review may<br />
cost less<br />
than expected<br />

THE REVIEW of the District<br />
Plan may no longer go $400,000<br />
over budget.<br />
The plan is essentially the<br />
district’s rule book on how land<br />
can be used and developed.<br />
Said a district council report:<br />
“In order to deliver the proposed<br />
plan for public notification in<br />
mid-late <strong>2020</strong>, a projected budget<br />
exceedance of approximately<br />
$400,000 was expected for the<br />
financial year 2019/20.<br />
“This could possibly be less<br />
and maybe more in the order of<br />
$200,000,” it said.<br />
The budget for the project<br />
for the 2019/20 financial year is<br />
$840,000 and $823,269 has been<br />
spent as at April 30.<br />
In the report, it said the increase<br />
in cost is due to additional<br />
workstreams being undertaken.<br />
“These were not anticipated<br />
to be completed as part of the<br />
review but were directed to be<br />
undertaken by the District Plan<br />
committee. This has resulted in<br />
additional cost than what was<br />
originally planned for, in the order<br />
of $80-<strong>10</strong>0k for this 2019/20<br />
financial year alone.”<br />
More flood work under way<br />

UPGRADES TO a major<br />
Hororata drain to help with<br />
flood protection are under way.<br />
Work on improvements to<br />
the Hawkins Rd drain has<br />
begun with new culverts being<br />
installed to allow for an increase<br />
in capacity of the drain.<br />
An initial assessment has also<br />
been completed regarding the<br />
suitability of using old gravel pits<br />
as a location to channel excess<br />
stormwater.<br />

Hororata says his property on<br />
Downs Rd floods severely.<br />
He said the Hawkins Rd<br />
drain project is like placing an<br />
ambulance at the bottom of a<br />
cliff.<br />
“THey should be looking at<br />
how to stop the water from<br />
getting into the township rather<br />
than dealing with it once it’s<br />
here.”<br />
Mr Wilson says he and other<br />
residents plan on meeting with<br />
district councillors to discuss<br />
what can be done.<br />
More than $400,000 of flood<br />
protection works are planned for<br />
Hororata this year.<br />
THere have been a number of<br />
notable flooding events in the<br />
township in recent years, two in<br />
2018 and two last year.<br />
THe town’s average annual<br />
rainfall is about 790mm/year<br />
and flooding generally occurs<br />
during prolonged rain events<br />
over multiple days.<br />

Happy Jacks Creek is to be<br />
cleared and floodgates are<br />
expected to be installed.<br />
A water level monitor will be<br />
installed at the roundabout on<br />
Bealey Rd and options are being<br />
discussed for a permanent onsite<br />
pump.<br />
THe drain on Bealey Rd will<br />
be reinstated to allow for an<br />
alternative discharge point for<br />
floodwater at the roundabout.<br />
THe work will begin after the<br />
diversion drain is complete.<br />
Extensive willow clearing is<br />
planned for Cordy’s Stream and<br />
the Hororata River as well as<br />
gravel removal to improve flood<br />
flows.<br />
Resource consent is needed<br />
for the project and the district<br />
council is continuing to work<br />
with Environment Canterbury to<br />
scope the work required.<br />
Over the last financial year,<br />
a number of projects have<br />
been completed to improve the<br />
stormwater system in Hororata.<br />
Drains have been cleaned on<br />
a number of channels and are<br />
now included in annual routine<br />
maintenance.<br />
A manhole has been installed<br />
at the roundabout in the<br />
township to allow for easy access<br />
to pump water when the flap gate<br />
shuts.<br />
