owners of parcels <strong>at</strong> least 10 acres in size were contacted to see if they<br />
were interested in selling development rights or title to their property to<br />
the Conservancy. 92 In working with the Town of Clarence, the Conservancy<br />
received funding to assist with long term defense of conserv<strong>at</strong>ion easements<br />
and continual monitoring of conserv<strong>at</strong>ion easement protected properties. 93<br />
Recently, in 2011, the town purchased two farms th<strong>at</strong> are available<br />
for a farmer to purchase or lease, with the help of funding from the<br />
Conservancy. 94 Both farms, permanently protected with conserv<strong>at</strong>ion<br />
easements, provide an opportunity to make farmland available to farmers,<br />
promote sustainable agricultural practices and retain the rural character and<br />
quality of life in the Town of Clarence. 95<br />
Recently, the Town of Clarence, in conjunction with the Conservancy,<br />
issued a Request for Proposals regarding several parcels of municipalityowned<br />
farmland available for either purchase or lease to interested farmers. 96<br />
In seeking to protect the parcels, the Town listed six goals for the parcels:<br />
(1) keeping agriculture land actively farmed; (2) supporting sustainable<br />
and viable farm oper<strong>at</strong>ions; (3) cre<strong>at</strong>ing opportunities for startup farmers<br />
to start or grow their agricultural business; (4) promoting the diversity of<br />
farming and farmers in the community; (5) ensuring th<strong>at</strong> these properties<br />
stay available and affordable for farmers; and (6) protecting scenic view<br />

submit a sealed acquisition cost and/or term lease proposal, which will be<br />
subject to review by the Farmland Protection Committee and approval by<br />
the Town Board. 97<br />
Another municipality in Western New York th<strong>at</strong> has made farmland<br />
preserv<strong>at</strong>ion a priority is the Town of Marilla. Through funding support from<br />
the New York St<strong>at</strong>e Purchase of Agricultural Easement Program (PACE),<br />
the Town of Marilla has protected 687 acres of farm land from residential<br />
and commercial pressure in the years of 20002006. 98 As of January 2010,<br />
