On behalf of the organisers of the <strong>2009</strong> Brunei Darussalam International Defence<br />

Exhibition and Conference (BRIDEX), I would like <strong>to</strong> welcome you <strong>to</strong> this second edition<br />

of our BRIDEX newsletter. With only less than three months <strong>to</strong> the opening of BRIDEX,<br />

which will be held in Brunei from 12-15 August, and we have made significant progress<br />

in our preparations for the region’s premier defence and security event.<br />

As you will see in the adjoining article, our brand new, purpose-built exhibition centre<br />

at Jerudong is well on target <strong>to</strong> be completed in June. This splendid facility will offer<br />

exhibi<strong>to</strong>rs and delegates state-of-the art facilities and accommodation, including<br />

10,000 sq m of modern exhibition space and accompanying 5,000 sq m of apron<br />

space for static displays. Our intention is <strong>to</strong> create the most comfortable and convenient<br />

environment for exhibi<strong>to</strong>rs and delegates <strong>to</strong> engage with each other and build profitable<br />

new relationships.<br />

We have been very pleased with the response <strong>to</strong> BRIDEX from leading manufacturers<br />

and suppliers around the world, and from the many decision-makers from some 60<br />

countries who will attend BRIDEX. The profile of the senior military officers attending<br />

the event has also been enhanced with confirmation that the 6th ASEAN Air Chief’s<br />

Conference will take place during BRIDEX, the first time that we in Brunei have had the<br />

pleasure of hosting this prestigious gathering.<br />

Our new delegate management system has been introduced <strong>to</strong> ensure that these VIP<br />

guests can engage with as many of the exhibi<strong>to</strong>rs as possible, within their specific areas<br />

of interest. This is part of our commitment <strong>to</strong> maximize the value <strong>to</strong> exhibi<strong>to</strong>rs and<br />

Construction of the new purpose-built<br />

exhibition centre which will host the<br />

<strong>2009</strong> Brunei Darussalam International<br />

Defence Exhibition and Conference (BRIDEX) is now well<br />

under way and on target <strong>to</strong> be completed in June, two months<br />

ahead of the opening of BRIDEX.<br />

The new exhibition centre, which is located on a prime oceanfront<br />

site near Brunei’s capital, Bandar Seri Begawan, will<br />

offer exhibi<strong>to</strong>rs and delegates state-of-the art facilities and<br />

accommodation during BRIDEX, which is the region’s premier<br />

defence and security event. The venue features a fully airconditioned<br />

10,000 sq m exhibition hall, with 5,000 sq m of<br />

adjoining apron space for static displays. There will also be a<br />

mobility park and marina for live demonstrations of equipment<br />

and systems; chalets, restaurant and hospitality facilities.<br />

BRIDEX will be held from 12 - 15 August <strong>2009</strong> and will<br />

showcase innovative and value-enhancing technology<br />

solutions which address the security challenges facing defence<br />

forces across Asia, and further afield. Focused exclusively on<br />

the most senior government and defence policymakers, the<br />

event is expected <strong>to</strong> draw around 250 exhibi<strong>to</strong>rs, representing<br />

the world’s leading manufacturers and suppliers of defence<br />

and security systems.<br />

The design of the new exhibition centre ensures that exhibi<strong>to</strong>rs<br />

will have easy access during the build and breakdown period<br />

immediately before and after BRIDEX. The column-free main<br />

hall has 3m/9.84ft clear headroom throughout and the<br />

exhibition floor has been designed <strong>to</strong> support heavy military<br />

BRIDEX is fully supported by the Ministry of Defence of<br />

Brunei Darussalam and will include the 6th Asean Air<br />

organised jointly by the Ministry of Defence and international<br />

defence publishing company, Jane’s Information Group on<br />

11 August <strong>2009</strong>.<br />

BRIDEX EXHIBITORS TO BENEFIT FROM NEW EVENT & DELEGATE MANAGEMENT SYSTEM<br />

Exhibi<strong>to</strong>rs of BRIDEX <strong>2009</strong> can be assured of meeting large<br />

numbers of influential decision-makers during the premier<br />

defence & security exhibition held in August, thanks <strong>to</strong> the Event<br />

& Delegate Management System (EDMS). Launched in March,<br />

the EDMS provides integrated and seamless facilitation of all<br />

delegate needs and requirements during the premier event.<br />

Through this system, exhibi<strong>to</strong>rs can arrange for valuable facetime<br />

with important VIPs and decision makers.<br />

With more than 400 hosted VIPs from over 60 countries expected<br />

<strong>to</strong> attend BRIDEX in August, the EDMS will ensure efficient<br />

scheduling of events and networking meetings for exhibi<strong>to</strong>rs<br />

<strong>to</strong> gain the most mileage out of BRIDEX. Attending VIPs this<br />

year include Ministers/Deputy Ministers of Defence, Chiefs of<br />

Defence Forces, Police Commissioners, Permanent Secretaries<br />

and Heads of Procurement. Lt Col (Rtd) Amir Hamzah bin Haji<br />

Hanafi, Chief Executive of the event organiser, Royal Brunei<br />

Technical Services, said: “It is critical that these high-level<br />

participants are able <strong>to</strong> maximise the value of their attendance<br />

at BRIDEX. At the same time, it is very important for exhibi<strong>to</strong>rs <strong>to</strong><br />

have the opportunity <strong>to</strong> meet and engage with the over 400 key<br />

decision-makers hosted by the Ministry of Defence. This new<br />

event and delegate management will ensure that all needs are<br />

met in the most efficient manner.”


EXHIBITORS’ REGISTRATIONS ON-TARGET<br />

Major defence companies from around the world have<br />

confirmed their participation in the Brunei Darussalam<br />

International Defence Exhibition (BRIDEX) <strong>2009</strong> in recent<br />

weeks, with registrations well on target <strong>to</strong> reach the expected<br />

<strong>to</strong>tal of more than 250 exhibi<strong>to</strong>rs.<br />

Exhibi<strong>to</strong>rs already confirmed for BRIDEX <strong>2009</strong> include<br />

manufacturers and suppliers of defence and security systems<br />

and equipment from countries as far apart as Bulgaria,<br />

Canada, France, Germany, Indonesia, Jordan, Malaysia,<br />

Pakistan, Singapore, Turkey, UK and USA. BRIDEX is the<br />

region’s premier defence and security event and will showcase<br />

the latest innovative and value-enhancing technology<br />

solutions which address the wide spectrum of challenges<br />

facing defence forces.<br />

Bridex will be attended by more than<br />

Exhibi<strong>to</strong>rs and delegates will have the<br />

new partnerships and business<br />

opportunities in an attractive, secure<br />

and politically-neutral environment.<br />

The last BRIDEX in 2007 saw the<br />

participation of 108 companies, with<br />

more than 60 international delegates<br />

from 17 countries. More than 11,000<br />

visi<strong>to</strong>rs attended the three-day event,<br />

establishing a base which will be<br />

exceeded during BRIDEX <strong>2009</strong>.<br />

6th ASEAN AIR CHIEFS CONFERENCE (6th AACC)<br />

Senior Air Force officers from across the region will meet<br />

in Brunei during the <strong>2009</strong> Brunei Darussalam International<br />

Defence Exhibition (BRIDEX), when the 6th ASEAN Air Chiefs<br />

Conference (AACC) takes place alongside the region’s<br />

premier defence and security event.<br />

This will be the first time the Sultanate will host the annual<br />

conference since its inception in Thailand in 2004, and<br />

further enhances the delegate profile for BRIDEX, which<br />

includes defence force chiefs and decision-makers from<br />

across Asia and further afield. The AACC is an important<br />

platform that enhances peace and stability in the region,<br />

promoting greater integration and partnership among the<br />

Air Forces of the Association of South East Asian Nations<br />

(ASEAN).<br />

The theme of the 6th AACC is ‘Non-traditional Security<br />

Threats’ and will be chaired by the Commander of the Royal<br />

Brunei Air Force, Brigadier General (U) Da<strong>to</strong> Paduka Hj<br />

Mahmud bin Hj Saidin (Comd TUDB). Non-traditional security<br />

threats include national and cross-border issues including<br />

natural disasters, people-smuggling, drug trafficking, piracy,<br />

the illegal arms trade and terrorism.<br />

The 6th AACC will be attended by the Air Chiefs of ASEAN<br />

nations and other senior air force officers, and will address<br />

the application of air power in combating terrorism as well<br />

as its role in addressing other non-traditional threats. The<br />

possible implementation of a ‘5-year Action Programme for<br />

ASEAN Air Forces’ will also be discussed and a draft of the<br />

‘Declaration of Support by ASEAN Air Forces in addressing<br />

Non-traditional Security Threats’ will be tabled.<br />

Visiting Air Chiefs and senior officers will meet with the<br />

Deputy Minister of Defence and the Commander of the<br />

Royal Brunei Armed Forces. They will also be invited <strong>to</strong> the<br />

BRIDEX Opening Ceremony and the BRIDEX Reception and<br />

International Night held during the exhibition. In addition,<br />

senior Air Force staff will receive the chance <strong>to</strong> meet their<br />

counterparts from regional land and naval forces.<br />

Partners of the visiting Air Chiefs are also invited <strong>to</strong> take<br />

part in the cultural visit programme, which includes visits <strong>to</strong><br />

sites of cultural significance such as the Jame Asr’ Hassanil<br />

Bolkiah Mosque, the Royal Regalia Museum and the Brunei<br />

Museum.<br />

THE ROYAL BRUNEI ARMED FORCES’<br />

DEVELOPMENT PLAN<br />

The complexity of security and operational<br />

challenges have emphasised the importance<br />

for a joint force approach <strong>to</strong> operations, which<br />

requires interoperability not only within the<br />

RBAF, but also between the RBAF and other<br />

government agencies. Thus, for the purpose<br />

of creating effective Command and Control<br />

throughout the organisation, the RBAF has<br />

established its Joint Force Headquarters in<br />

early 2008, which is <strong>to</strong> be equipped with<br />

a new Combat Net Radio system and a<br />

C4I system, currently at the implementation<br />

and procurement stages respectively. These<br />

capabilities are also expected <strong>to</strong> provide the<br />

RBAF connectivity and interoperability with its<br />

foreign counterparts, thereby enabling Brunei<br />

Darussalam <strong>to</strong> participate in any cooperative<br />

operations in the international theatre.<br />

The Royal Brunei Land Force (RBLF) has been<br />

focusing on acquiring a comprehensive suite of<br />

equipment <strong>to</strong> maximise the flexibility, mobility<br />

and effectiveness of its operations. Among<br />

others, these include enhancing its weaponry,<br />

replacing its mobility assets, acquiring gapcrossing<br />

bridges, tactical communications<br />

and immediate area day-night surveillance. In<br />

tandem with these capability enhancements,<br />

the RBLF is also currently planning <strong>to</strong> create<br />

a mechanised infantry battalion, a second<br />

engineer squadron and a reconnaissance<br />

pla<strong>to</strong>on.<br />

TREASURES OF BRUNEI<br />

International Defence Exhibition (BRIDEX) are encouraged <strong>to</strong> take<br />

a little extra time <strong>to</strong> explore the treasures of Brunei, which houses<br />

vast areas of pristine rainforests, unspoiled coral reefs, mangrovecovered<br />

islands, white sandy beaches and accessible nature<br />

reserves.<br />

As one of the last few remaining bastions of natural beauty in the<br />

world, Brunei is an ideal setting for the eco-<strong>to</strong>urism enthusiast<br />

or any <strong>to</strong>urist seeking <strong>to</strong> experience the grandeur of nature in its<br />

purest. Moreover, with rainforests sprawling over 70% of Brunei’s<br />

land, eco-<strong>to</strong>urism opportunities are often within easy reach of the<br />

capital, allowing one <strong>to</strong> enjoy both the comforts of the city as well<br />

as its luscious nature.<br />

walkway, 50 metres from the floor, in Ulu Temburong provides a relatively easy passageway above the rough terrain and also<br />

exposes epic bird-eye views of the rainforest’s roof and an abundance of birds, plants, micro fauna and mammals. With few<br />

THE ROYAL BRUNEI ARMED FORCES’ DEVELOPMENT PLAN<br />

In defending and preserving the nation’s<br />

maritime interests, safety and security,<br />

the Royal Brunei Navy (RBN) is looking<br />

at acquiring patrol vessels and fast patrol<br />

boats <strong>to</strong> replace its current assets. These<br />

new vessels not only would provide the<br />

capability for the RBN <strong>to</strong> sustain maritime<br />

presence in the Exclusive Economic<br />

Zone (EEZ), but would further contribute<br />

<strong>to</strong>wards the nation’s ability <strong>to</strong> cooperate<br />

with its neighbours beyond the nation’s<br />

EEZ, both in combating transnational<br />

security challenges and conducting<br />

humanitarian relief operations.<br />

Complementing the maritime surveillance<br />

capabilities, the Royal Brunei Air Force<br />

(RBAirF) is also looking at expanding<br />

its current aerial surveillance envelope<br />

through the acquisition of additional<br />

maritime patrol and fixed wing transport<br />

aircrafts. In addition <strong>to</strong> these, in the<br />

medium and long term, plans are being<br />

drawn up <strong>to</strong> acquire UAV capability and<br />

<strong>to</strong> replace older helicopters <strong>to</strong> ensure the<br />

RBAirF’s overall operational effectiveness.<br />

In addition, the Ministry of Defence is also<br />

looking at privatising some of its work<br />

and outsource some of its needs, such<br />

as cook houses, small arms simula<strong>to</strong>r<br />

and vehicles servicing and repairs.<br />
