President’s Message
I share the belief that our society and professional engineering organizations like ours play an extremely
important role as our Nation's infrastructure ages and may serve as that voice with the American public
that we need to grow competent and able scientists and engineers from our youth here at home to take
on daunting challenges over the next hundred years. In spite of the difficult financial environment, we
must make the necessary investments in our infrastructure in order to remain a secure and
economically prosperous nation and to continue to enjoy the freedoms we cherish so dearly. The
Portland Post of Society of American Military Engineers stands ready to answer that call here in the
northwest region of our great country and is dedicated to our National Defense.
I encourage each member, military, civilian and corporate, to get engaged in "your" Post to help us
make a difference in reaching our vision and goals. Increasing our membership, reaching out to the next
generation of engineers and scientists and developing an exciting monthly program are just a few of our
goals that need everyone's involvement.
Everyone is a SAME recruiter. I challenge each of you to share your pride in the Society wherever you go.
As you interact with others across our region, be ready to quickly convey the positive and constructive
benefits of being part of SAME.
Top five benefits of SAME Membership that we need to share:
- Expand your professional development and personal growth
- Share your experience and enthusiasm with other engineers and the community
- Direct access to Leadership of all the Uniformed Services
- Direct access to Engineering and Construction Industry Leadership
- Be part of a network of individuals with like interests and common threads which become part
of your personal and professional family.
I want to thank you for all you do for this great Post. Portland Post has pride and character. Your
membership and leadership is vital to growing a strong and vibrant Post here in Portland. I am honored
to serve as your President and look forward to continuing the journey of engineering excellence.
Portland Post | Society of American Military Engineers
Lieutenant General Itschner Scholarship
Emerson Charles Itschner was born on July 1, 1903 in Chicago,
Illinois. His distinguished career began with graduation from
the U.S. Military Academy in 1924. He obtained a degree in
civil engineering from Cornell University in 1926. His early
service consisted of a variety of assignments including field
engineer with the Alaska Road Commission, Assistant Professor
of Military Science and Tactics at the Missouri School of Mines,
and Resident Engineer with the St. Louis Engineer District.
Following World War II, he supervised post war reconstruction
in the Philippines. He then served as District Engineer in Seattle
and Senior Engineer of I Corps in Korea. General Itschner
served as North Pacific Division Engineer in Portland, Oregon
from 1952 to 1953. In that assignment, he was in charge of the
civil works and military programs of the U.S. Army Corps of
Engineers in Oregon, Washington, Idaho, Western Montana
and Alaska.
On October 1, 1956, General Itschner became Chief of Engineers, U.S. Army Corps of Engineers. He was
the youngest officer in more than a century to be appointed head of the U.S. Army Corps of Engineers.
He served in that capacity until his retirement in 1961. His honors and awards include the prestigious
Army Engineer Association Gold de Fleury medal, Croix de Guerre with Palm, L’Order de Leopold, British
Empire Medal, Distinguished Service Medal, Legion of Merit with two Oak Leaf Clusters, Bronze Star
Medal and Purple Heart.
He spent his retirement in Portland, Oregon, until his passing in 1995. Throughout that time, he was an
ardent and constant supporter of the Portland Post, Society of American Military Engineers.
To permanently honor this great military and engineering leader, the Portland Post established an
endowed scholarship in August 1995 in the College of Engineering, Oregon State University, Corvallis,
Oregon. Receipt of this annual scholarship requires demonstration of high scholastic achievement,
active participation in one of the Oregon State University ROTCs, and demonstration of leadership
potential, thereby honoring General Itschner's belief in the value of talented professionals who can build
and maintain the important professional relationship needed between the military and private industry
to best serve our country.
