BABY BOOM DUE?
THE JURY is out on whether
Canterbury could see an explosion
of Covid-19 babies in nine
months’ time.
Healthcare experts have found
it difficult to forecast whether
history could repeat itself and
STRUGGLING businesses and
people who have lost their jobs
due to the Covid-19 pandemic
could be eligible for a rates
remission.
City councillors were briefed
on Tuesday about options
for possible ways to ease the
rates burden as the economic
downturn grips, they will make
a decision in their meeting
today.
But the elderly could be left
out, a confidential briefing
leaked to The Star shows.
In the briefing, city council
staff recommended a rates
remission policy which would
allow for a six-month extension
to payment deadlines with no
added interest or penalties to
businesses and individuals
impacted by the virus.
But staff recommend against
a rates postponements policy
focusing on longer-term
postponements for elderly.
The briefing states eligibility
for the extension would align to
the Government’s wage subsidy
criteria.
Who was that masked man?
“COME ON mate, get a move
on,’’ I thought as I came to a halt
in the supermarket.
In front of me was a guy with
his trolley, and just ahead of him
presumably his wife. Both were
wearing masks that covered most
of their faces. Good stuff there.
I was heading towards the
bread racks and any other time I’d
squeeze past.
But we are in the age of Covid-19,
and I was staying my
distance, masks or not. I too
was protected with disposable
gloves.
Thirty seconds or so went by,
and he didn’t move, in spite of
me looking at him, raising an eyebrow
as best as I could to let him
know I was keen to get past.
But he didn’t move.
I couldn’t tell whether he was
looking at me or looking past me.
But he had a fixed, steely almost
grumpy look. He appeared frozen
in time.
I then said as politely as I could:
“Do you want to come through,”
hoping he would take the hint
and move forward from the
centre of the aisle he was in, and
Step 3:
MARCH HAS seen our world
turned upside down in a way
that most of us did not expect to
see in our lifetime.
It was on our risk register.
Human disease pandemic was
third after earthquake and tsunami.
So, we have got plans in
place, but this is huge, and the
impacts of a global pandemic
will have long-term effects on
our economy.
While we are dealing with
the shock of a crisis, it is hard to
think about the future. But we
must.
Our earthquake experience
teaches us we need to prepare
for recovery now. We cannot
wait until the crisis is over.
Every decision we make now
will have an impact on our
recovery.
Which is why it’s good that
we don’t need to make every
decision right away. As has been
said many times – this is not a
sprint, it’s a marathon.
Latest Canterbury news at starnews.co.nz
• From page 1
But Ms Edmond said the stress
and anxiety caused by Covid-19
could also cause a decrease in
many people’s sex drive.
“We have got many families
under huge financial pressure and
having significant worries about
them losing jobs. We may not see
that (a baby boom) this time because
of that,”
she said.
On top of
financial pressures,
police
are expecting
to see the
level of family
violence rise
during the
lockdown
period – putting a further strain
on New Zealand families.
The Canterbury District Health
Board’s director of midwifery
Norma Campbell said with any
long period of time where people
have to stay at home, a baby
boom is always a possibility.
“That will become apparent
in about two-three months time
when women seek care for their
pregnancy,” she said.
If it was to happen, Ms
Campbell assured Christchurch
Women’s Hospital’s maternity
unit – the largest of seven
birthing units in Canterbury
– would have enough time to
prepare and be ready for any
increase in births.
In previous years, the country
has faced a shortage of midwives.
Last year, midwives across the
country were pushing for better
resourcing and funding from the
Ministry of Health.
But Ms Campbell said it now
has more midwives as a result of
recruitment and retention work
than it has had in a number of
years.
Some midwives who teach
have come back into the workforce
while locums who are often
travelling are now back in New
Zealand and available, Ms Campbell
said.
Comparing now to the end
of World War 2, Ms Edmond
said the times are different in
the sense there wasn’t the same
Mayor
Lianne Dalziel
We need good information
about all the impacts so we can
make good decisions. And we
need to be ready to kickstart
the economy with as much
infrastructure work as we can
muster as soon as the lockdown
is lifted.
But we also need to respond
to those residents and business
contraceptive options available as
there is today.
“One of the things we want to
make sure is people who aren’t
planning a pregnancy that we can
help them in that planning.”
bills right now because their
business has been closed or
they’ve lost their job.
The Government has stepped
in with the main packages of
support for businesses and
employees, but we need to look
at giving people experiencing
real hardship some breathing
space, knowing penalties won’t
apply. The same with council
tenants.
And they are the topics for
this week with our first ever
VMR (virtual meeting room)
livestream council meeting on
Thursday.
Hospital ready for increase in births
On Saturday, it was reported
there could be a global shortage
of condoms after Covid-19 shut
down Malaysia’s Karex Bhd, the
world’s biggest producer for more
than a week.
While the company has since
been given permission to re-start
production, only 50 per cent of its
workforce could return.
Ms Edmond said she hadn’t
heard about the potential issue
with condoms, but before the
Covid-19 crisis, there had been
supply issues around some of the
oral contraceptive pills.
Statistics New Zealand figures
show in Canterbury between
2018-2019, birth rates slightly
increased from 6939 to 7164.
But will those numbers boom
as a result of an influx of babies in
nine months time? Only time will
tell. • Families impacted, page 4
Families impacted by hospital restrictions
• By Bea Gooding
A RECENT move to further
tighten visitor restrictions at
Christchurch hospitals has
impacted many patients and
their families.
Last week, the Canterbury
District Health Board adopted
a no-visitors policy, meaning
friends and family would not be
able to visit their loved ones over
the lockdown unless they were
regarded as an exception.
After five years of trying,
Richmond couple Charize and
Jefferson Villapando were eagerly
anticipating the birth of their
first child, Calvin Jacob in April.
Instead, what greeted them
leading up to the birth was a
global pandemic, a level 4 lockdown,
and Calvin’s early arrival
in March – just as Christchurch
Women’s Hospital changed their
visitor policies.
Mrs Villapando said she was
surprised because when they
came to the hospital for labour
induction on March 25, the hospital
allowed one support person
– Mr Villapando – to be present.
Shortly after their son was
born on March 27 following an
emergency caesarean, the rules
had changed and Mr Villapando
was asked to leave.
Said Mrs Villapando: “It was
really difficult for me since I’m a
first-time mum, and my mindset
was that my husband would be
there during recovery. It was
hard to move around, and then I
still had to take care of my newborn
baby.
“I also felt bad for my husband
because it took us five years to
conceive this baby; I know how
heartbroken he was when he
found out he needs to be away
from us during this special
milestone.”
“But the hospital staff took
really good care of me and my
wee man. They’re risking their
lives for us, so they also need
to protect themselves and their
families.”
The CDHB adopted their strict
measures on March 26, only
allowing a nominated person
supporting patients through
their end of life care, a parent
or guardian supporting a child,
but her
husband
Jefferson
was not
allowed to
restrictions.
and one support person for those
who are giving birth.
The Villapandos understood
why these measures were in
place, and Mr Villapando returned
48 hours later to pick up
his wife and newborn son.
Said Dan Coward, CDHB
Covid-19 incident controller:
“Overall, our patients and their
families have been incredibly
understanding of why we have
this in place. They understand
our new policy is designed to
protect those receiving care in
our facilities.
“We understand it will be challenging
for families who cannot
visit, but now is the time for our
community to step up and help
us protect those in our care.”
Mr Coward said since the
restrictions were implemented
there has been no security issues
requiring escalation, but was
disappointed that people had
stolen protective equipment from
hospitals.
Said Mr Coward: “This is
incredibly disappointing as our
supplies are crucial to continue
providing appropriate and safe
care to our patients.
“With these supply pressures,
we have now taken steps to
ensure this does not occur
again, by having things like
hand sanitiser in locations easily
observed by staff.”
Tragic end to desperate search
A FATHER’S desperate coastal
search for his daughter ended
tragically when he found her
at the bottom of a cliff after she
suffered a fatal fall while out
running.
April Morel, a lover of nature
and adventure, was stretching
her legs with the family dog
when she fell from a coastal
track at Church Bay, near Diamond
Harbour, on Monday.
Her worried father Don
Martin set out looking for her as
the hours wore on without the
35-year-old’s return.
Part of him hoped she might
be resting with a twisted ankle,
but knowing the track well he
feared there was more to it.
He rang a friend who had boat,
saying they needed to start a sea
search.
After contacting authorities,
Mr Martin was mindful of the
fading light and incoming tide as
they entered the water.
The desperate search ended
with the horrific discovery of
Morel’s body in Church Bay.
“We are still coming to terms
with it, I don’t know if I ever
will,” he told the NZ Herald
today.
“April will always be in our
hearts. She will never be forgotten.”
Mr Martin said his born and
bred Cantabrian daughter – the
NATURE LOVER: April Morel suffered a fatal fall on Monday
and was found by her father.
eldest of three sisters – was
someone who had always led
from the front.
“Christchurch was never going
to be big enough for April,” he
said.
As a young adult with a
snowboard strapped to her back
she set off for Canada but as
a spiritual person with a deep
desire to explore she later found
herself in India, Thailand, and
South America.
“Like any parent, I was happy
for her to be happy but there
were always tears shed at the
airport every time she travels.”
Once again home in Christchurch
she was content, which Mr
Martin said was a testament to
her partner Tyler Blank.
“He is part of our family now,
with or without April being
here.”
Mr Blank, who lives outside
of San Francisco, met Morel at
a transformational gathering
outside Palmerston North about
“We fell in love pretty quickly.
We didn’t want to be away from
each other very long.”
A shared love of travel meant
their long-distance relationship
was quickly filled with adventures
in Spain and Hawaii.
Together again in New Zealand
the couple were in Golden
Bay set to go camping in the
Abel Tasman national park when
news broke of the impending
lockdown.
Mr Blank said they both felt
grateful they could stay with
Morel’s father and stepmother
Caroline Martin in their home
in Diamond Harbour.
“We were doing really well.
We were cooking, baking, working
out and watching inspiring
documentaries.”
They had also been working
on partner yoga videos to share
with the world, he said.
“We were planning out our
lives, wanting to spend our lives
together.”
In each other they had found
the person they wanted to grow
old with, something they had
both been looking for, he said.
Morel’s younger sister Jasmine
Morris said they had always
looked up to her.
“She was everything and more
of what a big sister should be. We
always had so many stupid jokes
and laughs together.
“She always looked after me
regardless of where she was in
the world. She loved her nieces
so godamn much. They were her
driving force.”
Youngest sister Zoey Walker
said Morel was one of the
strongest and most determined
people she knew. She truly lifted
everyone around her up, she
said.
Her laugh, smile, and whole
being would “live on forever in
our hearts”.
Morel’s mother Debbie Morel
said her “darling April” arrived
in this world in a hurry after a
bumpy ride down Bealey Ave to
the hospital.
To all their amazing family
around the world, throughout
the cosmos, her eldest daughter
had touched hearts and souls,
she said.
“I would like to say more but
this is incredibly difficult, but
everyone who knows you, shared
even just a hello, or a smile from
you were touched forever. Go
get them girl. Rainbows forever.
Look out universe, here she
comes.”
exceptional circumstances and only one
visitor or support person per patient for
most areas. No children under 16 will be
permitted. This applies to the Emergency
Department and all wards and services. All
visitors will be assessed on entry and you
will need to provide your name and contact
details. If you are unwell, you will not be
able to visit. Thank you for helping us keep
our patients and staff safe.
Outpatients and elective
Be kind
Canterbury has been through a lot, and we
will get through this as well. We’re stronger
together. Remember to check in on the
elderly or vulnerable. Make a difference
by dropping off supplies to those who are
home sick and ‘virtually’ check in with
whānau, friends and neighbours who are in
isolation.
Stay home
You must stay home unless you work in
an essential service. We all need to do
everything in our power to break the chain
of possible transmission of COVID-19 (and
other viruses) in our communities.
While in isolation at home you can still go
out for a walk, but please keep at least two
metres away from others.
Together we can slow the spread.
Rates to be impacted
•From page 1
It says individuals
must have proof of a
loss of employment
due to Covid-19 and
businesses must also
show a 30 per cent
decline in actual or
predicted revenue over
the period of a month
when compared with
the same month last
year as a result of the
virus to be deemed eligible.
The briefing forecasts a loss of
$1 million in revenue due to late
payment penalties being remitted
under the policy as well as an
estimated interest cost of $1.25m
to the city council if all ratepayers
apply. This would require a rates
increase of up to 0.45 per cent in
the 2020/2021 financial year to
cover the two costs.
Within the briefing, it
also states the city council’s
investment arm Christchurch
City Holdings Ltd has signalled
that there is a risk its planned
dividend of $26 million to the
council may not proceed in
June as planned which could
have a further impact on rates
rises.
“Of CCHL’s eight subsidiaries,
the majority of the dividends
are generated by Christchurch
Airport and Orion. Christchurch
Airport has been significantly
impacted by Covid-19 and is not
expected to fully recover for close
to two years.”
Excluding the CCHL dividend
and any form of rates relief, a
$5.7 million loss is projected for
this financial year from the fourweek
lockdown, which would
result in about a 1.1 per cent rates
rise.
A lockdown of two months
would cost the city council $5.7
million and result in a 1.3 per
cent rates increase, a threemonth
lockdown would result
in a $6.9 million loss and 1.3 per
cent impact according to the
briefing.
The city council is proposing
an average rates increase of 4.65
per cent across all ratepayers in
this year’s Draft Annual Plan,
which is currently under public
consultation and will be finalised
before July 1.
The 2018-2028 Long Term Plan
also predicts a 50 per cent rates
increase over 10 years.
Supermarket online shopping
troubles for elderly woman
COUNTDOWN’S online
shopping service is causing
headaches for an elderly
Christchurch woman during the
lockdown.
Countdown says the demand
for online shopping has been
unprecedented but it is working
hard to ensure it meets the needs
of as many people as possible.
Marlene Bennetts, an 82-yearold
St Martins resident, is disabled
and relies on Countdown’s
online shopping service to get
her groceries.
She is on a list for people
whose online shopping is supposed
to be prioritised during
the lockdown and she needs
essentials like fruit, bread and
milk. However, she was up past
midnight on Sunday trying to
make her grocery order, until
she gave up.
Mrs Bennetts had to wait
about three hours that same
day trying to get through to
Countdown’s online shopping
helpline. She was instructed to
try at midnight every night until
she is successful and said the
earliest she will get her groceries
is Sunday, April 5.
Said Mrs Bennetts: “I’ve got to
do this every midnight if I want
to get through.
Marlene Bennetts
“This was for next Sunday I
put in for because that’s all there
was, it’s all booked up until next
Sunday.
“As for the priority list, it’s not
even worth going online to get
on to it. Why have a priority list
when we’re treated just the same
as the others?” she said.
She said she is worried there
will be people in similar or
worse situations than her who
shop online also struggling.
“I’m just thinking there are
other people out there like myself,
maybe even worse condition
than me.
“There are lots of people who,
at my age, aren’t computer
people, so that’s what I’m really
mainly concerned about,” said
Mrs Bennetts.
Said Countdown communications
adviser Charlotte Mee:
“We’re really sad to hear about
our customer and her experience.
Last week we had 100,000
people register for online shopping
and nearly 29,000 people
who applied for our Priority
Assistance service (more than
16,000 customers have now been
accepted for this service since it
launched on Wednesday).
“I can assure you and our
customers that we are working
as hard as we possibly can to
increase the number of personal
shoppers we have in stores, the
amount of trucks on the road
and the number of delivery
windows we have. Hopefully
you can appreciate the unprecedented
demand we’re dealing
with and how incredibly difficult
it is. The reality is that we are not
going to be able to reach every
single New Zealander but we are
trying,” she said.
She said Cowntdown’s message
to customers is those who
can shop in person should, so
online shopping is easier for
people who need it most, like
Mrs Bennetts.
With life full of constant surprises, it is
important to consider whether you have
arrangements in place for your affairs
and your health should you be unable to
manage them.
Many people know what a Will is but not
as many know the importance of also
having Enduring Powers of Attorney
(EPOAs) in place.
EPOAs are legal documents that grant
another person (your Attorney) the ability
to manage your property affairs and make
decisions for your welfare on your behalf,
should you be unable to do so due to
accident, illness or mental incompetence.
Many people also assume that their spouse/
partner or other family members can
automatically take the reins if they lose
capacity, but this is not the case. If EPOAs
are not in place, an application needs to
be made to the Family Court for Orders to
appoint someone to assist you. This can be
an expensive and time consuming process
when urgent decision making is needed.
Having EPOAs in place can then save you
and your family a lot of stress and also ensure
that you get to choose who looks after you
and your affairs.
The law on EPOAs states that lawyers
must be engaged in the process of creating
EPOAs to ensure that they are created
properly, and that you are well informed
and satisfied with the power you are giving
to your attorney.
CANTERBURY’S FIRST person
to be hospitalised with Covid-19
was expected to be discharged
today.
The news came as no new Covid-19
cases have been recorded
in Canterbury over the past 24
hours, with the total number
remaining at 52.
Director of
public health
Dr Caroline
McElnay said
on Wednesday
there are 61
new confirmed
and
probable cases
in New Zealand,
bringing
the national
total to 708.
Canterbury now sits seventh
behind Southern, Auckland,
Waitemata, Waikato, Capital and
Coast, and Counties Manukau
DHB areas.
The number of people receiving
treatment in hospitals
remains the same – with 14 at
facilities nationwide, including
two in a stable condition in ICU.
Compost company Living
Earth in Christchurch has been
linked to eight of the region’s
confirmed cases. The Ministry of
Health released the information
on Tuesday, back-tracking on
advice issued on Monday that
it would only be publicising
information on clusters with 10
or more cases.
Dr McElnay said there have
been no new Covid-19 related
deaths since Sunday.
She said the decreasing numbers
of new cases was “encouraging”,
but it was too early to read
much into the decline.
CAPACITY: Coronavirus testing is being ramped up.
Thursday April 2 2020 The Star
Testing was being ramped up
and would likely reveal more
cases.
Getting 5000 tests a day would
be ideal and that could happen
when more labs are brought on,
she said.
She said work was ongoing to
procure more ventilators.
There were about 500 ventilators
in public hospitals and about
250 more in private hospitals,
and more were being ordered
from overseas.
The number of tests was plateauing,
she said.
She conceded that there was
a lot of uncertainty around the
current 1 per cent of community
transmission, which was criticised
as “meaningless” yesterday
by epidemiologist Sir David
Skegg.
Dr McElnay said there was still
a strong link to overseas travel,
with just over half of the cases
reporting overseas travel.
About 1 per cent of cases
were due to community transmission.
A new case definition for testing
would be issued today, she
said.
“But we do rely on clinical
judgement at all times.”
Anyone with respiratory
symptoms consistent with
Covid-19 should now be tested
regardless of whether they had
been overseas or in close contact
with a confirmed case.
About 1843 tests per day were
being conducted in the past
week, with daily capacity at
about 3700 tests.
More testing capacity is being
added, she said.
A number of clusters, or
outbreaks from connected cases,
have sprung up, Dr McElnay
said.
She said in those clusters, close
contacts needed to be identified
so get better control of the spread
of the virus.
for breaching the privacy of two
people with Covid-19 connected
SERVICE stations in
Christchurch are taking measures
to stop petrol drive-offs.
BP 2go Halswell has brought in
new security requiring motorists
to pay before they fuel up their
vehicles.
The station’s manager Shivam
Munjal said it was not something
the station wanted to do, but due
to the financial impact of the
Covid-19 lockdown, it was necessary.
“Due to the crisis going on at
the moment, the economy is going
to go down and people won’t
be getting paid. We are at high
risk – people may do more driveoffs
now.”
Mr Munjal said security
changes were not intended to be
permanent.
While the station was unable to
disclose specific numbers, in the
last month there has been a higher
number of petrol drive-offs than
usual, Mr Munjal said.
Other fuel stations across the
city have also brought in security
changes amid the lockdown period.
“I think we have learnt a lot,
that first test for us after the
think that response was a result
Christchurch Citizen’s Advice
Bureau can help.
Its manager Mollie Howarth
leads a team of about 100 people
who she said offer advice on
from things as small as how to
cook a chicken, to much bigger
issues like how to deal with the
effects of Covid-19.
Said Mrs Howarth: “Our volunteers
are trained to interview
clients and find out what is at the
heart of an issue.
“It can be from anything as
silly as how long do I cook a
chicken, right through to my
wife up north has a new boyfriend,
I don’t know what to do?
“They research that information,
then go back to the client
and explain it in a way that the
client can get the information
and feel empowered to do something
about their situation,” she
said.
The 51-year-old Hornby
resident, who has worked for
the bureau for 12 years said it
helps people who need advice on
things such as consumer issues,
tenancy problems, family and
relationships and employment
matters.
Mrs Howarth said its volunteers
are working hard to
support people through the
Covid-19 pandemic. She said
times like these show the value of
the bureau for keeping Christchurch
residents informed and
feeling whipped-up and worried.
“I guess this is the time where
we really lean back into the support
systems and structures that
we have available,” she said.
She said right now it is about
“just taking each day at a time
and just putting one foot in front
of the other.”
Mrs Howarth said in spite
of the bureau’s volunteers no
longer meeting with people face
to face due to the current health
crisis, they can still be reached
by phone, email and through an
online chat.
“We’re planning on keeping
our service available to people
for as long as possible. That’s the
aim because we don’t want people
to suffer because they don’t
understand what’s available to
them,” she said.
Mrs Howarth said the advice
would not be possible without its
volunteers.
“Our volunteers are the ones
that do that front line service because
our organisation is built on
not only supporting our clients
with impartial, confidential, free
information, but it’s also built on
volunteerism.
“It’s about using the resources
of people who are freely giving
their time.”
Mrs Howarth’s job is often
stressful but she receives great
support from her husband Mike
Howarth.
“He’s very good.
“When you are part of a community
organisation, it’s just not
you that works for the organisation.
If you’re like me, when you
need practical help and support,
the old partner gets roped in to
help you with the odd thing from
time to time,” she said.
Her dogs Scout and Bella are
also supportive.
“One of the things that
actually gives me my moments
of peace in this chaos is actually
coming home to them [the
dogs] because they don’t judge
me.
“Sometimes just actually
going with them for a walk or
giving them both a jolly good
pat when I get home, I know it
sounds daft, but that’s one of the
things that does provide a lot of
mental relief for me,” said Mrs
Howarth.
Readers write about the
Covid-19 pandemic and
New Zealand’s lockdown
Cyril Smith – On Tuesday
I sat down to listen to the
nationwide broadcast on TV1 by
Prime Minister Jacinda Ardern
expecting to hear what message
she had for the country in these
uncertain
pandemic times.
To my dismay
there was some
commentator
trying to
outguess what
the PM was
going to announce I immediately
turned the sound down as I did
not to hear unnecessary woffle
that happens on these occasions
and only turned the sound back
on when the PM appeared on the
screen.
My compliments to the PM as
she has a comprehensive grasp of
the situation and the presentation
was excellent.
Together with the director of
health and others in making
these decisions the whole country
will be in a good position to overcome
all problems as they arise.
N G Smith – I believe the
Government should rethink
how we treat some parts of the
emergency.
The economy must be allowed
to continue and the self-employed
who can carry out their business
without risk to themselves or others
should be encouraged.
Two examples within my bubble
are:
I have ordered a table from
a self-employed craftsman, his
workshop is in a different part of
town.
He can drive to a supermarket
so why not to his workshop
and be able to complete and get
paid for his effort, another is a
mechanic refurbishing an engine
(among other jobs), he too can
drive to the chemist but not his
workshop . . . finish the job and
get paid.
We want to hear your views on the issues affecting life in Canterbury.
Latest Canterbury news at starnews.co.nz
There will be dozens of other
people who carry out their
functions in complete safety
and keep their income, also
preferable to the taxpayer
Excercise is important, you can
walk to your local park and swing
a club, but not drive to your local
golf course which has 100ha or
more for the purpose, it would be
very simple to stay a safe distance
from anyone else.
The greenkeeper (who often
lives on course) is not allowed
to drive his tractor or mower to
maintain the facility as his job is
not deemed “essential,” but no
one else is within several hundred
yards so he would come under a
“safe” definition.
Common sense should
prevail as we need life to return
The coming week in our history
April 2, 1915 – On Good
Friday up to 2500 New Zealand
and Australian troops rioted in
the red-light district of Cairo.
Legend has it that the ‘Battle of
the Wazzir’ began as a reprisal
for the spread of venereal
disease and was inflamed by rumours
that Egyptian pimps had
stabbed soldiers. The houses of
prostitutes were ransacked and
their furniture was thrown into
the streets and set alight. Firefighters
who attempted to put
out these fires were obstructed
and their hoses were damaged.
April 3, 1943 – Hundreds of
soldiers and civilians slugged it
out on the streets of Wellington
during the ‘Battle of Manners St’,
the most infamous clash between
New Zealanders and American
servicemen during World War 2.
At any one time during the two
years after June 1942, between
15,000 and 45,000 American
soldiers and sailors were based in
New Zealand. The ‘American invasion’
led to a clash of cultures.
Romantic liaisons developed between
American troops and New
Zealand women. Many New
Zealand men, especially soldiers
serving overseas, resented the
popularity of these American
‘bedroom commandos.’
Phar Lap was New Zealandborn
title would be as we spend a month in quarantine.
Thanks to the well-worn roads of the internet though I can still
deliver you a look at paintings often inspired by something seen
on my bike. Whether from the Summit Road on Banks Peninsula, a
more intimate scene in Hagley Park to beside a river in Arrowtown,
I continue to be inspired by the quality of light from a low sun. Often
evening and sparkling on water, which deliver contrast and warm,
vibrant colours. I hope these paintings lift your spirits over the next
few weeks.”
Philip Beadle’s immediate environment is Christchurch, where he
lives, with its cityscapes, the Canterbury plains, the Southern Alps
and Banks Peninsula - all sources of subject matter and inspiration.
Philip regularly travels and paints around New Zealand and has
had several trips overseas gathering material from which he has
painted. His paintings have been purchased to collectors worldwide
as he manages to capture the essence of a scene at it’s most
beautiful, a painting that you could gaze at forever.
OLD BOYS Collegians
cricketer Hayley Aburn’s
dream to play for Canterbury
still burns brightly.
The 28-year-old was named
Christchurch’s premier
women’s player of the year
for the second straight time
after another dominant season
where she was top run-scorer
while opening the batting and
also contributed as a bowler
and wicket-keeper.
She is now left hoping she
can earn a Canterbury debut
next season.
“I’ve been in and around the
squad for a few years but I’m
still waiting for my chance.
“I’m hoping that getting
this award twice in a row and
putting the performances
together, that I have, gets me
there.
“For me, I’m a team player
and I do what I need to do
for my team and that is scoring
runs, keeping and when
needed, bowling.”
Aburn has been playing
premier cricket since 2008 and
said she has learnt a lot about
her game over that time.
“As long as I’m enjoying my
cricket, then the performances
flow, from that and we have a
Latest Canterbury news at starnews.co.nz
great team culture at Old Boys
Collegians.
“Earlier in my career I
wasn’t that good at switching
off but now I try to do that
between balls or at the end of
an over.
“Being able to start fresh like
that has helped my game.”
Aburn played age-group
and development cricket for
Canterbury before taking up a
cricket scholarship at Lincoln
University.
After that, she played two
summers of club cricket in
Surrey and Hampshire in 2015
and 2016.
“That was a great experience
to play with top county players
and it set me up with a level
of professionalism for when I
came back to Christchurch.”
Aburn said she still wants to
represent her home province
but knows that with a limited
window left she may have to
look to play for another team
to achieve her dream.
“The desire is still there and,
hopefully, my performances
keep pushing me towards my
goal.”
In the meantime, she will
continue coaching junior
teams and being involved
behind the scenes and on the
pitch at Old Boys Collegians.
Aburn’s Canty cricket dream still realistic
Keeping secondary school students in sport
• By Jacob Page
BILL GROGAN has made a life
out of secondary school sport.
The School Sport Canterbury
regional director was a physical
education teacher at Burnside
High School between 1977
and 2002 before becoming the
deputy principal at Hillmorton
High School for three years, until
his current role came up.
“When I arrived at Burnside
the numbers had peaked I think,
2700 students somewhere around
there, but I really enjoyed it, it was
a well-organised place and it was
good to be involved with students
at all levels,’’ he said.
Grogan coaches track and
field, rugby and junior cricket.
A former Canterbury B winger,
he said he enjoyed coaching.
When his current role
came up in 2005, he had
mixed emotions.
“Being a deputy principal
was still a role I was
learning but I was getting
there.
“The Secondary School
Sport Canterbury role
was an opportunity that I
knew was out there and I
knew a bit about it.
“It seemed like an interesting
job and it came up earlier than I
would have wanted,” he said.
Bill Grogan
“I felt bad because I told
Hillmorton I’d be in the role for
five years but I thought if I didn’t
grab this chance now, I might
not get it again.
“What was expected
of me in the role wasn’t
a shock, it was more
of a culture change. I
realised it was nice to
be independent and not
controlled by a bell,” he
said.
Grogan said one of the
biggest differences now
compared to when he started
was the variety of sports secondary
school students can play, but
that had not translated to increased
participation numbers.
“The number of sports on offer
has increased but the number of
kids has not increased.
“You’re basically shifting kids
who were already engaged in
sport and physical activity into
another sport,’’ he said.
The 67-year-old said retirement
was approaching but he
remained passionate about his
role.
“I’ve loved seeing kids
getting out there and playing
sport.”
He said one frustration he had
was the overlapping of sport seasons
and the modern day reality
of secondary school students
Thursday April 2 2020 The Star
Hayley Aburn
not finishing one season of sport
before starting another.
”For some sports they lose
their players late in the season to
things like winter trials for rugby
and netball.
”I’m all for kids playing as
many sports as they like but it’s
tough when the seasons are so
close.”
Grogan said he was always
happy watching the young athletes
of tomorrow.
“We make an effort in our
office that if we are running an
event on a Wednesday we get out
there on the sidelines and watch
so we can see the product we are
helping to create,” he said.
GARDENING ADVICE
Today’s winning question
came from Lizzy Payne.
Congratulations!
Every year my dahlias develop
Q mildew as we come into
autumn. This then spreads
around the garden and seems
to limit some of the affected plants’ ability
to thrive. Is there anything I can do to
stop or prevent mildew?
A
WIN a Daltons Lawn Care Pack!
As dahlias die down naturally in autumn it’s
very common for mildew to appear. To
reduce the incidence and spread of
mildew, remove up to fi fty percent of
the leaves on your dahlia plants. Leave
the rest to die down to allow your next season’s
dahlias to have enough nutrients.
Dahlias grown in an open sunny position in soil
that is well-drained tend to exhibit less mildew in
autumn. You may want to consider shifting your
dahlias, once they have died down, to a sunnier
position with well-drained soil. If some individual
dahlia plants exhibit a lot of mildew each season, you
may wish to cull these.
Garden hygiene is very important in any garden. At the end
of the growing season, once the remaining leaves have
died down (brown), remove these and do a general tidy up
around plants so you start the next season with a clean
slate. Fortunately, the existence of mildew in
autumn does not appear to harm dahlia
growth in spring.
SPORT
• By Jacob Page
SPORT CANTERBURY chief
executive Julyan Falloon has
steered his organisation through
plenty of challenges during his
tenure.
He has spent the past 14 years
in senior positions with the
regional sports trust, the past
seven years in charge and the
previous seven before that as
general manager.
However, a coronavirus-enforced
lockdown provides both
new challenges and opportunities.
The 49-year-old has always
led an active lifestyle, he is just
as happy exercising in the Port
Hills as he is in an office but the
former All White footballer said
this experience is like no other.
“I’ve already modified my
exercise regime completely.
“One of my staff owns a gym
so we were able to snaffle some
equipment pretty hastily and set
it up in the garage.
“We’ve had a couple of box-fit
classes, and I hadn’t got my road
bike out in seven years, so I’d like
to think it’s a behaviour change
for the better, but it is early days.
“The main challenge is working
from home.
“The past week has felt like the
busiest week of my life but also
the slowest in terms of getting to
Friday.”
Falloon said his experiences
with the February 22, 2011,
earthquake and the terror attacks
last year helped shape his
approach to the lockdown.
“You’re drawing on those experiences
in terms of disruption
but the unique is still unique and
you’re drawing on those leadership
challenges and deal with it
and try to find opportunities.
“Our sector has to look at
this and realise it is what it is and
try to find the opportunity,” he
said.
“It’s early days and I can tell
you I already miss the face-toface
interaction especially with
my staff.’’
Falloon said having the
past experiences to call on is a
double-edged sword.
”That is a positive but I do feel
for the mental health and wellbeing
of our tamariki, our wider
community and our young
people. My concern is what will
be the long-term impact on our
people?
“I feel it makes sport and
physical activity even more
important.”
Sport Canterbury’s initiative
of SportStart Home which looks
to engage parents to participate
in sport and physical activity
around the home has found an
ideal time to test itself on the
public.
“Just like how kids take homework
for numeracy and literacy,
the idea was to take physical
literacy home.
“Parents are out in their driveways
or backyard with a limited
need for equipment.
“It also allows parents and
caregivers the chance to connect
with their child in a different
way.
“I’m constantly thinking about
what support my organisation
can offer to sports and clubs
coming out of this while also
looking out for the best interests
of my 50-plus staff.
“These are tough times but as
we get used to the lockdown, it
might help us work out a plan
as opposed to this rapidly evolving
situation that got us here
quickly.”
Before his days with Sport
Canterbury, Falloon’s football
talents had him represent his
country twice on a trip to Fiji in
1993 where he scored a goal.
He played during a successful
period of Chatham Cup
campaigns for Christchurch
United.
“Any time you play for your
country regardless of sport or
age-group it’s always something
to be proud of but I’m just as
proud as I am of the work my
team does now out in the community.
“I’m immensely competitive
and super passionate about the
region we work in.
“It doesn’t matter what team in
Canterbury is excelling as long
as we are excelling.
“It’s always great to influence
things positively in this role.”
where this squad was
picked from.
St Margaret’s College’s
Anna Wilson and Charlotte
Darry won a gold
and two silver medals
together in three boats
to earn recognition.
Charlotte was part of
the national team last
year.
Rangi Ruru’s Kyla
Otway, Tessa Reid and
Samantha Vance also
made it after all three
were part of the bronze
medal-winning under-18 eight.
Christchurch Girls’ High
School’s Sophie Bowden and Sophie
Hill, who finished third in
the South Island as a pair, have
made the women’s squad.
St Andrew’s College’s Ben
Farrell and Caleb Brown have
both made the list after the duo
earned silver in the under-18
coxed four at the South Island
championships three
weeks ago.
Christ’s College’s
Guy Chaffey and
Tom Tothill, who
were both part of the
victorious under-18
at Lake Ruataniwha
three weeks ago, have
also been selected.
A quartet from
Christchurch Boys’
High School has been
selected in Henry
Woedlers, Oli Taylor,
Liam Behrnes and
Scott Shackleton
made the men’s
squad.
The four from
CBHS won the
under-18 quad at the
South Island regatta
while Henry and Oli
added a silver in the
double.
Rowing New Zealand
still hopes to run
trials later this year at
a later date.
The New Zealand
junior team usually
prepares for the Junior
World Championships
which are scheduled to
be held at Bled, Slovenia, from
August 16 to 21.
Long-listed athletes may be
required to complete further
testing in Christchurch ahead
of whenever a trial date will be
announced.
Wildcats pull pin on season
Clive Beaumont
• By Jacob Page
THE CANTERBURY Wildcats
have pulled out of any potential
women’s national basketball
league campaign this year due
to ”insurmountable challenges
associated with Covid-19.”
The competition was set to
run alongside the men’s NBL
between April and July
but had been postponed
due to the coronavirus
outbreak.
Canterbury Basketball
Association general
manager Clive Beaumont
said it was the
only viable option left in
these tough times.
“Although the NBL
has not cancelled the season,
the circumstances we are facing
financially and practically mean
that we will be unable to put a
team on the floor in 2020 regardless
of a modified format, if there
is one,” he said in a statement.
A post on the team’s Facebook
page confirmed the decision over
the weekend.
“It is with much regret that the
Wildcats management team has
called time on the 2020 season
due to insurmountable challenges
associated with Covid-19,”
the statement read.
“Coach Dene Robinson had
selected a very competitive team
led by veteran point guard and
former Tall Fern Shea Crotty and
bolstered by talented imports,
Russian Marita Davydova and
American Deanna Kuzmanic.
“Travel bans have
meant neither import
will now be coming.
Internal travel is also
impossible. Facilities
closures have meant
the team has lost all
training locations.
And given the Government’s
guidelines
around alert level 4,
training together is
impossible.”
The situation also meant
the Wildcats scholarship programme
for 2020 has had to be
suspended.
Beaumont was quick to praise
the players and sponsors and
vowed the team would be back
in 2021.
“We know the team is
devastated – they all worked
hard for selection and have been
training hard in spite of the
circumstances,” he said.

Hybrids expand
Toyota C-HR range
THE FIRST experience I
ever had with a hybrid was
a disaster.
That was when hybrids
were in their infancy and
the evaluation car twice
needed a computer reset,
much like you had to do
with Windows 95.
In both instances the car
was parked up a driveway,
once at home, the other
rather embarrassingly in
an acquaintance’s driveway.
Thankfully, the helpful
technicians at the local
dealership came to my
rescue.
Hybrids have now
developed to the point
where that scenario has
long since disappeared,
today they are reliable and
immensely capable, almost
to the point where you
could say I’m hooked.
A lot of that comment
comes from a succession
of hybrids that have landed
here in the last 10 years.
My most recent hybrid
drive was in Toyota’s
cheeky, small sport utility
vehicle, the C-HR.
Interestingly, I
hopped straight out of
a conventional petrolpowered
C-HR and
straight into the hybrid, a
newcomer to the petrol/
electric market.
I’m not saying the
conventional C-HR isn’t up
to task, quite the opposite
in fact, the 1.2-litre four
potter is one of the sweetest
engines in any of today’s
SUV market, but the hybrid
with its Prius/Corolla
sourced 1.8-litre fourcylinder
driveline is a class
above.
The C-HR hybrid is all
new but, as I’ve alluded to,
the C-HR itself has been with
us for around three years
and it has captured a fairly
healthy number of sales.
The range is now quite
expansive, there are five
models, three conventional
and two petrol/electric,
starting at $32,990 and
ending at $37,990 for
the Limited specification
variant this evaluation
focuses on.
For interest’s sake, a base
specification hybrid comes
in at $34,990.
These are tempting
prices, and if you look at
the cost of hybrids over
the years, as economies
of scale come into play
there is genuine value to be
had, and there is the belief
environmental advantages
can be gained.
As you would expect
from something wearing a
Limited badge, the CH-R in
this form has a lot of hightech
features, especially for
safety; the Toyota Safety
Sense suite of electronic
goodies is fitted, and it will
go a long way to keeping
APPEAL: The C-HR hybrid is available in two
specifications from $34,990.
you, as a driver, out of
trouble in the first instance.
Other features for
comfort and convenience
include full leather trim,
satellite navigation, keyless
entry and ignition, and
Apple CarPlay and Android
Auto.
• Price – Toyota C-HR
hybrid Limited,
$37,990
• Dimensions –
Length, 4385mm;
width, 1795mm;
height, 1565mm
• Configuration –
Four-cylinder, frontwheel-drive,
1798cc,
90kW, 142Nm,
continuously
variable automatic.
• Performance –
0-100km/h, 10.5sec
• Fuel usage –
4.3l/100km
As mentioned, the
driveline is based on
Prius mechanicals. Toyota
rates the power outputs
at 142Nm and 72kW,
topping out at 90kW when
maximum energy is being
developed from the electric
motor.
The C-HR in this form
feels energetic, and a lot
of that has to do with the
generation of torque from
the electric components.
Sure, it isn’t blisteringly
fast, but it will reach
100kmh from a standstill in
around 10.5sec and is quite
composed in a highway
overtake, taking 6.8sec to
meet a 80km/h to 120km/h
time.
On the subject of
figures, you wouldn’t be
considering a hybrid unless
you expected some healthy
fuel usage returns. Under
evaluation conditions
the C-HR returned a
6.2l/100km dash display
readout with 4.6l/100km
showing instantaneously at
100km/h.
These figures correlate
well with Toyota’s
4.3l/100km claim.
The C-HR is also quite
dynamic when it comes to
tackling the long highway
journey, and when the long
straights of Canterbury
run out. One of the reasons
is the fitting of excellent
Michelin tyres; measuring
225/55 x18in, there is quite
a bit of rubber on the road
that offers direct feedback of
how they are working with
the surface and that, in turn,
is delivered to the driver
who feels fully involved with
the steering process.
Secondly, the C-HR
is state-of-the-art in the
chassis department, there
is a four-wheel-drive
model (petrol only) which
means that there has to be
a fully independent rear
suspension set-up.
The hybrid drives
through a continuously
variable automatic
transmission to the front
wheels, but the point I’m
making is that it reaps the
benefits of independent
wheel articulation, and
consequently it feels stable,
agile and balanced.
I pushed hard into
the corners near the
Waimakariri River gorge
bridge, and the C-HR felt
stable and well attached to
the road. All of that with
the knowledge that the
spring and damper rates
are structured so that the
ride is well cushioned and
occupant comfort hasn’t
been jeopardised.
As a concept, the C-HR is
hard to define, I call it a
small sport utility vehicle,
Toyota’s definition is that of
high rider coupe. However,
with its bold styling it is
a vehicle that will appeal
to a wide cross-section of
buyers.
For me, I like its presence
and I enjoyed its driving
dynamics. It serves to prove
you can have a little bit of
fun in a new car purchase,
but at the same time
knowing your wallet won’t
take a pounding come fillup
time.
Blame Game Hampers
Anti-Pandemic Cooperation
As Covid-19 further grips the
US, some US officials have
been trying to find a scapegoat,
claiming China should be blamed
for the spread of the coronavirus
in their country. They even used
the term of “Chinese Virus” or
“Wuhan Virus” in contravention
of the advice from the World
Health Organization. At this
crucial stage, it is harmful to
pack the media landscape with
negative politicized messages, and
blaming others could not take
accountability off one’s shoulder.
The virus knows no border
and we need cooperation and
multilateralism instead of vicious
competition and recriminations
in face of the common challenge
for mankind. To identify the
origin of the virus is the job of
scientists, and not politicians.
In fact, throughout history, the
origins of many viruses could not
be traced easily at initial phases
of any outbreak, and in some
cases definite conclusions may
not have been reached at the end.
In the era of globalization with
frequent exchanges of personnel
worldwide, the way how virus
originates and spreads is much
more complicated than ever
before. Therefore, a sensible and
scientific approach should be
taken to trace the origin of the
virus rather than making hasty or
irresponsible judgments. On some
occasions, the epicenter or places
most severely affected may not
necessarily be the actual origin of
the pandemic and controversies
still exist in medical circles till
now. It is worth noting that the
US Centers for Disease Control
have admitted that some Covid-19
patients were misdiagnosed as
having pandemic flu during the
2019 flu season.
Since the onset of the epidemic,
the most comprehensive, thorough
and rigorous measures that
China has taken against it have
produced positive results. China
has been open, transparent and
responsible in sharing most upto-date
information, staying in
close communication and carrying
out cooperation with all relevant
countries and international
organizations. It took some time
for Chinese medicine circle to
identify the brand new virus.
Since then China has wasted no
time in releasing such information
as the genetic sequence of the
virus, and has also been sharing
experience on the prevention,
containment and treatment of
Covid-19 without reservation. We
are providing as much support
and assistance as we can to
countries in need.
China’s contributions to the world
endeavor in fighting against
Covid-19 have been widely
acknowledged. Even US President
Donald Trump tweeted in January
that the US greatly appreciated
China’s efforts and transparency
in containing the virus. In early
February, Dr. Tedros, Director
General of WHO, called on the
international community not to
waste the precious time bought
by China to take precautionary
actions against the spread of the
virus outside of China.
The US placed the travel ban on
travellers arriving and transiting
from China on 2nd February, but
unfortunately not many further
substantial steps had been taken
by the US government since then
before the number of infections
ticked up in the country. The
window of opportunities hard
won through China’s arduous
efforts has regretfully not been
fully utilized. Slandering or
scapegoating others at this
moment will not make up for the
lost time.
To our relief, the consensus on
collective response to Covid-19
has now created new momentum.
The recent special video summit
held by the G20 leaders including
Chinese and US presidents has
sent a message of cooperation
and solidarity and injected
confidence in the global antivirus
war. The G20 members,
accounting for about two-thirds
of the entire human population
and some 86 percent of the gross
world product, have pledged
a commitment to “presenting
a united front against this
common threat” and introduced
substantial measures including
strengthening macroeconomic
policy coordination to mitigate
the impact of the pandemic.
President Xi Jinping has talked
with President Trump by phone,
reaffirming the importance for all
countries to collaborate. Facing
the storm, we are in the same
boat, and blaming others is not at
all helpful.
IT COULD be a while until
the eastern suburbs start to
see Lianne Dalziel’s campaign
aspirations for the area come to
fruition.
During October’s local body
elections, Ms Dalziel identified
repairs to the eastern part of the
city’s footpaths, pipes and roads
as one of her main priorities for
this term.
“We need a fully integrated
programme of works for the
east, I have loosely called this
the eastern alliance, which
would essentially be an alliance
of contractors who can take
the whole area bit by bit and
systematically get the work
done,” she said during the
campaign.
But chief executive Dawn
Baxendale said any request to
pursue a specific project in the
east would have to be agreed
upon by council.
City councillors are yet to pass
on any guidance to staff around
this, she said.
THE earthquake-damaged
former Sockburn Service Centre
could finally be demolished in
July – if the funding needed is
obtained.
It comes as the
Halswell-Hornby-Riccarton
Community
Board has written
in its draft
submission to
the city council’s
Annual Plan
Mike Mora
2019-2020,
requesting the city council addresses
the budget gap so the
buildings can be removed as soon
as possible.
Board chairman Mike Mora
said the final submission is yet to
be completed but it was likely the
demolition of the site would be
requested.
The former service centre, on
Main South Rd, has been a source
of tension for years with residents
unhappy with the state of the site.
CALLS HAVE been made to
stop rates increases in response
to the Covid-19 crisis.
City councillors James Gough,
Sam MacDonald, Catherine
Chu, Phil Mauger, Aaron Keown
and James Daniels have sent a
letter to Mayor Lianne Dalziel
asking her to lead a conversation
as to how a zero per cent rates
increase could be achieved this
year.
The city council is proposing
an average rates increase of 4.65
per cent across all ratepayers in
this year’s Draft Annual Plan
which is currently under public
consultation until April 5 and
will be finalised before July 1.
The 2018-2028 Long Term
Plan also predicts a 50 per cent
rates increase over 10 years.
Said Cr MacDonald: “In
the current environment it’s
clear business as usual is not
appropriate and the council
needs to look at how we enable
this 12-month rates increase
freeze to occur, it’s crucial for
the economic confidence of our
city.”
Ms Dalziel said the las thing
the city council needed was for
someone to hi the panic button.
“Calm heads must and will
prevail,” she said.
“Our residents and businesses
will be depending on us to
make adjustments, and we will,
however, we will need advice
on the impacts on all aspects of
Vaping rules
in CDHB
spotlight
the council’s budget, which is
not entirely funded by rates, and
the consequences that will flow
from decisions we make.
“The Annual Plan is not
signed off for three months so
we have time to ge this advice.
A the same time, the council
is meeting with our economic
development agency, ChristchurchNZ,
the Canterbury Employers’
Chamber of Commerce
and other key players so we are
best prepared for the economic
challenges that lie ahead.”
City council chief executive
Dawn Baxendale did not rule a
zero rates rise out.
“We’re considering a series of
options in light of the extraor-
– page 4
dinary circumstances related to
Covid-19. We will discuss these
options with elected members
as we develop the Annual Plan,”
she said.
The push from city councillors
for a freeze on rates rises comes
shortly after Minister of Finance
Grant Robertson announced
a $12.1 billion package to aid
the economy in response to the
Covid-19 pandemic.
The biggest boost is $5.1
billion towards wage subsidies
for affected businesses in all
sectors and regions.
RAY WHITE PAPANUI NEWS
Real Estate during the COVID-19 lockdown
COVID-19 Level 4 means the only
permitted activity is that of essential
businesses which are primarily related to
the necessities of sustaining life, therefore
Real Estate comes under a non-essential
business. For us this means we need to
change and adjust to the way we work and
what we can achieve. But how does this
also affect our clients? The below might be
helpful to those of you currently involved
in or looking to make a real estate decision
over this time.
Q. What happens with conditional
contracts?
A. Conditional contracts can still be
confirmed during this time; however should
a condition not be able to be met due to
the restrictions under Level 4 (examples
would be the inability to conduct a property
inspection and building inspection) then the
buyer and seller would need to advise their
legal representatives and either extend the
condition until after the lockdown or cancel
the contract.
Q. Can you settle on a property during
Alert Level 4?
A. The Real Estate Institute of NZ have
advised that whilst in lockdown, sellers
and purchasers will not be able to move
in and out of their houses with John
Waymouth, Barrister further backing that
up and advising that now given the State
of Emergency declaration and further
announcements from the government, it is
Property Management during the COVID-19 Lockdown
Property Management businesses in
Canterbury like all of New Zealand, are
facing an unprecedented event with
Covid-19 however those of us who were
working in the field during the Canterbury
earthquakes, including myself, can draw from
the experience we gained during that time
including dealing with uncertainty, very high
levels of anxiety and heightened emotions
from both our tenants and landlords.
During this time our top priority is to
ensure that our tenants are safe and well,
emotionally coping with the changes in their
lives and that they have information on the
services available that they can reach out to
clear that any property settlements that
require physical movement of people is
now for all practical purposes ‘illegal’.
The Auckland District Law Society
and the New Zealand Law Society is
recommending that the vast majority
of settlements may need to be deferred
until after the Alert Level 4 restriction
is lifted. As conveyancing is completed
online settlements may take place,
however, pre-settlement inspections
and moving are not physically able to occur
and therefore settlement and possession
will need to be deferred until Level 4 ends.
There may be situations where parties may
want to settle where there is vacant land or
a tenanted property (with the intention that
the tenancy continues). In these instances
if parties agree, settlement may still be
able to happen on the basis that searches
etc. and registration can still occur through
online services.
Q Can we move house during Alert Level
4?
A. Travel is restricted to essential travel
only eg pharmacy/supermarket trip. Any
plans to move house should be deferred
until after the Alert Level 4 restrictions
are lifted. It is essential that you seek
advice from your solicitor if you are in this
situation.
Q. Can I still get an appraisal on my
property?
A. Certainly, online appraisals can be
for assistance. We are also working with our
landlords to ensure they are prepared and
understand what is happening every step of
the way.
Our team is in the process of reaching out
and speaking to all of our tenants to ensure
they are okay, and to see if we can offer them
any assistance working with them on creating
plans to help them through, both financially
and emotionally.
These phone calls are also being made to our
landlords as they need to be prepared if their
tenants are struggling to pay their rent, and
in a lot of cases are finding themselves under
financial and emotional strain as well.
completed and emailed through to you. Our
salespeople will note in your appraisal that
it has been conducted online and without
the ability to physically inspect the property
due to COVID-19 Level 4 restrictions.
Q. Can I list my property during Alert
Level 4?
A. The listing of property electronically
can be carried out while in lockdown with
the right technology in place such as video
conferencing to show your house to the
agent and the ability to print and scan
documents at your end. It will be noted on
the listing form that due to the COVID-19
Level 4 restrictions a physical inspection of
the property has not been completed and
any inspections will commence once the
appropriate alert level is reached.
If you have any further questions or queries
please do not hesitate to contact any of our
principals, Vanessa, Claire or Stuart, they
are happy to assist.
Communication, planning and empathy is the
key and by keeping in touch regularly during
these times where the landscape is changing
almost daily we can do our very best to
alleviate the uncertainties we are all facing.
If anyone, either a landlord, or tenant, needs
some information or advice I welcome their
call. Take care and stay safe.
