THE RED brick school
buildings that housed the first
Oaklands Te Kura o Ōwaka
pupils have been totally
modernised and current pupils
have moved in for term 4.
The modernisation of the two
1960s-era brick blocks is one
of the final parts of the multimillion
dollar Ministry of Education-funded
redevelopment.
Redevelopment of the school
began in 2018 and is scheduled
to finish at the end of 2020.
Principal Margaret Trotter
said it was fantastic the school
was able to retain some of its
history in the form of the original
Canterbury brick blocks.
“It’s great to see students in
the modernised blocks that
have already housed at least
two generations of past pupils.
Many parents will have learnt
in these blocks,” she said.
Concept
designs
for Hornby
centre
get final
sign-off
THE CITY council has approved
the concept designs for the new
Hornby centre set to be built on
the east side of Kyle Park.
The council is investing $35.7
million into the multi-use centre
to meet the community and
recreational needs of the growing
population living in the southwest
of Christchurch.
“The new Hornby centre will be
an important asset for the community
and will help plug a gap in
our network of community and
recreation facilities across the city,”
said Mayor Lianne Dalziel.
“The Hornby community have
been pushing for many years for
this type of facility and I am delighted
that we are a step closer to
being able to give it to them.
“The approval of the concept
designs today means that we are
on track to get construction under
way next year.”
Architectural firm Warren and
Mahoney developed the concept
designs for the 4000 sq m centre
following discussions with the
community.
Support needed to repair historic cottage
• By Chris Barclay
TIPTREE COTTAGE is a rare
colonial cob farmhouse dealing
with a familiar predicament, as
the Yaldhurst museum faces an
uncertain future for the third
time since its construction
around 1862.
One of the oldest surviving
buildings in Canterbury, the
category one heritage listed cottage
needs $155,000 to complete
earthquake-related repairs
almost a decade after Tiptree
sustained structural damage.
Most of the upgrade has been
completed through support
from the city council, Heritage
New Zealand and private benefactors.
But finance is still required to
mend several major cracks in the
cob before Tiptree’s antiquated
architecture can be accessed by
the public for the first time since
2010.
Tiptree Cottage trustee Kate
McLeod said Heritage New Zealand
will stump up 50 per cent of
the amount providing trustees
can source the remainder so cob
specialist Mike Jackson can complete
work on walls made from a
mixture of straw, clay and water.
McLeod thought the use of
cob was possibly dictated by the
lack of timber on the Canterbury
Plains; the cottage originally
had a thatched roof before it was
replaced by corrugated iron in
1900.
She said the funding drive was
not the first time Tiptree has
been the focal point of adversity
since it was built by English
farmer William Savill.
Savill died seven years after
the cottage was built in a style
reminiscent of his native Essex -
wage a legal battle.
After a four-year saga she was
allowed to purchase the property
for £STG330.
“If it hadn’t been for that, the
cottage wouldn’t be there now,”
McLeod said.
Then, during the 1930s, Tiptree
was used as a shearing shed,
The Gregg family – three are
also members of the trust –
bought the dilapidated cottage
in 1963, rescuing it from ruin
and gradually converting it to a
museum, which opened to the
public in 1979.
Many of Savill’s possessions
were on display.
McLeod, a descendant of
the couple, remembers visiting
Tiptree as a teenager, and the
carriage clock still rang a bell.
“That came over from
England and in the lounge room
wall there’s a niche that’s been
cut into the cob which is exactly
the right size for the clock,” she
said.
McLeod joined the trust
in 2016 and hopes to one day
expand the attraction once the
lease on an adjacent quarry
expires and the land is reconstituted.
“The surrounding farm had
fish ponds and orchards, that’s
now a quarry and the long-term
plan is to get hold of a bit of
that and do a larger agricultural
museum.”
Student’s photo gets recognition
• By Bea Gooding
CLAUDIA O’Shannessey’s
passion for protecting the
environment has resulted in the
year 13 student taking out one of
the top spots at an international
competition.
The Rangi Ruru Girls’ School
student’s photo, Sustainable
Surfer Seeks Waste at Sumner,
came second out of nearly 200
entries at the annual young
reporters for the environment
global competition.
The competition gives young
people a platform to research environmental
issues and promote
solutions through investigative
reporting, photography and
video journalism.
Said Claudia: “When I first
found out I was pretty ecstatic.
It felt like a huge privilege to
represent New Zealand and to
get such an outstanding result
world wide to me is one of my
greatest achievements.”
“I entered because I wanted a
way to make a difference whilst
pursuing my passion and using
my strengths.”
Claudia was one of three New
Zealand students who won
awards in the litter less campaign
category, with entries related to
the topic of litter and waste.
Sustainability was something
the student held close to her heart
as it determined the future of her
generation and beyond.
“I am proud of my Maori
heritage and I wanted this photo
to capture the powerful essence
of our land and water as taonga
(treasures), and our spiritual
Opposition grows over planned liquor store
• By Bea Gooding
OBJECTIONS: A Bottle-O is planned for Papanui which if approved would mean three
liquor stores within 200m of eachother.
RESIDENTS FEAR Papanui will
become a “liquor village” if an
application for a new liquor store
is granted.
Momentum is building to stop
a new Bottle-O outlet on Main
North Rd from opening, which
if granted, would mean three
liquor stores would be located
within 200m of each other.
New complaints by Papanui
residents, including Robert Bush,
have been made to the city council
over the matter.
“All local residents are really
angry. I haven’t heard one person
say they don’t mind it,” he said.
“I strongly object to the new
liquor store in Papanui because
there are already too many
liquor stores, supermarkets and
bars that sell alcohol. Papanui
High School is also just 600m
away from the proposed site.
“This is totally horrible if the
council grants new licensing.
Now this is a liquor village,
with drunk people shouting at
the roads and urinating on the
streets.”
Last week, Nor’West News
revealed an application by BD
Bottle Ltd was made to open
Bottle-O Papanui at 30 Main
North Rd, with proposed opening
hours from Monday to Sunday
between 10am and 10pm.
Other liquor stores in close
proximity included Super Liquor
Papanui, which was 50m away,
and Thirsty Liquor Papanui,
which was 180m away.
Opposite the proposed store
was also a bus stop which was
also extensively used by school
children, including teenagers
from Papanui High.
Bush only heard about the
proposal when his friend supplied
him with more information
about the application and
through the public notice on the
city council’s website.
Papanui resident Mel Price
also objects the application and
has been raising awareness of the
issue to residents and businesses
due to notifications only being
found on the city council’s
website.
“My main aim is to make sure
the residents of Papanui are
aware of the license application
as often these can slip through
because no one knows about it to
object,” she said.
“I am not opposed to the sale
of alcohol, but I don’t think
Papanui’s main street needs
three liquor stores. Studies have
shown that an increase in outlets
clustered together means there is
potential for harm.”
Papanui-Innes Community
Board member Simon Britten said
he has heard both positive and
negative comments over the matter,
but still questioned whether a
new store on the same stretch of
road as others was warranted.
Concerns about the societal
impacts of alcohol such as
violence from intoxication, and
longer-term health impacts such
as foetal alcohol syndrome,
needed to be considered, he said.
“It does seem like a lot for a
small area,” he said.
He supported a need for
public notifications to be more
widespread beyond the city
council’s website but understood
the difficulty in doing so.
“It’s always difficult to reach
everybody. In general, I’m
always supportive of the council
to do more to direct the community.
I have noticed a few signs
up in the community though,
like on store fronts.”
The community board is
unable to submit objections
but are able to speak on behalf
of residents at a later public
hearing by the District Licencing
Committee, which was not
regarded as a public submission.
The public has until Monday
to object the application.
MODERN: Concept plans of how the new Hornby centre is
expected to look.
PHOTOS: NEWSLINE
Facility expected to open in late 2022
• From page 1
The new centre will have a
range of community and recreational
spaces, including a library,
a lane pool, a learn-to-swim pool,
a toddlers’ wet play area, a spa
pool and a customer services
zone.
There is also an expresso
bar, a creative activities room,
and multipurpose rooms that
community groups can use for
meetings.
A hydrotherapy pool could
be included in the facility at a
later date. It is not currently in
the scope of the project, but the
Greater Hornby Residents Association
and Hornby Rotary
are co-ordinating a community
fundraising effort so one can be
added.
With the concept design for the
centre now approved, work can
begin on the detailed design. The
procurement plan will go to the
council’s finance and performance
committee on November 5 for
final approval.
Construction is due to start by
mid-2021. It is anticipated the
centre will open in late 2022.
Final work will
take place
during term 4
• From page 1
Trotter said she and her staff
appreciated the patience of the
school community during the
redevelopment.
“We are now getting to enjoy
our new or completely modernised
facilities. This includes a new administration
block, two completely
new learning spaces, and refurbishment
of the original blocks.’’
During term 4 the final stage of
the ministry-funded redevelopment
will happen, Trotter said.
This involved refurbishment of
the hall, the development of a new
basketball court, and creation of a
central courtyard where the whole
school can gather outdoors.
“The ministry has given us
some funds for landscaping, and
to complement this our board of
trustees is developing a schoolwide
landscaping plan that will
incorporate korokio, the native
plant identified by Te Taumutu
Rūnanga as part of our ongoing
partnership with them as significant
for our school and local
area,” said Trotter.
“Recognising the importance of
our swimming pool, the board has
replaced the paving around it.”
Once complete, the
redevelopment will be celebrated
in an official opening in 2021.
Bargain book sale is back
CHRISTCHURCH City
Libraries’ annual Big Bargain
Book Sale is back on tomorrow
and Saturday following two
COVID-19-enforced delays.
The Big Bargain Book Sale
will be held at Pioneer Stadium
from 9am-7pm tomorrow
and Saturday from 9am-4pm.
The sale was initially set for
March and then postponed
until August because of the
pandemic-related restrictions.
City council head of libraries
and information Carolyn
Robertson said the popular
book sale is “well overdue
but now there are even more
bargains on offer”.
“We will stack up thousands
of withdrawn library books,
magazines and DVDs for
the public to take home and
enjoy,” Robertson said.
“We have found that more
people have returned to reading,
with books filling an often
empty space during lockdown.
“People are also always looking
for a bargain, along with a
great read. At the Big Bargain
Book Sale, we can offer both.”
Sale prices start at $1 for
books for young adults and
children, rising to $3 for
adults’ books and DVDs, CDs
and talking books. A range
of motor manuals will also be
available.
A selection of premium
art, landscape and gardening
books will cost slightly more.
People can also pick up five
magazines for just $1.
COLLETT’S CORNER is more than
halfway towards crowdfunding the
$800,000 it needs to progress to its next
stage.
As of yesterday morning, the project
had raised $448,440 from 143 people.
The crowdfunding campaign closes on
October 29.
Members of the public can buy shares
in the community-owned project by
Ohu Developments for $120 per share. It
aims to raise up to $1.4m.
Those behind the $14m three-storey,
mixed-use development are forecasting
an average annual return on seven per
cent for those who invest at this stage.
Collett’s Corner is planned for a 974
sq m site on the corner of London and
Oxford Sts in Lyttelton. It will feature
a wellness centre, hospitality outlets
and shops on the ground floor, and 20
privately-owned apartments above.
The design gained resource consent
in March. It now hopes to open by June
2023 – about six months later than
what was forecast before the Covid-19
pandemic struck. Building is expected
to start in January 2022.
Seaman’s rare artworks on display online
ARTWORKS by avid adventurer
and Antarctic explorer Frank
Worsley sail into view on the
Akaroa Museum website this
month to mark the start of the
summer season on the ice.
In conjunction with
Christchurch’s Days of Ice
celebration, the new exhibition
– titled This Book Belongs to
Commander Frank Worsley–
reveals the prized pencil drawings
of the Akaroa-born seaman,
navigator and Endurance hero.
Akaroa Museum director Lynda
Wallace believes it is important
to share the special sketches –
revealing Worsley’s lifelong love
of the sea – with a wider audience
online.
“Our collection of rare Worsley
drawings is both engaging and revealing,
taking us back to the days
when ships propelled by wind and
canvas carried men on voyages
around the world,” Wallace said.
Worsley – the man responsible
for navigating tortuous seas to
save the members of Ernest Shackleton’s
1914-17 imperial transantarctic
expedition – shares
images from his
sailing life.
“It’s wonderful to finally be able
to put these largely hidden treasures
on display online,” Wallace
said.
“Worsley ranks among our
bravest adventurers. However, few
Frank Worsley
Photo donated by Patrick
Bamford
know about his creative side.
“His sketches capture the vanished
beauty of ships at sea, under
full sail, flying across the waves.”
The nautical drawings feature
in a small sketchbook bearing
a bookplate stating: “This Book
Belongs to Commander F. A.
Worsley.”
Worsley, who was born in
1872 and died in 1943, steered a
lifeboat, the James Caird, across
1500km of wild sub-Antarctic
sea in 1916 to seek help after the
Endurance was crushed by pack
ice in October 1915, stranding its
crew.
Apart from his thirst for
adventure, Worsley also had a
lifelong admiration for clippers,
the three-mast merchant ships
designed for speed in the 19th
century.
“Not even the meanest man
that ever trod a plank could be
indifferent to the beauty of a
clipper ship under sail,” he
wrote.
Wallace describes Worsley as “a
remarkable man”.
“Even after his Antarctic adventures,
he continued to push the
boundaries, twice earning
the Distinguished Service Order
for bravery in World War 1, sinking
German submarines and later
taking on a treasure hunt to Cocos
Island,” she said.
“His artwork reveals his passion
for the sea and sailing, whether
as a death-defying navigator and
brilliant tactician or extraordinary
adventurer.
Akaroa Museum in Rue Lavaud
also hosts a permanent exhibition,
titled Salute to Adventure,
detailing Worsley’s exploits.
The special online exhibition,
This Book Belongs to Commander
Frank Worsley, is part of this
month’s 10-day Days of Ice event,
which runs from Thursday,
October 8, until Sunday, October
18.
It celebrates the region’s unique
connection with Antarctica
through a range of events and
activities.
CALLS HAVE been made to
stop rates increases in response
to the Covid-19 crisis.
City councillors James Gough,
Sam MacDonald, Catherine
Chu, Phil Mauger, Aaron Keown
and James Daniels have sent a
letter to Mayor Lianne Dalziel
asking her to lead a conversation
as to how a zero per cent rates
increase could be achieved this
year.
The city council is proposing
an average rates increase of 4.65
per cent across all ratepayers in
this year’s Draft Annual Plan
which is currently under public
consultation until April 5 and
will be finalised before July 1.
The 2018-2028 Long Term
Plan also predicts a 50 per cent
rates increase over 10 years.
Said Cr MacDonald: “In
the current environment it’s
clear business as usual is not
appropriate and the council
needs to look at how we enable
this 12-month rates increase
freeze to occur, it’s crucial for
the economic confidence of our
city.”
Ms Dalziel said the las thing the council’s budget, which is
“Calm heads must and will from decisions we make.
prevail,” she said.
“The Annual Plan is not
will be depending on us to we have time to ge this advice.
make adjustments, and we will, A the same time, the council
the Canterbury Employers’
Chamber of Commerce
and other key players so we are
best prepared for the economic
challenges that lie ahead.”
City council chief executive
Dawn Baxendale did not rule a
zero rates rise out.
