TRANSFORMATION: Dredging work (inset) has now finished at Woolston Cut on the Heathcote River. Landscaping will start
next month.
• By Claire Booker
HEATHCOTE River
landscaping is set to begin next
month after completion of
dredging along Opawa Rd and
Radley St.
Sediment removal along this
section of the river is about
half-way complete, and work
will continue for the next two
months.
The work on this section of
the river will be done four days
a week and sediment curtains
and other in-river controls will
not be used.
This is to reduce the duration
of work and overall impacts on
migrating fish.
Linwood Ward city councillor
Yani Johanson said he is
pleased to see this work taking
place.
“It has been neglected
for a long time and current
maintenance has left a lot to
be desired. Coupled with the
dredging to alleviate some
of the flooding risks, putting
in some decent landscaping
that can be better maintained
is great improvement for the
better which I welcome,” Cr
Johanson said.
KEY FEATURES to be included
in the design of the new $37.5
million Hornby mega-facility will
be prioritised today.
The Halswell-Hornby-Riccarton
Community Board will make
a recommendation to the city
council on what it wishes to see in
the new Hornby Library, Service
Centre and South West Pool.
The board will also look to confirm
the eastern end of Kyle Park
as the location of the new facility
and instruct city council staff to
begin the design concept process.
It follows final approval being
granted for the reclassification
and changes to be made to Kyle
Park’s management plan to allow
for the facility to be built on the
land.
A component schedule discussing
priorities for the facility has
been outlined in a report by city
council staff and will be presented
to the board for approval.
City council staff have already
guaranteed a multi-purpose lane
pool, a learn to swim pool, a toddlers’
wet play area, a customer
services area and the main library
space will be constructed.
Reassurance for village residents
• By Georgia O’Connor-Harding
LONG-SUFFERING retirement
village residents putting up with
noisy vehicles driving past their
homes have been reassured they
have not been forgotten.
Lady Wigram Retirement
Village residents battling to have
heavy vehicle restrictions placed
on Lodestar
Ave were left
“disappointed”
when the
road was left
out of a major
speed limit
review for
Halswell and
Hornby.
The
Halswell-Hornby-Riccarton
Community Board recently recommended
a raft of changes to
speed limits, which will go to the
city council for final approval.
However, city councillor Anne
Galloway said residents should
not feel forgotten as the issue of
the lowering the speed limit on
the road is being dealt with.
Lodestar Ave will instead be
included in a review of the speed
limits around the Wigram Skies
area.
City council transport operations
manager Steffan Thomas
said any proposed changes to
Lodestar Ave’s speed limit will
have not been forgotten after their road was left out of a major
speed limit review for Halswell and Hornby.
be brought to the community
board in the next 12 months.
Said Cr Galloway: “It has not
been forgotten at all, it is just not
happening as quickly as I would
have liked and perhaps what I
have expected.”
She said she has been told by
city council staff the consultation
is likely to happen sooner
than 12 months.
For the past four years, noisy
trucks on Lodestar Ave has
been a long-standing issue for
residents living at the retirement
village.
The matter came to a head
in 2017 when prominent rest
home owner and businessman
John Tooby verbally abused his
tenants when they put up a sign
complaining about noisy trucks.
In spite of pleas from residents,
heavy vehicle restrictions
have not been placed on the
road.
This is after city council staff
discovered through an assessment
a significant decrease of
heavy vehicles between 2017-
2018, Mr Thomas said.
A Lady Wigram resident,
who did not wish to be named,
said while she was disappointed
Lodestar Ave wasn’t included in
the last review, she was pleased it
was still on the table.
Resident Chris Havill said it is
a good thing the speed limit will
be looked at but he thought it
was “strange” it wasn’t included
in the last review.
“The only one everyone has
been talking about and it is the
one that was left off . . . once the
hospital and the dementia unit
are built you don’t want cars
whizzing up and down there at a
fair rate of knots,” he said.
A hospital, dementia unit and
rest home are planned to be
built along the residential street
as part of the village’s ongoing
developments.
Bob Rush, who lives at the
village, said lowering the speed
limit would help, but not solve,
the issues with the road.
“The original problem is
basically the speed of vehicles
coming down here, plus the
trucks using the road as a bypass
– it was never designed to have
trucks down here,” he said.
Busy street to get pedestrian crossing
• By Georgia O’Connor-Harding
A CROSSING will be installed
on a busy Halswell street in a bid
to improve pedestrian safety.
But while city council staff have
confirmed a crossing will be constructed
it will not be controlled
like a zebra crossing.
Its transport operations
manager Steffan Thomas said a
controlled crossing is not suitable
at this location due to the low
number of pedestrians that cross.
THe Halswell Pharmacy has
been calling for the crossing
since March last year following
a boom in development in the
street over the past two years.
The city council is planning
to install a dropped kerb 4-5m
north of the car park driveway,
signage and a marked crossing
estimating to cost between
$2000-$3000.
It is planned to be installed in
the next financial year.
Halswell Pharmacy owner
Karen Frater said while she
while she would have preferred a
controlled crossing, “something
is better than nothing.”
Pupil safety solution in progress outside school
• By Georgia O’Connor-Harding
FLEXIBLE BARRIERS will
remain in place at a busy
intersection in Halswell until a
permanent solution is completed
to keep children safe.
The New Zealand Transport
Agency has gone out for public
consultation over a proposed
permanent solution for the intersection
of Larsens and Halswell
Rd, located next to Halswell
School.
The solution was sought after
a petition was signed by more
than 600 people calling for the
intersection to be made safer for
school pupils.
Since May, traffic separators
preventing vehicles from turning
right when travelling in and
out of Larsens Rd onto Halswell Rd
have been in place.
NZTA’s proposed permanent
“As long as we have got safe
signage so motorists know that,
is all I am worried about.”
The pharmacy’s concerns stem
from disabled, elderly and families
having to cross the road from
medical centre Halswellhealth to
the pharmacy following appointments.
But Mrs Frater said she wants
to make Ensign St safer for the
entire community.
IMPROVING SAFETY: Traffic barriers preventing vehicles from
turning right when travelling in and out of Larsens Rd onto
Halswell Rd will remain in place until a permanent solution is
finalised.
solution has a number of objectives
including to install an electronic
no-right turn sign which
will only be active during school
patrol times.
An access ramp linking the
Halswell Pharmacy with the
footpath is also planned. In the
past people climbing the steps
into the pharmacy have occasionally
tripped.
“The access to the pharmacy
is via steps only, which doesn’t
appropriately allow for mobilityimpaired
pedestrians. This forces
mobility-impaired users to access
the pharmacy using the
A pedestrian refuge island will
be installed and no-stopping
lines will be extended.
Halswell
Pharmacy
answered. A
busy vehicular entrance,” Mr
Thomas said.
Mrs Frater said while she has
owned the pharmacy for the past
10 years, it is in the last two years
the road has become busier.
“I think it is a bit of a racetrack
between Halswell Junction Rd
and getting into town,” Mrs
Frater said.
Most recent traffic counts
show 2688 vehicles travel on the
be put in place to assist with
safer pedestrian crossing and
guide right-turning traffic onto
Halswell Rd at off-peak times.
In the meantime, the flexible
barriers will remain.
Halswell School principal Stuart
Cameron said the solution is
a good compromise between ensuring
there is access for vehicles
using the road and maintaining
safety for children crossing
Halswell Rd.
Previous feedback NZTA
received from the community
showed the while the barriers
increased safety, it also restricted
access to join onto Halswell Rd,
encouraged poor behaviours and
increased travel times.
“Obviously with the no turning
in school hours, that is really
important from our perspective
because that is the key time for
us and our children crossing the
road each day.
Mrs Frater said there are
schools and kindergartens in the
area including Oaklands School,
The Lighthouse Pre-school and
BestStart Nottingham Avenue
adding to the busyness.
The Oaks Village, which the
pharmacy is part of has also
been completed.
The building complex holds
four mixed-used commercial
buildings for 10 tenancies, which
includes a convenience store, Indian
restaurant Roti Chai, Curves
Halswell, Elite Physiotherapy
Halswell and Domino’s Pizza.
Halswell-Hornby-Riccarton
Community Board member Ross
McFarlane said while it was a
good outcome the crossing may
not happen as quickly as it could
of if he had put in a notice of
motion.
It was refused due to the city
council already planning to take
action on the crossing.
road,” Mr Cameron said.
Mr Cameron agreed while
the trial is working well from a
safety perspective, it has created
access issues for the community.
Halswell-Hornby-Riccarton
Community Board member Ross
McFarlane said it was the best
available option presently inside
the budget constraints “that
obviously everyone has.”
But he said “ultimately” he
would have liked to have seen
a lighter pedestrian crossing
installed.
“During the rest of the time,
the traffic flows unless somebody
wants to cross. Thereby they
push the button, they cross the
road and across they go,” Mr
McFarlane said.
The week has been
organised by Adult and
Community Education
Aotearoa and is a United
Nations educational, scientific
and cultural organisation
initiative.
The event was established
in 1988 with the
a need for a hydrotherapy
pool to be included in
the design to be used by
elderly, disabled and sporting
communities.
A hydroslide,
child-minding services,
an outdoor space which
can be lit, study/computer
spaces, automatic doors to
make the facility wheelchair
friendly are some of
the wishes the community
would like to have in the
facility.
If the component
schedule is approved by
the board, city council staff
will commence the concept
design.
The facility is expected to
open 2022.
Boy racer issues in Hornby
• By Georgia O’Connor-Harding
SPEEDING CARS are causing more
headaches – this time for residents living
on Neill St in Hornby.
The boy racer issue has been
highlighted in a letter to the Halswell-
Hornby-Riccarton Community Board.
Residents are concerned the street is
being used as a “raceway”, with speeding
vehicles at risk of not making the bend at
the Main South Rd end of the street.
The letter was presented by Greater
Hornby Residents’ Association secretary
Lyn Hucklebridge.
“Residents feel that the police are not
doing enough patrols around this area
when reports are made,” she said.
Mrs Hucklebridge said while residents
do not want speed humps installed, they
are “extremely concerned” about the
speed of some vehicles.
A police spokeswoman told Southern
View “officers on the ground” were not
aware of the issue with boy racers.
However, a resident who did not wish
to be named said she has made online
submissions to police and phoned them
“about a dozen times.”
She said she has made police aware of
the issue, but appreciates they are busy.
Another resident said boy racers have
been an issue on Neill St for about 20
years.
“The wet weather is an absolute
drawcard for them because they can get
more of a slide on.”
Said board chairman Mike Mora: “It is
a pretty hard thing to control. You have
The dredging has been carried out with
an amphibious excavator.
The landscaping that is planned for
next month will start with native shrubs
and trees to replace the greenery which
was removed due to poor health.
About one-third of the trees and
shrubbery will be planted this year, and
the remainder will be completed in the
coming years to spread the impact on
river wildlife.
The next sections of work on the river
(stages three and four) between Beckford
and Wilsons Rds is planned for later this
year, through to 2020.
TROUBLE: Boy racers have been
leaving skid marks on Neill St in
Hornby.
to be there at the time it happens.”
Mrs Hucklebridge raised several other
traffic-related issues in her letter.
She said residents are also concerned
the intersection of Neill St/Springs Rd
has been narrowed by a planted plot,
restricting traffic trying to get out onto
Springs Rd.
Mrs Hucklebridge said if a motorist
is turning right onto Springs Rd no one
can turn left. She also raised issues with
the Halswell Junction Rd extension
being delayed and says there is no sealed
footpath on the west side of Main South
Rd from the traffic lights to Countdown
Hornby and from Chappie Pl to
Ravensdown.
Community to be involved in planting
Be part of NZ’s
Now hiring Electorate Managers
This is a role for someone who can lead a team, has great event
management skills and a keen interest in their community.
WED
to SUN
Work in these areas will mainly be
sediment removal, bank stabilisation and
replanting.
In some areas, the city council plans
to remove a small number of trees that
are in poor condition to allow for bank
regrading and stabilisation.
The city council will work with river
care groups and schools in the area to
involve the community in the replanting
stage of the project.
Trees which are removed will be replaced
in future landscaping plans.
The landscape plans can be viewed
at the drop-in session at the Opawa
Hoodies highlight mental health
• By Georgia O’Connor-Harding
HOODIES HAVE been made
to help fight the stigma against
discussing mental health.
A “hug in a hoodie” design
has been created by Villa Maria
College students to encourage
young people to speak out about
their mental health and support
others.
The hoodies have been
designed by year 13 students
Anna Fox, Amelia Schiavuzzi,
Grace Cuff, Georgia Proudfoot
and Georgia Singleton as part of
their business studies group.
Of the hoodies sold, 70 per
cent of the profits will go to
the Sir John Kirwan Foundation
– which aims to reduce the
negative impact of unsupported
mental health issues youth face.
The project is part of the
Young Enterprise Scheme programme.
Amelia said the idea was
sparked because mental health
is a major issue in the country,
especially with young people.
“We all know someone who
has been impacted by mental
health and we want to make it
a bigger topic of conversation
as there is still a lot of stigma
around the issue,” she said.
Earlier this year it was reported
New Zealand has the highest
death rate for teenagers in the
tree trouble?
HUGS AND HOODIES: Grace Cuff, Georgia Singleton, Anna Fox and Amelia Schiavuzzi are
selling hoodies to take away the stigma behind mental health.
developed world for people aged
10-24 – around 35 deaths per
100,000 people.
This is driven by high youth
suicide rates and youth road toll.
The comparisons with 18
other countries of similar economic
and cultural backgrounds
were made by British healthcare
think tank Nuffield Trust.
Amelia said it chose the foundation
because it gives young
people the skills to understand
their mental health so they can
talk about it and support others
to do the same.
The students are aiming to
sell 200 hoodies so it can donate
more than $1000 to charity.
Chance for
women to get
$200o grants
THE Christchurch Foundation
is calling for applications for the
Women’s Fund Awards.
This year marks the first time
the foundation will be issuing
grants to aid the women and girls
making a difference in the city.
The Women’s Fund was
established last year, on the 125th
anniversary of women winning
the right to vote.
Said Christchurch Foundation
chief executive Amy Carter:
“Our city has a proud tradition
of women facilitating groundbreaking
societal change. In order
to recognise this, and to ensure
that this proud legacy continues,
we formed a fund to support
women and girls in our city who
are change-makers.”
Mrs Carter said women and
girls in Christchurch are a powerful
force. “Currently, women fill a
high percentage of key leadership
roles within Christchurch.”
Three awards of $2000 will be
granted. It is hoped as the fund
grows so will the ability to issue
more grants.
Cashmere underdogs for trophy final
SPORT
• By Jacob Page
INTENSITY IS what Cashmere
High School basketball coach
Paul Conner wants to see in the
Thomson Trophy final tonight at
Cowles Stadium.
Cashmere are aiming for their
third straight title but standing
in their way are a Middleton
Grange team who are the only
team to beat them in two years,
and took the Dowson Cup off
them a month ago.
We respect that Middleton
Grange are favourites for the
game but we aren’t dwelling
on playing the underdog card at
all.”
While Middleton Grange
cruised into the final with a 109-
66 win over Shirley Boys’ High
School at Middleton Grange last
Tuesday, Cashmere needed all of
their home crowd to lift them to
a 76-73 win over Christ’s College.
Conner said it was Luca Williams
who produced two big
plays to lift his team.
“We trailed by 14 early in that
third quarter and then Luca produced
a big dunk just to give us a
boost when we were trying to get
back into it.
“Then there was the threepointer
with the scores tied and
the Thomson Trophy final tonight at Cowles Stadium.
seven seconds to go, it was a
great game,” Conner said.
“When we last played Middleton
Grange a month or so ago,
they played the style of game we
wanted to play.
“They played with intensity,
they fought for every possession
and made everything count.”
Conner said if the team can
play with the intensity needed,
they will provide a strong match
for Middleton Grange, but he
admitted they are favourites for
the game.
Middleton Grange beat Shirley
Boys’ High School 109-66 in
their semi-final.
New Principal
takes up post
Firstly, I wish thank all those
involved in the Powhiri on my
first day. It was a truly humbling
experience.
By way of background, I
attended Lindisfarne College in
the beautiful Hawkes Bay and
then Otago University where
I completed a BA in History
and Classical Studies. I took up
my first teaching position at
Cashmere High School in 2006.
I then travelled to the UK in
2008 and taught at a number
of schools, before returning
to Cashmere High. I departed
Cashmere High School in 2016
to take up the position of
Assistant Principal at Christ’s
College where I have had the
responsibility for the academic
programmes. Since arriving in
Christchurch, I have always lived
in the Cashmere High zone.
I am absolutely committed
to ensuring that Cashmere
will continue to provide
an outstanding learning
environment for students to develop
the knowledge, skills and dispositions
required to make a positive
contribution to our communities. I
believe that by providing our students
Joe Eccleton welcomed by Sir Tipene
O’Regan.
Students placed
in international
competition
Cashmere is proud to announce
that Billie Pine (Year 10) has placed
third in Scenario Performance, and
Kavya Thomas (Year 12) placed
eighth in Scenario Writing at the
2019 Future Problem Solving World
Finals in the USA.
with exceptional opportunities and
experiences, inside and outside the
classroom, we will excite and inspire
young people towards their lifelong
self-development. It is critical that our
students feel connected to our school
and that we educate our students to
see themselves as a critical part of
the community in which they live.
I believe personalised academic
success is critical for all our students
irrespective of whether they want
to pursue tertiary study or enter the
workforce. A strong and rigorous
teaching and learning programme
will provide students the opportunity
to discover their interests, passions
and ultimately their purpose.
One of the attractions of working
at Cashmere was the opportunity
to serve alongside such exceptional
staff. Great teachers are the most
important part of the very best
schools. They inspire students with
their own passions and assist them
in acquiring the skills and knowledge
needed to become confident adults
in the workplace.
Penalty shootout loss fails to dampen spirits
SPORT
• By Jacob Page
THE CASHMERE High School
first XI football team believe
their aim of a top-10 national
finish, in Napier, next month,
is more attainable than ever,
according to co-coach Tom
Wilkinson.
The confidence came in spite
of a tough 5-4 loss on penalties
in the Canterbury Connetics
secondary school competition
last Wednesday to competition
front-runners St Thomas of Canterbury
College.
Cashmere finished 21st at
the national tournament last
year.
They had raced out to an early
2-0 lead thanks to a penalty from
Jake Grove and a slick finish
from Quincy Holder, but they
could not withstand a second
half fightback which forced the
game to penalties.
“We have a goal of finishing in
the top 10 at nationals and after
that performance I feel very confident
that we can achieve that,”
Wilkinson said.
“The boys gave us everything
they had, they were out on their
feet and you can’t ask for much
more than that.
“We never dreamt we would
be 2-0 up against a team that has
HIGH HOPES: The 2019 Cashmere High School first XI hope for a top 10 finish at nationals next month after the 2018 team
finished 21st.
literally smashed everyone in the
season,” he said.
“Did we get it right tactically?
Some will question that but the
boys gave it everything against a
quality team.
“Penalty shootouts are always
a bit of a lottery and to lose one
will hurt, especially when it is a
final but hopefully we’ll play in
more big games this year where
we can make the most of that
experience.
“I expect to see St Thomas’ in
the top four at nationals, that’s
how talented that team is and for
us to get as close as we did after
they beat us 5-0 earlier in the
season shows we are on the right
track for nationals,” he said.
Volunteers show visitors
our city’s attractions
WALKING GUIDES
WANTED
Showing visitors to many of Christchurch’s
beauty spots, natural attractions, places
of historical interest, and the changing
cityscape as the city rebuilds, is the
task undertaken by the team of 20
knowledgeable and friendly guides at
Walk Christchurch.
All the volunteers thoroughly enjoy
revealing our city’s unique features, many
of which visitors may not discover on their
own, and answering questions on the city
and its people.
Walk Christchurch was established in
1982 as the Christchurch Personal Guiding
Service, and has undergone a number of
changes over the years to meet the needs
of increasing numbers of visitors to the city.
The primary walk is the Classic
Christchurch Walk, a five-kilometre walk
around the central city, which takes
about two and a half to three hours. From
October, a shorter Highlights Christchurch
Walk is also being introduced. This will be
2.5 kilometres, lasting about 90 minutes.
More walks are also planned to meet
different requirements.
The walks are ranked in the top 10 activities
for tourists in Christchurch by Trip Advisor,
and positive reviews are regularly posted
on the Trip Advisor website.
Here is one example:
“Highly recommend booking this walking
tour. My guide was incredibly informed
and passionate about Christchurch, and
it was a pleasure to listen to him speak
about the city he loves. The walk never felt
tiresome, and I got to see all the sights of
Christchurch. Highly recommended!”
The volunteer guides themselves get many
benefits from their guiding activities.
For example, Josie has, over the years
of guiding, developed an interest in our
city – its past, present and future as well
as improving her knowledge of the city
architecture and landscape.
Josie considers herself not just a walking
guide, but an ambassador for the city. She
is often one of the few people that visitors
can meet and talk with over the duration
of the walk.
Craig appreciates being part of an
active, sociable group of walking guides.
He has increased his appreciation of
Christchurch and the guided walks have
taken him to places he had never visited
or known about. Stories about those
places have strengthened his connection
to Christchurch and his knowledge about
what is happening in Christchurch.
Volunteers needed
To meet the growing demand for the
walks, Walk Christchurch is seeking more
volunteers to join the team. Details of
requirements can be seen to the right of
this page.
For more information visit the Walk
Christchurch website below.
Remove the pot immediately
from the heat and run the pot
under cold water to stop the eggs
from cooking.
As soon as you can pick the
egg up, carefully roll the egg
on the bench to crack the shell
which will help the egg to cool
down more quickly.
Set the eggs aside to cool while
you prepare the chicken mixture.
Place the chicken breast, apple
(if you are using), ginger, garlic,
fresh herbs, and a tablespoon of
sticky sauce into the bowl of a
blender or food processor.
Season with a little salt and
pepper and blend on high until
very well-combined.
Using a set of scales, evenly
portion the chicken mince into
seven piles.
Very carefully continue to peel
the eggs, making sure not to split
the eggs as you do so. Take your
time.
Take a pile of the mince and
flatten it as much as possible
in the palm of your very clean
hand. Sit the egg on top of the
mince and bring the mince up
to cover the egg as evenly as
possible. This may take a little
practice to get right, so take your
time.
Once all the eggs are covered,
pre-heat your airfryer for two
minutes on 180 deg C. Add the
rest of the sticky sauce to a bowl
and roll the scotch eggs in the
sauce to fully cover the outside of
the eggs.
Place the eggs inside the air
fryer basket and cook for seven
to eight minutes until well
covered and the mince is fully
cooked. Cool the eggs before
storing in the fridge.
You can make these scotch
eggs in advance. They will last
four days in the fridge or you can
vacuum seal them and increase
their fridge shelf life up to two
weeks.
Sticky sauce
Ingredients
1 medium-sized green apple,
peeled, cored and diced
240ml low sodium tamari
120ml apple cider vinegar
120ml water
3 slices ginger
1 lime, zested and juiced
Directions
Place the apple in a small
pot and add enough water so
that it comes halfway up the
apple.
Bring to the boil and cook
for 10min or until the apple
is soft and the water has
evaporated. Blend the apple in
a small food processor until
smooth and place in a mediumsized
pot.
Add the tamari, apple cider
vinegar, water, ginger, lime zest
and lime juice to the apple and
whisk well to combine.
Bring the sauce to the boil and
then reduce to a rapid simmer
and cook for 10-15min or until
the sauce has reduced down
by half and has become a little
thicker and syrupy.
Cool the sauce and store in a
jar in the refrigerator for up to
two months.
6 Cracroft Terrace, Cashmere
Auction: Thursday, 12 September 2019, Unless Sold Prior
3 bedrooms 2 bathrooms 1 living room 1 dining room 1 office/study 3 car-garage 1 off-street park | Listing Number BE193360
After 42 years of happy living in this
lovely home was not easy but the decision
has been made, the new home purchased,
and this home has to be sold!
Situated on the highly desirable lower
slopes of Cashmere, with views across
the city to the Southern Alps this home is
truly a treasure. Retaining all its character
whilst being renovated for 21st Century
living you will enjoy living in this gracious
home.
Step into the warm and welcoming
entranceway and on through to a large
living room, just perfect for family and
friends to congregate. The bonus of a log
burner with wetback will keep you warm
and save on those electricity bills for hot
water. A separate open plan family and
dining room opens off the lounge. The
modern kitchen will appeal to the cooks in
the family - ample bench space and quality
fixtures are a delight.
Three large double bedrooms, smart
family bathroom and an ensuite are
provided here. There is a study too - this
could be a single bedroom if needed.
For the handyperson there is great
basement space under the house for your
workshop and storage.
The addition of having 3 car garaging and
a park for the caravan or boat completes
this picture, with easy drive on access.
A rare find indeed.
