<strong>Commitment</strong> <strong>of</strong> <strong>Derry</strong> <strong>City</strong> &<br />
<strong>Strabane</strong> <strong>District</strong> <strong>Council</strong> to<br />
move towards <strong>Zero</strong> <strong>Waste</strong><br />
1.<br />
<strong>Derry</strong> <strong>City</strong> <strong>and</strong> <strong>Strabane</strong> <strong>District</strong> <strong>Council</strong> (hereinafter referred to as the <strong>Council</strong>) commits<br />
that it will put in place the measures that will enable it to achieve the following proposed<br />
NI targets:<br />

• recycling 65% <strong>of</strong> municipally collected waste by the year <strong>2035</strong><br />
• a ban on the l<strong>and</strong>filling <strong>of</strong> separately collected waste (with the exception <strong>of</strong> dog<br />
foul)<br />
The <strong>Council</strong> also supports the aspiration to achieve:<br />
• recycling 75% <strong>of</strong> packaging waste by 2030<br />
• reducing l<strong>and</strong>fill to a maximum <strong>of</strong> 10% <strong>of</strong> municipal waste by 2030<br />
<strong>Council</strong> commits to taking forward the 37 policies outlined in the Circular Economy/<strong>Zero</strong><br />
<strong>Waste</strong> Strategy adopted in 2017. The initial focus will be on the following policies which<br />
relate to the review <strong>of</strong> kerbside collection approach <strong>and</strong> material value attained:<br />
Policy 16: The <strong>Council</strong> will restrict residual waste (kerbside <strong>and</strong> HWRC) to effectively<br />
drive increased recyclate <strong>and</strong> organic captures. The <strong>Council</strong> will review this policy to<br />
set targets towards reducing residual waste to

The <strong>Council</strong> further commits to:<br />
• Implement local actions for waste prevention <strong>and</strong> reduction which are in the<br />
jurisdictional capacity <strong>of</strong> the community (e.g. promote home composting; support<br />
practical <strong>and</strong> appropriate ways to promote local packaging free businesses <strong>and</strong><br />
shops; promote the use <strong>of</strong> tap water whenever appropriate; support the use <strong>of</strong><br />
cloth nappies; define local regulations for sustainable management <strong>of</strong> events, etc.)<br />
• Advocate for the redesign <strong>of</strong> problematic products that are not recyclable or<br />
compostable. Consider local actions/campaigns to encourage redesigns.<br />
• Publicly report progress annually on the implemtation <strong>of</strong> the Circular Economy /<br />
<strong>Zero</strong> <strong>Waste</strong> Plan to <strong>Zero</strong> <strong>Waste</strong> Europe national affiliate or the <strong>Zero</strong> <strong>Waste</strong> Europe<br />
<strong>of</strong>fice so that any citizen can monitor the progress achieved.<br />
• Establish an Advisory Forum on all the aspects <strong>of</strong> the Green Agenda including the<br />
Cirular Economy <strong>and</strong> <strong>Zero</strong> <strong>Waste</strong>. Such a forum may involve multiple stakeholders<br />
including residents, <strong>Council</strong> Members <strong>and</strong> Officers, <strong>Zero</strong> <strong>Waste</strong> experts, <strong>and</strong><br />
governmental <strong>and</strong> non-governmental organisations) to advise <strong>and</strong> participate<br />
in the implementation <strong>of</strong> the Circular Economy/<strong>Zero</strong> <strong>Waste</strong> Plan <strong>and</strong> any other<br />
relevant activity . The tasks <strong>of</strong> the Forum are to assist the <strong>Council</strong> <strong>and</strong> its partners<br />
to achieve the policy actions as set out in the strategy.<br />
• Conduct regular audits <strong>of</strong> discarded materials in order to: analyse the progress<br />
<strong>of</strong> the Circular economy / <strong>Zero</strong> <strong>Waste</strong> Plan, assess what is left in the discarded<br />
materials <strong>and</strong> consider strategies <strong>and</strong> campaigns to achieve further improvements<br />
such as providing feedback to manufacturers <strong>and</strong> working with them to redesign<br />
materials, products <strong>and</strong> packaging that are barely or not reusable, recyclable, or<br />
compostable.<br />
• In order to steadily improve the management <strong>of</strong> resources, increase ambition in<br />
material recovery <strong>and</strong> minimise residual waste; this CE/ZW municipality commits<br />
to move away from rigid residual waste management facilities that do not allow for<br />
constant improvement <strong>of</strong> waste prevention <strong>and</strong> recycling rates (eg. Incinerators,<br />
RDF-producing MBT, pyrolysis <strong>and</strong> other types <strong>of</strong> non-conventional thermal<br />
treatment). These actions will be included in either a formal <strong>Zero</strong> <strong>Waste</strong> resolution<br />
<strong>and</strong>/or a <strong>Zero</strong> <strong>Waste</strong> Plan or Strategy signed by the person with jurisdictional<br />
authority (Mayor, Manager, <strong>Council</strong>, <strong>District</strong>, or otherwise, depending on the local<br />
regulatory framework <strong>and</strong> defined responsibilities for the parties locally).<br />
