Environment and Planning, Article 10 of the Erie County Administr<strong>at</strong>ive<br />
Code dict<strong>at</strong>es the organiz<strong>at</strong>ion, powers and duties, and divisions within<br />
the department. Similar to Article 5, the code does not speak directly, nor<br />
indirectly, about food processing or production regul<strong>at</strong>ions, even though<br />
this department manages the agricultural industry for Erie County. 46<br />
In terms of postconsumption practices, the Erie County<br />
Administr<strong>at</strong>ive Code is silent regarding composting; however the Erie<br />
County Department of Environment and Planning’s website provides<br />
residents with detailed guidance as to how to compost in one’s backyard.<br />

C. Plans<br />
As a county, there have been broad directives from the county and<br />
its agencies to promote the sustainability of agriculture. These plans are the<br />
Farms for the Future plan from the Erie County Agricultural and Farmland<br />
Protection Bureau, Framework for Regional Growth plan from the county<br />
partnered with Niagara County, and Road to a Brighter Future from County<br />

rel<strong>at</strong>ed to agriculture to ensure agriculture’s future in Erie County.<br />
ERIE COUNTY FARMS FOR <strong>THE</strong> FUTURE<br />
In 1996, Erie County, in conjunction with Erie County Agricultural<br />
and Farmland Protection Board and Erie County Farm Bureau, issued<br />
a report titled “Erie County Farms for the Future: An Agricultural and<br />
Farmland Protection and Preserv<strong>at</strong>ion Str<strong>at</strong>egy.” Funded in part by a<br />
New York St<strong>at</strong>e Department of Agriculture and Markets’ Agricultural and<br />
Farmland Protection Grant, the plan was intended to “unify, document, and<br />
broadcast the agricultural and community goals necessary to stabilize and<br />
