THE RED brick school<br />
buildings that housed the first<br />
Oaklands Te Kura o Ōwaka<br />
pupils have been totally<br />
modernised and current pupils<br />
have moved in for term 4.<br />
The modernisation of the two<br />
1960s-era brick blocks is one<br />
of the final parts of the multimillion<br />
dollar Ministry of Education-funded<br />
redevelopment.<br />
Redevelopment of the school<br />
began in 2018 and is scheduled<br />
to finish at the end of <strong>2020</strong>.<br />
Principal Margaret Trotter<br />
said it was fantastic the school<br />
was able to retain some of its<br />
history in the form of the original<br />
Canterbury brick blocks.<br />
“It’s great to see students in<br />
the modernised blocks that<br />
have already housed at least<br />
two generations of past pupils.<br />
Many parents will have learnt<br />
in these blocks,” she said.<br />

for Hornby<br />
centre<br />
get final<br />
sign-off<br />
THE CITY council has approved<br />
the concept designs for the new<br />
Hornby centre set to be built on<br />
the east side of Kyle Park.<br />
The council is investing $35.7<br />
million into the multi-use centre<br />
to meet the community and<br />
recreational needs of the growing<br />
population living in the southwest<br />
of Christchurch.<br />
“The new Hornby centre will be<br />
an important asset for the community<br />
and will help plug a gap in<br />
our network of community and<br />
recreation facilities across the city,”<br />
said Mayor Lianne Dalziel.<br />
“The Hornby community have<br />
been pushing for many years for<br />
this type of facility and I am delighted<br />
that we are a step closer to<br />
being able to give it to them.<br />
“The approval of the concept<br />
designs today means that we are<br />
on track to get construction under<br />
way next year.”<br />
Architectural firm Warren and<br />
Mahoney developed the concept<br />
designs for the 4000 sq m centre<br />
following discussions with the<br />
community.<br />

Support needed to repair historic cottage<br />

TIPTREE COTTAGE is a rare<br />
colonial cob farmhouse dealing<br />
with a familiar predicament, as<br />
the Yaldhurst museum faces an<br />
uncertain future for the third<br />
time since its construction<br />
around 1862.<br />
One of the oldest surviving<br />
buildings in Canterbury, the<br />
category one heritage listed cottage<br />
needs $<strong>15</strong>5,000 to complete<br />
earthquake-related repairs<br />
almost a decade after Tiptree<br />
sustained structural damage.<br />
Most of the upgrade has been<br />
completed through support<br />
from the city council, Heritage<br />
New Zealand and private benefactors.<br />
But finance is still required to<br />
mend several major cracks in the<br />
cob before Tiptree’s antiquated<br />
architecture can be accessed by<br />
the public for the first time since<br />
2010.<br />

will stump up 50 per cent of<br />
the amount providing trustees<br />
can source the remainder so cob<br />
specialist Mike Jackson can complete<br />
work on walls made from a<br />

cob was possibly dictated by the<br />
lack of timber on the Canterbury<br />

leading to significant wear and<br />
tear when sheep rubbed against<br />
the cob.<br />
The Gregg family – three are<br />
also members of the trust –<br />
bought the dilapidated cottage<br />
in 1963, rescuing it from ruin<br />
and gradually converting it to a<br />
museum, which opened to the<br />
public in 1979.<br />
Many of Savill’s possessions<br />
were on display.<br />
McLeod, a descendant of<br />
the couple, remembers visiting<br />
Tiptree as a teenager, and the<br />
carriage clock still rang a bell.<br />
“That came over from<br />
England and in the lounge room<br />
wall there’s a niche that’s been<br />
cut into the cob which is exactly<br />
the right size for the clock,” she<br />
said.<br />
McLeod joined the trust<br />
in 2016 and hopes to one day<br />
expand the attraction once the<br />
lease on an adjacent quarry<br />
expires and the land is reconstituted.<br />
“The surrounding farm had<br />
fish ponds and orchards, that’s<br />
now a quarry and the long-term<br />
plan is to get hold of a bit of<br />
that and do a larger agricultural<br />
museum.”<br />

Student’s photo gets recognition<br />

passion for protecting the<br />
environment has resulted in the<br />
year 13 student taking out one of<br />
the top spots at an international<br />
competition.<br />
The Rangi Ruru Girls’ School<br />
student’s photo, Sustainable<br />
Surfer Seeks Waste at Sumner,<br />
came second out of nearly 200<br />
entries at the annual young<br />
reporters for the environment<br />
global competition.<br />
The competition gives young<br />
people a platform to research environmental<br />
issues and promote<br />
solutions through investigative<br />
reporting, photography and<br />
video journalism.<br />
Said Claudia: “When I first<br />
found out I was pretty ecstatic.<br />
It felt like a huge privilege to<br />
represent New Zealand and to<br />
get such an outstanding result<br />
world wide to me is one of my<br />
greatest achievements.”<br />
“I entered because I wanted a<br />
way to make a difference whilst<br />
pursuing my passion and using<br />
my strengths.”<br />
Claudia was one of three New<br />
Zealand students who won<br />
awards in the litter less campaign<br />
category, with entries related to<br />
the topic of litter and waste.<br />

The “huge” sunrise<br />
represented the start of a new<br />
day and symbolised the start of<br />
something new, or change.<br />
“You can clearly see her<br />
silhouette where she is eagerly<br />
dragging the trash bin in order<br />
to make a change. Small acts<br />
matter,’’ she said.<br />
“She’s a surfer from Sumner<br />
who is protecting what she cares<br />
about and ultimately fixing<br />
something she didn’t cause.”<br />
Sustainability was something<br />
the student held close to her heart<br />
as it determined the future of her<br />
generation and beyond.<br />
“I am proud of my Maori<br />
heritage and I wanted this photo<br />
to capture the powerful essence<br />
of our land and water as taonga<br />
(treasures), and our spiritual<br />
connection to our land, Papatuanuku,”<br />
she said.

Opposition grows over planned liquor store<br />

application for a new liquor store<br />
is granted.<br />
Momentum is building to stop<br />
a new Bottle-O outlet on Main<br />
North Rd from opening, which<br />
if granted, would mean three<br />
liquor stores would be located<br />
within 200m of each other.<br />
New complaints by Papanui<br />
residents, including Robert Bush,<br />
have been made to the city council<br />
over the matter.<br />
“All local residents are really<br />
angry. I haven’t heard one person<br />
say they don’t mind it,” he said.<br />
“I strongly object to the new<br />
liquor store in Papanui because<br />
there are already too many<br />
liquor stores, supermarkets and<br />
bars that sell alcohol. Papanui<br />
High School is also just 600m<br />
away from the proposed site.<br />
“This is totally horrible if the<br />
council grants new licensing.<br />
Now this is a liquor village,<br />
with drunk people shouting at<br />
the roads and urinating on the<br />
streets.”<br />
Last week, Nor’West <strong>News</strong><br />
revealed an application by BD<br />
Bottle Ltd was made to open<br />
Bottle-O Papanui at 30 Main<br />
North Rd, with proposed opening<br />
hours from Monday to Sunday<br />
between 10am and 10pm.<br />
Other liquor stores in close<br />
proximity included Super Liquor<br />
Papanui, which was 50m away,<br />
and Thirsty Liquor Papanui,<br />
which was 180m away.<br />
Opposite the proposed store<br />
was also a bus stop which was<br />
also extensively used by school<br />
children, including teenagers<br />
from Papanui High.<br />
Bush only heard about the<br />
proposal when his friend supplied<br />
him with more information<br />
about the application and<br />
through the public notice on the<br />
city council’s website.<br />
Papanui resident Mel Price<br />
also objects the application and<br />
has been raising awareness of the<br />
issue to residents and businesses<br />
due to notifications only being<br />
found on the city council’s<br />
website.<br />
“My main aim is to make sure<br />
the residents of Papanui are<br />
aware of the license application<br />
as often these can slip through<br />
because no one knows about it to<br />
object,” she said.<br />
“I am not opposed to the sale<br />
of alcohol, but I don’t think<br />
Papanui’s main street needs<br />
three liquor stores. Studies have<br />
shown that an increase in outlets<br />
clustered together means there is<br />
potential for harm.”<br />
Papanui-Innes Community<br />
Board member Simon Britten said<br />
he has heard both positive and<br />
negative comments over the matter,<br />
but still questioned whether a<br />
new store on the same stretch of<br />
road as others was warranted.<br />

Concerns about the societal<br />
impacts of alcohol such as<br />
violence from intoxication, and<br />
longer-term health impacts such<br />
as foetal alcohol syndrome,<br />
needed to be considered, he said.<br />
“It does seem like a lot for a<br />
small area,” he said.<br />
He supported a need for<br />
public notifications to be more<br />
widespread beyond the city<br />
council’s website but understood<br />
the difficulty in doing so.<br />
“It’s always difficult to reach<br />
everybody. In general, I’m<br />
always supportive of the council<br />
to do more to direct the community.<br />
I have noticed a few signs<br />
up in the community though,<br />
like on store fronts.”<br />
The community board is<br />
unable to submit objections<br />
but are able to speak on behalf<br />
of residents at a later public<br />
hearing by the District Licencing<br />
Committee, which was not<br />
regarded as a public submission.<br />
The public has until Monday<br />
to object the application.<br />

spaces, including a library,<br />
a lane pool, a learn-to-swim pool,<br />
a toddlers’ wet play area, a spa<br />
pool and a customer services<br />
zone.<br />
There is also an expresso<br />
bar, a creative activities room,<br />
and multipurpose rooms that<br />
community groups can use for<br />
meetings.<br />
A hydrotherapy pool could<br />
be included in the facility at a<br />
later date. It is not currently in<br />
the scope of the project, but the<br />
Greater Hornby Residents Association<br />
and Hornby Rotary<br />
are co-ordinating a community<br />
fundraising effort so one can be<br />
added.<br />
With the concept design for the<br />
centre now approved, work can<br />
begin on the detailed design. The<br />
procurement plan will go to the<br />
council’s finance and performance<br />
committee on November 5 for<br />
final approval.<br />
Construction is due to start by<br />
mid-2021. It is anticipated the<br />
centre will open in late 2022.<br />

“We are now getting to enjoy<br />
our new or completely modernised<br />
facilities. This includes a new administration<br />
block, two completely<br />
new learning spaces, and refurbishment<br />
of the original blocks.’’<br />
During term 4 the final stage of<br />
the ministry-funded redevelopment<br />
will happen, Trotter said.<br />
This involved refurbishment of<br />
the hall, the development of a new<br />
basketball court, and creation of a<br />
central courtyard where the whole<br />
school can gather outdoors.<br />
“The ministry has given us<br />
some funds for landscaping, and<br />
to complement this our board of<br />
trustees is developing a schoolwide<br />
landscaping plan that will<br />
incorporate korokio, the native<br />
plant identified by Te Taumutu<br />
Rūnanga as part of our ongoing<br />
partnership with them as significant<br />
for our school and local<br />
area,” said Trotter.<br />
“Recognising the importance of<br />
our swimming pool, the board has<br />
replaced the paving around it.”<br />
Once complete, the<br />
redevelopment will be celebrated<br />
in an official opening in 2021.<br />

Libraries’ annual Big Bargain<br />
Book Sale is back on tomorrow<br />
and Saturday following two<br />
COVID-19-enforced delays.<br />
The Big Bargain Book Sale<br />
will be held at Pioneer Stadium<br />
from 9am-7pm tomorrow<br />
and Saturday from 9am-4pm.<br />
The sale was initially set for<br />
March and then postponed<br />
until August because of the<br />
pandemic-related restrictions.<br />
City council head of libraries<br />
and information Carolyn<br />
Robertson said the popular<br />
book sale is “well overdue<br />
but now there are even more<br />
bargains on offer”.<br />
“We will stack up thousands<br />
of withdrawn library books,<br />
magazines and DVDs for<br />
the public to take home and<br />
enjoy,” Robertson said.<br />
“We have found that more<br />
people have returned to reading,<br />
with books filling an often<br />
empty space during lockdown.<br />
“People are also always looking<br />
for a bargain, along with a<br />
great read. At the Big Bargain<br />
Book Sale, we can offer both.”<br />
Sale prices start at $1 for<br />
books for young adults and<br />
children, rising to $3 for<br />
adults’ books and DVDs, CDs<br />
and talking books. A range<br />
of motor manuals will also be<br />
available.<br />
A selection of premium<br />
art, landscape and gardening<br />
books will cost slightly more.<br />
People can also pick up five<br />
magazines for just $1.<br />
COLLETT’S CORNER is more than<br />
halfway towards crowdfunding the<br />
$800,000 it needs to progress to its next<br />
stage.<br />
As of yesterday morning, the project<br />
had raised $448,440 from 143 people.<br />
The crowdfunding campaign closes on<br />
<strong>October</strong> 29.<br />
Members of the public can buy shares<br />
in the community-owned project by<br />
Ohu Developments for $120 per share. It<br />
aims to raise up to $1.4m.<br />
Those behind the $14m three-storey,<br />
mixed-use development are forecasting<br />
an average annual return on seven per<br />
cent for those who invest at this stage.<br />
Collett’s Corner is planned for a 974<br />
sq m site on the corner of London and<br />
Oxford Sts in Lyttelton. It will feature<br />
a wellness centre, hospitality outlets<br />
and shops on the ground floor, and 20<br />
privately-owned apartments above.<br />
The design gained resource consent<br />
in March. It now hopes to open by June<br />
2023 – about six months later than<br />
what was forecast before the Covid-19<br />
pandemic struck. Building is expected<br />

Christchurch’s Days of Ice<br />
celebration, the new exhibition<br />
– titled This Book Belongs to<br />
Commander Frank Worsley–<br />
reveals the prized pencil drawings<br />
of the Akaroa-born seaman,<br />
navigator and Endurance hero.<br />

Wallace believes it is important<br />
to share the special sketches –<br />
revealing Worsley’s lifelong love<br />
of the sea – with a wider audience<br />
online.<br />
“Our collection of rare Worsley<br />
drawings is both engaging and revealing,<br />
taking us back to the days<br />
when ships propelled by wind and<br />
canvas carried men on voyages<br />
around the world,” Wallace said.<br />
Worsley – the man responsible<br />
for navigating tortuous seas to<br />
save the members of Ernest Shackleton’s<br />
1914-17 imperial transantarctic<br />
expedition – shares<br />
images from his<br />
sailing life.<br />
“It’s wonderful to finally be able<br />
to put these largely hidden treasures<br />
on display online,” Wallace<br />
said.<br />
“Worsley ranks among our<br />
bravest adventurers. However, few<br />

know about his creative side.<br />
“His sketches capture the vanished<br />
beauty of ships at sea, under<br />
full sail, flying across the waves.”<br />
The nautical drawings feature<br />
in a small sketchbook bearing<br />
a bookplate stating: “This Book<br />
Belongs to Commander F. A.<br />
Worsley.”<br />
Worsley, who was born in<br />
1872 and died in 1943, steered a<br />
lifeboat, the James Caird, across<br />
<strong>15</strong>00km of wild sub-Antarctic<br />
sea in 1916 to seek help after the<br />
Endurance was crushed by pack<br />
ice in <strong>October</strong> 19<strong>15</strong>, stranding its<br />
crew.<br />
Apart from his thirst for<br />
adventure, Worsley also had a<br />
lifelong admiration for clippers,<br />
the three-mast merchant ships<br />
designed for speed in the 19th<br />
century.<br />
“Not even the meanest man<br />
that ever trod a plank could be<br />
indifferent to the beauty of a<br />
clipper ship under sail,” he<br />
wrote.<br />
Wallace describes Worsley as “a<br />
remarkable man”.<br />
“Even after his Antarctic adventures,<br />
he continued to push the<br />
boundaries, twice earning<br />
the Distinguished Service Order<br />
for bravery in World War 1, sinking<br />
German submarines and later<br />
taking on a treasure hunt to Cocos<br />
Island,” she said.<br />
“His artwork reveals his passion<br />
for the sea and sailing, whether<br />
as a death-defying navigator and<br />
brilliant tactician or extraordinary<br />
adventurer.<br />

titled Salute to Adventure,<br />
detailing Worsley’s exploits.<br />

CALLS HAVE been made to<br />
stop rates increases in response<br />
to the Covid-19 crisis.<br />
City councillors James Gough,<br />
Sam MacDonald, Catherine<br />
Chu, Phil Mauger, Aaron Keown<br />
and James Daniels have sent a<br />
letter to Mayor Lianne Dalziel<br />
asking her to lead a conversation<br />
as to how a zero per cent rates<br />
increase could be achieved this<br />
year.<br />
The city council is proposing<br />
an average rates increase of 4.65<br />
per cent across all ratepayers in<br />
this year’s Draft Annual Plan<br />
which is currently under public<br />
consultation until April 5 and<br />
will be finalised before July 1.<br />
The 2018-2028 Long Term<br />
Plan also predicts a 50 per cent<br />
rates increase over 10 years.<br />
Said Cr MacDonald: “In<br />
the current environment it’s<br />
clear business as usual is not<br />
appropriate and the council<br />
needs to look at how we enable<br />
this 12-month rates increase<br />
freeze to occur, it’s crucial for<br />
the economic confidence of our<br />
city.”<br />
