The westside community was treated to a bit of fun, flare and<br />
fashion as a caravan of uniquely adorned vehicles rolled<br />
throughout the area on <strong>May</strong> 9. The Cruising the Hilltop Art Car<br />
Parade, which was organized by Patti Von Niessen of Summer<br />
Jam West and renowned art car enthusiast Greg Phelps, featured<br />
more than 10 vehicles decked out in paint, doll parts,<br />
trinkets, coins and just about anything else one can think of.<br />
The intent of the event, said Von Niessen, was to bring a joy<br />
and happiness to the Hilltop community as they spotted the<br />
vehicles making their rounds.<br />

The westside resident said she has been adding adornments<br />

years ago and Pike said she has not stopped adding items to<br />

City tries to curb<br />
illegal dumping<br />

the public with the question, “Do you know<br />
this dumper?”<br />
On <strong>May</strong> 6, the Columbus Department of<br />
Neighborhoods hosted a virtual <strong>Westside</strong><br />
neighborhood update, where Adam Gray<br />
with the division of refuse announced the<br />
new program to curb illegal dumping.<br />
According to Gray, the ‘do you know this<br />
dumper’ campaign started this month and<br />
it shares images of those caught littering<br />

Franklin Township are considering the<br />
idea of joining a consortium.<br />
Called the consortium two, the agreement<br />
is being negotiated by the Solid<br />
Waste Authority of Central Ohio (SWACO).<br />
The agreement would bring together several<br />
jurisdictions to have one trash and recycling<br />
contract.<br />
“Some of the communities that would be<br />
involved in the consortium include the village<br />
of Brice, Clinton Township, Madison<br />
Township, Pleasant Township, Sharon<br />
Township and Truro Township,” said Mark<br />
Potts, administrator for Franklin<br />
Township. “We would each have the same<br />
trash and recycling hauler and get a better<br />
deal for residents by negotiating together<br />
on a contract.”<br />
Potts said the township would not have<br />
to agree to recycling with the contract and<br />
could only chose trash collection as part of<br />
the agreement if they would like. He said<br />
the decision to proceed with the agreement<br />
will depend on pricing and will be up to the<br />
trustees.<br />

with their own trash hauler and the township<br />
has no township-wide agreement with<br />

The Hilltop YMCA hosts a fresh produce<br />
one hauler. Potts said as a result of this,<br />
the township has a lot of illegal dumping.<br />
“The hope is this contract will reduce littering<br />
and this dumping issue in the township,<br />
which we have a huge problem with,”<br />
Potts said. “Having a trash hauler will<br />
really discourage illegal dumping and clean<br />
up the township.”<br />
The township used to have township<br />
wide trash collection with Local Waste<br />
Services, but chose not to renew their<br />
agreement several years ago.<br />
“Everyone would have to be a part of<br />
this program if the trustees approve the<br />
contract,” Potts said. “Also, if residents didn’t<br />
pay, the township could add their bill to<br />
their property taxes, ensuring everyone<br />
pays their bills.”<br />
Potts said if the township adopts the<br />
trash contract, residents would most likely<br />
see lower rates than they are currently<br />
paying. He added that residents may not be<br />
in favor of recycling, but he thinks the<br />
majority will support having a townshipwide<br />
trash contract again.<br />
Currently residents can drop off their<br />
recycling at SWACO drop boxes throughout<br />
the township or can pay for recycling<br />
around the westside<br />
giveaway the third Wednesday of each<br />

ILLEGAL DUMPING<br />

of public services. The hope is that<br />
the public can help identify the offender.<br />
“We want to make sure we are holding<br />
these people accountable,” said Gray.<br />
Gray said he recognizes that illegal<br />
dumping is a big problem on the westside,<br />
particularly in the Hilltop.<br />
“This is our second full year of aggressively<br />
attacking illegal dumping,” said<br />
Gray.<br />
One way the city is tackling the problem<br />
is through its trash collection employees.<br />
“Our route drivers and route supervisors<br />
are always on the lookout for something<br />
amiss,” said Gray.<br />
He said if the drivers see illegal dumping,<br />
they do report it to the city and several<br />
tips from drivers have resulted in investigations.<br />
Another method to address the issue is<br />
the city’s plan to replace the 300-gallon<br />
trash containers with 90-gallon containers.<br />
According to Gray, some areas on the<br />
westside have already made the switch.<br />
Others will see the switch in June or<br />
August. The city will notify residents in<br />
advance via letters with details about the<br />
date and placement areas.<br />
The city of Columbus has placed numerous<br />
cameras in alleyways throughout the<br />
area to catch criminal activity, including<br />
illegal dumping, however some say the<br />
themselves.<br />
Also, at a recent meeting, Potts discussed<br />
the ongoing need for free food services<br />
in the township, including the need to<br />
open a food pantry.<br />
“Before this COVID-19 pandemic,<br />
hunger was a major issue in our community,”<br />
Potts said. “As a result, we will be partnering<br />
with Franklin County Public Health<br />
to offer another food drive in the township.”<br />
The township has one produce drive<br />
that is open once a month on the second<br />
Saturday from 10 a.m. to noon at Central<br />
Baptist Church.<br />
“This food service will be open later in<br />
the month to continue to help and will also<br />
take place at Central Baptist Church on a<br />
Saturday,” Potts said. “We will help staff<br />
the event and pass out food to those in<br />
need.”<br />
The idea for the additional food drive<br />
came from the Franklin County Public<br />
Health Community Action Team and will<br />
offer fresh produce and staple food for<br />
those in the need. It will be open on the<br />
fourth Saturday of every month from 10<br />
a.m. to noon at Central Baptist Church, on<br />
Frank Road.<br />

and dozens of courts to prosecute all the<br />
folks who are dumping,” said Lisa Boggs,<br />
with the South Central Hilltop Block<br />
Watch.<br />
Boggs has been a Hilltop advocate for<br />
many years and sees illegal dumping as<br />
one of the biggest issues on the westside.<br />
She said there needs to be an overhaul of<br />
how trash is picked up.<br />
“They should assign roving trash trucks<br />
to small areas and hold that refuse worker<br />
responsible for keeping that area clean,”<br />
said Boggs.<br />
According to Gray, the division of refuse<br />
works closely with the city attorney’s office<br />
to identify and prosecute those caught<br />
dumping. But he said he needs help from<br />
the public.<br />
“We need you to be our eyes,” said Gray.<br />

illegal dumping to the city’s 311 service<br />
center at https://311.columbus.gov.<br />
Each year, Boggs helps to organize the<br />
South Central Hilltop Cleanup. This year<br />
is the 19th year for the event. It was scheduled<br />
for <strong>May</strong> 2, but due to the coronavirus<br />
outbreak, the event was postponed until a<br />
later date. Boggs does encourage citizens to<br />
take initiative and pick up trash on their<br />
own.

Prairie pool expected to open<br />

A local township is optimistic that it will be able to<br />
reopen facilities and continue with some activities as<br />
planned. With the closure of several outdoor community<br />
pools this summer, the Prairie Township<br />
Community Center plans to open its indoor pool.<br />
Michael Pollack, director of the community center,<br />
said one advantage the township has is that its pool<br />
can open anytime of the year as opposed to outdoor<br />
pools that only open for a short period of time.<br />
Communities like Hilliard have closed their pools for<br />
the summer.<br />
“The outdoor pools are only open for three months a<br />
year and if they don’t open at the beginning of their<br />
season, it doesn’t make sense for them to open,” said<br />
Pollack. “Memorial Day is a big day for outdoor community<br />
pools, so if they can’t be open by that date, it<br />
would be hard for them to open later in the season.”<br />
Pollack said the township’s pool doesn’t have this<br />
sense of urgency and can open in late summer or even<br />
the fall because it is inside.<br />
“We don’t have to worry about different seasons;<br />
that is the advantage of having an indoor pool,”<br />
Pollack said. “However, when we do reopen, we may<br />
have to limit how many people can be in the building<br />
or the pool. We may have very limited capacity numbers,<br />
so we will have to figure that out once we get the<br />
OK to reopen.”<br />

Three years ago, Duane McVay, a life<br />
group leader at the Columbia Heights<br />
United Methodist Church in Galloway,<br />
established a Star Wars event as a community<br />
outreach project that benefits<br />
both children and adults alike. It was, in<br />
his words, a great success. “I was<br />
impressed by the turnout at each event<br />
we held, as well as the dedication of the<br />
children and adults who came wearing<br />
the outfits of their favorite characters.”<br />
When it came time to organize this<br />
year’s ‘<strong>May</strong> the Fourth be with You’<br />
event, however, there was some doubt<br />
as to whether it would be safe to hold.<br />
Despite the great disturbance in the<br />
force, McVay and several other members<br />
of the church’s congregation<br />
decided to move forward with their<br />
plans and invited the community to<br />
drive-thru and pick up build-your-own<br />
lightsaber packets and Popfold paper<br />
figures on <strong>May</strong> 3. Those who came even<br />
got to see the great Obi-Wan Kenobi<br />
(McVay) and Queen Padme Amidala<br />
(Diane Davis) on her throne.<br />

Pollack hopes to start registering students for summer<br />
swim classes in <strong>May</strong> if they are provided direction<br />
on when they can reopen. However, the center will not<br />
start swim registration until officials know when they<br />
can reopen.<br />
Pollack also gave an update on full-time and parttime<br />
employees working at the community center.<br />
“We still have our five full-time community center<br />
staff working,” Pollack said. “The center is closed and<br />
everyone is working from home.”<br />
Pollack said if you call the community center and<br />
leave a message, the voicemail is sent to staff and they<br />
return all calls from home. However, Pollack said some<br />
maintenance staff and part-time employees are still<br />
working to clean the building.<br />
“We are still waxing, painting, polishing and doing<br />
other much-needed maintenance and deep cleaning,”<br />
Pollack said. “We also are working on landscaping and<br />
other outdoor cleanup. We are being very productive.”<br />
The community center is offering 7 to 8 shifts a<br />
week for part-time employees. These employees are<br />
getting about 12 hours a week. Pollack added that the<br />
part-time staff the township has had to furlough plan<br />
on coming back once the center reopens.<br />
“We aren’t concerned about hiring once the center<br />
reopens, most of our employees are eager and excited<br />
to come back,” Pollack said. “I don’t foresee hiring<br />
being an issue once we reopen as most of our staff voluntarily<br />
were furloughed and were OK with being off<br />
work for a while.”<br />

With the approval of the state department<br />
of health and the state board of education,<br />
the South-Western City Schools<br />
District announced that graduation ceremonies<br />
would be held but in a manner that<br />
ensures the safety of the students, staff<br />
and community.<br />
It will not look like the traditional ceremonies<br />
of the past where students and<br />
guests are packed into an auditorium, said<br />
district officials, but there will be a ceremony<br />
held at each of the four high schools to<br />
honor individual achievements.<br />
According to Superintendent Dr. Bill<br />
Wise, a drive-thru ceremony will be held on<br />
<strong>May</strong> 23 with attendance staggered<br />
throughout the day. Students will receive<br />
correspondence from their school this week<br />
regarding their allocated time.<br />
“We anticipate it could take upwards of<br />
five to six hours to get through the number<br />
of graduates and the individual cars,” he<br />
said, referring to the entire ceremony.<br />
Each graduate is permitted to bring one<br />
car with four guests inside. When their<br />
name is called (and if they desire to exit<br />
their vehicles), they will get out and walk<br />
across the raised platform, receive their<br />
diploma covers and have their picture<br />
taken. Those who did not order their caps<br />
and gowns will still be permitted to take<br />
part in the ceremony.<br />
“We know it is not what they envisioned<br />
when we started this school year,” said<br />
Wise, “but we believe this is the best way to<br />
honor their individual achievements while<br />
maintaining protocols to ensure the safety<br />
of everyone involved.”<br />
On the following Saturday (<strong>May</strong> 30), a<br />
virtual ceremony will be held for each of<br />
the school’s graduating classes in a way<br />
that feels a little more traditional, said<br />
Wise.<br />
There will be prerecorded speakers,<br />
speeches from the valedictorian, salutatorian<br />
and class president, as well as the<br />
singing of the national anthem and the<br />
school’s anthem. There will also be<br />

Financial forecast holds steady despite state cuts<br />

South-Western City School officials say<br />
the financial outlook in the district is stable<br />
despite the loss of millions of dollars in<br />
state aid.<br />
At the <strong>May</strong> 11 board of education meeting,<br />
Treasurer Hugh Garside presented the<br />
five-year forecast, which is a hypothetical<br />
representation of the district’s financial<br />
future based on historical trends and<br />
known facts. He said even with the reduction<br />
in aid, the district will continue to<br />
have a positive cash balance through fiscal<br />
year 2024.<br />
According to Garside, the district<br />
receives 60 percent of its funding through<br />
the state, which recently announced more<br />
than $300 million in cuts to the education<br />
sector in order to balance its budget. Under<br />
the reductions, the district will see a loss of<br />
$3.4 million for the upcoming fiscal year.<br />
He warned that there may be more cuts to<br />
follow but said that will largely depend on<br />
how fast the economy recovers from the<br />
novel coronavirus that closed schools and<br />
businesses for months.<br />
“We are fortunate to be in the (financial<br />
situation) we are right now, but we are not<br />
out of the water yet,” he told the board via<br />
a virtual meeting on Zoom.<br />
He said what has helped offset some of<br />
the loss in state aid is the funding the district<br />
received through the Elementary and<br />
Secondary School Emergency Relief Funds,<br />
which is a component of the Congressionalapproved<br />
Coronavirus Aid, Relief and<br />
Economic Security Act.<br />
“We received $6.4 million which will be<br />
available to spend through the end of fiscal<br />
year 2022,” Garside said.<br />
He added that the ESSERF dollars can<br />
be used broadly, which means the district<br />
can use the funds to shore up budget or revenue<br />
deficiencies should the need arise.<br />
Garside also discussed property tax collection<br />
delinquencies, which are attributed<br />
to the temporary closure of businesses due<br />
to COVID-19, as well as the income tax collection<br />
that was pushed back to July 15.<br />
“I think the collection and distribution<br />
will catch up eventually but the timing and<br />
how and when it happens will be the question,”<br />
he said.<br />
He said the district will be closely monitoring<br />
the economic situation in the state.<br />
In addition to the positive cash balance,<br />
which is projected to be $216.9 million in<br />
fiscal year <strong>2020</strong>, $211.4 million in fiscal<br />
year 2021 and $164.6 million in fiscal year<br />
2022, the district is also forecasted to experience<br />
a decline in revenue and an increase<br />
in expenditures.<br />
According to projections, the district’s<br />
revenue will be $286 million, $274.5 million<br />
and $265 million in fiscal years <strong>2020</strong>,<br />
2021, and 2022, respectively. The forecast<br />
also projects the district’s expenditures will<br />
be $270 million, $279 million and $302 million<br />
in fiscal years <strong>2020</strong> through 2022.<br />
With the expenditures expected to outpace<br />
the revenue, board member David<br />
Donofrio asked whether the district would<br />
be seeking to place an operating levy on the<br />
ballot in 2023 or 2024.<br />
Garside said asking voters to approve an<br />
operating levy in the future has not been<br />
discussed.<br />
“It doesn’t currently necessitate that,”<br />
he said.<br />
However, he did say that the district<br />
will need to look at areas that could be<br />
“reduced or maintained.”<br />
Drive-thru graduation planned in South-Western<br />
throughout the years.<br />
“We believe that graduation is both an<br />
individual and collective experience,” said<br />
Wise. “With the drive-thru ceremonies, we<br />
are able to honor that individual component<br />
and with our virtual ceremonies we<br />
are able to honor that collective component.”<br />
He said the drive-thru ceremony would<br />
likely not have been realized without the<br />
assistance of student leaders.<br />
When the state order was made in<br />
March to close all school buildings to slow<br />
the spread of a novel coronavirus, it put<br />
senior milestones like prom and graduation<br />
ceremonies in jeopardy. With the slight<br />
relaxation of guidelines last month, the<br />
state department of education allowed for<br />
some ceremonies to take place. Due to the<br />
size of the district, officials and students<br />
knew that it was not likely to happen in the<br />
traditional sense. To ensure that something<br />
could, student leaders at each of the<br />
schools requested a work group be formed<br />
to discuss options on how to safely hold a<br />
graduation ceremony.<br />
“They were incredibly creative with<br />
their brainstorming and receptive to the<br />
information relayed to them by the state<br />
and county health departments,” he said.<br />
“We all have a great appreciation for their<br />
work, their determination and the way<br />
they balanced competing interests without<br />
putting people’s health at risk.”<br />
Relatedly, board of education member<br />
Anthony Caldwell offered praise and<br />
thanks to the student leaders at the <strong>May</strong><br />
11 meeting. He said his daughter, who is a<br />
senior at Westland High School, is grateful<br />
for the opportunity to have a public ceremony.<br />
“She could not be more excited about the<br />
work that they have done,” he said.

SPL carefully considers reopening<br />
Southwest Public Libraries (SPL) has<br />
extended closure of its two locations, Grove<br />
City Library and Westland Area Library,<br />
as leaders continue to work out plans for a<br />
safe reopening.<br />
Timing remains dependent on evolving<br />
state and federal guidelines, the results of<br />
a Battelle study investigating the longevity<br />
of COVID-19 on library materials, and<br />
acquisition of appropriate sanitation supplies<br />
and personal protective equipment<br />
(PPE) for the safety of patrons and staff.<br />
Proper protocol for safe handling of<br />
library materials is essential to reopening,<br />
which is why SPL and other central Ohio<br />
libraries are eagerly anticipating the<br />
results of Battelle’s study. The study is the<br />
result of a partnership between Battelle,<br />
the Institute of Museum and Library<br />
Services, and OCLC, a global library cooperative<br />
headquartered in Dublin. The specific<br />
conclusion date of the study is<br />
unknown, but results are not expected for<br />
several weeks. SPL has current plans for a<br />
phased reopening beginning with limited<br />
curbside service. Until libraries know the<br />
results of the study, however, complete<br />
plans cannot be finalized.<br />
“We’re anxious to reopen our doors and<br />
serve our patrons in person again, but we<br />
must do so safely and responsibly,” says<br />
SPL Director Mark Shaw. “Patron and<br />
staff safety remain of great priority.”<br />
Even as SPL prepares for a safe reopening,<br />
the library continues to serve patrons<br />
digitally and expand digital offerings.<br />
Patrons are invited to enjoy new digital<br />
programming including virtual storytimes<br />
and library live chats with staff. WiFi<br />
access hours from library parking lots have<br />
been extended to be available 24/7. Signal<br />
strength cannot be guaranteed; SPL apologizes<br />
for any inconvenience. Digital<br />
resources such as e-books, e-audiobooks,<br />
streaming music and movies, and more are<br />
available at the library’s website swpl.org.<br />

Governor plans budget cuts<br />
Due to the economic impact of COVID-<br />
19, Governor Mike DeWine announced<br />
$775 million in reductions to Ohio’s<br />
General Revenue Fund for the remainder<br />
of fiscal year <strong>2020</strong> which ends on June 30.<br />
At the end of February and prior to the<br />
onset of the COVID-19 pandemic, state<br />
revenues for the fiscal year were ahead of<br />
estimates by over $200 million. As of the<br />
end of April, Ohio’s revenues were below<br />
the budgeted estimates by $776.9 million.<br />
Because Ohio is mandated to balance its<br />
budget each year, and in addition to identifying<br />
areas of savings, the following budget<br />
reductions will be made for the next two<br />
months:<br />
• Medicaid: $210 million<br />
• K12 Foundation Payment Reduction:<br />
$300 million<br />
• Other Education Budget Line Items:<br />
$55 million<br />
• Higher Education: $110 million<br />
• All Other Agencies: $100 million<br />
“Decisions like these are extremely difficult,<br />
but they are decisions that are part of<br />
my responsibility, as your governor, to<br />
make,” said DeWine. “We believe that<br />
instituting these cuts now will provide the<br />
most stability moving forward, however I<br />
am greatly concerned about the cuts we<br />
must make in education. We have an obligation<br />
to our schools to give them as much<br />
predictability as we can, but if we don’t<br />
make these cuts now, future cuts would be<br />
more dramatic.”<br />
The budget reductions are in addition to<br />
DeWine’s March 23 directive to freeze hiring,<br />
new contracts, pay increases, and promotions<br />
at all state agencies, boards and<br />
commissions.<br />
The new budget reductions will not<br />
apply to critical services available to<br />
Ohioans or COVID-19 pandemic services.<br />
Money to balance the fiscal year <strong>2020</strong><br />
budget will not be drawn from Ohio’s<br />
rainy-day fund.<br />
“I know that I have said that ‘it’s raining,’<br />
but we do not want to tap into the<br />
rainy-day fund yet,” said DeWine. “The<br />
‘rain’ is not a passing spring shower - it<br />
could be a long, cold, lingering storm, and<br />
we should not use the fund until it is necessary.”<br />
Projections by Ohio Office of Budget and<br />
Management Director Kim Murnieks indicate<br />
that the state’s revenues will continue<br />
to be below estimates in the coming<br />
months as Ohio moves through the<br />
COVID-19 crisis. DeWine, Lt. Governor<br />
Husted and Murnieks will continue to<br />
work with the Ohio General Assembly to<br />
identify ways to continue supporting Ohio’s<br />
economy through the COVID-19 crisis.<br />

The Internal Revenue Service urges taxpayers to be<br />
on the lookout for a surge of calls and email phishing<br />
attempts about the coronavirus. These contacts can<br />
lead to tax-related fraud and identity theft.<br />
Taxpayers should watch not only for emails but text<br />
messages, websites and social media attempts that<br />
request money or personal information. Taxpayers<br />
should not provide their direct deposit or other banking<br />
information for others to input on their behalf into<br />
the secure portal.<br />
The IRS reminds taxpayers that scammers may ask<br />

Aging is working to make sure residents 60 or over who are struggling<br />
to access food know that home delivered meals are available<br />

making it easier than ever to receive hot or frozen home delivered<br />
meals with no income verification required. To spread the word<br />
to residents in the 43204 zip code, the agency is partnering with<br />
Memorial Baptist Church, 2435 Eakin Road.<br />
The staff at Memorial Baptist Church will help answer questions<br />
about the emergency home delivered meals and direct interested<br />
seniors to Franklin County Senior Options. For more information<br />

Older Americans Month <strong>2020</strong>: Make Your Mark<br />
Every <strong>May</strong>, the Administration for Community Living leads our nation’s<br />
observance of Older Americans Month. The theme for the <strong>2020</strong> Older<br />
Americans Month is "Make Your Mark."<br />
This theme was selected to encourage and celebrate countless<br />
contributions that older adults make to our communities. Their time,<br />
experience, and talents benefit family, peers, and neighbors every day.<br />
Communities, organizations, and individuals of all ages are also<br />
making their marks. This year’s theme highlights the difference<br />
everyone can make – in the lives of older adults, in support of<br />
caregivers, and to strengthen communities.<br />
During this pandemic while we are encouraged to stay at home, here<br />
are some creative ways to “Make Your Mark” in <strong>May</strong> and all year long:<br />
Volunteer your time. Many large organizations now offer formal online<br />
volunteer programs and opportunities. Here are a few:<br />
• United Nations: The UN runs a virtual program connecting<br />
volunteers to organizations worldwide where they can help<br />
with short and long-term writing and editing, translation,<br />
technology services, research, and advocacy opportunities.<br />
• Red Cross: During times of disaster, the Red Cross utilizes<br />
volunteers to monitor online discussions to find people who need<br />
help, and to share important updates on social media<br />
• Smithsonian Institute: Needs virtual volunteers to help with<br />
transcribing historical documents and updating relevant<br />
Wikipedia pages.<br />
• Nonprofits and advocacy groups need volunteers to share<br />
personal stories of overcoming life struggles that may inspire<br />
others. Check Idealist.org for volunteer listings that may spur your<br />
interest.<br />
Share your story. We can make a mark on people’s lives with the<br />
stories we share. There are so many ways to do this, from telling your<br />
grandkids about your old neighborhood to writing a book. Or, assemble<br />
a photo album of important moments in your life. Stories can be told<br />
over the phone, on the computer, over the backyard fence. They can<br />
be told in letters, in pictures, in headlines and photographs collected<br />
from newspapers. We don’t have to be together to share our stories<br />
and build each other up.<br />
Get involved by inspiring your community. Encourage individuals to<br />
share stories with the people they live with, in writing, in pictures, or by<br />
phone or video call. Make the following ideas your own and promote<br />
them through social media, check-in phone calls, a flyer handed out<br />
with home-delivered meals, or another way you are connected to your<br />
community.<br />

While the transformation of the kind<br />
but lonely teenager to popular fire-breathing<br />
nightmare has been mined on film and<br />
television before, rarely have they been<br />
infused with as much heart, humor and forgiveness<br />
as “How to Build a Girl.”<br />
This odd combination of rooting for the<br />
protagonist turned antagonist is due in<br />
part to the talent of screenwriter Caitlin<br />
Moran, who adapted the material from her<br />
semiautobiographical novel of the same<br />
name. Using a light but deft hand, she<br />
showcases the gradual change of the lead<br />
character based on hidden traits and situational<br />
awareness of circumstance. It’s a<br />
strange rollercoaster of a film, which is<br />
actually the intention as it is meant to<br />
reflect how one goes about changing their<br />
life during those formative teenage years.<br />
The film is centered on Johanna<br />
Morrigan (Beanie Feldstein), a poor, 16-<br />
year-old girl living in close quarters with<br />
her wannabe rock star father (Paddy<br />
Considine), postpartum depressed mother<br />
(Sarah Solemani) and four brothers of<br />
varying ages. Like most teens, she wants<br />
out of her cramped life and dreams of the<br />
day when she can move to London and<br />
become one of the greatest writers the<br />
world has ever known.<br />
She believes she has achieved this<br />
chance at premature stardom when she is<br />
selected to recite a poem on a local television<br />
show. In her mind, she’ll kill it and be<br />
recognized for her talent, but in reality she<br />
clams up and starts barking in a showcase<br />
of love for her dog Bianca, whom the poem<br />
was based upon. Her mortification is continued<br />
as her peers chase her through the<br />
halls howling, her father’s van is spraypainted<br />
with ‘Scooby-Doo,’ and the family<br />
television is repossessed as she accidentally<br />
let slip their secondary income of breeding<br />
border collies.<br />
To atone for the latter’s grave offense,<br />
her slightly older brother Krissi (Laurie<br />
Kynaston) tells her of an indie rock magazine<br />
that is looking for music reviewers.<br />
Knowing little about rock music, or how to<br />
review the art, she writes up a homage to<br />
the soundtrack ‘Annie’ and sends it in.<br />
Inexplicably, she is granted an interview.<br />
When she arrives at the magazine’s<br />
headquarters, she learns that the all-male<br />
staff only invited her as a lark. Crushed,<br />
she heads out with a pity gift, but then that<br />
streak of determination bubbles up and she<br />
demands to be given an opportunity.<br />
Inexplicably, she is given a chance by<br />
staff writer Tony (Frank Dillane) who says<br />
he’s tired of listening to no-talent artists.<br />
Her first review, set in her point-of-view, is<br />
a semi-hit with readers and she is hired on<br />
a part-time basis.<br />
To fit her new profile as serious music<br />
journalist, she dyes her hair flaming red,<br />
sports a black top hat, black jacket, black<br />
shorts, net stockings and combat boots and<br />
begins calling herself Dolly Wilde.<br />
As her new alter ego, she is confident<br />
and capable, garnering enough money to<br />
get their repossessed television back, purchase<br />
a van without graffiti, and request<br />
features rather than reviews. On her first<br />
feature assignment, she meets budding<br />
star John Kite (Alfie Allen) and falls in love<br />
with him through hours of interviews.<br />

sincerity. “Our job is to napalm the<br />
(music) parasites,” Tony reminds her.<br />
With the prospect of losing her income<br />
and her dream of becoming a real writer,<br />
she promises to be “better” and transforms<br />
herself into a ruthless destroyer of musical<br />
acts.<br />
While her cleverly written cruelty does<br />
not garner her any fans in the music industry,<br />
it garners her fans of a different kind.<br />
With a standout performance from<br />
Feldstein and a fun cast of secondary characters,<br />
“How to Build a Girl” is a great look<br />
at how one decision can cause a series of<br />
decisions that put you on a path toward<br />
something you never thought you could be.<br />
It is also a great look at allowing someone<br />
to make mistakes and offering them the<br />
space to grow.<br />
With humor, poignancy and heaps of<br />
second-hand embarrassment, “How to<br />
Build a Girl” is altogether a really decent<br />
movie about the difficulties of those<br />
teenage years and how they can shape you<br />
as a person for the better — and worse.<br />

Veterans Hall of Fame seeking applications<br />
The Ohio Veterans Hall of Fame is<br />
accepting nominations to recognize those<br />
who served in the U.S. Armed Forces and<br />
continue to contribute to our communities,<br />
state, and nation through exceptional acts<br />
of volunteerism, advocacy, professional distinction,<br />
public service, or philanthropy.<br />
Each year, the hall of fame inducts up to<br />
20 former service members based on recommendations<br />
from an executive committee<br />
of veterans from throughout the state<br />
and approval from the governor of Ohio.<br />
To be considered, the veteran must meet<br />
the following criteria:<br />
• Be a past or current Ohio resident<br />
• Have received an honorable discharge<br />

is a true sweetheart.<br />
Mostly she just wants<br />
to be a part of whatever<br />
you’re doing.<br />
She loves to run<br />
around outside and<br />
play fetch. She’s fully<br />
housebroken. Carmella is friendly and affectionate<br />
toward all people and loves attention.<br />
She is reactive toward other dogs, so she<br />
would do best as an only pet. Carmella is<br />
available for adoption through the Franklin<br />
County Dog Shelter.<br />

Doc Miller was<br />
found injured at the<br />
side of the road in<br />
front of Doctor’s<br />
Hospital - hence his<br />
name. Doc Miller is<br />
blind. This could be<br />
due to trauma from<br />
being hit by a car but<br />
his rescuers are not<br />
sure if that is the<br />
cause. What they do know is that this guy<br />
loves to snuggle and navigates his foster<br />
home very well. He uses his litterbox and can<br />
jump up on the bed and climb steps. Doc<br />
Miller is 6 to 7 years of age. He is available for<br />
adoption through Colony Cats.<br />
