your lives are slowly returning to
some kind of normality.
Unfortunately, many local events have had
to be cancelled and this includes Heywood
1940’s Day which is so popular each year and
brings many local people together. As we look
forward to its return in 2021, we thought we
would feature some of the wonderful photos
that have been taken in previous years.
With restrictions slowly being lifted, one event
to look forward to is the Tour De Manc which
has been rescheduled for Sunday 20th
September. Find out all you need to know
about this event on pages 28-29. We also
have plenty more interesting articles for you
this month including some useful gardening
tips and an update from the Heywood In
Bloom team, a recipe from celebrity chef,
Andrew Nutter and another fascinating article
from local historian, Gary Heywood-Everett.

As the lockdown continues to ease I have been out
and about in the constituency meeting people who
are beginning to reopen their businesses and find
their way in a new ‘normal’. I have heard some
great stories about how Government support has
really helped to keep these local businesses going during the
past few months and the jobs that have been protected. I am pleased to see that
the support is continuing too, with more measures including those to support
companies who have furloughed staff and support for our hospitality businesses.
I have also been meeting some of the local people who have become the
‘unsung’ heroes of the crisis. Furloughed staff who took up the call to help at
testing centres and the Nightingale hospital in Manchester. Others who have
been delivering food parcels to local residents and more who have been helping
to make PPE for frontline staff. It has been very humbling to be able to meet
these fantastic local people and thank them for their incredible contributions.
I was also pleased to hear about the massively successful operation by Greater
Manchester Police which took several major criminals off our streets and
recovered drugs, weapons and cash. This was a major victory for GMP and a
massive disruption to the criminal network. I have personally written to officers
thanking them for their dedication and hard work.
Here in Heywood and Hopwood I have been speaking to concerned residents
and greenbelt campaigners about the threat to local sites, and have visited areas
with colleagues, which are threatened by the GMSF. When speaking to
residents I was pleased to hear the very reasonable and justified opposition
arguments that they put forward. I am
right beside residents in calling for the
GMSF to be scrapped so that we can
develop a brownfield-first plan that
properly meets the needs of our
community.

The Tour de Manc is the biggest charity cycle ride in the UK and supports
hundreds of individual local and national charities. But, like so many things in
2020 the coronavirus crisis meant that the event, which usually takes place in
May, had to be cancelled.
But the folks behind this tour have been hard at work behind the scenes,
throughout the lockdown. Now, with restrictions easing we have had the
incredible news that the Tour de Manc 2020 will be going ahead on Sunday 20th
September, albeit with a reduced number of riders (still 1750) and a special plan,
to help aid social distancing.
The route starts in Middleton before passing though 10 boroughs in Greater
Manchester. People wanting to see all the action can come along David Lloyd
Leisure at Bowlee for the start / finish, or to Norden which will once again be
hosting the half-way pit stop in this epic 100 mile challenge.
Councillor Peter Winkler, who coordinates the local leg of the ride said: “It’s always
a superb day, and the riders really appreciate a good cheer. We would welcome
anyone to join us in a socially safe manner to support the riders who are raising
thousands of pounds for national charities and local good causes.”

HEYWOOD IN BLOOM
Brightening up your
Local Community!
Sadly, the North West in Bloom competition for 2020 had
to be cancelled due to the Corvid 19 outbreak.
During this time, it was necessary to call a halt to our activities because the
HIB team had to go into lockdown. There has been ongoing works which
should now be starting to show that our time has been well spent!
The central area in front of St Luke’s church has an NHS rainbow coloured
planting which has brightened up the town centre. Our ELR railway station
has been planted up by volunteers who have also planted the railway cart
outside of the gates. The volunteers who are looking after the railway station
have done a magnificent job.
Queens Park now has a newly installed adult outside gym which will be well
used as the previous one was. The big colourful train has been running and
the children have enjoyed riding around the park.
The ‘Bog Garden’ in Queens Park which saw the installation of a dinosaur
in early 2020 has a new stegosaurus dinosaur to complete it. We would like
to thank David Hall of DDH Fabrications for making our dinosaurs and Tree
Heroes for the installation. Our time will now be spent ensuring we get the
planting improved so that it’s in tune with the ‘Bog’ theme.
Once it becomes possible to resume our meetings, we will start our plans
for 2021.

CRIMBLE MILL
AN ISSUE OF CONCERN
Why does development at Crimble Mill
matter? The reasons are numerous.
Here are some which the people of
Heywood might like to consider;
• Crimble Lane, which runs through the Site
and connects Bamford with Heywood, is
used by locals and visitors alike as a short
cut, particularly during peak hours. For the

most part, Crimble Lane is a narrow, steep
unadopted road and a Bridleway. Any increase in traffic will have the potential
to have a dramatic impact on the safety and amenity of all users of this
Right of Way. Within the developer`s Scoping Report, which was submitted to
Rochdale MBC in 2019, there is no mention of any proposal to sever Crimble
Lane, at a point above the Mill, so that it can no longer be used as a short cut.
Nor is there a detailed plan for appropriate access from the Heywood side for
the residents of the converted Mill or the proposed 250 houses on the Green
Belt adjacent to the Mill.
• In their response to the Scoping Report, council officers make it crystal clear
that local schools do not have any excess capacity to provide for future
residents of the proposed scheme. The same could be true for other local
facilities; doctors, dentists, nurseries and other facilities will all be required by
new residents; there is no reference within the Scoping Report as to how these
facilities will be provided.
• Many people across the Borough of Rochdale care deeply about the built
heritage of our Town. Crimble Mill is an important part of the local built heritage
and the Grade II* Listed Building is at the heart of this scheme and is the
justification for the building of 250 houses on Green Belt. There is, however, a
fundamental ambiguity in the scheme. For very good reasons Historic England
gave the whole Mill a Grade II* Listing decades ago. The Listing (List No: 1187124)
goes into great detail about why the Listing is justified. The developers, on the
other hand, explain in the Scoping Report that they need to build 250 modern
houses adjacent to the Mill to offset the cost of restoration. The Scoping Report
goes on to say that the developers are approaching Historic England with a
view to getting the Listing amended. That was the position in 2019; the position
now is that the Listing has been amended, so that a smaller proportion of the
Mill is now protected. The restoration cost is therefore smaller and there is
greater capacity for development within the Mill footprint for housing. If this is
the case how is the insistence on 250 houses on Green Belt justified?

• Figures published by Rochdale Council acknowledge the need for 775 houses
annually to be built across the whole of the Borough. If the Crimble Mill
development reaches fruition and a scheme to build 450 houses on Green
Belt in Bamford moves forward, then a very small part of the Borough will be
providing nearly a whole year`s housing allocation for the Town. Is this a proper
allocation of resources?
• The Crimble Mill site is identified as an area of opportunity within the Greater
Manchester Spatial Framework (GMSF). The GMSF is only at the Draft stage,
and because of the number of objections, from Boroughs across the
Combined Authority area, it is unlikely to be ratified. It is clear that many
of the fundamental planning parameters which underpin the GMSF have
been rendered obsolete. If that is the case, then why continue to allow
development on the basis of a document which is no longer fit for purpose?
Unfortunately trade bodies for the house building industry are undeterred
by such considerations and are encouraging their members to bring
forward proposals based on the GMSF, because, in their opinion, they have
the resources to appeal and appeal until the Planning Inspectorate grant
approval.
• Exactly what is the wisdom of building on a flood plain? Have the last three
Winters not adequately demonstrated the folly of such schemes?
• Development has not commenced and already heavy vehicles and
machinery have been moving on and off the site, with no precautions in place
to protect walkers, runners, cyclists and horse riders from coming into contact
with such plant. Does such behaviour bode well for the development phase?
The Scoping Report attracted 223 comments, of which, 219 were
oections. ounci Officers re to the coing eort urges the
developers to adhere to paragraph 40 of National Planning Policy
Framework and consult widely with the local community as well as other
concerned groups. The fact that site investigation work has started,
without such consultation, can only be a cause for additional concern.

to Rochdale Council for consent for works on the Listed part of
the Mill

TURNPIKES IN AND AROUND ROCHDALE
Under a General Statute of 1555 people
who lived in a particular manor in
England were obliged to look after
the pathways and roads within their
boundaries and could incur a fine if they
didn’t. This meant mending the roads
themselves.
Rochdale, as any other town, had to conform
to this and records exist of a summons in
1639 for James Milne and John Howarth for
‘not working on the highroad in Spotland.’
However, because the system was inefficient
and the roads between towns falling into
disrepair to the extent that some became
impassable, in 1706 the Turnpike Act gave
the opportunity for speculators instead
of citizens to build and maintain roads
and charge those using them. Every year,
Parliament would set up bodies consisting
of named persons empowered for 21 years to
look over a stretch of road and charge a levy.
This would solve the problem of poor roads.
However, these ‘turnpike’ trusts were slow
to be set up such that an indictment was laid
against the old township of Huddersfield
east of the town ‘for not repairing Rochdale
streets’ as late as 1738. Other local roads
however, possibly because they were trade
routes, were turnpiked. For example, the
road over Blackstone Edge was turnpiked
in 1735 due to its difficulty in transporting
goods, it being too narrow in places, had
poor soil surfaces and was ‘a land of
breakneck’ in Winter. The 1730’s therefore
became a decade for much road building and
maintenance.
The administration and running of the
turnpike trusts was in the hands of a few
men who would meet regularly, the clergy
often being active as members. The fee
for tolls varied a great deal although the
Turnpike Act suggested that a coach with
6 horses had to pay 2s (10p), a hearse 1/6
(7.5p) for passing by. Generally, the charge
depended on the number of wheels, the size
of the wheel and the number of horses. The
moving of livestock through the toll gate was
charged depending on the number of animals
although exemptions did apply for local
farm transport, unladen horses and people
travelling to church!
In Rochdale the development and
implementation of turnpikes took hold from
the 1750’s with one set up at the top of
Toad Lane, one on Spotland Bridge, one on
Manchester Road and a further toll bar on
the road to Burnley in 1755. Others, in time,
came along with turnpikes to Todmorden
over Calderbrook (1758), to Bamford and
Bury (1797), at Norden where Clay Lane
joins Edenfield Road (1797), to Shaw (1805)

to Newhey for Huddersfield (1806) and to
Royton (1825) amongst others. The results of
such charges were not immediately apparent
with little highway improvement being
made although there was, for example, road
widening in Toad Lane, in Heights Lane
and at Healey Hall and traffic as a result
increased on these and other thoroughfares.
For example, in 1772 there was a regular
coach service between Manchester and
Leeds but by 1821 there were 6 coaches a day
between Rochdale and Halifax, additional
horses having to be coupled in Littleborough
for the trail over Blackstone Edge.
But not all results were good. Road repairs
were often poor because flattening the surface,
as many did, allowed standing water to
stagnate whilst other repairs sloped the road
to a camber that threw vehicles into roadside
ditches. Some travellers used circuitous routes
to avoid toll bars, others un-yoked their horses
and led them down alternative routes to avoid
the charge.
By 1820 turnpikes covered only 1 in 6 of
the country’s highways, the rest remaining
under parish control so by the 1840’s apart
from 6 or 7 major roads, Rochdale streets
were still maintained by the hamlet or the
parish. However, 1,100 turnpikes existed by
then across the country administering 23,000
miles of road with 8000 toll gates but this
meant that there was an unruly patchwork of
road maintenance across England alongside
some accusation of gatekeepers overcharging
and poorly regulated trusts or trusts
being sold at extortionate fixed prices to the
highest bidder.
A number of things led to the demise of the
turnpikes. The rise of the railway in the 1830’s
meant that roads were used less frequently
for transporting goods and so investment
passed from one to the other. As a result,
some turnpike trusts wishing to continue
had to borrow money from banks at high
interest rates. Roads became impossible to
keep in a good state and there arose, across
the country in the 1860’s, public agitation
about the continued charging, the best known
demonstration being the Rebecca Riots where
toll bars were physically destroyed. In 1872
the Rochdale Improvement Act abolished the
town’s turnpikes, the last to go being between
the one between Milnrow and Shaw.
Today we pay road tax, but drivers cursing
the ravages that potholes have on their
cars may well look back on the days of the
turnpikes and before and reflect that an
effective way of maintaining our roads has
yet to be found.

Heritage Purple Sweet Potato Soup
Serves 4
Nowadays the aisles of the supermarkets are rammed with unusual fruit and vegetables
from all around the world and customers generally just walk by. Well here’s a perfect idea
for the humble purple sweet potato.
INGREDIENTS
2 purple sweet potatoes
1 tablespoon olive oil
1 small onion – chopped
1 clove garlic – chopped
1000ml chicken stock
1 celeriac – peeled and chopped
2 tablespoons crème frâiche
TO FINISH
Crème fraiche
Baby shoots
METHOD
1. Take the sweet potato, cut in half lengthways and
sprinkle generously with salt, pepper and a splash of
olive oil.
2. Roast in a hot oven 180°c for 20 minutes. Leave to cool,
then scrape out the flesh.
3. Heat the olive oil and fry the onion and garlic until
softened, add the celeriac and simmer for about
20 minutes until cooked through.
4. Add the sweet potato, liquidise until
smooth, pass through a sieve and
season.
5. When ready to serve, re-heat then
drizzle with crème fraiche and
finish with baby shoots.
