Highland Park dispensary prepares for cannabis legalization<br />

When the staff at<br />
Elevele, Highland Park’s<br />
sole cannabis dispensary,<br />
heard the news that Gov.<br />
J.B. Pritzker signed a bill<br />
legalizing cannabis in<br />
the state of Illinois, they<br />
were excited, according to<br />
Elevele General Manager<br />
Paul Nowacki.<br />
“Everyone that works<br />
here has been really excited<br />
because we've all<br />
been waiting for this,”<br />
Nowacki said. “There’s<br />
been such a stigma about<br />
cannabis.”<br />
He hopes that with the<br />
passing of this legislation,<br />
that stigma will begin to<br />
shift.<br />
But the transition to legalized<br />
marijuana won’t<br />
happen overnight. The<br />
bill will become effective<br />
Jan. 1, 2020. In the meantime,<br />
Elevele is starting to<br />
prepare for the changes<br />
that will happen to the<br />
cannabis industry once it<br />
becomes legalized in the<br />
state.<br />
Dispensaries in the state<br />
that have already been<br />
selling medical marijuana<br />
will need to apply for a license<br />
to begin recreational<br />
marijuana sales.<br />
“What’s nice is it works<br />
very similar to how a lot<br />
of other states did it in<br />
that the companies who<br />
have already had medical<br />
licenses get first dibs at<br />
the recreational licenses,”<br />
Nowacki said.<br />
According to Nowacki,<br />
the state will also be<br />
opening up licenses for<br />
craft cannabis growers<br />
“Everyone that works here has<br />
been really excited because<br />
we’ve all been waiting for this.”<br />

“Craft grows are going<br />
to be much, much<br />
smaller,” Nowacki said.<br />
“They’re going to produce<br />
fewer products, but<br />
of higher quality.”<br />
Elevele does not grow<br />
its own products, it instead<br />
purchases them from<br />
cultivation centers located<br />
throughout rural Illinois,<br />
according to Nowacki.<br />
The dispensary will<br />
continue to provide medical<br />
marijuana, and although<br />
anyone over the<br />
age of 21 will be able to<br />
purchase marijuana products,<br />
medical card holders<br />
will receive benefits —<br />
including lower taxes on<br />
products.<br />
“Medical cannabis patients<br />
will only continue<br />
to be taxed what we’re<br />
currently taxing them,”<br />
Nowacki said. “For instance,<br />
we tax one percent.<br />
Moving forward,<br />
those taxes will remain<br />
the same.”<br />
While those without a<br />
medical card will be taxed<br />
at much higher rates.<br />
Medical patients are<br />
also allowed to grow up to<br />
five plants in their homes,<br />
and recreational users do<br />
not have this ability.<br />
“On the recreational<br />
side, there’s going to<br />
be more restrictions on<br />
the amount of product<br />
you’re allowed to have,”<br />
Nowacki said.<br />
If anyone from out<br />
of state pays a visit to<br />
Elevele in 2020, they will<br />
be allowed half of the<br />
amount that Illinois residents<br />
can purchase.<br />
The dispensary has<br />
been providing clients<br />
with cannabis products for<br />
more than three years, after<br />
being opened by Lake<br />
Forest residents Andy and<br />
Veronica Hunt.<br />
After three years of servicing<br />
medical patients,<br />
the staff at Elevele are<br />
excited to take on new clientele<br />
who are interested<br />
in purchasing recreational<br />
products.<br />
“I’ve been involved in<br />
the industry for probably<br />
around eight years now.<br />
I grew up in Illinois, so<br />
to be involved in something<br />
that’s portrayed or<br />
comes across as fully illegal<br />
and there’s all this<br />
negative stuff that comes<br />
along with it — I think<br />
that’s the biggest thing,”<br />
Nowacki said. “It’s just<br />
like a big sigh of relief for<br />
people.”<br />
