London’s Park Avenue is getting a makeover. The $1.4 million

reconstruction project should be complete by June.

The street runs between Elm (State Route 38) and Main (State

Route 56) streets. Madison Health, Cowling Park, the municipal

swimming pool, and residences line the street.

The project entails resurfacing the entire stretch of Park Avenue,

building new sidewalks,

curbs, and

gutters, and replacing

the old bridge. Additionally,

a multi-purpose

path will be installed

alongside Cowling Park.

Originally, the project

was to start this

summer and finish up

by the end of this year

or early next year, however,

the city received

no bids when it first put

the project out to bid

this spring.

“The second time, we

Reconstruction of Park Avenue in London

is set to take place next spring,

starting March 3. The tentative completion

date is June 3.

got multiple bids,” said Mayor Patrick Closser.

The city recently awarded the contract to Strawser Paving, a

road construction company based in Columbus.

City leaders, hospital leaders and representatives of EMH&T,

the New Albany firm handling engineering for the project, met with

Strawser two weeks ago for a pre-construction meeting. They set

the project start date for March 3. The tentative completion date is

June 3.

Reconstruction work will begin with the east end of Park Avenue

between the bridge and Elm Street, followed by the west end between

the bridge and Main Street.

Throughout the reconstruction phase, the east end of Park Avenue

will be closed to through traffic. The west end will remain

open, providing access to the hospital’s main entrance and emergency

department, as well as the adjacent Park Avenue Medical

Building.

Anyone who experiences an emergency and needs to get to the

hospital during the reconstruction must use Main Street to get to

Park Avenue.

Once the reconstruction is done, all of Park Avenue will be

paved. This process should take one or two days, Closser said. During

that time, one lane of Park Avenue will remain open.

An Ohio Public Works Commission (OPWC) grant is covering

$1.14 million of the project cost. The city is covering the rest

($262,678) with a 0-percent interest loan with a maximum term of

30 years.

More money for roads in ‘20

By Kristy Zurbrick

Madison Editor

In 2020, the Madison County Engineer’s

Office plans to spend significantly more on

road materials and contracted projects than

it did this year.

A hike in the state gas tax, passed earlier

this year, is putting an additional $1.6 million

in the Engineer’s Office coffers, making

the increased spending possible.

On Dec. 3, County Engineer Bryan

Dhume outlined his proposed budget to the

county commissioners. The total budget is

$7.4 million.

He said $1.78 million (up from $1.25 million)

will go toward materials his crews use

on road projects and $818,000 (up from just

over $566,000) will go to work done by outside

crews.

Now that the debt on the engineer’s facility

is cleared—the last payment was made

this year—Dhume also plans to create a reserve/contingency

line in his budget for

matching funds for grants and emergencies.

He’s starting with $250,000 in 2020.

“Before, if we had an emergency, we

would have to dip into another (budget) line,

which meant some other job was not going

to get done, or we would have to get into our

carryover balance, which would impact our

cash balance,” Dhume said.

Dhume is budgeting more for equipment

than he did last year, going from $511,780

in 2019 to $573,500 in 2020. His long-term

goal is to get into a rotation that doesn’t involve

running equipment into the ground

before replacing it.

He pointed to the department’s asphalt distributor, a 2001

model.

“That one piece of equipment is responsible for our $800,000 chip

sealing program. Everything relies on that one piece of equipment

to do the job well,” he said.

He plans to buy a new asphalt distributor next year at a cost of

$200,000.

About his equipment budget, Dhume said, “It is double what was

in place before I took office.”

The county commissioners plan to further review Dhume’s proposed

budget for 2020 before signing off on it.

The Engineer’s Office is different from other county departments

in that it does not receive money from the county. Most of its revenues

come from the state gas tax ($4 million in 2020) and license

plate fees ($2.3 million in 2020). The rest comes from reimbursements

the department receives for work it does for other government

entities, such as townships (an estimated $1 million in 2020). Even

so, the commissioner must approve the department’s spending plan.

Propane at TSC

Tractor Supply Co. (TSC) wants to sell bulk propane at its store

at 300 Lafayette St., London.

The company rents the property from the county, so they are

seeking permission from the county commissioners to install a

1,000-gallon tank with a propane dispenser cabinet in the parking

lot in front of the store. To do so, they need to bore under the pavement

to get power to the cabinet.

In the request, TSC wrote that they plan to place the propane

station outside their fenced outdoor display area.

“I want to know exactly where it’s going to be,” said Commissioner

Tony Xenikis. “I want it inside the fence.”

Commissioner David Hunter said he doesn’t mind the station

being placed outside the fenced area, as long as it remains in the

footprint of the space the company rents from the county.

The commissioners decided to request more specific information

about the proposed location of the station before granting the request.

Public input split

on grandstand fate

By Kristy Zurbrick

Madison Editor

The public appears to be split on what they would like to see

done with the aging grandstand at the Madison County Fairgrounds

in London.

As of Dec. 3, 366 people had completed the county’s online survey

asking whether the grandstand should be restored or torn down and

replaced. The structure, which dates back to the late 1800s, was

deemed unsafe for occupancy last year.

“It’s right about 50/50,” said Rob Slane, county administrator,

about the results in an update at the county commissioner’s meeting

on Dec. 3.

The survey went live in mid-November. It closed on Dec. 6 (after

the Madison Messenger’s press time).

Slane said members of the Madison County Agricultural Society

(fair board) have been asking about the survey results and any

plans the commissioners have in mind based on those results. They

want to know what to plan on for next year’s county fair. This year,

they rented temporary bleachers for fair events that took place on

and around the race track.

Commissioner Mark Forrest said there are no plans at this time.

In reference to the temporary bleachers, Commissioner David

Hunter said, “We took care of it last year for them. I’m sure we can

do the same this year if we need to.”

Forrest had a different opinion, saying another bleacher rental

would be “throwing good money after bad.”

Once the final survey results are tallied, details will be shared.

West Jefferson tailback Gabe Jones finds a small opening against Ironton in state semifinal

play. Jones finished the game with 115 rushing yards on 28 carries and two touchdowns.

He also added a 94-yard kickoff return for a touchdown.

Riders cap great season

West Jefferson High School’s football

team traveled to Chillicothe on Nov. 30 to

play Ironton in Div. V state semi-final action.

The Roughriders fell to the Tigers 49-

21 to end their season.

West Jefferson started the game forcing

an interception and rushing the ball down

the short field to take a 7-0 lead with a Gabe

Jones 2-yard run. Ironton came back and

mounted their own drive to tie the game

with a 6-yard touchdown run with one second

left in the first quarter.

Ironton then scored another touchdown

on a 1-yard run to take the lead. On the ensuing

kickoff, West Jefferson’s Jones broke

loose for a 94-yard return for his second

score on the night to tie the score at 14-14.

Ironton added another touchdown on a

72-yard run to take a 21-14 lead into halftime.

The Tigers returned to the field and

put on an offensive attack to score three

touchdowns in the third quarter.

In the fourth quarter, Ironton added another

touchdown on a 2-yard run. West Jefferson

added to their final score on a 9-yard

run by Jones.

The Roughriders ended the season with

a 12-2 record.

West Jefferson’s Tommy Fuller stops Ironton

quarterback Gage Salyers for a loss

early in the game. Fuller recorded six tackles

on the night.

West Jefferson’s Blade Wolf is forced out

of bounds by Ironton’s Reid Carrico after

intercepting a pass to lead the Riders to

their first score. Wolf also recorded nine

tackles for the Riders.

Making the transition from school to work

By Theresa Hennis

Staff Writer

Graduating from high school for any student

is challenging and especially so for students

with special needs who, like

mainstream students, don’t know what to

expect.

When we remember our high school

days, we remember the excitement and

dreams we had for the future. Thanks to the

Ready for Work Transition Program, administered

by the Madison County Board of Developmental

Disabilities (MCBDD) in

coordination with school intervention programs,

students with special needs at London

and West Jefferson high schools can

realize their own post-graduation dreams.

Jamie Finney, intervention specialist for

grades 9-12 at London High School, said, “I

like that I am able to work with each individual

student on their level to help them

perceive their interests in life and help them

foster the skill set for that. I’m very happy

we have a nice, clean, and safe space here at

LHS that is accommodating to our students.

The environment here is very warm and

welcoming.”

Transitioning from a warm and welcoming

classroom to life and work outside of

school could be daunting for students if not

for MCBDD professionals who guide and

train them. Getting a job is only one part of

the equation. Keeping one is essential, and

that’s where the Transition program prepares

students for life beyond the classroom.

“The jobs they get are typically within

their field of interest. We partner with Opportunities

for Ohioans with Disabilities so

the students can try out a job, and if it isn’t

working, we will find something they really

like,” said Hope Smith, MCBDD Transition

program coordinator. “Every student from

last year’s program at London High School

has successfully gotten a job and kept it.”

Those results are proof that the skills

students receive from their special education

at London and West Jefferson help

them to transition well. MCBDD continues

to work with the students beyond graduation

to ensure they have a solid support system

in place.

“This program helps us, at the county

board, really monitor and follow up with

these kids so we can continue to work with

them after they graduate,” Smith said.

Connie Lollo, a Transition job coach, travels

to both schools to work with students.

There are six students in the program at

London and seven at West Jefferson. The

students have opportunities to work at local

agencies and community centers.

For example, West Jefferson students fill

food boxes at Sufficient Grace, assist librarians

at Hurt-Battelle Memorial Library, and

stock the high school lunchroom.

London students will have another

opportunity to put their skills to work

and engage with the community when

they display their hand-made crafts for

sale at MCBDD’s holiday open house,

set for 10:30 a.m. to 1:30 p.m. Dec. 13.

“When we met with Jamie (Finney)

about showcasing the students’ craft

projects at our open house, we kept in

mind their IEP (individual education

plan) goals. Daily living skills are incorporated

into making and selling the

crafts,” said Gretchen Peters, MCBDD

community connections manager.

West Jefferson students will have a

similar opportunity next spring.

MCBDD’s holiday open house will

include the student crafts, lunch, tours

of decorated offices, a bake sale and a

Christmas basket raffle. The facility is

located at 500 Elm St. (State Route

38), behind Fairhaven School. Donations

will support the Transition program.

London man sentenced to 16 to 21 years in prison

Steven B. Derifield, 41, of London was sentenced on Dec. 3 to 16

to 21 years in prison, with a mandatory incarceration of 14 years.

This is the result of convictions handed down by a Madison County

jury on Dec. 2.

Derifield was found guilty on three counts, including three drug

possession charges, felonies of the first-, second- and third-degrees,

as well as one count of having weapons under disability that was

tried to the court. In addition to the incarceration imposed by Judge

Eamon Costello, Derifield was given total fines of $23,000.

The charges stemmed from a search warrant conducted by the

Madison County Major Crimes Task Force on May 30 at 501 Clinton

St., London. The task force comprises investigators

from the London Police Department and Madison

County Sheriff’s Office.

Detectives seized cocaine, methamphetamine and

heroin from the residence, as well as five handguns Derifield

possessed illegally due to his status as a convicted

felon at the time of the seizure. Nicholas Adkins,

Madison County assistant prosecuting attorney, prosecuted

the case.

Madison County Sheriff John Swaney and Chief

Glenn Nicol highly encourage community members to

continue to forward any information or tips to their respective

offices. While investigations may take time,

community involvement is paramount to successfully

combatting all types of crime, especially drug trafficking,

they said.

The public can submit anonymous tips through the

Sheriff’s Office website, www.madisonsheriff.org/, or the

London Police Department’s mobile app, available for

free download to iPhone and Android devices (search for

start of the festivities, the result is a feast

for the eyes.

Three days of carriage rides, live music,

food, and children’s activities, along with a

lighted parade, house decorating contest,

and toy giveaway captivate all of the

senses—from sight and sound to touch, taste

and smell.

“We hope everyone can come out and experience

this magical, family-friendly

event,” said Brenda Blanton, one of the

event organizers.

New this year are train rides for kids.

The train’s cars are fashioned from large

drums, cut open and turned on their sides,

painted and outfitted with seats. The cars

are all connected. Passengers will wind

through the festival grounds.

This and all of the other activities associated

with the celebration are a labor of

love for a dedicated group of volunteers.

“Without all the volunteers in the community

and the generous donations, Christmas

in the Park could not happen,” Blanton said.

This marks the 24th year for the event.

Festivities are set for Dec. 13-15. Once the

weekend festivities are over, the park will

remain lit from 6 to 10 p.m. nightly through

Jan. 1.

Highlights of opening weekend are as follows:

Parade of Lights

Anyone can participate in the parade of

lights on Dec. 14. All entries should include

lighting of some kind. Line-up starts at 4:30

p.m. in the American Legion parking lot,

9701 W. Broad St. The parade steps off at

5:30 and travels into West Jefferson, continuing

on Main Street to South Twin Street,

then left onto Fellows Avenue and right into

Garrette Park. For more information, call

Sandy Boucher at (614) 879-9662.

Pictures with Santa and Toy Giveaway

Santa will be available all weekend to

hear children’s Christmas wishes in the

Santa House and pose for photos. Bring

your own camera and take as many photos

as you like, or take advantage of the on-site

photographer. The first photo is free; additional

photos are $5 each, with a limit of

three photos.

Skip the wait in line to see Santa by leaving

your name and phone number at the

Santa House when you arrive at the park.

Organizers will send a text when it’s your

turn to visit Santa.

On Dec. 15, event organizers will give

tickets to children ages 12 and younger for

a toy giveaway. Toy distribution will start

Horse-drawn carriage rides are always a big attraction at Christmas in the Park.

at 8:15 p.m. Entrants must be present at the

drawing to win.

Craft Station, Stories, Carriage Rides

Children are invited to visit the shelter

house to make a variety of crafts throughout

the weekend, and each night, volunteers

will read Christmas-themed stories in the

Santa House.

Teachers from the West Jefferson middle

school and high school will man the horse

and carriage ride station at the Gingerbread

House. Skip the wait in line for a ride by

leaving your name and phone number with

organizers when you arrive at the park. They

will send a text when it’s your turn to ride.

Home Decorating Contest

A home decorating contest is held in conjunction

with Christmas in the Park. Residents

of the village of West Jefferson and

Jefferson Township are eligible to enter.

Judging will take place Dec. 8-13. Entrants

must leave their lights on from 6 to

10 p.m. those nights. Winners will be notified

on Dec. 15; cash prizes will be presented

at 8:15 p.m.

Two categories are offered this year:

“Clark Griswold,” which looks for excessive

use of lighting and decoration; and “Norman

Rockwell,” which looks for more traditional,

nostalgic decoration. First, second and honorable

mention prizes will be awarded in

each category.

For more information about any part of

the event, go to wjchristmaspark.org.

Directions to Garrette Park: Journey to

West Jefferson via Route 40. Once in downtown,

turn south on Walnut Street, which

runs straight into the park

Parking: Parking is available on surrounding

streets. One option is the field behind

the park; to get there, continue south on

Walnut Street which becomes Fellows Avenue,

then look for the lot.

Website: www.wjchristmaspark.org

Contact information: For details about any

part of Christmas in the Park, call the West

Jefferson Community Association’s Ox Box

number, (614) 879-8818, and leave a message.

Large crowds are always on hand for

Christmas in the Park. They wander the

grounds, enjoying music, food, activities

and, of course, the lights.

Donations: Christmas in the Park is an allvolunteer

organization. Donations help to

offset the cost of replacement lights, electricity

and other expenses. Organizers hope

to replace the current Santa House with a

new one next year. Make donations out to

“Christmas in the Park” and mail to P.O.

Box 262, West Jefferson, OH 43162.

Clinic helps employers recruit drug-free workers

Never before have employers been forced

to deal with the magnitude of issues impacting

their ability to operate drug-free: the

opioid epidemic, the legalization of medical

marijuana, the recent rise in employee use

of cocaine and methamphetamine, and the

record-setting increase in positive workplace

drug tests.

Coupled with the area’s low unemployment

rate, finding healthy, drug-free workers

has become difficult for many companies

in the community. Meanwhile, a recent

study of employers in Ohio showed that most

could be doing more to prevent and respond

to substance misuse in their workforces.

In response, Mental Health & Recovery

Board of Clark, Greene & Madison Counties

(MHRB) has joined forces with Working

Partners and Clark State Community College

to address this problem through the

Technical Assistance Clinic.

“Clark State Community College is

proud to partner with MHRB to bring this

important information to our business community.

Understanding the role of addiction

and trauma in employment and the technical

and legal process of a second-chance policy

will provide an enormous return on

investment for the businesses who participate

in hiring, retention, productivity and

employee engagement,” said Lesli Beavers,

director of workforce and business solutions

at Clark State.

The event also is endorsed by Beavercreek

Chamber of Commerce, Fairborn Area

Chamber of Commerce, Greene County Department

of Development, Ohio Means Jobs

Madison County, and Xenia Area Chamber

of Commerce.

Available for $25 to all employers in the

board’s three-county area, this one-day

clinic will provide employers with the education,

written resources, and a tool to audit

their drug-free workplace (DFWP) efforts

and hear experiences and tips from area

businesses who run effective DFWP programs.

“We believe this is an excellent opportunity

for local businesses to really explore

and understand the issues impacting their

drug-free workplace and respond to these

issues in a meaningful way,” said Greta

Mayer, chief executive officer at MHRB.

“This clinic will give businesses the tools

they need to strengthen or start on the journey

to create an effective drug-free workplace

program.

Business leaders attending the course

will learn about a wide variety of topics related

to operating drug-free, including:

• five elements of a best-practice DFWP

program;

• essential components of an effective

DFWP policy;

• mandates and authorities impacting

DFWP programs;

• operationalizing Ohio’s new medical

marijuana law;

• how to establish an effective secondchance

system;

• local resources available to assist employees

and their family members with substance

misuse and other mental health issues;

• drug-free rebates available through

Ohio Bureau of Workers’ Compensation;

and

• employer opportunities for promoting

overall mental health in their workplace.

The clinic is set for Jan. 14 at Brinkman

Educational Center, 100 S. Limestone St.,

Springfield. Business leaders interested in

learning more or registering for the clinic

should visit https://TAclinic.eventbrite.com

or send email to brianna@mhrb.org.
