POLICE CHARGED 469 people<br />

with drink driving offences in<br />

the Hornby area between 20<strong>17</strong><br />

and 2019.<br />

But it appears drivers in the<br />

Hornby area were better behaved<br />

than those in most other<br />

areas of Christchurch.<br />

An Official Information Act<br />

request by <strong>Western</strong> <strong>News</strong> has<br />

revealed out of eight areas in<br />

Christchurch and Banks Peninsula,<br />

Hornby sits fifth on the list<br />

of areas where the most people<br />

have been charged for being over<br />

the legal breath and blood alcohol<br />

limits in this time period.<br />

In contrast, Christchurch<br />

central sits first on this list,<br />

with officers there charging<br />

1993 drivers with such offences,<br />

followed by Papanui Police Station<br />

with 915 and Christchurch<br />

South Police Station with 675.<br />

The legal breath alcohol limit<br />

in New Zealand is 250mcg/l.<br />

users is unacceptable. We have<br />

a no tolerance policy for alcohol<br />

and one is one too many.”<br />

Meanwhile, in July a police<br />

clampdown on drink driving<br />

saw them stop and breath test<br />

14,042 Canterbury motorists.<br />

Of these, 68 were over the legal<br />

breath alcohol limit.<br />

They trialled microcheckpoints<br />

as part of this,<br />

which require as few as one<br />

police car and officer to set up<br />

and carry out.<br />

A SCHEME to provide<br />

computers to community<br />

organisations in need across<br />

the city has proven popular,<br />

with digital needs increasing<br />

due to Covid-19.<br />

The city council’s Computers<br />

to the Community Scheme<br />

offers computers for free to<br />

not-for-profit groups to help<br />

them deliver services more<br />

efficiently.<br />

Excluding the lockdown,<br />

between July 2019 and June<br />

this year, 220 laptops and<br />

desktops were distributed<br />

to organisations, such as the<br />

Halswell Community Hall,<br />

St Christopher’s Anglican<br />

Church, and the Christchurch<br />

Vietnamese Student<br />

Association.<br />

Charity Kilmarnock<br />

Enterprises employs people<br />

with intellectual disabilities<br />

to provide outsourcing<br />

solutions for businesses, such<br />

as packaging or refurbishing<br />

needs and received four<br />

desktops and laptops.<br />

Said chief executive Michael<br />

Toothill: “We haven’t had the<br />

budget to purchase new ones<br />

ourselves, and we needed to<br />

find an alternative way to save<br />

costs.<br />

“We started to sell ecofriendly<br />

cleaning products and<br />

needed equipment to run the<br />

dispatch side of things. We had<br />

a gap to fill in business because<br />

we refurbished headsets for<br />

Air New Zealand’s international<br />

flights, but that’s gone on<br />

hold.<br />

“Directly for us, it ensures we<br />

can retain jobs and has been a<br />

huge benefit to our employees.”<br />

In the past few months,<br />

the city council noted an<br />

increase in requests from<br />

groups working with multicultural<br />

communities and have<br />

allocated about 50 computers<br />

to organisations with a variety<br />

of cultural backgrounds.<br />

governance and partnerships<br />

John Filsell said the cost<br />

associated with purchasing the<br />

technology was often a barrier.<br />

Said Filsell: “Covid-19<br />

highlighted the need and use of<br />

technology to feel connected,<br />

to keep in touch with friends<br />

and family both overseas<br />

and within New Zealand to<br />

get information, continuing<br />

education and support the<br />

ability to continue to work.<br />

“Some groups have made<br />

the computers available to<br />

those who do not have them,<br />

or used them to provide<br />

information and support to<br />

their communities by building<br />

up an electronic network.<br />

major issue but at times the city<br />

council experienced a higher<br />

demand which meant some<br />

groups had to wait longer to<br />

receive their computers.<br />

Positive feedback from<br />

groups so far highlighted the<br />

impact of having the donated<br />

technology for productivity, as<br />

funding often lies with wages<br />

or rent.<br />

“At times we have a higher<br />

demand than others. In these<br />

cases, we do have a waiting list<br />

until such a time as we can get<br />

their needs met,” said Filsell.<br />

“If groups are looking to<br />

expand their supports or are<br />

just starting out and need<br />

technology, then the council’s<br />

computers are a good start.”<br />

Young pianist in nationwide competition<br />

YEAR 10 student Roy Zhang<br />

has been selected as one of<br />

16 pianists to participate in<br />

a nationwide classical piano<br />

competition.<br />

The NZ Junior Piano Competition<br />

is a biennial national competition<br />

for pre-tertiary pianists<br />

in New Zealand, competing for a<br />

total prize pool of over $4000.<br />

NZJPC received over 40<br />

entries this year from across the<br />

country.<br />

Only 16 pianists aged between<br />

10 to 18 were selected as semifinalists,<br />

including Roy.<br />

“I was very surprised as this<br />

was my first time entering a big<br />

competition, but also extremely<br />

glad to be progressing to the next<br />

round,” he said.<br />

Roy is currently a year 10<br />

student at Burnside High School<br />

and began his musical journey at<br />

4-years-old, learning piano from<br />

Neville Baird.<br />

Baird is a prominent figure in<br />

the Christchurch music scene,<br />

having taught talented pianists<br />

including Lixin Zhang who won<br />

both the junior and senior piano<br />

competitions in 2016 and 2018<br />

respectively.<br />

Roy now receives lessons from<br />

internationally renowned German<br />

pianist, Michael Endres,<br />

and also learns violin from Dr<br />

Robert Tait.<br />

Performing in public may<br />

sound like a daunting task for<br />

some, but it is a joy and thrill for<br />

Roy.<br />

He particularly enjoys accompanying<br />

other musicians on<br />

the piano and now accompanies<br />

“Aurora Voice”, one of the junior<br />

choirs at his school known for<br />

producing award-winning choral<br />

ensembles.<br />

The next few months will be a<br />

busy but fruitful one for Roy. He<br />

is due to sit his Grade 7 Violin<br />

examination later this month,<br />

before travelling to Auckland to<br />

compete in the NZ Junior Piano<br />

Competition in October.<br />

High School student<br />

out of 40 people across<br />

the country for the<br />

New Zealand Piano<br />

Competition.<br />

Also in October, he will be<br />

sitting his LTCL piano diploma,<br />

which is equivalent in standard<br />

to the final year recital of a university<br />

undergraduate degree.<br />

“I am looking forward to<br />

meeting other young, talented<br />

pianists who I can learn from,<br />

and also improving my playing<br />

during this packed week,” said<br />

Roy.<br />

“I’m also very excited to meet<br />

Richard Mapp and learn from<br />

him in the masterclasses as well<br />

as the Multi-Piano Open.”<br />

Competition is presented by the<br />

Lewis Eady Charitable Trust<br />

and will take place on October 1<br />

to 5 at Lewis Eady, the home of<br />

Steinway pianos in New Zealand.<br />

Hair salon helping to empower women<br />

A HORNBY hair salon has<br />

taken steps to help empower<br />

women entering the workforce<br />

in the wake of Covid-19.<br />

In partnership with the<br />

Dress for Success charity, Just<br />

Cuts Hornby has launched a<br />

nationwide discounted haircut<br />

programme for women in need<br />

who are seeking employment<br />

during the pandemic.<br />

Dress for Success provides<br />

women with professional attire<br />

and career development tools<br />

in a bid to eliminate the unique<br />

obstacles they face while<br />

looking for work.<br />

Co-owner Angela Turner<br />

said the “crowning glory”<br />

feeling we experience after<br />

a trim is something people<br />

take for granted, especially in<br />

the current tough economic<br />

employment conditions.<br />

“Through Dress for Success,<br />

Just Cuts salons are supporting<br />

local women,” she said.<br />

“We’re providing affordable<br />

haircuts to give women a hand<br />

in new job interviews when so<br />

many have recently lost jobs.”<br />

The initiative is available at<br />

The reality of many exprofessional<br />

women now<br />

re-entering the workforce,<br />

whether it was due to a<br />

partner losing their job or<br />

needing to switch industries,<br />

was a motivator behind the<br />

programme.<br />

“I know one woman with<br />

a pending job interview, she<br />

had budgeted for a haircut,<br />

but then needed to spend<br />

the money on a trip to the<br />

mechanic to fix her tyre,” said<br />

Turner.<br />

“Our vouchers meant she<br />

could afford a $20 Style Cut in<br />

one of our salons and she was<br />

nearly crying. It’s something<br />

so simple but it can mean so<br />

much.”<br />

Owners Angela and Michael<br />

Turner were grateful for<br />

the support of Cantabrians,<br />

especially post-lockdown, and<br />

were determined to give back<br />

to the community.<br />

“As a hairdressing business<br />

owner I’m lucky – the first two<br />

weeks post lockdown we were<br />

overwhelmed. We’d be turning<br />

people away by 2 pm and still<br />

be cutting clients at 9pm. We<br />

felt like rock stars,” she said.<br />

“But I do believe there<br />

is more to come for<br />

Christchurch. We’re reliant<br />

on tourism which won’t<br />

happen this Christmas, which<br />

means less foot traffic, less<br />

money and likely more job<br />

losses, particularly for women<br />

working in service industries<br />

like retail and hospitality.”<br />

She encouraged other<br />

women and businesses to get<br />

on board, by donating old work<br />

outfits to the charity at one of<br />

their four drop-off lockers in<br />

The Hub, Hornby.<br />

confidence.”<br />

Natural support<br />

for healthy joints<br />

Joint issues will affect most of us at some<br />

time. They can show up in any joint such<br />

as in your neck, back, shoulders, elbows,<br />

wrists, hands, hips, knees, ankles and feet.<br />

Cartilage is the protective surfaces<br />

between moving bones that allows them<br />

to move freely. It is constantly worn away<br />

and needs to be rebuilt on a constant<br />

basis. This repair process slows down for<br />

most of us as we age. The result is not<br />

enough cartilage in some joints causing<br />

the joint function to be less smooth. This<br />

is the most common form of arthritis,<br />

called osteoarthritis, and it leads to<br />

inflammation, pain, stiffness and reduced<br />

mobility of the joint.<br />

Joint pain can also be a factor in falls.<br />

Generally joints with the most use or stress<br />

show problems first.<br />

Many people seek pain relief from<br />

their doctor. The usual prescription is<br />

non-steroidal anti-inflammatory drugs,<br />

or NSAIDs, which offer pain relief but<br />

do nothing to stop the progression of the<br />

arthritis.<br />

According to the British Journal<br />

of General Practice, NSAIDs are not<br />

recommended for long term use and are<br />

responsible for 30% of hospital admissions,<br />

mainly due to internal bleeding, heart<br />

attack, stroke and renal damage. Research<br />

shows all NSAIDs double the risk of<br />

hospitalization due to heart failure.<br />

Supporting the body with the right<br />

supplementary nutrients has been found<br />

learn more about what’s on<br />

offer in their community,<br />

and how they can take<br />

part.<br />

The Riccarton On A Roll<br />

expo is set to give small<br />

businesses, charities and<br />

organisations the opportunity<br />

to showcase their<br />

activities in the local area<br />

and the wider community.<br />

Organised by a variety of<br />

city council development<br />

workers and community<br />

groups, the event will also<br />

activate the newly opened<br />

Rārākau: Riccarton Centre.<br />

of cyclists using the Uni-<br />

Cycle route in the city’s<br />

west climbs.<br />

Rd, to accommodate the<br />

cycle lanes.<br />

It has also backed the<br />

introduction of weekday<br />

two-hour parking restrictions<br />

for the remaining onstreet<br />

parking spaces along<br />

Waimairi Rd between Peer<br />

St and Maidstone Rd, from<br />

8am to 6pm, over March to<br />

November.<br />

The cycle lanes will be<br />

in place later next year,<br />

in tandem with work to<br />

resurface Waimairi Rd, the<br />

city council confirmed.

Churches join forces<br />

to form foodbank<br />

THREE CHURCHES<br />

in Avonhead have joined<br />

forces to form a foodbank<br />

in response to an increased<br />

demand for social support<br />

services in the city’s<br />

northwest.<br />

The foodbank will be<br />

located at St Christopher’s<br />

Anglican Church and is in<br />

partnership with St Mark’s<br />

Presbyterian Church and<br />

Avonhead Baptist Church.<br />

reverend Michael Brantley<br />

said the churches decided<br />

to work together because<br />

it was a task better served<br />

where resources could be<br />

shared to provide the new<br />

service for the community.<br />

“There’s been a great increase<br />

in need. The reality<br />

is many of the people living<br />

in this area have never<br />

been in that place before.<br />

They’ll probably go hungry<br />

before they ask for help,”<br />

he said.<br />

“These people are pilots,<br />

own businesses directly<br />

related to tourism and own<br />

homes that have become<br />

food vulnerable for the first<br />

time due to unemployment.<br />

But they still have<br />

bills to pay.”<br />

Brantley said they were<br />

partly relying on people in<br />

the churches to distribute<br />

food parcels to people they<br />

knew in a bid to connect<br />

with those who do not<br />

reach out themselves.<br />

“We know some people<br />

won’t come out and queue<br />

up. They won’t be asking<br />

but we know they’re vulnerable.”<br />

Operating the foodbank<br />

in recent weeks proved its<br />

importance in the community<br />

due to high demand.<br />

Brantley anticipated that<br />

this will continue to be a<br />

growing need in the coming<br />

months as the country<br />

begins to see the full economic<br />

downfall caused by<br />

Covid-19.<br />

“We anticipated that this<br />

will be a growing need,”<br />

he said.<br />

The “sophisticated” food<br />

parcels were pre-packaged<br />

and can be picked up at the<br />

church and can be tailored<br />

for individual dietary<br />

needs.<br />

To help the churches<br />

run the foodbank, the city<br />

council provided a laptop<br />

and desktop computers as<br />

part of its Computers to<br />

the Community Scheme.<br />

Making the process<br />

more efficient meant they<br />

had to spend more than<br />

$2000 to set up the service<br />

to make it usable, such as<br />

refurbishing the space.<br />

Brantley was grateful<br />

for the support of the city<br />

council, the effort of the<br />

three church teams and of<br />

the public’s contributions.<br />

“I feel like we’re making<br />

a real difference in our<br />

community. Having the<br />

rug ripped from under you<br />

can really knock the wind<br />

out of you,” he said.<br />

letter to Mayor Lianne Dalziel<br />

asking her to lead a conversation<br />

as to how a zero per cent rates<br />

increase could be achieved this<br />

year.<br />

The city council is proposing<br />

an average rates increase of 4.65<br />

per cent across all ratepayers in<br />

this year’s Draft Annual Plan<br />

which is currently under public<br />

consultation until April 5 and<br />

will be finalised before July 1.<br />

The 2018-2028 Long Term<br />

Plan also predicts a 50 per cent<br />

rates increase over 10 years.<br />

Said Cr MacDonald: “In<br />

the current environment it’s<br />

clear business as usual is not<br />

appropriate and the council<br />

needs to look at how we enable<br />

this 12-month rates increase<br />

freeze to occur, it’s crucial for<br />

the economic confidence of our<br />
