As a new school year approaches, there<br />
are a number of questions that have been<br />
at the forefront of the minds of administrators,<br />
parents, students and staff members.<br />
Among those are whether in-person<br />
instruction will be allowed and if so, what<br />
will it look like? Will it be safe to attend?<br />
And what adjustments will be made should<br />
the state once again order buildings closed<br />
to slow the spread of a novel coronavirus?<br />

Under the system, there are four levels:<br />
yellow, orange, red and purple. Under their<br />
guidance, the district will close buildings<br />
and go to a virtual-only format should the<br />
county reach level 4, or purple; have blended<br />
learning instruction at level 3, or red;<br />
and go to 100 percent face-to-face instruction<br />
at levels 2 or 1 (or orange and yellow).<br />
As the county is currently under a level<br />
3, the district intends to open the new<br />
school year on Aug. 27 in a blended learning<br />
model.<br />
According to Superintendent Dr. Bill<br />
Wise, the student body at each building will<br />
be divided into two groups as determined by<br />
an algorithm through the Infinite Campus.<br />
“One group will have face-to-face<br />
instruction on Mondays and Tuesdays, and<br />
the other group will have face-to-face<br />
instruction on Thursday and Fridays,” he<br />
said while presenting the opening of schools<br />
draft to the board.<br />
Those who are not physically in the<br />
building on their designated days will<br />
receive instruction either through materials<br />
sent home with them or remotely as<br />
they did from mid-March to the end of the<br />
2019/20 school year.<br />
The buildings will be closed on<br />
Wednesdays so there can be a “deep cleaning”<br />
of the rooms and its furnishings. The<br />
district has committed to two deep cleanings<br />
and frequent daily cleaning of high<br />
touch areas such as door knobs and bathrooms.<br />
Occasionally, there will be weeks where<br />
a holiday lands on a Monday or Friday.<br />
Deputy Superintendent Dave Stewart said<br />
the groupings will move either the days<br />
before or after the holiday, and the holiday<br />
will be spent deep cleaning.<br />

and water bottle drive to benefit district<br />
students. The foundation is collecting new<br />
face masks and reusable water bottles.<br />

Within a month of implementing the blended learning model,<br />
Wise said they should have a clearer picture as to whether it is feasible<br />
to move to the 100 percent face-to-face instruction format. He<br />
said they would like to move to that model on Sept. 21.<br />
Parents who do not want their children to attend in-person<br />
instruction this year are being offered an alternative pathway<br />
through the Virtual Learning Academy.<br />
The Virtual Learning Academy, explained Wise, will be taught<br />
primarily by a district instructor or supplemented by educators<br />
through the Jefferson County Educational Service Center, which<br />
has partnered with the district for more than a decade in a variety<br />
of capacities.<br />
Stewart said upperclassmen taking this pathway will be able to<br />
take electives though some elective courses may be limited due to<br />
staffing.<br />
One caveat of this pathway, said Wise, is that once a parent<br />
commits their child/children to the Virtual Learning Academy,<br />
they are doing so for the entire <strong>2020</strong>/21 school year.<br />
Enrollment for the Virtual Learning Academy began on <strong>July</strong> 20<br />
and runs through Aug. 7. Applications can be found at the district’s<br />
website.<br />
District officials said they are more prepared now to run the virtual<br />
only model should need be than they were when building closures<br />
were mandated in March.<br />
Wise said that in the case of these models, there is a level of risk<br />
to each of them.<br />
“At the end of the day, there is not a way forward that does not<br />
involve some level of risk, either with social and emotional learning<br />
or health consequences for our school and staff,” he said.<br />
He added that the district will do all they can to maintain current<br />
safety protocols to “minimize the impact” to the greatest<br />
extent possible.<br />
The district will also be requiring students and staff to wear a<br />
face mask or facial covering while in the building. Exceptions will<br />
be made for those who have a medical condition with a note from<br />
a licensed physician or school nurse.<br />
The younger students will be allowed “mask breaks” as determined<br />
by the teacher or at recess. They will also have to wear<br />
them while riding the bus. While the district encourages students<br />
to bring their own masks, they will be provided if one forgets to<br />
bring it.<br />
Additional safety measures include hand sanitizing stations in<br />
each classroom; the limitation of shared classroom supplies; the<br />
partitioning of the school’s clinic to separate suspected COVID-19<br />
cases; the elimination of overnight field trips until late November<br />
and the minimization of others; the encouragement to bring individual<br />
water bottles to limit water fountain use; and a grab-andgo<br />
style in the cafeteria. Kitchen staff will also be using barcode<br />
scanners in lieu of student ID number punch in’s. The district said<br />
they will still be offering breakfast and lunch to the student groups<br />
on their designated remote learning days.

A local township that plans on asking<br />
voters to approve a fire levy this fall also<br />
anticipates asking for a police levy in the<br />
coming years. At a recent special meeting,<br />
Franklin Township Police Department officials<br />
discussed the need to ask voters for<br />
these funds.<br />
“We have a five-year timed levy that is<br />
set to expire at the end of 2022,” said<br />
Franklin Township Police Chief Byron<br />
Smith. “Where things stand at the end of<br />
March or May 2022, we will have to ask for<br />
another levy.”<br />
Smith said the department needs the<br />
funds to keep its current staffing level. He<br />
said prior to this levy being approved, the<br />
department only had five full-time staffers<br />
and were operating limited hours and<br />
shifts.<br />
“Currently, we have 13 full-time officers<br />
and three part-time officers,” Smith said.<br />
“We need an additional levy to be able to<br />
continue to provide the current service we<br />
offer to township residents.”<br />
The millage amount and if the levy<br />
would be timed or permanent is still being<br />
discussed by township leaders.<br />
The police department has two other<br />
permanent levies it collects from township<br />
taxpayers. Those levies bring in approximately<br />
$700,000 a year.<br />
“Those levies are well over 20 years old<br />
and decrease in value as time goes on,”<br />
Smith said. “As a result, we have to find<br />
other avenues of revenue to makeup those<br />
funds.”<br />
Smith said if voters reject a levy, the<br />
department would most likely have to cut<br />
staff and reduce the services and hours of<br />
operation. He said officers would not be<br />
able to respond to some types of calls.<br />
“It really will depend on the type of service<br />
residents want when we ask voters to<br />
approve this levy,” Smith said. “With a<br />
smaller staff, we won’t be able to provide<br />
the same service we do now. If residents<br />
are OK with us not responding to some<br />
types of calls, then they may be OK with<br />
not having another levy.”<br />
Some of the calls officers would not<br />
respond to include minor violations and<br />
home complaints, including complaints<br />
about loud noise.<br />
Smith said if the township is not able to<br />
pass a levy, the department would lose at<br />
least three to five officers.<br />
This would be the second levy the township<br />
would be asking for within a two-year<br />
period as the fire department is asking for<br />
a timed levy this November. The fire<br />
department previously asked for a 19.5-<br />
mill permanent levy in the spring, but voters<br />
didn’t approve the levy.<br />
This time the fire department is going to<br />
ask for a timed levy and the trustees are<br />
still determining the millage amount. The<br />
township is considering anywhere from a<br />
5.89-mill to 13-mill levy.<br />

A local township is getting creative in<br />
its program offerings in an attempt to keep<br />
residents physically fit, while protecting<br />
them from the novel coronavirus. The<br />
Prairie Township Community Center has<br />
offered some unique programming to keep<br />
residents moving.<br />
Among these programs is outdoor yoga,<br />
which allows community center members<br />
to stay active while socially distancing.<br />
“With the weather warmer now, it<br />
allows us to move some of our programming<br />
outside, which is perfect for social<br />
distancing,” said Rob Peters, township<br />
administrator for Prairie Township.<br />
“Members can safely participate in group<br />
fitness classes, but also socially distance to<br />
protect themselves from COVID-19.”<br />
Peters said the community center is still<br />
offering virtual group fitness classes for<br />
those who are not comfortable coming into<br />
the center. Some of these virtual group<br />
classes include gentle yoga, Hess boot<br />
camp and youth ballet lessons.<br />
The center also has offered some virtual<br />
programming for those looking to learn<br />
something new or want some entertainment<br />
at home. These classes have included<br />
an essential oil series, magic classes, how<br />
to have a chemical free summer and a<br />
healthy home, healthy life course. All of<br />
these virtual group fitness and education<br />
courses are taught via Zoom by instructors<br />
at the community center.<br />
The township will continue to monitor<br />
expenses at the community center and trying<br />
to mitigate costs wherever possible<br />
until it can be fully up and running again.<br />
“Right now, we don’t have the pool<br />
pumping and filtering so that is saving a<br />
lot of money,” Peters said. “We also have<br />
looked at our cable contract and how we<br />
can reduce that and continue to look for<br />
other ways to save.”<br />
The township also continues to look at<br />
how businesses and residents are weathering<br />
the COVID-19 pandemic and offer services<br />
to help those in need. This includes<br />
reminding residents about a foodbank in<br />
the area in case they need food assistance.<br />
“We have a well-established foodbank<br />
on Galloway Road if anyone is in need,”<br />
Peters said. “This foodbank also is accepting<br />
monetary donations if anyone wants to<br />
donate to them.”

Approximately $20 million in grants are<br />
available to Franklin County nonprofits,<br />
due to a joint effort by Franklin County<br />
and the city of Columbus.<br />
The partnership has been dubbed the<br />
Columbus and Franklin County Resilience<br />
Initiative and utilizes CARES Act funding.<br />
“Nonprofits have been taxed with a<br />
tremendous amount of need during this<br />
pandemic. Many have exceeded their yearly<br />
budget already,” said board of commissioner’s<br />
president John O’Grady. “We know<br />
their daily efforts are critical to our collective<br />
success.”<br />
Agencies can access a single application<br />
to apply for funding from this joint fund,<br />
which will be managed by the United Way<br />
of Central Ohio. The money can be used to<br />
cover revenue losses, new expenses and<br />
increased expenses incurred during the<br />
novel coronavirus pandemic.<br />
“Our nonprofit community has been<br />
doing extraordinary work in the midst of<br />
this global pandemic,” said commissioner<br />
Marilyn Brown. “They have given everything<br />
to meet the critical needs of our community,<br />
while facing serious health and<br />
funding headwinds for their own staff and<br />
organizations. It is vital we take care of<br />
them as well.”<br />
The $20 million fund is a continuation of<br />
ongoing efforts by county and city officials<br />
to weather the pandemic. Franklin County<br />
is committing $5 million for this initiative,<br />

during a free two-day virtual event to connect<br />
customers with the help they need.<br />
The Virtual Social Services Fair event<br />
will take place for 36 hours on <strong>July</strong> 30 and<br />

staffed from 9 a.m. to 4 p.m. both days. The<br />

Based on a five-series comic from veteran<br />
Greg Rucka, “The Old Guard” features a<br />
black woman (Gina Prince-Bythewood) at<br />
the helm, two butt kicking women (characters<br />
and actors) in the lead, and a sickeningly<br />
sweet gay couple who are intrinsic to<br />
the plot and cannot be erased out when the<br />
film is released to more restrictive countries.<br />
And if that is not enough of a draw for<br />
you, it has well-choreographed battle<br />
sequences, an arsenal of medieval weapons<br />
and it is a pretty decent film to boot with a<br />
moderate to high entertainment value.<br />
The movie centers around a quartet of<br />
mercenaries who have been fighting<br />
together for ages, and that is meant in a<br />
more literal sense than figurative. The<br />

“e Old Guard” will have comic lovers clamoring for more<br />
Scythia (Charlize Theron) whose age is<br />
estimated at 1,000. For as long as she can<br />
remember, she has been dying in battle (or<br />
in other ways) only to be revived again for<br />
no apparent reason. Throughout her long<br />
life, she has found only a handful of other<br />
immortals like her and their weariness of<br />
the world and their place in it is beginning<br />
to show.<br />
After an indefinite leave of absence,<br />
Andy is brought back into the fold by<br />
Napoleonic War veteran Booker (Matthias<br />
Schoenaerts) and opposing Crusade fighters<br />
and longtime lovers Joe and Nicky<br />
(played by Marwan Kenzari and Luca<br />
Marinelli, respectively) to rescue a group of<br />
kidnapped girls in South Sudan.<br />
Upon arriving at their destination and<br />
learning more of the mission from former<br />
CIA operative James Copley (Chiwetel<br />
Ejiofor), the quartet quickly discover that it<br />
was nothing but a ruse to get them to<br />
unwillingly unveil their secrets.<br />
As they regroup from the betrayal and<br />
try to determine what Copley has on them<br />
and what he wants from it, they discover<br />
the existence of a new immortal, a young<br />
U.S. Marine named Nile Freeman (KiKi<br />
Layne) who died and revived serving in<br />
Afghanistan. While they have always had<br />
time on their side (or, minor spoiler, so it<br />
seems), it is now of the essence as they try<br />
to track down those who would do them<br />

There are a lot of interesting things<br />
about this movie, and a lot of things that<br />
can drive one to levels of irritation. Most of<br />
the latter are minor quibbles, such as the<br />
pop infused soundtrack, the use of common<br />
language in ancient times and weak exposition<br />
by screenwriter Rucka, but the film<br />
itself takes some time to find its groove.<br />
But when it does and the medieval<br />
weapons start to fly, it is a fun yet thoughtful<br />
look at battle and world hardened warriors<br />
who are still trying to find their place<br />
in this universe.<br />
With the vast amounts of history and<br />
backstory to mine, it is no surprise that<br />
fans of the comic book series and cinematic<br />
adaptation are clamoring for more. It is set<br />
up perfectly for a sequel, and maybe a<br />
mini-series spin-off, and it’s not something<br />
I would be averse to either.<br />
