Greeting from the President & CEO and Chair
Greetings Chamber Members and Friends,
The months of May and June have been busy at the Chamber. We've had numerous events including the
rd
Deloitte TMT Breakfast, Breakfast Express Networking, May and June After Businesses, the 83 Annual WERCC
Golf tournament, and Chamber 143 where we presented Carol Derbyshire with the 2019 Lifetime Achievement
Award for her business and community contributions to Windsor-Essex.
In June, the Chamber signed a memorandum of understanding with the Chhattisgarh State Industrial
Development Corporation in India to facilitate business to business interactions between the members of
WERCC and the Chhattisgarh State Industrial Development Corporation. The objective is to provide Windsor-
Essex companies access to a growing market for the agribusiness and food processing sectors in the state of
Rakesh Naidu Chhattisgarh and other regions of India. This is a win-win relationship that will provide markets for the
President & CEO advancements in technology that we have achieved in the Windsor-Essex region and support the growth of
Windsor-Essex companies in India.
I am also excited to announce that the WERCC was invited to join the Windsor Detroit Bridge Authority
(WDBA) and Bridging North America (BNA) as a delivery partner for the implementation of the Gordie Howe
International Bridge Community Benefits Plan. There will be many positive outcomes for our members and the
region as a whole. We look forward to engaging with WDBA and BNA to ensure that the project is successful
and our members benefit from our participation.
We've also been working very hard to add new partnerships to your Chamber program which will bring
increased value to your Chamber membership. Stay tuned for exciting announcements in the next few months.
If your company would like to discuss an Affinity partnership with the Chamber or to offer WERCC members an
exclusive deal, please contact the Chamber office today.
Lastly, we would like to welcome three new board members to the Chamber: Josh Cheifetz,
Allison Hawkins, and Gordon Orr. We look forward to working with each of you to create regional
economic prosperity in Windsor-Essex.
“Ontario wines are being
met with an import tax of
35% plus an additional
retail store tax of 6.1%
despite being domestically
produced and sold.”
th
On May 4 , I had the pleasure of
attending the Ontario Chamber of
Commerce's AGM to present a policy
resolution which seeks to make
changes to the retail sale of alcohol in
Ontario to demonstrate support for
the local industry and jobs in the wine
and grape sector. The resolution was
co-sponsored by the Leamington
Chamber of Commerce, Prince
Edward County Chamber of
C o m m e r c e , G r e a t e r N i a g a r a
Chamber of Commerce and Grimsby
Chamber of Commerce.
The wine and grape industry is a
massive driver of the province's
economy. In 2015, it contributed $4.4
billion to the Ontario economy by
s u p p o r t i n g 1 8 , 0 0 0 j o b s a n d
hundreds of small family-owned
businesses, while also attracting
over 2.4 million tourists to wine
country every year. Ontario Craft
Wineries alone represent over 100
wineries across the province with a
vast majority being small to medium
sized family-owned businesses.
Their craft wines are a significant
driver of the Ontario rural economy
due to VQA wines being 100%
Ontario grown and produced, which
contrasts to other alcohol beverage
sectors in the province.
The grape and wine industry is
also a significant driver for the local
economy in regions such as Niagara,
Prince Edward County, Lake Erie
North Shore, and other areas in
Windsor-Essex County such as
Pelee Island. Essex County contains
17 wineries that produce awardwinning
wines owing to the area's
unique maritime climate with longer
RESOLUTION FOCUSSED ON THE WINE INDUSTRY
Receives 100% Support at Ontario Chamber of Commerce AGM
sun hours than any other area in
Canada. This makes the wine and
grape industry a popular local tourist
attraction which generates revenue
for the local economy. “The real key
here is that small wineries actually
create a lot of jobs,” says Tom
O'Brien who is with Coopers Hawk
Vineyards in Harrow.
Unfortunately, due to overly strict
and unfair regulations imposed on
the sale and distribution of wine in
Ontario, small businesses and rural
communities have been
experiencing a loss in profit.
Ontario wines are being met with
an import tax of 35% plus an
additional retail store tax of 6.1%
despite being domestically
produced and sold. This has resulted
in consumers choosing to purchase
wine brands that are truly imported
having more competitive pricing.
O'Brien said that due to the
absurdly high taxes imposed on
domestic wines, selling a $15 bottle
of wine from his storefront would only
allow him to keep about $11, and
even less if he is selling through the
LCBO network at $6.50 (CBC). The
Chamber has requested that
wineries be able to sell to stores
outside of the LCBO network
eliminating the 35% import tax on
domestic wines.
Other wines producing nations
have a highly competitive advantage
for the production and distribution of
their wines when compared to
Ontario's wineries. While Ontario
wines hold only a 24 percent market
share with the LCBO, other nations
are dominating their own market. The
USA owns over 60% of their domestic
market while some nations such as
Spain, South Africa, and Argentina
each own over 90% of their
respective markets - well above what
Ontario owns.
Steve Mitchel, President of the
family-run Sprucewood Shores
Estate Winery in Amherstburg, says
that other countries aren't placing
similar markups on their own wine
which gives them a competitive
advantage, something that the
Ontario wine industry is lacking
(Windsor Star). He continues to say
that if the LCBO was to drop its 35%
import tax, the average cost of a
bottle of wine would also drop from
$15 to $11 allowing for greater
competition.
To ensure that the Ontario wines
and grape industry remains
competitive in Ontario, the WERCC
has urged the Government of
Ontario to eliminate the 35% import
tax levied on domestically produced
and sold wines, eliminate the
additional 6.1% retail tax that exists
on top of other collectable sales tax,
allow for direct delivery to new retail
opportunities, prevent a grocery led
oligopoly from arising, and enable
the shipping of Ontario produced
wines across provinces.
President Rakesh Naidu with OCC President Rocco Rossi

Chamber News
Implementing these regulations
will allow Ontario grape growers and
wineries the ability to continue
growing their businesses, make
significant contributions to provincial
and regional economies, and create
local jobs.
th
On Saturday, May 4 , the Ontario
th
Chamber of Commerce held its 107
Annual General Meeting and
Convention in Muskoka Lakes where
various policy resolutions from across
the province were considered.
The Windsor Essex Regional Chamber
of Commerce's policy resolution on
Ontario's wine industry received an
overwhelmingly positive amount of
support being unanimously approved
by the OCC delegates.
The adoption of this resolution will
allow for the wine and grape industry to
grow by reducing the tax burden, thus
allowing for the creation of more jobs
leading to economic diversification in
the region.
Making Health and Safety Less Complicated: Tools for your small business
Health and Safety matters...no matter the size of your business.
With 97.7% of all Ontario businesses employing less than 100 people, we need
to place extra care and attention on health and safety for small businesses.
Often fast-paced operations, with employers kept busy balancing budgets, customer and regulatory demands, small businesses
appreciate any help they can get. That is why Workplace Safety & Prevention Services (WSPS) has created a new set of free Job Aids and
Safety Checks for agriculture, manufacturing and service sector small businesses. Aimed at improving hazard awareness and worker
orientation, they minimize the time spent developing resources and increase the time spent delivering important safety messages.
Job Aids to improve hazard awareness among your workers
The workplace can be a dangerous place if you go in unprepared, but with the right knowledge serious harm can be avoided. Use WSPS'
small business Job Aids to learn what hazards exist in your workplace and educate yourself on what controls you can put in place to keep
you and your workers safe.
Over 65 are available, on a wide-variety of hazards, including:
Bagel slicer
Cannabis & impairment
Box cutters
Snow blowers
Chemicals
Emissions
Kegs
Working around traffic
Access all Job Aids by visiting the WSPS Small Business Centre. Select the appropriate Safety Road Map (i.e. number of people employed),
click on the Hazards tab and start learning.
Enhance your worker orientation with Safety Checks
Workers – whether new at a job or returning from a long absence – are particularly vulnerable to workplace injury. This is why proper
orientation is an essential part of a health and safety program. Include Safety Checks as a part of your orientation program to provide
workers information on how to work safely with specific hazards, including appropriate behaviours and actions they can take to protect
themselves.
Over 35 different Safety Checks are currently available, including:
Knife safety
Step ladders
Deep fryers
Conveyor systems
Working in hot environments
Drill process
Golf carts
Pallet jacks
All Safety Checks can be found on the WSPS Small Business Centre. Select the appropriate Safety Road Map (i.e. number of people
employed) and click on Training & Orientation.
SPOTLIGHT On Our Members
PILLAR MEMBER
ENWIN is proud to be a part of a rich tradition in Windsor and Essex County, and a forward-thinking contributor to our
regional future.
As a local distribution company, ENWIN operates and maintains the regulated electricity distribution system – as well
as the potable water production and distribution systems owned by Windsor Utilities Commission – and the District
Energy heating and cooling systems in Windsor.
As the electricity and water sectors continue to transform at an unprecedented pace, it is our job to guide customers
and businesses through these changes, manage rising electricity prices, ensure a supply of safe, clean potable water
and prepare our distribution systems to accomplish things we have barely begun to imagine.
One way we do this is through Water System Operating Agreement between ENWIN and WUC which has enabled
strategic alignment between the utilities. This agreement helps us to eliminate redundancies, consolidate work tasks
and reduce headcount – leading to efficiencies and savings for both utilities. The outcome is a high-functioning,
results oriented, sustainable operation that has seen reductions in costs and increases in innovative planning.
ENWIN is dedicated to staying on the cusp of technology and creativity – to actively pursuing a conversation with our
customers, business partners and innovators – and to establishing the strong, viable partnerships that will help us to
increase our capabilities and manage our costs.
We will continue to work with our customers to build and sustain the power and water future for our community.
