is back!<br />
The youth of Grove City are heading<br />
back to the diamonds as practice began<br />
<strong>July</strong> 13. The season, which officially<br />
begins Saturday, Aug. 8, will follow the<br />
format of the traditional spring-summer<br />
season. Games will be played in August,<br />
September and October at Windsor Park,<br />
4408 Broadway, and Fryer Park, 3899<br />
Orders Road. Grove City Buddy Ball at<br />
the Dream Field has been postponed<br />
until 2021.<br />
In addition to the change in dates, several<br />
modifications are being implemented<br />
to enhance the safety of participants and<br />
the community. These measures include<br />
additional cleaning and sanitizing of<br />
equipment, ensuring individual usage of<br />
items and appropriate distancing of participants<br />
when possible.<br />
Volunteer coaches are the backbone of<br />
youth baseball in Grove City, and Grove<br />
City Parks and Recreation is grateful for<br />
their commitment to the community’s<br />

planned in SWCS<br />

As a new school year approaches, there<br />
are a number of questions that have been<br />
at the forefront of the minds of administrators,<br />
parents, students and staff members.<br />
Among those are whether in-person<br />
instruction will be allowed and if so, what<br />
will it look like? Will it be safe to attend?<br />
And what adjustments will be made<br />
should the state once again order buildings<br />
closed to slow the spread of a novel coronavirus?<br />

The answers to these questions are complex and<br />
fluid, say district officials, but an attempt to give clarification<br />
on the upcoming <strong>2020</strong>/21 school year was<br />
made at the South-Western City Schools board of education<br />
meeting in <strong>July</strong>.<br />
The opening of the district will largely follow guidelines<br />
recommended by the Ohio Department of Health.<br />
Recently, the department created a color coded warning<br />
system that aims to show prominence of the virus<br />
in each county, thereby making it easier to implement<br />
additional closures or measures on a county basis.<br />
Under the system, there are four levels: yellow,<br />
orange, red and purple. Under their guidance, the district<br />
will close buildings and go to a virtual-only format<br />
should the county reach level 4, or purple; have blended<br />
learning instruction at level 3, or red; and go to 100<br />
percent face-to-face instruction at levels 2 or 1 (or<br />
orange and yellow).<br />
As the county is currently under a level 3, the district<br />
intends to open the new school year on Aug. 27 in<br />
a blended learning model.<br />
According to Superintendent Dr. Bill Wise, the student<br />
body at each building will be divided into two<br />
groups as determined by an algorithm through the<br />
Infinite Campus.<br />
“One group will have face-to-face instruction on<br />
Mondays and Tuesdays, and the other group will have<br />
face-to-face instruction on Thursday and Fridays,” he<br />
said while presenting the opening of schools draft to<br />
the board.<br />
Those who are not physically in the building on<br />
their designated days will receive instruction either<br />
through materials sent home with them or remotely as<br />
they did from mid-March to the end of the 2019/20<br />
school year.<br />
The buildings will be closed on Wednesdays so there<br />
can be a “deep cleaning” of the rooms and its furnishings.<br />
The district has committed to two deep cleanings<br />
and frequent daily cleaning of high touch areas such as<br />
door knobs and bathrooms.<br />
Occasionally, there will be weeks where a holiday<br />
lands on a Monday or Friday. Deputy Superintendent<br />
Dave Stewart said the groupings will move either the<br />
days before or after the holiday, and the holiday will be<br />
spent deep cleaning.<br />
In relation to the groups, Stewart said families will<br />
be kept together and parents can request their students<br />
be moved into the other grouping if it best fits<br />
their work schedule.<br />
Within a month of implementing the blended learning<br />
model, Wise said they should have a clearer picture<br />
as to whether it is feasible to move to the 100 percent<br />
face-to-face instruction format. He said they would like<br />
to move to that model on Sept. 21.<br />
Parents who do not want their children to attend inperson<br />
instruction this year are being offered an alternative<br />
pathway through the Virtual Learning<br />
Academy.<br />
The Virtual Learning Academy, explained Wise,<br />
will be taught primarily by a district instructor or supplemented<br />
by educators through the Jefferson County<br />
Educational Service Center, which has partnered with<br />
the district for more than a decade in a variety of<br />
capacities.<br />
Stewart said upperclassmen taking this pathway<br />
will be able to take electives though some elective<br />
courses may be limited due to staffing.<br />
One caveat of this pathway, said Wise, is that once<br />
a parent commits their child/children to the Virtual<br />
Learning Academy, they are doing so for the entire<br />
<strong>2020</strong>/21 school year.<br />
Enrollment for the Virtual Learning Academy<br />
began on <strong>July</strong> 20 and runs through Aug. 7.<br />
Applications can be found at the district’s website.<br />
District officials said they are more prepared now to<br />
run the virtual only model should need be than they<br />
were when building closures were mandated in March.<br />
Wise said that in the case of these models, there is<br />
a level of risk to each of them.<br />
“At the end of the day, there is not a way forward<br />
that does not involve some level of risk, either with<br />
social and emotional learning or health consequences<br />
for our school and staff,” he said.<br />
He added that the district will do all they can to<br />
maintain current safety protocols to “minimize the<br />
impact” to the greatest extent possible.<br />
The district will also be requiring students and staff<br />
to wear a face mask or facial covering while in the<br />
building. Exceptions will be made for those who have a<br />
medical condition with a note from a licensed physician<br />
or school nurse.<br />
The younger students will be allowed “mask<br />
breaks” as determined by the teacher or at recess.<br />
They will also have to wear them while riding the bus.<br />
While the district encourages students to bring their<br />
own masks, they will be provided if one forgets to bring<br />
it.<br />
Additional safety measures include hand sanitizing<br />
stations in each classroom; the limitation of shared<br />
classroom supplies; the partitioning of the school’s<br />
clinic to separate suspected COVID-19 cases; the elimination<br />
of overnight field trips until late November and<br />
the minimization of others; the encouragement to<br />
bring individual water bottles to limit water fountain<br />
use; and a grab-and-go style in the cafeteria. Kitchen<br />
staff will also be using barcode scanners in lieu of student<br />
ID number punch in’s. The district said they will<br />
still be offering breakfast and lunch to the student<br />
groups on their designated remote learning days.

Wet basement program considered in Grove City<br />

Grove City councilman Roby Schottke<br />
remembers flooding in the area back in the<br />
1970s when he was first buying a home. He<br />
said in the early 2000s he remembers not<br />
being able to get to work on Park Street<br />
due to water in the downtown area. Then<br />
Schottke fielded calls from concerned residents<br />
about their properties flooding due to<br />
a 10-year rain event in March of this year.<br />
“This is not a brand-new thing,” said<br />
Schottke at the March 20 council meeting.<br />

Schottke introduced legislation that<br />
would enact a wet basement grant program.<br />
The plan is to set aside $200,000<br />
from the city’s sidewalk program to fund<br />
the wet basement program. The program is<br />
designed to help property owners with<br />
flooding issues in their homes.<br />
According to the legislation, grant<br />
money would be provided as a one-time<br />
reimbursement and matched at 50 percent<br />
of private investment up to a maximum of<br />
$5,000. Homeowners eligible would be in<br />
historic flood prone areas within Grove<br />
City bounded by Parlin Drive on the north,<br />
Hoover Road in the east, Casa Boulevard<br />
on the south, and Demorest Road through<br />
Rockledge Street on the west.<br />
Those who apply for the program must<br />
submit an inspection report and estimate<br />
by either a plumber, home inspector or contractor.<br />
Applicants also must be current in<br />
their real estate property taxes and must<br />
be in good standing with local, regional,<br />
state, and federal taxing authorities.<br />

The City Beat<br />
Some of the projects that would be covered<br />
are measures that would prevent<br />
basement flooding like installing a backflow<br />
prevention device or replacing a sump<br />
pump.<br />
In May, Cindi Fitzpatrick, the city’s service<br />
director addressed flooding concerns<br />
and potential solutions after a severe rain<br />
event in March, which dumped several<br />
inches of water in the area in a short<br />
amount of time. After that event, the service<br />
department received about 100 calls or<br />
emails from residents who reported water<br />
in their basements.<br />
According to Fitzpatrick, the older<br />
neighborhoods in Grove City saw the most<br />
impact from the storms due to an aging<br />
stormwater drainage system.<br />
“Most of the flooding occurred in areas<br />
where sewers were built before 1960,” she<br />
said.<br />
Fitzpatrick said she supports a program<br />
to help residents with flooding issues.<br />
However, she believes the proposed wet<br />
basement program should have a narrower<br />
the Pinnacle developer to build more<br />
homes.<br />
The actions were discussed at the <strong>July</strong><br />
20 meeting though not all council members<br />
were on board with the plans.<br />
With a 3-2 vote, council approved the<br />
annexation of approximately 74 acres<br />
located west of State Route 104 and south<br />
of White Road. The property was in<br />
Jackson Township and was annexed into<br />
the city so the developer, Joe Ciminello,<br />
could build a residential subdivision that<br />
would include 180 single family homes and<br />
29 condominiums on about 60 acres of land.<br />
The proposal also calls for a 10-acre park.<br />
According to Ciminello, this housing<br />
development would be an extension of the<br />
Pinnacle Club development.<br />
Council president Christine Houk and<br />
councilman Ted Berry voted against the<br />
annexation ordinance.<br />
Berry said the area along State Route<br />
104 and White Road is already cramped<br />
and overcrowded.<br />
“We just keep on developing in that<br />
area,” he said.<br />
Berry said he would like to see more<br />
park land and natural areas in the city.<br />
Houk said she is concerned about<br />
adding more of a burden to the schools and<br />
township emergency workers. She is also<br />
concerned about the added traffic and the<br />
city not having infrastructure improvements<br />
in place.<br />
“We seem to be chasing something I<br />
can’t quite define,” said Houk. “It’s frustrating<br />
to watch it happen.”<br />
With a 4-1 vote, council also approved a<br />
scope and target the areas most affected by<br />
flooding.<br />
The city’s administration has been evaluating<br />
a private property protection grant<br />
program that would be like the dry basement<br />
project in the city of Columbus. This<br />
grant program would support the installation<br />
of backflow preventers in private residences.<br />
Grove City Mayor Richard “Ike” Stage<br />
said he wants to take care of health risks<br />
and take care of people but sees the wet<br />
basement program as “far reaching.”<br />
Schottke said he does not see the program<br />
as being any different than the city’s<br />
sidewalk program or the Town Center commercial<br />
grant program where the city<br />
matches funds to help the property owner<br />
with maintenance issues.<br />
To clarify the intent of the wet basement<br />
program, council agreed to delay the vote<br />
on the legislation and discuss it again in<br />
August.<br />
Pinnacle extention gets clear path for development<br />
Blood drive at Kingston Center<br />

with Ciminello regarding the property<br />
along 104 and White Road. Houk voted<br />
against the measure.<br />
According to Chuck Boso, the city’s<br />
administrator, this agreement would use<br />
funds generated through the Pinnacle TIF<br />
district to make infrastructure improvements<br />
along White Road and State Route<br />
104. The new homes would then be added<br />
to the TIF district already in place.<br />
The original TIF agreement was enacted<br />
in 2003 when the Pinnacle was first<br />
built. Ciminello said the funds from the<br />
property have already helped the city fund<br />
infrastructure improvements along<br />
Buckeye Parkway.<br />
“We have paid forward,” said the developer.<br />
“We can’t proceed with the development<br />
without White Road and State Route<br />
104 infrastructure improvements.”<br />
According to the legislation, the city<br />
would use $9 million to widen White Road,<br />
install a traffic signal at the White Road<br />
and State Route 104 intersection (with<br />
approval from ODOT), put turn lanes on<br />
White Road and State Route 104, and<br />
extend water lines along the roadways.<br />
Boso said the improvements would be<br />
completed in phases.<br />
Houk voted against the measure with<br />
concerns that the city is paying for all the<br />
improvements and she said she fails to see<br />
where the developer is contributing.<br />
“This is a considerable amount of<br />
money,” said Houk. “Why are we not asking<br />
the developer to contribute?”<br />

Grove City Parks and Recreation is<br />
offering adult slow-pitch softball leagues<br />
for a late summer/fall season featuring a 1-<br />
1 starting pitch count instead of the onepitch<br />
format used in most fall leagues.<br />
Register by team through <strong>July</strong> 31.<br />
Leagues playing one night per week are<br />
available for women’s, men’s and co-rec<br />
teams at competitive and recreational levels.<br />
The women’s league plays Mondays;<br />
men’s leagues play Tuesdays, Wednesdays<br />
or Thursdays; and co-rec leagues play<br />
Fridays or Sundays. The registration fee is<br />
$290 per team for an eight-game season<br />

Mask-a-on<br />
The South-Western Council of PTA will<br />
host a Mask-a-Thon from 11 a.m. to 3 p.m.<br />
Aug. 8. Residents are asked to drop off<br />
new/unused over-the-ear disposable or<br />
homemade cloth face masks to any of the<br />
four South-Western City Schools high<br />
schools (Grove City, Central Crossing,<br />
Franklin Heights and Westland).<br />
Monetary donations will also be accepted.<br />
The masks will be given to students in the<br />
district.<br />
Drive-by cookout<br />
LifeCare Alliance will host a drive-by<br />
cookout at the E.L. Evans Senior Center.<br />

Division of Police creates position to help the elderly<br />

Teri Ruslander worked for the Grove<br />
City Division of Police for 33 years; 24 of<br />
those years were spent as a detective. She<br />
has worked violent crime cases like homicides,<br />
rapes, and robberies. However, she<br />
said it was the exploitation cases targeting<br />
the elderly that were some of her most difficult<br />
cases to work.<br />
“Scammers pick on this population,”<br />
said Ruslander, adding that the consequences<br />
can be devastating for the victims.<br />
That is why Ruslander was chosen for<br />
the newly created position of elder services<br />
coordinator with the Grove City Division of<br />
Police.<br />
Ruslander retired from the police<br />
department in 2019. Now, she will serve in<br />
this civilian role on a part-time basis.<br />
According to Grove City Mayor Richard<br />
“Ike” Stage, this position has been in the<br />
works for several years due to the increase<br />
of scams that target the more vulnerable<br />
population.<br />
“It’s been an evolution,” said Stage. “We<br />
knew there was a need for this kind of<br />
focus, and we felt it was in the best interest<br />
of our citizens.”<br />
The mayor said Ruslander was a perfect<br />
fit for the position because of her experience<br />
working with the elderly as a detective.<br />
While working for the police department,<br />
she became a leading state expert in<br />
elder abuse cases and dedicated her time to<br />
helping the elderly population protect<br />
themselves. In addition, Ruslander serves<br />
as a liaison for the E.L. Evans Senior<br />
Center.<br />
“This position will go over and above<br />
what we do at the senior center,” said<br />
Stage. “It is well deserved for the senior<br />
population in the city.”<br />
According to Ruslander, she will help<br />
senior citizens and their families connect to<br />
resources they may not know are available<br />
to them. She will work to educate seniors<br />
and those working on behalf of seniors,<br />
including clergy and assisted living<br />
employees.<br />
“We want the families to know we are<br />
here to help them,” said Ruslander. “They<br />
are not by themselves anymore.”<br />
Stage said the position has already been<br />
proven a success. He said the department<br />
already received a call from a senior citizen<br />
asking for help with a neighbor who was<br />
reportedly harassing the resident.<br />
“Teri worked with the people involved<br />
and the incident has been resolved,” said<br />
the mayor.<br />
If a senior citizen is the victim of a<br />
crime, that would be reported to the division<br />
of police and possibly forwarded to the<br />

“I just love working with this population,”<br />
said Ruslander. “I get so much out of<br />
it.”<br />

Jackson Township trustees review more options for fire levy<br />
While a determination has yet to be<br />
made regarding the placement of a fire levy<br />
on the November ballot, the Jackson<br />
Township board of trustees are now<br />
mulling a new option.<br />
At the <strong>July</strong> 21 meeting and by a 2-1<br />
vote, the board approved a resolution of<br />
necessity that would allow the county auditors<br />
to certify current total tax valuations<br />
and dollar amounts that would be generated<br />
by a new 4-mill fire levy that would<br />
expire in five years.<br />
The millage and temporary levy was<br />
proposed by trustee Jim Rauck who said he<br />
wanted to offer the township voters a different<br />
method to fund the fire department.<br />
He added that several fire departments<br />
that are roughly the same size have placed<br />
temporary measures on the ballot.<br />
Trustee Dave Burris, who voted against<br />
the resolution, said it rarely stays as a temporary<br />
measure.<br />
“Most townships don’t drop it off after<br />
five years,” he said.<br />
This latest exploration of funding for the<br />
fire department comes on the heels of two<br />
additional resolutions that have been<br />

at once, but they can do it as many times as<br />
they want before the deadline (to place a<br />
measure on the ballot).”<br />

ballot. He added that it would raise taxes<br />
as it brings property tax evaluations to current<br />

He said the township is currently collecting<br />
2.6 mills of that 7-mill permanent<br />
levy that was approved by voters in 1985.<br />
The township is also collecting on five additional<br />
levies, all collected at different effective<br />
millage rates.<br />
Burris said that one reason he voted<br />
against the motion, as well as the one<br />
approved on <strong>July</strong> 7, is because he feels the<br />
department has enough funds to get<br />
through a 18-24 month period.<br />
Trustee Ron McClure said they are just<br />
presenting the options to the voters and<br />
that they would determine the outcome.<br />
