Government responds to municipal police costing concerns
Terri Huxley
ECA Review
Several municipalities under 5,000
in population have been concerned
with the overall effects of the possible
change in provincial costing models.
Worries of being on the hook for an
additional 15 to 80 per cent of the
funding for their current services was
top of mind.
Drumheller-Stettler MLA Nate
Horner said this was simply not the
case.
The goal of this restructuring is to
get more police out into these smaller
communities to ensure safety and hold
criminals accountable.
“Any additional funds from smaller
communities becoming part of the
model go to additional police,” said
MLA Horner. “It’s not shifting the
burden, it doesn’t mean that because
they are paying, the larger communities
pay less, it’s adding them to make
a bigger pie.”
This way there will be more “boots
on the ground in rural Alberta.”
ALIX
Alix, Lacombe
County ICF
almost complete
Terri Huxley
ECA Review
Alix council gave first and second
reading to the Intermunicipal
Collaboration Framework (ICF)
between the village and Lacombe
County.
The document demands that communities
who share common
boundaries discuss various agreements
they have together.
This is a mandatory document in
which municipalities must have them
passed by April 1, 2020 in order to
comply with the Municipal
Government Act (MGA) and to avoid
triggering an arbitration clause.
This exercise has strengthened communication
between the village and
county council and staff.
At the meeting on Wed. Oct. 2.,
council chose to leave the final
reading for the next meeting as to give
residents a chance to review the document
and provide input if they feel it is
necessary.
Dep. Mayor Tim Besuijen also noted
holding off on the document would be
beneficial as they had wanted to pass
the fire services agreement first.
“One reason is because people can
see it and two, we do not have the fire
agreement done and we said we
wouldn’t sign this until that was
done,” said Besuijen.
This is the first time the agreement
has been revealed publicly as all prior
meetings were behind closed doors.
There was also an echo of reaching
transparency amongst the councillors
and the Chief Administrative Officer
(CAO).
“One thing I will speak to this bylaw
about is that I understand that council
has taken a really excellent move
towards transparency to the residents
by not rushing through any bylaws,”
said and the Chief Administrative
Officer (CAO).
“This one in particular has a very
low effect on your residents. It’s actually
just how those two levels of
government interact with each other.”
Fire Services Agreement
A new version of the Fire Services
Agreement with Lacombe County
came about from the review of the ICF.
Turn to Consolidating, Pg 5
Doug Schweitzer, Minister of Justice
and Solicitor General, added, “Let me
be clear: Our goal is more police
services.”
“If any new funding model that
would collect funds from more municipalities
is chosen, any funds collected
would be reinvested in frontline
policing and would lead to an overall
increase in funding for police services
in Alberta. It would lead to more police
funding, not less.
“Any assertion to the contrary is
absolutely, one-hundred per cent
false.”
The model is based partially on
assessment and partially on the population,
meaning the government will
look at each community differently in
terms of how much they can pay.
It will affect every rural area differently
because there are RCMP
detachments in different places.
“Ensuring Albertans feel – and are –
safe and protected goes to the heart of
who we are as a government. We want
to make sure we fund law enforcement
in a way that will enhance public
safety for all Albertans and ensure we
have more police in our communities.
Don’t let anyone tell you otherwise,”
said Schweitzer.
Populations over 5,000 have felt this
change is much needed.
Candidates for Federal Election Race 2019
Terri Huxley
ECA Review
Five candidates are on the ballot in
the Battle River-Crowfoot constituency
for the federal election on Oct. 21.
Please note that the Liberal Party of
Canada’s Dianne Clarke and the NPD’s
Natasha Fryzuk were attempted to be
reached for comment but the ECA
Review did not receive any further
communication.
Kurek – Conservative Party
of Canada (CPC)
Damien Kurek is the Conservative
Party candidate for the Battle River-
Crowfoot constituency.
He was raised on a farm near
Consort, Alta. and is the fifth generation
farmer and for close to a decade
worked seasonally in east central
Alberta’s oil and gas sector.
Kurek holds a Bachelor’s Degree in
Political Studies
and
Communications
and a diploma in
Biblical Studies.
He has held leadership
and
governance roles in
a number of not-forprofits
in Western
Canada.
Kurek
Kurek has been
actively involved in
conservative politics across Canada for
much of his life.
This has included volunteering for
campaigns, being involved in local
conservative associations (including
being elected to the local Electoral
District Association Alberta (EDA)
Board of Directors at age 16), and
campus politics.
“I’ve always been passionate in the
midst of it all,” said Kurek.
He worked for the Hon. Kevin
Sorenson, M.P. while Sorenson was
Minister of State (Finance) in Ottawa
and more recently in his constituency
office.
The conservative candidate has also
worked at the Saskatchewan legislature
in a number of policy,
communications, and research roles
while Brad Wall was Premier.
Kurek and his wife Danielle currently
reside in Camrose with their
two children and spend as much time
as possible on the family farm near
Consort in Alberta’s Special Areas.
Michaud – People’s Party
of Canada (PPC)
David Michaud is running under the
People’s Party of Canada, a party on
the right of the political spectrum that
is based around the principles of
freedom, responsibility, fairness and
respect.
Michaud was born and raised in
southern Ontario, spending 22 years in
the Canadian Armed Forces in their
communications branch.
One of his transfers took him to
Edmonton where he says he “fell in
love with Alberta.”
He made a goal of retiring in Alberta
after that moment.
Michaud has lived within the Battle-
River Crowfoot riding since 2014 on an
acreage in the most
northwestern part
of the riding near
Tofield, Alta.
The candidate’s
acreage is home to
many greyhounds
and a Malamute
and is frequently
the safe haven for
fostering retired
racing greyhounds.
Michaud is a
father and most recently a
grandfather.
Michaud
“So far I am enjoying this political
journey,” said Michaud.
Before 2016, Michaud had never
aspired to be in politics but that all
changed when his and his cousin
began forming a party - ironically
called the People’s Party of Canada.
The name was never registered but
when Michaud heard of Maxime
Bernier and how he started the current
People’s Party of Canada (PPC), he
felt it was meant to be.
“It’s a no brainer to get into politics.
We know the country has to get back
into the people’s hands and this is the
only way we are going to do it,” said
Michaud.
Nelson – Green Party
of Canada (GPC)
Geordie Nelson is running for the
Green Party, a party that focuses on
environmental stewardship and conservation
on a national and
international scale.
He grew up in Ontario for a short
period before his family moved west to
Wainwright, Alta.
as his father was
posted in the
military.
Nelson graduated
from high school in
Wainwright before
going into post secondary
studies.
Nelson is a recent
graduate of the
University of Nelson
Alberta Augustana
Campus in
Camrose where he earned a Bachelor
of Science in environmental science.
He currently works at Augustana as
the Conference Services Coordinator.
At university, Nelson was heavily
involved in extracurricular activities,
earning the Augustana Leadership
Award.
As part of his degree, he also studied
in Québec, Costa Rica and France.
After he graduated, Nelson worked
at Augustana in Student Life, then as a
student recruiter.
This spring, Nelson briefly moved to
British Columbia for a conservation
science internship with the organization
A Rocha Canada.
He chose to return to Augustana
where he is currently working.
“I really call Camrose home now, I
love the community there and I’ve
grown to love the prairies,” he said.
He was a founding member of the
Electoral District Association (EDA)
for Battle River-Crowfoot in 2014, when
the new riding was created.
As for volunteering, Nelson is the
organizer and facilitator for the French
circle at the Camrose Public Library.
Nelson chose to run for the Green
Party because of his passion for the
environment and his community.
“I really feel that democracy is participatory.
It’s not just a spectator event
so I think everyone in a certain way
needs to be engaged in politics and for
me talking politics is always normal in
my family growing up.
“I’m passionate about the natural
world and environmental issues,” he
said.
Other constituency candidates
For the Bow River constituency,
there are seven candidates to choose
from.
Tom Ikert is confirmed as the
People’s Party of Canada.
Tom Lipp is the Christian Heritage
Party of Canada representative while
Lynn Macwilliam is the NDP
candidate.
Liberal Party of Canada candidate and
Conservative Party of Canada
candidate.
Lastly, Hendrika Maria Tuithof de
of Canada.
PAINTEARTH COUNTY COUNCIL
Investor Attraction Program progressing
Terri Huxley
ECA Review
County of Paintearth has
been in creating mode recently
as they have been working on
an investor attraction program.
A request for proposal form
has been generated to find
desirable candidates who are
interested in agricultural industrial
development.
“
The target is
to increase the
County’s economic
diversification
particularly in
value-added
agriculture.
This project is the implementation
phase which follows from
research and market testing
completed by the county in
partnership with the Battle
River Alliance for Economic
Development (BRAED) from
2017 to 2019.
This body of work will form
the basis for a targeted investment
attraction process specific
to Paintearth County.
It is anticipated that the
project activities will be indepth
conversations with a
short list of qualified investors
with interests that complement
those of Paintearth.
The target is to increase the
County’s economic
Cont’d from Pg 2
Council approved the agreement as
presented.
This update incorporates the Fire
Department Facility Joint Ownership
and Use Agreement and the Fire
Apparatus Use Agreement.
By consolidating three agreements
into one, it will simplify the process by
which the fire departments are governed
and financed.
The cost sharing percentage for capital
purchases was also changed from
an even 50/50 split to 60 per cent
funding from the county and 40 per
cent from the village.
Threshold for capital items was
raised to $5,000 and is now based on
‘per unit’ cost rather than aggregate
costing.
The medical first response ambulance
is not included in the fire
services agreement in any way.
The current shared fire equipment
fund will be split 50/50, meaning
$40,000 in additional revenue to the
village.
It will be put into fire department
reserves as a rainy day fund.
Organizational meeting
At the organizational meeting held
on Wed. Oct. 2, just before the regular
meeting, Rob Fehr was acclaimed as
Mayor.
Tim Besign has also taken the
deputy mayor position once again.
Councillors delegated their positions
on various boards as
representatives and alternates with
little change to the current list.
Meetings were established to stay at
6 p.m. on the first and third
Wednesdays of the month.
diversification particularly in
value-added agriculture.
The project is set to launch
Jan. 6, 2020.
“It’s a pretty good set up so
far,” said Chief Administrative
Officer (CAO) Michael Simpson.
A timeline has been created
to keep the focus on track.
For the first couple of months,
the county will get familiar
with the program and work on
other details.
This will include firming
timelines, consultant schedules,
refining scope of work and clarifying
expectations.
It is also anticipated that the
consultant will visit Paintearth
County and meet with stakeholders
who will be integral to
the success of the project.
It is anticipated that the final
foundational research and test
marketing pieces being completed
by BRAED will be
available for review by January
31, 2019.
From February to March,
they will be taking the results of
the value-added agriculture
industry development work
completed by BRAED on behalf
of the entire region.
The consultant will then recommend
the priority
opportunity(ies) which are to be
presented to investors.
This recommendation should
be in the form of a briefing to
Council with a well-developed
rationale which responds to the
County’s strategic goals.
The actual execution of this
plan will begin in March and
end in November.
Ongoing reports will be given
“
BDO Financial has kept their place
as the village’s auditor.
The same has happened for
Development Officer and FOIP Officer
Tanya Meston, who, according to
Chief Administrative Officer (CAO)
Michelle White, is “enjoying her role”.
Fire Chief Darren Hiron is keeping
his position as well.
No asbestos found
Tax recovery property 4705-45
Avenue is a property the village took
possession of earlier this year.
According to reports, the trailer and
separate garage are far from sellable.
In one of council’s August meetings,
they determined two avenues they
could venture depending on the presence
of asbestos.
Council felt tearing the place down
to create a new empty lot for sale was
ideal but had concerns asbestos could
be in it.
After tests were completed, the CAO
was happy to announce there were no
traces of asbestos in the home, therefore
the trailer could be removed
much quicker.
The cost to run the test was $655.24
while the disposal of the trailer and
$8,000 and $10,000.
This cost will be integrated into the
CETO aerial activity
With the introduction of the Central
East Transfer Out (CETO), surveys
and open houses have been taking
place across the region.
Between Sept. 26 and Oct. 4,
Altalink was conducting aerial surveys
that support their environmental
on the success of the program
throughout.
Town request
A letter from the town of
Castor was reviewed during the
regular council meeting.
At the town’s meeting on Sept.
9, they received a letter from
BREOC (Battle River Economic
Opportunities Committee)
asking for assistance with
funding non-eligible expenses
like legal fees.
The funding would be used as
a cushion for these types of
expenses.
Castor asked Paintearth
County to possibly explore the
Paintearth Economic
Partnership Society (PEPS) for
funding as this group services
the region with a focus on
enhancing economic
development.
Council recommended they
talk with PEPS about them considering
adding these expenses
into their yearly budget.
The county is a managing
partner.
“If PEPS is to contemplate
seriously, they will need a
number,” said CAO Simpson.
“I think they said $20,000,”
said BREOC chair and councillor
George Glazier.
This $20,000 would be split
between the seven municipalities
and PEPS.
The county’s are expected to
contribute 35 per cent while the
towns supply 10 per cent.
“It was brought up as a discussion
point at the last BREOC
meeting and everyone was
going to take it back to discuss
Consolidating agreements
field program and
gives planners a
chance to observe
understand the
specific environmental
features
of the area.
and see how they wanted to
fund it,” said Glazier.
Villages are not included
as they do not contribute.
Council made a motion to
table the information as
they wait to get concrete
numbers.
Public hearings
The county hosted three
individual public hearings
for the Intermunicipal
between the County of
were uneventful.
EDITORIAL
Left behind
B. Schimke
ECA Review
Most agree, the people being left
behind in the new economy are primarily
men without post-secondary
qualifications and generally, rural
areas are not doing as well as urban
areas.
It’s easy to villainize globalization,
the previous government or the environmental
movement, but other than
festering anger and hatred it does little
to help those being left behind or those
students worried about future
employment.
Luckily for Alberta’s economy,
resource development is not going to
disappear over night. It will take
many decades for alternate energy
sources to replace oil and gas with
cost-effective alternate energy sources
which the poorest citizens of the world
can afford.
“
Provincial governments
need to spend equivalent
amounts on post-secondary
training for those displaced
workers who need new skills
to work and thrive in 21st
century jobs.
But it’s not just climate change policies
that are affecting jobs in the fossil
fuel world, it’s technology. Even when
Alberta gets more pipelines, there will
be fewer jobs because of technology
advances.
Rural areas suffered much with the
loss of families when small farms were
sucked up by mega farming
operations.
The loss of resource extraction jobs
is yet another blow.
I walked into a Walmart store in Red
Deer this week to find, much to my
dismay, all but three tills had been
changed out for self-serve checkouts.
Yet another example of, in this case,
women, who will suffer greatly
without additional post secondary
skills.
Future jobs are a serious problem
that political leaders need to address
wisely and thoughtfully. For starters,
OPINION
Premier Kenney should be promoting
jobs of the future through a radical
transformation of Alberta’s education
and re-training programs.
Germany’s apprenticeship system
provides high school students with the
option of skilled trades or academic
pursuits recognizing both streams are
important in the new economy.
Students on the skilled trades track
receive government-assisted, on-thejob
training and are ready for
employment in high paying jobs much
earlier than had they been forced to
complete a traditional 12-year grade
school.
The German educational model
slashes high school drop out rates. Our
current form of education seems better
adapted to females whereas a dual
track option would favour all students.
We commit a lot of resources to traditional
universities. Provincial
governments need to spend equivalent
amounts on post-secondary training
for those displaced workers who
need new skills to work and thrive in
21st century jobs.
Agricultural jobs disappeared as
technology advanced, manufacturing
and resource-based jobs
likewise. Now service jobs through
automation and on-line shopping are
disappearing. Predictions include
sharp declines in the trucking
industry as self-driving technology
progresses.
Rather than pitting urban against
rural and different levels of education
against each other, our political
leaders need to work towards the
future. The Globe and Mail recently
reported that there are 6.7 million
working age Canadians (25 to 64)
without post secondary education.
These are becoming the left behind.
Politicians, who ignore those whose
jobs are becoming obsolete or promise
the ‘the good old days’ will return are
being unfair to workers and to students.
The days of high paying jobs
without post-secondary qualifications
and the easy availability of lesserskilled
jobs have and will continue to
disappear as the technology revolution
advances.
It’s human nature to cling to the
comfortable past, but political leaders
must set aside politics and become the
catalysts to change and augment our
current education and re-training
structures.
Giving hope and opportunity to
those being left behind serves all
Albertans today and in the future.
Gun Control?—How
about some gang control?
by Herman Schwenk
It never ceases to amaze me that
when the liberals are confronted with
the issue of gun violence their answer
is to put in more control on the guns
used by law-abiding citizens.
Of course, they never try to explain
how that will stop criminal gangs from
shooting at each other with illegal
guns.
All of this nonsense is aimed at a
very ignorant urban population. These
people just don’t seem to understand
the difference between people who
own and use legal guns and criminals
who own and use guns obtained by
illegal means.
Liberals seem to have convinced a
high percentage of these people that if
you remove guns from law-abiding
people, the criminals will have fewer
guns at their disposal to shoot at each
other.
It just doesn’t work that way.
In fact, criminals just love the idea
of removing guns from law-abiding
citizens. There is less risk of them getting
shot.
What really irks me is Trudeau and
his government’s refusal to deal with
the real problem.
The real problem is the criminal
gangs, not their guns.
In my opinion, the laws in this
country treat these criminal gangs
with kid gloves.
If the police do arrest a gang
member for criminal activity they may
be locked up for a day or two and then
they appear in court for a bail hearing
and I think about 99 per cent of the
time they are awarded bail with
conditions and told when to appear in
court again.
This does not deter them from continuing
the activity they were involved
in before they were arrested.
The conditions are ignored. I firmly
believe that they just consider this to
be an inconvenience and part of the
cost of doing business. The way the
courts deal with these criminals and
the present bail system, it is just a
revolving door.
“
If he wants to get
rid of gun violence on
the street he has to get
rid of the gangs and that
would require laws with
real teeth.
Seems to me if the law was really
serious about stopping a lot of this
drug crime that gangs are involved in,
they would not allow someone hauled
into court a second time to be allowed
back on the street. Leave them locked
up until their trial.
If Trudeau and his progressive liberals
were really serious about
stopping gun violence they would pass
laws that would outlaw gangs and
their activity.
It is time for the government to get
serious about gangs. It is gangs that
need to be controlled not guns.
End of humankind
Dear Editor,
The climate change debates are
raging.
Children are missing school and
protesting in the streets.
Schools and universities are supposed
to be institutions where ideas
are questioned and facts and alternatives
are identified and discussed.
Why has no one asked the question
as to how much influence Canada’s
CO2 emissions or lack of, would have
any positive effect on total world emissions
and therefore no whatsoever
positive effect on the climate.
The NDP and Green Party can find a
glimmer of hope to have some political
influence and may even hold the
balance of power in a Liberal minority
government.
This scenario would have a devastating
effect on Canada’s economy and
its ability to feed itself and the world.
Unless some absolutely amazing discoveries
are made in the next 30 years,
regarding replacing fossil fuel to produce
and distribute food and energy,
the elimination of this energy source
will result in thousands of people
starving in a year, millions starving in
two years and billions starving to
death in three years.
Canadians live in one of the coldest
climates in the world, with the greatest
distances and is the second largest
country on earth.
ELNORA COUNCIL
Council ups rates to $120 per day in hopes
of attracting younger people to council
Terri Huxley
ECA Review
Rob Aellen was acclaimed to
the position of Elnora Mayor at
the organizational meeting on
Tues. Oct. 1.
Organizational meetings are
meant to establish positions,
times of the meetings for the
coming year, and gives council
a chance to change certain
things.
Along with Aellen returning
as mayor, Leah Nelson is
Deputy Mayor once again.
Signing authorities including
Family and Community
Support Services (FCSS) stayed
the same after a motion was
made with Nelson and Aellen as
signing authorities.
“It makes it easier if one of us
is gone,” said Nelson.
New emails for each councillor
is now up and running on
the newly revealed website at
www.villageofelnora.com.
Regular meeting dates are
being kept the same as the
second Tuesday of the month at
7:30 p.m.
Council took a dive into the
council remuneration review.
For regularly scheduled
meetings, the mayor makes $80
while the other two councillors
make $75.
All councillors make $60 per
committee meeting they attend.
In order to entice young
people to join as council, the
current council made a motion
to make minimum wage at $120
per day for both the Mayor and
Council.
If people are deterred from
joining because they can’t
afford to take the day off, this
change would alleviate that to a
degree.
According to Chief
Administrative Officer (CAO)
Sharon Wesgate, the average
daily rate from surrounding
communities is between $200
and $280 per day.
“It’s a step in the right direction
but not too crazy,” said
Coun. Kerrilyn Mose.
The mayor makes an annual
stipend of $800 while the councillor
and deputy mayor make
$750.
Mileage was raised to the government
standard of 50 cents
per kilometre.
Purple Martins
Conservancy introduced
Sisters Del and Debra
McKinnon of Ponoka have
established the Purple Martins
Conservancy in Alberta.
“Every year we have our
martins keep track of the
number of eggs that were laid
and the chicks that have
hatched and a number of birds
that have fledged,” said Mayor
Aellen.
This information from all
over North America is recorded
and filed at the McKinnons and
their counterpart in the states.
FORESTBURG COUNCIL
Concerns expressed over
provincial library funding
Jody Pettigrew
ECA Review
Council approved the Parkland
Regional Library proposed budget for
2020 for $3,469,158 at their regular
meeting on Oct. 3.
A requisition to the Village of
Forestburg will be requisitioned at
$8.55 per capita which is a 30 cent per
capita increase that will result in a
$262.50 total increase over last year’s,
totalling $7,481.25 for the village.
A revised budget may need to be
issued after the provincial budget is
announced, as there are concerns that
library funding will be cut significantly
in the next provincial budget.
Arena operating budget
Forestburg council granted a funding
request by the Forestburg Arena
Association of $45,000 to assist with
their operating budget for 2020.
This is a 12.5
per cent increase
over the $40,000
they received for
this year.
“The
Forestburg Arena
Association has
continually
shown their
ability to manage
the facility and to
manage the funds
provided by the
Village,” said
Chief Administrative Officer (CAO)
Deb Moffat.
High vacancy rates
Mayor Blaise Young reported on the
Flagstaff Regional Housing meeting,
sharing concerns about high vacancy
rates in seniors lodging all across the
province.
Today, more accessible home care
and services such as Meals on Wheels,
allows seniors to remain in their own
homes longer.
“One success we have is having 10
fully self-contained units [at Big Knife
Villa], and I know that they will stay
full,” said Young.
“The average age is 84 in the selfcontained
units in Forestburg and it’s
lower all over the province.
“The only thing is that we think we
could attract more seniors if we had
medical services available in the
lodge,” said Young.
He has intentions of putting
one condo at Pete’s Pond and
one at the community garden.
Council gave permission with
a motion.
Grants available through
for this new initiative to have
some signs made and installed
most likely near or on Highway
Council brainstormed some
local clubs and buildings that
may be interested in the
funding.
They chose to table the topic
to have time to speak with the
certain organizations they had
mentioned.
Ethan Borlé, brother and
campaign manager for Connor
Borlé, came to council in his
brother’s place to discuss the
party platform,
the
candidate’s
background, and more.
Connor was unable to
attend as he was at a candidate
debate in Innisfail at
the time of the meeting.
Borlé mentioned they
come from a family of six,
all with different beliefs on
the political spectrum.
Connor is a math and
physics teacher in Red Deer.
The 27-year-old has never
been in politics before.
Edgerton Fire
Department hosts
wildland course
Terri Huxley
ECA Review
Just in time for Fire Prevention
Week, twenty firefighters from the
National Defence Fire Services,
Paradise Valley, Irma, Provost and
Edgerton fire departments participated
in a regional wildland course
over a two week period.
They wrote their exams and did
their practical skills evaluations for
the NFPA 1051 wildland course on
Sun. Oct. 6.
The course was hosted in
Edgerton at the Ribstone Creek
Brewery.
The individuals worked hard,
learned much, and gave their weekends
in dedication to their
respective fire departments and
communities.
Edgerton Fire Chief Jon Koroluk
was thoroughly impressed by the
commitment and professionalism
the group displayed.
“Myself as well as all of the chiefs
at the other fire departments that
attended are beyond proud of all the
members that took time away from
their families and their own lives to
attend this training,” said Koroluk.
“What impressed me was – and I
feel I am speaking on behalf of all
the chiefs who had firefighters
attend – the people that we have
representing our fire departments
are the cream of their communities.
They are the ones that seem to rise
to the top,” he said.
On scene were instructors who
prepared the outstanding calibre of
their instruction and the course
evaluator who upheld the strict and
untainted professional standards
these departments champion.
The Garden’s Edge Cafe and the
Edgerton Oasis Hotel catered
lunches while Dobie Diaries
Photography captured the live fire
training.
FireSmart principles
for rural areas
Fire Prevention Week, observed to
commemorate the Great Chicago Fire
of 1871, gives individuals, families
and communities a chance to learn
more about staying safe in case of a
fire.
Here in the Special Areas, wildfires
– specifically grassfires – have
become more frequent and more
destructive.
To help residents learn more about
staying safe from grassfires, a new
public education campaign is being
launched this fall which shares
FireSmart principles and fire prevention
techniques for rural farm sites
and residences.
Reducing wildfire risks
Cont’d from Pg 10
FireSmart Canada is a national program
which helps identify and reduce
risks wildfires pose to communities
and structures.
Originally designed for the wildland/urban
interface, this initiative is
now used in all areas of the province.
“Our local fire departments have
seen the difference effective fire prevention
makes to prevent the spread of
grassfires,” said Glen Durand, Special
Areas Fire Chief.
“FireSmart applies to everyone,
from individuals to families to larger
communities.
“Living in the Special Areas often
means long distances and travel times,
for residents and for fire departments.
Implementing FireSmart in your
yard, around your home, or on your
larger operation is one way you can
directly reduce your risks from wildfires,”
concluded Durand.
Special Areas Fire Services are
focusing on helping rural residents
and producers learn more about
FireSmart tools, and how they can use
them to reduce risks.
Building on the success of the 2018
Community Grassfire Information
sessions, this fall a new initiative is
being launched which helps rural residents
and property owners identify
simple, practical, proactive steps they
can take to reduce wildfire risks.
Rural residents and property
owners can request a FireSmart
Assessment from Special Areas Fire
Services.
Each assessment
usually takes
around 30 minutes
to complete and
helps to identify
hazards and suggests
fire
prevention activities
which could be
completed.
Lots of tournament action
by K. Smawley
It has been a volleyball action
packed few weeks at Theresetta
Catholic School.
Both teams travelled to Red Deer on
Sept. 20 - 21 for the annual RDC
tournament.
The boys won the B side of the draw
against some much older teams that
had many Grade 9 players compared to
our two Grade 9 players.
The two girls teams both did a great
job in their matches.
The older girls were able to win.
In League play, both teams travelled
to Coronation for their second league
matches on Sept. 25.
The boys did a great job, winning
four of the five sets.
The girls put on a great showing as
well, winning the first two of three
league play sets 25 - 7 and 25 - 11.
The girls played again on Oct. 2
against the Brownfield squad.
The girls worked hard and even had
some help from a Grade 5 player when
needed.
They finished the first two sets winning
25 - 10 and 25 - 23, a close second
set and good play from both teams.
They played four good exhibition
sets to finish off the evening.
Both girls teams travelled to Killam
on Sept. 27 - 28 for a tournament.
The older girls played on the A side
and the younger girls on the B side.
The older girls were up against some
strong teams, including Killam boys
team in the semi-final and against the
Viking girls in the final.
The semi was a really close game,
both teams were on fire and there were
some really great plays at the net.
Coach Finkbiner said it was awesome
to see the girls working so hard
and hitting so hard against a bigger
boys team.
Against Viking, the girls also were
able to make a lot of hard hits and
came out winning 25 - 18 and 25 - 10.
On the B side of the same tournament
the younger girls only won one
set the whole weekend but it was such
a great learning experience.
The boys volleyball team travelled to
Forestburg on Sat. Sept. 28 for a tournament.
The team played well and
their only loss all day was against the
host team in round robin play.
They had to face Forestburg in the
gold medal game, and instead of letting
their earlier defeat hinder their performance,
they showed off their fortitude
and determination to take the win in
two straight sets.
Their level of focus was admirable
for such a young team, with an average
age on the court for the final of only 12
years old.
FROM THE
BLEACHERS
Oilers wasting
McDavid’s brilliance
by Bruce Penton
The pressure is starting to
build on Connor McDavid to
add a Stanley Cup to his
resumé, one of the most
star-studded in hockey.
Already established as the
world’s best player after
only four years in the NHL,
the Edmonton Oilers centre
knows that history won’t be
kind to him if he doesn’t
have a Cup or two on his list
of career accomplishments.
Perish the thought, but a
couple of early injuries in
McDavid’s career brings to
mind the abrupt end to the
career of Bobby Orr — who
revolutionized the game but
played only eight full seasons
and parts of three
others because of wonky
knees — when hockey fans
the world over couldn’t get
enough of his brilliance.
McDavid missed half of
his rookie season when he
suffered a broken collarbone
in November when he was
upended by Flyers’ Brandon
Manning and crashed into
the boards while going full
speed.
Fans across the world
winced when he was helped
off the ice late in the Oilers’
final regular-season game
last spring after crashing
awkwardly into the Flames’
net.
Though four seasons,
McDavid eclipsed the 100-
point mark three times, two
scoring titles and an MVP
trophy, but has played only
13 Stanley Cup playoff
games, all in 2016-17 when
Edmonton lost out in the
second round.
Off-season rehab has
McDavid ready for this
week’s start of the 2019-20
season, but are the Oilers’
ready to take the necessary
steps towards McDavids’s
first Stanley Cup?
New general manager
Ken Holland, whose resumé
shines after two decades at
the helm of Detroit Red
Wings, was brought in over
the summer to guide the
Oilers’ fortunes.
Beyond forwards
McDavid, Leon Draisaitl
and Ryan Nugent-Hopkins
and defenceman Darnell
Nurse, the roster is thin.
Holland will have to work
his magic, and rather
quickly, to get the Oilers into
contention before McDavid’s
best days are behind him.
There isn’t a generational
player of note who failed to
win a Stanley Cup. Gordie
Howe was on four Cupwinning
teams with the
Wings. Orr won twice.
Wayne Gretzky’s name is on
the Cup four times. Sidney
Crosby has won three. Alex
Ovechkin checked off a
career requirement by
guiding the Capitals to the
Stanley Cup two years ago.
McDavid will undoubtedly
have a couple of trophy
cases filled by the time he’s
finished as an NHLer.
Scoring titles and MVP
awards will likely be plentiful,
and he may get the
chance to win an Olympic
gold medal or two. But he
won’t experience career fulfillment
unless he wins a
Stanley Cup.
The pressure is on
Holland and new coach
Dave Tippett to make it
happen.
Province cracks down on rural protests
Submitted
The government of Alberta will
introduce legislation designed to
punish illegal protestors who
invade farms, and to discourage
such dangerous activity.
Options being proposed include:
Fines up to $10,000 for a first
offence and up to $25,000 for subsequent
offences for individuals and
up to $200,000 for organizations,
and imprisonment of up to 6
months; Amending the Animal
Health Act so farmers affected by
bio-security breaches can recover
their costs and so trespassers and
protesters placing biosecurity at
risk can be fined $15,000 for first
offences, then $30,000 plus imprisonment
of up to one year for repeat
offences; Amending the Provincial
Offences Procedures Act to
increase the maximum amount of
compensation awarded by the
court from $25,000 to $100,000.
In addition,the government is
funding 50 new Crown prosecutors
to be tougher on criminal
behaviour.
On top of the illegality of trespassing,
unauthorized or improper
entry on farms and in barns can
introduce disease and threaten the
health and welfare of animals.
LEGISLATURE
It can also have a detrimental
impact on business operations and
on the well-being of farm families.
“Alberta’s farmers and ranchers
treat their animals well, and they
have a right to run their operations
without illegal harassment from
militant trespassers. I’ve asked
Minister Dreeshen and Minister
Schweitzer to consider all options,
including legislation, to protect
livestock producers’ operations
and their families from harassment,”
said Premier Jason Kenney.
Devin Dreeshen, Minister of
Agriculture and Forestry, added,
“Farmers shouldn’t have to worry
about people entering their workplace,
interfering with their lives,
or threatening the health of their
animals. This incident made it
clear our farmers need stronger
protection. We will act to protect
our farms and ranches from radical
activists.”
Mark Tchetter of Jumbo Valley
agrees.
“This announcement provides
farmers further clarity on what a
measured response from the legal
system will look like. Farmers
now have a better understanding
of what government is willing to
do if situations like this arise in
Legislative session
starting early
by Nate Horner
Drumheller-Stettler MLA
It was thought that our second session
would begin on Oct 22, after the
federal election, but plans have
changed and we are going back early.
Session began Tues. Oct. 8 due to a
busy agenda.
Alberta’s Energy Minister, Sonya
Savage recently increased the oil production
limits by 10,000 barrels per
day bringing down the number of producers
affected by curtailment from
29 to 15.
Other exciting news on the energy
file was the decision made by the
Canadian Energy Regulator to update
natural gas pipeline storage rules
during maintenance periods.
This should reduce price volatility
by allowing producers access to previously
unavailable storage.
Alberta’s natural gas industry continues
to navigate challenging times.
Premier Kenney is leading the
charge to have actual free trade
between provinces.
We have eliminated 13 exemptions
to the Canadian Free Trade
Agreement (CFTA), with plans to
remove eight more and narrow two
others.
We believe by removing these barriers
to interprovincial trade, we will
attract investment and create jobs.
Our team has met with several
Cabinet Ministers who have visited
Drumheller-Stettler over the past few
months including the Minister of
Agriculture, Minister of Service
Alberta, Minister of Justice and the
Minister of Education.
The ripple effect of the Trident insolvency
continues to plague both
Stettler and Starland County.
The Keyera gas plant at Nevis has
since closed and this is causing real
complications and pressures to many
other producers.
Rural crime, power distribution and
transmission costs and concerns over
the implementation Mandatory Entry
Level Training
(MELT) program
for Class 1 and 2
driver’s licenses,
continue to be
common themes
of concern.
the future,” he said.
Albertans are encouraged to call their local
RCMP detachment if faced with trespassers.
Starland county held a tailgate information session
on clubroot and canola diseases with Keith Gabert of
the canola council on Oct. 3. Gabert brought along
all kinds of samples to show while participants
gathered in the Morrin community Hall parking
lot. When growing canola, he reminded visitors to
scout their fields, use clubroot resistant varieties
and practice at the very least a one in three rotation.
Change is constant
Dear Editor,
Yes, there are folks who don’t
want to change.
Change can cause stress, and
many folks don’t like to deal
with stressful situations. But
change forces us to re-think (to
think “outside the box”).
For example, the Catholic
Church opposed for centuries
the “theory” that the sun was
the centre of the universe.
The Industrial Revolution of
the 17th century ushered in a
massive change in the way
society operated but many
people were opposed to it.
They were called Luddites.
Today, we have folks who
want to keep things as they are
but that is not reality.
Change is constant.
Where water was once the
main source of power for many
things, it was replaced by coal
(steam power).
The horse and buggy was
replaced by the automobile. It’s
just a passing fancy; horsepower
will always be king.
The assembly line ushered in
a new way of producing
products.
Planes and aircraft carriers
would “never” replace
battleships.
California also burns more fossil fuel stoppage of fossil fuel around the world
The climate change debate reminds
me of the witch hunts of early
Outlawed and dismantled
Cont’d from Pg 6
Criminal gangs should be outlawed
and dismantled and anyone found to
be involved with a gang should be
arrested and locked up without bail
until the trial.
I know this would sound radical and
to liberals, it is because they believe in
coddling criminals, however, anything
short of this will not put a stop to
this activity.
There, of course, would be a hue and
cry about infringing on their charter
of rights and that it would be inhumane
treatment and all the rest of that
sort of thing.
Well, what about the charter rights
of innocent victims?
The courts have screwed up this
charter to the point where it is only of
a benefit to criminals and special
interest groups.
It seems to totally ignore the rights
of ordinary citizens. In my mind when
the action of a criminal tramp on the
rights of a law-abiding citizen, the
criminal should no longer be protected
by the charter.
The way it seems to work now is that
the rights of the perpetrator take precedence
over that of the victim.
Trudeau’s gun
control solution
is simplistic.
If he wants to
get rid of gun violence
on the
street he has to
get rid of the
gangs and that
would require
laws with real
teeth.
He hasn’t the
guts to do it and
while Harper did
put in tougher laws they did not go
anywhere near far enough to solve the
problem either.
Theresetta school
by K. Smawley
Steven Hill, who is a trained geologist,
came to visit the Grade 3/4 science
class on Oct. 4.
He brought in multiple rock samples
and fossils to show the class.
He also helped the students identify
the rock samples that they had collected
themselves.
Hill explained the different types of
rocks and showed the students what to
look for when identifying rocks.
Awards night
Theresetta hosted their annual
Awards Ceremony on Thurs. Sept. 26
where students accomplishments from
the previous year are celebrated.
Each student receives a personal
award based on their accomplishments
from the year before.
There are also overall academic
awards, athletic awards, fine arts
awards and most improved reading
awards all handed out that night.
Feast Day
Feast Day of St. Therese of Lisieux at
Theresetta was held on Thurs. Oct. 3
and the Grade 9 class did a great job
putting on a skit to mark the day and
remind the students about her remarkable
life.
It is because of her that our school
always remembers the motto of ‘do
little things with great love’.
Making a difference
Mr. Ries and Miss Smawley took a
dozen students to Stettler on Mon.
Sept. 30 for the Federal Election
Candidates Forum.
Three Theresetta students asked a
question to the candidates at the open
mic.
Being able to see democracy happening
is always such a good
experience for the students and being
able to participate in a forum is a great
way to learn about the democratic
system we are lucky to have here in
Canada.
The Grade 5 to Grade 9 students had
a visit from Damien Kurek,
Conservative Party of Canada
Candidate for the Battle River-
Crowfoot riding in the upcoming
federal election, on Wed. Sept. 25.
The students heard from Damien not
only about his run to possibly become
our Member of Parliament, but also
about his extensive life journey in
politics.
He shared with the students what
inspired him to get involved in politics
at such a young age, and what he has
been doing to make a difference
throughout his career so far.
It was a great experience for the students
to see someone so young, yet so
passionate, involved in democracy and
hopefully gave them some inspiration
for a possible career down the road.
CARBON SCHOOL
Carbon School implements Aboriginal
cultural appreciation centre
Terri Huxley
ECA Review
Orange Shirt Day has taken on a
whole new meaning for Carbon School
after a new Aboriginal cultural appreciation
centre was created.
The eight-foot-high tipi can be found
in the institution’s library, acting as a
space that honors and recognizes
Aboriginal culture.
Not only does this serve as an educational
learning space, but it is also
used as a space for quiet and reflection
for students who need a safe space
during the school day.
Sept. 30 is a day where students and
faculty are asked to wear orange shirts
in remembrance of those who have suffered
in residential schools.
Currently, Carbon School has 71 students,
eight of which identify as FNMI
(First Nations, Metis, or Inuit) as well
as one staff member.
“Our school prides itself on our community
connections and small town
values,” said Jody Stockwood, Grade
5/6 Teacher and main organizer of the
project.
“We believe in supporting and recognizing
all of our students. We believe
that it is important to respect, honor
and educate our community on the
history and lifestyle of this group of
people.”
The Drumheller Penitentiary has a
program where inmates created the
canvas that is being used as the tipi
covering as well as its structure.
“By supporting an initiative such as
this we would be fostering the idea that
every member of society can be a contributing
member, no matter their
past,” said Stockwood.
“It would also allow students to recognize
that every person has a talent
and that by reaching out to each other
we can create a climate of trust and
reconciliation.”
The school’s librarian is Metis and
Grade 4/5 students gather in a circle to perform a song called ‘One Drum’ that paid homage to a heartbeat created by a collective of people.
ECA Review/Carbon School
was able to bring Elder Ken Cardinal
of High Prairie to conduct a smudging
ceremony.
In attendance alongside the elder
was Elder Cardinal’s son Justin who is
an Aboriginal Liaison Officer as well
as Drumheller’s Aboriginal
Community Development Officer Dee
Chambers.
As a residential school survivor himself,
Elder Cardinal shared stories and
the significance of the tipi and its corresponding
artwork on the canvas.
The artwork was a collective effort,
with ideas brainstormed by students
about what symbols represent the community,
and then being transformed
into artwork by the inmate program.
“It’s really interesting because we
are always concerned with someone
who is going to act up. We have to wear
our teacher hat right? And at one point
Elder Cardinal sang a song in Cree and
you worry because it’s a different language
[but] the kids were spellbound,”
said Carbon School Principal Marci
Steen Steen. “They were quiet, they
were reflective and we saw kids that
were kind of looking down during it
and when he was done they looked
back up.”
“I was very impressed by not only
the respect that was shown but I think
they got it. I think they felt something
there,” said Steen.
At the end of the day, a native family
connected to the school gave students
the experience of eating deep fried bannock,
a traditional bread.
