Government responds to municipal police costing concerns<br />

Several municipalities under 5,000<br />

in population have been concerned<br />

with the overall effects of the possible<br />

change in provincial costing models.<br />

Worries of being on the hook for an<br />

additional 15 to 80 per cent of the<br />

funding for their current services was<br />

top of mind.<br />

Horner said this was simply not the<br />

case.<br />

The goal of this restructuring is to<br />

get more police out into these smaller<br />

communities to ensure safety and hold<br />

criminals accountable.<br />

“Any additional funds from smaller<br />

communities becoming part of the<br />

model go to additional police,” said<br />

MLA Horner. “It’s not shifting the<br />

burden, it doesn’t mean that because<br />

they are paying, the larger communities<br />

pay less, it’s adding them to make<br />

a bigger pie.”<br />

This way there will be more “boots<br />

on the ground in rural Alberta.”<br />

Alix council gave first and second<br />

reading to the Intermunicipal<br />

Collaboration Framework (ICF)<br />

between the village and Lacombe<br />

County.<br />

The document demands that communities<br />

who share common<br />

boundaries discuss various agreements<br />

they have together.<br />

This is a mandatory document in<br />

which municipalities must have them<br />

passed by April 1, 2020 in order to<br />

comply with the Municipal<br />

Government Act (MGA) and to avoid<br />

triggering an arbitration clause.<br />

This exercise has strengthened communication<br />

between the village and<br />

county council and staff.<br />

At the meeting on Wed. Oct. 2.,<br />

council chose to leave the final<br />

reading for the next meeting as to give<br />

residents a chance to review the document<br />

and provide input if they feel it is<br />

necessary.<br />

Dep. Mayor Tim Besuijen also noted<br />

holding off on the document would be<br />

beneficial as they had wanted to pass<br />

the fire services agreement first.<br />

“One reason is because people can<br />

see it and two, we do not have the fire<br />

agreement done and we said we<br />

wouldn’t sign this until that was<br />

done,” said Besuijen.<br />

This is the first time the agreement<br />

has been revealed publicly as all prior<br />

meetings were behind closed doors.<br />

There was also an echo of reaching<br />

transparency amongst the councillors<br />

and the Chief Administrative Officer<br />

(CAO).<br />

“One thing I will speak to this bylaw<br />

about is that I understand that council<br />

has taken a really excellent move<br />

towards transparency to the residents<br />

by not rushing through any bylaws,”<br />

said and the Chief Administrative<br />

Officer (CAO).<br />

“This one in particular has a very<br />

low effect on your residents. It’s actually<br />

just how those two levels of<br />

government interact with each other.”<br />

Fire Services Agreement<br />

A new version of the Fire Services<br />

Agreement with Lacombe County<br />

came about from the review of the ICF.<br />

Doug Schweitzer, Minister of Justice<br />

and Solicitor General, added, “Let me<br />

be clear: Our goal is more police<br />

services.”<br />

“If any new funding model that<br />

would collect funds from more municipalities<br />

is chosen, any funds collected<br />

would be reinvested in frontline<br />

policing and would lead to an overall<br />

increase in funding for police services<br />

in Alberta. It would lead to more police<br />

funding, not less.<br />

“Any assertion to the contrary is<br />

absolutely, one-hundred per cent<br />

false.”<br />

The model is based partially on<br />

assessment and partially on the population,<br />

meaning the government will<br />

look at each community differently in<br />

terms of how much they can pay.<br />

It will affect every rural area differently<br />

because there are RCMP<br />

detachments in different places.<br />

“Ensuring Albertans feel – and are –<br />

safe and protected goes to the heart of<br />

who we are as a government. We want<br />

to make sure we fund law enforcement<br />

in a way that will enhance public<br />

safety for all Albertans and ensure we<br />

have more police in our communities.<br />

Don’t let anyone tell you otherwise,”<br />

said Schweitzer.<br />

Populations over 5,000 have felt this<br />

change is much needed.<br />

Candidates for Federal Election Race <strong>2019</strong><br />

Five candidates are on the ballot in<br />

the Battle River-Crowfoot constituency<br />

for the federal election on Oct. 21.<br />

Please note that the Liberal Party of<br />

Canada’s Dianne Clarke and the NPD’s<br />

Natasha Fryzuk were attempted to be<br />

reached for comment but the <strong>ECA</strong><br />

<strong>Review</strong> did not receive any further<br />

communication.<br />

Kurek – Conservative Party<br />

of Canada (CPC)<br />

Damien Kurek is the Conservative<br />

Party candidate for the Battle River-<br />

Crowfoot constituency.<br />

He was raised on a farm near<br />

Consort, Alta. and is the fifth generation<br />

farmer and for close to a decade<br />

worked seasonally in east central<br />

Alberta’s oil and gas sector.<br />

Kurek holds a Bachelor’s Degree in<br />

Political Studies<br />

and<br />

Communications<br />

and a diploma in<br />

Biblical Studies.<br />

He has held leadership<br />

and<br />

governance roles in<br />

a number of not-forprofits<br />

in Western<br />

Canada.<br />

Kurek<br />

Kurek has been<br />

actively involved in<br />

conservative politics across Canada for<br />

much of his life.<br />

This has included volunteering for<br />

campaigns, being involved in local<br />

conservative associations (including<br />

being elected to the local Electoral<br />

District Association Alberta (EDA)<br />

Board of Directors at age 16), and<br />

campus politics.<br />

“I’ve always been passionate in the<br />

midst of it all,” said Kurek.<br />

He worked for the Hon. Kevin<br />

Sorenson, M.P. while Sorenson was<br />

Minister of State (Finance) in Ottawa<br />

and more recently in his constituency<br />

office.<br />

The conservative candidate has also<br />

worked at the Saskatchewan legislature<br />

in a number of policy,<br />

communications, and research roles<br />

while Brad Wall was Premier.<br />

Kurek and his wife Danielle currently<br />

reside in Camrose with their<br />

two children and spend as much time<br />

as possible on the family farm near<br />

Consort in Alberta’s Special Areas.<br />

Michaud – People’s Party<br />

of Canada (PPC)<br />

David Michaud is running under the<br />

People’s Party of Canada, a party on<br />

the right of the political spectrum that<br />

is based around the principles of<br />

freedom, responsibility, fairness and<br />

respect.<br />

Michaud was born and raised in<br />

southern Ontario, spending 22 years in<br />

the Canadian Armed Forces in their<br />

communications branch.<br />

One of his transfers took him to<br />

Edmonton where he says he “fell in<br />

love with Alberta.”<br />

He made a goal of retiring in Alberta<br />

after that moment.<br />

Michaud has lived within the Battle-<br />

River Crowfoot riding since 2014 on an<br />

acreage in the most<br />

northwestern part<br />

of the riding near<br />

Tofield, Alta.<br />

The candidate’s<br />

acreage is home to<br />

many greyhounds<br />

and a Malamute<br />

and is frequently<br />

the safe haven for<br />

fostering retired<br />

racing greyhounds.<br />

Michaud is a<br />

father and most recently a<br />

grandfather.<br />

“So far I am enjoying this political<br />

journey,” said Michaud.<br />

Before 2016, Michaud had never<br />

aspired to be in politics but that all<br />

changed when his and his cousin<br />

began forming a party - ironically<br />

called the People’s Party of Canada.<br />

The name was never registered but<br />

when Michaud heard of Maxime<br />

Bernier and how he started the current<br />

People’s Party of Canada (PPC), he<br />

felt it was meant to be.<br />

“It’s a no brainer to get into politics.<br />

We know the country has to get back<br />

into the people’s hands and this is the<br />

only way we are going to do it,” said<br />

Michaud.<br />

Nelson – Green Party<br />

of Canada (GPC)<br />

Geordie Nelson is running for the<br />

Green Party, a party that focuses on<br />

environmental stewardship and conservation<br />

on a national and<br />

international scale.<br />

He grew up in Ontario for a short<br />

period before his family moved west to<br />

Wainwright, Alta.<br />

as his father was<br />

posted in the<br />

military.<br />

Nelson graduated<br />

from high school in<br />

Wainwright before<br />

going into post secondary<br />

studies.<br />

Nelson is a recent<br />

graduate of the<br />

University of Nelson<br />

Alberta Augustana<br />

Campus in<br />

Camrose where he earned a Bachelor<br />

of Science in environmental science.<br />

He currently works at Augustana as<br />

the Conference Services Coordinator.<br />

At university, Nelson was heavily<br />

involved in extracurricular activities,<br />

earning the Augustana Leadership<br />

Award.<br />

As part of his degree, he also studied<br />

in Québec, Costa Rica and France.<br />

After he graduated, Nelson worked<br />

at Augustana in Student Life, then as a<br />

student recruiter.<br />

This spring, Nelson briefly moved to<br />

British Columbia for a conservation<br />

science internship with the organization<br />

A Rocha Canada.<br />

He chose to return to Augustana<br />

where he is currently working.<br />

“I really call Camrose home now, I<br />

love the community there and I’ve<br />

grown to love the prairies,” he said.<br />

He was a founding member of the<br />

Electoral District Association (EDA)<br />

for Battle River-Crowfoot in 2014, when<br />

the new riding was created.<br />

As for volunteering, Nelson is the<br />

organizer and facilitator for the French<br />

circle at the Camrose Public Library.<br />

Nelson chose to run for the Green<br />

Party because of his passion for the<br />

environment and his community.<br />

“I really feel that democracy is participatory.<br />

It’s not just a spectator event<br />

so I think everyone in a certain way<br />

needs to be engaged in politics and for<br />

me talking politics is always normal in<br />

my family growing up.<br />

“I’m passionate about the natural<br />

world and environmental issues,” he<br />

said.<br />

Other constituency candidates<br />

For the Bow River constituency,<br />

there are seven candidates to choose<br />

from.<br />

Tom Ikert is confirmed as the<br />

People’s Party of Canada.<br />

Tom Lipp is the Christian Heritage<br />

Party of Canada representative while<br />

Lynn Macwilliam is the NDP<br />

candidate.<br />

Margaret Rhemtull is the confirmed<br />

Liberal Party of Canada candidate and<br />

Martin Shields is the confirmed<br />

Conservative Party of Canada<br />

candidate.<br />

Lastly, Hendrika Maria Tuithof de<br />

Jonge is representing the Green Party<br />

of Canada.<br />

For Red Deer-Lacombe, five candidates<br />

are on the ballot.<br />

This includes Blaine Calkins as the<br />

Conservative Party of Canada candidate;<br />

Sarah Palmer, confirmed Green<br />

Party of Canada candidate; Laruen<br />

Pezzella, New Democratic Party candidate;<br />

Tiffany Rose, Liberal Party of<br />

Canada candidate; and Laura Lynn<br />

Thompson, People’s Party of Canada<br />

candidate.<br />

For Red Deer-Mountain View, five<br />

candidates have put their names forth.<br />

This includes Conner Borlé as the<br />

confirmed Green Party representative;<br />

Earl Dreeshen, Conservative Party of<br />

Canada candidate; Logan<br />

Garbanewski, NPD candidate; Paul<br />

Mitchell, People’s Party of Canada<br />

candidate; and Gary Tremblay, the<br />

PAINTEARTH COUNTY COUNCIL<br />

Investor Attraction Program progressing<br />

County of Paintearth has<br />

been in creating mode recently<br />

as they have been working on<br />

an investor attraction program.<br />

A request for proposal form<br />

has been generated to find<br />

desirable candidates who are<br />

interested in agricultural industrial<br />

development.<br />

The target is<br />

to increase the<br />

County’s economic<br />

diversification<br />

particularly in<br />

value-added<br />

agriculture.<br />

This project is the implementation<br />

phase which follows from<br />

research and market testing<br />

completed by the county in<br />

partnership with the Battle<br />

River Alliance for Economic<br />

Development (BRAED) from<br />

2017 to <strong>2019</strong>.<br />

This body of work will form<br />

the basis for a targeted investment<br />

attraction process specific<br />

to Paintearth County.<br />

It is anticipated that the<br />

project activities will be indepth<br />

conversations with a<br />

short list of qualified investors<br />

with interests that complement<br />

those of Paintearth.<br />

The target is to increase the<br />

County’s economic<br />

This update incorporates the Fire<br />

Department Facility Joint Ownership<br />

and Use Agreement and the Fire<br />

Apparatus Use Agreement.<br />

By consolidating three agreements<br />

into one, it will simplify the process by<br />

which the fire departments are governed<br />

and financed.<br />

The cost sharing percentage for capital<br />

purchases was also changed from<br />

an even 50/50 split to 60 per cent<br />

funding from the county and 40 per<br />

cent from the village.<br />

Threshold for capital items was<br />

raised to $5,000 and is now based on<br />

‘per unit’ cost rather than aggregate<br />

costing.<br />

The medical first response ambulance<br />

is not included in the fire<br />

services agreement in any way.<br />

The current shared fire equipment<br />

fund will be split 50/50, meaning<br />

$40,000 in additional revenue to the<br />

village.<br />

It will be put into fire department<br />

reserves as a rainy day fund.<br />

Organizational meeting<br />

At the organizational meeting held<br />

on Wed. Oct. 2, just before the regular<br />

meeting, Rob Fehr was acclaimed as<br />

Mayor.<br />

Tim Besign has also taken the<br />

deputy mayor position once again.<br />

Councillors delegated their positions<br />

on various boards as<br />

representatives and alternates with<br />

little change to the current list.<br />

Meetings were established to stay at<br />

6 p.m. on the first and third<br />

Wednesdays of the month.<br />

“It’s a pretty good set up so<br />

far,” said Chief Administrative<br />

the county will get familiar<br />

with the program and work on<br />

other details.<br />

This will include firming<br />

timelines, consultant schedules,<br />

refining scope of work and clarifying<br />

expectations.<br />

It is also anticipated that the<br />

consultant will visit Paintearth<br />

County and meet with stakeholders<br />

who will be integral to<br />

the success of the project.<br />

It is anticipated that the final<br />

foundational research and test<br />

marketing pieces being completed<br />

by BRAED will be<br />

available for review by January<br />

31, <strong>2019</strong>.<br />

From February to March,<br />

they will be taking the results of<br />

the value-added agriculture<br />

industry development work<br />

completed by BRAED on behalf<br />

of the entire region.<br />

The consultant will then recommend<br />

the priority<br />

opportunity(ies) which are to be<br />

presented to investors.<br />

This recommendation should<br />

be in the form of a briefing to<br />

Council with a well-developed<br />

rationale which responds to the<br />

County’s strategic goals.<br />

The actual execution of this<br />

plan will begin in March and<br />

end in November.<br />

Ongoing reports will be given<br />

Tanya Meston, who, according to<br />

Chief Administrative Officer (CAO)<br />

Michelle White, is “enjoying her role”.<br />

Fire Chief Darren Hiron is keeping<br />

his position as well.<br />

No asbestos found<br />

Tax recovery property 4705-45<br />

Avenue is a property the village took<br />

possession of earlier this year.<br />

According to reports, the trailer and<br />

separate garage are far from sellable.<br />

In one of council’s August meetings,<br />

they determined two avenues they<br />

could venture depending on the presence<br />

of asbestos.<br />

Council felt tearing the place down<br />

to create a new empty lot for sale was<br />

ideal but had concerns asbestos could<br />

be in it.<br />

After tests were completed, the CAO<br />

was happy to announce there were no<br />

traces of asbestos in the home, therefore<br />

the trailer could be removed<br />

much quicker.<br />

The cost to run the test was $655.24<br />

while the disposal of the trailer and<br />

accompanying garage will be between<br />

$8,000 and $<strong>10</strong>,000.<br />

CETO aerial activity<br />

With the introduction of the Central<br />

East Transfer Out (CETO), surveys<br />

and open houses have been taking<br />

place across the region.<br />

Between Sept. 26 and Oct. 4,<br />

Altalink was conducting aerial surveys<br />

that support their environmental<br />

on the success of the program<br />

throughout.<br />

Town request<br />

A letter from the town of<br />

Castor was reviewed during the<br />

regular council meeting.<br />

At the town’s meeting on Sept.<br />

9, they received a letter from<br />

BREOC (Battle River Economic<br />

Opportunities Committee)<br />

asking for assistance with<br />

funding non-eligible expenses<br />

like legal fees.<br />

The funding would be used as<br />

a cushion for these types of<br />

expenses.<br />

Castor asked Paintearth<br />

County to possibly explore the<br />

Paintearth Economic<br />

Partnership Society (PEPS) for<br />

funding as this group services<br />

the region with a focus on<br />

enhancing economic<br />

development.<br />

Council recommended they<br />

talk with PEPS about them considering<br />

adding these expenses<br />

into their yearly budget.<br />

The county is a managing<br />

partner.<br />

“If PEPS is to contemplate<br />

seriously, they will need a<br />

number,” said CAO Simpson.<br />

“I think they said $20,000,”<br />

said BREOC chair and councillor<br />

George Glazier.<br />

This $20,000 would be split<br />

between the seven municipalities<br />

and PEPS.<br />

The county’s are expected to<br />

contribute 35 per cent while the<br />

towns supply <strong>10</strong> per cent.<br />

Most agree, the people being left<br />

behind in the new economy are primarily<br />

men without post-secondary<br />

qualifications and generally, rural<br />

areas are not doing as well as urban<br />

areas.<br />

It’s easy to villainize globalization,<br />

the previous government or the environmental<br />

movement, but other than<br />

festering anger and hatred it does little<br />

to help those being left behind or those<br />

students worried about future<br />

employment.<br />

Luckily for Alberta’s economy,<br />

resource development is not going to<br />

disappear over night. It will take<br />

many decades for alternate energy<br />

sources to replace oil and gas with<br />

cost-effective alternate energy sources<br />

which the poorest citizens of the world<br />

can afford.<br />

But it’s not just climate change policies<br />

that are affecting jobs in the fossil<br />

fuel world, it’s technology. Even when<br />

Alberta gets more pipelines, there will<br />

be fewer jobs because of technology<br />

advances.<br />

Rural areas suffered much with the<br />

loss of families when small farms were<br />

sucked up by mega farming<br />

operations.<br />

The loss of resource extraction jobs<br />

is yet another blow.<br />

I walked into a Walmart store in Red<br />

Deer this week to find, much to my<br />

dismay, all but three tills had been<br />

changed out for self-serve checkouts.<br />

Yet another example of, in this case,<br />

women, who will suffer greatly<br />

without additional post secondary<br />

skills.<br />

Future jobs are a serious problem<br />

that political leaders need to address<br />

wisely and thoughtfully. For starters,<br />

Premier Kenney should be promoting<br />

jobs of the future through a radical<br />

transformation of Alberta’s education<br />

and re-training programs.<br />

Germany’s apprenticeship system<br />

provides high school students with the<br />

option of skilled trades or academic<br />

pursuits recognizing both streams are<br />

important in the new economy.<br />

Students on the skilled trades track<br />

receive government-assisted, on-thejob<br />

training and are ready for<br />

employment in high paying jobs much<br />

earlier than had they been forced to<br />

complete a traditional 12-year grade<br />

school.<br />

The German educational model<br />

slashes high school drop out rates. Our<br />

current form of education seems better<br />

adapted to females whereas a dual<br />

track option would favour all students.<br />

We commit a lot of resources to traditional<br />

universities. Provincial<br />

governments need to spend equivalent<br />

amounts on post-secondary training<br />

for those displaced workers who<br />

need new skills to work and thrive in<br />

21st century jobs.<br />

Agricultural jobs disappeared as<br />

technology advanced, manufacturing<br />

and resource-based jobs<br />

likewise. Now service jobs through<br />

automation and on-line shopping are<br />

disappearing. Predictions include<br />

sharp declines in the trucking<br />

industry as self-driving technology<br />

progresses.<br />

Rather than pitting urban against<br />

rural and different levels of education<br />

against each other, our political<br />

leaders need to work towards the<br />

future. The Globe and Mail recently<br />

reported that there are 6.7 million<br />

working age Canadians (25 to 64)<br />

without post secondary education.<br />

These are becoming the left behind.<br />

Politicians, who ignore those whose<br />

jobs are becoming obsolete or promise<br />

the ‘the good old days’ will return are<br />

being unfair to workers and to students.<br />

The days of high paying jobs<br />

without post-secondary qualifications<br />

and the easy availability of lesserskilled<br />

jobs have and will continue to<br />

disappear as the technology revolution<br />

advances.<br />

It’s human nature to cling to the<br />

comfortable past, but political leaders<br />

must set aside politics and become the<br />

catalysts to change and augment our<br />

current education and re-training<br />

structures.<br />

Giving hope and opportunity to<br />

those being left behind serves all<br />

Albertans today and in the future.<br />

Gun Control?—How<br />

about some gang control?<br />

It never ceases to amaze me that<br />

when the liberals are confronted with<br />

the issue of gun violence their answer<br />

is to put in more control on the guns<br />

used by law-abiding citizens.<br />

Of course, they never try to explain<br />

how that will stop criminal gangs from<br />

shooting at each other with illegal<br />

guns.<br />

All of this nonsense is aimed at a<br />

very ignorant urban population. These<br />

people just don’t seem to understand<br />

the difference between people who<br />

own and use legal guns and criminals<br />

who own and use guns obtained by<br />

illegal means.<br />

Liberals seem to have convinced a<br />

high percentage of these people that if<br />

you remove guns from law-abiding<br />

people, the criminals will have fewer<br />

guns at their disposal to shoot at each<br />

other.<br />

It just doesn’t work that way.<br />

In fact, criminals just love the idea<br />

of removing guns from law-abiding<br />

citizens. There is less risk of them getting<br />

shot.<br />

What really irks me is Trudeau and<br />

his government’s refusal to deal with<br />

the real problem.<br />

The real problem is the criminal<br />

gangs, not their guns.<br />

In my opinion, the laws in this<br />

country treat these criminal gangs<br />

with kid gloves.<br />

If the police do arrest a gang<br />

member for criminal activity they may<br />

be locked up for a day or two and then<br />

they appear in court for a bail hearing<br />

and I think about 99 per cent of the<br />

time they are awarded bail with<br />

conditions and told when to appear in<br />

court again.<br />

This does not deter them from continuing<br />

the activity they were involved<br />

in before they were arrested.<br />

The conditions are ignored. I firmly<br />

believe that they just consider this to<br />

be an inconvenience and part of the<br />

cost of doing business. The way the<br />

courts deal with these criminals and<br />

the present bail system, it is just a<br />

revolving door.<br />

If he wants to get<br />

rid of gun violence on<br />

the street he has to get<br />

rid of the gangs and that<br />

would require laws with<br />

real teeth.<br />

Seems to me if the law was really<br />

serious about stopping a lot of this<br />

drug crime that gangs are involved in,<br />

they would not allow someone hauled<br />

into court a second time to be allowed<br />

back on the street. Leave them locked<br />

up until their trial.<br />

If Trudeau and his progressive liberals<br />

were really serious about<br />

stopping gun violence they would pass<br />

laws that would outlaw gangs and<br />

their activity.<br />

It is time for the government to get<br />

serious about gangs. It is gangs that<br />

need to be controlled not guns.<br />

The climate change debates are<br />

raging.<br />

Children are missing school and<br />

protesting in the streets.<br />

Schools and universities are supposed<br />

to be institutions where ideas<br />

are questioned and facts and alternatives<br />

are identified and discussed.<br />

Why has no one asked the question<br />

as to how much influence Canada’s<br />

CO2 emissions or lack of, would have<br />

any positive effect on total world emissions<br />

and therefore no whatsoever<br />

positive effect on the climate.<br />

The NDP and Green Party can find a<br />

glimmer of hope to have some political<br />

influence and may even hold the<br />

balance of power in a Liberal minority<br />

government.<br />

This scenario would have a devastating<br />

effect on Canada’s economy and<br />

its ability to feed itself and the world.<br />

Unless some absolutely amazing discoveries<br />

are made in the next 30 years,<br />

regarding replacing fossil fuel to produce<br />

and distribute food and energy,<br />

the elimination of this energy source<br />

will result in thousands of people<br />

starving in a year, millions starving in<br />

two years and billions starving to<br />

death in three years.<br />

Canadians live in one of the coldest<br />

climates in the world, with the greatest<br />

distances and is the second largest<br />

country on earth.<br />

Council ups rates to $120 per day in hopes<br />

of attracting younger people to council<br />

Rob Aellen was acclaimed to<br />

the position of Elnora Mayor at<br />

the organizational meeting on<br />

Tues. Oct. 1.<br />

Organizational meetings are<br />

meant to establish positions,<br />

times of the meetings for the<br />

coming year, and gives council<br />

a chance to change certain<br />

things.<br />

Along with Aellen returning<br />

as mayor, Leah Nelson is<br />

Deputy Mayor once again.<br />

Signing authorities including<br />

Family and Community<br />

Support Services (FCSS) stayed<br />

the same after a motion was<br />

made with Nelson and Aellen as<br />

signing authorities.<br />

“It makes it easier if one of us<br />

is gone,” said Nelson.<br />

New emails for each councillor<br />

is now up and running on<br />

the newly revealed website at<br />

www.villageofelnora.com.<br />

Regular meeting dates are<br />

being kept the same as the<br />

second Tuesday of the month at<br />

7:30 p.m.<br />

Council took a dive into the<br />

council remuneration review.<br />

For regularly scheduled<br />

meetings, the mayor makes $80<br />

while the other two councillors<br />

All councillors make $60 per<br />

committee meeting they attend.<br />

In order to entice young<br />

people to join as council, the<br />

current council made a motion<br />

to make minimum wage at $120<br />

per day for both the Mayor and<br />

Council.<br />

If people are deterred from<br />

joining because they can’t<br />

afford to take the day off, this<br />

change would alleviate that to a<br />

degree.<br />

Administrative Officer (CAO)<br />

Sharon Wesgate, the average<br />

daily rate from surrounding<br />

communities is between $200<br />

and $280 per day.<br />

“It’s a step in the right direction<br />

but not too crazy,” said<br />

Coun. Kerrilyn Mose.<br />

The mayor makes an annual<br />

stipend of $800 while the councillor<br />

and deputy mayor make<br />

$750.<br />

Mileage was raised to the government<br />

standard of 50 cents<br />

Council approved the Parkland<br />

Regional Library proposed budget for<br />

2020 for $3,469,158 at their regular<br />

meeting on Oct. 3.<br />

A requisition to the Village of<br />

Forestburg will be requisitioned at<br />

$8.55 per capita which is a 30 cent per<br />

capita increase that will result in a<br />

$262.50 total increase over last year’s,<br />

totalling $7,481.25 for the village.<br />

A revised budget may need to be<br />

issued after the provincial budget is<br />

announced, as there are concerns that<br />

library funding will be cut significantly<br />

in the next provincial budget.<br />

Arena operating budget<br />

Forestburg council granted a funding<br />

request by the Forestburg Arena<br />

Association of $45,000 to assist with<br />

their operating budget for 2020.<br />

This is a 12.5<br />

per cent increase<br />

over the $40,000<br />

they received for<br />

this year.<br />

High vacancy rates<br />

Mayor Blaise Young reported on the<br />

Flagstaff Regional Housing meeting,<br />

and services such as Meals on Wheels,<br />

allows seniors to remain in their own<br />

homes longer.<br />

“One success we have is having <strong>10</strong><br />

fully self-contained units [at Big Knife<br />

Villa], and I know that they will stay<br />

full,” said Young.<br />

“The average age is 84 in the selfcontained<br />

units in Forestburg and it’s<br />

lower all over the province.<br />

“The only thing is that we think we<br />

could attract more seniors if we had<br />

medical services available in the<br />

lodge,” said Young.<br />

Just in time for Fire Prevention<br />

Week, twenty firefighters from the<br />

National Defence Fire Services,<br />

Paradise Valley, Irma, Provost and<br />

Edgerton fire departments participated<br />

in a regional wildland course<br />

over a two week period.<br />

They wrote their exams and did<br />

their practical skills evaluations for<br />

the NFPA <strong>10</strong>51 wildland course on<br />

Sun. Oct. 6.<br />

The course was hosted in<br />

Edgerton at the Ribstone Creek<br />

Brewery.<br />

The individuals worked hard,<br />

learned much, and gave their weekends<br />

in dedication to their<br />

respective fire departments and<br />

communities.<br />

Edgerton Fire Chief Jon Koroluk<br />

was thoroughly impressed by the<br />

commitment and professionalism<br />

the group displayed.<br />

“Myself as well as all of the chiefs<br />

at the other fire departments that<br />

attended are beyond proud of all the<br />

members that took time away from<br />

their families and their own lives to<br />

attend this training,” said Koroluk.<br />

“What impressed me was – and I<br />

feel I am speaking on behalf of all<br />

the chiefs who had firefighters<br />

attend – the people that we have<br />

representing our fire departments<br />

are the cream of their communities.<br />

They are the ones that seem to rise<br />

to the top,” he said.<br />

On scene were instructors who<br />

prepared the outstanding calibre of<br />

their instruction and the course<br />

evaluator who upheld the strict and<br />

untainted professional standards<br />

these departments champion.<br />

Fire Prevention Week, observed to<br />

commemorate the Great Chicago Fire<br />

of 1871, gives individuals, families<br />

and communities a chance to learn<br />

more about staying safe in case of a<br />

Reducing wildfire risks<br />

FireSmart Canada is a national program<br />

which helps identify and reduce<br />

risks wildfires pose to communities<br />

and structures.<br />

Originally designed for the wildland/urban<br />

interface, this initiative is<br />

now used in all areas of the province.<br />

“Our local fire departments have<br />

seen the difference effective fire prevention<br />

makes to prevent the spread of<br />

grassfires,” said Glen Durand, Special<br />

Areas Fire Chief.<br />

“FireSmart applies to everyone,<br />

from individuals to families to larger<br />

communities.<br />

“Living in the Special Areas often<br />

means long distances and travel times,<br />

for residents and for fire departments.<br />

Implementing FireSmart in your<br />

yard, around your home, or on your<br />

larger operation is one way you can<br />

directly reduce your risks from wildfires,”<br />

concluded Durand.<br />

Special Areas Fire Services are<br />

focusing on helping rural residents<br />

and producers learn more about<br />

FireSmart tools, and how they can use<br />

them to reduce risks.<br />

Building on the success of the 2018<br />

Community Grassfire Information<br />

sessions, this fall a new initiative is<br />

being launched which helps rural residents<br />

and property owners identify<br />

simple, practical, proactive steps they<br />

can take to reduce wildfire risks.<br />

It has been a volleyball action<br />

packed few weeks at Theresetta<br />

Catholic School.<br />

Both teams travelled to Red Deer on<br />

Sept. 20 - 21 for the annual RDC<br />

tournament.<br />

The boys won the B side of the draw<br />

against some much older teams that<br />

had many Grade 9 players compared to<br />

our two Grade 9 players.<br />

The two girls teams both did a great<br />

job in their matches.<br />

The older girls were able to win.<br />

In League play, both teams travelled<br />

to Coronation for their second league<br />

matches on Sept. 25.<br />

The boys did a great job, winning<br />

four of the five sets.<br />

The girls put on a great showing as<br />

well, winning the first two of three<br />

league play sets 25 - 7 and 25 - 11.<br />

The girls played again on Oct. 2<br />

against the Brownfield squad.<br />

The girls worked hard and even had<br />

some help from a Grade 5 player when<br />

needed.<br />

They finished the first two sets winning<br />

25 - <strong>10</strong> and 25 - 23, a close second<br />

set and good play from both teams.<br />

They played four good exhibition<br />

sets to finish off the evening.<br />

Both girls teams travelled to Killam<br />

on Sept. 27 - 28 for a tournament.<br />

The semi was a really close game,<br />

both teams were on fire and there were<br />

Coach Finkbiner said it was awesome<br />

to see the girls working so hard<br />

and hitting so hard against a bigger<br />

boys team.<br />

Against Viking, the girls also were<br />

able to make a lot of hard hits and<br />

came out winning 25 - 18 and 25 - <strong>10</strong>.<br />

On the B side of the same tournament<br />

the younger girls only won one<br />

set the whole weekend but it was such<br />

a great learning experience.<br />

The boys volleyball team travelled to<br />

Forestburg on Sat. Sept. 28 for a tournament.<br />

The team played well and<br />

their only loss all day was against the<br />

host team in round robin play.<br />

They had to face Forestburg in the<br />

gold medal game, and instead of letting<br />

their earlier defeat hinder their performance,<br />

they showed off their fortitude<br />

and determination to take the win in<br />

two straight sets.<br />

Their level of focus was admirable<br />

for such a young team, with an average<br />

age on the court for the final of only 12<br />

years old.<br />

The pressure is starting to<br />

build on Connor McDavid to<br />

add a Stanley Cup to his<br />

resumé, one of the most<br />

star-studded in hockey.<br />

Already established as the<br />

world’s best player after<br />

only four years in the NHL,<br />

the Edmonton Oilers centre<br />

knows that history won’t be<br />

kind to him if he doesn’t<br />

have a Cup or two on his list<br />

of career accomplishments.<br />

Perish the thought, but a<br />

couple of early injuries in<br />

McDavid’s career brings to<br />

mind the abrupt end to the<br />

career of Bobby Orr — who<br />

revolutionized the game but<br />

played only eight full seasons<br />

and parts of three<br />

others because of wonky<br />

knees — when hockey fans<br />

the world over couldn’t get<br />

enough of his brilliance.<br />

McDavid missed half of<br />

his rookie season when he<br />

suffered a broken collarbone<br />

in November when he was<br />

upended by Flyers’ Brandon<br />

Manning and crashed into<br />

the boards while going full<br />

speed.<br />

Fans across the world<br />

winced when he was helped<br />

off the ice late in the Oilers’<br />

final regular-season game<br />

last spring after crashing<br />

awkwardly into the Flames’<br />

net.<br />

Though four seasons,<br />

McDavid eclipsed the <strong>10</strong>0-<br />

point mark three times, two<br />

scoring titles and an MVP<br />

trophy, but has played only<br />

games, all in 2016-17 when<br />

Province cracks down on rural protests<br />

Submitted<br />

The government of Alberta will<br />

introduce legislation designed to<br />

punish illegal protestors who<br />

invade farms, and to discourage<br />

such dangerous activity.<br />

Options being proposed include:<br />

Fines up to $<strong>10</strong>,000 for a first<br />

offence and up to $25,000 for subsequent<br />

offences for individuals and<br />

up to $200,000 for organizations,<br />

and imprisonment of up to 6<br />

months; Amending the Animal<br />

Health Act so farmers affected by<br />

bio-security breaches can recover<br />

their costs and so trespassers and<br />

protesters placing biosecurity at<br />

risk can be fined $15,000 for first<br />

offences, then $30,000 plus imprisonment<br />

of up to one year for repeat<br />

offences; Amending the Provincial<br />

Offences Procedures Act to<br />

increase the maximum amount of<br />

compensation awarded by the<br />

court from $25,000 to $<strong>10</strong>0,000.<br />

In addition,the government is<br />

funding 50 new Crown prosecutors<br />

to be tougher on criminal<br />

behaviour.<br />

On top of the illegality of trespassing,<br />

unauthorized or improper<br />

entry on farms and in barns can<br />

introduce disease and threaten the<br />

health and welfare of animals.<br />

LEGISLATURE<br />

It can also have a detrimental<br />

impact on business operations and<br />

on the well-being of farm families.<br />

“Alberta’s farmers and ranchers<br />

treat their animals well, and they<br />

have a right to run their operations<br />

without illegal harassment from<br />

militant trespassers. I’ve asked<br />

Minister Dreeshen and Minister<br />

Schweitzer to consider all options,<br />

including legislation, to protect<br />

livestock producers’ operations<br />

and their families from harassment,”<br />

said Premier Jason Kenney.<br />

Agriculture and Forestry, added,<br />

“Farmers shouldn’t have to worry<br />

about people entering their workplace,<br />

interfering with their lives,<br />

or threatening the health of their<br />

animals. This incident made it<br />

clear our farmers need stronger<br />

protection. We will act to protect<br />

our farms and ranches from radical<br />

activists.”<br />

It was thought that our second session<br />

would begin on Oct 22, after the<br />

federal election, but plans have<br />

changed and we are going back early.<br />

Session began Tues. Oct. 8 due to a<br />

busy agenda.<br />

Alberta’s Energy Minister, Sonya<br />

Savage recently increased the oil production<br />

limits by <strong>10</strong>,000 barrels per<br />

day bringing down the number of producers<br />

affected by curtailment from<br />

29 to 15.<br />

Other exciting news on the energy<br />

file was the decision made by the<br />

Canadian Energy Regulator to update<br />

natural gas pipeline storage rules<br />

during maintenance periods.<br />

This should reduce price volatility<br />

by allowing producers access to previously<br />

unavailable storage.<br />

Alberta’s natural gas industry continues<br />

to navigate challenging times.<br />

Premier Kenney is leading the<br />

charge to have actual free trade<br />

between provinces.<br />

We have eliminated 13 exemptions<br />

to the Canadian Free Trade<br />

Agreement (CFTA), with plans to<br />

remove eight more and narrow two<br />

others.<br />

We believe by removing these barriers<br />

to interprovincial trade, we will<br />

attract investment and create jobs.<br />

Cabinet Ministers who have visited<br />

Drumheller-Stettler over the past few<br />

months including the Minister of<br />

Agriculture, Minister of Service<br />

Alberta, Minister of Justice and the<br />

Minister of Education.<br />

Stettler and Starland County.<br />

The Keyera gas plant at Nevis has<br />

since closed and this is causing real<br />

complications and pressures to many<br />

other producers.<br />

scout their fields, use clubroot resistant varieties<br />

OBITUARY<br />

‘Grandma’ to many<br />

Leoma Elaine Chidley passed away<br />

peacefully on the morning of Sept. 27,<br />

2018 at Hanna’s Long Term Care at the<br />

age of 92 yrs.<br />

Leoma was born on June 21, 1927 in<br />

Castor, Alta.<br />

She was the daughter of<br />

Leo and Olive Slemp.<br />

She was raised on a farm<br />

three and a half miles southeast<br />

of the hamlet of Fleet,<br />

Alta.<br />

She obtained seven years of<br />

her schooling at a country<br />

school named Kimberly<br />

before taking the rest of her<br />

schooling at Fleet.<br />

She spent two years at Olds Chidley<br />

Agriculture School, graduating<br />

in 1952.<br />

Leoma worked in Castor at a ladies’<br />

wear store, (Red and White Store) and<br />

was also a bookkeeper for a machine<br />

shop.<br />

In 1954, she married Arley Chidley<br />

of Scapa, Alta. To this union were born<br />

four children: Gary, Debbie, Donna<br />

and Dixie.<br />

They farmed for 20 years at Scapa.<br />

In 1974, they sold the farm and<br />

moved to an acreage three and a half<br />

miles from Hanna, Alta.<br />

In 1982, they all moved into Hanna.<br />

She worked at the Canada Grey<br />

Motel for eight and a half years; then<br />

she took up babysitting for 11 years.<br />

She loved little children and was<br />

called Grandma by many.<br />

She was a doting grandmother to her<br />

four grandchildren and one greatgrandson,<br />

which brought her great<br />

happiness and joy.<br />

Leoma was a kind and gentle woman<br />

and a friend to many.<br />

away peacefully Sun. Sept. 15, <strong>2019</strong> in<br />

Hanna, Alta.<br />

Betty was born on Nov. <strong>10</strong>, 1936 on<br />

the family farm near Lavoy, Alta.<br />

She attended school at numerous<br />

small rural schools in the area and finished<br />

her schooling at Viking High<br />

School.<br />

Betty was briefly married to Tom<br />

Russel, and after a divorce a few years<br />

later, she worked in a variety of fields,<br />

first in Canmore, and then in<br />

Drumheller and Hanna.<br />

In 1960, she met Ron Warrington.<br />

Five years later in 1965, they married<br />

and had 53 wonderful years<br />

together.<br />

Colville/Smiley, Sask., and the Botha/<br />

Donalda, Alta. charges before retiring<br />

in the 1990’s.<br />

Following her retirement, Betty and<br />

Ron spent many winters in Arizona<br />

where they made many close friends.<br />

A gathering to celebrate Kelly’s life<br />

will be Oct. 20, <strong>2019</strong> at 3 p.m. at Halkirk<br />

Community Hall.<br />

came to visit the Grade 3/4 science<br />

class on Oct. 4.<br />

He brought in multiple rock samples<br />

and fossils to show the class.<br />

He also helped the students identify<br />

the rock samples that they had collected<br />

themselves.<br />

Hill explained the different types of<br />

rocks and showed the students what to<br />

look for when identifying rocks.<br />

Awards night<br />

Theresetta hosted their annual<br />

Awards Ceremony on Thurs. Sept. 26<br />

where students accomplishments from<br />

the previous year are celebrated.<br />

Each student receives a personal<br />

award based on their accomplishments<br />

from the year before.<br />

There are also overall academic<br />

awards, athletic awards, fine arts<br />

awards and most improved reading<br />

awards all handed out that night.<br />

Feast Day<br />

Feast Day of St. Therese of Lisieux at<br />

Theresetta was held on Thurs. Oct. 3<br />

and the Grade 9 class did a great job<br />

putting on a skit to mark the day and<br />

remind the students about her remarkable<br />

It is because of her that our school<br />

always remembers the motto of ‘do<br />

little things with great love’.<br />

Making a difference<br />

Mr. Ries and Miss Smawley took a<br />

dozen students to Stettler on Mon.<br />

Sept. 30 for the Federal Election<br />

Candidates Forum.<br />

Three Theresetta students asked a<br />

question to the candidates at the open<br />

mic.<br />

Being able to see democracy happening<br />

is always such a good<br />

experience for the students and being<br />

able to participate in a forum is a great<br />

way to learn about the democratic<br />

system we are lucky to have here in<br />

Canada.<br />

The Grade 5 to Grade 9 students had<br />

a visit from Damien Kurek,<br />

Conservative Party of Canada<br />

Candidate for the Battle River-<br />

Crowfoot riding in the upcoming<br />

federal election, on Wed. Sept. 25.<br />

The students heard from Damien not<br />

only about his run to possibly become<br />

our Member of Parliament, but also<br />

about his extensive life journey in<br />

politics.<br />

He shared with the students what<br />

inspired him to get involved in politics<br />

at such a young age, and what he has<br />

been doing to make a difference<br />

throughout his career so far.<br />

It was a great experience for the students<br />

to see someone so young, yet so<br />

passionate, involved in democracy and<br />

hopefully gave them some inspiration<br />

for a possible career down the road.<br />

Carbon School implements Aboriginal<br />

cultural appreciation centre<br />

Orange Shirt Day has taken on a<br />

whole new meaning for Carbon School<br />

after a new Aboriginal cultural appreciation<br />

centre was created.<br />

The eight-foot-high tipi can be found<br />

in the institution’s library, acting as a<br />

space that honors and recognizes<br />

Aboriginal culture.<br />

Not only does this serve as an educational<br />

learning space, but it is also<br />

used as a space for quiet and reflection<br />

for students who need a safe space<br />

during the school day.<br />

Sept. 30 is a day where students and<br />

faculty are asked to wear orange shirts<br />

in remembrance of those who have suffered<br />

in residential schools.<br />

Currently, Carbon School has 71 students,<br />

eight of which identify as FNMI<br />

(First Nations, Metis, or Inuit) as well<br />

as one staff member.<br />

“Our school prides itself on our community<br />

connections and small town<br />

values,” said Jody Stockwood, Grade<br />

5/6 Teacher and main organizer of the<br />

project.<br />

“We believe in supporting and recognizing<br />

all of our students. We believe<br />

that it is important to respect, honor<br />

and educate our community on the<br />

history and lifestyle of this group of<br />

people.”<br />

The Drumheller Penitentiary has a<br />

program where inmates created the<br />

canvas that is being used as the tipi<br />

covering as well as its structure.<br />

“By supporting an initiative such as<br />

this we would be fostering the idea that<br />

every member of society can be a contributing<br />

member, no matter their<br />

past,” said Stockwood.<br />

“It would also allow students to recognize<br />

that every person has a talent<br />

and that by reaching out to each other<br />

we can create a climate of trust and<br />

reconciliation.”<br />

The school’s librarian is Metis and<br />

Grade 4/5 students gather in a circle to perform a song called ‘One Drum’ that paid homage to a heartbeat created by a collective of people.<br />

of High Prairie to conduct a smudging<br />

ceremony.<br />

In attendance alongside the elder<br />

was Elder Cardinal’s son Justin who is<br />

an Aboriginal Liaison Officer as well<br />

as Drumheller’s Aboriginal<br />

Community Development Officer Dee<br />

Chambers.<br />

As a residential school survivor himself,<br />

Elder Cardinal shared stories and<br />

the significance of the tipi and its corresponding<br />

artwork on the canvas.<br />

The artwork was a collective effort,<br />

with ideas brainstormed by students<br />

about what symbols represent the community,<br />

and then being transformed<br />

“It’s really interesting because we<br />

are always concerned with someone<br />

who is going to act up. We have to wear<br />

our teacher hat right? And at one point<br />

Elder Cardinal sang a song in Cree and<br />

you worry because it’s a different language<br />

[but] the kids were spellbound,”<br />

said Carbon School Principal Marci<br />

Steen Steen. “They were quiet, they<br />

were reflective and we saw kids that<br />

were kind of looking down during it<br />

and when he was done they looked<br />

back up.”<br />

“I was very impressed by not only<br />

the respect that was shown but I think<br />

they got it. I think they felt something<br />

there,” said Steen.<br />

At the end of the day, a native family<br />

connected to the school gave students<br />

the experience of eating deep fried bannock,<br />

a traditional bread.<br />
