ERIE COUNTY FRAMEWORK FOR REGIONAL GROWTH<br />
In 2006, Erie County and its adjacent neighbor to the north, Niagara<br />
County, collabor<strong>at</strong>ed together to produce the “ErieNiagara Framework for<br />
Regional Growth.” The document was intended to serve as a blueprint for<br />
the area’s physical and economic development, while also informing st<strong>at</strong>e<br />

about the possible processes and actions Erie County can undertake when<br />
making decisions regarding the region’s development. 51 From the onset,<br />
the Report is cognizant of the differences between the two counties. Erie<br />
County is governed by an Executive and Legisl<strong>at</strong>ure model of government,<br />
whereas Niagara County employs a county manager style of government.<br />
Additionally, home rule powers, granted by New York St<strong>at</strong>e to each individual<br />
municipality, allow local governments much discretion in regul<strong>at</strong>ion of land<br />
use, zoning ordinances and land subdivision. 52<br />
Chapter 2 of the Plan describes several different challenges to<br />
coordin<strong>at</strong>ed regional development. One of those challenges is thre<strong>at</strong>s to<br />
n<strong>at</strong>ural systems and loss of agricultural lands. Due to the increase of low<br />
density development into rural areas, it produces impervious surfaces, less<br />
forest cover and increased reliance in septic systems and wells. 53 Without<br />
increased vigilance of the area’s n<strong>at</strong>ural resources, many of the region’s<br />
