14 years ago. He now has a rising<br />

eighth-grader and a rising sophomore in the<br />

<strong>Madison</strong>-Plains appoints school board member<br />

At a special meeting on <strong>July</strong> 9, the <strong>Madison</strong>-Plains<br />

school board appointed a new<br />

member to the board.<br />

Michael English will fill the seat vacated<br />

by Cory Coburn, who resigned effective June<br />

16. English will take the oath of office at the<br />

next regularly scheduled board meeting on<br />

<strong>July</strong> 23 and serve through Dec. 31, <strong>2019</strong>.<br />

The remaining two years of the term,<br />

which expires at the end of 2021, will be up<br />

for election in November of this year. English<br />

said he plans to run. Petitions for candidacy<br />

must be submitted to the <strong>Madison</strong><br />

County Board of Elections by Aug. 7.<br />

once weekly for the past three years.<br />

Now, as a board member, English aims<br />

to focus on improving school facilities.<br />

Facilities should “match the level of education<br />

already being given in the district,”<br />

he said.<br />

“[I have a] strong desire to do what I can<br />

for the community,” English said, “to focus<br />

on the children in the <strong>Madison</strong>-Plains school<br />

district.”<br />

For the first time in nearly three<br />

decades, Jefferson Local Schools is going to<br />

the ballot to ask voters for new operational<br />

funding to shore up declining revenue.<br />

On <strong>July</strong> 8, board members took the first<br />

step toward placing an anticipated 3.5-mill,<br />

seven-year emergency levy on the Nov. 5<br />

general election ballot.<br />

“It was not an easy decision,” said Superintendent<br />

William Mullett regarding the<br />

levy. “It never is.”<br />

According to district Treasurer Jill<br />

Williams, if approved, the levy would generate<br />

approximately $769,711 per year and<br />

cost the owner of a property valued at<br />

$100,000 an additional $122.50 per year.<br />

Currently, for each $1,000 of taxable valuation,<br />

<strong>Madison</strong> County property owners in<br />

the Jefferson Local district pay $33.66. Mullett<br />

reported the amount is the one of lowest<br />

in central Ohio.<br />

“In order to keep our current programs<br />

and offerings for our students, it is critical<br />

that we increase our local funding,” Mullett<br />

stated. “The district is in deficit spending by<br />

around $860,000, with increases forecast for<br />

the future... This is unsustainable.”<br />

Williams said the district’s original (and<br />

current) 9.5-mill emergency levy was approved<br />

by voters more than 20 years ago.<br />

Other levies passed as far back as the 1980s<br />

are still on the books.<br />

“We haven’t passed a levy for new money<br />

in 25 to 30 years,” Williams noted. “We have<br />

not raised any new money for operations<br />

during that period.”<br />

In addition to the property tax levies, the<br />

school district receives funding from a 1 percent<br />

tax on earned income. People on pensions<br />

and Social Security are not affected by<br />

the income tax.<br />

Property owners are paying less in taxes<br />

on an individual basis due to rollbacks and<br />

the roll-off of a 3-mill permanent improvement<br />

levy that was removed when the district<br />

completed a facilities improvement<br />

project 10 years ago.<br />

Mullett also pointed out there is a misconception<br />

that the district is the recipient<br />

of considerable revenue from industrial developments<br />

in the area.<br />

Filling potholes and hiring new administrator<br />

At a special meeting on <strong>July</strong> 2, London city council approved a<br />

new salary range for the position of water plant superintendent.<br />

The position has been vacant for some time.<br />

The new salary range is $60,000 a year to $80,000 a year. According<br />

to Stan Kavy, a member of London’s Board of Public Utilities,<br />

previously the high end of the salary range was $65,800<br />

annually.<br />

“Dan (Leavitt, wastewater/sewer plant superintendent) and I<br />

spent some time looking into various cities in the area,” Kavy said.<br />

“A Class II license with managerial capabilities was in the low- to<br />

mid-seventies.”<br />

The city did not receive a single application for the superintendent’s<br />

position at the previous pay rate, according to council mem-<br />

Council passed the ordinance as an emergency due to time constraints.<br />

The Ohio Environmental Protection Agency (EPA) had<br />

granted a six-month extension for another water plant employee<br />

with the appropriate qualifications to act as managing operator in<br />

lieu of a superintendent.<br />

Council member Brenda Russell expressed her displeasure with<br />

members of a certain Facebook group that has criticized council’s<br />

use of the emergency clause, which allows council to vote on legislation<br />

before it goes through the traditional three readings.<br />

“We have to do (emergency clauses) because some things are<br />

time issues, and this is a time issue,” she said. “If we wait six weeks<br />

(to do a full three readings) and then post it and it’s another month,<br />

we might have to get another extension. Would the EPA give it to<br />

us or not?”<br />

At their previous meeting, council addressed the salary ranges<br />

of two other city positions. They did not address the salary range<br />

of the water plant superintendent because the job posting with the<br />

older salary range was still active.<br />

In other action, council authorized Joe Mosier, safety-service director,<br />

to advertise for bids and enter into a contract for the rehabilitation<br />

and expansion work planned for the entire length of Park<br />

Avenue. The two-phase project is scheduled to start in August. Because<br />

a winning bid needs to be accepted relatively soon, council<br />

passed the legislation on emergency.<br />

Tax abatement agreements result in Jefferson Local annually<br />

forgoing approximately $2.6 million in taxes for the life of the abatements<br />

in exchange for approximately $200,000 each year, he said.<br />

“While the growth of the industrial park has benefitted the district,<br />

it ($200,000) only pays for the equivalent of one month of our<br />

12 payrolls,” Mullett said. “While the business revenue is helpful,<br />

we still depend heavily on traditional state and local revenue to<br />

fund our operations.<br />

“However, due to several factors, we are faced with the real need<br />

to increase our revenue,” he said.<br />

Those factors include: no increase in state funding over the last<br />

decade, revenue lost from the elimination of a tangible property tax<br />

on businesses, and a change in student demographics resulting in<br />

the need for more special education programming, particularly at<br />

the pre-school level.<br />

“This has occurred at the same time that the state has continued to<br />

increase unfunded mandates and testing requirements,” Mullett added.<br />

“The prospect of new growth in our district will increase our<br />

costs and present new challenges both in space and funding. It is<br />

critical that we are able to meet our current needs and programs<br />

prior to seeing the impacts of growth and development.”

year, the association chooses a different<br />

make to spotlight; this year’s pick is Oliver<br />

Steam Threshers membership is $20 and includes<br />

Troopers investigate fatal <strong>July</strong> 4 crash<br />

Troopers with the West Jefferson Post of<br />

the Ohio State Highway Patrol are investigating<br />

a single motor vehicle crash that occurred<br />

at approximately 8:18 p.m. <strong>July</strong> 4.<br />

The crash occurred on County Road 71<br />

(Spring Valley Road), north of State Route<br />

142 in Deer Creek Township, <strong>Madison</strong><br />

County.<br />

Anthony Cortez Williams, 48, of<br />

Belleville, Ill., was driving a black 1999<br />

Harley Davidson motorcycle northbound on<br />

County Road 71 when he failed to negotiate<br />

a curve in the road. Williams then drove off<br />

the right side of the road and struck a utility<br />

pole. He was ejected from the motorcycle<br />

and pronounced dead at the scene by the<br />

<strong>Madison</strong> County coroner.<br />

Alcohol and drugs are not considered a<br />

factor in the crash. Williams was not wearing<br />

a helmet at the time of the crash. The<br />

crash remains under investigation.<br />

The city of London has a new treasurer.<br />

Sue Mosier took the oath of office on <strong>July</strong><br />

3. She replaces Jason Schwaderer who resigned<br />

from the position on June 26.<br />

The London representatives of the <strong>Madison</strong><br />

County Republican Central Committee<br />

made the appointment. Mosier was one of<br />

two people who expressed interest in the position.<br />

The other was Michael Norman. The<br />

committee members interviewed Mosier<br />

and Norman on <strong>July</strong> 2 and made their selection<br />

that same night.<br />

“It was a unanimous vote for Sue<br />

Mosier,” said Nick Adkins, committee president<br />

and one of the London representatives<br />

who voted on the appointment. “We all<br />

agreed that she was the best candidate for<br />

the position.”<br />

The other committee members who voted<br />

on the appointment are Bonnie Hamilton,<br />

Bill Long and Bill Mark.<br />

Mosier will serve as treasurer through<br />

the end of this year. The remaining two<br />

years of the term, which expires at the end<br />

of 2021, will be up for election in November<br />

of this year. Mosier said she plans to run for<br />

Mosier appointed to<br />

London treasurer seat<br />

A lifelong resident of <strong>Madison</strong> County,<br />

Mosier graduated from <strong>Madison</strong>-Plains<br />

High School and has lived in London since<br />

1972. She spent 31 years working for the<br />

<strong>Madison</strong> County Department of Job and<br />

Family Services, retiring last year as child<br />

support administrator. Prior to that, she<br />

worked for Huntington Bank for 15 years,<br />

where she advanced to assistant branch<br />

manager and worked in mortgage lending.<br />

Mosier teaches Sunday school and is on<br />

the church council at First United<br />

Methodist Church of London. She also<br />

serves as secretary of the <strong>Madison</strong> County<br />

Republican Women’s Club. Her husband,<br />

Joe Mosier, serves as safety service director<br />

for the city of London.<br />

About her interest in filling the city<br />

treasurer position, Mosier said, “I’ve dealt a<br />

lot with the financial end of things, and it<br />

just sounded interesting. I’ve always enjoyed<br />

that kind of work and being around<br />

people.”<br />

The city treasurer oversees the city’s<br />

budget, financial accounts, audits and related<br />

financial operations. It is a part-time<br />

position.<br />

2-1-1 is a program of United Way, serving<br />

Clark, Champaign and <strong>Madison</strong> counties.<br />

2-1-1 is a free, non-emergency,<br />

community helpline that is open 24 hours a<br />

day, seven days a week. This service allows<br />

people to speak to a trained professional<br />

who can connect them to essential community<br />

services. These workers listen to a person’s<br />

needs, research all available service<br />

options, connect the person with help, and<br />

follow-up as needed.<br />

Choctaw seniors give back<br />

The Choctaw Lake Seniors were best known for the potlucks and other social events<br />

they hosted at Lake Choctaw. The group’s final official act before dissolving was to<br />

donate $1,000 to the <strong>Madison</strong> County Senior Center in London. On hand for the donation<br />

Annual Geib Memorial Cruise-in set for <strong>July</strong> 28<br />

The Martha Geib Memorial Cruise-in<br />

will take place from noon to 4 p.m. <strong>July</strong> 28<br />

at the Bogenrife family farm, one mile south<br />

of London on State Route 38.<br />

Dash plaques, sponsored by MRC Motor-<br />

Sports, will go to the first 100 car entries.<br />

“We hope to see a large variety of vintage<br />

and special cars again this year,” said<br />

Stephanie Huddleston, a cruise-in committee<br />

member.<br />

Terry Family Ice Cream is providing food<br />

for purchase. The Campbell family, Lakeside<br />

Plaza, is providing drinks for purchase.<br />

Again this year, the London Lion’s Club<br />

is collecting eyeglasses and baseball caps.<br />

Anyone who donates eyeglasses or caps will<br />

get a door prize ticket.<br />

A basket raffle and 50/50 drawing are<br />

planned. Many door prizes will be awarded.<br />

Raffle tickets are being sold for a quilted<br />

wall hanging created by Community<br />

Stitches, a volunteer service project directed<br />

by Elizabeth Lassel at <strong>Madison</strong> Correctional<br />

Institution. Raffle tickets can be purchased<br />

ahead of time or at the cruise-in; entrants<br />

do not need to be present at the event to<br />

win.<br />

school and giving back to their communities<br />

through volunteer hours.<br />

Superhero 5K at Rib & Jazz Fest<br />

It’ll be the same Superhero fun but with<br />

a different route and time as the 5K returns<br />

to the London Rib and Jazz Festival.<br />

The London Kiwanis Club has accepted<br />

the torch from Access Cowling to organize<br />

the Superhero Run, Walk and Roll 5K. This<br />

is the third year for the family-friendly run,<br />

originally started as a fundraiser for improvements<br />

at London’s Cowling Park.<br />

The race will take place at 7 p.m. Friday,<br />

Aug. 2, a change from the Saturday morning<br />

start time. Participants will begin and<br />

end in the heart of the festival as before, but<br />

instead will run along the bike trail. Registration<br />

is $30 and includes a t-shirt.<br />

Proceeds benefit the work of the London<br />

Kiwanis Club, which donates thousands of<br />

dollars each year to organizations such as<br />

the London Area Baseball Council, Raider<br />

Rack and London Fireworks. Additionally,<br />

the club provides scholarships to high-schoolers<br />

at London and <strong>Madison</strong>-Plains, donates<br />

backpacks stuffed with school supplies,<br />

funds the London Kiwanis Soccer League<br />

and organizes the annual Easter Egg Hunt<br />

at Cowling Park, among other activities.<br />

Volunteers dressed as superheroes will<br />

be stationed along the route. Medals will be<br />

awarded for the winner in each age group.<br />

novel follows a 6,000-year-old friendship between<br />

an angel and an demon and the<br />

The Ohio Development Services Agency and Bridges Community<br />

Action Partnership are helping income-eligible Ohioans stay cool<br />

during the hot summer months. The Home Energy Assistance Summer<br />

Crisis Program provides eligible Ohioans with assistance in<br />

paying an electric bill or paying for central air conditioning repairs.<br />

The program runs through Aug. 31.<br />

To apply, customers are required to schedule an appointment<br />

with Bridges Community Action at (740) 852-3511.<br />

Customers need to bring copies of the following documents to<br />

their appointment:<br />

• copies of their most recent energy bills;<br />

• a list of all household members and proof of income for the last<br />

30 days or 12 months for each member;<br />

• proof of U.S. citizenship or legal residency for all household<br />

members;<br />

• proof of disability (if applicable);<br />

• physician documentation that cooling assistance is needed for<br />

a household member’s health (if there isn’t a household member<br />

over the age of 60).<br />

The Summer Crisis Program assists low-income<br />

and asthma.<br />

Ohioans enrolled in the Percentage of Income Payment<br />

Plan Plus Program (PIPP Plus) are not eligible for<br />

bill payment assistance through the program but are<br />

encouraged to work with Bridges Community Action to<br />

identify other opportunities for assistance.<br />

Learning gridiron fundamentals<br />

London Head Coach Kyle Cutler presented the <strong>2019</strong> London summer football camp June 4-6. Approximately<br />

60 grade-schoolers participated. Several coaches and 27 high school varsity players worked with the<br />

campers for three hours each morning. The campers were separated into skill levels for passing, receiving,<br />

blocking and most general football skills. The work was designed to make each camper a better player and<br />

a better teammate. The older players finished their days with “Raider Ball” games, while the youngest players<br />

played “Attack the Castle.” Vineyard Church supplied their Sno-Ice machine for Sno-cones for all.<br />

Elizabeth Grace “Libby” Brandenburg, 81, of London died on<br />

<strong>July</strong> 2, <strong>2019</strong>, in The Ohio State Wexner Medical Center. She was<br />

born on June 16, 1938, to Edmund S. and Ethel A. (Schwartz) Sexton.<br />

Libby graduated from London High School, was a devoted lifetime<br />

member of Saint Patrick Catholic Church and the Altar &<br />

Rosary Society, and belonged to the Catholic Ladies of Columbia.<br />

She adored her grandchildren, was devoted to her family and<br />

friends, and loved to travel with anybody, anywhere. She is survived<br />

by her husband of almost 62 years, Gene Arthur Brandenburg<br />

I; daughter, Carmalena (Mike) Young of London; grandchildren,<br />

Brian Dwayne Reinhart, Beau (Rachel), Drew and Cole Brandenburg,<br />

Nicholas, Chandler and Caydlynn Young; sisters and brothers,<br />

Marilyn (Merle) Issacs of Tennessee, Eugene (Darlene) Sexton<br />

of London, Leo Sexton of London, Dora Kovac of Florida, Pat Sexton<br />

of London, Ethel Sexton of Columbus and John (Geneva) Sexton of<br />

Tennessee; special god-niece, Debbie Bartowiack; dear friends,<br />

E. Hall II. Michael was the LAN Services manager for International<br />

Paper in Cincinnati. He loved computers, reading and photography,<br />

but he especially loved animals, supporting the humane society and<br />

Beagles R Us. Survivors include: his parents, Charles and Ellie<br />

Hall; brother, Charles E. (Wendy) Hall III; niece and nephew, Helena<br />

Hall and Charles E. Hall IV; and many aunts, uncles and<br />

cousins. He was preceded in death by his grandparents, Ermine<br />

Hall, Dinah Hall and Ocie Blankenship. Funeral services were held<br />

loved to fish, go to concerts with her friends, and listen to country<br />

Sealed proposals for The City of London, Roadway Improvements for Park Avenue will be received<br />

by the Mayor of the City of London, Ohio, at City Hall, 20 S. Walnut Street, until 10:00 A.M., Local Time<br />

2,400 linear feet of Park Avenue as well as associated spot base repair, storm improvements, and curb<br />

replacement. The project will install approximately 800 linear feet of new multi-use path and<br />

approximately 3,800 linear feet of sidewalk. The project also includes the replacement of an existing<br />

bridge structure with a 22’ span three-sided box culvert and all associated work.<br />

The total estimated cost of the Base Bid is $1,082,157.<br />

AN ORDINANCE IMPLEMENTING SECTIONS 3735.65 THROUGH 3735.70 OF THE OHIO REVISED CODE, ESTABLISHING AND<br />

DESCRIBING THE BOUNDARIES OF COMMUNITY REINVESTMENT AREA IN THE CITY OF LONDON, DESIGNATING A HOUSING<br />

OFFICER TO ADMINISTER THE PROGRAM, AND CREATING A COMMUNITY REINVESTMENT HOUSING COUNCIL.<br />

WHEREAS, the council of the City of London (hereinafter “Council”) desires to pursue<br />

all reasonable and legitimate incentive measures to assist and encourage<br />

development in specific areas of the City of London that have not enjoyed reinvestment<br />

from remodeling or new construction;<br />

WHEREAS, a survey of housing, see attached Exhibit A, a copy of which is on file in<br />

the office of the Safety Service Director as required by Ohio Revised Code (ORC)<br />

Section 3735.66 has been prepared for the area to be included in the proposed Community<br />

Reinvestment Area;<br />

WHEREAS, the maintenance of existing and construction of new structures in such<br />

area would serve to encourage economic stability, maintain real property values, and<br />

generate new employment opportunities; and<br />

WHEREAS, the remodeling of existing structures or the construction of new<br />

structures in this Community Reinvestment Area constitutes a public purpose for<br />

which real property exemptions may be granted.<br />

NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF<br />

LONDON, STATE OF OHIO<br />

SECTION I:<br />

The area designated as the City of London Community Reinvestment Area<br />

constitutes an area in which housing facilities or structures of historical significance<br />

are located, and in which new construction or repair of existing facilities has been<br />

discouraged:<br />

SECTION II:<br />

Pursuant to ORC Section 3735.66, the City of London Community Reinvestment<br />

Area, is hereby established in attached Exhibit B.<br />

The Community Reinvestment Area is approximately depicted as on the map attached<br />

to this Ordinance in attached Exhibit C, and by this reference incorporated<br />

herein.<br />

Only residential, commercial and/or industrial properties consistent with the applicable<br />

zoning regulations within the designated Community Reinvestment Area will be<br />

eligible for exemptions under this Program.<br />

SECTION III:<br />

All properties identified in Exhibits B and C as being within the designated Community<br />

Reinvestment Area are eligible for this incentive (the city may determine that all or<br />

any combination of project types - residential, commercial and industrial as eligible).<br />

This proposal is a public/private partnership intended to promote and expand<br />

conforming uses in the designated area. As part of the project, the City of London<br />

intends to undertake supporting public improvements in the designated area.<br />

SECTION IV:<br />

Within the Community Reinvestment Area, the percentage of the tax exemption on<br />

the increase in the assessed valuation resulting from improvements to commercial<br />

and industrial real property and the term of those exemptions shall be negotiated on<br />

a case-by-case basis in advance of construction or remodeling occurring according<br />

to the rules outlined in the ORC Section 3765.67. The results of the negotiation as<br />

approved by this Council will be set in writing in a Community Reinvestment Area<br />

Agreement as outlined in ORC Section 3735.671. For residential property, a tax<br />

exemption on the increase in the assessed valuation resulting from the improvements<br />

as described in ORC Section 3735.67 shall be granted upon application by the<br />

property owner and certification thereof by the designated Housing Officer.<br />

a. For the construction of dwellings containing a minimum of five (5) housing units,<br />

an exemption of 100% for three years, or until the time in which the owner sells<br />

or otherwise transfers the property. The exemption shall not transfer to any sub<br />

sequent property owner.<br />

If remodeling qualifies for an exemption, during the period of the exemption, the<br />

exempted percentage of the dollar amount of the increase in market value of the<br />

structure shall be exempt from real property taxation. If new construction qualifies<br />

for an exemption, during the period of the exemption the exempted percentage of<br />

the structure shall not be considered to be an improvement on the land on which it<br />

is located for the purpose of real property taxation.<br />

SECTION V:<br />

All commercial and industrial projects are required to comply with the state application<br />

fee requirements of ORC Section 3735.672 (C) and the local annual monitoring fee<br />

of one percent of the amount of taxes exempted under the agreement - a minimum<br />

of $500 up to a maximum of $2500 annually unless waived.<br />

SECTION VI:<br />

To administer and implement the provisions of this Ordinance, the Safety Service<br />

Director, is designated as the Housing Officer as described in Sections 3735.65<br />

through 3735.70.<br />

SECTION VII:<br />

That a “Community Reinvestment Area Housing Council” shall be created, consisting<br />

of two members appointed by the Mayor, two members appointed by the President<br />

of City Council and one member appointed by the Planning Commission. The<br />

majority of the members shall then appoint two additional members who shall be<br />

residents within the area. Terms of the members of the Council shall be for three<br />

years. An unexpired term resulting from a vacancy in the Council shall be filled in<br />

the same manner as the initial appointment was made. The Community<br />

Reinvestment Area Council or designee of the council shall make an annual<br />

inspection of the properties within the district for which an exemption has been<br />

granted under Section 3735.67 of the ORC. The Council shall also hear appeals<br />

under Section 3735.70 of the ORC.<br />

The Tax Incentive Review Council shall review annually the compliance of all<br />

agreements involving the granting of exemptions for commercial or industrial real<br />

property improvements under Section 3735.671, of the ORC and make written<br />

recommendations to the Council as to continuing, modifying or terminating said<br />

agreement based upon the performance of the agreement.<br />

SECTION VIII:<br />

The council reserves the right to re-evaluate the designation of the City of London<br />

Community Reinvestment Area annually, at which time the Council may direct the<br />

Housing Officer not to accept any new applications for exemptions as described in<br />

Section 3735.67 of the ORC.<br />

SECTION IX:<br />

The Community Reinvestment Area Council or designee of the council shall make<br />

an annual inspection of the properties within the district for which an exemption has<br />

been granted under Section 3735.67 of the ORC. The council shall also hear appeals<br />

under 3735.70, of the ORC.<br />

SECTION X:<br />

The Council hereby finds and determines that all formal actions relative to the<br />

passage of this Ordinance were taken in an open meeting of this Council, that all<br />

deliberations of this Council and of its committees, if any, which resulted in formal<br />

action were taken in meetings open to the public, in full compliance with the<br />

applicable legal requirements, including Section 121.22 of the ORC.<br />

SECTION XI:<br />

That this ordinance shall take effect and be enforce from and after the earliest period<br />

allowed by land and upon confirmation by the Director of the Ohio Development<br />

Services Agency of the findings in this Resolution.<br />

SECTION XII:<br />

The Mayor of the City of London is hereby directed and authorized to petition the<br />

Director of the Ohio Development Services Agency to confirm the findings contained<br />

within this Resolution.<br />
