POOL CLOSURE 

Copper Village Pool, originally scheduled to open for weekends on May 

2 nd , will be closed until further notice due to the coronavirus pandemic. 

We will inform you just as soon as it is safe to have the pool open. 

TRASH PICKUP 

Best Trash, our trash company, is still continuing to pick up both 

recyclables (Monday) and regular trash (Monday & Thursday). However, 

they have asked us to do the following to keep their employees safe: 

1) All waste should be placed in plastic bags and tied off to avoid any 

direct contact with the garbage. 

2) Recycling can still be placed loose in the container; however, Best 

Trash is asking if anyone in your household is exhibiting symptoms of 

a transmissible illness, please place any recyclables in plastic bags and 

dispose of with regular garbage. 

3) Whenever possible, please mulch leaves and grass clippings instead of 

bagging them for disposal. 

4) Limit the amount of pruning and tree trimming to only what is essential. 

5) If utilizing a landscaping company, ensure all green waste is collected 

and hauled off by the contractor. 

Because residents are at home more, Best Trash is experiencing an 

increase in solid waste, which results in some service delays. They are 

hoping to continue full service, unlike other trash companies. It is 

hopeful that the Copper Village residents will be vigilant with their trash 

collection to avoid any service delays/interruptions.

ARCHITECTURAL DESIGN REVIEW 

As promised, we will now be including parts of the Architectural Design 

Review in the Monthly Newsletter to keep our residents more aware of 

them. 

ROOFING MATERIALS AND ADDITIONS 

1. Materials-A sample of the proposed shingle to be placed on any existing 

roof or any new improvement must be attached to each application 

submitted to the Committee. The Committee may maintain a chart 

depicting examples of the acceptable type, quality and color of roofing 

materials for homes and other improvements within the subdivision. 

Each shingle shall be compared to the samples set forth on the roofing 

materials chart to assure that the proposed shingle is of an acceptable 

type and quality and that its color is harmonious with the color scheme 

established for the subdivision. The roofing material must be harmonious 

with the existing dwelling. The use of wood, metallic, slate, clay, tile or 

any other roofing material not specified in these Guidelines is prohibited 

unless the material is an in-kind replacement for the roofing materials 

used at the time of original construction. The color of each roofing must 

not only be an earth tone, but also an acceptable shade of an earth tone 

color. Fiberglass or composition asphalt shingles shall be limited to the

following types and grades unless otherwise approved in writing by the 

Committee: 

a. Minimum 300 lb. per square, 30-year warranty. The roofing material 

shall be “Prestique” with the Weathered Wood color or approved equal. 

The color of the new roofing must match (as closely as possible) the 

roofing material being replaced. NO partial reef replacements will be 

allowed unless an exact color match is accomplished. 

b. Felt for all composition roofs must have a weight of at least 30 lbs. 

2. Roofing Additions-No skylights, solar panels, roof ventilators or similar 

types of additions shall be permitted on the front of the roof ridgeline and/ 

or gable of a structure and are subject to approval by the Committee. All 

roof ventilators shall be located to the rear of the ridgeline and/or gable 

of any structure and shall not extend above the highest point of each 

structure. The Committee shall have the right to approve exceptions to 

the foregoing in cases where safety or energy conservation and heating/ 

cooling efficiency require ventilators that, because of a particular roof 

design, cannot be hidden from public view. The color of roofing additions 

must match existing roof vents (if any) or be harmonious with the color 

of roofing materials. 

HOWDY NEIGHBOR! IMPORTANT NOTE: 

Thank you to those who have cleaned your bronze street number plate 

on your home exterior. PLEASE make sure your house number is visible 

from the street. You might need to lower the shrubs that are blocking the 

visibility of your house numbers. Or polish/clean the plate. This is very 

important because in the event an emergency vehicle needs to find you 

and can’t, it might be critical in time lost. 

RESIDENTS: 

It has come to our attention that many residents are leaving their 

grass clippings and shrub clippings out on the curb for days before the 

assigned trash pickup. Our trash days are on Monday and Thursday. 

Either change your scheduled yard mowing to coordinate with the trash 

days OR remove the grass and tree trimmings to the back of your fence or 

in your garage until the evening before trash pick-ups. 

It is a deed violation to leave your grass clippings or tree branches out 

days early. DON’T SWEEP OR BLOW GRASS CLIPPINGS INTO THE STREET 

GUTTERS. It clogs our drainage system. 

DEED RESTRICTION INFORMATION: 

1. Maintenance of fences: Pickets, rails or bars that are broken or peeling 

paint, warped, bent, sagging or which have otherwise deteriorated must 

be promptly repaired or replaced. 

2. Landscape Lighting: Exterior landscape lights shall be permitted with 

the Committee’s approval so long as the lighting is located within flower 

beds, shrubs and/or trees and all of the wiring is buried. All landscape 

lights must be white in color. The Board reserves the right to require the 

removal or modification of lights which it reasonably determines to be 

annoying to neighbors. (i.e. shining in neighbors windows; lights on all 

night; too bright of wattage) 

3. Birdhouses: Birdhouses shall be permitted without the approval of the 

committee subject to: it must be installed in the rear of the lot only; no 

birdhouse shall be larger than two feet in width, two feet in length and 

ten feet in height; the birdhouse can’t be visible from the street in front of 

the lot; the materials and colors must be harmonious with the home and 

other improvements on the lot. 

4. Garage Conversions: No conversions of any kind will be allowed. 

Detached multi-story garages shall not be acceptable. No carports shall 

be acceptable. 

5. Window Coverings: All window coverings (i.e. drapes, blinds, shades, 

etc.) which are visible from the exterior of the residence must be a 

neutral, earth-tone color which must also blend with the exterior color 

of the home. “Temporary” coverings (i.e. sheets, blankets, towels, etc.) 

must be removed within 30 days of closing on the sale of the lot. Paper, 

foil, cardboard or other “non-standard” window covering materials are 

prohibited for temporary OR permanent installations.

BOARD APPROVES AMENDED 2020-2021 

INSTRUCTIONAL CALENDAR 

June 16, 2020—The CFISD Board of Trustees approved the calendar 

committee’s recommendation to modify the 2020-2021 instructional 

calendar during its regularly scheduled meeting on June 16. 

Due to the COVID-19 pandemic that resulted in a loss of 52 instructional 

days that comprised 30 percent of the instructional calendar, Texas 

Education Agency (TEA) Commissioner Mike Morath suggested school 

districts consider modifications to an instructional calendar that: 

minimizes disruptions; adjusts for learning loss; provides remediation; 

provides dedicated learning time focused on struggling students; helps 

minimize the “summer slide;” and includes extra days and weeks for 

make-up time due to the potential resurgence of COVID-19. 

In response, the calendar committee recommended an amended 

calendar that: features the same start date (Aug. 24) and planned 

professional days/holidays as previously approved; allots 15 minutes of 

additional instructional time for elementary and middle schools and 10 

minutes of additional instructional time for high schools, which would 

provide for 30 minutes of focused instruction each day for all students; 

and reserves makeup dates from June 1-30 due to a potential additional 

loss of instruction due to COVID-19. 

The amended calendar features 79,200 total instructional minutes, an 

increase of 3,600 minutes from the previously approved 2020-2021 

calendar—the equivalent of eight additional instructional days being

GRADUATES EARN DIPLOMAS 

The 12 Cypress-Fairbanks ISD graduation ceremonies held at Cy-Fair FCU 

Stadium from June 1-6 produced a total of 8,703 graduating seniors for 

the Class of 2020. They included the first-ever commencement exercises 

for Cypress Park High School, which opened in 2016 with only ninth grade 

students and Bridgeland High School, which opened the following year.

including signage to encourage social distancing among graduating 

seniors and guests and additional hand sanitizer dispensers throughout

the stadium and Berry Center. All individuals were screened upon entry 

for signs or symptoms of possible COVID-19 and each graduate was 

limited to a maximum of four guests. Graduates were also provided a 

mask displaying their respective school logo. In addition, CFISD and Berry 

Center personnel sanitized the entire complex following each graduation 

ceremony. Each commencement exercise was highlighted by remarks and 

addresses from each campus principal and student representatives from 

every graduating class. Selected representatives also led the Pledge of 

Allegiance and performed the national anthem. 

In addition to the nearly 35,000 guests who attended the commencements 

at Cy-Fair FCU Stadium, a record number of others watched the graduation 

ceremonies through live streaming on the CFISD Live stream account. 

The live stream generated 135,574 total views from all 50 states and 

Washington D.C. and 154 different countries as of June 7 th . Combined 

with more than 23,363 views on the CFISD YouTube page, total streams 

amounted to nearly 159,000 views. 

The 2019-2020 school year marked the 13 th year for graduation 

ceremonies to be streamed live for the public. 

RECORD $120,000 RAISED FOR 

SUPERINTENDENT’S FUN RUN AND FESTIVAL 

Through tremendous generosity, Cypress-Fairbanks ISD staff, students, 

community members and business partners came together to raise $120,000 

for the seventh annual Superintendent’s Fun Run and Festival. The fundraiser, 

originally scheduled for March 21 st at the Berry Center and Cy-Fair FCU Stadium, 

was canceled due to the spread of COVID-19. CFISD presented a check of the 

record amount to the Cy-Fair Educational Foundation (CFEF) on May 6 th . 

In response, numerous CFISD staff members and students and 

community members performed their own “virtual” runs or walks on 

March 21 st , posting and sharing photos on social media. 

Woodard Elementary School was recognized as the top contributing 

elementary school, followed by runner-up Andre’ Elementary School and 

third place Duryea Elementary School. Woodard was also honored as the 

campus with the highest overall participation. 

Among middle schools, Hamilton Middle School was the top contributing 

campus. It was followed by Arnold Middle School and Smith Middle 

School, which placed second and third, respectively. 

Cypress Ranch High School was recognized as the top contributing high 

school, followed by runner-up Cypress Falls High School and third place 

Cy-Fair High School. 

CFISD’s School Administration & Leadership Development department 

was recognized as the top contributing small department. 

Among large departments, the honor went to Curriculum, Instruction 

and Accountability, which was also recognized as having the most 

members register for the Superintendent’s Century Club (registration 

total equaled or exceeded $100).

CFISD NAMES NEW ASSOCIATE 

DIRECTOR OF ATHLETICS 

June 4, 2020—Virginia Flores, assistant principal and former head girls’ 

basketball coach at Cypress Woods High School, was recently named the 

new associate director of athletics. Flores replaces Sharon Farrah, who 

retired following a 38-year career in education. 

Flores served as the first head girls’ basketball coach at Cypress Woods, 

starting the program in 2006. She led the Wildcats to the postseason nine 

consecutive years (2009-2017), capturing three district championships 

and appearing in two regional tournaments. Her coaching career

championship in 2015. 

In 2017, Flores transitioned into educational administration, assuming 

her current role. 

“We are excited about the addition of Virginia Flores to our CFISD 

athletic department team,” said Ray Zepeda, CFISD director of athletics. 

“Virginia will bring great experience, energy, passion and enthusiasm to 

our department in her new role. We will absolutely miss Sharon Farrah, 

who served CFISD extensively over her long career. However, we do look 

forward to working with Virginia in service of the 17,000 athletes and 

more than 600 coaches in CFISD.” 

Flores began her career in education in 1999 as an English teacher and 

basketball and track coach at Cy-Fair High School. After three years, 

Flores moved to Magnolia High School to serve as head girls’ basketball 

coach and assistant track coach. 

Flores earned her Bachelor of Arts in English from the University of Texas 

and Master of Educational Administration from Lamar University. 

“I am humbled and beyond thrilled to be in a position where I can serve 

and support the amazing teacher-coaches and student-athletes of 

CFISD,” Flores said. “Excellence in the sporting arena and in the classroom

BOARD ADOPTS 2020-2021 BUDGET, 

PROPOSES TAX RATE DECREASE 

June 16, 2020—The Cypress-Fairbanks ISD Board of 

Trustees adopted the 2020-2021 budget in the amount of 

$1,040,726,671 during its regularly scheduled meeting on 

June 16. The proposed budget was presented during the 

June 11 committee-of-the-whole meeting. 

The general fund budget includes local revenues of 

$543,309,479, state revenues of $436,378,083 and federal 

revenues and other sources of $21,200,000. CFISD’s total 

revenues amount to $1,000,887,562. 

Cypress Falls High School

Academy in Colorado Springs,

and can’t wait to see all that is in 

store for him,” said Becky Denton, 

Cypress Falls principal. “He is one

The proposed tax rate for 2020-2021 of $1.3578 is a 

decrease of 1.22 cents from the 2019-2020 school year, 

with the Maintenance & Operations (M&O) Tax rate at 

$0.9578 and the Interest & Sinking (I&S) Tax rate at $0.40. 

The 2020-2021 tax rate is scheduled to be adopted at the 

September 2020 board meeting. 

CFISD plans to provide raises for all staff for the ninth 

consecutive year. The district’s 2020-2021 budget proposal 

calls for the following salary increases: 

a 1-percent-of-base-salary increase in addition to the 

one-time payment from 2019-2020 rolled in for teachers, 

counselors, librarians and nurses 

a 1-percent-of-midpoint or base salary increase, whichever 

is greater, in addition to the one-time payment from 2019- 

2020 rolled in, for all other staff; and a new starting salary 

of $56,000 for all teachers. 

In addition to salary increases, the 2020-2021 budget 

proposal provides for full-day prekindergarten, COVID-19 

expenses, the opening of Rowe Middle School, new 

teachers and paraeducators, benefits, TRS and other 

miscellaneous expenses.

JOIN 2020 WALK TO END ALZHEIMER’S® 

Participants will Raise Critically Needed Awareness and Funds for 

Alzheimer’s Care, Support and Research. The Alzheimer’s Association® 

is invitingKaty, Fulshear, Cypress, Richmond and other West Houston 

area residents to join the fight to end Alzheimer’s by participating in the 

Alzheimer’s Association Walk to End Alzheimer’s. The Walk will take place 

on Saturday, September 26, 2020,atLa Centerra Shopping Center 

in Katy, Texas. On walk day, participants will honor those affected by 

Alzheimer’s disease with Promise Flowers during the poignant Promise 

Garden Ceremony - a moving display of hope to represent the personal 

reasons participants join together to fight Alzheimer’s. 

This year’s challenge is whether we will be able to come together of 1,300 

walkers or not. So we have two plans - Plan A is to have the big event. Plan 

B is to have a virtual event that may be held in various neighborhoods, 

businesses, schools and other smaller communities where people can 

come together and Walk to End Alzheimer’s. In addition to the 3-mile 

walk, participants will enjoy a fun-filled experience that includes valuable 

information, celebrations, entertainment, corporate sponsors and so 

much more.

POSTPONED TO NOVEMBER 

In the midst of the COVID-19 pandemic, Cy-Fair Educational Foundation 

(CFEF) trustees graded 1200+ scholarship applications and met via Zoom 

to award more than $635,000 in scholarships. For Cypress-Fairbanks ISD 

graduating seniors planning to attend Lone Star College full-time in the 

fall, our application is open now through May 11, 2020. This summer, the 

Foundation will award $72,000 from the Edwin C. Schroeder Endowment 

Fund. The Foundation looks forward to recognizing our 2020 scholarship 

recipients this August. 

With the Stay Home - Work Safe Mandate through the end of April, the 

Foundation has decided to postpone the B. F. Adam Golf Classic until 

the COVID-19 risk is minimal within our community for the safety of our 

288 golfers and over 100 volunteers, trustees and staff, who help make 

this event a tremendous success, as well as the staff at BlackHorse Golf 

Club. Our 33 rd annual B. F. Adam Golf Class has been moved to Monday, 

November 16, 2020.
