London’s Park Avenue is getting a makeover. The $1.4 million<br />

reconstruction project should be complete by June.<br />

The street runs between Elm (State Route 38) and Main (State<br />

Route 56) streets. <strong>Madison</strong> Health, Cowling Park, the municipal<br />

swimming pool, and residences line the street.<br />

The project entails resurfacing the entire stretch of Park Avenue,<br />

building new sidewalks,<br />

curbs, and<br />

gutters, and replacing<br />

the old bridge. Additionally,<br />

a multi-purpose<br />

path will be installed<br />

alongside Cowling Park.<br />

Originally, the project<br />

was to start this<br />

summer and finish up<br />

by the end of this year<br />

or early next year, however,<br />

the city received<br />

no bids when it first put<br />

the project out to bid<br />

this spring.<br />

“The second time, we<br />

got multiple bids,” said Mayor Patrick Closser.<br />

The city recently awarded the contract to Strawser Paving, a<br />

road construction company based in Columbus.<br />

City leaders, hospital leaders and representatives of EMH&T,<br />

the New Albany firm handling engineering for the project, met with<br />

Strawser two weeks ago for a pre-construction meeting. They set<br />

the project start date for March 3. The tentative completion date is<br />

June 3.<br />

Reconstruction work will begin with the east end of Park Avenue<br />

between the bridge and Elm Street, followed by the west end between<br />

the bridge and Main Street.<br />

Throughout the reconstruction phase, the east end of Park Avenue<br />

will be closed to through traffic. The west end will remain<br />

open, providing access to the hospital’s main entrance and emergency<br />

department, as well as the adjacent Park Avenue Medical<br />

Building.<br />

Anyone who experiences an emergency and needs to get to the<br />

hospital during the reconstruction must use Main Street to get to<br />

Park Avenue.<br />

Once the reconstruction is done, all of Park Avenue will be<br />

paved. This process should take one or two days, Closser said. During<br />

that time, one lane of Park Avenue will remain open.<br />

An Ohio Public Works Commission (OPWC) grant is covering<br />

$1.14 million of the project cost. The city is covering the rest<br />

($262,678) with a 0-percent interest loan with a maximum term of<br />

30 years.

More money for roads in ‘20<br />

In 2020, the <strong>Madison</strong> County Engineer’s<br />

Office plans to spend significantly more on<br />

road materials and contracted projects than<br />

it did this year.<br />

A hike in the state gas tax, passed earlier<br />

this year, is putting an additional $1.6 million<br />

in the Engineer’s Office coffers, making<br />

the increased spending possible.<br />

On Dec. 3, County Engineer Bryan<br />

Dhume outlined his proposed budget to the<br />

county commissioners. The total budget is<br />

$7.4 million.<br />

He said $1.78 million (up from $1.25 million)<br />

will go toward materials his crews use<br />

on road projects and $818,000 (up from just<br />

over $566,000) will go to work done by outside<br />

crews.<br />

Now that the debt on the engineer’s facility<br />

is cleared—the last payment was made<br />

this year—Dhume also plans to create a reserve/contingency<br />

line in his budget for<br />

matching funds for grants and emergencies.<br />

He’s starting with $250,000 in 2020.<br />

“Before, if we had an emergency, we<br />

would have to dip into another (budget) line,<br />

which meant some other job was not going<br />

to get done, or we would have to get into our<br />

carryover balance, which would impact our<br />

cash balance,” Dhume said.<br />

Dhume is budgeting more for equipment<br />

than he did last year, going from $511,780<br />

in <strong>2019</strong> to $573,500 in 2020. His long-term<br />

goal is to get into a rotation that doesn’t involve<br />

running equipment into the ground<br />

before replacing it.<br />

He pointed to the department’s asphalt distributor, a 2001<br />

model.<br />

“That one piece of equipment is responsible for our $800,000 chip<br />

sealing program. Everything relies on that one piece of equipment<br />

to do the job well,” he said.<br />

He plans to buy a new asphalt distributor next year at a cost of<br />

$200,000.<br />

About his equipment budget, Dhume said, “It is double what was<br />

in place before I took office.”<br />

The county commissioners plan to further review Dhume’s proposed<br />

budget for 2020 before signing off on it.<br />

The Engineer’s Office is different from other county departments<br />

in that it does not receive money from the county. Most of its revenues<br />

come from the state gas tax ($4 million in 2020) and license<br />

plate fees ($2.3 million in 2020). The rest comes from reimbursements<br />

the department receives for work it does for other government<br />

entities, such as townships (an estimated $1 million in 2020). Even<br />

so, the commissioner must approve the department’s spending plan.<br />

Propane at TSC<br />

Tractor Supply Co. (TSC) wants to sell bulk propane at its store<br />

at 300 Lafayette St., London.<br />

The company rents the property from the county, so they are<br />

seeking permission from the county commissioners to install a<br />

1,000-gallon tank with a propane dispenser cabinet in the parking<br />

lot in front of the store. To do so, they need to bore under the pavement<br />

to get power to the cabinet.<br />

In the request, TSC wrote that they plan to place the propane<br />

station outside their fenced outdoor display area.<br />

“I want to know exactly where it’s going to be,” said Commissioner<br />

Tony Xenikis. “I want it inside the fence.”<br />

Commissioner David Hunter said he doesn’t mind the station<br />

being placed outside the fenced area, as long as it remains in the<br />

footprint of the space the company rents from the county.<br />

The commissioners decided to request more specific information<br />

about the proposed location of the station before granting the request.<br />

Public input split<br />

on grandstand fate<br />

The public appears to be split on what they would like to see<br />

done with the aging grandstand at the <strong>Madison</strong> County Fairgrounds<br />

in London.<br />

As of Dec. 3, 366 people had completed the county’s online survey<br />

asking whether the grandstand should be restored or torn down and<br />

replaced. The structure, which dates back to the late 1800s, was<br />

deemed unsafe for occupancy last year.<br />

“It’s right about 50/50,” said Rob Slane, county administrator,<br />

about the results in an update at the county commissioner’s meeting<br />

on Dec. 3.<br />

The survey went live in mid-November. It closed on Dec. 6 (after<br />

the <strong>Madison</strong> <strong>Messenger</strong>’s press time).<br />

Slane said members of the <strong>Madison</strong> County Agricultural Society<br />

(fair board) have been asking about the survey results and any<br />

plans the commissioners have in mind based on those results. They<br />

want to know what to plan on for next year’s county fair. This year,<br />

they rented temporary bleachers for fair events that took place on<br />

and around the race track.<br />

Commissioner Mark Forrest said there are no plans at this time.<br />

In reference to the temporary bleachers, Commissioner David<br />

Hunter said, “We took care of it last year for them. I’m sure we can<br />

do the same this year if we need to.”<br />

Forrest had a different opinion, saying another bleacher rental<br />

would be “throwing good money after bad.”<br />

Once the final survey results are tallied, details will be shared.

Riders cap great season<br />

team traveled to Chillicothe on Nov. 30 to<br />

play Ironton in Div. V state semi-final action.<br />

The Roughriders fell to the Tigers 49-<br />

21 to end their season.<br />

West Jefferson started the game forcing<br />

an interception and rushing the ball down<br />

the short field to take a 7-0 lead with a Gabe<br />

Jones 2-yard run. Ironton came back and<br />

mounted their own drive to tie the game<br />

with a 6-yard touchdown run with one second<br />

left in the first quarter.<br />

Ironton then scored another touchdown<br />

on a 1-yard run to take the lead. On the ensuing<br />

kickoff, West Jefferson’s Jones broke<br />

loose for a 94-yard return for his second<br />

score on the night to tie the score at 14-14.<br />

Ironton added another touchdown on a<br />

72-yard run to take a 21-14 lead into halftime.<br />

The Tigers returned to the field and<br />

put on an offensive attack to score three<br />

touchdowns in the third quarter.<br />

In the fourth quarter, Ironton added another<br />

touchdown on a 2-yard run. West Jefferson<br />

added to their final score on a 9-yard<br />

run by Jones.<br />

The Roughriders ended the season with<br />

a 12-2 record.<br />

Making the transition from school to work<br />

Graduating from high school for any student<br />

is challenging and especially so for students<br />

with special needs who, like<br />

mainstream students, don’t know what to<br />

expect.<br />

When we remember our high school<br />

days, we remember the excitement and<br />

dreams we had for the future. Thanks to the<br />

Ready for Work Transition Program, administered<br />

by the <strong>Madison</strong> County Board of Developmental<br />

Disabilities (MCBDD) in<br />

coordination with school intervention programs,<br />

students with special needs at London<br />

and West Jefferson high schools can<br />

realize their own post-graduation dreams.<br />

Jamie Finney, intervention specialist for<br />

grades 9-12 at London High School, said, “I<br />

like that I am able to work with each individual<br />

student on their level to help them<br />

perceive their interests in life and help them<br />

foster the skill set for that. I’m very happy<br />

we have a nice, clean, and safe space here at<br />

LHS that is accommodating to our students.<br />

The environment here is very warm and<br />

welcoming.”<br />

Transitioning from a warm and welcoming<br />

classroom to life and work outside of<br />

school could be daunting for students if not<br />

for MCBDD professionals who guide and<br />

train them. Getting a job is only one part of<br />

the equation. Keeping one is essential, and<br />

that’s where the Transition program prepares<br />

students for life beyond the classroom.<br />

“The jobs they get are typically within<br />

their field of interest. We partner with Opportunities<br />

for Ohioans with Disabilities so<br />

the students can try out a job, and if it isn’t<br />

working, we will find something they really<br />

like,” said Hope Smith, MCBDD Transition<br />

program coordinator. “Every student from<br />

last year’s program at London High School<br />

has successfully gotten a job and kept it.”<br />

Those results are proof that the skills<br />

students receive from their special education<br />

at London and West Jefferson help<br />

them to transition well. MCBDD continues<br />

to work with the students beyond graduation<br />

to ensure they have a solid support system<br />

in place.<br />

“This program helps us, at the county<br />

board, really monitor and follow up with<br />

these kids so we can continue to work with<br />

them after they graduate,” Smith said.<br />

Connie Lollo, a Transition job coach, travels<br />

to both schools to work with students.<br />

There are six students in the program at<br />

London and seven at West Jefferson. The<br />

students have opportunities to work at local<br />

agencies and community centers.<br />

For example, West Jefferson students fill<br />

food boxes at Sufficient Grace, assist librarians<br />

at Hurt-Battelle Memorial Library, and<br />

stock the high school lunchroom.<br />

London students will have another<br />

opportunity to put their skills to work<br />

and engage with the community when<br />

they display their hand-made crafts for<br />

sale at MCBDD’s holiday open house,<br />

set for 10:30 a.m. to 1:30 p.m. Dec. 13.<br />

“When we met with Jamie (Finney)<br />

about showcasing the students’ craft<br />

projects at our open house, we kept in<br />

mind their IEP (individual education<br />

plan) goals. Daily living skills are incorporated<br />

into making and selling the<br />

crafts,” said Gretchen Peters, MCBDD<br />

community connections manager.<br />

West Jefferson students will have a<br />

similar opportunity next spring.<br />

MCBDD’s holiday open house will<br />

include the student crafts, lunch, tours<br />

of decorated offices, a bake sale and a<br />

Christmas basket raffle. The facility is<br />

located at 500 Elm St. (State Route<br />

38), behind Fairhaven School. Donations<br />

will support the Transition program.<br />

London man sentenced to 16 to 21 years in prison<br />

Steven B. Derifield, 41, of London was sentenced on Dec. 3 to 16<br />

to 21 years in prison, with a mandatory incarceration of 14 years.<br />

This is the result of convictions handed down by a <strong>Madison</strong> County<br />

jury on Dec. 2.<br />

Derifield was found guilty on three counts, including three drug<br />

possession charges, felonies of the first-, second- and third-degrees,<br />

as well as one count of having weapons under disability that was<br />

tried to the court. In addition to the incarceration imposed by Judge<br />

Eamon Costello, Derifield was given total fines of $23,000.<br />

The charges stemmed from a search warrant conducted by the<br />

<strong>Madison</strong> County Major Crimes Task Force on May 30 at 501 Clinton<br />

St., London. The task force comprises investigators<br />

from the London Police Department and <strong>Madison</strong><br />

County Sheriff’s Office.<br />

Detectives seized cocaine, methamphetamine and<br />

heroin from the residence, as well as five handguns Derifield<br />

possessed illegally due to his status as a convicted<br />

felon at the time of the seizure. Nicholas Adkins,<br />

<strong>Madison</strong> County assistant prosecuting attorney, prosecuted<br />

the case.<br />

<strong>Madison</strong> County Sheriff John Swaney and Chief<br />

Glenn Nicol highly encourage community members to<br />

continue to forward any information or tips to their respective<br />

offices. While investigations may take time,<br />

community involvement is paramount to successfully<br />

combatting all types of crime, especially drug trafficking,<br />

they said.<br />

Patrol Post names top dispatcher and trooper<br />

The West Jefferson post of the Ohio Highway Patrol recently announced<br />

the winners of their <strong>2019</strong> Dispatcher of the Year and<br />

Trooper of the Year awards.<br />

The honorees were chosen by their peers based on their leadership<br />

abilities, professional ethics, courteous treatment of others, enthusiastic<br />

work attitude, and cooperation with supervisors, peers<br />

and the public.<br />

Dispatcher of the Year<br />

Year, and 2016 General Headquarters Dispatcher of the<br />

Tammy L. Newport, 43, was named Dispatcher of Year.<br />

the Year. She is now in contention for the State Dispatcher<br />

of the Year Award.<br />

Trooper of the Year<br />

Newport joined the Highway Patrol in 2002 and has Year. He is now in contention for the District and State<br />

Bridges Community Action<br />

Bridges Community Action Partnership will receive an allocation<br />

of $1,142,482 from the Ohio Development Services Agency, Office<br />

of Community Assistance, for administration and operation of<br />

the Community Services Block Grant for 2020-21. The funds are<br />

used for program development and direct services to low-income<br />

families of Delaware, <strong>Madison</strong>, Union, Champaign, Logan and<br />

The AARP Foundation Tax-Aide program is seeking<br />

volunteer tax preparers for next year. The program provides<br />

free tax preparation, primarily for senior citizens,<br />

at the <strong>Madison</strong> County Emergency Management<br />

Agency (EMA) in London and hundreds of other locations<br />

across Ohio.<br />

From Feb. 1 through April 15, six volunteers prepared<br />

250 federal and state tax returns at the EMA,<br />

saving clients an estimated $50,000 in tax preparation<br />

fees and putting $228,510 in refunds back into the local<br />

economy.<br />

Anyone who does his or her own taxes on a commercially<br />

available program, such as TurboTax, is an ideal<br />

candidate for the volunteer opportunity. Volunteers receive<br />

IRS-approved training, use IRS-provided tax software<br />

and equipment, and are mentored throughout the<br />

tax season. Volunteers are asked to work at least one<br />

day a week during the 10- to 11-week season.<br />

WJ Christmas in the Park a feast for the senses<br />

Anyone who has attended West Jefferson’s<br />

Christmas in the Park knows what a<br />

delight it is for all of the senses.<br />

In the weeks leading up to the celebration,<br />

volunteers spend countless hours testing<br />

and hanging 400,000 lights on every<br />

shrub, tree and structure in Garrette Park.<br />

When Santa flips the switch to signal the<br />

start of the festivities, the result is a feast<br />

for the eyes.<br />

Three days of carriage rides, live music,<br />

food, and children’s activities, along with a<br />

lighted parade, house decorating contest,<br />

and toy giveaway captivate all of the<br />

senses—from sight and sound to touch, taste<br />

and smell.<br />

“We hope everyone can come out and experience<br />

this magical, family-friendly<br />

event,” said Brenda Blanton, one of the<br />

event organizers.<br />

New this year are train rides for kids.<br />

The train’s cars are fashioned from large<br />

drums, cut open and turned on their sides,<br />

painted and outfitted with seats. The cars<br />

are all connected. Passengers will wind<br />

through the festival grounds.<br />

This and all of the other activities associated<br />

with the celebration are a labor of<br />

love for a dedicated group of volunteers.<br />

“Without all the volunteers in the community<br />

and the generous donations, Christmas<br />

in the Park could not happen,” Blanton said.<br />

This marks the 24th year for the event.<br />

Festivities are set for Dec. 13-15. Once the<br />

weekend festivities are over, the park will<br />

remain lit from 6 to 10 p.m. nightly through<br />

Jan. 1.<br />

Highlights of opening weekend are as follows:<br />

Parade of Lights<br />

Anyone can participate in the parade of<br />

lights on Dec. 14. All entries should include<br />

lighting of some kind. Line-up starts at 4:30<br />

p.m. in the American Legion parking lot,<br />

9701 W. Broad St. The parade steps off at<br />

5:30 and travels into West Jefferson, continuing<br />

on Main Street to South Twin Street,<br />

then left onto Fellows Avenue and right into<br />

Garrette Park. For more information, call<br />

Pictures with Santa and Toy Giveaway<br />

Santa will be available all weekend to<br />

hear children’s Christmas wishes in the<br />

Santa House and pose for photos. Bring<br />

your own camera and take as many photos<br />

as you like, or take advantage of the on-site<br />

photographer. The first photo is free; additional<br />

photos are $5 each, with a limit of<br />

three photos.<br />

Skip the wait in line to see Santa by leaving<br />

your name and phone number at the<br />

Santa House when you arrive at the park.<br />

Organizers will send a text when it’s your<br />

turn to visit Santa.<br />

On Dec. 15, event organizers will give<br />

tickets to children ages 12 and younger for<br />

a toy giveaway. Toy distribution will start<br />

at 8:15 p.m. Entrants must be present at the<br />

drawing to win.<br />

Craft Station, Stories, Carriage Rides<br />

Children are invited to visit the shelter<br />

house to make a variety of crafts throughout<br />

the weekend, and each night, volunteers<br />

will read Christmas-themed stories in the<br />

Santa House.<br />

Teachers from the West Jefferson middle<br />

school and high school will man the horse<br />

and carriage ride station at the Gingerbread<br />

House. Skip the wait in line for a ride by<br />

leaving your name and phone number with<br />

organizers when you arrive at the park. They<br />

will send a text when it’s your turn to ride.<br />

Home Decorating Contest<br />

A home decorating contest is held in conjunction<br />

with Christmas in the Park. Residents<br />

of the village of West Jefferson and<br />

Jefferson Township are eligible to enter.<br />

Judging will take place Dec. 8-13. Entrants<br />

must leave their lights on from 6 to<br />

10 p.m. those nights. Winners will be notified<br />

on Dec. 15; cash prizes will be presented<br />

at 8:15 p.m.<br />

Two categories are offered this year:<br />

“Clark Griswold,” which looks for excessive<br />

use of lighting and decoration; and “Norman<br />

Rockwell,” which looks for more traditional,<br />

nostalgic decoration. First, second and honorable<br />

mention prizes will be awarded in<br />

each category.<br />

Directions to Garrette Park: Journey to<br />

West Jefferson via Route 40. Once in downtown,<br />

turn south on Walnut Street, which<br />

runs straight into the park<br />

Parking: Parking is available on surrounding<br />

streets. One option is the field behind<br />

the park; to get there, continue south on<br />

Walnut Street which becomes Fellows Avenue,<br />

then look for the lot.<br />

Large crowds are always on hand for<br />

Christmas in the Park. They wander the<br />

organization. Donations help to<br />

offset the cost of replacement lights, electricity<br />

and other expenses. Organizers hope<br />

to replace the current Santa House with a<br />

Little Lambs<br />

HELP House Community Outreach, 122 E.<br />

Center St., London, is hosting a “His Little<br />

Lambs” shopping day on Dec. 21. This outreach<br />

provides new and gently used gifts to children in<br />

need. Parents and guardians choose donated gifts<br />

for their children.<br />

Donated gifts are due by noon Dec. 18. Items<br />

are needed for children of all ages: toys, games,<br />

jewelry, personal items, stocking stuffers, clothing,<br />

jackets, sweatshirts, shoes, and new socks<br />

and underwear. All donations should be unwrapped.<br />

Large gifts, such as bikes and gaming<br />

systems, will be raffled off. Wrapping paper, tape<br />

and bows also are needed. Donation drop-off times<br />

are: Monday, noon-7 p.m.; Tuesday, 9 a.m.-noon;<br />

Wednesday, 8 a.m.-noon; and Saturday, 8-11 a.m.<br />

Volunteers are needed on Elf Nights to help<br />

clean and repair donated toys and gifts: 6-8:30 p.m.<br />

(or any portion of that time) Dec. 11 and Dec. 12.<br />

Volunteers also are needed to set up and run<br />

the shopping day event. Individuals or groups are<br />

welcome to help any portion of the following times:<br />

Linda D. Barnes, 61, of London died on Nov. 27, <strong>2019</strong>, in her residence.<br />

She was born on June 10, 1958, in Columbus, the daughter<br />

of Donald E. and Mary (Wise) Wooldridge. Linda was the owner of<br />

many businesses, including Somerford Salon, Amish Meat & Cheese,<br />

and Use It Again. She also worked for the state at the London Correctional<br />

Institution for several years. She drove school buses for London<br />

and West Jefferson for 12 years. She is survived by: her husband<br />

of 37 years, Truett “Joe” Barnes; children, Sarah (Keith) Conn, Kelly<br />

Barnes and Truett (Christie) Barnes; sister, Brenda (Donald) Lowe;<br />

grandchildren, Truett G. Barnes, Reece T. Conn, Pierce J. Conn and<br />

Makaylin Barnes; nieces and nephews, Robert Sprouse, Brian<br />

Wooldridge, Jamie Connor, Tamara (Nathan) Waugh and Melissa<br />

Lowe; and many great-nieces and great-nephews. Linda was preceded<br />

in death by: her mother, Mary E. Blake; sister, Donna J.<br />

(George) Sprouse; and nephew, Timothy A. Wooldridge. A celebration<br />

of life service was held Dec. 1 at Rader-Lynch & Dodds Funeral Home<br />

& Cremation Service, London,with the Rev. Jerry Poff officiating. Interment<br />

followed at Somerford Township Cemetery.<br />

ELLIFRITT<br />

Brenda Ann Ellifritt passed away on Nov.<br />

27, <strong>2019</strong>, at her home from pancreatic cancer<br />

with her loving husband, Tim, at her side. She<br />

is preceeded in death by her parents, Keith<br />

and Marguerite Root, and her mother-in-law,<br />

Carol Ellifritt. Besides her husband, Tim, she<br />

is survived by: her father-in-law, Gerald Ellifritt;<br />

brothers, Richard (Valerie) Root and<br />

Jack Root; sister, Sue (Ed) Mikle; brother-inlaw,<br />

Thomas (Lori) Ellifritt; daughters, Beth (Dennis) Courtney,<br />

Cindy Seaford and Wendy (Rubin) Terry; 10 grandchildren and<br />

seven great-grandchildren. Brenda will be deeply missed by many<br />

nieces, nephews and friends. Brenda attended Canal Winchester<br />

High School and the Columbus Culinary Institute, where she was<br />

class salutatorian. Brenda was employed at Southwestern City<br />

Schools. She was a Civil War and WWII reenactor and a member<br />

of the NRA and the Ohio Gun Collectors Association. She also was<br />

a devoted Buckeyes fan. Brenda was a chef and baker without<br />

equal. Thank you to all the folks at Ohio Health for your kindness<br />

and care. Per her wishes, there was no visitation or funeral service.<br />

Interment will be at Violet Township Cemetery, Pickerington, Ohio.<br />

SCHALL<br />

Jennifer Janice Schall, 12, of London died on Nov. 27, <strong>2019</strong>, in<br />

<strong>Madison</strong> Health. She was born on Aug. 6, 2007, in Laurelville, Ohio.<br />

Jennifer was a sixth-grade student at London Middle School, who<br />

loved science, the outdoors and helping her guardians care for and<br />

nurture many foster animals in her home. You could regularly find<br />

her playing in the creek with her friends, getting her shoes and<br />

hands all muddy catching frogs, tadpoles, crawdads, whatever she<br />

could get her hands on. Her family includes: guardians, Julie Miller<br />

and Jim Cooper; parents, Robert Schall and Celena Hogan; sister,<br />

Breanna Schall; great-grandmother, Janice Schall; and many other<br />

relatives and friends. Friends called at Eberle-Fisher Funeral Home<br />

and Crematory, London, on Dec. 1. Memorials in Jennifer’s name<br />

Jessica A. Skidmore, 35, of London died on Nov. 28, <strong>2019</strong>, in her<br />

residence. Born on Sept. 6, 1984, in Columbus, she was a daughter<br />

of Ray and Vicki (Coomer) Skidmore. Survivors include: her mother<br />

and father; son, John Joe McGrath III; daughters, Johzlyn McGrath<br />

and Jenna McGrath; sisters, Jennifer Thompson (Jeff Pack) and<br />

Julia Skidmore; nephews, Nicholas Williams, Thomas Thompson,<br />

Conner Thompson, Bruce Pack, Kristian Oty, Brendon Guyer and<br />

Devin Guyer; maternal grandmother, Betty Mastin; many aunts,<br />

uncles and cousins. She was preceded in death by her paternal<br />

grandparents, Ken and Shirley Skidmore, and maternal grandfather,<br />

John Coomer. Funeral services were held on Dec. 4, <strong>2019</strong>, in<br />

Eberle-Fisher Funeral Home and Crematory, London. Interment<br />

followed in Oak Hill Cemetery, London.<br />

HOLLAR<br />

James Allen Hollar, 78, of Mount Sterling went home to be with<br />

the Lord on Nov. 30, <strong>2019</strong>, at the Signature Health Care of Fayette<br />

County. He was born on Dec. 6, 1940, in Mount Sterling, a son of<br />

Charles William and Helen Erma (Morgan) Hollar. He was a longtime<br />

member of Antioch Church and worked and retired from General<br />

Motors in 1992. He loved to sing and enjoyed horses and<br />

spending time with his family. James was preceded in death by: his<br />

parents, Charles and Helen Hollar; first wife, Connie Sandra Chambers<br />

(Jimmy and Samantha’s mother); second wife, Clara Ann<br />

Hampton; siblings, Joseph, Keith, Charles “Mots,” John, Harvey,<br />

Frances, Arietta, Martha and Charlotte. He is survived by: his loving<br />

wife, Betty; children, Jimmy (Brenda) Hollar, Samantha (Rick)<br />

Jones, Dale Stewart, Marlene Stewart, Larry Stewart, Rina Ferguson,<br />

Jeffrey Stewart, Sandy Rosier, Vicky Coffman, Tony Fox and<br />

Jimmy (Jeanette) Fox; sisters, Cora “Boots” Matthews, Mary (Jack)<br />

Brill; grandchildren, Gabriel, Gavin Jones, Jacob Hollar, and several<br />

other grandchildren and great-grandchildren, Hayden; numerous<br />

Gloria Penwell, 82, a life-long resident of<br />

London died on Dec. 1, <strong>2019</strong>, in her home.<br />

Born in London on Feb. 26, 1937, the<br />

daughter of Dean W. and Avanelle (Daily)<br />

Brill. Gloria worked in the insurance industry<br />

for 66 years at Chaney & Thomas Insurance<br />

Agency, which she purchased in 1978<br />

and has continued as a three-generation<br />

family operated business. Gloria enjoyed<br />

serving her community in various ways. She<br />

was a long-time member of the London<br />

Board of Public Utilities, served on the<br />

Board of Oak Hill Cemetery and was a past<br />

member of the Chamber of Commerce. She<br />

enjoyed her family, loved antique shopping<br />

and enjoyed their cabin in Hocking Hills.<br />

Gloria is survived by: her husband of 45<br />

years, Carl M. Penwell; daughter, Deeann<br />

(Mike) Blake; and grandson, Ty (Caitlin)<br />

Blake, all of London. A celebration of life<br />

was held on Dec. 5 at Red Brick Tavern. Inurnment<br />

will be held at the discretion of the<br />

family. Contributions may be made to the<br />

Salvation Army, Gloria’s favorite charity.<br />

Clinic helps employers recruit drug-free workers<br />

Never before have employers been forced<br />

to deal with the magnitude of issues impacting<br />

their ability to operate drug-free: the<br />

opioid epidemic, the legalization of medical<br />

marijuana, the recent rise in employee use<br />

of cocaine and methamphetamine, and the<br />

record-setting increase in positive workplace<br />

drug tests.<br />

Coupled with the area’s low unemployment<br />

rate, finding healthy, drug-free workers<br />

has become difficult for many companies<br />

in the community. Meanwhile, a recent<br />

study of employers in Ohio showed that most<br />

could be doing more to prevent and respond<br />

to substance misuse in their workforces.<br />

In response, Mental Health & Recovery<br />

Board of Clark, Greene & <strong>Madison</strong> Counties<br />

(MHRB) has joined forces with Working<br />

Partners and Clark State Community College<br />

to address this problem through the<br />

Technical Assistance Clinic.<br />

“Clark State Community College is<br />

proud to partner with MHRB to bring this<br />

important information to our business community.<br />

Understanding the role of addiction<br />

and trauma in employment and the technical<br />

and legal process of a second-chance policy<br />

will provide an enormous return on<br />

investment for the businesses who participate<br />

in hiring, retention, productivity and<br />

employee engagement,” said Lesli Beavers,<br />

director of workforce and business solutions<br />

at Clark State.<br />

The event also is endorsed by Beavercreek<br />

Chamber of Commerce, Fairborn Area<br />

Chamber of Commerce, Greene County Department<br />

of Development, Ohio Means Jobs<br />

<strong>Madison</strong> County, and Xenia Area Chamber<br />

of Commerce.<br />

Available for $25 to all employers in the<br />

board’s three-county area, this one-day<br />

clinic will provide employers with the education,<br />

written resources, and a tool to audit<br />

their drug-free workplace (DFWP) efforts<br />

and hear experiences and tips from area<br />

businesses who run effective DFWP programs.<br />

“We believe this is an excellent opportunity<br />

for local businesses to really explore<br />

and understand the issues impacting their<br />

drug-free workplace and respond to these<br />

issues in a meaningful way,” said Greta<br />

Mayer, chief executive officer at MHRB.<br />

“This clinic will give businesses the tools<br />

they need to strengthen or start on the journey<br />

to create an effective drug-free workplace<br />

program.<br />

Business leaders attending the course<br />

will learn about a wide variety of topics related<br />

to operating drug-free, including:<br />

• five elements of a best-practice DFWP<br />

program;<br />

• essential components of an effective<br />

DFWP policy;<br />

• mandates and authorities impacting<br />

DFWP programs;<br />

• operationalizing Ohio’s new medical<br />

marijuana law;<br />

• how to establish an effective secondchance<br />

system;<br />

• local resources available to assist employees<br />

and their family members with substance<br />

misuse and other mental health issues;<br />

• drug-free rebates available through<br />

Ohio Bureau of Workers’ Compensation;<br />

and<br />

• employer opportunities for promoting<br />

overall mental health in their workplace.<br />
