Baseball
is back!
The youth of Grove City are heading
back to the diamonds as practice began
July 13. The season, which officially
begins Saturday, Aug. 8, will follow the
format of the traditional spring-summer
season. Games will be played in August,
September and October at Windsor Park,
4408 Broadway, and Fryer Park, 3899
Orders Road. Grove City Buddy Ball at
the Dream Field has been postponed
until 2021.
In addition to the change in dates, several
modifications are being implemented
to enhance the safety of participants and
the community. These measures include
additional cleaning and sanitizing of
equipment, ensuring individual usage of
items and appropriate distancing of participants
when possible.
Volunteer coaches are the backbone of
youth baseball in Grove City, and Grove
City Parks and Recreation is grateful for
their commitment to the community’s
As a new school year approaches, there
are a number of questions that have been
at the forefront of the minds of administrators,
parents, students and staff members.
Among those are whether in-person
instruction will be allowed and if so, what
will it look like? Will it be safe to attend?
And what adjustments will be made
should the state once again order buildings
closed to slow the spread of a novel coronavirus?
The answers to these questions are complex and
fluid, say district officials, but an attempt to give clarification
on the upcoming 2020/21 school year was
made at the South-Western City Schools board of education
meeting in July.
The opening of the district will largely follow guidelines
recommended by the Ohio Department of Health.
Recently, the department created a color coded warning
system that aims to show prominence of the virus
in each county, thereby making it easier to implement
additional closures or measures on a county basis.
Under the system, there are four levels: yellow,
orange, red and purple. Under their guidance, the district
will close buildings and go to a virtual-only format
should the county reach level 4, or purple; have blended
learning instruction at level 3, or red; and go to 100
percent face-to-face instruction at levels 2 or 1 (or
orange and yellow).
As the county is currently under a level 3, the district
intends to open the new school year on Aug. 27 in
a blended learning model.
According to Superintendent Dr. Bill Wise, the student
body at each building will be divided into two
groups as determined by an algorithm through the
Infinite Campus.
“One group will have face-to-face instruction on
Mondays and Tuesdays, and the other group will have
face-to-face instruction on Thursday and Fridays,” he
said while presenting the opening of schools draft to
the board.
Those who are not physically in the building on
their designated days will receive instruction either
through materials sent home with them or remotely as
they did from mid-March to the end of the 2019/20
school year.
The buildings will be closed on Wednesdays so there
can be a “deep cleaning” of the rooms and its furnishings.
The district has committed to two deep cleanings
and frequent daily cleaning of high touch areas such as
door knobs and bathrooms.
Occasionally, there will be weeks where a holiday
lands on a Monday or Friday. Deputy Superintendent
Dave Stewart said the groupings will move either the
days before or after the holiday, and the holiday will be
spent deep cleaning.
In relation to the groups, Stewart said families will
be kept together and parents can request their students
be moved into the other grouping if it best fits
their work schedule.
Within a month of implementing the blended learning
model, Wise said they should have a clearer picture
as to whether it is feasible to move to the 100 percent
face-to-face instruction format. He said they would like
to move to that model on Sept. 21.
Parents who do not want their children to attend inperson
instruction this year are being offered an alternative
pathway through the Virtual Learning
Academy.
The Virtual Learning Academy, explained Wise,
will be taught primarily by a district instructor or supplemented
by educators through the Jefferson County
Educational Service Center, which has partnered with
the district for more than a decade in a variety of
capacities.
Stewart said upperclassmen taking this pathway
will be able to take electives though some elective
courses may be limited due to staffing.
One caveat of this pathway, said Wise, is that once
a parent commits their child/children to the Virtual
Learning Academy, they are doing so for the entire
2020/21 school year.
Enrollment for the Virtual Learning Academy
began on July 20 and runs through Aug. 7.
Applications can be found at the district’s website.
District officials said they are more prepared now to
run the virtual only model should need be than they
were when building closures were mandated in March.
Wise said that in the case of these models, there is
a level of risk to each of them.
“At the end of the day, there is not a way forward
that does not involve some level of risk, either with
social and emotional learning or health consequences
for our school and staff,” he said.
He added that the district will do all they can to
maintain current safety protocols to “minimize the
impact” to the greatest extent possible.
The district will also be requiring students and staff
to wear a face mask or facial covering while in the
building. Exceptions will be made for those who have a
medical condition with a note from a licensed physician
or school nurse.
The younger students will be allowed “mask
breaks” as determined by the teacher or at recess.
They will also have to wear them while riding the bus.
While the district encourages students to bring their
own masks, they will be provided if one forgets to bring
it.
Additional safety measures include hand sanitizing
stations in each classroom; the limitation of shared
classroom supplies; the partitioning of the school’s
clinic to separate suspected COVID-19 cases; the elimination
of overnight field trips until late November and
the minimization of others; the encouragement to
bring individual water bottles to limit water fountain
use; and a grab-and-go style in the cafeteria. Kitchen
staff will also be using barcode scanners in lieu of student
ID number punch in’s. The district said they will
still be offering breakfast and lunch to the student
groups on their designated remote learning days.

Wet basement program considered in Grove City
By Andrea Cordle
Southwest Editor
Grove City councilman Roby Schottke
remembers flooding in the area back in the
1970s when he was first buying a home. He
said in the early 2000s he remembers not
being able to get to work on Park Street
due to water in the downtown area. Then
Schottke fielded calls from concerned residents
about their properties flooding due to
a 10-year rain event in March of this year.
“This is not a brand-new thing,” said
Schottke at the March 20 council meeting.
“This flooding issue is not going away, and
Schottke introduced legislation that
would enact a wet basement grant program.
The plan is to set aside $200,000
from the city’s sidewalk program to fund
the wet basement program. The program is
designed to help property owners with
flooding issues in their homes.
According to the legislation, grant
money would be provided as a one-time
reimbursement and matched at 50 percent
of private investment up to a maximum of
$5,000. Homeowners eligible would be in
historic flood prone areas within Grove
City bounded by Parlin Drive on the north,
Hoover Road in the east, Casa Boulevard
on the south, and Demorest Road through
Rockledge Street on the west.
Those who apply for the program must
submit an inspection report and estimate
by either a plumber, home inspector or contractor.
Applicants also must be current in
their real estate property taxes and must
be in good standing with local, regional,
state, and federal taxing authorities.
The City Beat
Some of the projects that would be covered
are measures that would prevent
basement flooding like installing a backflow
prevention device or replacing a sump
pump.
In May, Cindi Fitzpatrick, the city’s service
director addressed flooding concerns
and potential solutions after a severe rain
event in March, which dumped several
inches of water in the area in a short
amount of time. After that event, the service
department received about 100 calls or
emails from residents who reported water
in their basements.
According to Fitzpatrick, the older
neighborhoods in Grove City saw the most
impact from the storms due to an aging
stormwater drainage system.
“Most of the flooding occurred in areas
where sewers were built before 1960,” she
said.
Fitzpatrick said she supports a program
to help residents with flooding issues.
However, she believes the proposed wet
basement program should have a narrower
the Pinnacle developer to build more
homes.
The actions were discussed at the July
20 meeting though not all council members
were on board with the plans.
With a 3-2 vote, council approved the
annexation of approximately 74 acres
located west of State Route 104 and south
of White Road. The property was in
Jackson Township and was annexed into
the city so the developer, Joe Ciminello,
could build a residential subdivision that
would include 180 single family homes and
29 condominiums on about 60 acres of land.
The proposal also calls for a 10-acre park.
According to Ciminello, this housing
development would be an extension of the
Pinnacle Club development.
Council president Christine Houk and
councilman Ted Berry voted against the
annexation ordinance.
Berry said the area along State Route
104 and White Road is already cramped
and overcrowded.
“We just keep on developing in that
area,” he said.
Berry said he would like to see more
park land and natural areas in the city.
Houk said she is concerned about
adding more of a burden to the schools and
township emergency workers. She is also
concerned about the added traffic and the
city not having infrastructure improvements
in place.
“We seem to be chasing something I
can’t quite define,” said Houk. “It’s frustrating
to watch it happen.”
With a 4-1 vote, council also approved a
scope and target the areas most affected by
flooding.
The city’s administration has been evaluating
a private property protection grant
program that would be like the dry basement
project in the city of Columbus. This
grant program would support the installation
of backflow preventers in private residences.
Grove City Mayor Richard “Ike” Stage
said he wants to take care of health risks
and take care of people but sees the wet
basement program as “far reaching.”
Schottke said he does not see the program
as being any different than the city’s
sidewalk program or the Town Center commercial
grant program where the city
matches funds to help the property owner
with maintenance issues.
To clarify the intent of the wet basement
program, council agreed to delay the vote
on the legislation and discuss it again in
August.
Pinnacle extention gets clear path for development
Blood drive at Kingston Center
The American Red Cross Blood Drive
meets in the Kingston Center, 3226
Kingston Ave., from 1-7 p.m. the first
around the southwest
pre-annexation and development agreement
with Ciminello regarding the property
along 104 and White Road. Houk voted
against the measure.
According to Chuck Boso, the city’s
administrator, this agreement would use
funds generated through the Pinnacle TIF
district to make infrastructure improvements
along White Road and State Route
104. The new homes would then be added
to the TIF district already in place.
The original TIF agreement was enacted
in 2003 when the Pinnacle was first
built. Ciminello said the funds from the
property have already helped the city fund
infrastructure improvements along
Buckeye Parkway.
“We have paid forward,” said the developer.
“We can’t proceed with the development
without White Road and State Route
104 infrastructure improvements.”
According to the legislation, the city
would use $9 million to widen White Road,
install a traffic signal at the White Road
and State Route 104 intersection (with
approval from ODOT), put turn lanes on
White Road and State Route 104, and
extend water lines along the roadways.
Boso said the improvements would be
completed in phases.
Houk voted against the measure with
concerns that the city is paying for all the
improvements and she said she fails to see
where the developer is contributing.
“This is a considerable amount of
money,” said Houk. “Why are we not asking
the developer to contribute?”
Division of Police creates position to help the elderly
PAGE 6 - SOUTHWEST MESSENGER - July 26, 2020
By Andrea Cordle
Southwest Editor
Teri Ruslander worked for the Grove
City Division of Police for 33 years; 24 of
those years were spent as a detective. She
has worked violent crime cases like homicides,
rapes, and robberies. However, she
said it was the exploitation cases targeting
the elderly that were some of her most difficult
cases to work.
“Scammers pick on this population,”
said Ruslander, adding that the consequences
can be devastating for the victims.
That is why Ruslander was chosen for
the newly created position of elder services
coordinator with the Grove City Division of
Police.
Ruslander retired from the police
department in 2019. Now, she will serve in
this civilian role on a part-time basis.
According to Grove City Mayor Richard
“Ike” Stage, this position has been in the
works for several years due to the increase
of scams that target the more vulnerable
population.
“It’s been an evolution,” said Stage. “We
knew there was a need for this kind of
focus, and we felt it was in the best interest
of our citizens.”
The mayor said Ruslander was a perfect
fit for the position because of her experience
working with the elderly as a detective.
While working for the police department,
she became a leading state expert in
elder abuse cases and dedicated her time to
helping the elderly population protect
themselves. In addition, Ruslander serves
as a liaison for the E.L. Evans Senior
Center.
“This position will go over and above
what we do at the senior center,” said
Stage. “It is well deserved for the senior
population in the city.”
According to Ruslander, she will help
senior citizens and their families connect to
resources they may not know are available
to them. She will work to educate seniors
and those working on behalf of seniors,
including clergy and assisted living
employees.
“We want the families to know we are
here to help them,” said Ruslander. “They
are not by themselves anymore.”
Stage said the position has already been
proven a success. He said the department
already received a call from a senior citizen
asking for help with a neighbor who was
reportedly harassing the resident.
“Teri worked with the people involved
and the incident has been resolved,” said
the mayor.
If a senior citizen is the victim of a
crime, that would be reported to the division
of police and possibly forwarded to the
detective’s bureau. Ruslander would also
www.columbusmessenger.com
Teri Ruslander is an elder service coordinator with the Grove City Division of Police.
be contacted so she could put the victim
and their family in touch with resources to
help.
“I just love working with this population,”
said Ruslander. “I get so much out of
it.”
Ruslander started this new position in
late May. She encourages anyone with
questions or concerns to reach out to her.
“I want this program to grow and I just
want to help people,” she said.
Jackson Township trustees review more options for fire levy
While a determination has yet to be
made regarding the placement of a fire levy
on the November ballot, the Jackson
Township board of trustees are now
mulling a new option.
At the July 21 meeting and by a 2-1
vote, the board approved a resolution of
necessity that would allow the county auditors
to certify current total tax valuations
and dollar amounts that would be generated
by a new 4-mill fire levy that would
expire in five years.
The millage and temporary levy was
proposed by trustee Jim Rauck who said he
wanted to offer the township voters a different
method to fund the fire department.
He added that several fire departments
that are roughly the same size have placed
temporary measures on the ballot.
Trustee Dave Burris, who voted against
the resolution, said it rarely stays as a temporary
measure.
“Most townships don’t drop it off after
five years,” he said.
This latest exploration of funding for the
fire department comes on the heels of two
additional resolutions that have been
passed within the last month. In late June,
Soapcitylaundry.com
4310 Broadway
Grove City, OH 43123
614-801-1999
the board approved a resolution allowing
the auditor’s office to certify total current
tax valuations and dollar amounts generated
by a 7-mill renewal levy, and on July 7
the board approved a resolution allowing
the auditor’s office to certify total current
tax valuations and dollar amounts generated
by a 7-mill replacement levy.
Fiscal officer Ron Grossman said it is
not uncommon for trustees to send in multiple
resolutions related to old mills and
new mills to explore estimated revenue.
“They can send in as many requests as
they want,” he said. “They usually do it all
at once, but they can do it as many times as
they want before the deadline (to place a
measure on the ballot).”
Grossman said the auditor’s office told
them that more than $8 million would be
www.columbusmessenger.com
generated annually should the trustees
place the 7-mill replacement levy on the
ballot. He added that it would raise taxes
as it brings property tax evaluations to current
levels.
He said the township is currently collecting
2.6 mills of that 7-mill permanent
levy that was approved by voters in 1985.
The township is also collecting on five additional
levies, all collected at different effective
millage rates.
Burris said that one reason he voted
against the motion, as well as the one
approved on July 7, is because he feels the
department has enough funds to get
through a 18-24 month period.
Trustee Ron McClure said they are just
presenting the options to the voters and
that they would determine the outcome.
the value of their service
this publication. In order
to avoid misunderstandings,
some advertisers do
not offer “employment”
designed to help
their clients establish mail
businesses at home. Under
NO circumstance
should you send any
money in advance or give
the client your checking,
$400 or best offer!
Saturday between 8am
and 11pm. 000-0000.
How
to Write an
Ad that
Sells
1. Use a KEYWORD.This immediately tells the reader exactly
what it is you have to sell.
2. Make your description CLEAR and FACTUAL. State the year,
make, model, color, size, and tell what condition the item is. Also
state the special features.
3. State the PRICE. Successful Classified advertisers have
learned that the price in an ad helps increase the chances for
results.
4. If there’s a genuine sense of URGENCY, say so. The words
“We’re Moving” or “Must Sell Fast”suggests that readers
respond immediately.
5. Include your PHONE NUMBER. Classifieds get results fast
and often generate immediate sales. If you cannot be available
to answer the phone at all times, be sure to specify calling times
such as “AFTER 6 PM” or “BEFORE 11 AM.”
If you need assistance, ask one of our
friendly AD-VISORS to help you word your ad!
