Welcome to our second edition<br />
of Council’s Connect magazine<br />
with an update on Council services<br />
and events that are happening.<br />
It’s a chance for you see at first<br />
hand the work we are doing on<br />
the ground to deliver quality<br />
public services across the<br />
<strong>Derry</strong> City and <strong>Strabane</strong><br />
District Council area.<br />
I hope you have all had the<br />
chance to enjoy the summer<br />
and are feeling refreshed and<br />
energized, and are back to<br />
work and school for another<br />
busy term and ready to take<br />
an active part in the wide range<br />
of Council events and activities<br />
we are involved in.<br />
Since our inaugural edition that<br />
was published back in February<br />
we’ve had a Local Government<br />
Election that has resulted in<br />
a number of new faces in the<br />
Council chamber – including<br />
my own! This is an exciting and<br />
challenging time for our Council<br />
and a fantastic opportunity to<br />
work together to build on the<br />
positive work already underway<br />
in <strong>Derry</strong> and <strong>Strabane</strong>.<br />
In this edition we give an update<br />
on some of the wider corporate<br />
projects that Council is involved<br />
in as well as provide you with<br />
some information on up and<br />
coming events, the services<br />
we offer and an insight into what<br />
some of our partner organisations<br />
are doing with us to bring about<br />
positive change for our Council area.<br />
Since our first edition, we have<br />
enjoyed success on a number<br />
of fronts, we have secured<br />
a City Deal, confirmed funding<br />
for an £8m Riverine regeneration<br />
project, in <strong>Strabane</strong> invested in<br />
a number of play and community<br />
facilities and won awards for our<br />
Halloween festival and for our<br />
services at the Tower Museum.<br />
As a Council we continue to strive<br />
towards success and the delivery<br />
of quality services that meet the<br />
needs and vision set out in our<br />
Strategic Growth Plan and are<br />
looking forward to a busy autumn<br />
winter season and another hugely<br />
successful Halloween festival.<br />

Events to mark 400<br />
year old Wall continues<br />
2019 marks the 400th<br />
anniversary of the completion<br />
of the Walls. We’ve developed<br />
a full and vibrant summer<br />
programme of events to mark this<br />
significant heritage led anniversary.<br />
Visitors and locals will have<br />
enjoyed seeing an eclectic range<br />
of musical ensembles, dance audio<br />
plays, historical and contemporary<br />
exhibitions, symposiums, films,<br />
living archaeology demonstrations<br />
and workshops, visual<br />
arts exhibitions over the<br />
summer months.<br />

working proactively with<br />
its partners in the education,<br />
training, skills and businesses<br />
sectors to promote<br />
apprenticeships.<br />
As part of its Get Paid,<br />
Get Qualified, Get Ahead<br />
slogan, the Council has been<br />
working with the NW Regional<br />
College and other partners<br />
to put apprenticeships back<br />
at the heart of the education<br />
and training systems.<br />
In an effort to promote the<br />
message and get more young<br />
people to sign up, the Council<br />
has been showcasing a range<br />
of local success stories across<br />
the Council area, telling the<br />
stories of young people<br />
who have benefited from<br />
gaining an industry recognised<br />
qualification whilst in paid work.<br />
A key element of the campaign<br />
is also showing the benefits<br />
for businesses and the positive<br />
impact it has for them in terms<br />
of recruitment processes, affordable<br />
and motivated workforce and the<br />
ability to reduce skills shortages,<br />
address skills gaps and ultimately<br />

The Mystery Shopper initiative<br />
by Tourism NI is an initiative<br />
aimed at ensuring high standards<br />
of service across tourism facilities<br />
in Northern Ireland.<br />
The key aim of the mystery<br />
shopper visits is to monitor<br />
how staff perform and ensure<br />
that those working in the local<br />
tourism industry are exceeding<br />
customer needs and ensuring<br />
visitors fully experience what<br />

Commercial properties along<br />
the street received funding support<br />
towards a range of interventions<br />
that included new shopfronts,<br />

Arts & Culture Strategy<br />
Council to benefit from<br />
£15m for Fibre Broadband<br />
<strong>Derry</strong> City and <strong>Strabane</strong><br />
District Council is one of<br />
a number of Councils across<br />
NI to receive funding to further<br />
boost fibre availability. The<br />
£15m funding comes from the<br />
Department for Digital, Culture,<br />
Media and Sport (DCMS) through<br />
its Local Full Fibre Networks<br />
Programme (LFFN).<br />
In June 2018, Northern Ireland<br />
councils came together to form<br />
the Full Fibre Northern Ireland<br />
Consortium (FFNI to implement<br />
an exciting new collaborative<br />
programme to drive greater<br />
investment in fibre and digital<br />
infrastructure across the region.<br />
The project will enable Council to<br />
significantly develop its ability to<br />
deliver services and improve access<br />
for communities and residents. Its<br />
hoped that this will be the first of<br />
many such investments<br />
over the next few years.<br />
This £15 million boost for<br />
gigabit speeds in Northern<br />
Ireland will benefit homes and<br />
businesses across the country<br />
and I congratulate the Full<br />
Fibre Northern Ireland Consortium<br />
in its successful bid. Currently<br />
only 12% of premises in Northern<br />
Ireland have access to full fibre<br />
connectivity and outside of<br />
the major conurbations the<br />
figure is much lower.<br />
It will provide a vital local<br />
link for future DCMS digital<br />
programmes and will continue<br />
to work closely with the<br />
Department for the Economy<br />
and associated initiatives to<br />
ensure a joined-up approach<br />
to digital investment<br />
across the region.<br />
A Co-Delivery Design group<br />
to oversee the implementation<br />
of Council’s new Arts and Culture<br />
Strategy (2019-2024) for the<br />
City and District was appointed<br />
over the summer. The strategy<br />
will complement Council’s<br />
Tourism Strategy and Integrated<br />
Economic Development Strategy.<br />
The aims are to engage citizens<br />
and grow audiences, deliver<br />
a high quality arts programme,<br />
invest in the potential of our<br />
creative sector, strengthen<br />
the cultural infrastructure<br />
of the region while growing<br />
employment opportunities<br />
and demonstrate and<br />
communicate the difference<br />
that our community makes.<br />
In addition to inviting relevant<br />
statutory and support agencies<br />
this advisory group will include<br />
Council’s elected Members on<br />
a cross party basis as well as<br />
Council Officers. The group will<br />
meet four times per annum as<br />
well as deliver an open annual<br />
meeting to review the strategy,<br />
discuss progress and consider<br />
ongoing process implementation.<br />

City Deal secured for<br />
<strong>Derry</strong> and <strong>Strabane</strong><br />
Businesses across the Council<br />
area are being encouraged to<br />
sign up to the Business Boost<br />
programme so they can avail of<br />
free practical advice and support.<br />
The programme, led by Council<br />
and funded by Invest NI and the<br />
European Regional Development<br />
Fund under the EU Investment for<br />
Growth & Jobs Programme (2014-<br />
2020), offers bespoke support<br />
for micro and small businesses<br />
across the Council area.<br />
Businesses urged<br />
to Go For It<br />
Those of you thinking of starting<br />
a new business but not sure how<br />
to go about it then Council in<br />
collaboration with its enterprise<br />
partners can provide you with free<br />
advice and mentoring services as<br />
part of its Go For It programme.<br />
Among the services available are<br />
one-to-one assessment with a<br />
qualified business advisor, help<br />
to complete a business plan<br />
and assistance with financial<br />
forecasting. Youcan also avail<br />
of advice on how to apply for<br />
grants and funding and<br />
learn the best tools available<br />
to market and promote your<br />

Centre of Excellence at Magee.<br />
Other key projects include<br />
the development of civic and<br />
commercial offices on Foyle<br />
Street and riverfront regeneration<br />
as well as key tourism, economic<br />
and social projects.<br />
Council and its partners are working<br />
with Government to identifying the<br />
most impactful projects thatcan<br />
move forward. This work will pick<br />
up pace in the coming months to<br />
establish the structures needed to<br />
further progress the business cases<br />
for these priority projects and to<br />
set the wheels in motion for their<br />
delivery and the transformation of<br />

A gift card aimed at encouraging<br />
people to shop local and support<br />
local businesses by keeping money<br />
in the <strong>Strabane</strong> economy continues<br />
to enjoy success in <strong>Strabane</strong> with<br />
more businesses signing up to be<br />
part of the scheme.<br />
Set up last year by the <strong>Strabane</strong><br />
Business Improvement District<br />
(BID), the In<strong>Strabane</strong> gift card has<br />
enjoyed great success with over 60<br />
companies signing up and more and<br />
more people using the card to avail<br />
of an array of local services from<br />
getting their hair done, to having a<br />
meal out or buying a special gift<br />
for a loved one.<br />
The In<strong>Strabane</strong> gift card can be<br />
spent at a wide variety of small local<br />
businesses and larger chain stores<br />
within <strong>Strabane</strong> Town Centre and<br />
works in the same way as a pre-paid<br />
store or credit card in that it can be<br />
stocked with as little as £10 or as<br />
much as £500.<br />
This is just one of a number of<br />
initiatives to be rolled out by the BID<br />
company, who have been working<br />
closely with traders in <strong>Strabane</strong><br />

on Ebrington<br />
Progress on Ebrington continues<br />
with the recent announcements<br />
that a new hotel and high quality<br />
office accommodation building<br />
will be built on the site.<br />
Works on these two key projects<br />
were scheduled to commence<br />
at the end of the summer but<br />
visitors will have seen the new<br />
Square opening at the start of<br />
June with its new grassed public<br />
area. New site signage adds to<br />
the character of the Square and<br />
helps direct visitors to the local<br />
businesses situated there.<br />
Several events are planned on<br />
the Square and other site areas over<br />
the summer months, with a concert<br />
and Fun Fair planned for Halloween.<br />
The impressive new Limavady<br />
Road entrance has been designed<br />
to improve access to the site and<br />
will aid traffic and pedestrian flow<br />
around the development. The<br />
new entrance and road, including<br />
an onsite car park, will<br />
open mid-summer.<br />

leased or have a development<br />
agreement in place and the final<br />
available buildings were placed<br />
on the open market in June.<br />

International<br />
Appalachian Trail<br />
Council is working with its<br />
partners on the development<br />
of the International Appalachian<br />
Trail project, a 282 miles route<br />
running from west Donegal to<br />
Larne, that will see significant<br />
investment in this long-distance<br />
walking trail in the coming years.<br />
<strong>Derry</strong> City and <strong>Strabane</strong><br />
District Council is the lead<br />
partner and is working alongside<br />
five neighbouring Councils<br />
including Donegal, to maximise<br />
the opportunities the Trail will<br />
present to the region in terms<br />
of business and tourism.<br />
The Ulster Ireland section of the<br />
International Appalachian Trail<br />
starts at Bunglas Viewpoint in the<br />
spectacular Sliabh Liag Mountains<br />
and passes through the Blue Stack<br />
Mountains in Co Donegal before<br />
crossing the border into Northern<br />
Ireland. Here the route picks up<br />
the Ulster Way where it takes<br />
in the landscapes of Tyrone<br />
and the Sperrins, passing onto<br />
the Giant’s Causeway and<br />
the stunning north Antrim<br />
coastline before traversing<br />
the Glens of Antrim and<br />
finishing at the port of Larne.<br />
The Ulster Ireland chapter<br />
of Trail is just one of a number<br />
of chapters which comprise<br />
the International Appalachian<br />
Trail family and which include<br />
among others Maine in the US,<br />
Quebec in Canada, Iceland,<br />
England, Scotland, Wales,<br />
Netherlands, Denmark,<br />
Sweden, Norway, France,<br />
Spain and Morocco.<br />
All chapters share a common goal<br />
to establish a network of walking<br />
trails that extend beyond borders<br />
to all geographic regions once<br />
connected by the Appalachian-<br />
Caledonian orogen, formed more<br />
than 250 million years ago on the<br />

celebrations the Tower Museum<br />
has curated a unique exhibition<br />
using a treasure trove of objects<br />
and archive materials from its<br />
collections to tell the story of<br />
the Walls, the city and its people.<br />
Constructed between 1613 and<br />
1619, the Walled City is the only<br />
remaining completely walled city<br />
in Ireland and one of the finest<br />
examples in Europe.The exhibition<br />
which has been opened since<br />
mid-July and will run until 26<br />
January 2020, displays some<br />
objects never been seen<br />
before, including pottery,<br />
ceramics, leather and currency<br />
unearthed in archaeological<br />
digs in 1970s & 1980s.<br />
These objects not only tell us<br />
about life and events within,<br />
without and around the walls<br />
from the last 400 years, but also<br />
help us to understand how people<br />
would have lived day to day. It<br />
is a fascinating story of social<br />
history that spans war, rebellion,<br />
peace and culture.<br />

about your electricity, gas, water<br />
and sewerage, trains, WWs, ferries,<br />
buses or post. They can also help<br />
with private car parking charges,<br />
if you have not already<br />
contacted the company<br />

Residents in the <strong>Derry</strong> City and<br />
<strong>Strabane</strong> District Council who<br />
are worried about the accuracy<br />
of an electricity bill, or have<br />
received a private car parking<br />
notice, are encouraged to get in<br />

Among the highlights for this<br />

to return for Foyle<br />
Maritime Festival 2020<br />

World Race is coming back and<br />

Foyle Maritime Festival set to take<br />

relationship with Clipper Ventures<br />
in supporting this global event<br />

four races we have experienced<br />

memorable moments for our city<br />
being part of this phenomenal race.<br />

Ventures gives a significant<br />
international exposure as the<br />
Race takes in 14 ports in six<br />
continents and helps us<br />
position our city and region as<br />
a world-class visitor destination.<br />
In 2018 the Foyle Maritime<br />
Festival attracted over 210,000<br />
attendees with international<br />
visitors accounting for 30% per<br />
cent of those who visited the city,<br />

an increase of almost 400% on<br />
when the city first hosted this<br />
prestigious race in 2012. With over<br />
19,000 bed nights purchased for the<br />
festival and an estimated economic<br />
impact of at least £2million for the<br />
local economy the success of acting<br />

city and region financially as well<br />
as achieving a global promotional<br />
campaign valued at £4.8 million.<br />
Bringing it back to the city in<br />
the summer of 2020 opens up a<br />

NWMMTH will be a vital gateway<br />
to and from the North-West<br />
region, and will act as a catalyst<br />
for development in the Waterside/<br />
Duke Street area. It will also help to<br />
support local business, leisure and<br />
tourism. Alongside the protection<br />
of the Grade B-listed structure, the<br />
project will encourage a modal shift<br />
in transport habits by providing for<br />
integrated and convenient services,<br />
encouraging more active travel for<br />
a healthier region, all of which helps<br />
to fulfil Translink’s vision of making<br />
public transport ‘your first choice<br />
for travel’ in Northern Ireland.<br />
North-West Multi-Modal<br />
Hub on Track!<br />
Work is progressing well on<br />
the North-West Multi-Modal<br />
Transport Hub (NWMMTH),<br />
with Phase 1 works on track to<br />
complete during October 2019.<br />
This will include refurbishment<br />
work on the Grade B-listed<br />
Waterside Train Station, the<br />
focal point of the new facility,<br />
as well as associated track and<br />
signalling works. The entire<br />
project will complete during 2020.<br />
Representing an investment<br />
of around £27m, funding for this<br />
major project has been secured<br />
from the European Union’s<br />
INTERREG VA Programme,<br />
managed by the Special EU<br />
Programmes Board (SEUPB),<br />
with match funding provided<br />
by the Department for<br />
Infrastructure and the<br />
Department for Transport,<br />
Tourism and Sport in the<br />
Republic of Ireland.<br />
Phase 1 work has focused on the<br />
Victorian station building, including<br />
refurbishing the iconic clock tower,<br />
platform reconstruction and track<br />
work. Phase 2 works will focus<br />
on the construction of a new bus<br />
turning circle, the demolition of the<br />
existing 1980s’-era station building,<br />
river wall works and the provision<br />
of an approximately 90-space<br />
park and ride site.<br />
NWMMTH will also provide a<br />
new greenway link to the city<br />
centre via the Peace Bridge,<br />
alongside additional cycle<br />
storage and an integrated<br />
facility for the provision of<br />
local bus and rail services.<br />
Community engagement work<br />
is ongoing, with Translink leading<br />
engagement with local schools and<br />
training organisations in the city.<br />
Translink is also co-operating with<br />
the Council to lead efforts to fully<br />
integrate NWMMTH into the wider<br />
North West Greenway<br />
pedals ahead<br />
Together with our partners,<br />
we are building 46.5km of<br />
cross-border greenways<br />
including, <strong>Derry</strong> – Buncrana,<br />
<strong>Derry</strong> – Muff and <strong>Strabane</strong> – Lifford.<br />
This exciting project is connecting<br />
people and places and is in<br />
addition to our expanding city<br />
greenway network that has been<br />
developed recently at Kilfennan,<br />
Clooney, St Columb’s Park Avenue<br />
and Ebrington next to the new<br />
Multi-Modal Transport Hub.<br />
Over the coming months, we hope<br />
to secure planning permission for<br />
the Culmore, Muff and <strong>Strabane</strong><br />
sections and continue negotiations<br />
with landowners in order to secure<br />
spaces, with a view to starting<br />
construction works in Muff, <strong>Strabane</strong><br />
