at Dicla Farm.
“The purpose is to get the
youth involved and create a new
generation of cyclists because
firstly, cycling is considered a
white sport and we need to
change the mindsets of the
people. Secondly, we are trying
to promote the sport as well.
“We invite people to be active
for health purposes. If you have
a bike at your disposal, it does
not matter what the question is,
the answer is always the bike.
There will also be prizes and
medals,” Nongauza added.
of dealing with a corpse
Police not just
cops and robbers
ANDISA BONANI
Cellular network giant Cell C, in
partnership with the Komani
police, hosted the Take a Child to
Work campaign for high school
pupils to inform them about
various careers that are on offer
at South African Police Service
(Saps).
The pupils were shown the
various units the police
department had and what each
section was responsible for,
including forensic services,
public order policing, dog
handling, the bomb squad and
ot h e r s .
Demonstrations of what the
units did were done to give the
pupils a better understanding of
the day-to-day duties of staff in
each unit.
Police spokesperson captain
Namhla Mdleleni said Cell C
initiated the programme for the
pupils in order for them to know
what career paths are out there.
“The police invited pupils from
schools in Komani, Glen Grey,
McBright, Cacadu and Molteno
to come and see the various
components of policing and what
each section was responsible for.
All schools were invited but most
could not attend due to the
programme being scheduled
around exam time.”
Mhlontlo High School pupil
Amahle Tima said she learnt a
lot about the various types of
police units and did not realise
there were other units in
policing.
“I initially thought I wanted to
become a lawyer, but after
learning about what the forensic
services did, I changed my mind.
“I learnt that the forensic unit
also helps to fight crime by
checking for fingerprints of an
alleged criminal which then
helps the police to catch them,”
she said.
Vuselela High School pupil
Simamnkele Khethani said he
enjoyed the programme and was
mostly interested in the dog unit
where the trained dogs could
assist in an arrest.
He said had not yet made up
his mind about what he want to
study after matric because there
was so much to choose from.
Chris Hani District
Municipality (CHDM)
communications officer Lonwabo
Kowa spoke to the pupils about
what the municipality did, and
the types of careers the pupils
should follow in order to take up
various job opportunities that
may arise in future.
All the pupils received
certificates of participation.
ZINTLE BOBELO
An array of modified cars will
descend on the town for Stance
Komani group Slammed Clique.
Member Chesline Jekels said
the crew was established in
2016 with the aim of bringing
some form of entertainment for
Komani youth.
“There is really not much to
do and we know how excited
young boys get when it comes
to cars. So the crew, which
consists of boys and girls,
motivates the youth so they can
work towards having their own
things. We attend events all
over the country, such as car
shows where we socialise and
network with different groups
and share ideas.”
Jekels said the event would
take place on June 15 at the
AB350 Bus Services depot in
Queendustria where cars will
compete and judged according
to different categories.
“We get together, we have
different categories where
people can compete in ways of
modifying their cars and with
this event we want to get local
people together so we can give
them an opportunity to
showcase and operate their
businesses.
“We are expecting groups
from different areas in the
province and from as far as the
Free State and Northern Cape.”
Jekels thanked LCOM
communications for their
support and sponsorship.

Chris Hani District ready for initiation season
ABONGILE SOLUNDWANA
The Provincial House of
Traditional Leaders CEO
Mzwethemba Nkantsu who came
to assess the Chris Hani District
Initiation Forum said the forum
was 80% ready for the winter
initiation winter season.
Nkantsu, who was addressing
the initiation forums of the Chris
Hani District at the Thobi Kula
Indoor Sports Centre on Tuesday,
said transport shortages and a
lack of key government
department stakeholder
involvement in some
municipalities needed attention.
He said a report would be
issued to the head office to
insure that the departments
came on board.
“We will consult with the
non-profit organisations that are
assisting us for more vehicles
and what has not yet been done,
will be easily fixed.”
Nkantsu indicated that other
issues involved were community
members insisting on traditional
surgeons who had been
suspended by the department of
health for failing to meet the
health regulation standards for
circumcision.
“We will go to those places to
inform people to abide by the
requirements of the depar tment
of health, especially when red
flags have been raised.
“There have also been
improvements in the province
concerning criminal charges,
with sentencing in some areas.
However we are struggling to
get statements from the initiates
who have been affected in these
cases and from their parents.”
He said the training of 1,000
traditional surgeons and nurses
which had been instigated by the
department of health in
December, was still under way.
“We are in the second phase
of training because not all the
traditional surgeons and nurses
were trained to meet the
requirements of the law.”
He said annexure B which
stated that boys under 18 years
of age can undergo circumcision
was in the process of being
r e v o ke d .
“The annexure was inserted by
mistake in the customary
initiation bill. Even though the
main law clearly states that the
initiation custom should start
with 18-year-olds, this has been
causing a lot of confusion.
“The traditional leaders were
not happy that there were no
officials from the department of
cooperative governance and
traditional affairs present. Last
year we got R1.1m in support
from Right to Care and the
Society for Family Health which
helped in marketing the
initiation season, but the budget
will be smaller this year. We
need people to ask their
municipalities to prioritise the
initiation season in their
Integrated Development Plans.”
NGO Society for Family Health
project manager Vuyani Billie
said: “We will provide the Chris
Hani Initiates Forum with seven
nurses, three vehicles, hygiene
improvement utilities, lunch
packs in Sakhisizwe and
Emalahleni, jackets for initiate
first aid training in 2020.
chair Chief Xolile Mbali said all
initiates should go to the
mountain with the relevant
documents and a copy of a
legitimate identity document.
“We have noticed that there is
a trend of initiates not using
their correct identity documents
during the registration period.”
Chris Hani had two deaths in
the last winter season and seven
in the summer.

EDITORIAL
OPINION
EMLM heeds
call to fix
problem road
The local municipality has
finally moved to give the
problematic stretch of road in
Dahlia Street more of a
permanent solution.
The dirt road in the heart of
Mlungisi Extension has given
motorists and residents alike a
headache for years.
We report on Page 3 that one
resident says it has been five
years since the 270m road last
had tar on it.
It now appears Aloevale and
Newvale residents’ complaints
have finally been heard.
The municipality says it is
looking to spend no less than
R3m on the project and work is
already underway.
According to spokesperson
Gcobani Msindwana, work will
include upgrading of the storm
water drainage system in the area
and there will be “construction in
layers that include base and
sub-base, plus the preparation of
the bedding with building sand.
“We will also replace the
damaged kerbs.”
Tarring the road would have
been the ideal solution, but
paving is a welcome – apparently
more affordable – a l t e r n at i v e .
While at it, the project’s
workers have already smoothed
over a rocky patch between
Dahlia Street and Unifound, which
many motorists use as a short
cut. This has also been a relief for
drivers.
The project has another spin-off
for the community – jobs.
Msindwana says 14 residents
from wards 12 and 14 will be
employed in the two-month
project.
This is welcome news in a
country where unemployment
numbers have skyrocketed. In
fact, the ruling ANC recently
declared unemployment a
national disaster.
It is not permanent
employment for the 14 people,
but it is certainly better than no
work at all.
The municipality deserves
applause for heeding the calls of
the electorate.
Many promises were made
ahead of and even after the May
8 elections and it is inspiring to
see some work being done.
The municipality’s warning
against theft of materials for the
project is alarming. It should not
be that the same people who are
meant to benefit from a project
go on to steal from it.
Without diluting this positive
news, can the residents of
Komani hope for similar positive
feedback regarding the
multimillion rand taxi rank that
seems to have become a white
elephant?
Many people have spoken
about how this much-needed
facility appears to be going to
waste and it is hoped that the
powers that be will finally resolve
whatever problem is preventing
this beautiful facility from being
utilised for the purpose it was
intended for.
Widen search
for sports talent
What a rotten sporting week we
have had. Bafana Bafana and
Banyana Banyana lost heavily. The
Proteas lost their third straight game
against India in the Cricket World
Cup in England on Wednesday.
You might think – what is the big
deal? Who cares if people chasing
after a ball lose? As a nation, surely
we have more important issues to
worry about, right?
Judging by the
hue and cry from
social media and
conversations, it
is clear that sport
is very close to
the hearts of
South Africans.
We tend to regard our teams as
world beaters and when they lose,
we pillory them.
Banyana Banyana will play in their
first-ever World Cup starting on
Friday in France. As this is their
debut tournament, we should not
expect too much. The fact that they
even qualified is an achievement.
Safa under Danny Jordaan has
shown that with a proper plan –
Vision 2022 – anything is possible.
As far as Bafana Bafana goes, we
have stopped getting our hopes high
as they have disappointed so many
times, but we live in hope,
nonetheless.
Proteas – what can we say about
our cricket team? They have lost
three consecutive games, look in
disarray and I battle to see any plan
to get out of the morass they find
themselves in.
IN
TOUCH
... with Phumelele P Hlati
Typical of our national sports, we
fail to plan ahead and cover all
bases. We knew Dale Steyn was
injury-prone and our premier
batsman, Hashim Amla, would be 36
by the time they got to England.
That he has been in horrible form
in the last year should have given us
time to look for alternatives in the
meantime.
I am highlighting these instances
to emphasise a
point about our
sport in general.
We have talent
and resources
which are the
envy of many in
the world, but we
still come up short on the
international stage.
Are we optimally using the wealth
of talent we have? Are the players
we have in the national teams the
best we could have? Are we missing
talent somewhere in a small school
in the rural hinterland? Is our
practice of concentrating all our
efforts in the traditional top-20
sports schools to produce talent the
most effective use of our human
resources? I don’t think so – we
need to widen the net.
How many late bloomers out there
have been cast aside because of our
obsession with Craven Weeks and
the like?
Europe has caught up with us
because they have made clubs the
centre of their sports development
while we are doing the opposite. If
we want a quick solution that is
sustainable, clubs are the way to go.
Q: What do you do?
A: I am deployed as executive mayor of
Q: What have you enjoyed and found
challenging about being mayor?
A: It is challenging to have limited
private space due to having to give more
attention to public interests and
concerns.
Q: Should the people of Komani expect
their lights to go off because of the
municipal debt owed to Eskom?
A: We have a payment plan with Eskom
which is prioritising provision of this
basic service to our citizens, so there
should be no panic as we are committed
to that payment plan.
Q: What are some of the biggest
problems facing the Enoch Mgijima
Municipality and what plans are there
to tackle them?
A: The first one is the Eskom debt for
which we already have a plan. There are a
number of challenges in the provision of
basic services due to under-collection
and dormant revenue streams.
We are implementing revenue
enhancement plans for improved revenue
generation and cost-cutting measures on
our expenditure patterns in order to foster
a more viable municipality.
Q: When is the inter-modal taxi rank
going to be open?
A: There are engagements with the taxi
includes the department of transport for
finalisation of the current phase for
measures and timeous interaction with
the people as we have been doing
The ANC is working to restore and
done so; supports an active integrity
members and deployees, as well as
ongoing support for the state capture
commission of inquiry.
Q: It is a World Cup year. The Proteas
did not have a good start in their
cricket matches. What do you think
they can do going forward?
A: The Proteas must be given a chance
and supported. There are minor mistakes
which are costly in the World Cup, of
course. They can correct these mistakes
as they have potential – both in batting
and fielding. If they win a toss, they
should elect to bat first.
Q: What is the best thing about being
in Komani?
A: It is the economic centre of the
district and situated geographically at the
centre of the province, so it has great
potential in making a case to any investor.
Q: What is your favourite quote?
A: Live a life totally dependent on God
confident to tackle any situation.
bat. They can’t just rely on
the bowling. The batters
must just do better.
James Moorcroft from a
nearby farm
That was probably a bit of
first round jitters. They still
have nine games left. The
bowling wasn’t too bad.
The English line-up is
probably one of the best
batting line-ups there is.
I think we can improve on
the batting; they just need to
keep their heads down and
not do anything silly.

Man’s struggle
for Sassa pay
ABONGILE SOLUNDWANA
Lungile Jeku from Ilinge
complains that he has not
received his grant back pay from
the South African Social Security
Agency (Sassa) for eight years.
Jeku, who qualified for the
government grant in 2009, said
Sassa employees had told him
he could not get a Sassa grant
card and the money as there was
a man in KwaZulu-Natal who
happened to share his name,
surname and identity number.
He said when he took the
matter to the department of
home affairs to get the issue
resolved, he was told the
computer system was not able to
detect the man who shared his
personal particulars and that
Sassa employees had given him
false information.
In spite of his having returned
to the Sassa office with the
feedback he had received from
the home affairs department, he
said Sassa employees
maintained that what they had
said, was true.
However, when he demanded
Sassa employees show him the
man they were talking about on
the system as proof, they refused
to produce the evidence, which
left him all the more sceptical.
Jeku continued battling the
issue, going back and forth
between the Sassa and the
department of home affairs for
eight years, without receiving
any proper indication of when
the matter would be solved.
During this time the home
affairs department confirmed
that there was no man in
Kwazulu Natal who shared
Jeku’s particulars.
Jeku said he eventually
received a temporary card from
Sassa in 2017 when he could
receive his money for the first
time.
However, when he demanded
the rest of the money dating
back to 2009, he was told he
would have to wait a little while.
To date none of this money has
been forthcoming, nor has there
been any indication of when he
will receive it.
Sassa spokesperson Sinoxolo
Gqela said: “Jeku has been in
receipt of an old age grant since
2014. The agency in the district
will conduct a home visit to the
beneficiary to verify the matter
of outstanding money.”
So June has come and with it the
cold nights, as can be expected.
However, no below zero
temperatures have been forecast
yet.
Fr i d ay ’s minimum comes close
at just 2°C, rising to a maximum of
16°C, but as is so often the case on
our winter days, the sky will be
clear, with just a gentle breeze.
On Saturday the minimum is
4°C, going up to 24°C.
There will be sun, but also
intervals of cloud and a gentle
wind which might get a bit
stronger in gusts.
Sunday will be a great outdoor
day with a maximum of 26°C, after
a 6°C start.
There will be plenty of sunshine
and a fairly brisk wind. –
THE REPRESENTATIVE 7 June 2019
Local artist off to the
prestigious Hilton Arts Fest
NTSIKELELO QOYO
Local artist Magdel Jerrard is
going to the prestigious
Hilton Arts Festival which is
held annually at Hilton
College in the KwaZulu Natal
midlands. The festival is a
celebration of theatre, music,
dance, craft and visual art
and has been running since
1993.
Artists, crafters and
performers from around the
country submit works to the
selectors who then invite
successful applicants to
participate at the festival.
Jerrard, who has been an
artist for more than 30 years,
says she is excited to be part
of the festival. “My daughter
and son-in-law kept asking
me to enter, but I was very
nervous. Then I tried my luck
this year.
“I had to submit two
paintings. The selectors liked
them and now some of my
works on will be on display.”
Jarred uses different
mediums for her art and says
she is passionate about bird
portraits but is also inspired
by various landscapes.
“It often depends on the
subject, which medium you
use. Water colours are a very
gentle medium and yet oils
are vibrant and bright.”
“I love birds. We belong to
the birding club here in
Komani. But I think driving
along and looking at scenery
around you; mountains and
trees, you become inspired.
”Being an artist you are
aware of all the beauty of
colour all around.”
She currently runs art
classes for children and
amateur art enthusiasts at
her home studio. “I used to
be an arts teacher at a school
and I loved it. I started the
classes and the adults
eventually came along.”
Jerrard has been displaying
her art since the days when
the exhibition was held at the
J.C. Marshall Art gallery but
recently had some works
displayed at the Love of Art
exhibition which was at the
Queen’s Hotel. “Art is very
popular in Komani. There
were a lot of people at the
Love of Art exhibition, but we
would love to have a lot more
artists from outside come in.”
Her latest inspiration is an
amaryllis, a variation of lily
that grows in her garden.
“My husband and children
keep telling me to
concentrate on birds, but
sometimes you need a
break.”
Jerrard’s works are
eclectic, from Nguni cows to
farm houses – some of which
she has painted on
commission.
She expects to take 35
paintings to the festival and
wants to add 10 new works
before she leaves. The Hilton
will run from September 14 to
16 and will include an
assortment of entertainment
for arts lovers, from jazz
bands to stand-up comedy.
COMMUNITY SERVICE: The founder of the clean-up campaign Komani 4
Me, Lihai Bercovich, received an award from the Border-Kei Chamber of
Business for starting the initiative that brings local businesses together
to change the face of the town, with BKCOB administrator Adre Bartis
BEAUTIFUL SOUNDS: Members of the Marimba Youth Band, which was formed early in 2019, learn how
to play musical instruments at the Komani Art Centre
Picture: ZINTLE BOBELO
Jazz veterans teach
youth to play some
musical instruments
ZINTLE BOBELO
Youth from Mlungisi are learning
how to play musical instruments
through a programme initiated
by Komani jazz veterans.
Mentor and former member of
Juluka music band, Zola Mtiya,
who used to play drums for the
group dating back to 1981, said
the Marimba Youth Band was
formed early in 2019 with the aim
of reviving jazz music, especially
among the youth.
Mtiya said children from the
age of 10 are inspired and
provided with a fun way of
learning music through their
favourite musical instrument.
“They come to the centre with
little or no knowledge of how to
play and are taught from the
beginning. We are trying to
groom them and keep them
away from criminal activities.
Through practise, we are also
preparing them so they can
perform for bigger crowds at
festivals and other events.
“This also allows them to
pursue a career in music if they
wish to do so.”
Mtiya said they were currently
providing free lessons to 48
members aged between 10 and
17. The number includes
members of the Art Centre Youth
Band formed three years ago.
With the assistance of mentor
Thembekile Filita whose
expertise is with the guitar and
bass, Mtiya said they hoped to
produce some of the greatest
talent in the area.
Ntsika Tafane, 12, from
Sabatha Dalindyebo, who is
learning to play drums, said his
love for playing the instrument
grew. He said he enjoys being at
the centre and was currently
receiving all the support he
needed from his family.
Khazimla Mqoboka, 10, from
Mlungisi, said he was inspired by
his father’s taste in music and
would listen to him play jazz
from a very young age.
“I learnt to play the keyboard
at school and I enjoy coming
here because I can learn to play
some more. It is a good feeling
and I am motivated to be here.”
Mtiya encouraged the youth to
visit the Komani Art Centre
during the holidays to learn more
about musical instruments.
This follows after the
organisation to get ball
The 18-year-old pupil
had to ask for
He said: “I founded
Confident Girls in 2017.
The idea started when I
was left to take care of
my daughter when my
wife went overseas to
further her studies.
“My daughter started
her menstrual cycle and
I had to act as if I knew
everything while
assisting her. It was not
easy, because I had to
tap into a completely
never encountered
“It suddenly dawned
on me that if this stage
well-off, how much
more for a girl child
who came from a poor
background and who
could not afford
sanitary towels? I then
started making
donations at schools,
but while doing so, I
saw a deeper need.
There was a whole lot
more that teenage girls
needed.
“They needed life
skills coaching and
assistance in issues
they were faced with,
such as teenage
pregnancy, human
“We take them to
Most repeat buyers rely
on the equity from the
sale of their first home
to finance their new
process of canceling
always simple.
According to Adrian
Goslett, Regional
Director and CEO of
should consult with a
Family home right on the taxi route, few
minutes’ walk to Ikhala college, House
has B.I. C’s in all rooms. This property
also has a two-bedroom flat that you can
easily put tenants in for extra income.
them better understand
how to go about the
process.
“While experienced
real estate
professionals will be
able to outline the
general processes and
procedures to follow, a
bond originator will
have the specialist
expertise to know what
each of the various
banks require for these
transactions. Consulting
with a representative of
both professions will
help homeowners
navigate the various
complexities involved in
transactions that
involve more than one
home loan,” Goslet t
explains.
According to Mary
Lindemann, Chief
Operations Officer of
BetterBond, SA’s
leading bond originator,
sellers will need to
continue the
repayments on their
existing bond until it is
cancelled and the
property is transferred
to the name of the new
buyer. Similarly, when
they buy a new home,
they will not be
required to start making
bond repayments on
that property until it is
registered in their
name.
“To avoid having to
pay two bond
repayments at once,
repeat buyers therefore
usually add a
suspensive clause to
their Offer To Purchase
(OTP) on the new home
that makes the offer
subject to the sale of
their existing property
and the simultaneous
transfer of the two
properties. Generally,
there is a time limit on
the sale of the existing
property and once this
happens, the
transferring attorneys
will then co-ordinate the
registration of the
t ransfers,” Lindemann
explains.
This suspensive
clause is also critical
when the bank
assesses the repeat
buyer for the
affordability to
purchase a new
property. To qualify for
the bond on the new
home, Lindemann
explains that the buyer
will need to go through
the entire application
process again and
provide all the required
suppor ting
d o c u m e n t at i o n .
“And, when
filling in the
application, it
is very
important to
note the
intention to
sell the
proper t y
already
registered in
his/her name, as this
can determine the
success or failure of the
a p p l i c at i o n . ”
When reviewing the
bond application, the
banks will look at the
track record of
payments on the
existing bond and take
the outstanding balance
owed into account
when deciding on an
interest rate as well as
the loan amount they
will offer for the
purchase of a new
proper t y.
Goslett therefore
advises homeowners to
prioritise their home
loan repayments,
adding extra sums to
their repayments where
possible. “When the
time comes to apply for
another home loan,
partial or skipped
payments will count
against you. On the
other hand, adding a
little extra to your
monthly instalment
from time to time will
count in your favour
when it comes to
negotiating an interest
rate on a new home
loan.”
As a final word of
advice, Goslett reminds
homeowners that
advice is freely and
readily available for any
homeowner who is
considering buying or
selling. “If you are
unsure of what
processes need to be
followed and what you
can afford, your first
step should be to book
a consultation with a
bond originator who will
be able to advise you
free of charge, and can
assist you in obtaining
prequalification for a
home loan so that you
know what your buying
power is. Thereafter, I
would recommend
arranging another free
consultation with a real
estate professional who
can provide you with
insight into what sorts
of homes are available
in your price range, as
well as what price your
home will fetch within
the current market,”
Goslett concludes.
Stats SA
donates
assets
to two
schools
ZINTLE BOBELO
Statistics South Africa (Stats SA) in the Chris
Hani District identified two schools that
benefited by receiving some of the
depar tment’s assets.
StatsSA acting district director Lulama
Sondlo indicated that the donation was in line
with the management of assets policy within
the department. “It is required that we identify
schools that will benefit from the disposal of
assets within the department. The purpose is to
increase the use of technology and access
thereof in educational institutions. During the
process of disposing of these assets we
request that schools submit applications so we
are able to identify two or more schools and
divide the assets accordingly, as well as other
office equipment.”
Sondlo said two schools, Van Coller Public
Primary in Mlungisi and Empumelelweni Senior
Primary from Whittlesea, were selected and
received eight computers (four each), flip
charts, chairs and weighing scales.
“Out of the submitted applications, there is
an assessment process where we visit these
schools and assess the conditions and look at
how disadvantaged the school is.”
Sondlo added the disposal of assets started
in 2010 and 16 schools have since benefited in
the district.
Van Coller Public Primary School principal
Edward Valashiya appreciated the contribution.
“We have high hopes that we will utilise these
assets properly as pupils and teachers will
benefit from these items. We are excited to
receive equipment such as computers because
we have a limited number of computers.
“These will assist and help grow the number
of pupils who are interested in learning more
about technology because nowadays we are
talking about the Fourth Industrial Revolution
where everything is technologically orientated.
How we wish the department would also assist
in providing laptops.”
Empumelelweni Senior Primary acting
principal Thandeka Manqunyana said teachers
and pupils were overjoyed to know that the
school was among the chosen institutions.
“Our school is situated in a disadvantaged
area and we are happy to have benefited
because technology has advanced and the
children need to learn more about it so that
when they get to higher education institutions
they do not feel excluded. We thank Stats SA as
they have assisted us tremendeously,” said
M a n q u n ya n a .
Investigation
on dumped
ballot papers
ZINTLE BOBELO
The Independent Electoral Commission (IEC)
has indicated that an investigation was
underway following a recent discovery of
dumped election ballot papers in Komani.
The Rep reported (Outcry after ballot papers
found dumped near robot, May 31) that 20
marked election ballot papers which had the
IEC stamp were found abandoned on Brewery
Lane by a resident.
The papers were marked next to logos of
different political parties including the
Democratic Alliance (DA), United Democratic
Movement (UDM), African Transformation
Movement (ATM) and most with votes for the
Economic Freedom Fighters (EFF).
In response to a follow up email sent to
provincial electoral officer Khayakazi
Magudumana, she had indicated that she had
been made aware of the mysterious discovery.
“The matter has been brought to my attention
and is being investigated,” said Magudumana

Swallows annihilated Police 51-27,
sending shockwaves through the whole
rugby fraternity.
Police are the EC Super 12 champs
and fourth-best team in the province.
To get such a hammering at the
hands of Izinyoni, as Swallows are
affectionately known, could not have
been written in any script as Police are
a powerhouse in Border rugby.
The “u n of f i c i a l ” Eastern Cape club
rankings are determined with Swallows
at No1 for reaching the Gold Cup
semifinals, the ultimate club
competition in the country.
Gardens from EP are second after
reaching the quarterfinals of the Gold
Cup. EL Police are third.
Swallows are head and shoulders
above the rest. It is no mean feat to
hand Police a rugby lesson and in the
process outscoring them by eight tries
to three. The pre-match hype was
clearly that the result of this match
would go a long way to determine the
Border champs en route to the Gold
Cup.
What is scarier is that three of their
four wins have been away from home
and had scores of more than 50.
They defeated Fort Hare Blues 54-24
away at Davidson Stadium, followed by
the thumping of a poor Buffs side 93-7.
WSU All Blacks are the only team
thus far who have at least competed
with a 36-21 scoreline.
Swallows and Ncerha Leopards are
the only unbeaten sides after Leopards
won 10-5 away at Ocean Sweepers to
have a five-out-of-five winning ratio.
Leopards lead the table on 22 points.
Swallows have taken maximum points
in all four of their matches and are
second on 20 points.
After the loss, Police have slid down
the table from third to fifth.
In other results, Breakers’ poor start
to the season continued after suffering
a 41-14 hammering at the hands of Old
Selbornians at Mlungisi Stadium.
The Mlungisi side have now lost their
opening four matches and are second
from bottom on the log.
Old Selbornians have now won three
matches on the trot which means they
have finally found form. Black Eagles
defeated Buffs 47-17 away from home.
Fort Hare Blues finally got their season
on track with a first win of the season in
their 52-25 win over Berlin Tigers. WSU
All Blacks inflicted more misery on
Ntlaza Lions, who are also winless, with
a score of 29-17. Ntlaza are at the
bottom of the Super League log.
In the Premier League, Shining Stars
were brought down to earth after
suffering a 34-12 loss to Cambridge.
After last weekend’s win over rivals Old
Collegians, a lot was expected from
Stars in their home tie. Wallabies had
the better of Bussy Boys, winning 29-10.
Winter Rose got back to winning ways
with a 43-26 scoreline away at United
Brothers. Evergreen won 12-0 against
BIG GUNS: Swallows is the team to beat this season in the Border Super League
Ngculu Zebras. Africans failed to travel
to Young Leopards with the match
between WSU Eagles and Old
Collegians postponed.
On Saturday, Breakers are at home
against a rejuvenated Fort Hare Blues
side. Swallows make the long trip to
Ntlaza to face Lions. Old Boys will be at
Queen’s get their groove
NTSIKELELO QOYO
It was a battle of attrition when
Queen’s College’s first rugby
team hosted Marlow Agricultural
High School at the Rec on
S at u r d ay.
The hosts were fighting to
salvage a season that has gone
awry after having lost every home
game since reunion weekend.
Their slump was emphasised
by an embarrassing loss of 74-8
against Grey High School, and a
home loss to Hudson.
They seemed ready to right the
many wrongs, piling the pressure
on Marlow early, which was
rewarded by a penalty by Sihlalo
Bengu.
They broke Marlow’s defensive
line first and scored the first try
through Bengu, which he also
converted. He would go on to
register all the points Queen’s
had by the end of the half with
another converted try and penalty.
Marlow were always prowling.
After being on eight points for
most of the half, they scored a
try through Tian Herion, which
they converted just before the
whistle. The half ended with
Queen’s College leading 20-15.
Queen’s were eager to put
their opponents to bed early in
the second half, getting the first
try through Conley Pieterse
which Bengu converted. The
challengers would return the
favour after a back-and-forth
tussle, also converting a try.
The game seemed done when
Mandilakhe Sibeko landed
Queens’ second try of the half
taking the score to 34-22.
The first half belonged to
Bengu, but Troy Delport, the
Marlow fullback, must be
mentioned for his heroics in the
second half.
He had the grit and
determination to keep Marlow in
the game, leaving a couple of
Queen’s boys on their backs, and
set up a tense final 15 minutes.
Queen’s were down to 14 men
after a yellow card was issued
and Marlow reduced the deficit
and took the score to 34-29.
The opponents looked likely to
score another, but Queen’s held
on until the final whistle.
Queen’s College head coach
Pierre Jacobs called the showing
“a good team performance”.
“We changed our attacking
structure. We also came off a
good win last week [against
Graeme College] which gave us a
lot of confidence going into the
game,” he said.
Table tennis players
ready to take on SA
ZINTLE BOBELO
A total of 13 table tennis
players from the Chris Hani
District were selected for the
provincial team during trials
hosted at Maria Louw High
School by the Chris Hani
Table Tennis Federation on
S at u r d ay.
Federation chair Conrad
Simons said the team would
represent the district at the
SA Open championships in
Oudtshoorn from September
22 to 27.
Simons indicated that the
trials were hosted for the first
time in the district and
participants hailed from
various areas, including OR
Tambo District, Buffalo City,
Amathole, Alfred Nzo and
Nelson Mandela Bay.
“To us this means growth.
A couple of years ago, table
tennis was non-existent, but
in the past five years we have
tried to build it again and we
are now a force to be
reckoned with.
“Nitaya McCuur won the
under-15 girls and Chelsea
Simons the U13 girls event.
Both players are from
Komani. We are proud of the
two champions and
encourage girls to start
playing. I also want to thank
the members of the local
organising committee, Gailin
Christian our coaching and
development officer,
Mzuvukile Nkalithana the
vice chairman, Bradley
Lawrence the principal of
Maria Louw High School and
the SGB members for making
the hall available for the
event.”
Provincial table tennis
chairperson, Xolile Funani,
said the federation was
growing and proved to be
diversified compared with
previous years.
“We are proud to mention
that last year we received
honours for being top
achievers at the Eastern Cape
Achievers’ Awards. We have
players like Dawn Fortuin
from the Chris Hani district
who went to represent us in
Ghana. We do, however, have
financial challenges and we
are grateful for the support
from the Eastern Cape Sport
Confederation and the
Department of Sport,
Recreation, Arts and Culture,”
said Funani.
The Chris Hani Netball
Association selected a
strong team to represent
the district at the SPAR
national championships
in Cape Town in June.
The association
finalised the selection
process at Manz Buy and
Braai at the weekend.
The under-19 team,
comprising 11 players, is
set to leave in three
weeks' time and is
expected to undergo
intensive training.
Association assistant
secretary Nicolene van
Schalkwyk said with an
estimated 300 players
taking part in the region,
the association had again
NTSIKELELO QOYO
The soccer season is drawing to a
close and Xhalanga Celtics, who
were the last team standing, are
brushing up on final preparations
before representing the Chris Hani
region in the SAB League playoffs.
The playoffs, to decide which
team will go to the ABC Motsepe
League, will be played in Komani
on June 14 and 15.
Amavarara, who are beset with
financial problems, are the only
team from CHDM playing in the
ABC League.
Celtics staved off challenges
from Amathole FC, who won
stream B of the Chris Hani group
after topping stream A in a
were gunning for
exceptional results.
“Various municipalities
are at least represented
in this group and I think
we will do well this time
at the championships
because we didn’t do
badly in 2018. We came
seventh.”
Van Schalkwyk said the
games normally had 36
participating teams, but
were still awaiting drafts
which were usually sent
two weeks before its
star t.
She said the selection
hard-fought battle with Amakhuze
Royals who took it to the final day.
On Saturday, they invited LFA
teams AC Milan from Ilinge and Try
Again from Komani to prepare for
the task ahead.
They dispatched AC Milan easily
by 8-2, but suffered a shock loss
against Try Again by 4-2.
On Saturday, they will play
Junior Chiefs from Ugie and Bisho
of a senior and an U21
team would be finalised
in a week and both teams
will play at the national
championships in
Johannesburg from
August 4 at the University
