Developing country governments also often lack the institutions <strong>an</strong>d political will to make water, s<strong>an</strong>itation <strong>an</strong>d hygiene<br />

a priority. S<strong>an</strong>itation in particular tends to be <strong>an</strong> ‘institutional orph<strong>an</strong>’, with m<strong>an</strong>y ministries (health, rural development,<br />

water resources) sharing – <strong>an</strong>d often avoiding – responsibility for a sector that m<strong>an</strong>y feel uncomfortable discussing.<br />

Likewise, for water supply, there is often inadequate coordination between the government ministries responsible for the<br />

sustainability of water as a resource, <strong>an</strong>d those tasked with designing delivery systems. M<strong>an</strong>y governments lack robust<br />

pl<strong>an</strong>s for developing their water <strong>an</strong>d s<strong>an</strong>itation sectors, <strong>an</strong>d for attracting investments by donors <strong>an</strong>d development b<strong>an</strong>ks.<br />

<strong>The</strong> pressing need to prioritise the scaling up of appropriately designed <strong>an</strong>d targeted investments in the WASH sector is<br />

the broad aim of S<strong>an</strong>itation <strong>an</strong>d <strong>Water</strong> for All (SWA), a global partnership of developing countries, donors, multilateral<br />

agencies, civil society <strong>an</strong>d other development partners. <strong>The</strong> partnership has agreed that its immediate focus will be on<br />

meeting the MDGs in the most off-track countries. Launched in 2010, SWA has already convened its first high-level meeting<br />

of global decision-makers. Hosted by UNICEF, the meeting established the partnership’s broad approaches: to improve<br />

mutual accountability for delivery on sector commitments; to improve sector information to facilitate evidence-based<br />

decision-making; <strong>an</strong>d, to facilitate the provision of technical assist<strong>an</strong>ce in the sector (S<strong>an</strong>itation <strong>an</strong>d <strong>Water</strong> for All, 2011).<br />

Conclusion<br />

Due to the links with health, nutrition, equity, gender equality <strong>an</strong>d economic progress, water, s<strong>an</strong>itation <strong>an</strong>d hygiene<br />

underlie not only the achievement of the MDGs, but also overall long-term social <strong>an</strong>d economic development. Cle<strong>an</strong><br />

water is thus a pre-condition for development, but so is abund<strong>an</strong>t water close to home, s<strong>an</strong>itation which facilitates not<br />

just health but also dignity, <strong>an</strong>d hygiene education that is empowering. Without these, progress in development will falter,<br />

people will not be given opportunities to exercise their rights, <strong>an</strong>d investments in other sectors will be lost.<br />

Countries in the developed world made huge investments in environmental <strong>an</strong>d living conditions in the last two centuries,<br />

<strong>an</strong>d reaped the benefits. But in the developing world, these adv<strong>an</strong>cements are happening too slowly, <strong>an</strong>d water, s<strong>an</strong>itation<br />

<strong>an</strong>d hygiene are often overlooked in favour of larger investments in specific diseases. In order to optimize the investments<br />

made in health, <strong>an</strong>d also in education, it is necessary to make the fundamental investments in the humble realm of taps,<br />

pumps, pipes, toilets <strong>an</strong>d the promotion of h<strong>an</strong>dwashing. A resurgence of interest is needed in water, s<strong>an</strong>itation <strong>an</strong>d<br />

hygiene as a firm foundation for development.<br />
