NATIONAL BLACK HISTORY MONTH 

February is National Black History Month, also known as National 

African American History Month, a time for all Americans to celebrate 

the achievements of African Americans and recognize their central role 

in American history. Other countries, including Canada and Great Britain, 

have also set aside months to honor black history. The month of February 

was chosen to coincide with the birthdays of President Abraham Lincoln 

and noted civil rights advocate Frederick Douglass. The first record of 

Africans arriving in North America is dated 1619, when a privateer ship 

carrying “twenty and odd” Africans landed at Point Comfort, Virginia, 

which is now modern-day Hampton, Virginia. The Africans were traded 

as slaves in exchange for provisions. 

African-American’s impact our society throughout history and in numerous 

ways. Here are just a few prominent individuals we honor this month: 

• Thurgood Marshall was the first African-American appointed to the 

Supreme Court. We recognize Thurgood Marshall every year on National 

Maryland Day. 

• George Washington Carver developed over 300 products from peanuts. 

Celebrate George Washington Carver and his contributions to the peanut 

industry on National Peanut Day. 

• Shirley Chisholm was the first African-American woman elected to U.S. 

House of Representatives. 

• Rosa Parks helped initiate the Civil Rights Movement by refusing to give 

up her seat on the bus in Montgomery, Alabama. Celebrate Rosa Park on 

Rosa Parks Day and learn more about her contributions to the Civil Rights 

Movement. 

• Louis Armstrong is widely known as a jazz pioneer. Information about 

Louis Armstrong can be found in November on National Louisiana Day. 

• Colin Powell is a 4-star General who became Secretary of State. Colin 

Powell dedicated the Buffalo Soldier monument at Fort Leavenworth, 

Kansas, establishing the first Buffalo Soldiers Day. 

• Barack Obama was elected the first Black President of the United States. 

Black History Month was created by twentieth-century historian 

Carter Woodson, who believed black Americans were not adequately 

represented in the study of American history. Carter Woodson hoped 

for the day when black history would be accepted as a part of American 

history. Formerly known as Negro History Week, Black History Month was 

officially declared by President Gerald Ford in 1976.

SCOUTS 

CONGRATULATIONS TO A NEW EAGLE SCOUT 

William Hummeldorf, a sophomore at Tompkins High School in Katy, 

Texas, completed his Eagle Project at Manford Williams Elementary 

in Lamar CISD this month. William has been in the Boy Scout program 

since Kindergarten and is about to earn the highest rank possible. He 

is currently a Life Scout with BSA Troop 1103. He named his project the 

Rainbow Room. His Rainbow Room is a sensory room for elementary 

students with special needs. He wanted to provide a place for students 

to go when they feel over stimulated or overwhelmed. William is very 

passionate about this project because he, too, is on the autism spectrum 

and utilized a Rainbow Room in his preschool. William’s Rainbow room 

has a ball pit (made by Troop 1103), a punching bag, crash pad, teepee 

with weighted blanket and body sock, as well as a comfy bean bag chair 

with Optical LED lights surrounding it. William also provided a laptop with 

calming music already downloaded as well as a diffuser for aromatherapy 

and projector shining lights on the ceiling. The room is a tiny wonderland 

for kids who need it. William raised the money from family and friends, 

created a budget, built and assembled the items with help from fellow 

scouts and installed everything one weekend in December. William 

hopes the idea of his Rainbow Room will spread to other schools.

DEMOGRAPHERS PROJECT 

CONTINUED GROWTH FOR KATY ISD 

During its December Board meeting, Population and Survey Analysts 

(PASA) presented its annual demographic update on Katy ISD enrollment 

growth. According to the organization, the District is expected to see 

nearly 100,000 students by 2029, making it the second fastest growth 

school district in Texas. 

While the District is currently 79% built out, PASA projects the majority of 

enrollment growth is expected to take place in the northwest quadrant 

of Katy ISD. Specifically, Katy High School and Paetow High School are 

projected to be over enrollment capacity by the year 2023. The five 

largest and fastest growing subdivisions in the northwest quadrant 

include Elyson, Cane Island, Bridgeland, Camillo Lakes, Morton Creek 

Ranch. Together, these growing subdivisions are expected to bring over 

27,000 residents to the area within the next eight years. 

Even with the growth projections spotlighting the northwest quadrant, 

in other quadrants around the District, many campuses will see various 

levels of enrollment growth. Cinco Ranch High School, for example, is 

projected to see large enrollment numbers in 2020-2022. 

Katy ISD works closely with PASA to determine attendance boundary 

modifications needed as the district continues to grow at a rapid 

pace. PASA indicated the District will need new campuses to address 

overcapacity enrollment relief and to balance enrollment across the 

District, especially in the predicted growth area of the northwest 

quadrant. 

KATY ISD MOVING FORWARD 

WITH TWO SCHOOL BUS INITIATIVES 

In December, the Katy Independent School District Board of Trustees 

approved two transportation items that are focused on providing 

safe, reliable transportation to the District. The Transportation Camera 

Systems Upgrade, which was made possible by Katy ISD’s 2017 Bond, 

will enhance the camera systems on every District bus to include eight 

cameras located in the front, inside and back of the buses. In addition, to 

help alleviate the bus driver shortage across the District, Trustees voted 

to approve a contract for the 2020-2021 school year that will provide 

funds to hire GoldStar Transit, a third party transportation provider, to 

supplement districtwide driver personnel needs. 


Assistant Superintendent of Operations, Ted Vierling, presented both 

items. “The camera system upgrade will provide the latest in technology 

and safety measures available in school bus transportation,” said Vierling. 

“The system is capable of supplying video coverage of every seat 

positioned in the school bus, while also monitoring the activity in nearly 

every corner of the vehicle and bus stop locations,” he added. 

Installation of the cameras began over the District’s Winter Break, with 

all 330 regular buses and 241 special education buses anticipated to be 

outfitted by the end of the 2019-2020 school year. 

Katy ISD will also enter into an agreement with GoldStar Transit to provide 

additional drivers as the District continues to struggle with personnel 

recruitment amid the state- and nation-wide bus driver shortage. The new 

agreement with GoldStar Transit, a Texas based transportation company, will 

provide at least 40 bus routes, though remains tentative until new school and 

enrollment routes are confirmed in Summer 2020. GoldStar Transit currently 

provides services to a number of school districts, including Fort Bend ISD, 

Bastrop ISD, Waco ISD and Navasota ISD. The company’s drivers will be 

trained alongside Katy ISD bus drivers, while its buses will display Katy ISD 

signage and have equipment on par with that of standard District buses. 

Still, District officials have emphasized that recruiting and retaining inhouse 

drivers remains its priority now and into the future. Katy ISD has 

put a great deal of effort into increasing and maintaining its bus driver 

pool, including recently raising hourly pay to $17.17/hour - a figure that 

is competitive across the region, increasing perfect attendance and 

recruitment bonuses, providing child care services at the rate of $2 a day 

and conducting annual recruitment fairs. 

KATY ISD EARNS AP® DISTRICT 

HONOR ROLL FOR THE 8TH TIME 

The College Board announced Katy Independent School District as one 

of 250 school districts in the U.S. and Canada to be recognized by the 

organization on the 10 th Annual AP® District Honor Roll for increasing 

Advanced Placement (AP) course participation and scores. Katy ISD is one 

of only 18 districts in Texas to earn this distinction. 

More than 4,000 colleges and universities around the world accept AP 

scores for college credit, advanced placement and/or consideration in the 

admissions process. To be included on the 10 th Annual AP District Honor 

Roll, the committee reviews three years of data, student participation 

and student scores on AP Exams. 

Additional requirements to be eligible for the 10 th Annual AP District 

Honor Roll, participating districts must: 

• Increase participation/access to AP course work by at least 4 percent 

in large districts, at least 6 percent in medium districts and at least 11 

percent in small districts. 

• Increase or maintain the percentage of exams taken by Black/African 

American, Hispanic/Latino, American Indian/Alaska Native and Native 

Hawaiian/Other Pacific Islander students who scored a 3 or higher on at 

least one AP exam. 

• Improve or maintain performance levels when comparing the 

percentage of students in 2018 scoring a three (3) or higher to those 

in 2016, unless the district has already attained a performance level at 

which more than 70 percent of its AP students are scoring a 3 or higher. 

In 2019, Katy ISD was also named the College Board’s AP Large District 

of the Year for being the nation’s leader among large school districts in 

simultaneously expanding access to Advanced Placement Program® (AP) 

courses and improving students’ performance on AP Exams.

in educational excellence. The District maintains more than 66 campuses and 

facilities and serves 83,000+ students. Recently, Katy ISD earned an “A” overall 

district rating from the Texas Education Agency and an “A” from the Texas 

Schools Financial Accountability Rating System of Texas (FIRST).

NATIONAL CHARITY LEAGUE, INC., STAR CHAPTER RECOGNIZES SENIOR CLASS FOR ACHIEVEMENT IN 2020 

On Sunday, February 16 th , National Charity League, Inc., Star Chapter (NCL, Inc.) will honor the Senior Class of 2020 at the Chapter’s annual Senior 

Recognition Ceremony. This formal event will take place at the Sugar Land Marriott Town Square at 6:30 PM. The evening includes recognition of each 

of these 25 graduating seniors for their accomplishments and contributions to the community as well as dinner and dancing with family and friends 

in attendance. Over the last six years, these young ladies, alongside their mothers, have contributed over 9,255 volunteer hours at 32 local charities 

throughout the community. In addition to serving their community through volunteering, these young ladies were also honing leadership skills and 

developing cultural awareness by planning and attending educational meetings, chapter-wide events, socials, class retreats and cultural events that

KATY ISD EDUCATION FOUNDATION 

ANNOUNCES REASON2RACE 

Pick your race, pick your pace and raise funds for teacher grants with 

every step. Run or walk with the Katy ISD Education Foundation in the 

Katy Half Marathon/5K/1K on Saturday, February 8, 2020 at Katy Mills 

Mall to raise funds for the Inspiring Imagination teacher grant program. 

The Katy ISD Education Foundation celebrated a spectacular milestone 

this year with $1,600,000 awarded in its first seven years of Inspiring 

Imagination teacher grants. Reason2Race and its proceeds play a key role 

in reaching milestones such as this and will continue to garner support as 

the foundation’s grant program expands. 

Register and join Team Katy ISD Education Foundation, a Katy ISD campus 

team or recruit your own team of co-workers and friends. The Katy ISD 

Education Foundation has a goal of $60,000 for this year’s Reason2Race. 

All proceeds will directly support Inspiring Imagination grants awarded

mark your calendar for the Houston Wing Annual Hanger Dance, set for 

Saturday, February 22 nd at the West Houston Airport (Hanger B-5). Dinner

The Spring Branch African Violet Club will hold their Annual Plant Show
