Soon, London residents will no longer<br />
have to buy the official London trash bags<br />
or deal with refuse that escapes from open<br />
recycling bins.<br />
Council voted 5-1 on <strong>June</strong> 6 to adopt<br />
amended legislation that will replace the<br />
bag and bin system with large, roll-away<br />
trash cans. The cans will come with lids that<br />
should prevent garbage from blowing all<br />
over the city, a blight that at least one council<br />
member and one resident mentioned at<br />
the <strong>June</strong> 6 council meeting.<br />
The switch comes at a price. Current residents<br />
must pay $7.20 per month for one<br />
year to finance the cans, in addition to<br />
$17.80 per month (up from $7.80) for trash<br />
pick-up service. Residents who move into<br />
the city after the new rates take effect will<br />
have to pay for the cans up front.<br />
The city had initially envisioned issuing<br />
one 96-gallon trash can and one 64-gallon recycling<br />
can per residence. After pushback<br />
from some residents about the can sizes, they<br />
decided to offer a 35-gallon option, as well.<br />
The cost will remain the same no matter<br />
what size a resident orders. Because the city<br />
intends to continue its recycling program, residents<br />
must buy two cans, one for trash and<br />
one for recyclables. These can be any combination<br />
of sizes offered, except two 96-gallon<br />
cans. Additional cans may be purchased for<br />
$4.45 per can per month for one year.<br />
Assistance service, formerly called backdoor<br />
pick-up service, will be available for an<br />
additional $2.20 per month. Council decided<br />
to waive this fee for seniors 65 years and<br />
older and qualifying people with disabilities.<br />
Applications for the fee waiver are available<br />
at the Board of Public Utilities. Applicants<br />
must provide a photo ID and a copy of registration<br />
for a handicap parking placard or verification<br />
that they receive disability benefits.<br />
Trash cans will be imprinted with serial<br />
numbers and come with warranties in excess<br />
of 10 years.<br />
Exactly how residents will notify the city<br />
of their choice in size of cans has yet to be<br />
determined. Options discussed included<br />
mailers, forms printed in the newspaper,<br />
and space on water/sanitation bills.<br />
Council member Rex Castle, who cast the<br />
single dissenting vote (Brenda Russell was<br />
absent), said he wanted to see more evidence<br />
of “due diligence” in the legislation.<br />

Relay closes in on $60,000 mark<br />
The <strong>Madison</strong> and Union Counties Relay<br />
for Life took place <strong>June</strong> 8 at Jonathan<br />
Alder High School. The event has raised<br />
$53,723.50 so far for the American Cancer<br />
Society. The goal is $60,000.<br />
In addition to walking around a path set<br />
up in the school parking lot, participants<br />
enjoyed contests, entertainment and onsite<br />
fundraisers. The evening also included<br />
a dinner for cancer survivors and their<br />

board president, after the board approved<br />
the pair of collective bargaining agreements<br />
on <strong>June</strong> 10.<br />
The agreement with Ohio Association of<br />
Public School Employees (OAPSE) Local<br />
684 carries forward all provisions of their<br />
2018-19 agreement, plus the addition of a<br />
1.33 percent across-the-board salary increase<br />
for each classification.<br />
Teachers in the West Jefferson Education<br />
Association also carried forward contract provisions<br />
from 2018-19, plus a 1.33 percent increase<br />
to the base salary. The parties agreed<br />
that vertical step and horizontal column<br />
movement will occur with normal practice.<br />
In regard to professional development, a<br />
committee consisting of one administrator<br />
and one teacher representing each building<br />
will be established to plan professional development<br />
in-service programs intended for<br />
use on work days.<br />
For all required professional development<br />
in-service hours scheduled, certified<br />
staff will be provided with an equivalent<br />
amount of work hours to perform tasks such<br />
as lesson planning, grading, creating classroom<br />
materials, organization, and parent<br />
and guardian communications.<br />
High school Envirothon and Mock Trial<br />
positions were added to the extra duty<br />
salary schedule.<br />
The agreement was signed by the teachers’<br />
union representative on May 30 and is<br />
effective July 1, <strong>2019</strong>, through <strong>June</strong> 30, 2020.<br />
In other action, the board approved an<br />
agreement to sell the Garrette Park/Frey<br />
property to the village for $195,000 payable<br />
over two years.<br />
“I thank the village and the board for getting<br />
this done,” said Superintendent William Mullett. “It’s something<br />
that’s been talked about for decades. I think it’s a better fit<br />
for the village.”<br />
The agreement does not include a football field that belongs to<br />
the West Jefferson Community Association. Before the Garrette<br />
parcel became a park, the land was owned by the Garrette family<br />
and used as a playground for the Frey school building. The family<br />
donated the land to the school district.<br />
The board also approved a CRA/TIF (Community Reinvestment<br />
Area/Tax Increment Financing) agreement with Duke Realty for<br />
the Looby estate property in the Park 70 development area. Art<br />
Makris, vice president of leasing and development at Duke Realty,<br />
said the company previously extended the park, but since it is almost<br />
developed, there is need for more land. Duke entered into a<br />
contract with the Looby estate to purchase 375 acres across the<br />
street from Park 70.<br />
When board member Dr. Meg Hiss asked why the area is attractive<br />
to developers, Makris pointed to its proximity to the I-70 corridor.<br />
“Columbus, as a region, has been very good,” Makris said, adding<br />
that as more e-commerce emerges, the need for large e-commerce<br />
buildings grows.<br />

“We need to have financial backup to show us what we’re voting<br />
on,” he said. “We’re blindly voting for a rate increase.”<br />
According to council member Anthony Smith, the city has not<br />
raised trash rates since 2005. He asked council and the audience to<br />
name any business that hasn’t raised its rates since that year. He<br />
noted that in 2018, the sanitation department was $150,000 in the<br />
negative.<br />
Council member Henry Comer asked why the rate increase was<br />
not being put on the ballot for the people to decide.<br />
Steve Scaggs and Stan Kavy, members of the Board of Public<br />
Utilities, did not see a vote as being a good option, as it could only<br />
mean privatization of the department, resulting in the loss of local<br />
jobs, less services provided, and a rate increase no matter what.<br />
“So, your vote would be, do you want to pay a lot more (with privatizing)<br />
or do you want to have an increase (in rates dictated by<br />
the city) and still be lower?” Smith asked.<br />
A date has not been set for when the new system will roll out or<br />
when the new fees will go into effect. Scaggs said the timeline likely<br />
will be discussed at the next Board of Public Utilities meeting set<br />
for 6:30 p.m. <strong>June</strong> 27 at city hall.<br />

High hopes for decoy innovation<br />

It was nearing the end of a long and cold<br />
hunt and all Jacob Clark wanted to do was<br />
go home, eat and take a hot shower. Before<br />
he could enjoy such pleasures, though, he<br />
had to tend to his more than four dozen decoys<br />
bobbing in the water.<br />
The London native is no novice to this<br />
time consuming task. He has been hunting<br />
waterfowl on the lakes in <strong>Madison</strong> and<br />
Clark counties since childhood. But as he<br />
began to hand-wind his decoys, the lines got<br />
tangled and he discovered that most were<br />
caked in muck and needed to be cleaned.<br />
Knowing he would be at this for hours, the<br />
normally mild mannered Clark was overcome<br />
with irritation.<br />
“I was cussing up a storm out there,” he<br />
said with a laugh.<br />
As he stood in the water, trying to get it<br />
over with as quickly as possible, he began to<br />
imagine a product that would, in essence,<br />
get it over with even more quickly.<br />
“I came up with a retractable weight system<br />
that could be attached to any decoy,”<br />
said the 2013 London High School graduate.<br />
Feeling as if it had the potential to be a<br />
viable product on the market, Clark, 24, a<br />
senior this year at Bowling Green State<br />
University, used it for a business course assignment.<br />
His professor encouraged him to<br />
submit his idea to The Hatch.<br />
The Hatch is a competition similar to the<br />
popular television show, “Shark Tank.” Students<br />
present business ideas to alumni investors<br />
in front of a live audience, said Kirk<br />
Kern, director of the Paul. J Hooker Center<br />
for Entrepreneurial Leadership in the College<br />
of Business.<br />
“What makes our program so unique,” he<br />
explained, “is our alumni investors make<br />
equity investments to a select number of our<br />
students to help them on their way to building<br />
a business or building upon their idea.”<br />
Kern said that to date, more than<br />
$500,000 has been committed to student<br />
startups through The Hatch.<br />
Upon the advisement of his professor,<br />
Clark submitted his idea to the program. He<br />
was under no impression that he would be<br />
selected.<br />
“I actually forgot I submitted it,” he admitted.<br />
But the committee members who select<br />
the ideas for The Hatch did not forget about<br />
him.<br />
“We receive hundreds of applications and<br />
unfortunately only eight applicants are selected<br />
to present their idea in front of our<br />
alumni investors,” Kern said. “Our committees<br />
have to do a lot of whittling down<br />
throughout this process, and Jacob’s idea<br />
was in the top 15 on everyone’s list.”<br />
After weeks of debate, the committee<br />
made their selection and then informed the<br />
students via email of their decision.<br />
“I was surprised, but I thought it was really<br />
cool to be selected,” Clark said.<br />

ning major got to work designing the product,<br />
doing market analysis and preparing<br />
for the presentation, which took place in<br />
April.<br />
“I was really nervous to be up there,” he<br />
said. “I had confidence in my product and<br />
research, but I am not a public speaker.”<br />
For four minutes, Clark, wearing chest<br />
waders, pitched DecoyL, the retractable<br />
weight system that can attach to any duck<br />
decoy, to six alumni investors. He spoke of<br />
how time-consuming it is to wind up decoys,<br />
how the lines get mucked up and tangled,<br />
how having an efficient mechanism would<br />
cut the time in half, and how untapped the<br />
market is.<br />
He requested $5,000 for 5 percent company<br />
share and, once again, expected nothing<br />
to come from it.<br />
“In the back of my head, I was hoping<br />
someone might help me out,” Clark said.<br />
They did.<br />
Each of the six investors expressed interest<br />
in DecoyL, but it was Mark C. West,<br />
CEO of SharedClarity, who snatched up the<br />
product.<br />
“The terms of the deal were, on top of the<br />
$5,000 for 5 percent of the company, for<br />
each thousand dollars invested he would receive<br />
a 1 percent share at a cap of 25 percent,”<br />
Clark explained.<br />
He said he was in disbelief that his idea<br />
found investment at The Hatch and is still<br />
in shock at the events that have transpired<br />
since. Those events include patent applications,<br />
business meetings, and engagements<br />
with industry leaders who have expressed<br />
interest in DecoyL.<br />
“It just keeps moving forward,” he said.<br />
Not every step has been smooth, Clark<br />
added.<br />
“There have been some design challenges,<br />
but that is to be expected when<br />
you’re dealing with something that is in the<br />
elements.”<br />
He said he looks forward to the future<br />
and seeing what may come of DecoyL.<br />
“I’m excited to see if it can make it on the<br />
market,” he said. “I think it can, and I believe<br />
it will be a huge help to waterfowl<br />
hunters.”<br />

Gobbling up agriculture at Breakfast on the Farm<br />

When we sit down to eat, it doesn’t<br />
always occur to us the amount of work<br />
it takes to get that food from the farm<br />
to our table.<br />
On <strong>June</strong> 8, Franklin and <strong>Madison</strong><br />
County Farm Bureaus presented the<br />
8th Annual Breakfast on the Farm at<br />
Becks Hybrids in London to educate<br />
the public about farming and agriculture.<br />
Approximately 1,750 people registered<br />
for the free event hosted by<br />
Becks, Red Brick Tavern and Ag Pro.<br />
Guests enjoyed a free breakfast of<br />
made-to-order omelets, sausage, biscuits<br />
and beverages, as well as guided<br />
field tours, educational vendors, craft<br />
activities, the latest in farm equipment,<br />
and interaction with farm animals.<br />
John Linse of Hilliard and his<br />
daughter, Katie, 8, have attended the<br />
event each of the last five years.<br />
“Exposure to the farm life is an important<br />
learning experience for children.<br />
I grew up on my grandparents’<br />
farm,” John said.<br />
Farming has gone through many<br />
changes over the years, from how crops<br />
are planted to the high-tech equipment<br />
used to plant them.<br />
Larry Sims of Kingston enjoyed seeing<br />
the latest in farm tractors.<br />
“Some of these tractors cost half a<br />
million dollars. They aren’t like the<br />
tractors I farmed with all my life in<br />
Ross County,” he said.<br />
Kayle Mast, a <strong>Madison</strong> County<br />
Farm Bureau volunteer and London<br />
resident, represented the Wilmington<br />
College Agronomy Club at the Edible<br />
Layers of Soil booth where she taught<br />
children about the importance of<br />
healthy soil for planting. The children<br />
layered dark and light cereals in clear<br />
cups to represent soil profiles, and they<br />
got to eat their finished creations.<br />
“We feel it’s important to give back<br />
to our youth by teaching and advocating<br />
about agriculture,” Mast said.<br />
While agriculture was the big topic<br />
of the day, the impact that family gardening<br />
has on the future of healthy<br />
eating also was emphasized. Lisa Hobson<br />
of Columbus manned the Highland<br />
Youth Garden booth, where children<br />
made newspaper planters to take<br />
home with seed packets to grow their<br />
own plants.<br />
“We educate children and their families<br />
about growing good, healthy food,”<br />
Hobson said.<br />

Cobras roar into town,<br />
chance to take fast ride<br />
On <strong>June</strong> 22, the Cobras will roar into<br />
London in the annual parade of Cobras.<br />
The cars will take off at 9 a.m. from the<br />
Speedway gas station on U.S. Route 42 near<br />
I-70 and arrive in downtown London shortly<br />
after 9:15 a.m., driving in on North Main<br />
Street.<br />
Once in town, the Cobras will be parked<br />
until 3 p.m. on Main Street between Fourth<br />
and Fifth streets and along Fourth Street<br />
between Oak and Union streets. The public<br />
is invited to view the Cobras and visit the<br />
many automotive related vendors that will<br />
have products on display.<br />
For a $10 donation to the Cystic Fibrosis<br />
Foundation, anyone can take a Cobra ride<br />
down Main Street at speeds faster than the<br />
speed limit, all with the approval of the London<br />
Police Department.<br />
Each year, the Ohio Cobra Club, a nonprofit<br />
organization, sponsors the London<br />
Cobra Show along with a Cobra sports car<br />
raffle as a means of raising money for research<br />
into developing medicines to fight<br />
Cystic Fibrosis. Raffle tickets for the car can<br />
be purchased at the Ohio Cobra Club’s<br />
booth on <strong>June</strong> 22.<br />
Last year, the Ohio Cobra Club donated<br />
$104,500 to the Cystic Fibrosis Foundation.<br />
Since 2000, the club has donated a total of<br />
$1,333,000 to the organization.<br />
The club also makes donations each year<br />
to various London and <strong>Madison</strong> County<br />
agencies in appreciation of the community’s<br />
support. Last year, the club gave $5,000<br />
each to the London fire department, London<br />
police department, and <strong>Madison</strong> County<br />
Emergency Medical District, as well as<br />
$2,500 each to the <strong>Madison</strong> County Deputy<br />
Sheriffs Association and <strong>Madison</strong> County<br />
DARE program.<br />

Sabin will lead grand parade<br />
Former <strong>Madison</strong> County Sheriff Jim Sabin will<br />
serve as grand marshal of the London Strawberry Festival<br />
parade, set for 5 p.m. <strong>June</strong> 22. The festival runs<br />
<strong>June</strong> 20-22 in downtown London.<br />
Sabin retired in March after 37 years with the<br />
Sheriff’s Office, the last 14 as sheriff. He started his<br />
career in law enforcement as an auxiliary police officer<br />
in West Jefferson before becoming a dispatcher/jailor<br />
at the Sheriff’s Office. From there, he moved on to patrol<br />
duty then spent 19 years with the detective bureau,<br />
working his way through the ranks of sergeant,<br />
lieutenant and chief deputy. He was elected as sheriff<br />
in 2005.<br />
Since retiring, Sabin has spent time camping and<br />
working with his horses, among other activities. His<br />
love of the outdoors and spending time with family are<br />
among the reasons he chose to retire as the weather<br />
was breaking.<br />
Sabin and his wife, Tina, have two sons, Austin and<br />
Craig, and are now enjoying their four grandchildren.<br />
Sabin said he is grateful to the people of <strong>Madison</strong><br />
County for all they did for him while he was with the<br />
Sheriff’s Office. He added that he is honored and humbled<br />
by his selection as the Strawberry Festival parade<br />
grand marshal.<br />

Coloring<br />
Coloring sheets are available on the festival<br />
website. Color the sheet at home and<br />
bring it to the festival. Winners will receive<br />
ribbons.<br />
Poetry and story writing<br />
Open to all ages, this contest welcomes<br />
original poetry and stories based on a strawberry<br />
theme. Entries must be typed or<br />
neatly printed. Entries may be used in future<br />
publications.<br />
Photogenic<br />
Submit a 5x7 or 8x10 photo of yourself or<br />
your child. Submissions can be elegant, portrait<br />
or cute kid photos. All ages are welcome.<br />
The entry fee is $5 per photo.<br />
Submissions are due by noon on Thursday.<br />
All entries will be displayed in a local business<br />
during the festival. Winners receive a<br />
sash, free photo session with Elegance Photography,<br />
and a free 8x10 photo. They also<br />
will be invited to participate in the parade<br />
on Saturday.<br />
Strawberry food<br />
All ages are invited to enter. Items must<br />
include at least one of the following: fresh or<br />
frozen strawberries, strawberry flavoring,<br />
or strawberry jam, jelly or preserves.<br />
Recipes must be included and become property<br />
of the Strawberry Festival. Recipes<br />
might be published in a festival cookbook at<br />
a later date.<br />
Cake and cookie decorating<br />
Enter decorated cakes and cookies using<br />
a strawberry theme. Include an outline of<br />
how the decorating was done and what materials<br />
were used.<br />
Toy building<br />
All ages are invited to get creative with<br />
building sets, such as LEGOs or Lincoln<br />
Logs. Place your creation on a sturdy board<br />
for transport. Creations will be displayed<br />
during the festival at a local business.<br />
Strawberry accessories<br />
Make your own accessories—shoes, hats,<br />
umbrellas, jewelry, belts, scarves—using a<br />
strawberry theme. Winners receive ribbons.<br />
Window, house, yard decorating<br />
Decorate your home, business window, or<br />
yard using a strawberry theme, then submit<br />
a photo. The top three entrants receive certificates,<br />
and their photos will be posted on<br />

Loving every minute of her year as festival queen<br />
To be a queen doesn't mean you have to<br />
be the prettiest or wear a crown or own the<br />
most glamorous dress. You just have to believe<br />
you're a queen and you are a queen!<br />
For starters, I am Constance Baker, your<br />
2018 London Strawberry Festival Queen. I<br />
have amazing memories from so many different<br />
festivals and organizations this past<br />
year that will always stick in my mind, but<br />
none of this could have happened if it wasn’t<br />
for the night of the crowning.<br />
The Wednesday before the pageant, I<br />
was a bouncing ball of jitters, trying three<br />
variations of my interview outfit. I asked my<br />
mother and father their<br />
opinions, but neither<br />
would give me an answer.<br />
Finally, I decided<br />
on my first choice. I<br />
gave my furry brother,<br />
Thomas, a hug for good<br />
luck, and I was off to<br />
the races. I stayed a bit<br />
back in the chairs as I<br />
waited for my number<br />
to be called. Being one<br />
of the first people there,<br />
I got to see all the other<br />
nervous girls come in.<br />
Since I had done this<br />
three times already, I<br />
knew what to expect but it didn’t stop my<br />
nerves from acting up. I talked with my<br />
mother as I tried to distract myself from the<br />
upcoming judging. When I saw that one of<br />
the young ladies was so nervous and worried,<br />
I walked over to her and started talking<br />
to her about random things. After I gave<br />
her a little pep talk, it was my turn for the<br />
interview. Afterwards, I went over to her,<br />
gave her a hug and wished her luck for the<br />
following day.<br />
I may have participated in this pageant<br />
for four years now, but Thursday is always<br />
the night that stirs up the most butterflies.<br />
I started up the stairs to the stage, hoping<br />
every step of the way I won’t trip. Once I<br />
was on stage, doing my turns and answering<br />
my fishbowl questions, everything hit<br />
me hard and fast. I was in this again. I’m<br />
not a typical pageant girl. I’m soft-spoken,<br />
shy, a typical tomboy. You can almost always<br />
catch me wearing a Marvel T-shirt<br />
and jeans.<br />
After the parade on Saturday, it was<br />
time to crown the queen. Sage and I waited.<br />
I don’t think I have ever felt so nervous.<br />
Standing on stage, my stomach in knots, I<br />
heard a long silence. Then they announced<br />
the attendant and queen. We were both in<br />
shock. As we were crowned, we had our first<br />
hug as “Partners in Crown.”<br />
Starting off the year with my court of little<br />
berries in tow, we went to our first luncheon<br />
as 2018 royalty. Throughout my reign,<br />

me an amazing outlook on what<br />
it means to be queen. It’s not<br />
about having a crown or sash;<br />
it’s about being the best version<br />
of me. Show other young girls<br />
and boys that no matter who you<br />
are, what you look like, or what<br />
you like, you can do whatever<br />
you set your mind to.<br />

I took goofy photos with close friends from<br />
previous years and met new friends. If you<br />
know me without my crown, you know I can<br />
be a geeky, nervous person. This opportunity<br />
has helped me in amazing ways. This<br />
program has given me a voice. It has allowed<br />
me to overcome my fear of speaking<br />
in front of crowds and a chance to speak on<br />
the spot without preparation.<br />
Being an only child, I’ve never had the<br />
chance to look out for a sibling or experience<br />
sibling rivalry, but this year, I have a whole<br />
strawberry patch full of younger sisters to<br />
cherish and annoy. These ladies have given<br />
me a year full of great<br />

When riding in parades, I loved the<br />
smiles of the little girls and boys who would<br />
turn to their parents and yell, “Look,<br />
Mommy. It’ss a princess!” Or when people<br />

loved interacting with the crowd, making<br />
sure I waved and smiled to everyone.<br />
Some of my favorite festivals I have traveled<br />
to this year are the Moonshine Festival,<br />
Greene Countrie Towne Festival and Wild<br />
Turkey Festival. I have met quite a few<br />
queens and attendants at these festivals<br />
and others. I will always cherish these<br />
friendships and hope to stay in touch.<br />
I want to give a special thanks to my<br />
mother who has helped me in almost every<br />
aspect of this journey by doing my hair,<br />
even trying new styles, no matter how they<br />
turned out. Using countless bottles of hair<br />
spray to try to keep my evil hair up. Going<br />
through tons of bobby pins to hold the crown<br />
down. Always trying to cheer me up when I<br />
didn’t feel my best in my dresses. Drawing<br />
strawberries on the car. And waking me up<br />
super early, even though I’m not the happiest<br />
person in the morning. I want to thank<br />

my father who had to wake up at the<br />
strangest hours to chauffeur me to the different<br />
festivals. He was never afraid to tell<br />
me when my crown or sash was crooked. He<br />
even bought me more dresses and shoes<br />
when my mother wasn't looking. Holly,<br />
thank you for being patient with all my<br />
wacky ideas for this year and putting up<br />
with my weirdness. Kevin, you always managed<br />
to make the girls and I laugh. There<br />
were definitely days where we needed it.<br />

Sharon in 1960. After welcoming two children into their home, he<br />
became a selfless example of a loving father and husband, teaching<br />
his strong sense of values and faith in God. He had certification as<br />
a chartered life underwriter and belonged to Toastmasters International.<br />
Allen also enjoyed hunting, fishing, camping and traveling.<br />
He was a beloved and honorable man, respected by those he<br />
worked with and family alike. Services were held <strong>June</strong> 8 at Eberle-<br />
Fisher Funeral Home and Crematory, London, with Rev. Jeff Smalley<br />
officiating and interment at Paint Township Cemetery.<br />

by: her daughter, Jana K. Holly of London; son,<br />

Ruby Nell (Caines) Ooten, 86, of Florida, formerly of<br />
West Jefferson, died on <strong>June</strong> 5, <strong>2019</strong>. Ruby and her husband,<br />
Carlos, owned and operated Ooten Insurance Co.<br />
in West Jefferson for many years. Ruby is preceded in<br />
death by her son, David Ooten, and brothers, David<br />
Caines, Ralph Caines and Esmond Caines. Ruby is survived<br />
by: her loving husband of 71 years, Carlos S.<br />
Ooten; daughter, Diane (JR) Grimmett; sister, Virginia<br />
O'Brien; and sister-in-law, Mildred Caines. Ruby’s<br />
grandchildren and great-grandchildren will miss her<br />

BYRD<br />
Harold Gene “Bug” Byrd, 71, of London died on <strong>June</strong><br />
6, <strong>2019</strong>, in his residence. Born on Oct. 25, 1947, in<br />
Columbus, Ohio, he was a son of Herschel and Mary<br />
(Herman) Byrd Sr. He was a 1967 graduate of London<br />
High School, where he played on the football team. He<br />
was a veteran of the United States Army, serving in<br />
Vietnam. He retired after working 26 years at London<br />
Correctional Institution. He loved his sons, unconditionally<br />
supporting them 100 percent. He cherished his family<br />
and was always just a phone call away. He is also<br />
known for his love for the team up North (Michigan)<br />
which he expressed by displaying decals on his cars and<br />
in his yard. We cannot forget the Friday nights he spent<br />
sitting around the card table playing quarter to 50-cent<br />
poker with the girls. He is survived by: his sons,<br />
Frankie (Geraldine) Byrd and Andre Byrd Sr.; grandchildren,<br />
Andre, Jr, Dre’Vaun, Aaren, Tanner, Kye and<br />
Macie; brother, Louie of London, Herschel (Dimitira) of<br />
Urbana; stepbrother, Charles Whitelow, Columbus; and<br />
a host of nieces, nephews, cousins and friends. He was<br />
preceded in death by: his parents, Herschel and Mary<br />
(Herman) Byrd, Sr.; stepmother, Helen (Whitelow)<br />
Byrd; daughter, Crystal Byrd; brothers, James “Cannonball”<br />

Judy Keplinger (Penwell) Dye, 59, of Jeffersonville<br />

a daughter of James and Frances (Bennett) Keplinger.<br />
Judy was a former KJ/DJ with Dave & Judy’s Karaoke.<br />
Survivors include: her husband of 27 years, David Dye;<br />
son, Michael Keplinger (Kayla Duncan); daughter,<br />
Shannon Penwell (Bryan Whitt); 12 grandchildren and<br />

Naomi E. Rheinscheld, 85, of Mount Sterling died on<br />

a graduate of Mount Sterling High School, Class of 1952.<br />
Naomi was a homemaker her whole life. She married<br />
the love of her life, Floyd Rheinscheld, on Aug. 22, 1952.<br />
Naomi was a life-long member of First United Methodist<br />
Church and was a part of the Methodist Women. She<br />
was also a Sunday school teacher in her earlier years<br />
and a member of the Participators Class. Naomi also<br />
was involved in delivering Meals on Wheels. Naomi was<br />
preceded in death by her parents and sister, Joan Emrick.<br />
She is survived by: her beloved husband, Floyd, and<br />
their children, Kathy (John) Haynes of Mount Sterling,<br />
Jim (Judy) of Mount Sterling, Roger (Paulette) of Washington<br />
Court House, Darryl (Patty) of Mount Sterling,<br />

• A Hamilton, Ohio, man was charged<br />

BAILEY<br />
Bruce Allan Bailey, 62, of Thornville died<br />
peacefully on <strong>June</strong> 9, <strong>2019</strong>, surrounded by<br />
family after a 16-year, courageous battle<br />
with cancer. He was born on Dec. 27, 1956,<br />
in Decatur, Ill., to Frank and Gladys I.<br />
(Broughton) Bailey. Bruce raced off-road for<br />
10 years and was an avid fan, loved the<br />
Chicago Cubs, and was dedicated to his family<br />
and job. He was employed by Honeywell.<br />
He is survived by: his wife, Kimberly<br />
(Evans) Bailey; step-daughter, Shayna<br />
Romine of Columbus; grandchildren, Riley,<br />
Mia, Isabella and Marlee; sisters, Cindy<br />
