Giving Credit, When Credit is Due<br />

I want to thank Allison Transmission for their support in this<br />

year’s Miracle Ride. With the help and support of Larry Dewey,<br />

President and Dave Parish, Vice President, of Allison Transmission,<br />

Inc., but no less or important than all the employees of<br />

Allison, both salary and Union members, who worked so hard<br />

for Riley Children’s Hospital, it was great to see Dave Parish<br />

present a check for $55,470.00 to Miracle Ride on June 5.<br />

How Soon We Forget<br />

Sometimes we need to be reminded of history. I was given an<br />

article by John Davis, <strong>UAW</strong> LUPA Advisory Council, that I<br />

feel needs to be shared with all employees:<br />

The Debt Ceiling: Protecting Subsidies of the Wealthy<br />

These days the main topic in Washington is the debt ceiling.<br />

In 1917 Congress passed a measure to cap the amount<br />

of debt the government can hold. In the past 50 years that<br />

ceiling has been raised 75 times during various times.<br />

The current debt ceiling will be met in August, with Congress<br />

and the Senate discussing the viability of increasing the debt<br />

ceiling again. Speaker of the House John Boehner, House Majority<br />

Leader Eric Cantor, Senate Minority Leader Mitch McConnell and<br />

Senate Minority Whip Jon Kyl all are staunchly opposed to raising the<br />

debt ceiling, demanding “entitlement cuts” to bring the national debt<br />

down. Without raising the debt ceiling, many facets of the federal government<br />

would shut down providing further damage to the economy.<br />

While the national debt should be a great concern to all, it is funny<br />

these four would suddenly become so interested in “reigning in the<br />

national debt” based on their past votes concerning the debt ceiling.<br />

During the Bush Presidency these same elected officials<br />

voted to increase the debt limit numerous times. When Bush took office<br />

the government was actually running a surplus, yet we still had a<br />

debt ceiling of $5.95 trillion dollars. The GOP went on their spending<br />

spree on tax cuts for the wealthy and wars and drove the debt up.<br />

By the time Bush left office, the debt ceiling was at $9.825 trillion<br />

with these same four legislators voting to increase the debt ceiling.<br />

In May 2003 McConnell and Kyl voted to increase the debt ceiling<br />

$900 billion on the same day they voted to extend $350 billion in tax<br />

cuts to the wealthy. According to the Center on Budget and Policy<br />

Priorities, that single vote will add $3.4 trillion to the deficit by 2019.<br />

McConnell and Boehner have lead the way in blocking the<br />

extension of unemployment benefits for those who have been out of<br />

work for an extended period of time last fall, holding it hostage until<br />

the President agreed to extend the tax cuts to the wealthiest 2%.<br />

This extension is a major player in the current debt issues. Now<br />

these same two are demanding “entitlement cuts” to lower the current<br />

national deficit. They plan on using the debt ceiling as a pawn<br />

to force the widely unpopular Ryan Budget plan the Republicans demanded<br />

this spring. Under the Ryan Plan Medicare would be privatized<br />

increasing out of pocket expense to seniors by 250%, while not<br />

lowering the amount the Federal Government contributes at all. Who<br />

would benefit from this? - private insurance companies. The same<br />

group that got rich of the Republican Medicare Prescription Drug plan<br />

that has bankrupted thousands of senior citizens across the country.<br />

A bipartisan commission was assembled to negotiate a deal<br />

to address the deficit and debt ceiling. Vice-President Joe Biden and<br />

Congressman Eric Cantor chaired the commission to work out a deal.<br />

However, on June 23, <strong>2011</strong> both Cantor and Kyl walked out on those<br />

meetings because the Democrats were wanted to phase out the current<br />

tax breaks to the wealthiest 2% - which would reduce the federal<br />

deficit by $2 trillion dollars. The New York Times quoted McConnell<br />

and Kyl in a joint statement saying “President Obama needs to<br />

decide between his goal of higher taxes, or a bipartisan plan to address<br />

our deficit. He can’t have both. But we need to hear from him.<br />

Speaking to the Right Winged and Koch Brother Funded<br />

Heritage Foundation (the beneficiaries of these tax cuts to the wealthiest<br />

2%) last fall, McConnell stated his priority is to “deny President<br />

Obama a second term.” McConnell is willing to wreck the economy to<br />

insure a Republican President in the White House in 2013. He couldn’t<br />

care less about the damage he is doing to working families, because his<br />

entire efforts are in support of the wealthiest 2%. He recently attended<br />

the Koch Brothers conference for the wealthy and their supporters. He<br />

is taking his orders directly from two of the richest men in the world.<br />

Cutting federal spending is somewhat interesting if you are<br />

Mitch McConnell, because his state has one of the greatest returns<br />

on their federal tax dollars. For every $1 Kentucky residents send to<br />

Washington, they receive $1.51 back. As a matter of fact there are<br />

only eight states that receive a higher return on their tax dollars than<br />

Kentucky. McConnell loudly opposed the President’s budget that<br />

cut coal subsidies to Kentucky by $2.3 billion over ten years. Over<br />

the past 15 years Kentucky has received over $3 billion in farm subsidies,<br />

while less than 35% of Kentucky farmers receive subsidies.<br />

McConnell also can to the defense of oil companies stating that NO<br />

cuts would come to oil subsidies as part of a debt reduction deal.<br />

McConnell and Boehner are set up blocking any attempt to<br />

raise the debt ceiling, insisting that cuts to Medicare, Social Security,<br />

Unemployment, student loans and many other social programs are necessary<br />

to protect tax cuts for the wealthy and subsidies to oil, coal and<br />

other of their special interest. The federal debt should be a concern<br />

to everyone, but we must remember it has been the loss of revenue<br />

due to tax cuts to the wealthiest Americans and corporations that have<br />

mounted this debt. These “fiscal hawks” didn’t care about deficits<br />

when it was a Republican President taking a record surplus and turning<br />

it into a record deficit doling out your tax dollars to the wealthy.<br />

Each working class American needs to look hard at<br />

the positions McConnell, Boehner, Canter and Kyl are taking<br />

and ask themselves “are they truly looking out for me?”<br />

The answer is simple- they are not. They are protecting the<br />

Koch’s of the world at the expense of the working class.


The Shop Committee would like to thank the<br />

membership for your patience and support<br />

through the HSA transition process. Approximately<br />

500 employees have transitioned as of<br />

August 1. The coverage will start January 1,<br />

2012. To date, 41 employees have signed up for<br />

retirement.<br />

<strong>UAW</strong> Region 3, Indiana and Kentucky,<br />

have welcomed approximately 6,000 new members.<br />

This is great news considering the growing<br />

issues unions are facing. Companies want<br />

part-time employees. The transplant automakers<br />

of the world do not want to pay for benefits, insurance<br />

and paid vacation/holidays. Instead of<br />

a “temporary/contract” employee, 50% of their<br />

workforce is part time.<br />

The implemented suggestions are still being<br />

processed. The progress has been slow, but<br />

we continue to move forward.<br />

The printing of our <strong>2011</strong> National and <strong>Local</strong><br />

Contract Agreements has been delayed. As of<br />

August 1, <strong>2011</strong>, Rolls-Royce purchasing has yet<br />

to issue a purchase order to the union printer. We<br />

will provide books to the membership as soon as<br />

we receive them.<br />

Needy Family Christmas Fund; TheBuford’s Hope<br />

Group; The Indiana Alliance Group; The Unite Here<br />

Group and of courseUnited Way. These groups provide<br />

us with support and information and are vital tokeeping<br />

our Chapter moving forward. You will hear and<br />

read many issues in thefollowing weeks that are important<br />

to this Chapter’s health and well being.<br />

In closing, on behalf of the newly elected Executive<br />

Board, we thank you for the chance to serve yourneeds.

Of Budgets, Taxes and Deficits<br />

by LUPA Advisory Council Chair John Davis, Region 8, <strong>Local</strong> 2195<br />

These days the media is filled with talk of the deficit and ways to correct<br />

the problem. The deficit is, and should be, a concern to all Americans.<br />

However, conservatives have been hawking the evils of the<br />

deficit while pointing fingers and screaming cuts. But it’s important to<br />

understand the real cause of the deficit. To understand the issue fully,<br />

we need to go back to where the problem began.<br />

History lesson<br />

In 2000 the non-partisan Congressional Budget Office reported a surplus<br />

of over $40 billion dollars – after the over collection of Social<br />

Security was factored out. It is important to remember that every year<br />

since its inception Social Security collected more each year than was<br />

paid out, with the surplus being set aside to handle the retirement of<br />

the Baby Boomers. When 2010 began, the federal deficit was $13.3<br />

trillion dollars. $2.5 trillion of that were treasury bonds, money the<br />

federal government owes the Social Security Trust Fund because of<br />

past administrations skimming money out if the surplus. In ten years<br />

we went from a $40 billion surplus to a $13.3 trillion deficit. So, where<br />

did the money go?<br />

Budgets<br />

A budget is simply an accounting method to balance income against<br />

expenses. Most households have one. To make it work is simple: Calculate<br />

your income and then deduct your expenses. From 2000 to 2008<br />

there were unfunded wars, a Medicare prescription drug plan that ballooned<br />

costs for seniors and the federal government while padding the<br />

pockets of the big pharmaceutical companies and, most important, tax<br />

cuts for the wealthy. While spending increased during those years, the<br />

reduction in revenue led to the huge gap between income and spending,<br />

erasing the surplus and replacing it with a $10.7 trillion dollar<br />

deficit by December 2008.<br />

The government tracks the deficit by calculating the amount<br />

we owe compared to the gross domestic product (GDP). The GDP is<br />

the market value of goods and services produced in the country within<br />

a given period of time. The ideal situation is when the debt grows at a<br />

lower rate than the GDP, with 3 percent being the goal. The Congressional<br />

Budget Office currently projects the percent of debt to GDP<br />

would be 6.1 percent by 2021. However, the CBO also states the deficit<br />

percentage of the GDP would only be 3.6 percent by 2021 by doing<br />

nothing but allowing the Bush tax cuts to expire. David Stockman,<br />

President Reagan’s budget director, recently was quoted as saying “In<br />

1982, we were looking at the jaws of the worst recession since the<br />

1930s. We overdid it in 1981, cut taxes too much. We came back with a<br />

big deficit reduction plan in 1982. Unemployment’s at 10 percent, the<br />

economy is in dire shape, and we raise taxes by 1.2 percent of GDP,<br />

which would be $150 billion a year right now — not 10 years down the<br />

road — but right now.”<br />

Medicare and Social Security<br />

Two of the targets of the current “fiscal hawks” are Medicare and Social<br />

Security. The architect of the proposed Republican budget, Congressman<br />

Paul Ryan (R-Wis.) said “We need to dismantle Medicare<br />

and replace it with a voucher system.” Every legitimate study, including<br />

the Congressional Budget Office, said this is a terrible idea. For<br />

the record, Ryan wants to take the money the government spends on<br />

Medicare and use it to fund further tax cuts for the wealthiest 2 percent.<br />

Next on his hit list is Social Security. Since its inception Social Security<br />

has taken in more every year than it paid out. If this is the case,<br />

where has the surplus gone? The federal government has used Social<br />

Security as a private trust fund for years, going back to President Johnson.<br />

The surplus has been used time and time again to supplement government<br />

spending. President Johnson began tapping Social Security to<br />

cover some of the cost of the Vietnam War, but nothing to the extent<br />

that President Bush did to cover the war in Iraq. Of the $13.5 trillion<br />

the federal government owes, $2.5 trillion is money owed to the Social<br />

Security Trust Fund. The bulk of that was spent on the war in Iraq with<br />

most going to military contractors.<br />

That money that has been robbed to be given to companies<br />

like Halliburton has been taken away from working-class Americans<br />

who have paid into it for their retirement. Now, Paul Ryan and his buddies<br />

want to cut your benefits and give that money to the wealthiest 2<br />

percent and corporations.<br />

The concern for years has been the retirement of the baby<br />

boomers and the extra strain on Social Security. However, the Congressional<br />

Budget Office has repeatedly reported that Social Security<br />

was in better shape than some politicians would have us believe. Projections<br />

show the surplus to continue until 2020. Recent reductions<br />

in Social Security collections are the result of higher unemployment<br />

and less people paying payroll and Social Security taxes. As unemployment<br />

improves, those numbers should stabilize and boost Social<br />

Security further. Finally, we need to remember that Social Security is<br />

self-sustaining and does not add to the federal deficit. The only part of<br />

the federal debt that includes Social Security is the treasury bonds the<br />

federal government owes for raiding the Social Security Trust Fund<br />

during President Bush’s years in office.<br />

When Paul Ryan made his pitch for the proposed Republican<br />

budget he stated that “Domestic spending has to be cut because the<br />

President had increased the deficit by 85 percent.”<br />

That’s not true.<br />

According to the Congressional Budget Office the deficit has<br />

gone up 27 percent in the past two years. Remember, President Bush<br />

took office in 2000 with a $40 billion surplus and we ended last year<br />

with a $13.3 trillion dollar deficit. President Obama can claim responsibility<br />

for 27 percent or $3.5 trillion of it. That money has been spent<br />

on the stimulus package which at last count has created over 570,000<br />

jobs, saved the U.S. auto industry which is paying back those loans,<br />

extended unemployment benefits to millions of laid off workers, helped<br />

families avoid foreclosure and reformed a broken health care system<br />

that will provide health care for all Americans and, in the long run according<br />

to the Congressional Budget Office, actually lower the deficit.<br />

That means 73 percent of the deficit belongs to Republicans or $10.7<br />

trillion, which was used to bail out banks, fund a Medicare prescription<br />

drug plan that moved the cost efficient program to private companies<br />

increasing costs to seniors and the government, provide giveaways to<br />

military contractors, mostly Halliburton, and pay for tax breaks that<br />

mostly went to America’s wealthiest percent. Now, the GOP wants to<br />

dismantle Medicare to give even more tax breaks to that same wealthiest<br />

2 percent. Republicans stole trillions from Social Security to give<br />

it to wealthy corporations now they want working class Americans to<br />

take cuts to pay for it their money being given away.<br />

The deficit is something that should concern us all, but it requires<br />

a common sense approach to reduce it. Those who benefitted<br />

from the actions that created the deficit need to step up and help correct<br />

it. Allowing the Bush tax cuts to expire for the wealthiest 2 percent<br />

would go a long way toward reducing the deficit.<br />

Don’t be fooled by Paul Ryan and his Tea Party pals. Their<br />

proposed budget cuts are nothing more than a continuation of eight<br />

years of redistribution of wealth from the majority of Americans who<br />

are at the bottom of the food chain to the few at the top.

GOP RESUMES ITS ATTACK ON WORKING HOOSIERS<br />

INDIANAPOLIS —— Indiana House Democratic Leader<br />

B. Patrick Bauer of South Bend issued the following<br />

statement as the Interim Study Committee on Employment<br />

Issues began hearings on making Indiana a “right to<br />

work” state:<br />

“Today resumes the attack on working men and women<br />

in Indiana by the Republicans in charge of Indiana state<br />

government and the corporate bosses who fund their<br />

campaigns.<br />

“Their tool is an innocent-sounding Trojan Horse called<br />

‘right to work.’<br />

“There is nothing innocent about ‘right to work.’ It is a<br />

well-financed effort by corporate interests to line their<br />

pockets by cutting the pay of workers, reducing their benefits,<br />

and eliminating workplace safety standards.<br />

“During the <strong>2011</strong> legislative session, Indiana House<br />

Democrats joined forces with thousands of workers<br />

across this state to stop House Republicans from enacting<br />

this legislation. The fight now has moved to the interim<br />

between legislative sessions, where the public’s attention<br />

is not as great.<br />

“But no one should believe that ‘right to work’ is a good<br />

idea at any time.<br />

“Consider the following:<br />

“The average worker in a ‘right to work’ state makes<br />

more than $5,300 less than a worker in other states, according<br />

to the Bureau of Labor Standards.<br />

“‘Right to work’ states have a poverty level of 12.5 percent,<br />

compared to 10.2 percent in other states, according<br />

to the U.S. Census Bureau.<br />

“Workers injured on the job in ‘right to work’ states receive<br />

lesser benefits.<br />

“Workplace deaths are more than 50 percent higher in<br />

‘right to work’ states.<br />

“Any reasonable person would look at those numbers and<br />

think that ‘right to work’ is a bad deal for Indiana.<br />

“But the forces that drive this effort do not care about<br />

workers. They care only about bigger profits. They believe<br />

that ‘right to work’ can achieve that goal by lowering pay<br />

and benefits for those workers.<br />

“In a state where the current administration has no discernible<br />

job creation program, ‘right to work’ passes for<br />

economic development.<br />

“The threat now is that these forces will attempt to pass<br />

‘right to work’ during the 2012 session of the Indiana<br />

General Assembly. Their hope is that they can achieve this<br />

goal without getting too much public attention.<br />

“Their approach will not work. It did not work during<br />

the <strong>2011</strong> legislative session, it won’t work in this interim<br />

between sessions, and it won’t work if they try and sneak<br />

‘right to work’ into law in 2012.<br />

“‘Right to work’ is bad for everyone who cares about the<br />

people of this state.<br />

“With State Reps. David Niezgodski (D-South Bend) and<br />

Kreg Battles (D-Vincennes) serving as our spokesmen on<br />

this committee, Indiana House Democrats will do everything<br />

in their power to focus the public’s attention on this<br />

horrible idea, and make sure that the people of Indiana<br />

have every chance to stop it in its tracks.”
