Dear Residents
Welcome to our second edition
of Council’s Connect magazine
with an update on Council services
and events that are happening.
It’s a chance for you see at first
hand the work we are doing on
the ground to deliver quality
public services across the
Derry City and Strabane
District Council area.
busy term and ready to take
an active part in the wide range
of Council events and activities
Since our inaugural edition that
was published back in February
we’ve had a Local Government
Election that has resulted in
a number of new faces in the
Council chamber – including
my own! This is an exciting and
challenging time for our Council
and a fantastic opportunity to
work together to build on the
positive work already underway
in Derry and Strabane.
In this edition we give an update
on some of the wider corporate
projects that Council is involved
in as well as provide you with
some information on up and
coming events, the services
we offer and an insight into what
some of our partner organisations
are doing with us to bring about
positive change for our Council area.
Since our first edition, we have
enjoyed success on a number
of fronts, we have secured
a City Deal, confirmed funding
for an £8m Riverine regeneration
project, in Strabane invested in
a number of play and community
facilities and won awards for our
Halloween festival and for our
services at the Tower Museum.
As a Council we continue to strive
towards success and the delivery
of quality services that meet the
needs and vision set out in our
Strategic Growth Plan and are
looking forward to a busy autumn
winter season and another hugely
successful Halloween festival.
I hope you enjoy reading the
latest edition of the magazine
and find it an informative and
useful guide for your household.
District Council has been
working proactively with
its partners in the education,
training, skills and businesses
sectors to promote
apprenticeships.
As part of its Get Paid,
slogan, the Council has been
working with the NW Regional
College and other partners
to put apprenticeships back
at the heart of the education
and training systems.
In an effort to promote the
message and get more young
people to sign up, the Council
has been showcasing a range
of local success stories across
the Council area, telling the
stories of young people
who have benefited from
gaining an industry recognised
qualification whilst in paid work.
A key element of the campaign
is also showing the benefits
for businesses and the positive
impact it has for them in terms
of recruitment processes, affordable
and motivated workforce and the
ability to reduce skills shortages,
address skills gaps and ultimately
increase their productivity.
Co-Delivery Group
appointed to deliver
Arts & Culture Strategy
Council to benefit from
£15m for Fibre Broadband
Derry City and Strabane
District Council is one of
a number of Councils across
NI to receive funding to further
boost fibre availability. The
£15m funding comes from the
Department for Digital, Culture,
Media and Sport (DCMS) through
its Local Full Fibre Networks
Programme (LFFN).
In June 2018, Northern Ireland
councils came together to form
the Full Fibre Northern Ireland
Consortium (FFNI to implement
an exciting new collaborative
programme to drive greater
investment in fibre and digital
infrastructure across the region.
The project will enable Council to
significantly develop its ability to
deliver services and improve access
for communities and residents. Its
hoped that this will be the first of
many such investments
over the next few years.
This £15 million boost for
gigabit speeds in Northern
Ireland will benefit homes and
businesses across the country
and I congratulate the Full
Fibre Northern Ireland Consortium
in its successful bid. Currently
only 12% of premises in Northern
Ireland have access to full fibre
connectivity and outside of
the major conurbations the
figure is much lower.
It will provide a vital local
link for future DCMS digital
programmes and will continue
to work closely with the
Department for the Economy
and associated initiatives to
ensure a joined-up approach
to digital investment
across the region.
A Co-Delivery Design group
to oversee the implementation
of Council’s new Arts and Culture
Strategy (2019-2024) for the
City and District was appointed
over the summer. The strategy
will complement Council’s
Tourism Strategy and Integrated
Economic Development Strategy.
The aims are to engage citizens
and grow audiences, deliver
a high quality arts programme,
invest in the potential of our
creative sector, strengthen
the cultural infrastructure
of the region while growing
employment opportunities
and demonstrate and
communicate the difference
that our community makes.
In addition to inviting relevant
statutory and support agencies
this advisory group will include
Council’s elected Members on
a cross party basis as well as
Council Officers. The group will
meet four times per annum as
well as deliver an open annual
meeting to review the strategy,
discuss progress and consider
ongoing process implementation.
The full list of selected nominees
are: Cath McBride, Eibhlín Ní
Dhochartaigh, Stephen Batts,
Catherine Hemelryk, Edel MacBride,
Lisa Heaney, Derek Moore, Rachel
Melaugh, Fiona Umetsu, Pauline
Gardiner, Anne McMaster,
James Kee and Tommy Barr.
European Regional Development
Fund under the Investment for
Growth & Jobs Northern Ireland
(2014-2020) Programme.
After many months of intensive
work May brought the
announcement of a City Deal
package for Derry and Strabane
that will be pivotal to driving
forwards the ambitions for
growth here in the North West.
Council and its partners are
extremely proud of the efforts
that have gone in to securing
the funding package that will
see £105m channelled into
priority projects here, with
the potential to leverage an
overall economic boost of
upwards of £300m with the
support of government and
other third parties over
the coming years.
With a clear blueprint for
transformation already
developed in the form of the
Strategic Growth Plan, we can
look forward to major advances
in infrastructure, education, skills,
innovation and regeneration.
The City Deal funding will be
used to drive innovation and
smart/digital cities projects
focusing on innovation and
data analytics and robotics and
automation along with key smart
digital city and region initiatives.
Priority will be placed on bringing
forward the development of the
Graduate Medical School, the
further expansion at Magee, the
provision of mixed-use facilities
as part of the regeneration of
Strabane Town Centre and the
delivery of a Personalised Medicine
Centre of Excellence at Magee.
Other key projects include
the development of civic and
commercial offices on Foyle
Street and riverfront regeneration
as well as key tourism, economic
and social projects.
Council and its partners are working
with Government to identifying the
most impactful projects thatcan
move forward. This work will pick
up pace in the coming months to
establish the structures needed to
further progress the business cases
for these priority projects and to
set the wheels in motion for their
delivery and the transformation of
the North West City Region.
Progress continues
on Ebrington
Progress on Ebrington continues
with the recent announcements
that a new hotel and high quality
office accommodation building
will be built on the site.
Works on these two key projects
were scheduled to commence
at the end of the summer but
visitors will have seen the new
Square opening at the start of
June with its new grassed public
area. New site signage adds to
the character of the Square and
helps direct visitors to the local
businesses situated there.
Several events are planned on
the Square and other site areas over
the summer months, with a concert
and Fun Fair planned for Halloween.
The impressive new Limavady
Road entrance has been designed
to improve access to the site and
will aid traffic and pedestrian flow
around the development. The
new entrance and road, including
an onsite car park, will
open mid-summer.
Most of the buildings have been
leased or have a development
agreement in place and the final
available buildings were placed
on the open market in June.
development of each building
International
Appalachian Trail
Council is working with its
partners on the development
of the International Appalachian
Trail project, a 282 miles route
running from west Donegal to
Larne, that will see significant
investment in this long-distance
walking trail in the coming years.
Derry City and Strabane
District Council is the lead
partner and is working alongside
five neighbouring Councils
including Donegal, to maximise
the opportunities the Trail will
present to the region in terms
of business and tourism.
The Ulster Ireland section of the
International Appalachian Trail
starts at Bunglas Viewpoint in the
spectacular Sliabh Liag Mountains
and passes through the Blue Stack
Mountains in Co Donegal before
crossing the border into Northern
Ireland. Here the route picks up
the Ulster Way where it takes
in the landscapes of Tyrone
and the Sperrins, passing onto
the Giant’s Causeway and
the stunning north Antrim
coastline before traversing
the Glens of Antrim and
finishing at the port of Larne.
The Ulster Ireland chapter
of Trail is just one of a number
of chapters which comprise
the International Appalachian
Trail family and which include
among others Maine in the US,
Quebec in Canada, Iceland,
England, Scotland, Wales,
Netherlands, Denmark,
Sweden, Norway, France,
Spain and Morocco.
All chapters share a common goal
to establish a network of walking
trails that extend beyond borders
to all geographic regions once
connected by the Appalachian-
Caledonian orogen, formed more
than 250 million years ago on the
super-continent Pangea.
Not seen before objects
in Tower Museum’s Walls
400 exhibition
Got a complaint?
The Consumer Council
may be able to help!
As part of our Walls 400
celebrations the Tower Museum
has curated a unique exhibition
using a treasure trove of objects
and archive materials from its
collections to tell the story of
the Walls, the city and its people.
Constructed between 1613 and
1619, the Walled City is the only
remaining completely walled city
in Ireland and one of the finest
examples in Europe.The exhibition
which has been opened since
mid-July and will run until 26
January 2020, displays some
objects never been seen
before, including pottery,
ceramics, leather and currency
unearthed in archaeological
digs in 1970s & 1980s.
These objects not only tell us
about life and events within,
without and around the walls
from the last 400 years, but also
help us to understand how people
would have lived day to day. It
is a fascinating story of social
history that spans war, rebellion,
peace and culture.
Last year The Consumer Council
dealt with over 5,000 complaints
and enquiries, returning over
£191,000 to consumers in Northern
Ireland. Derry City and Strabane
District Council has teamed up
with the Consumer Council to
encourage the public in Derry
and Strabane to avail of their
free service and get help and
advice on a range
of every day issues.
The Consumer Council was set
up over 30 years ago to promote
and safeguard the interests of
Northern Ireland consumers. They
lobby decision makers and utility
and transport providers to push
for a better deal for all consumers
and have a complaints handling
team who can help you with issues
about your electricity, gas, water
and sewerage, trains, WWs, ferries,
buses or post. They can also help
with private car parking charges,
if you have not already
contacted the company
who issued the charge.
Residents in the Derry City and
Strabane District Council who
are worried about the accuracy
of an electricity bill, or have
received a private car parking
notice, are encouraged to get in
touch. They also offer advice if
you have experienced a flight delay
or cancellation and are unsure of
your rights or if you are a farmer or
business owner and have concerns
over a larger than usual water bill.
The Consumer Council also
provides the public with the
tools needed to shop around
for the best deal and to help make
the household budget go further.
The Consumer Council has a free
and independent online Energy
Price Comparison Tool to help
you compare the best deals for
electricity and gas. It also has an
online oil price comparison survey
that is updated weekly and have
guides on how to make your home
more energy efficient, and how to
save on food bills. For free advice
Countdown to
2019
Among the highlights for this
year’s Halloween celebrations is
the return of the hugely popular
Saurus, the biggest – and hungriest
– beasts that ever roamed the earth
and the magnificent Museum of the
Moon. These are just some of the
acts making a welcome return to the
annual Halloween celebrations that
take place from 25 October to
01 November.
New events include the Celestial
Soundcloud, a digital sound light
sculpture, inspired by cosmic clouds
and nebulas and, Eyes to the Skies,
an aerial dance spectacle with
bespoke musical compositions and
a human Catherine wheel. A key
feature this year is the LegenDerry
Halloween Food Village which
will tie in with Taste The Island
campaign being promoted
through Tourism NI.
Other highlights include Awakening
of the Walls, Little Horrors Family
Programme, Tours ‘n Trails, Samhain
Sessions, street animation and of
course the hugely popular Carnival
Parade and Fireworks on 31 October.
The theme for this year is
“The Other World Awakens”
which acknowledges the festival’s
Celtic traditions and stories
of the historic 400-year-old Walls.
Officers are currently putting the
final touches to the Halloween
programme and are working with
businesses and the community
in both Derry and Strabane to
maximise the opportunities this
hugely popular festival brings.
A recent report to Council on the
significance of Halloween to the
local economy showed that the
revenue received by NI based
businesses and traders as a direct
result of Derry Halloween 2018,
Clipper Race set
to return for Foyle
Maritime Festival 2020
We are delighted to announce that
the international Clipper Round the
World Race is coming back and
will be a feature of our much-loved
Foyle Maritime Festival set to take
place 25 July – 02 August 2020.
Council is really proud of the
relationship it has with the
Clipper Race and to be a host
port for the 2019/20 Race.
The City has a strong working
relationship with Clipper Ventures
in supporting this global event
and looking back over the past
four races we have experienced
some of the happiest and most
memorable moments for our city
being part of this phenomenal race.
The partnership with Clipper
Ventures gives a significant
international exposure as the
Race takes in 14 ports in six
continents and helps us
position our city and region as
a world-class visitor destination.
In 2018 the Foyle Maritime
Festival attracted over 210,000
attendees with international
visitors accounting for 30% per
cent of those who visited the city,
30
an increase of almost 400% on
when the city first hosted this
prestigious race in 2012. With over
19,000 bed nights purchased for the
festival and an estimated economic
impact of at least £2million for the
local economy the success of acting
as a host port in 2018 benefited the
city and region financially as well
as achieving a global promotional
campaign valued at £4.8 million.
Bringing it back to the city in
the summer of 2020 opens up a
variety of opportunities for us to
celebrate all that is good about our
city and region. Not only can we
promote the city and region to a
global audience but we can use it
to drive visitor numbers, encourage
businesses to participate and help
drive the economy and showcase
our wonderful maritime heritage.
The Festival and Events team
are working over the winter
months with our partners to
put together an extensive
festival programme of events
for the festival.
Further details of the festival
will be available online and via
community as an event space as
well as a transport facility.
NWMMTH will be a vital gateway
to and from the North-West
region, and will act as a catalyst
for development in the Waterside/
Duke Street area. It will also help to
support local business, leisure and
tourism. Alongside the protection
of the Grade B-listed structure, the
project will encourage a modal shift
in transport habits by providing for
integrated and convenient services,
encouraging more active travel for
a healthier region, all of which helps
to fulfil Translink’s vision of making
public transport ‘your first choice
for travel’ in Northern Ireland.
North-West Multi-Modal
Hub on Track!
Work is progressing well on
the North-West Multi-Modal
Transport Hub (NWMMTH),
with Phase 1 works on track to
complete during October 2019.
This will include refurbishment
work on the Grade B-listed
Waterside Train Station, the
focal point of the new facility,
as well as associated track and
signalling works. The entire
project will complete during 2020.
Representing an investment
of around £27m, funding for this
major project has been secured
from the European Union’s
INTERREG VA Programme,
managed by the Special EU
Programmes Board (SEUPB),
with match funding provided
by the Department for
Infrastructure and the
Department for Transport,
Tourism and Sport in the
Republic of Ireland.
Phase 1 work has focused on the
Victorian station building, including
refurbishing the iconic clock tower,
platform reconstruction and track
work. Phase 2 works will focus
on the construction of a new bus
turning circle, the demolition of the
existing 1980s’-era station building,
river wall works and the provision
of an approximately 90-space
park and ride site.
NWMMTH will also provide a
new greenway link to the city
centre via the Peace Bridge,
alongside additional cycle
storage and an integrated
facility for the provision of
local bus and rail services.
Community engagement work
is ongoing, with Translink leading
engagement with local schools and
training organisations in the city.
Translink is also co-operating with
the Council to lead efforts to fully
integrate NWMMTH into the wider
North West Greenway
pedals ahead
Together with our partners,
we are building 46.5km of
cross-border greenways
including, Derry – Buncrana,
Derry – Muff and Strabane – Lifford.
This exciting project is connecting
people and places and is in
addition to our expanding city
greenway network that has been
developed recently at Kilfennan,
Clooney, St Columb’s Park Avenue
and Ebrington next to the new
Multi-Modal Transport Hub.
Over the coming months, we hope
to secure planning permission for
the Culmore, Muff and Strabane
sections and continue negotiations
with landowners in order to secure
spaces, with a view to starting
construction works in Muff, Strabane
were awarded at the PCSP
www.recyclinglistireland.ie
Community Safety Awards
event over the summer for
their ‘Contribution to
Embedding a Culture of
Lawfulness’ thanks to a
special film it produced
entitled ‘Recruited’. The
team were also runners up
in two other categories for
the partnership’s work in
‘Making an Outstanding
Impact in Tackling Anti-social
Behaviour’ through the
35
Community Safety Warden
team, and achieving
‘Excellence in Collaboration’
through the Derry and Strabane
Multi-Agency Support Hub.
The awards are made in
recognition of the ongoing
efforts to improve community
safety and to boost confidence
in policing and is reflective of
the very positive work being
done with community organisations
and statutory partners to make
a difference in our City and District
through a wide range of innovative
programmes and projects, often
in very challenging circumstances.
