Caregiver accused of stealing from Lake Forest home<br />

Emily J. Mivshek, 19,<br />
of Waukegan, has been<br />
charged with theft over<br />
$500 after police say she<br />
stole items from a home<br />
where she was serving as a<br />
caregiver.<br />
Police received a report<br />
from a residence in<br />
the 900 block of James<br />
Court where a caregiver<br />
had stolen “several items”<br />
while she was in the home<br />
that were worth more than<br />
$1,000.<br />
The caregiver, identified<br />
as Mivshek, was interviewed<br />
at the Lake Forest<br />
Police Department. Police<br />
say she admitted to the<br />
theft while being interviewed.<br />
Police arrested Mivshek<br />
on Jan. 22. She was processed<br />
and held overnight<br />
pending transport to Lake<br />
County Bond Court.<br />

Jan. 18<br />
• Lourdes L. Toro, 33, of<br />
Beach Park, was charged<br />
with driving under the<br />
influence of alcohol. Police<br />
received multiple 911<br />
calls in the area of Route<br />
60 and Route 41 saying<br />
a man was running in the<br />
road and banging on cars.<br />
Police say the man said he<br />
was involved in an argument<br />
with his wife, Toro,<br />
was driving with their two<br />
children to Vernon Hills<br />
and, when they stopped<br />
at the intersection in Lake<br />
Forest, he got out of the vehicle<br />
and she drove away.<br />
Police gave the man a ride<br />
to the police station and<br />
contacted Toro. When she<br />
arrived at the police station,<br />
officers questioned her<br />
about the incident. Officers<br />
detected the odor of alcohol<br />
on her breath and noted she<br />
displayed some signs of<br />
intoxication. Toro admitted<br />
to having two shots of<br />
tequila prior to driving. She<br />
was arrested after she failed<br />
field sobriety testing. She<br />
was processed, released on<br />
bond and given a February<br />
court date.<br />
Jan. 20<br />
• Antoine E. Mack, 42, of<br />
Skokie, was charged with<br />
driving while under the<br />
influence of alcohol, driving<br />
on a revoked license<br />
and illegal possession of<br />
cannabis in a vehicle. Officers<br />
responded to the area<br />
of Route 41 and Route 60<br />
for a report of a battery in<br />
progress. After determining<br />
that no fight had occurred,<br />
officers smelled<br />
alcohol on Mack’s breath<br />
and was demonstrating<br />
signs of impairment. He<br />
had admitted to drinking<br />
prior to driving, and officers<br />
also determined his<br />
license was revoked. He<br />
was arrested after he completed<br />
field sobriety tests.<br />
Mack was also discovered<br />
to have cannabis in his<br />
vehicle, and was charged<br />
with illegal possession of<br />
cannabis in a motor vehicle.<br />
He was processed, released<br />
on bond, and given<br />
a February court date.<br />
• Anastacio Garcia, 35,<br />
of Highwood, has been<br />
charged with not having<br />
a valid driver’s license.<br />
Police conducted a traffic<br />
stop on a white Pontiac GT<br />
for an equipment violation.<br />
When officers spoke<br />
with the driver, identified<br />
as Garcia, they determined<br />
that he did not have a valid<br />
driver’s license. Garcia<br />
was arrested, processed<br />
and released on bond and<br />
given a March court date.<br />
Lake Bluff<br />
Jan. 16<br />
• Daisy Quinones, 25, of<br />
Waukegan, was charged<br />
with retail theft. She reportedly<br />
took digital media<br />
from a general merchandise<br />
store in the 900 block<br />
of Rockland Road and<br />
then returned it. She was<br />
released on bond and given<br />
a February court date.<br />
Jan. 22<br />
• A person reported that<br />
their wallet was taken<br />
from their purse in a store<br />
in the 300 block of Waukegan<br />
Road. The credit<br />
cards from the wallet were<br />
used to make purchases<br />
elsewhere. No cash was<br />
reported missing. The incident<br />
happened the day<br />
prior, on Jan. 21. Police are<br />
continuing to investigate.<br />

Morrison, Morgan preview 2020 plans at Northbrook town hall<br />

Five of the North Shore’s<br />
representatives in the Illinois<br />
General Assembly discussed<br />
their priorities for<br />
the upcoming legislative<br />
session and answered constituents’<br />
questions during<br />
a town hall meeting Tuesday,<br />
Jan. 21, at the Northbrook<br />
Public Library.<br />
State Sen. Julie Morrison<br />
(D-Deerfield) and<br />
State Rep. Bob Morgan<br />
(D-Highwood) were joined<br />
by State Sen. Laura Fine<br />
(D-Glenview) and State<br />
Reps. Jennifer Gong-Gershowitz<br />
(D-Glenview) and<br />
Jonathan Carroll (D-Northbrook).<br />
At the start of the meeting,<br />
Northbrook Library Director<br />
Kate Hall introduced<br />
the two senators and three<br />
representatives before each<br />
spoke for three minutes.<br />
Morgan, who is beginning<br />
his second year as<br />
a member of the Illinois<br />
House of Representatives,<br />
spoke first, highlighting his<br />
plans for the legislative session<br />
that started Tuesday,<br />
Jan. 28.<br />
“Of the things I’m looking<br />
to do in the spring,<br />
the first is a policy issue:<br />
combatting the increase in<br />
anti-Semitism in our communities,”<br />
Morgan said.<br />
“We have seen an increase<br />
in anti-Semitism in our<br />
schools and at the University<br />
of Illinois. We have<br />
seen hate crimes across the<br />
country. It strikes all of us<br />
at the core.”<br />
Morgan also emphasized<br />
that legislators “need to<br />
look at the way we spend<br />
tax dollars” by ending “corporate<br />
tax giveaways” and<br />
said a clean-energy jobs act<br />
is essential.<br />
Morrison has served in<br />
the state’s upper chamber<br />
since 2013. She chaired<br />
the Human Services Committee<br />
in 2019 and was a<br />
member of the Green Caucus.<br />
“Last year, we passed<br />
some amazing Human Services<br />
legislation, things that<br />
the governor prioritized,”<br />
she said. “One of the things<br />
was making policy changes<br />
(to alleviate the) lack of resources<br />
for people with disabilities.<br />
People are shortchanged<br />
so often for lack<br />
of resources.”<br />
During the question-andanswer<br />
session, there were<br />
five major issues that members<br />
of the audience asked<br />
their legislators to address:<br />
the environment, property<br />
tax relief, the November<br />
referendum on replacing<br />
the current flat tax with a<br />
tax increase on the upper 1<br />
percent, reforming pension<br />
plans for teachers and state<br />
workers, and meeting the<br />
needs of children with autism<br />
and special needs.<br />
“The environment is an<br />
issue that we cannot focus<br />
on enough,” Carroll said.<br />
“Look all around us. Look<br />
at the shorelines. We are seeing<br />
things happen (as a consequence<br />
of global warming<br />

Morrison is committed<br />
to ensuring job opportunities<br />
for those who lose<br />
their jobs in the transition<br />
to clean energy, such as<br />
those in working in the fossil<br />
fuel industry in southern<br />
Illinois.<br />
