Drink driving: How the numbers
stack up in Hornby area
Breath and blood alcohol
offences by police station
between 2017 and 2019
• By Matt Slaughter
POLICE CHARGED 469 people
with drink driving offences in
the Hornby area between 2017
and 2019.
But it appears drivers in the
Hornby area were better behaved
than those in most other
areas of Christchurch.
An Official Information Act
request by Western News has
revealed out of eight areas in
Christchurch and Banks Peninsula,
Hornby sits fifth on the list
of areas where the most people
have been charged for being over
the legal breath and blood alcohol
limits in this time period.
In contrast, Christchurch
central sits first on this list,
with officers there charging
1993 drivers with such offences,
followed by Papanui Police Station
with 915 and Christchurch
South Police Station with 675.
The legal breath alcohol limit
in New Zealand is 250mcg/l.
offences in 2018 and 1531 in
which is great, but it comes back
to the fact that any drink driving
is one too many and the potential
for serious harm for other road
Meanwhile, in July a police
14,042 Canterbury motorists.
Of these, 68 were over the legal
A SCHEME to provide
computers to community
organisations in need across
the city has proven popular,
with digital needs increasing
due to Covid-19.
The city council’s Computers
to the Community Scheme
offers computers for free to
not-for-profit groups to help
them deliver services more
efficiently.
Excluding the lockdown,
between July 2019 and June
this year, 220 laptops and
desktops were distributed
to organisations, such as the
Halswell Community Hall,
St Christopher’s Anglican
Church, and the Christchurch
Vietnamese Student
Association.
Charity Kilmarnock
Enterprises employs people
with intellectual disabilities
to provide outsourcing
solutions for businesses, such
as packaging or refurbishing
needs and received four
desktops and laptops.
Said chief executive Michael
Toothill: “We haven’t had the
budget to purchase new ones
ourselves, and we needed to
find an alternative way to save
costs.
“We started to sell ecofriendly
cleaning products and
needed equipment to run the
dispatch side of things. We had
a gap to fill in business because
we refurbished headsets for
Air New Zealand’s international
flights, but that’s gone on
hold.
“Directly for us, it ensures we
can retain jobs and has been a
huge benefit to our employees.”
In the past few months,
the city council noted an
increase in requests from
groups working with multicultural
communities and have
allocated about 50 computers
to organisations with a variety
of cultural backgrounds.
City council head of
community support,
governance and partnerships
John Filsell said the cost
associated with purchasing the
technology was often a barrier.
Said Filsell: “Covid-19
highlighted the need and use of
technology to feel connected,
to keep in touch with friends
and family both overseas
and within New Zealand to
get information, continuing
education and support the
ability to continue to work.
“Some groups have made
the computers available to
those who do not have them,
or used them to provide
information and support to
their communities by building
up an electronic network.
Meeting demand was not a
major issue but at times the city
council experienced a higher
demand which meant some
groups had to wait longer to
receive their computers.
Positive feedback from
groups so far highlighted the
impact of having the donated
technology for productivity, as
funding often lies with wages
or rent.
“At times we have a higher
demand than others. In these
cases, we do have a waiting list
until such a time as we can get
their needs met,” said Filsell.
“If groups are looking to
expand their supports or are
just starting out and need
technology, then the council’s
computers are a good start.”
Young pianist in nationwide competition
• By Gemma Lee
YEAR 10 student Roy Zhang
has been selected as one of
16 pianists to participate in
a nationwide classical piano
competition.
The NZ Junior Piano Competition
is a biennial national competition
for pre-tertiary pianists
in New Zealand, competing for a
total prize pool of over $4000.
NZJPC received over 40
entries this year from across the
country.
Only 16 pianists aged between
10 to 18 were selected as semifinalists,
including Roy.
“I was very surprised as this
was my first time entering a big
competition, but also extremely
glad to be progressing to the next
round,” he said.
Roy is currently a year 10
student at Burnside High School
and began his musical journey at
4-years-old, learning piano from
Neville Baird.
Baird is a prominent figure in
the Christchurch music scene,
having taught talented pianists
including Lixin Zhang who won
both the junior and senior piano
competitions in 2016 and 2018
respectively.
Roy now receives lessons from
internationally renowned German
pianist, Michael Endres,
and also learns violin from Dr
Robert Tait.
Performing in public may
sound like a daunting task for
some, but it is a joy and thrill for
Roy.
He particularly enjoys accompanying
other musicians on
the piano and now accompanies
“Aurora Voice”, one of the junior
choirs at his school known for
producing award-winning choral
ensembles.
The next few months will be a
busy but fruitful one for Roy. He
is due to sit his Grade 7 Violin
examination later this month,
before travelling to Auckland to
compete in the NZ Junior Piano
Competition in October.
EXCELLENCE: Burnside
High School student
Roy Zhang, year 10,
was chosen as a finalist
out of 40 people across
the country for the
New Zealand Piano
Competition.
Also in October, he will be
sitting his LTCL piano diploma,
which is equivalent in standard
to the final year recital of a university
undergraduate degree.
“I am looking forward to
meeting other young, talented
pianists who I can learn from,
and also improving my playing
during this packed week,” said
Roy.
“I’m also very excited to meet
Richard Mapp and learn from
him in the masterclasses as well
as the Multi-Piano Open.”
The NZ Junior Piano
Competition is presented by the
Lewis Eady Charitable Trust
and will take place on October 1
to 5 at Lewis Eady, the home of
Steinway pianos in New Zealand.
Hair salon helping to empower women
A HORNBY hair salon has
taken steps to help empower
women entering the workforce
in the wake of Covid-19.
In partnership with the
Dress for Success charity, Just
Cuts Hornby has launched a
nationwide discounted haircut
programme for women in need
who are seeking employment
during the pandemic.
Dress for Success provides
women with professional attire
and career development tools
in a bid to eliminate the unique
obstacles they face while
looking for work.
Co-owner Angela Turner
said the “crowning glory”
feeling we experience after
a trim is something people
take for granted, especially in
the current tough economic
employment conditions.
“Through Dress for Success,
Just Cuts salons are supporting
local women,” she said.
“We’re providing affordable
haircuts to give women a hand
in new job interviews when so
many have recently lost jobs.”
The initiative is available at
Just Cuts nationwide and was
launched at Turner’s salon, and
the vouchers were issued to
women who accessed Dress for
Success services.
The reality of many exprofessional
women now
re-entering the workforce,
whether it was due to a
partner losing their job or
needing to switch industries,
was a motivator behind the
programme.
“I know one woman with
a pending job interview, she
had budgeted for a haircut,
but then needed to spend
the money on a trip to the
mechanic to fix her tyre,” said
Turner.
“Our vouchers meant she
could afford a $20 Style Cut in
one of our salons and she was
nearly crying. It’s something
so simple but it can mean so
much.”
Owners Angela and Michael
Turner were grateful for
the support of Cantabrians,
especially post-lockdown, and
were determined to give back
to the community.
“As a hairdressing business
owner I’m lucky – the first two
weeks post lockdown we were
overwhelmed. We’d be turning
people away by 2 pm and still
be cutting clients at 9pm. We
felt like rock stars,” she said.
“But I do believe there
is more to come for
Christchurch. We’re reliant
Natural support
for healthy joints
Joint issues will affect most of us at some
time. They can show up in any joint such
as in your neck, back, shoulders, elbows,
wrists, hands, hips, knees, ankles and feet.
Cartilage is the protective surfaces
between moving bones that allows them
to move freely. It is constantly worn away
and needs to be rebuilt on a constant
basis. This repair process slows down for
most of us as we age. The result is not
enough cartilage in some joints causing
the joint function to be less smooth. This
is the most common form of arthritis,
called osteoarthritis, and it leads to
inflammation, pain, stiffness and reduced
mobility of the joint.
Joint pain can also be a factor in falls.
Generally joints with the most use or stress
show problems first.
Many people seek pain relief from
their doctor. The usual prescription is
non-steroidal anti-inflammatory drugs,
or NSAIDs, which offer pain relief but
do nothing to stop the progression of the
arthritis.
According to the British Journal
of General Practice, NSAIDs are not
recommended for long term use and are
responsible for 30% of hospital admissions,
mainly due to internal bleeding, heart
attack, stroke and renal damage. Research
shows all NSAIDs double the risk of
hospitalization due to heart failure.
Supporting the body with the right
supplementary nutrients has been found
to be highly beneficial in supporting joint
health for many people.
A local Christchurch company, Kiwi
Natural Health or KNH, has produced an
advanced, high-potency formula called
“Joint Care Plus” to support healthy joint
function.
Inflammation of joints can cause
pain and slows the healing process.
Joint Care Plus contains turmeric,
ginger and black pepper to help reduce
inflammation and pain, and enhance
digestion and absorption of its nutrients.
The formula also contains nutrients that
have been researched to support joint
health, including boron, selenium, zinc,
manganese, proline and MSM, as well
as the highly researched glucosamine
sulfate potassium chloride complex, and
chondroitin sulfate.
This comprehensive formula is in
an easy to swallow capsule. Due to the
amount of nutrients in the formula it
is recommended to take two or three
capsules once daily to achieve a necessary
amount of each nutrient. In severe cases a
loading dose of three capsules twice daily
may be used.
KNH JOINT CARE PLUS and further
information is available from the natural
health advisers, medical herbalists
and naturopath at Marshall’s Health &
Natural Therapy.
ADVANCED NATURAL
NUTRITION
FOR HEALTHY
JOINTS
Are your joints painful, stiff, noisy, swollen or
inflamed? This is often caused by a lack of
cartilage, the soft spongy material in all joints
between the moving bones. Sufficient cartilage
allows the joints to move freely. KNH JOINT
CARE PLUS contains a comprehensive formula
of nutrients known to support the body maintain
& replace cartilage & connective tissue as well
as reduce inflammation & pain. The high potency
formula is in easy to swallow capsules with
advanced absorption technology for faster results.
KNH JOINT CARE PLUS SUPPORTS:
- Cartilage, ligaments & connective tissue regeneration
- Inflammation & swelling relief
- Pain relief
- Joint flexibility
- Healthy joint function
expo, which highlights activities in the area. PHOTO: GEOFF SLOAN
Expo to showcase
activities in Riccarton
• By Bea Gooding
RICCARTON residents
will soon get the chance to
learn more about what’s on
offer in their community,
and how they can take
part.
The Riccarton On A Roll
expo is set to give small
businesses, charities and
organisations the opportunity
to showcase their
activities in the local area
and the wider community.
Organised by a variety of
city council development
workers and community
groups, the event will also
activate the newly opened
Rārākau: Riccarton Centre.
NEW CYCLE lanes
planned for Waimairi Rd
are tipped to help improve
road safety as the number
of cyclists using the Uni-
Cycle route in the city’s
west climbs.
The city council has
approved the installation
of the lanes on both sides
of the road, between
Maidstone Rd and
Peer St, following a
recommendation from
the Waipuna/Halswell-
Hornby-Riccarton
Community Board.
City council urban
development and transport
committee chairman Mike
Davidson said nearly 300
cyclists use Waimairi Rd
each day.
“These new cycle lanes
will make the road safer
The city council community
development
adviser Marie Byrne said
she hoped the event would
spark community participation
rates in Riccarton.
Said Byrne: “It’ll be an
opportunity for organisations
to showcase what
they’re doing to provide for
Riccarton, and the community
can check out the
new centre.
“It was opened in December
last year but we
haven’t had the chance to
activate it as it was delayed
due to Covid-19.”
On the day, event-goers
will be treated to live performances,
demonstrations,
ethnic food and
for cyclists and motorists
alike, with the number
of cyclists using the Uni-
Cycle Route, which crosses
Waimairi Rd at Dovedale
Ave, increasing by up to 20
per cent annually,” Davidson
said.
“More people favour
safer, lower-traffic suburbs
and the ease of travel
found by opting for a bike
over a car.
“By installing these new
cycle lanes, we hope to
encourage people to leave
the car at home and bike
to work or university and
more students to cycle to
school.
“By delivering a safer
environment, we can also
take the pressure off our
busy streets.”
interactive activities.
Not only will they be
able to check what blood
type they are with the NZ
Blood Service, they can
also have anti-theft licence
plates installed by the local
community patrol.
Said Byrne: “That feeling
of community and being
a part of one has been recently
highlighted, so this
event looks towards different
ways we can connect
with each other.”
The expo will be split
into two time slots to
encourage more people
to participate, and will
be held at the Rārākau:
Riccarton Centre next
Tuesday from 11am.
Cycle lanes approved
for Waimari Rd
The community board
has already approved
the removal of on-street
parking on the east side of
Waimairi Rd between Peer
Street and Dovedale Ave,
along with sections on the
west side north of Dovedale
Ave up to Maidstone
Rd, to accommodate the
cycle lanes.
It has also backed the
introduction of weekday
two-hour parking restrictions
for the remaining onstreet
parking spaces along
Waimairi Rd between Peer
St and Maidstone Rd, from
8am to 6pm, over March to
November.
The cycle lanes will be
in place later next year,
in tandem with work to
resurface Waimairi Rd, the
city council confirmed.

Churches join forces
to form foodbank
• By Bea Gooding
THREE CHURCHES
in Avonhead have joined
forces to form a foodbank
in response to an increased
demand for social support
services in the city’s
northwest.
The foodbank will be
located at St Christopher’s
Anglican Church and is in
partnership with St Mark’s
Presbyterian Church and
Avonhead Baptist Church.
St Christopher’s vicar
reverend Michael Brantley
said the churches decided
to work together because
it was a task better served
where resources could be
shared to provide the new
service for the community.
“There’s been a great increase
in need. The reality
is many of the people living
in this area have never
been in that place before.
They’ll probably go hungry
before they ask for help,”
he said.
“These people are pilots,
own businesses directly
related to tourism and own
homes that have become
food vulnerable for the first
time due to unemployment.
But they still have
bills to pay.”
Brantley said they were
partly relying on people in
the churches to distribute
food parcels to people they
knew in a bid to connect
with those who do not
reach out themselves.
“We know some people
won’t come out and queue
up. They won’t be asking
but we know they’re vulnerable.”
Operating the foodbank
in recent weeks proved its
importance in the community
due to high demand.
Brantley anticipated that
this will continue to be a
growing need in the coming
months as the country
begins to see the full economic
downfall caused by
Covid-19.
“We anticipated that this
will be a growing need,”
he said.
“We know by next June
WORKING
TOGETHER: St
Christopher’s
Anglican
Church youth
pastor Josiah
Langan (left)
and Jocelyn
Murray, of
Avonhead
Baptist Church,
help distribute
parcels at a
new foodbank
set up by three
churches in the
area.
that we’ll see the bottom of
this economic trough, that
means another whole year
of recovery.”
The “sophisticated” food
parcels were pre-packaged
and can be picked up at the
church and can be tailored
for individual dietary
needs.
To help the churches
run the foodbank, the city
council provided a laptop
and desktop computers as
part of its Computers to
the Community Scheme.
Making the process
more efficient meant they
had to spend more than
$2000 to set up the service
to make it usable, such as
refurbishing the space.
Brantley was grateful
for the support of the city
council, the effort of the
three church teams and of
the public’s contributions.
“I feel like we’re making
a real difference in our
community. Having the
rug ripped from under you
can really knock the wind
out of you,” he said.
CALLS HAVE been made to
stop rates increases in response
to the Covid-19 crisis.
City councillors James Gough,
Sam MacDonald, Catherine
Chu, Phil Mauger, Aaron Keown
and James Daniels have sent a
letter to Mayor Lianne Dalziel
asking her to lead a conversation
as to how a zero per cent rates
increase could be achieved this
year.
The city council is proposing
an average rates increase of 4.65
per cent across all ratepayers in
this year’s Draft Annual Plan
which is currently under public
consultation until April 5 and
will be finalised before July 1.
The 2018-2028 Long Term
Plan also predicts a 50 per cent
rates increase over 10 years.
Said Cr MacDonald: “In
the current environment it’s
clear business as usual is not
appropriate and the council
needs to look at how we enable
this 12-month rates increase
freeze to occur, it’s crucial for
the economic confidence of our
city.”
Ms Dalziel said the las thing the council’s budget, which is
the city council needed was for not entirely funded by rates, and
someone to hi the panic button. the consequences that will flow
“Calm heads must and will from decisions we make.
“The Annual Plan is not
