City OKs
trash switch
By Andrew Garrett
Staff Writer
Soon, London residents will no longer
have to buy the official London trash bags
or deal with refuse that escapes from open
recycling bins.
Council voted 5-1 on June 6 to adopt
amended legislation that will replace the
bag and bin system with large, roll-away
trash cans. The cans will come with lids that
should prevent garbage from blowing all
over the city, a blight that at least one council
member and one resident mentioned at
the June 6 council meeting.
The switch comes at a price. Current residents
must pay $7.20 per month for one
year to finance the cans, in addition to
$17.80 per month (up from $7.80) for trash
pick-up service. Residents who move into
the city after the new rates take effect will
have to pay for the cans up front.
The city had initially envisioned issuing
one 96-gallon trash can and one 64-gallon recycling
can per residence. After pushback
from some residents about the can sizes, they
decided to offer a 35-gallon option, as well.
The cost will remain the same no matter
what size a resident orders. Because the city
intends to continue its recycling program, residents
must buy two cans, one for trash and
one for recyclables. These can be any combination
of sizes offered, except two 96-gallon
cans. Additional cans may be purchased for
$4.45 per can per month for one year.
Assistance service, formerly called backdoor
pick-up service, will be available for an
additional $2.20 per month. Council decided
to waive this fee for seniors 65 years and
older and qualifying people with disabilities.
Applications for the fee waiver are available
at the Board of Public Utilities. Applicants
must provide a photo ID and a copy of registration
for a handicap parking placard or verification
that they receive disability benefits.
Trash cans will be imprinted with serial
numbers and come with warranties in excess
of 10 years.
Exactly how residents will notify the city
of their choice in size of cans has yet to be
determined. Options discussed included
mailers, forms printed in the newspaper,
and space on water/sanitation bills.
Council member Rex Castle, who cast the
single dissenting vote (Brenda Russell was
absent), said he wanted to see more evidence
of “due diligence” in the legislation.
His main issue was with the increase of the
board president, after the board approved
the pair of collective bargaining agreements
on June 10.
The agreement with Ohio Association of
Public School Employees (OAPSE) Local
684 carries forward all provisions of their
2018-19 agreement, plus the addition of a
1.33 percent across-the-board salary increase
for each classification.
Teachers in the West Jefferson Education
Association also carried forward contract provisions
from 2018-19, plus a 1.33 percent increase
to the base salary. The parties agreed
that vertical step and horizontal column
movement will occur with normal practice.
In regard to professional development, a
committee consisting of one administrator
and one teacher representing each building
will be established to plan professional development
in-service programs intended for
use on work days.
For all required professional development
in-service hours scheduled, certified
staff will be provided with an equivalent
amount of work hours to perform tasks such
as lesson planning, grading, creating classroom
materials, organization, and parent
and guardian communications.
High school Envirothon and Mock Trial
positions were added to the extra duty
salary schedule.
The agreement was signed by the teachers’
union representative on May 30 and is
effective July 1, 2019, through June 30, 2020.
In other action, the board approved an
agreement to sell the Garrette Park/Frey
property to the village for $195,000 payable
over two years.
“I thank the village and the board for getting
this done,” said Superintendent William Mullett. “It’s something
that’s been talked about for decades. I think it’s a better fit
for the village.”
The agreement does not include a football field that belongs to
the West Jefferson Community Association. Before the Garrette
parcel became a park, the land was owned by the Garrette family
and used as a playground for the Frey school building. The family
donated the land to the school district.
The board also approved a CRA/TIF (Community Reinvestment
Area/Tax Increment Financing) agreement with Duke Realty for
the Looby estate property in the Park 70 development area. Art
Makris, vice president of leasing and development at Duke Realty,
said the company previously extended the park, but since it is almost
developed, there is need for more land. Duke entered into a
contract with the Looby estate to purchase 375 acres across the
street from Park 70.
When board member Dr. Meg Hiss asked why the area is attractive
to developers, Makris pointed to its proximity to the I-70 corridor.
“Columbus, as a region, has been very good,” Makris said, adding
that as more e-commerce emerges, the need for large e-commerce
buildings grows.
monthly sanitation fee.
“We need to have financial backup to show us what we’re voting
on,” he said. “We’re blindly voting for a rate increase.”
According to council member Anthony Smith, the city has not
raised trash rates since 2005. He asked council and the audience to
name any business that hasn’t raised its rates since that year. He
noted that in 2018, the sanitation department was $150,000 in the
negative.
Council member Henry Comer asked why the rate increase was
not being put on the ballot for the people to decide.
Steve Scaggs and Stan Kavy, members of the Board of Public
Utilities, did not see a vote as being a good option, as it could only
mean privatization of the department, resulting in the loss of local
jobs, less services provided, and a rate increase no matter what.
“So, your vote would be, do you want to pay a lot more (with privatizing)
or do you want to have an increase (in rates dictated by
the city) and still be lower?” Smith asked.
A date has not been set for when the new system will roll out or
when the new fees will go into effect. Scaggs said the timeline likely
will be discussed at the next Board of Public Utilities meeting set
for 6:30 p.m. June 27 at city hall.
High hopes for decoy innovation
NOTICE TO
PROPERTY TAXPAYERS
By Dedra Cordle
Staff Writer
It was nearing the end of a long and cold
hunt and all Jacob Clark wanted to do was
go home, eat and take a hot shower. Before
he could enjoy such pleasures, though, he
had to tend to his more than four dozen decoys
bobbing in the water.
The London native is no novice to this
time consuming task. He has been hunting
waterfowl on the lakes in Madison and
Clark counties since childhood. But as he
began to hand-wind his decoys, the lines got
tangled and he discovered that most were
caked in muck and needed to be cleaned.
Knowing he would be at this for hours, the
normally mild mannered Clark was overcome
with irritation.
“I was cussing up a storm out there,” he
said with a laugh.
As he stood in the water, trying to get it
over with as quickly as possible, he began to
imagine a product that would, in essence,
get it over with even more quickly.
“I came up with a retractable weight system
that could be attached to any decoy,”
said the 2013 London High School graduate.
Feeling as if it had the potential to be a
viable product on the market, Clark, 24, a
senior this year at Bowling Green State
University, used it for a business course assignment.
His professor encouraged him to
submit his idea to The Hatch.
The Hatch is a competition similar to the
popular television show, “Shark Tank.” Students
present business ideas to alumni investors
in front of a live audience, said Kirk
Kern, director of the Paul. J Hooker Center
for Entrepreneurial Leadership in the College
of Business.
“What makes our program so unique,” he
explained, “is our alumni investors make
equity investments to a select number of our
students to help them on their way to building
a business or building upon their idea.”
Kern said that to date, more than
$500,000 has been committed to student
startups through The Hatch.
Upon the advisement of his professor,
Clark submitted his idea to the program. He
was under no impression that he would be
selected.
“I actually forgot I submitted it,” he admitted.
But the committee members who select
the ideas for The Hatch did not forget about
him.
“We receive hundreds of applications and
unfortunately only eight applicants are selected
to present their idea in front of our
alumni investors,” Kern said. “Our committees
have to do a lot of whittling down
throughout this process, and Jacob’s idea
was in the top 15 on everyone’s list.”
After weeks of debate, the committee
made their selection and then informed the
students via email of their decision.
“I was surprised, but I thought it was really
cool to be selected,” Clark said.
With the help of alumni mentor Gary
Dible, the tourism, leisure and event plan-
Jacob Clark of London presents his idea for a retractable decoy weight to alumni investors
at Bowling Green State University’s The Hatch program.
ning major got to work designing the product,
doing market analysis and preparing
for the presentation, which took place in
April.
“I was really nervous to be up there,” he
said. “I had confidence in my product and
research, but I am not a public speaker.”
For four minutes, Clark, wearing chest
waders, pitched DecoyL, the retractable
weight system that can attach to any duck
decoy, to six alumni investors. He spoke of
how time-consuming it is to wind up decoys,
how the lines get mucked up and tangled,
how having an efficient mechanism would
cut the time in half, and how untapped the
market is.
He requested $5,000 for 5 percent company
share and, once again, expected nothing
to come from it.
“In the back of my head, I was hoping
someone might help me out,” Clark said.
They did.
Each of the six investors expressed interest
in DecoyL, but it was Mark C. West,
CEO of SharedClarity, who snatched up the
product.
“The terms of the deal were, on top of the
$5,000 for 5 percent of the company, for
each thousand dollars invested he would receive
a 1 percent share at a cap of 25 percent,”
Clark explained.
He said he was in disbelief that his idea
found investment at The Hatch and is still
in shock at the events that have transpired
since. Those events include patent applications,
business meetings, and engagements
with industry leaders who have expressed
interest in DecoyL.
“It just keeps moving forward,” he said.
Not every step has been smooth, Clark
added.
“There have been some design challenges,
but that is to be expected when
you’re dealing with something that is in the
elements.”
He said he looks forward to the future
and seeing what may come of DecoyL.
“I’m excited to see if it can make it on the
market,” he said. “I think it can, and I believe
it will be a huge help to waterfowl
hunters.”
Gobbling up agriculture at Breakfast on the Farm
By Theresa Hennis
Staff Writer
When we sit down to eat, it doesn’t
always occur to us the amount of work
it takes to get that food from the farm
to our table.
On June 8, Franklin and Madison
County Farm Bureaus presented the
8th Annual Breakfast on the Farm at
Becks Hybrids in London to educate
the public about farming and agriculture.
Approximately 1,750 people registered
for the free event hosted by
Becks, Red Brick Tavern and Ag Pro.
Guests enjoyed a free breakfast of
made-to-order omelets, sausage, biscuits
and beverages, as well as guided
field tours, educational vendors, craft
activities, the latest in farm equipment,
and interaction with farm animals.
John Linse of Hilliard and his
daughter, Katie, 8, have attended the
event each of the last five years.
“Exposure to the farm life is an important
learning experience for children.
I grew up on my grandparents’
farm,” John said.
Farming has gone through many
changes over the years, from how crops
are planted to the high-tech equipment
used to plant them.
Larry Sims of Kingston enjoyed seeing
the latest in farm tractors.
“Some of these tractors cost half a
million dollars. They aren’t like the
tractors I farmed with all my life in
Ross County,” he said.
Kayle Mast, a Madison County
Farm Bureau volunteer and London
resident, represented the Wilmington
College Agronomy Club at the Edible
Layers of Soil booth where she taught
children about the importance of
healthy soil for planting. The children
layered dark and light cereals in clear
cups to represent soil profiles, and they
got to eat their finished creations.
“We feel it’s important to give back
to our youth by teaching and advocating
about agriculture,” Mast said.
While agriculture was the big topic
of the day, the impact that family gardening
has on the future of healthy
eating also was emphasized. Lisa Hobson
of Columbus manned the Highland
Youth Garden booth, where children
made newspaper planters to take
home with seed packets to grow their
own plants.
“We educate children and their families
about growing good, healthy food,”
Hobson said.
Sabin will lead grand parade
Former Madison County Sheriff Jim Sabin will
serve as grand marshal of the London Strawberry Festival
parade, set for 5 p.m. June 22. The festival runs
June 20-22 in downtown London.
Sabin retired in March after 37 years with the
Sheriff’s Office, the last 14 as sheriff. He started his
career in law enforcement as an auxiliary police officer
in West Jefferson before becoming a dispatcher/jailor
at the Sheriff’s Office. From there, he moved on to patrol
duty then spent 19 years with the detective bureau,
working his way through the ranks of sergeant,
lieutenant and chief deputy. He was elected as sheriff
in 2005.
Since retiring, Sabin has spent time camping and
working with his horses, among other activities. His
love of the outdoors and spending time with family are
among the reasons he chose to retire as the weather
was breaking.
Sabin and his wife, Tina, have two sons, Austin and
Craig, and are now enjoying their four grandchildren.
Sabin said he is grateful to the people of Madison
County for all they did for him while he was with the
Sheriff’s Office. He added that he is honored and humbled
by his selection as the Strawberry Festival parade
grand marshal.
London Strawberry Festival
Loving every minute of her year as festival queen
To be a queen doesn't mean you have to
be the prettiest or wear a crown or own the
most glamorous dress. You just have to believe
you're a queen and you are a queen!
For starters, I am Constance Baker, your
2018 London Strawberry Festival Queen. I
have amazing memories from so many different
festivals and organizations this past
year that will always stick in my mind, but
none of this could have happened if it wasn’t
for the night of the crowning.
The Wednesday before the pageant, I
was a bouncing ball of jitters, trying three
variations of my interview outfit. I asked my
mother and father their
opinions, but neither
would give me an answer.
Finally, I decided
on my first choice. I
gave my furry brother,
Thomas, a hug for good
luck, and I was off to
the races. I stayed a bit
back in the chairs as I
waited for my number
to be called. Being one
of the first people there,
I got to see all the other
nervous girls come in.
Since I had done this
three times already, I
knew what to expect but it didn’t stop my
nerves from acting up. I talked with my
mother as I tried to distract myself from the
upcoming judging. When I saw that one of
the young ladies was so nervous and worried,
I walked over to her and started talking
to her about random things. After I gave
her a little pep talk, it was my turn for the
interview. Afterwards, I went over to her,
gave her a hug and wished her luck for the
following day.
I may have participated in this pageant
for four years now, but Thursday is always
the night that stirs up the most butterflies.
I started up the stairs to the stage, hoping
every step of the way I won’t trip. Once I
was on stage, doing my turns and answering
my fishbowl questions, everything hit
me hard and fast. I was in this again. I’m
not a typical pageant girl. I’m soft-spoken,
shy, a typical tomboy. You can almost always
catch me wearing a Marvel T-shirt
and jeans.
After the parade on Saturday, it was
time to crown the queen. Sage and I waited.
I don’t think I have ever felt so nervous.
Standing on stage, my stomach in knots, I
heard a long silence. Then they announced
the attendant and queen. We were both in
shock. As we were crowned, we had our first
hug as “Partners in Crown.”
Starting off the year with my court of little
berries in tow, we went to our first luncheon
as 2018 royalty. Throughout my reign,
Representing the London
Strawberry Festival has given
me an amazing outlook on what
it means to be queen. It’s not
about having a crown or sash;
it’s about being the best version
of me. Show other young girls
and boys that no matter who you
are, what you look like, or what
you like, you can do whatever
you set your mind to.
–Constance Baker,
2018 Strawberry Festival queen
I took goofy photos with close friends from
previous years and met new friends. If you
know me without my crown, you know I can
be a geeky, nervous person. This opportunity
has helped me in amazing ways. This
program has given me a voice. It has allowed
me to overcome my fear of speaking
in front of crowds and a chance to speak on
the spot without preparation.
Being an only child, I’ve never had the
chance to look out for a sibling or experience
sibling rivalry, but this year, I have a whole
strawberry patch full of younger sisters to
cherish and annoy. These ladies have given
me a year full of great
memories, Dabbing on
the float with my attendant
Sage. Making buttons
with Little Miss
attendant Cayla and
Junior Miss second attendant
Maddie. Dancing
at the fall car show
with Junior Miss first
attendant Abby. Walking
around the bowling
alley with Junior Miss
Morgan with our hair
braided together. Making
funny faces in every
photo with Young Miss
Shaylyn. Looking for candy after every parade
with Young Miss Attendant Maria.
Doing cheers on top of a sunroof while riding
in the parade with Little Miss Isabella.
Shortcake Sofia would do her hair like mine
and always be by my side. She was like my
mini me. I can now say that I have sisters,
the best sisters an only child could have.
When riding in parades, I loved the
smiles of the little girls and boys who would
turn to their parents and yell, “Look,
Mommy. It’ss a princess!” Or when people
in the crowd would “bow to the queen.” I
loved interacting with the crowd, making
sure I waved and smiled to everyone.
Some of my favorite festivals I have traveled
to this year are the Moonshine Festival,
Greene Countrie Towne Festival and Wild
Turkey Festival. I have met quite a few
queens and attendants at these festivals
and others. I will always cherish these
friendships and hope to stay in touch.
I want to give a special thanks to my
mother who has helped me in almost every
aspect of this journey by doing my hair,
even trying new styles, no matter how they
turned out. Using countless bottles of hair
spray to try to keep my evil hair up. Going
through tons of bobby pins to hold the crown
down. Always trying to cheer me up when I
didn’t feel my best in my dresses. Drawing
strawberries on the car. And waking me up
super early, even though I’m not the happiest
person in the morning. I want to thank
Constance Baker
my father who had to wake up at the
strangest hours to chauffeur me to the different
festivals. He was never afraid to tell
me when my crown or sash was crooked. He
even bought me more dresses and shoes
when my mother wasn't looking. Holly,
thank you for being patient with all my
wacky ideas for this year and putting up
with my weirdness. Kevin, you always managed
to make the girls and I laugh. There
were definitely days where we needed it.
Representing the London Strawberry
Festival has given me an amazing outlook
on what it means to be queen. It’s not about
