Smoky outdoor fires<br />

generate complaints<br />

Outdoor fires have provenanuisance in<br />

the Waimakariri Districtthis month, with<br />

tighter winter rules applying.<br />

During the first 19 days of thismonth, 17<br />

complaints were filedwith Environment<br />

<strong>Canterbury</strong> (ECan) over outdoor firesin<br />

the district.<br />

‘‘Outdoorburningcan be anuisance for<br />

neighbours and can add to air pollution<br />

caused by other sourcessuch as home<br />

heating,’’ECan’s Waimakariri zone<br />

delivery lead, Marco Cataloni, says.<br />

‘‘Because of this, we encourage<br />

alternatives such as mulching,<br />

composting, kerb­side collection services,<br />

taking garden rubbish to the local transfer<br />

station, or hiring achipper and using or<br />

selling the chips.’’<br />

Although the <strong>Canterbury</strong> Air Regional<br />

Plan allows some outdoor burning, it is not<br />

permitted on propertieswithin acleanair<br />

zone between<strong>May</strong> 1and August 31.<br />

In Rangiora, the 5125.64hectare clean<br />

air zoneincludes the townshipand alarge<br />

area of rural land extendingout to Dixons<br />

Road in the north, Plaskett and Merton<br />

roadsinthe west, and almostupto<br />

Hicklands Road in the south, withthe<br />

eastern boundaryless clearly defined by<br />

roads.<br />

Anyone planning an outdoor burn must<br />

also alwayscheckwith Fire and<br />

EmergencyNew Zealand onlineat<br />

checkitsalright.nz to ensurethey comply<br />

with any seasonal restrictionsor<br />

permitting requirements.<br />

However,ifall the environmentally<br />

friendly options have been rejected andan<br />

outdoor burn is permitted under ECan and<br />

Fire and EmergencyNZrules,the person<br />

who lightsthe firemust still adhere to<br />

strict requirements on the day or facea<br />

$300 fine for afire on private property and<br />

$1000 forafireoncommercial property.<br />

‘‘We would encourageanyone planning<br />

to undertake an outdoorburn of their<br />

green waste to contactusfirst,’’ Marco<br />

says.<br />

‘‘Our officers can provideguidance and<br />

advice.’’<br />

If an outdoor burn is to take placethe<br />

wind must be blowing away from<br />

neighbouring properties,fires must not be<br />

lit on still days which can causethe smoke<br />

to hang around, or very windydays<br />

becauseofunpredictable windchanges, or<br />

if rain is forecast.<br />

The vegetation must alsobedry and the<br />

fire must start with asmall pile and be hot<br />

with agood flame to minimise smoke.<br />

If the burn is likely to last for more than<br />

three days, asmoke managementplan is<br />

required.<br />

Burning­related incidentscan be<br />

reported, withasmuchdetailaspossible,<br />

to ECan on 0800 765 588.<br />

Once an offence has been identified,<br />

ECan staff will investigate and, in many<br />

cases, theyare still able to determine a<br />

breach of the rules daysafterthe event.<br />

Schools look to get creative<br />

Local schools are looking for more<br />

creative ways to engage with next year’s<br />

intakeofstudents due to Covid­19<br />

restrictions.<br />

Open nights and enrolment for<br />

prospective Year 9pupils usually takes<br />

place during<strong>May</strong> and June, but<br />

<strong>Canterbury</strong>’sstate secondaryschools<br />

agreedtocancel open nights in<br />

response to Covid­19.<br />

Rangiora and Kaiapoi high schools<br />

plan to hold virtual open nights to<br />

engagewith families ahead of<br />

enrolments.<br />

RangioraNew LifeSchool principal<br />

Stephen Walters says open nights are an<br />

important part of easing the transition<br />

to high school.<br />

‘‘In our case the parentshave usually<br />

already made up their mind, so it’s often<br />

abouthelping the childtotransition by<br />

familiarising them with their new<br />

school, so hopefully schoolswill be able<br />

to open up later in the year.<br />

‘‘Usually they start lookingfrom Year<br />

6or7,sobythe time theyget to Year 8<br />

they have usually made up their minds.’’<br />

For now, most<strong>Canterbury</strong> schools<br />

have restrictions on parentsbeing on<br />

site, which is unlikely to change until<br />

the countrymovesout of alert level 2.<br />

‘‘It is possible to have informal visits<br />

and showpeople around, so the smaller<br />

schoolswill be able to do it on an ad hoc<br />

basis, but that’smore difficult for the<br />

larger schools.’’<br />

Keeping to the restrictions is<br />

essential to reducing the riskof<br />

spreading Covid­19, as one confirmed<br />

casecould see aschool shutdown for up<br />

to two weeks,ashappened when<br />

Kaiapoi HighSchool had asuspected<br />

casejust before lockdown.<br />

Mr Walters says his school is sitting on<br />

its maximum roll of 470,sothere were<br />

no plansfor an open night.<br />

‘‘Wedidn’t have one last year because<br />

we didn’t have any vacancies.Even at<br />

the primary school, last year we only<br />

accepted new entrants of siblings.<br />

‘‘Wehave been actively lobbyingthe<br />

Ministry [of Education] for aroll<br />

increase and, until that happens, we<br />

havelimited space available.’’<br />
