cancels fest<br />

After a 39-year run, Shekinah Christian<br />

School in Plain City will no longer host its<br />

annual festival and benefit auction.<br />

School leaders announced the festival’s<br />

cancellation to supporters and donors in a<br />

letter dated Aug. 26. The event traditionally<br />

took place the second weekend in <strong>September</strong>.<br />

“While we know this news will be a disappointment<br />

to some, ultimately we feel it<br />

is the best decision for our school moving<br />

forward,” the letter stated.<br />

Known as “The Biggest Little Festival in<br />

Ohio,” the event often drew more than 2,000<br />

visitors to the school grounds on Lafayette-<br />

Plain City Road and featured crafts, an auction,<br />

children’s activities, music and food. It<br />

was the school’s largest fundraiser. The<br />

school serves students in grades K-12 and<br />

has an enrollment this year of 117.<br />

Brice Kauffman, Shekinah’s administrator,<br />

said several factors contributed to the<br />

decision to cancel the festival.<br />

The festival’s revenues varied from year<br />

to year, making budgeting difficult. Manpower<br />

also was an issue.<br />

“Over the years, it became increasingly<br />

hard to fill so many volunteer roles,” Kauffman<br />

said. The festival required approximately<br />

250 volunteers and year-round<br />

planning.<br />

Additionally, legal counsel informed<br />

school leaders last year that their system of<br />

offering tuition breaks in exchange for volunteering<br />

at the festival could have negative<br />

tax implications for the school and for<br />

volunteers. The resulting change meant the<br />

school itself could no longer directly benefit<br />

financially from the festival.<br />

The school’s changing demographics also<br />

played a part in the decision, Kauffman<br />

said. Whereas the student population once<br />

was primarily Mennonite, now students<br />

come from a large variety of churches and<br />

religious backgrounds.<br />

“Shekinah is much, much different than<br />

it was 20 or 30 years ago... The culture has<br />

changed,” Kauffman said.<br />

It is time for something new, he continued,<br />

and time to refocus on the school’s mission<br />

to inspire students, even in how the<br />

school goes about fundraising.<br />

Sun shines on classics in Plain City<br />

Susan and Gary Bertsch of Anna, Ohio, enjoy displaying<br />

their 1922 Model T Touring car at car shows. A woman<br />

who stopped to admire it at the Plain City cruise-in smiled<br />

when she saw the original purchase price of $348. She<br />

said to her daughter, “Look, honey, you could afford this<br />

one!” The cost to purchase the car today would be approximately<br />

$21,000. It features a crank start and woodspoke<br />

wheels.<br />

a top-end line of paint,” she said. The car runs on E85, an eco-friendly<br />

ethanol fuel blend. Sam always places a bouquet of roses on the front<br />

seat. He said, “Every lady needs a rose.”

Mt. Sterling close to wrapping up state finance fixes<br />

The village of Mount Sterling continues to make<br />

progress in getting back on the right track with the<br />

State of Ohio.<br />

On Aug. 26, village council passed several pieces of<br />

legislation addressing long-term, systemic problems.<br />

The newly adopted policies correct issues of concern and<br />

findings put forth by the Ohio Auditor of State’s office<br />

when the village was put on fiscal emergency in 2017.<br />

The issues stemmed partially from the corruption and<br />

mismanagement perpetrated under the watch of former<br />

village administrator and convicted felon, Joe Johnson.<br />

The new policies range from detailing the procedure<br />

and setting parameters for conducting purchase orders<br />

to establishing common-sense guidelines for use of village-owned<br />

vehicles and other property.<br />

The lack of such policies allowed for past administrators<br />

and employees to spend village money with near<br />

abandon and use village property for personal gain or<br />

recklessly to calamitous effect.<br />

A commission that includes representatives from the<br />

state auditor’s and treasurer’s offices oversees the village’s<br />

financial management. This will remain the case<br />

until the state lifts the village’s fiscal emergency status.<br />

According to Mount Sterling fiscal officer Courtney<br />

Bricker, the village needs to resolve just four remaining<br />

findings in order for the state to lift the fiscal emergency.<br />

She estimates the work should be done some<br />

time in December.<br />

In other action, council authorized Mayor Billy Martin<br />

to enter into contract for a second time with AJ Asphalt<br />

to begin the next phase of the village’s street and pothole repairs.<br />

Council held a first reading on an amendment to the village’s traffic<br />

control law. The change would authorize the village administrator to<br />

close streets for repair, put up stop signs, and perform other functions<br />

necessary to facilitate traffic safety and convenience.<br />

Over the last few years, school leaders have been making<br />

changes to Shekinah’s tuition and financial aid systems to make finances<br />

more sustainable and predictable. Those changes will help<br />

to fill the void from the loss of the festival proceeds.<br />

The school is looking at new ways to fill the remaining funding<br />

gap, as well as provide its families and students with new opportunities<br />

for fellowship and connection with the broader community.<br />

“We plan to do some mini community events,” Kauffman said.<br />

What form those events take is yet to be determined. Kauffman<br />

said announcements will be posted to the school’s webpage and<br />

Facebook page.

Painting with plants: Living artwork at Fairhaven<br />

When students at Fairhaven School returned<br />

to classes on Aug. 19, a colorful work<br />

of living art greeted them outside the front<br />

door.<br />

Bright orange, dusty pink, sunshine yellow,<br />

royal burgundy, wild indigo.<br />

“This has been my palette for the summer,”<br />

said Monica Price.<br />

The Choctaw Lake resident used flowers<br />

as her paints and a flowerbed as her canvas<br />

to create a butterfly garden at the entrance<br />

to the school which sits along State Route<br />

38 north of London.<br />

Her inspiration was the late Dorothy Allison,<br />

who founded Fairhaven as a school for<br />

children ages birth to kindergarten who<br />

have developmental disabilities. Price, now<br />

retired, worked as a teacher at Fairhaven<br />

for 17 years. It was Allison who hired her.<br />

To pay tribute to her mentor and to put<br />

her training as a <strong>Madison</strong> County Master<br />

Gardener to work, Price volunteered to create<br />

and maintain the garden.<br />

She researched what plants attract butterflies<br />

and hummingbirds then plotted out<br />

her design. In went three kinds of butterfly<br />

bushes, two varieties of milkweed, parsley,<br />

lilacs, coneflowers, bee balm, zinnias, shapes she chose for the garden.<br />

Any resident 18 years of age or older who<br />

resides in <strong>Madison</strong> County can seek election<br />

to the county’s Soil and Water Conservation<br />

District (SWCD) board of supervisors.<br />

Candidates are either nominated by the<br />

SWCD nominating committee or can register<br />

themselves for the ballot.<br />

This nominating committee works<br />

throughout the year, looking for candidates<br />

who are interested in the conservation and<br />

protection of natural resources in the<br />

county.<br />

Interested individuals can stop at the<br />

SWCD office, 831 U.S. Rte. 42 NE, London,<br />

to pick up a nomination petition. Potential<br />

candidates must secure at least 10 signatures<br />

from residents and/or landowners in<br />

the county and submit the petition to the<br />

district by the close of business on Oct. 10.<br />

Candidates that meet the eligibility requirements<br />

and deadline will be listed on<br />

the ballot for the special election, which will<br />

take place on Nov. 14 at Der Dutchman<br />

Restaurant, 445 S. Jefferson Ave., Plain<br />

City. Voting booths will be open from 5 to 6<br />

p.m.<br />

Soil and water conservation districts, located<br />

in all 88 Ohio counties, are legal subdivisions<br />

of state government that provide<br />

natural resource management assistance to<br />

county landowners and other units of local<br />

government. The district is funded by the<br />

<strong>Madison</strong> County commissioners and funding<br />

from the Ohio Department of Agriculture.<br />

The district is governed by a five-member<br />

board of county residents. Board members<br />

serve staggered three-year terms.<br />

Ramp closure set<br />

at I-70 and Rte. 29<br />

At 8 p.m. Sept. 3, the ramps from I-70<br />

eastbound to State Route 29 and State<br />

Route 29 to I-70 eastbound will close for<br />

three weeks for reconstruction. The detour<br />

is I-70 eastbound to U.S. Route 42 to State<br />

Route 29 or reverse.<br />

All ramps at I-70 and State Route 29 are<br />

expected to reopen on Sept. 24, weather permitting.<br />

Planning for the garden started in the<br />

spring. Price enlisted the help of <strong>Madison</strong><br />

Lawn Care, which donated mulch, perennials<br />

and some labor to the project. Since putting<br />

the plants in the ground, Price has<br />

returned regularly to water, fertilize and<br />

deadhead them.<br />

“It’s relaxing to me. I’d rather do it than<br />

This isn’t the first project Price has done<br />

as a Master Gardener. She also volunteers<br />

at the Farm Science Review and was part of<br />

an award-winning after-school gardening<br />

program at Monroe Elementary in the<br />

Jonathan Alder school district. Master Gardeners,<br />

an Ohio State University Extension<br />

program, provides volunteers with extensive<br />

horticultural training in exchange for<br />

public service.<br />

Though summer is winding down, Price<br />

said she plans to keep the color going in the<br />

butterfly garden by planting late-season annuals.<br />

“I love that you can see the garden from<br />

the road,” she said.<br />

Midway and South Solon projects need to be rebid<br />

Improvement projects for two <strong>Madison</strong><br />

County villages are on hold following bid<br />

openings at the Aug. 27 county commissioners<br />

meeting.<br />

The village of Midway is looking to install<br />

a tornado siren and two new cisterns<br />

for fire protection. No bids were submitted<br />

for the project, which is estimated to cost<br />

$100,000.<br />

Midway received Community Development<br />

Block Grant (CDBG) funds last year<br />

to help pay for the siren, cisterns and several<br />

other projects. CDBG funds are administered<br />

through the Ohio Office of<br />

Community Development and go toward<br />

improvements that benefit low- to moderate-income<br />

populations.<br />

Whitaker Wright of CDC of Ohio, the<br />

county’s CDBG coordinator, said he will<br />

talk to the engineering firm that set the<br />

specs for the siren and cisterns project to<br />

figure out what to do next. The work will go<br />

back out to bid in some form, he said.<br />

Midway’s other CDBG projects include<br />

drainage improvements on State Route 38<br />

and installation of a walking path and<br />

handicap-compliant parking at the village<br />

park. Those projects should go out to bid in<br />

January, Wright said. Originally, they were<br />

supposed to go out to bid this summer, but<br />

the Ohio Department of Transportation is<br />

doing work on Route 38 that will alter the<br />

sidewalk project. Wright added that the<br />

drainage and walking path projects “simply<br />

take longer the design.”<br />

Also on hold is a project in the village of<br />

South Solon. The county received CDBG<br />

funding to tear down two vacant houses—<br />

one on High Street where a fire caused the<br />

second floor to collapse and one on Main<br />

Street that has been vandalized and presents<br />

a safety concern with an old cistern on<br />

the property.<br />

Engineers estimated the cost to tear<br />

down the houses to be $19,700. The county<br />

received one bid for the project. A company<br />

out of Urbana quoted $21,722. The county<br />

cannot accept a bid that is more than 10<br />

percent over the estimate. The Urbana company’s<br />

bid overshot that limit by $52. By<br />

law, the project must go back out to bid<br />

which should happen in the next couple of<br />

weeks, Wright said.<br />

Tony Reeder and his son, Cody, both born and raised<br />

in Mansfield, are the featured artists at Gallery on High<br />

in London in <strong>September</strong>.<br />

Tony is a self-taught photography buff who moved<br />

to London in 2011. After taking a couple of drawing and<br />

stained-glass classes, he joined the London Visual Arts<br />

Guild. Excelling in both mediums, Tony soon became<br />

the LVAG secretary in 2012 and president in 2014-15.<br />

Cody still resides in Mansfield, where he studied<br />

graphic arts and photography at North Central State<br />

College. He works for Buckeye Education Systems in<br />

Lexington as marketing director and specializes in catalogue<br />

layout and banner creation. He also trains educators<br />

to use tech equipment in art and STEM classes.<br />

Their “Like Father, Like Son” exhibit has something<br />

interesting for everyone to see. The opening reception<br />

is from 5 to 8 p.m. Sept. 5 and from 2 to 4 p.m. Sept. 6.<br />

The gallery is located at 5 E. High St., London. Regular<br />

hours are 11 a.m. to 2 p.m. Thursdays and Sundays<br />

and 10 a.m. to 2 p.m. Saturdays.<br />

The London Visual Arts Guild offers free open studio<br />

JENKINS<br />

On Aug. 21, <strong>2019</strong>, Robert Jenkins, loving<br />

father and grandfather, passed away peacefully<br />

in the comfort of his home at age 76.<br />

Robert was born on June 5, 1943, in Baltimore,<br />

Md., to Minta Metzger and James<br />

Jenkins. As a boy, he moved around a lot<br />

with his mother and brother before he settled<br />

in Columbus. He graduated from Central<br />

High School in 1962, studied<br />

engineering at Columbus State University,<br />

and served in the military. Throughout the<br />

years, he worked odd jobs to support himself<br />

and his family. He worked hard and did<br />

what it took to be a survivor. Robert was a<br />

benevolent man, always giving more than<br />

he took. He was known for his quick wit, infectious<br />

smile, and his kind, compassionate<br />

David G. Diamond, 81 of Plain City, passed<br />

away Tuesday, August 27, <strong>2019</strong> in his home surrounded by<br />

his loving family. Born December 3, 1937 in Johnstown, PA<br />

to the late William L. and Agnes L (Wass) Diamond.<br />

David is a U.S. Army Veteran and a former member of<br />

the Briggs Road Bapst Church. He rered from AEP aer<br />

35 years of service and then worked at the Der Dutchman<br />

for the past 22 years unl April. In addion to his parents,<br />

he is also preceded in death by his brother, John and sister,<br />

Joyce Diamond, along with his great granddaughter, Ariella<br />

Janae Calder in March 2011. He is survived by his wife,<br />

Dolores Diamond with whom he would have celebrated 59<br />

years of marriage this November 5, and marked 65 years<br />

of companionship; his loving sons, John (Terri) Diamond,<br />

Bill (Tammy) Diamond; 8 grandchildren and 6 great grandchildren;<br />

brother, Bill (Susan) Diamond; sister-in-law, Sue<br />

Diamond. Private services will be held at the convenience<br />

of the family.<br />

down this passion to his family, especially to his grandchildren. He<br />

was obsessed with collecting old coins, watching old westerns and<br />

Fox News, and being a die-hard fan of Elvis, John Wayne and, most<br />

importantly, THE Ohio State Buckeyes. Robert was preceded in<br />

death by: his father, James, and his mother, Minta; his brother,<br />

Riley Tyrone Jenkins; his son-in-law, Jeffrey Latoski; and most<br />

cherished, the mother of his children and previous wife, Sharon<br />

Toops. Robert is survived by: his three children, Theresa (Danny)<br />

Grove, Kimberly (Mike) Kreuz and Robin (Jeff-O) Latoski; his<br />

brother, Gerald (Tina) Metzger; nephew, Alan (Christina) Metzger;<br />

and former wife, Judy Roethlisberger. He will be lovingly remembered<br />

forever by his eight grandchildren, Amanda, Danielle, Jessica,<br />

Kellie, Stephanie, Jeffrey, Marissa, Josh and Holly, and 13<br />

great-grandchildren. Services were held Aug. 24 at Rader-McDonald-Tidd<br />

Funeral Home, West Jefferson.<br />

Janet Lorraine Bruce Jones, born on March 14, 1936, died on<br />

Aug. 22, <strong>2019</strong>, with her loving daughter by her side. She was preceded<br />

in death by: her parents, Vernon Bruce (1972) and Naomi<br />

Wilson Bruce (1999); her son, Bruce H. Jones (2010); son-in-law,<br />

Rick L. Cottrill (2002); and special friend, Marion Burr (2003). She<br />

is survived by: her daughter, Faith M. Cottrill (Dour Marine fiance);<br />

grandchildren, Aimee (Shawn) Lindsey, Chris (Jill) Cottrill, Nikki<br />

(Danny) Oiler, Shelby (Dale Frenz) Hughes and Nevada (Ashley)<br />

Jones; great-grandchildren, Natalie and Nicholas Lindsey, Caitlin,<br />

Casey and Cade Cottrill, Josh Hague, Kelsie, Kylie and Lucas<br />

Hughes, Kimberly Stout, Kinsley and Carson Jones. Janet worked<br />

at Shaw Elevator and served as office manager for London Farm<br />

Equipment before becoming office manager for the <strong>Madison</strong> Medical<br />

Center for 30 years. Upon retiring, she worked for Bob and Sharon<br />

Reynolds at The Carriage House. She loved all of her jobs and the<br />

people she met. She was a member of Newport United Methodist<br />

Church and enjoyed her church family. She was a wonderful mother<br />

and best friend to her daughter and a supporting granny to her<br />

the working men and women of this country.<br />

Tim “Turk” Knisley, 61, of Mount Sterling<br />

died on Aug. 23, <strong>2019</strong>, in his residence. Born on<br />

May 14, 1958, in Columbus, he was a son of<br />

James and Myrna (Smith) Knisley. Turk was a<br />

1976 graduate of Westfall High School and had<br />

owned and operated Keller’s Auto Service on<br />

West Broad Street, Galloway. An accomplished<br />

woodworker, Turk loved to go camping and<br />

fishing and especially loved Halloween. Survivors<br />

include: his wife, Sandy Knisley; daughter,<br />

Dottie Travis-Knisley; sons, Jamie (Tara) Knisley, Timmy<br />

(Jenny) Knisley and daughter Heather Knisley (Kaleigha Gunsallus);<br />

grandchildren, Isabella, Tommy and Liam; and brother, James<br />

“Jimmy” (Christy) Knisley. He was preceded in death by his mother<br />

Identification and Investigation in 1993 after 30 years of service.<br />

Safety Expo attracts record-breaking crowd<br />

The <strong>Madison</strong> County Safety Expo<br />

welcomed a record crowd to the<br />

<strong>Madison</strong> County Fairgrounds in<br />

London on Aug. 24. A total of 1,048<br />

people—577 children and 471 adults—<br />

attended the event, the most in its<br />

18-year history.<br />

The <strong>Madison</strong> County Emergency<br />

Management Agency hosts the expo<br />

in collaboration with emergency responders,<br />

law enforcement, health<br />

care providers and others. The event<br />

offers something for everyone, from<br />

hands-on safety learning adventures<br />

to clowns making balloon sculptures.<br />

This year, the expo also included<br />

a dedication ceremony honoring<br />

Brad Haynes of London, a firefighter<br />

and paramedic who died in a<br />

helicopter accident on Jan. 29. A memorial<br />

bench was placed in front of<br />

the flag pole overlooking a field on<br />

which emergency helicopters land<br />

each year for the expo. Haynes enjoyed<br />

watching the helicopters land<br />

at past expos, and his family and<br />

friends felt it was the perfect spot to<br />

place the bench.<br />

Taner Smith, a firefighter with Central Townships Joint Fire District,<br />

helps Noah Cleaver, 9, of London direct the water spray from a fire<br />

hose to put out a pretend fire on a mock-up of a burning house.<br />

Cleaver successfully hit his target, learning just how difficult it can be<br />

to maneuver a heavy fire hose.<br />

addition to the 4 Unit Police Fire Retirees<br />

of Ohio (PFRO), said, “Over 600 times in<br />

the Bible, we’re called to remember. Our<br />

memories influence who we are, and we<br />

are called to look out for one another. Brad<br />

was always about doing that. What did we<br />

say after 9-11? ‘We will not forget.’ And we<br />

will not forget Brad Haynes and his service<br />

to our community.” Members of Brad’s<br />

family attended the ceremony and expressed<br />

how thankful they were for the<br />

outpouring of love and donations from the<br />

community for the memorial bench.<br />

This class is suitable for individuals who<br />

require either new certifications or re-certifications<br />

Heartsaver Class<br />

This class teaches basic CPR skills and<br />

First Aid<br />

This class uses the American Heart Association<br />

guidelines. First Aid is the immediate<br />

care that is given to someone with an<br />

illness or injury before trained help arrives<br />

To participate in any of the CPR or First<br />

Family Fishing Fiesta<br />

The West Jefferson Parks and Recreation<br />

Department is hosting a Family Fishing<br />

Fiesta from 10 a.m. to 2 p.m. Sept. 14 at<br />

the Duke farm house, 5815 State Rte. 29<br />

NE. Free bait and food will be provided.<br />

Prizes will be awarded for the most fish<br />

caught, smallest fish, largest fish and ugliest<br />

fish. This is a catch-and-release event;<br />

no fishing license is needed. Poles will be<br />

provided to those who do not have their<br />

Garden railway<br />

tour on Sept. 8<br />

The Columbus Garden Railway Society’s<br />

fall garden tour is set for 1-5 p.m.<br />

Sept. 8. It features working model train<br />

displays that run through outdoor gardens.<br />

More than a dozen model train enthusiasts<br />

are opening their yards for the<br />

tour. Admission is free. The event goes<br />

on rain or shine.<br />

The home of Briane and Connie Spangler<br />

of Mount Sterling is among this<br />

year’s stops. Their “Kiousville, Palestine<br />

and Warrensville Railroad” is located at<br />

8905 McKendree Rd. in Mount Sterling.<br />

Established in 2006, the display includes<br />

600 feet of track, two main lines that encircle<br />

two ponds and a sunken patio, a<br />

third loop around a lighthouse, a rock<br />

garden and four flower gardens. This<br />

year, Briane has added a line for a live<br />

steam engine, and Connie has added a<br />

monarch butterfly hatchery. The Spanglers<br />

will have a covered viewing area in<br />

case of rain.<br />

$10 for non-members. Admission includes<br />

one human and one dog; admission for each<br />

additional human is $1. The event includes<br />

free treats and swim time for pups and their<br />

Suicide prevention program for parents and<br />

children about mental health, depression<br />

CFR Part 58 for the conduct, preparation, publication and completion of an Environmental Impact Statement, (e) the recipient has committed funds or incurred costs not authorized by<br />

24 CFR Part 58 before release of funds and approval of the environmental certification by State, or (f) another federal agency acting pursuant to 40 CFR<br />

Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.<br />
