AMBULANCES
PUT INTO
OPERATION

Chandigarh: In order to ensure
quick emergency services to patients
during the tough time of the pandemic,
77 new ambulances are being
pressed into operation, informed
Balbir Singh Sidhu, Health Minister,
Punjab.
Flagging off 15 Basic Life Support
(BLS) Ambulances from Mohali, the
Health Minister informed that to fulfill
the shortage of ambulances in
government hospitals, the Captain
Amarinder Singh led Punjab Government
has given a nod to procure
100 more Ambulances.
He said that in first phase, order
for 77 Ambulances has been placed;
out of which 17 Advance Life Support
(ALS) ambulances have already
been given to the Districts.
These ALS Ambulances are fully
equipped with life saving equipment
such as Ventilators, Defibrillators,
Multi-Para Patient Monitor, Suction
Machine, Nebulizers etc.
Today, the delivery of the 60 BLS
ambulances has commenced with
the first lot of 15 ambulances and
the remaining will be made available
by the end of August, 2020.
These ambulances are proving to
be one of the main pillars of fighting
the pandemic by reducing significantly
the time required for transit of
critical patients to the required
health facilities.
The Emergency Ambulances reach
the place within 20 minutes in urban
areas and within 30 minutes in rural
areas.
The Health Minister said that at a
time when Punjab is seeing a rise in
numbers of positive patients, the
addition of these new ambulances
will further give boost to the efforts
of fighting the pandemic.
The new ALS and BLS ambulances
would prove to be life saving
for patients developing respiratory
and other critical issues, said the
Health Minister, Punjab.
It may be observed that from
March to July, 2020, Ambulance
108 has handled 25177 COVID
related cases, stated Balbir Singh
and added that there are presently 19
ALS and 223 BLS ambulances
already operational in the State
which have been deputed at strategic
places and are connected with ‘108’
Emergency Response System
(ERS).

India conducts record high of nearly 8.5
lakh tests in a single day
On a continuous rise, Recovery Rate stands at 71.17%; Case Fatality Rate reduces to 1.95%

New Delhi/Chandigarh: As a
result of ramping up its testing facilities
on a sustained basis, with the
aim of touching 10 lakh tests/day,
India has touched a new high of the
highest number of tests in a single
day, so far.
A record high of 8,48,728 tests
were conducted in the last 24 hours.
This has taken the cumulative tests
to 2,76,94,416.
WHO in its Guidance Note on
“Public Health Criteria to Adjust
Public Health and Social Measures
in the Context of COVID-19” has
advised comprehensive surveillance
for suspected cases. WHO has
advised that a country needs 140
tests per day per million population.
While the national average is 603
tests per day per million population,
with focussed efforts of the Centre
and effective implementation by the
States/UTs, 34 of them have exceeded
this figure.
States/UTs are being advised to
scale up the testing on a commensurate
level with the prevailing positivity.
A key component for the successful
implementation of the “Test,
Track and Treat” strategy has been
the continuously expanding network
of diagnostic labs across the country.
The network as on today consists
of1451 labs with 958 in the government
sector and 493 private labs.
The different types of labs
include: Real-Time RT PCR based
testing labs: 749 (Govt: 447 + Private
302); TrueNat based testing
labs: 586 (Govt: 478 + Private: 108)
and CBNAAT based testing labs:
116 (Govt: 33 + Private: 83)
Successful implementation of
Testing aggressively, Tracking comprehensively
& Treating efficiently
has ensured a rising Recovery Rate,
which stands at 71.17% today.
The total recovered COVID-19
patients have increased to more than
17.5 lakh (17,51,555).
The recoveries exceed the active
cases (6,61,595) by nearly 11 lakh
(1,089,960).
Effective clinical management
through a Standard of Care treatment
protocol has further ensured
progressive and sustained decline in
the mortality among COVID
patients.
The Case Fatality Rate is pegged
at 1.95% today, maintaining its path
of steady decline.
Update on Chandigarh (as at
7.30 pm):
In the last 24 hours, 15 patients
were declared cured and discharged

Isolation
87 new persons were diagnosed as
Covid Positive.
One fatality was reported.
A 20 year old male of Sector 47
with a history of paraplegia had a
sudden cardiac arrest on Aug 11.

reported as positive for Covid 19 on
Aug 12.
The total deaths from Covid19 in
Chandigarh are 28
The current Active Cases in the
UT are now 807.
The results of 87 samples are

Real-Time Remote Monitoring of Air Quality
Indigenous Air Unique-quality Monitoring
Photonic System developed

Chandigarh: World
Health Organisation
(WHO)’s reports show that
the worsening state of poor
air quality is responsible for
more than 7.5 million fatalities
worldwide annually.
This highlights the necessity
for accurate, yet costeffective
monitoring of air
quality parameters as monitoring
is critical to solution.
The current systems and
technologies used for air
quality monitoring are prohibitively
expensive for
wider deployment.
This underlines the need
for development of systems
for real-time remote monitoring
of relevant air quality
parameters.
With the support from
Department of Science and
Technology’s Clean Air
Research Initiative, Prof.
Rao Tatavarti, Director of
Gayatri Vidya Parishad-
Scientific and Industrial
Research Centre & GVP
College of Engineering,
Visakhapatnam, has developed
an indigenous photonic
system for real-time
remote monitoring of air
quality parameters.
Prof Tatavarti was supported
by Prof. P.
Arulmozhivarman from the
School of Electrical
Engineering, VIT
University, Vellore, and
other team members.
The system titled AUM
(Air Unique-quality
Monitoring) had CATS Eco-
Systems, Nashik as the
technology transfer partner
for commercialization.
The AUM system (patent
pending) is an innovative
application of the principles
of laser backscattering, statistical
mechanics, optoelectronics,
artificial intelligence,
machine/deep learning
and Internet of Things.
It can identify, classify,
and quantify various pollutants
simultaneously (of
orders of less than one part
per billion) and meteorological
parameters, with very
high precision, sensitivity
and accuracy.
AUM was successfully
evaluated during laboratory
trials with gold standards
(in collaboration with
EffecTech, UK) and also
compared in the field with
imported systems from
France and Australia and
operated by Karnataka State
Pollution Control Board
under the aegis of the
Central Pollution Control
Board of India.
It has been found to be
highly sensitive and accurate
and capable of simultaneous
detection and quantification
of all air quality
parameters and offers a
number of merits over any
of the currently available
conventional systems.
It is portable, compact,
low powered and economical,
works on plug and play
system, requires no setting
uptime and no additional
civil infrastructure for housing.
It provides information on
all gases and meteorological
parameters simultaneously.
It is a non-intrusive
remote, real-time monitoring
system with very high
sensitivities and accuracies
and is capable of monitoring
in both spatial and temporal
domains, with very high
sampling frequencies.
The data from spatially
separated sensors can be
seamlessly streamed to a
cloud server, from where
digestible real-time encrypted
information on dashboard
is available to users
int any part of the world.
This system can boost the
nation’s efforts towards selfreliance
in high-end technologies
and can additionally
be instrumental in supporting
the endeavours in
improving the nation’s
health and economy.

Shipping Ministry reduces port tariff
ranging from 60 to 70% for Cruise Ships

New Delhi: The Ministry
of Shipping has rationalized
tariff rates for Cruise vessels.
The net effect of the
rate relaxation would be an
immediate reduction in port
charges ranging from 60%
to 70%, which will give substantial
relief to the cruise
industry in India, in line
with the government policy
to support the economy in
COVID-19 situation.
The rationalized tariff
rates will be:
- Port charges for a Cruise
Ship to be charged at $0.085
per GRT (Gross Registered
Tonnage) instead of $0.35 of
current rate, for first 12
hours stay and $5 per passenger.
The Ports will not charge
any other rate like berth
hire, port dues, pilotage,
passenger fee, etc.
- For the period exceeding
12 hours stay, the fixed
charges on cruise ships will
be equal to the Berth Hire
Charges payable as per
Schedule of Rates,with 40%
discount .
- Further, cruise ships
making
A. 1-50 calls per year to
get 10% rebate.
B. 51-100 calls per year to
get 20% rebate.
C.Above 100 calls per
year to get 30% rebate.
These rationalized tariff
shall be immediately effective
for a period of one year.

the result of the efforts
being made by the Ministry
of Shipping to convert the
vision of Prime Minister
Narendra Modi into reality
by putting India on the map
of global cruise market,both
for ocean and river cruises.
“It will be a big support
for the cruise tourism in
India, which has suffered
tremendously due to the
adverse economic impacts
of COVID-19 pandemic. It
will provide the opportunity
to earn huge amount of foreign
exchange and generate
sizeable direct and indirect
onshore employment in
cruise tourism sector of
India,” the Minister
added.

India exports 23 lakh PPEs in one
month only

New Delhi: The Centre has been leading
the graded, pre-emptive, proactive and collaborative
response and management of
COVID-19, with the State/UT governments.
As part of its continued efforts towards
progressively augmenting and strengthening
the medical infrastructure across the
country, various policy decisions have been
taken on a regular basis.
At the start of the pandemic, there was a
global shortage experienced for all kinds of
medical equipment including N95 masks,
PPE kits, ventilators etc.
Most of the products were not being manufactured
in the country in the beginning as
many of the necessary components were to
be procured from other countries.
The rising global demand due to the pandemic
resulted in their scarce availability in
the foreign markets.
Turning the pandemic into an opportunity
to develop its domestic market for production
of medical equipment, with the combined
efforts of Ministry of Health & Family
Welfare, Ministry of Textiles, Ministry of
Pharmaceuticals, Department for Promotion
of Industry and Internal Trade (DPIIT),
Defence Research and Development Organisation
(DRDO) and others, India has hugely
ramped up its own manufacturing capacity
İn view of the strengthened domestic production
capacity and having met the domestic
requirements for PPEs, the revised notification
of the Director General of Foreign
Trade (DGFT) in July 2020 (Notification
No. 16/2015-20, dated 29th June 2020) permitted
export of PPEs.
As a result of this relaxation, in the month
of July itself, India exported 23 lakh PPEs
to five countries.
These include USA, UK, UAE, Senegal
and Slovania.
This has substantially aided India to position
itself in the global export market of
PPEs.
The “Make in India’ spirit embedded in
the Atmanirbhar Bharat Abhiyaan has
resulted in providing resilience and self-sufficiency
to the country for various medical
equipment including PPEs.
While the Union Government is supplying
PPEs, N95 masks, ventilators etc., to
the State/UT Governments, States are also
procuring these items directly.
Between March to August 2020, they
have procured 1.40 crore indigenous PPEs
from their own budgetary resources.
During the same period, the Centre has
distributed 1.28 cr PPEs to States / UTs /
Central Institutions, free of cost.maximise
outreach about the cause.”

‘AYUSH for Immunity Campaign’
launched by Ministry of AYUSH
Enthusiastic response in digital space with over 50,000 people attending it

New Delhi: The Ministry of
AYUSH launched a three-month
campaign on “Ayush for Immunity”
today, through webinar in which
more than 50 thousand people participated.
The keynote address was by spiritual
Guru Sri Sri Ravisankar, wherein
he stated that Ayush solutions
could lead the entire world to
healthier and happier lives.
The Webinar was staged on Ayush
Virtual Convention Centre (AVCC),
the new digital communication platform
of the Ministry.
The event was also streamed live
on the official Facebook handle of
Ministry of AYUSH and observed a
total live viewership of 60,000 people.
The other key speakers included
Vaidya Rajesh Kotecha, Secretary,
Ministry of AYUSH; Milind Soman,
celebrity and fitness icon; Dr.Geetha
krishnan, Technical Officer, WHO;
and Prof. Tanuja Nesari, Director,
AIIA.
Gurudev Sri Sri Ravi Shankar
spoke about the need to enhance
immunity and the requirement of a
lifestyle change in the current scenario.
He presented a larger vision of the
potential life-enhancing influence of
Ayurvedic and other Ayush practices.
Secretary of Ministry of AYUSH,
Rajesh Kotecha elaborated on the
theme of the event, i.e. accessible
and affordable health for all,
through Ayush solutions.
He emphasized on the need for
behavioural change in people
towards immunity enhancing steps,
and highlighted the evidence which
have established the positive role of
traditional medicines and practices
in enhancing immunity.
He mentioned various initiatives
that the Ministry is planning to
launch under the umbrella of the
“Ayush for Immunity”
campaign.
Milind Soman shared his views
regarding health and fitness and
encouraged citizens to practice
healthy living which he said,
requires minimal but steady effort.
Prof Tanuja Nesari shared the
recent experiences of All India Institute
of Ayurveda in preventive and
curative activities as part of the fight
against Covid-19.
The set of evidence which she
touched upon was of considerable
interest to the audience.
Dr.Geetha krishnan, Technical
Officer, WHO, spoke on the concept
of health in relation to the pandemic
and how setting up good infrastructure
and adopting effective communication
are crucial for avoiding
spread of diseases and ill health.
Public engagement and interaction
were high in the webinar, through
Q&A sessions in between presentations.
Questions asked by various
attendees were addressed by the
Panel of experts for the event.
The panel included Prof.Vd. K.S,
Dhiman, Director General, Central
Council for Research in Ayurvedic
Sciences ; Dr. Ishwar V. Basavaraddi,
Director, Morarji Desai National

Dhillon appeals to CM to change nature of
CSAT paper in Punjab Civil Services exam

Chandigarh: The President of
the Punjab Youth Congress,
Brinder Singh Dhillon today wrote
to Chief Minister, Capt. Amarinder
Singh requesting him to make the
CSAT paper as a qualifying one in
the Punjab Civil Services exam
instead of a Competitive one, as at
present.
Handing over a letter to Gurkirat
Kirpal Singh, Special Principal
Secretary to the Chief Minister,
Dhillon said that the present system
of the Civil Services Aptitude Test
(CSAT) paper in Punjab Civil Services
(PCS) Examination exam is
discriminatory in nature and needs
to be reviewed.
A qualifying exam means that
the person has to score only 33%
marks out of 200 marks and marks
of that paper will not be counted
for merit to elevation to the second
stage i.e. Mains examination.
Dhillon said that in 2011, UPSC
had introduced CSAT, which
mainly covered quantitative ability,
verbal ability and reading comprehension,
reasoning and data interpretation.This
paper is widely
regarded as against the reach of
rural students, which is obvious in
the UPSC data which shows that
after the introduction of CSAT the
ratio of students selected from rural
areas declined manifold.
However after nationwide
protests by Civil Services aspirants,
calling the examination discriminatory
against candidates coming
from regional languages and
humanities, the government made
CSAT qualifying in nature in
2015.
Subsequently, various state public
service commissions changed it
from a competitive exam to a qualifying
one .
However, in Punjab it continues
to be a competitive examination.
The students of the state are
demanding that since UPSC and
several states, including Himachal
Pradesh, Uttarakhand, Madhya
Pradesh, Uttar Pradesh and
Haryana, had changed CSAT into a
qualifying examination, the Punjab
Public Service Commission should
also do so.
Even PPSC had officially recommended
to the Government in 2016
to make the CSAT Paper qualifying
in nature and whole examination
process to be in tandem with the
UPSC pattern.
Dhillon said that if the CSAT
paper is made as qualifying in
nature, it will bring rural and poor
candidates on an equal footing with
privileged and urban candidates in
this exam.
It will definitely provide relief to
thousands of aspirants.

earned world-wide acclaim for her

Three simple words that show
how, at the tender age of 23 and just
2 days before her birthday, Neerja
laid down her life, while saving
hundreds of others.
Neerja was the Senior Flight
Purser on a Pan Am flight which
was hijacked at Karachi airport by 4
heavily armed hijackers.
As the plane was on the tarmac,
the pilot co-pilot and flight engineer
fled from the cockpit.
Setting aside all concern for her
personal safety, Neerja identified
herself to the terrorists as the crew
member in-charge.
A long, tension - filled ordeal
started. Yet, Neerja was a perfect
picture of calm, confident leadership.
She comforted the passengers,
especially the elderly and small
children.
In an amazing act of courage and
compassion for her fellow human
beings, she hid the passports of the
Americans as the hijackers wanted
to execute Americans.
After 17 hours, the hijackers
opened fire and set off explosives.
Acting quickly, Neerja opened the
emergency door. If she wanted, she
could have been the first to jump
out of the aircraft, but instead she
opted to stay back and helped a
large number of passengers escape.
She gave her own life while
shielding 3 children from a hail of
bullets of the terrorists.
Neerja was recognised internationally
as "the heroine of the hijack"
and is the youngest recipient of the
Ashoka Chakra, India's highest
civilian award for bravery

Legendary painter M F Husain, who dared
to walk bare feet, used to drive around in a
fleet of luxurious cars like Bentley, Jaguar,
Mercedes, Ferrari and Rolls Royce in Dubai.
Once he bought his Bentley car by swiping
his credit card. The word is that he walked
into the Bentley showroom, picked a car,
wanted it instantly and paid for it with a
swipe of his credit card.
He used to hang out at the Jumeirah
Emirates Towers where I took this picture on
October 5, 2009 of him with his Ferrari
whose number was 2020. At that time I had
a Blue Maruti Suzuki back in Chandigarh
whose number was also 2020. I told him this
and pointed out the difference between both
the cars. He said - No, the car doesn’t matter
but 2020 does. Interesting, now 2020 is a
number affecting so many lives!
India's most famous artist died in London
on June 9, 2011 at the age of 95.
