Greeting from the President & CEO and Chair<br />
Greetings <strong>Chamber</strong> Members and Friends,<br />
The months of May and June have been busy at the <strong>Chamber</strong>. We've had numerous events including the<br />
rd<br />
Deloitte TMT Breakfast, Breakfast Express Networking, May and June After Businesses, the 83 Annual WERCC<br />
Golf tournament, and <strong>Chamber</strong> 143 where we presented Carol Derbyshire with the <strong>2019</strong> Lifetime Achievement<br />
Award for her business and community contributions to Windsor-Essex.<br />
In June, the <strong>Chamber</strong> signed a memorandum of understanding with the Chhattisgarh State Industrial<br />
Development Corporation in India to facilitate business to business interactions between the members of<br />
WERCC and the Chhattisgarh State Industrial Development Corporation. The objective is to provide Windsor-<br />
Essex companies access to a growing market for the agribusiness and food processing sectors in the state of<br />
Rakesh Naidu Chhattisgarh and other regions of India. This is a win-win relationship that will provide markets for the<br />
President & CEO advancements in technology that we have achieved in the Windsor-Essex region and support the growth of<br />
Windsor-Essex companies in India.<br />
I am also excited to announce that the WERCC was invited to join the Windsor Detroit Bridge Authority<br />
(WDBA) and Bridging North America (BNA) as a delivery partner for the implementation of the Gordie Howe<br />
International Bridge Community Benefits Plan. There will be many positive outcomes for our members and the<br />
region as a whole. We look forward to engaging with WDBA and BNA to ensure that the project is successful<br />
and our members benefit from our participation.<br />
We've also been working very hard to add new partnerships to your <strong>Chamber</strong> program which will bring<br />
increased value to your <strong>Chamber</strong> membership. Stay tuned for exciting announcements in the next few months.<br />

On May 4 , I had the pleasure of<br />
attending the Ontario <strong>Chamber</strong> of<br />
Commerce's AGM to present a policy<br />
resolution which seeks to make<br />
changes to the retail sale of alcohol in<br />
Ontario to demonstrate support for<br />
the local industry and jobs in the wine<br />
and grape sector. The resolution was<br />
co-sponsored by the Leamington<br />
<strong>Chamber</strong> of Commerce, Prince<br />
Edward County <strong>Chamber</strong> of<br />
C o m m e r c e , G r e a t e r N i a g a r a<br />
<strong>Chamber</strong> of Commerce and Grimsby<br />
<strong>Chamber</strong> of Commerce.<br />
The wine and grape industry is a<br />
massive driver of the province's<br />
economy. In 2015, it contributed $4.4<br />
billion to the Ontario economy by<br />
s u p p o r t i n g 1 8 , 0 0 0 j o b s a n d<br />
hundreds of small family-owned<br />
businesses, while also attracting<br />
over 2.4 million tourists to wine<br />
country every year. Ontario Craft<br />
Wineries alone represent over 100<br />
wineries across the province with a<br />
vast majority being small to medium<br />
sized family-owned businesses.<br />
Their craft wines are a significant<br />
driver of the Ontario rural economy<br />
due to VQA wines being 100%<br />
Ontario grown and produced, which<br />
contrasts to other alcohol beverage<br />
sectors in the province.<br />
The grape and wine industry is<br />
also a significant driver for the local<br />
economy in regions such as Niagara,<br />
Prince Edward County, Lake Erie<br />
North Shore, and other areas in<br />
Windsor-Essex County such as<br />
Pelee Island. Essex County contains<br />
17 wineries that produce awardwinning<br />
wines owing to the area's<br />
unique maritime climate with longer<br />

sun hours than any other area in<br />
Canada. This makes the wine and<br />
grape industry a popular local tourist<br />
attraction which generates revenue<br />
for the local economy. “The real key<br />
here is that small wineries actually<br />
create a lot of jobs,” says Tom<br />
O'Brien who is with Coopers Hawk<br />
Vineyards in Harrow.<br />
Unfortunately, due to overly strict<br />
and unfair regulations imposed on<br />
the sale and distribution of wine in<br />
Ontario, small businesses and rural<br />
communities have been<br />
experiencing a loss in profit.<br />
Ontario wines are being met with<br />
an import tax of 35% plus an<br />
additional retail store tax of 6.1%<br />
despite being domestically<br />
produced and sold. This has resulted<br />
in consumers choosing to purchase<br />
wine brands that are truly imported<br />
having more competitive pricing.<br />
O'Brien said that due to the<br />
absurdly high taxes imposed on<br />
domestic wines, selling a $15 bottle<br />
of wine from his storefront would only<br />
allow him to keep about $11, and<br />
even less if he is selling through the<br />
LCBO network at $6.50 (CBC). The<br />
<strong>Chamber</strong> has requested that<br />
wineries be able to sell to stores<br />
outside of the LCBO network<br />
eliminating the 35% import tax on<br />
domestic wines.<br />
Other wines producing nations<br />
have a highly competitive advantage<br />
for the production and distribution of<br />
their wines when compared to<br />
Ontario's wineries. While Ontario<br />
wines hold only a 24 percent market<br />
share with the LCBO, other nations<br />
are dominating their own market. The<br />
USA owns over 60% of their domestic<br />
market while some nations such as<br />
Spain, South Africa, and Argentina<br />
each own over 90% of their<br />
respective markets - well above what<br />
Ontario owns.<br />
Steve Mitchel, President of the<br />
family-run Sprucewood Shores<br />
Estate Winery in Amherstburg, says<br />
that other countries aren't placing<br />
similar markups on their own wine<br />
which gives them a competitive<br />
advantage, something that the<br />
Ontario wine industry is lacking<br />
(Windsor Star). He continues to say<br />
that if the LCBO was to drop its 35%<br />
import tax, the average cost of a<br />
bottle of wine would also drop from<br />
$15 to $11 allowing for greater<br />
competition.<br />
To ensure that the Ontario wines<br />
and grape industry remains<br />
competitive in Ontario, the WERCC<br />
has urged the Government of<br />
Ontario to eliminate the 35% import<br />
tax levied on domestically produced<br />
and sold wines, eliminate the<br />
additional 6.1% retail tax that exists<br />
on top of other collectable sales tax,<br />
allow for direct delivery to new retail<br />
opportunities, prevent a grocery led<br />
oligopoly from arising, and enable<br />
the shipping of Ontario produced<br />
wines across provinces.<br />

Implementing these regulations<br />
will allow Ontario grape growers and<br />
wineries the ability to continue<br />
growing their businesses, make<br />
significant contributions to provincial<br />
and regional economies, and create<br />
local jobs.<br />

On Saturday, May 4 , the Ontario<br />
th<br />
<strong>Chamber</strong> of Commerce held its 107<br />
Annual General Meeting and<br />
Convention in Muskoka Lakes where<br />
various policy resolutions from across<br />
the province were considered.<br />
The Windsor Essex Regional <strong>Chamber</strong><br />
of Commerce's policy resolution on<br />
Ontario's wine industry received an<br />
overwhelmingly positive amount of<br />
support being unanimously approved<br />
by the OCC delegates.<br />
The adoption of this resolution will<br />
allow for the wine and grape industry to<br />
grow by reducing the tax burden, thus<br />
allowing for the creation of more jobs<br />
leading to economic diversification in<br />
the region.<br />

Making Health and Safety Less Complicated: Tools for your small business<br />
Health and Safety matters...no matter the size of your business.<br />
With 97.7% of all Ontario businesses employing less than 100 people, we need<br />
to place extra care and attention on health and safety for small businesses.<br />
Often fast-paced operations, with employers kept busy balancing budgets, customer and regulatory demands, small businesses<br />
appreciate any help they can get. That is why Workplace Safety & Prevention Services (WSPS) has created a new set of free Job Aids and<br />
Safety Checks for agriculture, manufacturing and service sector small businesses. Aimed at improving hazard awareness and worker<br />
orientation, they minimize the time spent developing resources and increase the time spent delivering important safety messages.<br />

The workplace can be a dangerous place if you go in unprepared, but with the right knowledge serious harm can be avoided. Use WSPS'<br />
small business Job Aids to learn what hazards exist in your workplace and educate yourself on what controls you can put in place to keep<br />
you and your workers safe.<br />

Enhance your worker orientation with Safety Checks<br />
Workers – whether new at a job or returning from a long absence – are particularly vulnerable to workplace injury. This is why proper<br />
orientation is an essential part of a health and safety program. Include Safety Checks as a part of your orientation program to provide<br />
workers information on how to work safely with specific hazards, including appropriate behaviours and actions they can take to protect<br />
themselves.<br />

As a local distribution company, ENWIN operates and maintains the regulated electricity distribution system – as well<br />
as the potable water production and distribution systems owned by Windsor Utilities Commission – and the District<br />
Energy heating and cooling systems in Windsor.<br />
As the electricity and water sectors continue to transform at an unprecedented pace, it is our job to guide customers<br />
