Madison-Plains appoints school board member
By Josephine Birdsell
Staff Writer
At a special meeting on July 9, the Madison-Plains
school board appointed a new
member to the board.
Michael English will fill the seat vacated
by Cory Coburn, who resigned effective June
16. English will take the oath of office at the
next regularly scheduled board meeting on
July 23 and serve through Dec. 31, 2019.
The remaining two years of the term,
which expires at the end of 2021, will be up
for election in November of this year. English
said he plans to run. Petitions for candidacy
must be submitted to the Madison
County Board of Elections by Aug. 7.
At the July 9 meeting, the school board
interviewed three candidates before appointing
English. The other two candidates
English has served as a member of the
Madison-Plains Scholastic Booster Club for
the past two years, where he has worked to
prepare the district's graduating seniors for
college. He also has volunteered with Sufficient
child hunger, to deliver food to students
once weekly for the past three years.
Now, as a board member, English aims
to focus on improving school facilities.
Facilities should “match the level of education
already being given in the district,”
he said.
“[I have a] strong desire to do what I can
for the community,” English said, “to focus
on the children in the Madison-Plains school
For the first time in nearly three
decades, Jefferson Local Schools is going to
the ballot to ask voters for new operational
funding to shore up declining revenue.
On July 8, board members took the first
step toward placing an anticipated 3.5-mill,
seven-year emergency levy on the Nov. 5
general election ballot.
“It was not an easy decision,” said Superintendent
William Mullett regarding the
levy. “It never is.”
According to district Treasurer Jill
Williams, if approved, the levy would generate
approximately $769,711 per year and
cost the owner of a property valued at
$100,000 an additional $122.50 per year.
Currently, for each $1,000 of taxable valuation,
Madison County property owners in
the Jefferson Local district pay $33.66. Mullett
reported the amount is the one of lowest
in central Ohio.
“In order to keep our current programs
and offerings for our students, it is critical
that we increase our local funding,” Mullett
stated. “The district is in deficit spending by
around $860,000, with increases forecast for
the future... This is unsustainable.”
Williams said the district’s original (and
current) 9.5-mill emergency levy was approved
by voters more than 20 years ago.
Other levies passed as far back as the 1980s
are still on the books.
“We haven’t passed a levy for new money
in 25 to 30 years,” Williams noted. “We have
not raised any new money for operations
during that period.”
In addition to the property tax levies, the
school district receives funding from a 1 percent
tax on earned income. People on pensions
and Social Security are not affected by
the income tax.
Property owners are paying less in taxes
on an individual basis due to rollbacks and
the roll-off of a 3-mill permanent improvement
levy that was removed when the district
completed a facilities improvement
project 10 years ago.
Mullett also pointed out there is a misconception
that the district is the recipient
of considerable revenue from industrial developments
in the area.
Filling potholes and hiring new administrator
By Andrew Garrett
Mount Sterling residents can finally look
forward to much needed street repairs.
On July 9, village council passed two
pieces of legislation on emergency that allow
for the village to appropriate funds, accept
bids, and enter into contract with AJ Asphalt of Columbus to patch ments. He said AJ Asphalt would do the job as contracted.
or fill the many potholes blighting the roadways.
“They won’t leave until every pothole is filled,” Martin said.
The project will involve repairs to more than 20 areas, including Anderson conceded that AJ Asphalt was the best company for
sections of U.S. Route 62 and State Route 56. The price tag for the the job, given the bids.
The resolution allowing for the agreement between the village Brandon Fetzer, who started the job on April 23, tendered his
At a special meeting on July 2, London city council approved a
new salary range for the position of water plant superintendent.
The position has been vacant for some time.
The new salary range is $60,000 a year to $80,000 a year. According
to Stan Kavy, a member of London’s Board of Public Utilities,
previously the high end of the salary range was $65,800
annually.
“Dan (Leavitt, wastewater/sewer plant superintendent) and I
spent some time looking into various cities in the area,” Kavy said.
“A Class II license with managerial capabilities was in the low- to
mid-seventies.”
The city did not receive a single application for the superintendent’s
position at the previous pay rate, according to council mem-
Council passed the ordinance as an emergency due to time constraints.
The Ohio Environmental Protection Agency (EPA) had
granted a six-month extension for another water plant employee
with the appropriate qualifications to act as managing operator in
lieu of a superintendent.
Council member Brenda Russell expressed her displeasure with
members of a certain Facebook group that has criticized council’s
use of the emergency clause, which allows council to vote on legislation
before it goes through the traditional three readings.
“We have to do (emergency clauses) because some things are
time issues, and this is a time issue,” she said. “If we wait six weeks
(to do a full three readings) and then post it and it’s another month,
we might have to get another extension. Would the EPA give it to
us or not?”
At their previous meeting, council addressed the salary ranges
of two other city positions. They did not address the salary range
of the water plant superintendent because the job posting with the
older salary range was still active.
In other action, council authorized Joe Mosier, safety-service director,
to advertise for bids and enter into a contract for the rehabilitation
and expansion work planned for the entire length of Park
Avenue. The two-phase project is scheduled to start in August. Because
a winning bid needs to be accepted relatively soon, council
passed the legislation on emergency.
Tax abatement agreements result in Jefferson Local annually
forgoing approximately $2.6 million in taxes for the life of the abatements
in exchange for approximately $200,000 each year, he said.
“While the growth of the industrial park has benefitted the district,
it ($200,000) only pays for the equivalent of one month of our
12 payrolls,” Mullett said. “While the business revenue is helpful,
we still depend heavily on traditional state and local revenue to
fund our operations.
“However, due to several factors, we are faced with the real need
to increase our revenue,” he said.
Those factors include: no increase in state funding over the last
decade, revenue lost from the elimination of a tangible property tax
on businesses, and a change in student demographics resulting in
the need for more special education programming, particularly at
the pre-school level.
“This has occurred at the same time that the state has continued to
increase unfunded mandates and testing requirements,” Mullett added.
“The prospect of new growth in our district will increase our
costs and present new challenges both in space and funding. It is
critical that we are able to meet our current needs and programs
prior to seeing the impacts of growth and development.”

The city of London has a new treasurer.
Sue Mosier took the oath of office on July
3. She replaces Jason Schwaderer who resigned
from the position on June 26.
The London representatives of the Madison
County Republican Central Committee
made the appointment. Mosier was one of
two people who expressed interest in the position.
The other was Michael Norman. The
committee members interviewed Mosier
and Norman on July 2 and made their selection
that same night.
“It was a unanimous vote for Sue
Mosier,” said Nick Adkins, committee president
and one of the London representatives
who voted on the appointment. “We all
agreed that she was the best candidate for
the position.”
The other committee members who voted
on the appointment are Bonnie Hamilton,
Bill Long and Bill Mark.
Mosier will serve as treasurer through
the end of this year. The remaining two
years of the term, which expires at the end
of 2021, will be up for election in November
of this year. Mosier said she plans to run for
election. Petitions for candidacy must be
just sounded interesting. I’ve always enjoyed
that kind of work and being around
people.”
London Head Coach Kyle Cutler presented the 2019 London summer football camp June 4-6. Approximately
60 grade-schoolers participated. Several coaches and 27 high school varsity players worked with the
campers for three hours each morning. The campers were separated into skill levels for passing, receiving,
blocking and most general football skills. The work was designed to make each camper a better player and
a better teammate. The older players finished their days with “Raider Ball” games, while the youngest players
played “Attack the Castle.” Vineyard Church supplied their Sno-Ice machine for Sno-cones for all.
Thank You
The James Storts family would like to extend
a big thank you to everyone who has sent
an outpouring of messages, phone calls,
cards, flowers, food, visits, friendships, love
and especially the prayers during this
difficult time in our loved ones passing. We
would like to thank Capital City Hospice and
our three special nurses for all the wonderful
care: Heather, Rachael and Randi. We know
that our hearts will always have an empty,
saddened space, but we are all full spiritually
with knowing he is in our Heavenly Father’s
arms and care. We will be reunited one
blessed day and oh what a reunion that will
be! We love you all and thank you again for
being there for our family.
OFFICER TO ADMINISTER THE PROGRAM, AND CREATING A COMMUNITY REINVESTMENT HOUSING COUNCIL.
from remodeling or new construction;
WHEREAS, a survey of housing, see attached Exhibit A, a copy of which is on file in
SECTION I:
The area designated as the City of London Community Reinvestment Area
