VAAL UNIVERSITY OF TECHNOLOGYANNUAL REPORT 2018In terms of the Higher Education Act 101 of 1997, as amended,and the Regulations for Reporting by Public Higher EducationInstitutions gazetted in 2014, the University submits to theMinister of Higher Education, Science and Technology, the AnnualReport detailing the activities, management and administrationof the University for the period 1 January to 31 December 2018.This Annual Report meets the requirements of the ReportingRegulations. The report therefore integrates significant informationabout strategy, risks, and opportunities and correlates themto social, environmental, economic and financial perspectiveswith a view to enabling stakeholders to assess the University’sperformance and its ability to create and sustain value over theshort, medium and long term.The University operates within the directives of the AuditorGeneral of South Africa and within the framework governed bythe general principles of governance as outlined in the King IVReport on Governance, within which governance, strategy andsustainability are inseparable.The University embraces the idea of linking the experiences ofstudents, staff and the community to its public accountabilitymandate as a transformational guide to ensure fitness of purposeand relevance to a changing and ever complex environment. Thisidea represents a business case for the University’s continuouseffort to create opportunities, possibilities and broaden access.Finally, the Annual Report will highlight the effectiveness and/ornon‐effectiveness of the University’s Governance, Management,Administration and Risks where these do occur, and how suchimponderables have been dealt with.The Administrator, Prof Ihron Rensburg, appointed by theMinister of Higher Education, Science and Technology, Dr BladeNzimande, as per Government Gazette number 42639 of 15August 2019, to take over the governance and managementfunctions of the University, is as per this status authorized tosign‐off on the Report and to sign all relevant sections of thereport on behalf of the Chairperson of Council, as Councilmembers all resigned. The resignation of council members left avoid within the governance structures of the University and theadministrator by his authorized appointment by the Ministeris now fulfilling the role of Council and Management hence hissignature on the spaces provided for the Chairperson ofCouncil. Since the Administrator has also taken over themanagement function of the University, he also signs all sectionsof the Report, where appropriate, on behalf of the Vice Chancellor.5
