INCOME TAX CHANGES MULLED 

According to The Revenue Department, 

a study is being carried 

out to determine if income tax burdens 

can be more fairly shared by 

different income groups. 

Currently, the wealthiest twenty 

per cent of individuals benefit from 

tax advantages that are in force under 

the present code. 

Much of this advantage comes 

from taxable deductions and 

tax free allowances that include 

a 30,000 baht child allowance, 

100,000 baht for mortgage interest, 

as well as 200,000 baht for retirement 

insurance and 100,000 baht 

for life insurance premiums. Other 

hefty deductions include allowances 

for equity funds, provident 

funds, social security funds, and 

mutual funds. 

Typically, low-income individuals 

may not have such a raft of 

investment vehicles or mortgages 

and so will miss out on the allowances. 

Although low income earners 

with an annual income of less than 

150,000 are exempt from tax, those 

earning from 150,001 to 300,000 

baht are subject to five per cent tax 

and earnings above 300,001 baht 

up to 500,000 baht are subject to a 

10 percent rate. 

After this the rate steps up to 15 

per cent for earnings that are above 

500,001 baht but below 750,000 

baht, rising to 20 per cent for earnings 

that are between 750,001 baht 

and 1 million baht. 

Higher rates of 25 per cent do 

take effect for income that is between 

1,000,001 baht and 2 million 

baht, and 30 per cent is applied 

to earnings that are between 

2,000,001 baht and 5 million baht. 

Above 5 million baht rates are 

set at 35 per cent for the top rate 

of tax. 

Yet, higher earners typically 

have a raft of funds and mortgages 

that allow them to not only reduce 

their tax amount but may enable 

them to fall back into lower level 

tax bands. 

Middle-income earners are 

seen to have the highest burden as 

they pay higher rates but may not 

be able to take advantage of all the 

allowances. 

Under scrutiny are the limits 

of tax allowances for higher rate 

earners, especially with regard to 

equity and mutual funds, where 

much of their income may well end 

up, since these funds are providing 

both higher yielding returns and tax 

breaks at the same time. 

Other avenues will be explored. 

A study into the welfare system in 

other countries may provide insight 

into taxation versus welfare 

payments in retirement. European 

countries are of particular interest 

for the study. 

Corporate tax rates are currently 

20 per cent but effectively amount 

to 28 per cent when withholding tax 

on dividends is taken into account. 

Corporate tax changes are quite 

sensitive as there is a need to attract 

companies to ensure investment 

in the economy and a robust 

level of job creation.

IPHONE 11 

DEBUTS IN 

THAILAND 

In keeping with the strong sales 

already seen in the U.S., the debut of 

Apple’s iPhone 11 in Thailand didn’t 

disappoint. Customers queued up 

overnight at the Apple Store in the 

Icon Siam mall and at other Apple 

reseller outlets to get their hands on 

one of the new models. 

The new iPhone is still priced 

at the high end of the range compared 

to some previous models but 

the wide-angle cameras, enhanced 

processing power and other features 

justify the price in the eyes of customers. 

Com7Plc. is an authorized Apple 

reseller and also an IT retailer, operating 

the well-known Studio 7 and 

Banana IT chains. 

The chief executive of Com7, 

Sura Khanittaweekul, was quoted 

as saying, "The first day of sales of 

the iPhone 11, iPhone 11 Pro and iPhone 

11 Pro Max in Thailand saw a 

positive response from customers," 

adding, "Pre-booking of the devices 

doubled from that of previous models 

launched last year." 


THAILAND BUSINESS NEWS 

SIAM COMMERCIAL 

BANK ACHIEVES 

STRONG PROFIT 

GROWTH 

Based on its quarterly results 

through to September 2019, Siam 

Commercial Bank (SCB) posted a 

year-on-year profit increase of more 

than forty per cent. The numbers came 

in at 14.8 billion baht as compared to 

10.5 billion baht for the same quarter 

last year. 

The number did include an excep 

tional gain of 11.6 billion baht as a 

result of the divestiture of a 99.2 per 

cent stake of SCB Life to FWD Group 

Financial Services. 

Chairman of the executive committee 

and chief executive, Arthid Nanthawithaya, 

was quoted as saying, “In 

light of domestic economic uncertainty 

and global economic volatility, we foresee 

the need to strengthen ourselves," 

adding, "The bank set aside additional 

provisions against potential problem 

loans."The bank’s NPL ratio rose from 

2.77 per cent in the previous quarter to 

3.01 per cent in the current quarter, a 

trend that is being carefully watched.

PATTANA TO 

OPEN NEW MALLS 

IN AYUTTHAYA, 

CHANTHABURI 

AND SI RACHA 

Leading mall owner and operator, 

Central Pattana Plc., will spend 13.9 

billion baht to build three new mixeduse 

developments outside of Bangkok. 

Central Plaza Ayutthaya will offer 

160,000 square metres of space and 

will cost 6.2 billion baht to develop. It 

will promote the city’s unique history 

and heritage to attract visitors. It will 

open in Q2 2021. 

The 3.5 billion bahtCentral Plaza 

Chanthaburi will sport 92,000 square 

metres of space and will open in mid 

2022. 

Central Plaza Si Racha will take 

advantage of the rapidly growing EEC 

corridor. Deputy Chief Executive Officer, 

Wallaya Chirathivat, was quoted as 

saying, "Central Plaza Si Racha will be 

a semi-outdoor complex outside Bangkok 

providing a 2,400-sq-m convention 

hall for Mice events.” 




FOREIGN CURRENCY UPDATE 

The U.S. Dollar fell against a 

number of currencies as interest 

rates were cut again in the U.S. and 

expectations of further rate cuts increased. 

The DXYDollar index, an 

index that measures the U.S. Dollar’s 

value against a basket of major 

currencies moved from 98.24 

to 97.14 in almost a straight line 

as other currencies gained ground. 

Against the Thai Baht, the U.S. Dollar 

gave up just a small amount of 

ground moving from 30.45 to 30.26, 

indicating that the Thai Baht also 

weakened along with the U.S. Dollar 

during the period. 

The Pound reacted positively 

to news that a no-deal Brexit is 

more likely to be averted, though 

many uncertainties remain. At the 

time of writing the EU and the UK 

had agreed a framework for a new 

deal, but passing it through the UK’s 

house of commons appears to still 

be a sticking point. Yet in spite of 

this the pound staged its biggest 

6-day rally since 1985, moving from 

1.2320 to 1.3012 before dropping 

back slightly to 1.2905. Another 

driver of the move was an expectation 

that some of the uncertainty 

might be coming to a close, although 

this may prove elusive. Of 

course, future movements will depend 

on Brexit developments and 

indeed there are plenty of hurdles 

ahead. From a technical analysis 

viewpoint, the Pound looks considerably 

stronger than previously with 

some analysts suggesting that there 

could be increased buying activity if 

there is a sustained move above the 

1.3000 level. Against the Thai 

Baht, the Pound moved from 37.45 

to 39.30, a move of nearly five per 

cent. Expect volatility to remain 

heightened as currency traders jostle 

for position. 

The U.S. Dollar vs. Japanese 

Yen cross rate remained range 

bound but saw some surprise 

moves as it moved from 108.10 

down to 106.71 and then back 

to 108.35. Whilst the U.S. Dollar 

weakened, the Yen weakened even 

more. This phenomenon is likely 

due to the “risk-on” trade on global 

stock markets taking hold that 

erodes the Japanese Yen’s strength 

as a safe haven currency. The Japanese 

Yen vs. Thai Baht spot rate 

fell from 0.2801 to 0.2770, further 

indicating Yen weakness. 

Some choppiness has started 

to exhibit itself when looking at the 

Russian Ruble against the USD. 

The Ruble weakened from 64.02 to 

65.38 only to return back to below 

64 at 63.69. Against the Thai Baht it 

was trading almost totally flat moving 

from 0.4750 down to 0.4650 before 

recovering back to 0.4750 

The Euro / U.S. Dollar exchange 

rate spent much of the time below 

the key 1.1000 handle before rallying 

to 1.1174 on the back of positive 

Brexit news flow. A weaker dollar 

also helped to boost the Euro even 

in spite of a continued dovish stance 

on the part of the ECB. Against the 

Thai Baht, the Euro dipped to 33.19 

before regaining ground and moving 

up to 33.83.

AROUND THE ASIAN REGION 

SINGAPORE SEEKS TO 

ROLL OUT 5G SERVICES 

BY 2022 

Singapore’s telecom regulator announced that it 

wishes to see all of the city-state's four carriers providing 

5G services by 2022 to the extent that 50 per 

cent of the country has coverage by that time. The 

bold move is to keep Singapore competitive in the 

technological race to become 5G enabled. 

Two out of the four operators will be selected to 

operate 3.5 MHz spectrum bands for standalone 5G 

services, whilst the other two will be granted additional 

bandwidth to allow current 4G networks to be 

progressively upgraded to 5G standards. 

Bandwidth allocations for stand alone 5G networks 

would be provided at a minimum cost of S$55 

million, with details of the awards likely to be made 

public by mid 2020. Once the allocations have taken 

place, it is foreseen that some carriers could start to 

offer 5G network operations from as early as the end 

of next year. 

5G is a major step up for networks as it will enable 

for higher bandwidth streaming and also allow 

for critical networking in the areas of remote medical 

procedures, manufacturing processes and logistics 

movements including cargo handling at ports. 

CHINA'S GROWTH 

SLOWS TO 6% 

China's economic growth in the third quarter 

of 2019 fell to just 6 per cent, its lowest in over 25 

years. However the fall was not much below economists’ 

forecasts of 6.1 per cent and is still in the 

range set out by the government of 6 per cent to 

6.5 per cent. Growth in the previous quarter was 6.2 

per cent. 

As such, market reaction was generally muted 

with other world factors at play. 

To blame were trade war concerns as well as a 

general fall in domestic demand, as the world’s second 

largest economy sees a slowdown in keeping 

with other major economies in the world such as 

Germany and maybe to a lesser extent the U.S. 

National Bureau of Statistics spokesman, Mao 

Shengyong, was quoted as saying, "The national 

economy maintained overall stability in the first three 

quarters," adding, "However, we must be aware that 

given the complicated and severe economic conditions 

both at home and abroad, the slowing global 

economic growth, and increasing external instabilities 

and uncertainties, the economy is under mounting 

downward pressure." 

CATHAY PACIFIC 

EXPECTS LOWER 

PROFITS 

Hong Kong’s flagship airline, Cathay Pacific, reduced 

its guidance for full year profits in part due to 

protests that have been evident in Hong Kong for the 

last few months. 

Passenger traffic fell more than 7 percent in September 

2019 as inbound travellers gave the city a 

wide berth and transit passengers avoided the hub 

in fear of the risk of potential airport disruption that 

may lead them to miss their connecting flights. 

Cathay’s Chief Customer and Commercial Officer 

Ronald Lam, was quoted as saying, "We continue 

to see a significant shortfall in inbound bookings 

for the remainder of 2019 as compared to the same 

snapshot last year.” 

The well known premium carrier will likely cut 

capacity on some routes and has already reduced 

fares to tempt travellers to use the airline, yet these 

reductions will impact its profit outlook.

Functional Training have been 

bandied around with many trainers 

claiming to be teaching this new 

found method of keeping in shape. 

But do people really understand 

what this is all about? It’s time to 

shed a bit of light on this somewhat 

mysterious subject. 

Functional training has its origins 

in rehabilitation. Physical, 

Occupational therapists and Chiropractors 

often use this approach to 

retrain patients with movement disorders. 

Interventions are designed 

to incorporate task and context 

specific practice in areas meaningful 

to each patient, with an overall 

goal of functional independence. 

For example, exercises that mimic 

what patients did at home or work 

may be included in treatment in order 

to help them return to their lives 

or jobs after an injury or surgery. 

Thus if a patient's job required repeatedly 

heavy lifting, rehabilitation 

would be targeted towards heavy 

lifting, if the patient were a parent of 

young children, it would be targeted 

towards moderate lifting and endurance, 

and if the patient were a 

marathon runner, training would be 

targeted towards re-building endurance. 

However, treatments are designed 

after careful consideration 

of the patient’s condition, what he 

or she would like to achieve, and 

ensuring goals of treatment are realistic 

and achievable. 

Functional training attempts to 

adapt or develop exercises which 

allow individuals to perform the activities 

of daily life more easily and 

without injuries. 


In the context of body building, 

functional training involves mainly 

weight bearing activities targeted 

at core muscles of the abdomen 

and lower back. Most fitness facilities 

have a variety of weight training 

machines which target and isolate 

specific muscles. As a result, 

the movements do not necessarily 

bear any relationship to the movements 

people make in their regular 

activities or sports. That is, a 

strength machine such as a chest 

press will work one muscle group, 

but the fact that the user is fixed in 

one spot, body movement is fixed 

and many muscle groups do 

not get attention during the exercise.

not necessarily have to involve 

weight bearing activities, but can 

target any 

task or

Living in Thailand, away from 

the cares and worries of your home 

country can often seem like a 

dream come true. However, there 

are times when the happenings 

back home can have an effect on 

our life here and for British Expats, 

Brexit is one of those times. 

We’re not saying that the impact 

is going to be huge but it certainly 

will leave its mark and there 

are a few situations we should be 

aware of. 

At the time of writing this article, 

the exchange rate of GBP to THB 

is just over 38 baht to the pound. 

In the last three years, this rate has 

dropped from a comfortable 52 to 

just 38. Meaning that anyone living 

on a fixed income of £1000 per 

month from the UK will receive just 

38,000 THB as opposed to 52,000 

three years ago. 

With Brexit looming and the 

increasing possibility of a no deal 

Brexit as well as a strong THB, this 

situation does not look likely to improve 

in the near future and may 

even get worse. 

As a British citizen you previously 

had the right to relocate 

to any European country of your 

choice and basically stay as long 

as you wanted to. Depending on 

the UK granting the same rights to 

EU citizens on 3rd April 2019 the 

EU agreed in the event of a no deal 

Brexit that British citizens would 

have the right to travel to the EU 

for up to 90 days without a visa in 

any 180 day period. 

How does this affect Brits living 

in Thailand? Ordinarily, it only does 

if you plan to visit Europe for more 

than 3 months within a six month 

period, however it may make it less 

straightforward to get a Schengen 

travel visa for your non EU spouse. 

Often it is easier for a British citizen 

living in Thailand to obtain a 

tourist visa for their partner as the 

fact that they are settled together 

in Thailand strengthens the case 

that the visitor will return to their 

home country. Upon successfully 

acquiring this visa many couples 

then also decide to visit Europe so 

their partner can see other beautiful 

countries and spend some time 

moving freely within the Schengen 

area. As the partner or spouse of 

an EU resident in possession of 

a UK tourist visa there is often no 

real reason why a Schengen visa 

wouldn’t be issued. 

After Brexit with Brits no longer being 

able to call themselves EU citizens 

with a right to reside in any 

EU country this process may become 

more complicated.

CALLS FOR A FAIR PLAYING FIELD FOR 

RIDE-HAILING SERVICES 

The Transport Ministry is set 

to legalize ride-hailing services by 

March 2020, requiring changes 

and amendments to existing laws. 

Currently ride-hailing services are 

not legalized and Thailand is one 

of three ASEAN nations not to 

have made the leap yet to liberalize 

the law. 

Yet, many concerns persist as 

they have done in countries across 

the world. The concerns relate to 

the additional competition that may 

become a burden to registered taxi 

drivers, the ability to manage further 

competition and the ability to 

monitor and maintain service standards 

and safety for passengers. 

Across the world major 

ride-hailing services have been 

at odds with lawmakers and have 

had to make substantial changes 

to their terms and conditions in order 

to ensure fair competition. 

As such there are calls for the 

sector to be not too liberalized and 

for a lot of thought to be put into 

legislative amendments. 

According to the Thammasat 

Consulting Networking and 

Coaching Center (CONC), part of 

the Thammasat Business School, 

services should be adequately 

regulated in the areas of driving 

license requirements, checks on 

vehicles and tax registration. Also 

on the radar is a check on the 

criminal background of would-be 

drivers, as well as how stringent 

the conditions and requirements 

will be put in place on the part of 

the ride hailing services, before allowing 

drivers to commence. 

The director of the CONC, 

Suthikorn Kingkaew, was quoted 

as saying, “I believe the giant 

ride-hailing operators today have 

already caused intense competition," 

adding, "If we allow too many 

ride-hailing apps to come, small 

operators may not be able to survive 

and it will be difficult to control 

service quality.” 

Another concern is whether 

drivers should have public or private 

licenses. The latter are more 

stringent with renewal required every 

3 years. The licenses should 

be the same for cabbies and ride 

hailing service drivers to ensure a 

level playing field. 

Also advocated is a flexible 

starting price for cabbies to avoid 

refusal of fares. However, taxi 

fares have only just been recently 

reviewed and so are unlikely to be 

reviewed again soon. In any case 

refusal of passengers has little to 

do with the fare in many cases. 

Usually the cabbie will refuse a 

customer because he has insufficient 

time to complete a journey 

before his or her shift ends. With 

many cabbies renting their cars 

they need to return them and ensure 

the next driver gets them on a 

timely basis. 

Findings from a study that was 

carried out by the OCNC indicated 

that 95 per cent of participants 

said they needed to use ride-hailing 

services. There were approx. 

2.4 million monthly passengers of 

popular ride hailing services and 

this is expected to increase five 

fold by 2025.

MOOM TALAY – 

A TRULY SPECIAL THAI

In this month’s 

edition of the Business

we’re taking a look at the 

‘local’ food side of the Moom 

Talay Thai restaurant, which 

operates side-by-side with the 

Toscana Italian Restaurant. 

As most Thai food aficionados 

will be well aware, 

most dishes on a Thai menu 

will come complete with a 

variety of vegetables, some 

more than others. The source 

of the vast majority of the 

vegetables served in Moom 

Talay is the organic vegetable 

farm operated by the 

owners of Moom Talay and 

Toscana. From coriander to 

rocket, from cabbage to chilli, 

from lemon to long beans 

and everything in between, if 

it’s in season then it will almost 

certainly have come 

from the organic farm. 

So the vegetables 

are not just fresh, 

they are free from chemicals 

and for people who are adept 

at recognising the difference 

in taste and texture, the result 

in terms of food enjoyment 

should be easily determined. 

The Moom Talay standard 

Thai dishes containing chicken, 

beef or pork, be they stirfries 

or curries, or simple salads, 

all the meats come from 

the large organic animal farm 

which is run by the owners out 

in Huay Yai district, on the outskirts 

of Pattaya. Once again, 

the freshness and organic nature 

of these standard meats 

should bring an obvious enhancement 

of flavour rarely 

found elsewhere in the city. 

While chicken, beef and 

pork, as well as duck and 

even wild boar (common 

around parts of Thailand 

but fairly unusual in Pattaya), 

are menu standards, 

Moom Talay also offers 

a somewhat unique series of 

speciality dishes made with 

guinea fowl as well as quail. 

For those looking to try a Thai 

dish with a difference, then either 

a quail or a guinea fowl 

as the key meat ingredient is 

going to offer a unique taste 

sensation. 

In keeping with the desire 

to produce unique flavours 

and a special culinary experience, 

the Moom Talay 

chefs do not use Monosodium 

Glutamate (MSG), or, at least, 

in nowhere near the amounts 

often experienced elsewhere. 

Of course, it’s important to 

add that MSG is hardly toxic, 

just tends to be over-used and 

dulls the genuine flavours of 

many of the foods into which 

it is added.

As for seafood, the Moom Talay 

chefs can be found scouring the fresh 

markets every morning to buy whatever 

catch is available, providing the 

produce is indeed freshly caught that 

day. This is why, on occasions, some 

dishes may not be available, or will 

have run out, at the restaurant. They 

simply won’t keep fish or seafood that’s 

not as fresh as possible, so this rules 

out deep-freezing product just to make 

sure the menu items are always available. 

When Toscana first opened there 

was no Moom Talay, and no Thai alternative 

menu. It soon became clear 

that while Toscana was booming, there 

were people who were keen to indulge 

in the various Italian dishes but whose 

partners really preferred to eat Thai, 

usually northeastern 

(Issan) style dishes. So, a year after 

Toscana started, the separate Moom 

Talay was opened to cater to this market. 

Nowadays, Thai food is served 

throughout the restaurant apart from 

the more ‘formal’ indoor setting where 

the tables are covered by tablecloths. 

This small section is reserved entirely 

for Italian dishes for the very simple 

and practical reason that the aromas 

of some Thai dishes are not complementary 

with some Italian menu 

items. It’s not about segregation or 

discrimination, simply sensible culinary 

logistics to make sure the meal 

experience can be as good as possible 

for all diners. 

Moom Talay is certainly well worth 

trying if you love Thai food and are 

keen to further educate your taste 

buds in a lovely beachfront setting.

According to Comparitech. 

com, a resource that provides 

resources regarding privacy and 

surveillance, Big Brother is certainly 

watching especially in China, 

which has become home to 

many of the most watched cities 

in the world. Yet in many cases 

more cameras do not equate to 

substantially less crime. 

In worldwide rankings, China’s 

cities appear in 8 out of the top 

10 positions including the number 

one spot with Chongqing sporting 

168.03 cameras per 1000 of 

population. That’s one camera for 

every 6 people in a city of 15.354 

million citizens. Shenzhen takes a 

close second with 159.09 cameras 

per 1000 citizens. In third place 

is Shanghai with 113.46 eyes in 

the sky, or on the street, for every 

1000 people on the ground, still 

more than a 1 in 10 ratio. 

Outside of China, but still in 

Asia, Singapore takes 11th position, 

with 15.25 cameras per 1000 

of population. Bangkok has fewer 

cameras and is in 31st position 

worldwide, with 5.16 cameras per 

1000 people. 

The only two places joining 

China in the top 10 list is London 

in sixth position with 68.4 cameras 

per 1000 people and Atlanta in 

the U.S. in tenth place with 15.56 

cameras per 1000 of population, 

just ahead of Singapore. 

Sydney, Moscow, New Delhi 

Berlin and Dubai all made it into 

the top 20. 

London was in the number 

one position in the world as recently 

as 2017, which just shows 

how quickly China is expanding 

its network of cameras. 

At the current rate of expansion, 

Comparitech suggests that 

by the end of 2020, China could 

have a whopping 626 million surveillance 

cameras in use. That’s 

at least triple the amount in use 

now and will equate to 1 for every 

2 people!

Tourism numbers in ASE- 

AN countries has increased by 

around 7 per cent based on full 

year numbers for 2018 as published 

by the World Tourism Organization. 

This has helped all the 

countries in the bloc to receive 

much needed revenue and boost 

their tourism sectors. 

Thailand leads the way with 

US$63.042 billion in receipts. Singapore 

came in second place with 

US$20.528 billion. 

Malaysia, Indonesia and Vietnam 

rounded off the rest of the 

top 5 positions with US$19.143 

billion, US$14.11 billion and 

US$10.08 billion respectively. 

The Philippines came in at 6th 

place followed by Cambodia in 

7th position. 

Worldwide, tourism in the 

same period increased by 6 per 

cent, significantly higher than the 

predicted rate of 3.7 per cent. 

The main drivers of the accelerated 

rate of travel across the 

world were lower airfares, technological 

advances and improved 

visa processing for many countries.
