STRUGGLING businesses and<br />
people who have lost their jobs<br />
due to the Covid-19 pandemic<br />
could be eligible for a rates<br />
remission.<br />
City councillors were briefed<br />
on Tuesday about options<br />
for possible ways to ease the<br />
rates burden as the economic<br />
downturn grips, they will make<br />
a decision in their meeting<br />
today.<br />
But the elderly could be left<br />
out, a confidential briefing<br />
leaked to <strong>The</strong> <strong>Star</strong> shows.<br />
In the briefing, city council<br />
staff recommended a rates<br />
remission policy which would<br />
allow for a six-month extension<br />
to payment deadlines with no<br />
added interest or penalties to<br />
businesses and individuals<br />
impacted by the virus.<br />
But staff recommend against<br />
a rates postponements policy<br />
focusing on longer-term<br />
postponements for elderly.<br />
<strong>The</strong> briefing states eligibility<br />
for the extension would align to<br />
the Government’s wage subsidy<br />
criteria.<br />

“COME ON mate, get a move<br />
on,’’ I thought as I came to a halt<br />
in the supermarket.<br />
In front of me was a guy with<br />
his trolley, and just ahead of him<br />
presumably his wife. Both were<br />
wearing masks that covered most<br />
of their faces. Good stuff there.<br />
I was heading towards the<br />
bread racks and any other time I’d<br />
squeeze past.<br />
But we are in the age of Covid-19,<br />
and I was staying my<br />
distance, masks or not. I too<br />
was protected with disposable<br />
gloves.<br />
Thirty seconds or so went by,<br />
and he didn’t move, in spite of<br />
me looking at him, raising an eyebrow<br />
as best as I could to let him<br />
know I was keen to get past.<br />
But he didn’t move.<br />
I couldn’t tell whether he was<br />
looking at me or looking past me.<br />
But he had a fixed, steely almost<br />
grumpy look. He appeared frozen<br />
in time.<br />
I then said as politely as I could:<br />
“Do you want to come through,”<br />
hoping he would take the hint<br />
and move forward from the<br />
centre of the aisle he was in, and<br />

easy pasta (penne alla carbonara)<br />

Ingredients<br />
400g penne rigate<br />
200g pancetta or bacon rashers<br />
150g parmesan, finely grated<br />
1/2 cup chopped fresh continental<br />
parsley<br />
1 tablespoon extra virgin olive oil<br />
4 eggs, lightly whisked<br />

Step 1:<br />
Cook the pasta in a large saucepan<br />
of salted boiling water until<br />
al dente. Drain. Return the pasta<br />
to saucepan.<br />
Step 2:<br />
Heat a large non-stick frying pan<br />
over medium-low heat. Cook,<br />
turning, half the pancetta for<br />
5 minutes or until golden and<br />
crisp. Use tongs to transfer the<br />
pancetta to a plate lined with paper<br />
towel to drain, leaving the fat<br />

Human disease pandemic was<br />
third after earthquake and tsunami.<br />
So, we have got plans in<br />
place, but this is huge, and the<br />
impacts of a global pandemic<br />
will have long-term effects on<br />
our economy.<br />
While we are dealing with<br />
the shock of a crisis, it is hard to<br />
think about the future. But we<br />
must.<br />
Our earthquake experience<br />
teaches us we need to prepare<br />
for recovery now. We cannot<br />
wait until the crisis is over.<br />
Every decision we make now<br />
will have an impact on our<br />
recovery.<br />
Which is why it’s good that<br />
we don’t need to make every<br />
decision right away. As has been<br />
said many times – this is not a<br />
sprint, it’s a marathon.<br />

under huge financial pressure and<br />
having significant worries about<br />
them losing jobs. We may not see<br />
that (a baby boom) this time because<br />

Board’s director of midwifery<br />
Norma Campbell said with any<br />
long period of time where people<br />
have to stay at home, a baby<br />
boom is always a possibility.<br />
“That will become apparent<br />
in about two-three months time<br />
when women seek care for their<br />
pregnancy,” she said.<br />
If it was to happen, Ms<br />
Campbell assured Christchurch<br />
Women’s Hospital’s maternity<br />
unit – the largest of seven<br />
birthing units in Canterbury<br />
– would have enough time to<br />
prepare and be ready for any<br />
increase in births.<br />
In previous years, the country<br />
has faced a shortage of midwives.<br />
Last year, midwives across the<br />
country were pushing for better<br />
resourcing and funding from the<br />
Ministry of Health.<br />
But Ms Campbell said it now<br />
has more midwives as a result of<br />
recruitment and retention work<br />
than it has had in a number of<br />
years.<br />
Some midwives who teach<br />
have come back into the workforce<br />
while locums who are often<br />
travelling are now back in New<br />
Zealand and available, Ms Campbell<br />
said.<br />

said the times are different in<br />
the sense there wasn’t the same<br />

there could be a global shortage<br />
of condoms after Covid-19 shut<br />
down Malaysia’s Karex Bhd, the<br />
world’s biggest producer for more<br />
than a week.<br />
While the company has since<br />
been given permission to re-start<br />
production, only 50 per cent of its<br />
workforce could return.<br />
Ms Edmond said she hadn’t<br />
heard about the potential issue<br />
with condoms, but before the<br />
Covid-19 crisis, there had been<br />
supply issues around some of the<br />
oral contraceptive pills.<br />

Families impacted by hospital restrictions<br />

A RECENT move to further<br />
tighten visitor restrictions at<br />
Christchurch hospitals has<br />
impacted many patients and<br />
their families.<br />
Last week, the Canterbury<br />
District Health Board adopted<br />
a no-visitors policy, meaning<br />
friends and family would not be<br />
able to visit their loved ones over<br />
the lockdown unless they were<br />
regarded as an exception.<br />
After five years of trying,<br />
Richmond couple Charize and<br />
Jefferson Villapando were eagerly<br />
anticipating the birth of their<br />
first child, Calvin Jacob in <strong>April</strong>.<br />
Instead, what greeted them<br />
leading up to the birth was a<br />
global pandemic, a level 4 lockdown,<br />
and Calvin’s early arrival<br />
in March – just as Christchurch<br />
Women’s Hospital changed their<br />
visitor policies.<br />
Mrs Villapando said she was<br />
surprised because when they<br />
came to the hospital for labour<br />
induction on March 25, the hospital<br />
allowed one support person<br />
– Mr Villapando – to be present.<br />
Shortly after their son was<br />
born on March 27 following an<br />
emergency caesarean, the rules<br />
had changed and Mr Villapando<br />
was asked to leave.<br />
Said Mrs Villapando: “It was<br />
really difficult for me since I’m a<br />
first-time mum, and my mindset<br />
was that my husband would be<br />
there during recovery. It was<br />
hard to move around, and then I<br />
still had to take care of my newborn<br />
baby.<br />
“I also felt bad for my husband<br />
because it took us five years to<br />
conceive this baby; I know how<br />
heartbroken he was when he<br />
found out he needs to be away<br />
from us during this special<br />
milestone.”<br />
“But the hospital staff took<br />
really good care of me and my<br />
wee man. <strong>The</strong>y’re risking their<br />
lives for us, so they also need<br />
to protect themselves and their<br />
families.”<br />
<strong>The</strong> CDHB adopted their strict<br />
measures on March 26, only<br />
allowing a nominated person<br />
supporting patients through<br />
their end of life care, a parent<br />
or guardian supporting a child,<br />

<strong>The</strong> Villapandos understood<br />
why these measures were in<br />
place, and Mr Villapando returned<br />
48 hours later to pick up<br />
his wife and newborn son.<br />
Said Dan Coward, CDHB<br />
Covid-19 incident controller:<br />
“Overall, our patients and their<br />
families have been incredibly<br />
understanding of why we have<br />
this in place. <strong>The</strong>y understand<br />
our new policy is designed to<br />
protect those receiving care in<br />
our facilities.<br />
“We understand it will be challenging<br />
for families who cannot<br />
visit, but now is the time for our<br />
community to step up and help<br />
us protect those in our care.”<br />
Mr Coward said since the<br />
restrictions were implemented<br />
there has been no security issues<br />
requiring escalation, but was<br />
disappointed that people had<br />
stolen protective equipment from<br />
hospitals.<br />
Said Mr Coward: “This is<br />
incredibly disappointing as our<br />
supplies are crucial to continue<br />
providing appropriate and safe<br />
care to our patients.<br />
“With these supply pressures,<br />
we have now taken steps to<br />
ensure this does not occur<br />
again, by having things like<br />
hand sanitiser in locations easily<br />
observed by staff.”<br />

Tragic end to desperate search<br />
A FATHER’S desperate coastal<br />
search for his daughter ended<br />
tragically when he found her<br />
at the bottom of a cliff after she<br />
suffered a fatal fall while out<br />
running.<br />
<strong>April</strong> Morel, a lover of nature<br />
and adventure, was stretching<br />
her legs with the family dog<br />
when she fell from a coastal<br />
track at Church Bay, near Diamond<br />
Harbour, on Monday.<br />
Her worried father Don<br />
Martin set out looking for her as<br />
the hours wore on without the<br />
35-year-old’s return.<br />
Part of him hoped she might<br />
be resting with a twisted ankle,<br />
but knowing the track well he<br />
feared there was more to it.<br />
He rang a friend who had boat,<br />
saying they needed to start a sea<br />
search.<br />
After contacting authorities,<br />
Mr Martin was mindful of the<br />
fading light and incoming tide as<br />
they entered the water.<br />
<strong>The</strong> desperate search ended<br />
with the horrific discovery of<br />
Morel’s body in Church Bay.<br />
“We are still coming to terms<br />
with it, I don’t know if I ever<br />
will,” he told the NZ Herald<br />
today.<br />
“<strong>April</strong> will always be in our<br />
hearts. She will never be forgotten.”<br />

someone who had always led<br />

to be big enough for <strong>April</strong>,” he<br />

As a young adult with a<br />
snowboard strapped to her back<br />
she set off for Canada but as<br />
a spiritual person with a deep<br />
desire to explore she later found<br />
herself in India, Thailand, and<br />
South America.<br />
“Like any parent, I was happy<br />
for her to be happy but there<br />
were always tears shed at the<br />
airport every time she travels.”<br />
Once again home in Christchurch<br />
she was content, which Mr<br />
Martin said was a testament to<br />

of San Francisco, met Morel at<br />
a transformational gathering<br />

“We fell in love pretty quickly.<br />
We didn’t want to be away from<br />
each other very long.”<br />
A shared love of travel meant<br />
their long-distance relationship<br />
was quickly filled with adventures<br />
in Spain and Hawaii.<br />
Together again in New Zealand<br />
the couple were in Golden<br />
Bay set to go camping in the<br />
Abel Tasman national park when<br />
news broke of the impending<br />
lockdown.<br />
Mr Blank said they both felt<br />
grateful they could stay with<br />
Morel’s father and stepmother<br />
Caroline Martin in their home<br />
in Diamond Harbour.<br />
“We were doing really well.<br />
We were cooking, baking, working<br />
out and watching inspiring<br />
documentaries.”<br />
<strong>The</strong>y had also been working<br />
on partner yoga videos to share<br />
with the world, he said.<br />
“We were planning out our<br />
lives, wanting to spend our lives<br />
together.”<br />
In each other they had found<br />
the person they wanted to grow<br />
old with, something they had<br />
both been looking for, he said.<br />

looked up to her.<br />
“She was everything and more<br />
of what a big sister should be. We<br />
always had so many stupid jokes<br />
and laughs together.<br />
“She always looked after me<br />
regardless of where she was in<br />
the world. She loved her nieces<br />
so godamn much. <strong>The</strong>y were her<br />
driving force.”<br />

said Morel was one of the<br />
strongest and most determined<br />
people she knew. She truly lifted<br />
everyone around her up, she<br />
said.<br />

being would “live on forever in<br />

in this world in a hurry after a<br />

increase of up to 0.45 per cent in<br />
the 2<strong>02</strong>0/2<strong>02</strong>1 financial year to<br />
cover the two costs.<br />
Within the briefing, it<br />
also states the city council’s<br />
investment arm Christchurch<br />
City Holdings Ltd has signalled<br />
that there is a risk its planned<br />
dividend of $26 million to the<br />
council may not proceed in<br />
June as planned which could<br />
have a further impact on rates<br />

“Of CCHL’s eight subsidiaries,<br />
the majority of the dividends<br />
are generated by Christchurch<br />
Airport and Orion. Christchurch<br />
Airport has been significantly<br />
impacted by Covid-19 and is not<br />
expected to fully recover for close<br />

Excluding the CCHL dividend<br />
and any form of rates relief, a<br />
$5.7 million loss is projected for<br />
this financial year from the fourweek<br />
lockdown, which would<br />
result in about a 1.1 per cent rates<br />

would cost the city council $5.7<br />
million and result in a 1.3 per<br />
cent rates increase, a threemonth<br />
lockdown would result<br />
in a $6.9 million loss and 1.3 per<br />
cent impact according to the<br />

<strong>The</strong> city council is proposing<br />
an average rates increase of 4.65<br />
per cent across all ratepayers in<br />
this year’s Draft Annual Plan,<br />
which is currently under public<br />
consultation and will be finalised<br />
before July 1.<br />
<strong>The</strong> 2018-2<strong>02</strong>8 Long Term Plan<br />
also predicts a 50 per cent rates<br />

headaches for an elderly<br />
Christchurch woman during the<br />
lockdown.<br />
Countdown says the demand<br />
for online shopping has been<br />
unprecedented but it is working<br />
hard to ensure it meets the needs<br />
of as many people as possible.<br />
Marlene Bennetts, an 82-yearold<br />
St Martins resident, is disabled<br />
and relies on Countdown’s<br />
online shopping service to get<br />
her groceries.<br />
She is on a list for people<br />
whose online shopping is supposed<br />
to be prioritised during<br />
the lockdown and she needs<br />
essentials like fruit, bread and<br />
milk. However, she was up past<br />
midnight on Sunday trying to<br />
make her grocery order, until<br />
she gave up.<br />
Mrs Bennetts had to wait<br />
about three hours that same<br />
day trying to get through to<br />
Countdown’s online shopping<br />
helpline. She was instructed to<br />
try at midnight every night until<br />
she is successful and said the<br />
earliest she will get her groceries<br />
is Sunday, <strong>April</strong> 5.<br />
Said Mrs Bennetts: “I’ve got to<br />
do this every midnight if I want<br />
to get through.<br />

“This was for next Sunday I<br />
put in for because that’s all there<br />
was, it’s all booked up until next<br />
Sunday.<br />
“As for the priority list, it’s not<br />
even worth going online to get<br />
on to it. Why have a priority list<br />
when we’re treated just the same<br />
as the others?” she said.<br />
She said she is worried there<br />
will be people in similar or<br />
worse situations than her who<br />
shop online also struggling.<br />
“I’m just thinking there are<br />
other people out there like myself,<br />
maybe even worse condition<br />
than me.<br />
“<strong>The</strong>re are lots of people who,<br />
at my age, aren’t computer<br />
people, so that’s what I’m really<br />
mainly concerned about,” said<br />
Mrs Bennetts.<br />

“We’re really sad to hear about<br />
our customer and her experience.<br />
Last week we had 100,000<br />
people register for online shopping<br />
and nearly 29,000 people<br />
who applied for our Priority<br />
Assistance service (more than<br />
16,000 customers have now been<br />
accepted for this service since it<br />
launched on Wednesday).<br />
“I can assure you and our<br />
customers that we are working<br />
as hard as we possibly can to<br />
increase the number of personal<br />
shoppers we have in stores, the<br />
amount of trucks on the road<br />
and the number of delivery<br />
windows we have. Hopefully<br />
you can appreciate the unprecedented<br />
demand we’re dealing<br />
with and how incredibly difficult<br />
it is. <strong>The</strong> reality is that we are not<br />
going to be able to reach every<br />
single New Zealander but we are<br />
trying,” she said.<br />
She said Cowntdown’s message<br />
to customers is those who<br />
can shop in person should, so<br />
online shopping is easier for<br />
people who need it most, like<br />
Mrs Bennetts.<br />
With life full of constant surprises, it is<br />
important to consider whether you have<br />
arrangements in place for your affairs<br />
and your health should you be unable to<br />
manage them.<br />
Many people know what a Will is but not<br />
as many know the importance of also<br />
having Enduring Powers of Attorney<br />
(EPOAs) in place.<br />
EPOAs are legal documents that grant<br />
another person (your Attorney) the ability<br />
to manage your property affairs and make<br />
decisions for your welfare on your behalf,<br />
should you be unable to do so due to<br />
accident, illness or mental incompetence.<br />
Many people also assume that their spouse/<br />
partner or other family members can<br />
automatically take the reins if they lose<br />
capacity, but this is not the case. If EPOAs<br />
are not in place, an application needs to<br />
be made to the Family Court for Orders to<br />
appoint someone to assist you. This can be<br />
an expensive and time consuming process<br />
when urgent decision making is needed.<br />
Having EPOAs in place can then save you<br />
and your family a lot of stress and also ensure<br />
that you get to choose who looks after you<br />
and your affairs.<br />
<strong>The</strong> law on EPOAs states that lawyers<br />
must be engaged in the process of creating<br />
EPOAs to ensure that they are created<br />
properly, and that you are well informed<br />
and satisfied with the power you are giving<br />
to your attorney.<br />

a lot of uncertainty around the<br />
current 1 per cent of community<br />
transmission, which was criticised<br />
as “meaningless” yesterday<br />

Dr McElnay said there was still<br />
a strong link to overseas travel,<br />
with just over half of the cases<br />
reporting overseas travel.<br />
About 1 per cent of cases<br />
were due to community transmission.<br />
A new case definition for testing<br />
would be issued today, she<br />

“But we do rely on clinical<br />
judgement at all times.”<br />
Anyone with respiratory<br />
symptoms consistent with<br />
Covid-19 should now be tested<br />
regardless of whether they had<br />
been overseas or in close contact<br />
with a confirmed case.<br />
About 1843 tests per day were<br />
being conducted in the past<br />
week, with daily capacity at<br />
about 3700 tests.<br />
More testing capacity is being<br />
added, she said.<br />
A number of clusters, or<br />
outbreaks from connected cases,<br />
have sprung up, Dr McElnay<br />
said.<br />
She said in those clusters, close<br />
contacts needed to be identified<br />
so get better control of the spread<br />
of the virus.<br />

for breaching the privacy of two<br />
people with Covid-19 connected<br />

BP 2go Halswell has brought in<br />
new security requiring motorists<br />
to pay before they fuel up their<br />
vehicles.<br />
<strong>The</strong> station’s manager Shivam<br />
Munjal said it was not something<br />
the station wanted to do, but due<br />
to the financial impact of the<br />
Covid-19 lockdown, it was necessary.<br />
“Due to the crisis going on at<br />
the moment, the economy is going<br />
to go down and people won’t<br />
be getting paid. We are at high<br />
risk – people may do more driveoffs<br />
now.”<br />
Mr Munjal said security<br />
changes were not intended to be<br />
permanent.<br />
While the station was unable to<br />
disclose specific numbers, in the<br />
last month there has been a higher<br />
number of petrol drive-offs than<br />

in population mental health, I<br />
don’t work with people individually,<br />
I work on campaigns and<br />
programmes to enable communities<br />
to have better mental<br />
well-being<br />
All Right?, a collaboration<br />
between the Canterbury District<br />
Health Board and Mental Health<br />
Foundation, was launched to support<br />
the psychosocial recovery of<br />
Cantabrians following the earthquakes<br />
of 2010 and 2011.<br />
<strong>The</strong> campaign aims to normalise<br />
conversations around<br />
mental health. It also undertakes<br />
in-depth research into the wellbeing<br />
of communities.<br />
According to last year’s Canterbury<br />
well-being survey, which<br />
has been conducted since late<br />
2012, 68 per cent of respondents<br />
said they still experienced stress<br />
compared to 80 per cent of respondents<br />

presented a series of challenges<br />
but also saw it offering a set of<br />

“Some people are saying they<br />
are nervous about going into selfisolation<br />
but others are looking<br />
forward to slowing down a bit,<br />
having a simpler lifestyle and<br />
seeing their family more, we will<br />
see how we feel about that after<br />

Christchurch Citizen’s Advice<br />
Bureau can help.<br />
Its manager Mollie Howarth<br />
leads a team of about 100 people<br />
who she said offer advice on<br />
from things as small as how to<br />
cook a chicken, to much bigger<br />
issues like how to deal with the<br />
effects of Covid-19.<br />
Said Mrs Howarth: “Our volunteers<br />
are trained to interview<br />
clients and find out what is at the<br />
heart of an issue.<br />
“It can be from anything as<br />
silly as how long do I cook a<br />
chicken, right through to my<br />
wife up north has a new boyfriend,<br />
I don’t know what to do?<br />
“<strong>The</strong>y research that information,<br />
then go back to the client<br />
and explain it in a way that the<br />
client can get the information<br />
and feel empowered to do something<br />
about their situation,” she<br />
said.<br />
<strong>The</strong> 51-year-old Hornby<br />
resident, who has worked for<br />
the bureau for 12 years said it<br />
helps people who need advice on<br />
things such as consumer issues,<br />
tenancy problems, family and<br />
relationships and employment<br />
matters.<br />
Mrs Howarth said its volunteers<br />
are working hard to<br />
support people through the<br />
Covid-19 pandemic. She said<br />
times like these show the value of<br />
the bureau for keeping Christchurch<br />
residents informed and<br />

“I guess this is the time where<br />
we really lean back into the support<br />
systems and structures that<br />
we have available,” she said.<br />
She said right now it is about<br />
“just taking each day at a time<br />
and just putting one foot in front<br />
of the other.”<br />
Mrs Howarth said in spite<br />
of the bureau’s volunteers no<br />
longer meeting with people face<br />
to face due to the current health<br />
crisis, they can still be reached<br />
by phone, email and through an<br />
online chat.<br />
“We’re planning on keeping<br />
our service available to people<br />
for as long as possible. That’s the<br />
aim because we don’t want people<br />
to suffer because they don’t<br />
understand what’s available to<br />
them,” she said.<br />
Mrs Howarth said the advice<br />
and support the bureau offers<br />
would not be possible without its<br />
volunteers.<br />

Mrs Howarth’s job is often<br />
stressful but she receives great<br />
support from her husband Mike<br />
Howarth.<br />
“He’s very good.<br />
“When you are part of a community<br />
organisation, it’s just not<br />
you that works for the organisation.<br />
If you’re like me, when you<br />
need practical help and support,<br />
the old partner gets roped in to<br />
help you with the odd thing from<br />
time to time,” she said.<br />
Her dogs Scout and Bella are<br />
also supportive.<br />
“One of the things that<br />
actually gives me my moments<br />
of peace in this chaos is actually<br />
coming home to them [the<br />
dogs] because they don’t judge<br />
me.<br />
“Sometimes just actually<br />
going with them for a walk or<br />
giving them both a jolly good<br />
pat when I get home, I know it<br />
sounds daft, but that’s one of the<br />
things that does provide a lot of<br />
mental relief for me,” said Mrs<br />
Howarth.<br />

I sat down to listen to the<br />
nationwide broadcast on TV1 by<br />
Prime Minister Jacinda Ardern<br />
expecting to hear what message<br />
she had for the country in these<br />
uncertain<br />
pandemic times.<br />
To my dismay<br />
there was some<br />
commentator<br />
trying to<br />
outguess what<br />
the PM was<br />
going to announce I immediately<br />
turned the sound down as I did<br />
not to hear unnecessary woffle<br />
that happens on these occasions<br />
and only turned the sound back<br />
on when the PM appeared on the<br />
screen.<br />
My compliments to the PM as<br />
she has a comprehensive grasp of<br />
the situation and the presentation<br />
was excellent.<br />
Together with the director of<br />
health and others in making<br />
these decisions the whole country<br />
will be in a good position to overcome<br />
all problems as they arise.<br />

Government should rethink<br />
how we treat some parts of the<br />
emergency.<br />
<strong>The</strong> economy must be allowed<br />
to continue and the self-employed<br />
who can carry out their business<br />
without risk to themselves or others<br />
should be encouraged.<br />
Two examples within my bubble<br />
are:<br />
I have ordered a table from<br />
a self-employed craftsman, his<br />
workshop is in a different part of<br />
town.<br />
He can drive to a supermarket<br />
so why not to his workshop<br />
and be able to complete and get<br />
paid for his effort, another is a<br />
mechanic refurbishing an engine<br />
(among other jobs), he too can<br />
drive to the chemist but not his<br />
workshop . . . finish the job and<br />
get paid.<br />

functions in complete safety<br />
and keep their income, also<br />
preferable to the taxpayer<br />

Excercise is important, you can<br />
walk to your local park and swing<br />
a club, but not drive to your local<br />
golf course which has 100ha or<br />
more for the purpose, it would be<br />
very simple to stay a safe distance<br />
from anyone else.<br />
<strong>The</strong> greenkeeper (who often<br />
lives on course) is not allowed<br />
to drive his tractor or mower to<br />
maintain the facility as his job is<br />
not deemed “essential,” but no<br />
one else is within several hundred<br />
yards so he would come under a<br />

Friday up to 2500 New Zealand<br />
and Australian troops rioted in<br />
the red-light district of Cairo.<br />
Legend has it that the ‘Battle of<br />
the Wazzir’ began as a reprisal<br />
for the spread of venereal<br />
disease and was inflamed by rumours<br />
that Egyptian pimps had<br />
stabbed soldiers. <strong>The</strong> houses of<br />
prostitutes were ransacked and<br />
their furniture was thrown into<br />
the streets and set alight. Firefighters<br />
who attempted to put<br />
out these fires were obstructed<br />
and their hoses were damaged.<br />
<strong>April</strong> 3, 1943 – Hundreds of<br />
soldiers and civilians slugged it<br />
out on the streets of Wellington<br />
during the ‘Battle of Manners St’,<br />
the most infamous clash between<br />
New Zealanders and American<br />

“‘<strong>The</strong> Road Less Travelled’ - We didn’t realise how pertinent this<br />
title would be as we spend a month in quarantine.<br />
Thanks to the well-worn roads of the internet though I can still<br />
deliver you a look at paintings often inspired by something seen<br />
on my bike. Whether from the Summit Road on Banks Peninsula, a<br />
more intimate scene in Hagley Park to beside a river in Arrowtown,<br />
I continue to be inspired by the quality of light from a low sun. Often<br />
evening and sparkling on water, which deliver contrast and warm,<br />
vibrant colours. I hope these paintings lift your spirits over the next<br />
few weeks.”<br />
Philip Beadle’s immediate environment is Christchurch, where he<br />
lives, with its cityscapes, the Canterbury plains, the Southern Alps<br />
and Banks Peninsula - all sources of subject matter and inspiration.<br />
Philip regularly travels and paints around New Zealand and has<br />
had several trips overseas gathering material from which he has<br />
painted. His paintings have been purchased to collectors worldwide<br />
as he manages to capture the essence of a scene at it’s most<br />

“chicken in a basket,”<br />
marinade makes<br />
chicken thighs even<br />
more succulent and<br />
tasty. Serve with<br />
mashed potato and a<br />
crunchy coleslaw<br />
Herbed chicken thigh<br />
fillets<br />
Ingredients<br />
6 skinned chicken thighs,<br />
approx 500g<br />
1 clove garlic, crushed<br />
1 anchovy fillet, finely chopped<br />
2 tbsp breadcrumbs<br />
1 tbsp grated parmesan cheese<br />
1 small lemon, zested and<br />
juiced<br />
2 tbsp chopped parsley<br />
1½ tsp cumin seeds, toasted<br />
and lightly crushed<br />
1 drizzle olive oil, to moisten<br />
To cook<br />
1 packet breadcrumbs, or as<br />
much as is needed to coat<br />
chicken<br />
1 drizzle oil, for frying<br />
1 lime, or lemon, cut into<br />
wedges for serving<br />
Directions<br />
Place chicken thighs in a<br />
shallow ceramic or glass dish.<br />
Mix together garlic, anchovy,<br />
breadcrumbs, parmesan, lemon,<br />
parsley and cumin seeds.<br />
Moisten with olive oil, season<br />
with salt and freshly ground<br />
black pepper and spread evenly<br />
over chicken thighs. Cover,<br />
place in the fridge and leave to<br />
marinate for about 1 hour.<br />

Pour enough oil into a<br />
large frying pan to just cover<br />
the base and place over a<br />
medium heat.<br />
Rub marinade into chicken<br />
as much as you can then roll<br />
each chicken thigh in dry<br />
breadcrumbs.<br />
Place in hot oil and fry on<br />
each side until brown and<br />
cooked through. Serve with<br />
plenty of lime or lemon<br />

Leg of lamb stuffed with<br />
garlic, rosemary, fennel<br />
seeds and smoked paprika<br />
Ingredients<br />
1 leg of lamb, tunnel boned<br />
1 tbsp vegetable oil<br />
1 onion, chopped<br />
6 garlic cloves, chopped<br />
1 tbsp fennel seeds<br />
2 tbsp fresh rosemary<br />
1 tbsp smoked paprika, use<br />
pimenton dulce<br />
Directions<br />
Heat up the oil in a pan and saute<br />
the onion and garlic with two teaspoons<br />
flaky salt (use less if fine<br />
salt) until wilted and beginning to<br />
caramelise, stirring frequently.<br />
Add the fennel seeds and<br />
rosemary and cook for two minutes<br />
over moderate heat, stirring<br />
frequently. Add the pimenton and<br />
cook another minute. Leave to<br />
cool, then stuff inside the cavity of<br />
the lamb.<br />
Place in an oven bag, or wrap<br />
in baking parchment then foil.<br />
Leave to marinate at room temperature<br />
for a few hours or in the<br />
fridge overnight.<br />
Cook for 2½ hours, or on a<br />
baking tray in the oven at<br />
190 deg C for two hours.<br />
Take from the oven and leave<br />
to rest for 15 minutes before<br />
slicing.<br />

cricketer Hayley Aburn’s<br />
dream to play for Canterbury<br />
still burns brightly.<br />
<strong>The</strong> 28-year-old was named<br />
Christchurch’s premier<br />
women’s player of the year<br />
for the second straight time<br />
after another dominant season<br />
where she was top run-scorer<br />
while opening the batting and<br />
also contributed as a bowler<br />
and wicket-keeper.<br />
She is now left hoping she<br />
can earn a Canterbury debut<br />
next season.<br />
“I’ve been in and around the<br />
squad for a few years but I’m<br />
still waiting for my chance.<br />
“I’m hoping that getting<br />
this award twice in a row and<br />
putting the performances<br />
together, that I have, gets me<br />
there.<br />
“For me, I’m a team player<br />
and I do what I need to do<br />
for my team and that is scoring<br />
runs, keeping and when<br />
needed, bowling.”<br />
Aburn has been playing<br />
premier cricket since 2008 and<br />
said she has learnt a lot about<br />
her game over that time.<br />
“As long as I’m enjoying my<br />
cricket, then the performances<br />
flow, from that and we have a<br />

Collegians.<br />
“Earlier in my career I<br />
wasn’t that good at switching<br />
off but now I try to do that<br />
between balls or at the end of<br />
an over.<br />
“Being able to start fresh like<br />
that has helped my game.”<br />
Aburn played age-group<br />
and development cricket for<br />
Canterbury before taking up a<br />
cricket scholarship at Lincoln<br />
University.<br />
After that, she played two<br />
summers of club cricket in<br />
Surrey and Hampshire in 2015<br />
and 2016.<br />
“That was a great experience<br />
to play with top county players<br />
and it set me up with a level<br />
of professionalism for when I<br />
came back to Christchurch.”<br />
Aburn said she still wants to<br />
represent her home province<br />
but knows that with a limited<br />
window left she may have to<br />
look to play for another team<br />
to achieve her dream.<br />
“<strong>The</strong> desire is still there and,<br />
hopefully, my performances<br />
keep pushing me towards my<br />
goal.”<br />
In the meantime, she will<br />
continue coaching junior<br />
teams and being involved<br />
behind the scenes and on the<br />
pitch at Old Boys Collegians.<br />

Aburn’s Canty cricket dream still realistic<br />
Keeping secondary school students in sport<br />

BILL GROGAN has made a life<br />
out of secondary school sport.<br />
<strong>The</strong> School Sport Canterbury<br />
regional director was a physical<br />
education teacher at Burnside<br />
High School between 1977<br />
and 20<strong>02</strong> before becoming the<br />
deputy principal at Hillmorton<br />
High School for three years, until<br />
his current role came up.<br />
“When I arrived at Burnside<br />
the numbers had peaked I think,<br />
2700 students somewhere around<br />
there, but I really enjoyed it, it was<br />
a well-organised place and it was<br />
good to be involved with students<br />
at all levels,’’ he said.<br />
Grogan coaches track and<br />
field, rugby and junior cricket.<br />
A former Canterbury B winger,<br />
he said he enjoyed coaching.<br />
When his current role<br />
came up in 2005, he had<br />
mixed emotions.<br />
“Being a deputy principal<br />
was still a role I was<br />
learning but I was getting<br />
there.<br />
“<strong>The</strong> Secondary School<br />
Sport Canterbury role<br />
was an opportunity that I<br />
knew was out there and I<br />
knew a bit about it.<br />
“It seemed like an interesting<br />
job and it came up earlier than I<br />
would have wanted,” he said.<br />

“I felt bad because I told<br />
Hillmorton I’d be in the role for<br />
five years but I thought if I didn’t<br />
grab this chance now, I might<br />
not get it again.<br />
“What was expected<br />
of me in the role wasn’t<br />
a shock, it was more<br />
of a culture change. I<br />
realised it was nice to<br />
be independent and not<br />
controlled by a bell,” he<br />
said.<br />
Grogan said one of the<br />
biggest differences now<br />
compared to when he started<br />
was the variety of sports secondary<br />
school students can play, but<br />
that had not translated to increased<br />
participation numbers.<br />
“<strong>The</strong> number of sports on offer<br />
has increased but the number of<br />
kids has not increased.<br />
“You’re basically shifting kids<br />
who were already engaged in<br />
sport and physical activity into<br />
another sport,’’ he said.<br />
<strong>The</strong> 67-year-old said retirement<br />
was approaching but he<br />
remained passionate about his<br />
role.<br />
“I’ve loved seeing kids<br />
getting out there and playing<br />
sport.”<br />
He said one frustration he had<br />
was the overlapping of sport seasons<br />
and the modern day reality<br />
of secondary school students<br />

”For some sports they lose<br />
their players late in the season to<br />

Grogan said he was always<br />
happy watching the young athletes<br />
of tomorrow.<br />
“We make an effort in our<br />
office that if we are running an<br />
event on a Wednesday we get out<br />
there on the sidelines and watch<br />
so we can see the product we are<br />
helping to create,” he said.<br />

Q mildew as we come into<br />
autumn. This then spreads<br />
around the garden and seems<br />
to limit some of the affected plants’ ability<br />
to thrive. Is there anything I can do to<br />
stop or prevent mildew?<br />

As dahlias die down naturally in autumn it’s<br />
very common for mildew to appear. To<br />
reduce the incidence and spread of<br />
mildew, remove up to fi fty percent of<br />
the leaves on your dahlia plants. Leave<br />
the rest to die down to allow your next season’s<br />
dahlias to have enough nutrients.<br />
Dahlias grown in an open sunny position in soil<br />
that is well-drained tend to exhibit less mildew in<br />
autumn. You may want to consider shifting your<br />
dahlias, once they have died down, to a sunnier<br />
position with well-drained soil. If some individual<br />
dahlia plants exhibit a lot of mildew each season, you<br />
may wish to cull these.<br />
Garden hygiene is very important in any garden. At the end<br />
of the growing season, once the remaining leaves have<br />
died down (brown), remove these and do a general tidy up<br />
around plants so you start the next season with a clean<br />
slate. Fortunately, the existence of mildew in<br />
autumn does not appear to harm dahlia<br />
growth in spring.<br />

SPORT CANTERBURY chief<br />
executive Julyan Falloon has<br />
steered his organisation through<br />
plenty of challenges during his<br />
tenure.<br />
He has spent the past 14 years<br />
in senior positions with the<br />
regional sports trust, the past<br />
seven years in charge and the<br />
previous seven before that as<br />
general manager.<br />
However, a coronavirus-enforced<br />
lockdown provides both<br />
new challenges and opportunities.<br />
<strong>The</strong> 49-year-old has always<br />
led an active lifestyle, he is just<br />
as happy exercising in the Port<br />
Hills as he is in an office but the<br />
former All White footballer said<br />
this experience is like no other.<br />
“I’ve already modified my<br />
exercise regime completely.<br />
“One of my staff owns a gym<br />
so we were able to snaffle some<br />
equipment pretty hastily and set<br />
it up in the garage.<br />
“We’ve had a couple of box-fit<br />
classes, and I hadn’t got my road<br />
bike out in seven years, so I’d like<br />
to think it’s a behaviour change<br />
for the better, but it is early days.<br />
“<strong>The</strong> main challenge is working<br />
from home.<br />
“<strong>The</strong> past week has felt like the<br />
busiest week of my life but also<br />
the slowest in terms of getting to<br />
Friday.”<br />
Falloon said his experiences<br />
with the February 22, 2011,<br />
earthquake and the terror attacks<br />
last year helped shape his<br />
approach to the lockdown.<br />
“You’re drawing on those experiences<br />
in terms of disruption<br />
but the unique is still unique and<br />
you’re drawing on those leadership<br />
challenges and deal with it<br />
and try to find opportunities.<br />
“Our sector has to look at<br />
this and realise it is what it is and<br />
try to find the opportunity,” he<br />
said.<br />
“It’s early days and I can tell<br />
you I already miss the face-toface<br />
interaction especially with<br />
my staff.’’<br />
Falloon said having the<br />
past experiences to call on is a<br />
double-edged sword.<br />
”That is a positive but I do feel<br />
for the mental health and wellbeing<br />
of our tamariki, our wider<br />
community and our young<br />
people. My concern is what will<br />
be the long-term impact on our<br />
people?<br />
“I feel it makes sport and<br />
physical activity even more<br />
important.”<br />
Sport Canterbury’s initiative<br />
of Sport<strong>Star</strong>t Home which looks<br />
to engage parents to participate<br />
in sport and physical activity<br />
around the home has found an<br />
ideal time to test itself on the<br />
public.<br />
“Just like how kids take homework<br />
for numeracy and literacy,<br />
the idea was to take physical<br />
literacy home.<br />
“Parents are out in their driveways<br />
or backyard with a limited<br />
need for equipment.<br />
“It also allows parents and<br />
caregivers the chance to connect<br />
with their child in a different<br />
way.<br />
“I’m constantly thinking about<br />
what support my organisation<br />
can offer to sports and clubs<br />
coming out of this while also<br />
looking out for the best interests<br />
of my 50-plus staff.<br />

“It doesn’t matter what team in<br />
Canterbury is excelling as long<br />
as we are excelling.<br />

THE CANTERBURY Wildcats<br />
have pulled out of any potential<br />
women’s national basketball<br />
league campaign this year due<br />
to ”insurmountable challenges<br />
associated with Covid-19.”<br />
<strong>The</strong> competition was set to<br />
run alongside the men’s NBL<br />
between <strong>April</strong> and July<br />
but had been postponed<br />
due to the coronavirus<br />
outbreak.<br />
Canterbury Basketball<br />
Association general<br />
manager Clive Beaumont<br />
said it was the<br />
only viable option left in<br />
these tough times.<br />
“Although the NBL<br />
has not cancelled the season,<br />
the circumstances we are facing<br />
financially and practically mean<br />
that we will be unable to put a<br />
team on the floor in 2<strong>02</strong>0 regardless<br />
of a modified format, if there<br />
is one,” he said in a statement.<br />

page confirmed the decision over<br />
the weekend.<br />

Hybrids expand<br />
Toyota C-HR range<br />
THE FIRST experience I<br />
ever had with a hybrid was<br />
a disaster.<br />
That was when hybrids<br />
were in their infancy and<br />
the evaluation car twice<br />
needed a computer reset,<br />
much like you had to do<br />
with Windows 95.<br />
In both instances the car<br />
was parked up a driveway,<br />
once at home, the other<br />
rather embarrassingly in<br />
an acquaintance’s driveway.<br />
Thankfully, the helpful<br />
technicians at the local<br />
dealership came to my<br />
rescue.<br />
Hybrids have now<br />
developed to the point<br />
where that scenario has<br />
long since disappeared,<br />
today they are reliable and<br />
immensely capable, almost<br />
to the point where you<br />
could say I’m hooked.<br />
A lot of that comment<br />
comes from a succession<br />
of hybrids that have landed<br />
here in the last 10 years.<br />
My most recent hybrid<br />
drive was in Toyota’s<br />
cheeky, small sport utility<br />
vehicle, the C-HR.<br />
Interestingly, I<br />
hopped straight out of<br />
a conventional petrolpowered<br />
C-HR and<br />
straight into the hybrid, a<br />
newcomer to the petrol/<br />
electric market.<br />
I’m not saying the<br />
conventional C-HR isn’t up<br />
to task, quite the opposite<br />
in fact, the 1.2-litre four<br />
potter is one of the sweetest<br />
engines in any of today’s<br />
SUV market, but the hybrid<br />
with its Prius/Corolla<br />
sourced 1.8-litre fourcylinder<br />
driveline is a class<br />
above.<br />
<strong>The</strong> C-HR hybrid is all<br />
new but, as I’ve alluded to,<br />
the C-HR itself has been with<br />
us for around three years<br />
and it has captured a fairly<br />
healthy number of sales.<br />
<strong>The</strong> range is now quite<br />
expansive, there are five<br />
models, three conventional<br />
and two petrol/electric,<br />
starting at $32,990 and<br />
ending at $37,990 for<br />
the Limited specification<br />
variant this evaluation<br />
focuses on.<br />
For interest’s sake, a base<br />
specification hybrid comes<br />
in at $34,990.<br />
<strong>The</strong>se are tempting<br />
prices, and if you look at<br />
the cost of hybrids over<br />
the years, as economies<br />
of scale come into play<br />
there is genuine value to be<br />
had, and there is the belief<br />
environmental advantages<br />
can be gained.<br />
As you would expect<br />
from something wearing a<br />
Limited badge, the CH-R in<br />
this form has a lot of hightech<br />
features, especially for<br />
safety; the Toyota Safety<br />
Sense suite of electronic<br />
goodies is fitted, and it will<br />
go a long way to keeping<br />

you, as a driver, out of<br />
trouble in the first instance.<br />

driveline is based on<br />
Prius mechanicals. Toyota<br />
rates the power outputs<br />
at 142Nm and 72kW,<br />
topping out at 90kW when<br />
maximum energy is being<br />
developed from the electric<br />
motor.<br />
<strong>The</strong> C-HR in this form<br />
feels energetic, and a lot<br />
of that has to do with the<br />
generation of torque from<br />
the electric components.<br />
Sure, it isn’t blisteringly<br />
fast, but it will reach<br />
100kmh from a standstill in<br />
around 10.5sec and is quite<br />
composed in a highway<br />
overtake, taking 6.8sec to<br />
meet a 80km/h to 120km/h<br />
time.<br />
On the subject of<br />
figures, you wouldn’t be<br />
considering a hybrid unless<br />
you expected some healthy<br />
fuel usage returns. Under<br />
evaluation conditions<br />
the C-HR returned a<br />
6.2l/100km dash display<br />
readout with 4.6l/100km<br />
showing instantaneously at<br />
100km/h.<br />
<strong>The</strong>se figures correlate<br />
well with Toyota’s<br />
4.3l/100km claim.<br />
<strong>The</strong> C-HR is also quite<br />
dynamic when it comes to<br />
tackling the long highway<br />
journey, and when the long<br />
straights of Canterbury<br />
run out. One of the reasons<br />
is the fitting of excellent<br />
Michelin tyres; measuring<br />
225/55 x18in, there is quite<br />
a bit of rubber on the road<br />
that offers direct feedback of<br />
how they are working with<br />
the surface and that, in turn,<br />
is delivered to the driver<br />
who feels fully involved with<br />
the steering process.<br />
Secondly, the C-HR<br />
is state-of-the-art in the<br />
chassis department, there<br />
is a four-wheel-drive<br />
model (petrol only) which<br />
means that there has to be<br />
a fully independent rear<br />
suspension set-up.<br />
<strong>The</strong> hybrid drives<br />
through a continuously<br />
variable automatic<br />
transmission to the front<br />
wheels, but the point I’m<br />
making is that it reaps the<br />
benefits of independent<br />
wheel articulation, and<br />
consequently it feels stable,<br />
agile and balanced.<br />
I pushed hard into<br />
the corners near the<br />
Waimakariri River gorge<br />
bridge, and the C-HR felt<br />
stable and well attached to<br />
the road. All of that with<br />
the knowledge that the<br />
spring and damper rates<br />
are structured so that the<br />
ride is well cushioned and<br />
occupant comfort hasn’t<br />
been jeopardised.<br />
As a concept, the C-HR is<br />
hard to define, I call it a<br />
small sport utility vehicle,<br />
Toyota’s definition is that of<br />
high rider coupe. However,<br />
with its bold styling it is<br />
a vehicle that will appeal<br />
to a wide cross-section of<br />
buyers.<br />
For me, I like its presence<br />
and I enjoyed its driving<br />
dynamics. It serves to prove<br />
you can have a little bit of<br />
fun in a new car purchase,<br />
but at the same time<br />
knowing your wallet won’t<br />
take a pounding come fillup<br />
time.<br />

Blame Game Hampers<br />
Anti-Pandemic Cooperation<br />
As Covid-19 further grips the<br />
US, some US officials have<br />
been trying to find a scapegoat,<br />
claiming China should be blamed<br />
for the spread of the coronavirus<br />
in their country. <strong>The</strong>y even used<br />
the term of “Chinese Virus” or<br />
“Wuhan Virus” in contravention<br />
of the advice from the World<br />
Health Organization. At this<br />
crucial stage, it is harmful to<br />
pack the media landscape with<br />
negative politicized messages, and<br />
blaming others could not take<br />
accountability off one’s shoulder.<br />
<strong>The</strong> virus knows no border<br />
and we need cooperation and<br />
multilateralism instead of vicious<br />
competition and recriminations<br />
in face of the common challenge<br />
for mankind. To identify the<br />
origin of the virus is the job of<br />
scientists, and not politicians.<br />
In fact, throughout history, the<br />
origins of many viruses could not<br />
be traced easily at initial phases<br />
of any outbreak, and in some<br />
cases definite conclusions may<br />
not have been reached at the end.<br />
In the era of globalization with<br />
frequent exchanges of personnel<br />
worldwide, the way how virus<br />
originates and spreads is much<br />
more complicated than ever<br />
before. <strong>The</strong>refore, a sensible and<br />
scientific approach should be<br />
taken to trace the origin of the<br />
virus rather than making hasty or<br />
irresponsible judgments. On some<br />
occasions, the epicenter or places<br />
most severely affected may not<br />
necessarily be the actual origin of<br />
the pandemic and controversies<br />
still exist in medical circles till<br />
now. It is worth noting that the<br />
US Centers for Disease Control<br />
have admitted that some Covid-19<br />
patients were misdiagnosed as<br />
having pandemic flu during the<br />
2019 flu season.<br />
Since the onset of the epidemic,<br />
the most comprehensive, thorough<br />
and rigorous measures that<br />
China has taken against it have<br />
produced positive results. China<br />
has been open, transparent and<br />
responsible in sharing most upto-date<br />
information, staying in<br />
close communication and carrying<br />
out cooperation with all relevant<br />
countries and international<br />
organizations. It took some time<br />
for Chinese medicine circle to<br />
identify the brand new virus.<br />
Since then China has wasted no<br />
time in releasing such information<br />
as the genetic sequence of the<br />
virus, and has also been sharing<br />
experience on the prevention,<br />
containment and treatment of<br />
Covid-19 without reservation. We<br />
are providing as much support<br />
and assistance as we can to<br />
countries in need.<br />
China’s contributions to the world<br />
endeavor in fighting against<br />
Covid-19 have been widely<br />
acknowledged. Even US President<br />
Donald Trump tweeted in January<br />
that the US greatly appreciated<br />
China’s efforts and transparency<br />
in containing the virus. In early<br />
February, Dr. Tedros, Director<br />
General of WHO, called on the<br />
international community not to<br />
waste the precious time bought<br />
by China to take precautionary<br />
actions against the spread of the<br />
virus outside of China.<br />
<strong>The</strong> US placed the travel ban on<br />
travellers arriving and transiting<br />
from China on 2nd February, but<br />
unfortunately not many further<br />
substantial steps had been taken<br />
by the US government since then<br />
before the number of infections<br />
ticked up in the country. <strong>The</strong><br />
window of opportunities hard<br />
won through China’s arduous<br />
efforts has regretfully not been<br />
fully utilized. Slandering or<br />
scapegoating others at this<br />
moment will not make up for the<br />
lost time.<br />
To our relief, the consensus on<br />
collective response to Covid-19<br />
has now created new momentum.<br />
<strong>The</strong> recent special video summit<br />
held by the G20 leaders including<br />
Chinese and US presidents has<br />
sent a message of cooperation<br />
and solidarity and injected<br />
confidence in the global antivirus<br />
war. <strong>The</strong> G20 members,<br />
accounting for about two-thirds<br />
of the entire human population<br />
and some 86 percent of the gross<br />
world product, have pledged<br />
a commitment to “presenting<br />
a united front against this<br />
common threat” and introduced<br />
substantial measures including<br />
strengthening macroeconomic<br />
policy coordination to mitigate<br />
the impact of the pandemic.<br />
President Xi Jinping has talked<br />
with President Trump by phone,<br />
reaffirming the importance for all<br />
countries to collaborate. Facing<br />
the storm, we are in the same<br />
boat, and blaming others is not at<br />
all helpful.<br />

IT COULD be a while until<br />
the eastern suburbs start to<br />
see Lianne Dalziel’s campaign<br />
aspirations for the area come to<br />
fruition.<br />
During October’s local body<br />
elections, Ms Dalziel identified<br />
repairs to the eastern part of the<br />
city’s footpaths, pipes and roads<br />
as one of her main priorities for<br />
this term.<br />
“We need a fully integrated<br />
programme of works for the<br />
east, I have loosely called this<br />
the eastern alliance, which<br />
would essentially be an alliance<br />
of contractors who can take<br />
the whole area bit by bit and<br />
systematically get the work<br />
done,” she said during the<br />
campaign.<br />
But chief executive Dawn<br />
Baxendale said any request to<br />
pursue a specific project in the<br />

CALLS HAVE been made to<br />
stop rates increases in response<br />
to the Covid-19 crisis.<br />
City councillors James Gough,<br />
Sam MacDonald, Catherine<br />
Chu, Phil Mauger, Aaron Keown<br />
and James Daniels have sent a<br />
letter to Mayor Lianne Dalziel<br />
asking her to lead a conversation<br />
as to how a zero per cent rates<br />
increase could be achieved this<br />
year.<br />
<strong>The</strong> city council is proposing<br />
an average rates increase of 4.65<br />
per cent across all ratepayers in<br />
this year’s Draft Annual Plan<br />
which is currently under public<br />
consultation until <strong>April</strong> 5 and<br />
will be finalised before July 1.<br />
<strong>The</strong> 2018-2<strong>02</strong>8 Long Term<br />
Plan also predicts a 50 per cent<br />
rates increase over 10 years.<br />
Said Cr MacDonald: “In<br />
the current environment it’s<br />
clear business as usual is not<br />
appropriate and the council<br />
needs to look at how we enable<br />
this 12-month rates increase<br />
freeze to occur, it’s crucial for<br />
the economic confidence of our<br />
city.”<br />
Ms Dalziel said the las thing<br />

Real Estate during the COVID-19 lockdown<br />
COVID-19 Level 4 means the only<br />
permitted activity is that of essential<br />
businesses which are primarily related to<br />
the necessities of sustaining life, therefore<br />
Real Estate comes under a non-essential<br />
business. For us this means we need to<br />
change and adjust to the way we work and<br />
what we can achieve. But how does this<br />
also affect our clients? <strong>The</strong> below might be<br />
helpful to those of you currently involved<br />
in or looking to make a real estate decision<br />
over this time.<br />
Q. What happens with conditional<br />
contracts?<br />
A. Conditional contracts can still be<br />
confirmed during this time; however should<br />
a condition not be able to be met due to<br />
the restrictions under Level 4 (examples<br />
would be the inability to conduct a property<br />
inspection and building inspection) then the<br />
buyer and seller would need to advise their<br />
legal representatives and either extend the<br />
condition until after the lockdown or cancel<br />
the contract.<br />
Q. Can you settle on a property during<br />
Alert Level 4?<br />
A. <strong>The</strong> Real Estate Institute of NZ have<br />
advised that whilst in lockdown, sellers<br />
and purchasers will not be able to move<br />
in and out of their houses with John<br />
Waymouth, Barrister further backing that<br />
up and advising that now given the State<br />
of Emergency declaration and further<br />
announcements from the government, it is<br />

Canterbury like all of New Zealand, are<br />
facing an unprecedented event with<br />
Covid-19 however those of us who were<br />
working in the field during the Canterbury<br />
earthquakes, including myself, can draw from<br />
the experience we gained during that time<br />
including dealing with uncertainty, very high<br />
levels of anxiety and heightened emotions<br />
from both our tenants and landlords.<br />
During this time our top priority is to<br />
ensure that our tenants are safe and well,<br />
emotionally coping with the changes in their<br />
lives and that they have information on the<br />
services available that they can reach out to<br />
clear that any property settlements that<br />
require physical movement of people is<br />
now for all practical purposes ‘illegal’.<br />
<strong>The</strong> Auckland District Law Society<br />
and the New Zealand Law Society is<br />
recommending that the vast majority<br />
of settlements may need to be deferred<br />
until after the Alert Level 4 restriction<br />
is lifted. As conveyancing is completed<br />
online settlements may take place,<br />
however, pre-settlement inspections<br />
and moving are not physically able to occur<br />
and therefore settlement and possession<br />
will need to be deferred until Level 4 ends.<br />
<strong>The</strong>re may be situations where parties may<br />
want to settle where there is vacant land or<br />
a tenanted property (with the intention that<br />
the tenancy continues). In these instances<br />
if parties agree, settlement may still be<br />
able to happen on the basis that searches<br />
etc. and registration can still occur through<br />
online services.<br />
Q Can we move house during Alert Level<br />
4?<br />
A. Travel is restricted to essential travel<br />
only eg pharmacy/supermarket trip. Any<br />
plans to move house should be deferred<br />
until after the Alert Level 4 restrictions<br />
are lifted. It is essential that you seek<br />
advice from your solicitor if you are in this<br />
situation.<br />
Q. Can I still get an appraisal on my<br />
property?<br />
A. Certainly, online appraisals can be<br />
for assistance. We are also working with our<br />
landlords to ensure they are prepared and<br />
understand what is happening every step of<br />
the way.<br />
Our team is in the process of reaching out<br />
and speaking to all of our tenants to ensure<br />
they are okay, and to see if we can offer them<br />
any assistance working with them on creating<br />
plans to help them through, both financially<br />
and emotionally.<br />
<strong>The</strong>se phone calls are also being made to our<br />
landlords as they need to be prepared if their<br />
tenants are struggling to pay their rent, and<br />
in a lot of cases are finding themselves under<br />
financial and emotional strain as well.<br />

Q. Can I list my property during Alert<br />
Level 4?<br />
A. <strong>The</strong> listing of property electronically<br />
can be carried out while in lockdown with<br />
the right technology in place such as video<br />
conferencing to show your house to the<br />
agent and the ability to print and scan<br />
documents at your end. It will be noted on<br />
the listing form that due to the COVID-19<br />
Level 4 restrictions a physical inspection of<br />
the property has not been completed and<br />
any inspections will commence once the<br />
appropriate alert level is reached.<br />
