cornbread, attendees were also treated<br />

to live music, attractions and local<br />

Representing<br />

the Hilltop<br />

After the June 29 election, the Greater<br />

Hilltop Area Commission introduced the<br />

new commissioners who will fill the five<br />

open commission seats.<br />

The newly elected members were officially<br />

introduced at the <strong>July</strong> commission<br />

meeting.<br />

Four of the new commissioners - Shawn<br />

Maddox, Daniel Fagan, Rachel Wenning,<br />

and Patrick Barnacle - were elected by<br />

Hilltop residents, while the remaining<br />

commissioner - James White - was<br />

appointed by current commission members.<br />

All of the newly elected and appointed<br />

commissioners will serve a three-year<br />

term beginning Sept. 1, <strong>2019</strong> and ending<br />

Aug. 31, 2022.<br />

Two of the recently elected commissioners,<br />

Maddox and Fagan, have served on<br />

the commission previously. Maddox is finishing<br />

his first term and Fagan has served<br />

since January.<br />

Other newly elected and appointed<br />

commissioners are newer to both the commission<br />

and the Hilltop. Wenning,<br />

Barnacle, and White have all moved to the<br />

Hilltop within the past five years. But<br />

they’re excited about the opportunity to<br />

help improve their community.<br />

Wenning said she aims to “bring a new<br />

viewpoint to the commission.”<br />

The South-Western City Schools Board<br />

of Education has reached an agreement to<br />

keep the current district treasurer through<br />

2025.<br />

At the <strong>July</strong> 8 meeting, the board unanimously<br />

approved a new five-year contract<br />

for Treasurer Hugh Garside, which is slated<br />

to begin Aug. 1, 2020. Under the terms<br />

of the agreement, Garside will receive a<br />

base salary of $170,000 with a 3 percent<br />

increase each year of the contract pending<br />

a satisfactory performance during an annual<br />

evaluation.<br />

The contract also provides Garside with<br />

life insurance, health insurance, vision<br />

insurance, disability insurance, administrator<br />

liability insurance, employees<br />

Medicare and local, state and national professional<br />

dues.<br />

The board has also agreed to pay 90 percent<br />

of the premium for family or single<br />

health insurance.<br />

The board praised Garside for his abilities<br />

to manage bond issue finances and<br />

communicate the district’s financial information<br />

to the community in an easily<br />

understood format.<br />

“Mr. Garside had been extremely helpful<br />

to the board and has attempted to make<br />

the district’s financial information readily<br />

available and as transparent as possible to<br />

the public,” said board president Mindy<br />

Garverick in a written statement. “As a<br />

board, we rely heavily on the treasurer to<br />

keep us informed of any changes in our<br />

financial situation as we continue to look<br />

for cost saving measures and remain<br />

accountable to the community.”<br />

Garside has been with the district for<br />

nearly two decades, serving as treasurer<br />

from 1998 to 2004 and then from 2007 to<br />

present. Garside said at the end of the new<br />

contract, he will have served as the longest<br />

tenured treasurer in the district’s history.<br />

He remarked that has loved being a part<br />

of the district, as well as the greater community.<br />

“The district and the area has expanded<br />

immensely since I first served as treasurer,”<br />

he said. “I am proud that I will be<br />

around to continue to see its growth.”<br />

Under his tenure, the district has seen<br />

multiple reconstruction projects take place.<br />

In his first term, he oversaw the project<br />

that constructed Central Crossing High<br />

School and a new district service center. In<br />

his second term, he oversaw phase one of<br />

the Ohio Facilities Construction<br />

Commission project that featured 13<br />

community events<br />

play area, paw painting and more. All proceeds<br />

go directly to assist rescue animals<br />

from the central Ohio area.<br />

Fill a Fire Truck<br />

The Prairie Township Fire Department<br />

is hosting a Fill a Fire Truck initiative<br />

throughout the month of <strong>July</strong>. The department<br />

will collect new backpacks and school<br />

supplies for students<br />

replacement elementary schools, the renovation<br />

of two elementary schools and a new<br />

Franklin Heights High School. He is currently<br />

overseeing the budget for phase two<br />

of the $160 million OFCC project, which<br />

will replace the oldest middle schools and<br />

provide renovations to Jackson Middle<br />

School and East Franklin Elementary.<br />

“It is my goal for phase two to be on time<br />

and on budget,” he said. “So far, we are two<br />

for two when it comes to being on time and<br />

on budget for our major construction projects<br />

and I hope to see that trend continue<br />

with phase two.”<br />

The board also approved a three-year<br />

2.5 percent salary increase for non-South-<br />

Western Administrators Association members.<br />

Those members include, but are not<br />

limited to, the executive director of communications,<br />

the assistant supervisor of curriculum,<br />

and administrative assistants.<br />

In other news, the board approved the<br />

purchase of additional buses to add to its<br />

fleet. According to the board, they have<br />

ordered seven 84-passenger transit buses,<br />

two 78-passenger conventional buses, three<br />

54-passenger with lift buses and two 48-<br />

passenger with lift buses at a cost of $1.37<br />

million. Each bus comes equipped with<br />

radios, cameras and GPS systems.<br />

During his previous term, Maddox worked to increase the amount<br />

of community input the commission received on zoning measures.<br />

This term, he hopes to continue increasing community input by<br />

improving the commission’s communication with neighborhood<br />

organizations.<br />

Safety and beautification were also widely discussed among<br />

the new commissioners.<br />

White is working to secure drinking fountains and lights for all<br />

local parks and hopes to renovate police substations to be more<br />

inviting. Barnacle and Wenning both hope to make the community<br />

more walkable, through various initiatives, like increasing<br />

safety measures and lowering speed limits.<br />

“I see the Hilltop as a destination, a place that people can<br />

move into and be happy to live in. So long as I, and we, do our part<br />

to make it an inviting and safe place for people to come,” said<br />

White.

Funds for firefighters secured in FT<br />

A local community is celebrating the<br />

efforts by township leadership to secure<br />

funding for much needed resources.<br />

At a recent Franklin Township trustees<br />

meeting, Assistant Fire Chief Chas Adams<br />

discussed the latest funds the township<br />

received to enhance services provided by<br />

the fire department.<br />

Adams said the department was awarded<br />

a $6,790 donation from Eitel’s Towing.<br />

“Thanks to this generous donation, we<br />

were able to purchase 1,100 feet of hose<br />

and new nozzles,” Adams said. “This is<br />

much needed equipment and would not be<br />

possible without this donation.”<br />

According to Adams, the current nozzles<br />

the fire department is using are at least 15<br />

years old and desperately needed replaced.<br />

Adams also asked the township to<br />

approve the selling of their current foam<br />

truck and the purchase of a new foam<br />

truck. Firefighting foam is used for fire<br />

suppression and is used to extinguish difficult-to-fight<br />

fires, such as fires that involve<br />

petroleum or other flammable liquids.<br />

“In the last five years we have had four<br />

major foam incidents,” Adams said. “Our<br />

currently foam truck is from 1982 and is<br />

falling apart.”<br />

truck in May for an incident in Dublin.<br />

“Foam is expensive, and the incident<br />

will result in us being reimbursed over<br />

$27,000 for foam used,” Adams said.<br />

“Madison County has a foam truck they<br />

want to sell us for $12,000 that includes<br />

the truck, foam and equipment, which is<br />

an amazing deal.”<br />

According to Adams, based on the funds<br />

they will be reimbursed, the township<br />

looks to net approximately $12,000 after<br />

the purchase of the truck.<br />

“I think this sounds like an amazing<br />

deal,” said trustee John Fleshman. “We<br />

end up with a new truck, foam and equipment<br />

and we still make thousands of dollars.”<br />

Fleshman also praised Adams for the<br />

opportunities he has brought the township,<br />

including generating millions in grants for<br />

the community.<br />

“Thanks to the efforts of Chas, the township<br />

was able to secure a $1.4 million<br />

SAFER grant to keep our staff afloat while<br />

we got through some tough times,”<br />

Fleshman said. “That grant paid for 10<br />

full-time employees for two and a half<br />

years. It also didn’t cost the township a<br />

dime and we didn’t have to pay it back.”<br />

Adams added that the new foam truck<br />

will only have 4,994 miles on it and they<br />

plan on selling the old fire truck to generate<br />

further revenue for the township.<br />

New program helps Hilltop residents age in place<br />

A new hub is in the works to provide residents<br />

50 and older on the <strong>Westside</strong> with<br />

the resources needed to age successfully in<br />

place.<br />

What will be known as “Ville on the<br />

Hill,” the program is a membership-driven<br />

village that will provide a variety of services<br />

for Hilltop-area residents. It will be the<br />

fourth village in the Columbus area.<br />

“The common thread of the village<br />

movement is the goal of enabling aging citizens<br />

to remain comfortably and safely in<br />

their homes for as long as possible,” said<br />

Barbara Camfield, who will serve as director.<br />

Volunteers and paid staff will run the<br />

grassroots organization, with typical village<br />

services that include social events,<br />

home remodeling referrals and more.<br />

“We will also have a circulator bus that<br />

will travel through the Hilltop community<br />

to assist in transportation once a week,”<br />

she said. “The circulator bus will begin running<br />

on Tuesdays in August.”<br />

Camfield says it’s important to note that<br />

unlike other facilities such as senior centers,<br />

there is no physical location or community<br />

center. Instead, she says, the program<br />

is a resource hub that connects older<br />

residents who live in the Hilltop area with<br />

services they need to remain independent.<br />

Collaborating on the project are the<br />

Greater Hilltop Area Shalom Zone, the<br />

Clintonville-Beechwold Community<br />

Resources Center and the Hilltop YMCA, of<br />

which Camfield also serves as chronic disease<br />

prevention and senior program coordinator.<br />

She says the city of Columbus has<br />

provided funding to get the project under<br />

way as well.<br />

The Rev. Meredith McDougle, who<br />

serves as executive director of the Greater<br />

Hilltop Area Shalom Zone, says social<br />

events offered through the resource hub<br />

will serve an important purpose.<br />

“The social events that Ville on the Hill<br />

and the other villages are holding will be a<br />

key part of the strategy to fight social isolation<br />

and keep older adults active in the<br />

community,” she said.<br />

Though the resource hub is still in the<br />

development stages, Camfield says organizers<br />

have begun a soft launch by attending<br />

events like the Hilltop Bean Dinner and<br />

the Summer Jam West to generate interest<br />

and spread the word about the village.<br />

Events are in the works to include a<br />

social event in September and a safety<br />

event with the Columbus Division of Fire.<br />

Ville on the Hill organizers also are working<br />

with the Kiwanis Club of Columbus to<br />

help residents through the group’s Fall<br />

Clean-Up Day in October.<br />

“Elders will have help with minor home<br />

repairs, yard work and other small maintenance<br />

projects,” Camfield said. “Volunteers<br />

from Columbus Kiwanis and others will<br />

complete these services free of charge.”<br />

Because Ville on the Hill is a membership-based<br />

organization, Camfield says<br />

residents must sign up to take advantage<br />

of the services. However, the only requirements<br />

are that a person lives in the Hilltop<br />

area and is 50 or older.<br />

Eventually, there may be a membership<br />

charge, though she says currently the first<br />

six months will be free for members.<br />

“In 2020, we will reassess what can be<br />

done,” she said. “But first, we have to show<br />

the community that the Ville on the Hill is<br />

of value to them.”<br />

The Jerry Spears Funeral Home, which has been operating at 2693 W.<br />

Broad St. since 1928, was granted final approval for zoning to open its second<br />

location at 5505 Hyde Park Drive in Hilliard. Hilliard City Council<br />

approved this on <strong>July</strong> 8.<br />

The 4th generation business, a landmark on the Hilltop, is excited about<br />

a second location, but clearly knows it’s business is rooted in the Hilltop,<br />

and it will stay that way. The current ownership remains steadfast in it’s<br />

West Broad location remaining fully intact, while the business expands to<br />

Hilliard, only to start a second location.<br />

“The Hilltop is what our business is all about,” said Steve Spears, 4th<br />

generation owner, along with his brother, Bob Spears Jr. and their uncle,<br />

Jerry Spears III. “The question has come up on a few occasions if we were<br />

closing our original location from people in the area, and we very clearly<br />

said, no chance. This is where it all started and we hope our kids and their<br />

kids work here as well.”<br />

Final development plans need submitted to Hilliard for approval from<br />

the planning and zoning commission by Sept. 8, and the family envisions a<br />

grand opening date near the end of this year.<br />

“Opening a second location has been a dream for us for sometime,” said<br />

in the 50s and 60s, but the time has come to build and sustain a second one<br />

Helping older women flourish<br />

The health statistics for older women in this country<br />

are alarming.<br />

According to the CDC, 43.5 percent of women 65-74<br />

are obese, as well as, and 32.7 percent of women over<br />

75. Of women 65-74, 67.4 percent have hypertension<br />

and 78.7 percent of women over 75 have the condition.<br />

The leading cause of death for females over 65 is heart<br />

disease (24 percent) followed by cancer 18.7 percent<br />

and Alzheimer’s 7.2 percent.<br />

The Franklin County Board of Commissioners and<br />

Franklin County Office on Aging aspire to help “seasoned”<br />

women learn how to improve their health and<br />

reverse these statistics by providing them with tools<br />

that can help. On Wednesday, Sept. 25, in conjunction<br />

with the 18th annual National Women’s Health &<br />

Fitness Day, we are hosting a new event, Flourish<br />

Summer Fun for Seniors<br />

Franklin County offers many opportunities for seniors to enjoy the warm summer weather.<br />

Summer activities designed with seniors in mind are not in short supply.<br />

Fishing<br />

Fishing builds relationships and creates memories. However, in Ohio you’ll need to<br />

purchase a license to participate. Reduced-Cost Senior Licenses are available for Ohio<br />

residents age 66 and older, who were born on or after January 1, 1938. The cost is<br />

$10.00. Licenses for Ohio residents born on or before December 31, 1937 are free of<br />

charge. Dick’s Sporting Goods, Wal-Mart, Kmart and Meijer stores are a few of the<br />

License Agents located in Franklin County. Licenses can also be purchased online.<br />

to the natural world. Programs are designed to promote an active and healthy lifestyle but<br />

also offer opportunities for seniors who may need a bit more assistance. Programs are<br />

typically 60 minutes long.<br />

Senior groups can also schedule a special program topic based on their interests, book<br />

the tram for a guided nature tour of one of the parks or schedule an educator to conduct<br />

a program at their senior center, assisted living facility or nursing home.<br />

All programs are free and fun, especially the Senior Day Camp program.<br />

Franklin County residents now have access to free golf at Blacklick Woods Golf Courses.<br />

Current Programs topics include Amazing Trees, Animal Homes, Archery, Artifacts of the<br />
