HEARTLAND COMMUNITY COLLEGE | 2009-2010 ANNUAL REPORT
DR. JONATHAN ASTROTH
HCC PRESIDENT 1991-2010
Founding Heartland President Retires with Honors
Dr. Jonathan Astroth, Heartland’s founding President, retired in August 2010. The Astroth Community Education
Center was dedicated in Dr. Astroth’s name April 8, 2010, as a tribute to his service after two decades at the College’s
helm. In sharing Dr. Astroth’s many achievements with the audience, Gregg Chadwick, chair of Heartland’s Board of
Trustees, stated, “The board wished to recognize his perpetual advocacy of Heartland, and thought there no better
way to do so than to dedicate this wonderful facility in his honor.”
Astroth lent his leadership and innovative vision to McLean County and surrounding county communities from 1991
to 2010, bringing Heartland Community College to the forefront of higher education. His extensive teaching and
educational administration experience helped guide the College to swift accreditation and ensuing state and national
program recognition. Local employers and businesses continue to draw from a growing workforce whose skills are
rooted in Heartland’s halls and classrooms.
“Jon Astroth Way” also was unveiled at a street-naming ceremony August 25, 2010 in President Astroth’s honor. Local
leaders, area legislators, professional colleagues and students as well as members of Dr. Astroth’s family attended
the event. The street, which leads to the Corn Crib—home of Heartland Hawks athletics programs as well as the
Normal CornBelters—was a fitting tribute to the retiring president who, himself, played professional baseball for the
Texas Rangers organization. Among fans, friends and community partners…his legacy as president effectively hit it out
of the park!
After a national search, Dr. Allen Goben
assumed the Presidency of Heartland
Community College. Dr. Goben becomes
only the second President of the College,
bringing with him a wealth of higher education
leadership experience across the country.
“Heartland has felt like a wonderful fit from
the very beginning, and I’m excited about the
opportunity to be engaged in and involved with
such a fantastic community and its College,”
Dr. Goben said.
Dr. Goben, 43, came to Heartland Community
College after serving as president/CEO of
Hazard Community and Technical College
(HCTC) in Kentucky, specializing in student
success initiatives, strategic institutional
prioritization, resource development and fiscal
stewardship, and community outreach with a
HEARTLAND COMMUNITY COLLEGE’S SECOND PRESIDENT
distinctive focus on diversity and engagement.
Under his leadership, HCTC was named one of
the “Best Places to Work in Kentucky” in the
large employer category and further honored
as one of the Chronicle of Higher Education’s
“Great Colleges to Work For 2010.” In addition,
Dr. Goben is a national expert on technological
applications for higher education development,
formerly serving as senior executive for Higher
Education Development with SAS Institute,
the world’s largest privately held software
company.
A native lowan and alumni of Indian Hills
Community College and Iowa Central
Community College, Dr. Goben earned a
Bachelor of Science degree in History from Iowa
State University (1993), a Master of Science
in Education degree in school counseling
from Drake University (1999), and a Doctor of
Education degree in Educational Administration
from the top nationally ranked Community
College Leadership Program (CCLP) at The
University of Texas at Austin (2003). In 2009,
he earned distinguished graduate status from
the nationally prominent CCLP program.
Enthusiasm. Collaboration. Success.
Community colleges are unique. They create accessible and affordable opportunities for achievement among students
of all ages, backgrounds and interests. Supportive local partnerships allow community colleges to explore innovative
concepts while guiding academic, personal and cultural initiatives. Most importantly, community colleges provide a path
to success for people throughout the region. Our college is thrilled to support progress in individual lives as well as across
our many thriving communities.
It’s been an exhilarating year at Heartland. We’ve experienced the College’s first-ever presidential transition and
celebrated the completion of our strategic College Development Plan. Enhancements to Heartland’s Normal campus
include additional instructional facilities, a Student Center addition, an expanded Heartland Cafe and a new student
bookstore. The Astroth Community Education Center and Fitness and Recreation Center are also complete, expanding
Heartland’s ability to support access to higher education and excellence in teaching and learning with an enhanced focus
on student and community success. The Challenger Learning Center is supporting K-12 schools and businesses from our
Normal campus. The Corn Crib at Heartland Community College has given our student-athletes a home while bringing
professional baseball to the heart of our district. Our Lincoln and Pontiac Centers continue to enthusiastically serve Logan
and Livingston County residents. The College also embraced a once-in-a-lifetime opportunity to purchase 96 acres of
land adjacent to our existing Normal campus. This will help us plan thoughtful, incremental growth as we respond to the
emerging needs of our growing and thriving community.
Heartland Community College has been hard at work to ensure we offer the most up-to-date programs, services and
resources in 21st Century education. As we approach HCC’s 20th anniversary, we appreciate the opportunity to share our
2009-10 Annual Report, and to once again feature the people, events and success stories that define Heartland’s unique
role in our community and in the world we share.
It is an honor to join our community, where Heartland value and commitment to learning success support personal and
regional progress. On behalf of the Heartland team, thank you for your interest and support. We hope you enjoy this
overview of our recent work building bridges to community and personal success.
PRESIDENT’S MESSAGE TO OUR SUPPORTERS
‘
JOIN US IN CELEBRATING STUDENT SUCCESS!
Heartland Community College is an engine for shared success, continuing to produce quality graduates and
workforce-ready employees that will serve the Central Illinois community for years to come. More than 720 students
successfully completed a degree or certificate program at Heartland during the 2009-10 academic year. They join
a group of 8,600 students who have earned a degree or certificate from the College. These are the same students
who share their skills, unique talents and knowledge with our community as health care providers, safety officers,
environmental strategists, educators, business leaders and community supporters, among others.
Ninety percent of Heartland graduates live, work and raise their families in Illinois. This retention adds dexterity
to our workforce, invigorating industry and encouraging economic growth. With an increased income, Heartland
graduates also stimulate local commerce, helping the cycle come full-circle while simultaneously renewing the
Central Illinois workforce.
Clearly, student success is shared success…and that idea is celebrated at Heartland Community College every day.
CORPORATE EDUCATION SPURS AREA BUSINESSES TO PROSPERITY
A thriving community college is an incentive to
businesses interested in a location with affordable,
quality educational options. These opportunities
abound at HCC, serving employer needs for entry-level
employees as well as ongoing workforce training.
Heartland Community College’s Corporate Education
Department provides comprehensive support, offering
employee training that enhances regional economic
to June 2010, the College’s Corporate Education
Department assisted more than 50 organizations with
customized training to meet their unique business
needs. Our qualified instructors administered
cost-effective employee training solutions and provided
clients with the kind of proof-of-impact results that
excite and energize business leaders across our
district and state.
Corporate Education at Heartland remains a vital
instrument in the Central Illinois economy, galvanizing
employees and guiding organizations to positive,
HEAD OF AREA LAW ENFORCEMENT AWARDED
FOR ACADEMIC PERSISTANCE AND ACHIEVEMENT
Normal Police Chief Kent Cutcher
“There was no doubt in my mind I was
going to finish, but [Heartland] made the
transition from not being in school for
so long very easy.”
There are many individuals for whom academic
progress is pursued in concert with career
accomplishments. As life unfolds, people are
faced with choices that sometimes postpone
their goals. Normal Police Chief Kent Crutcher
is one such example. At the 2010 Heartland
commencement ceremony, he was recognized as
the 2010 Distinguished Alumni award recepient.
For Kent, as for many others, Heartland
Community College is always ready to assist
when students are ready to continue their
studies and reach academic goals.
A Normal resident for most of his life, Crutcher
attended Normal Community High School and
then Morrison Institute of Technology. When
Crutcher started college 25 years ago, his
Marine Corps commitments postponed the
completion of a degree. After four years in
the Corps, he met and married his wife, also a
Marine. Once they started a family, his education
seemed to take a back seat to life’s ensuing
responsibilities.
Crutcher joined the Normal police force in 1985
and gradually worked his way up through the
department. Though his career was going well,
he still aspired to earn a bachelor’s degree. He
started with classes at Heartland Community
College’s Towanda Plaza campus, taking one or
two classes at a time on his way to transferring
to Illinois State University.
He admits going back to school still isn’t always
easy, but Heartland gave him the enthusiasm he
needed to keep going,“There was no doubt in my
mind I was going to finish,” he said.
Currently, he is continuing his education in a
criminal justice graduate program. In his address
to Heartland’s 2010 graduates, he advised
“Don’t try to be the smartest person in the
room. But if you think you are, try to find smarter
people in the room...how else will you continue
to learn?”
Heartland Community College is an engine for shared success, continuing to
produce quality graduates and workforce-ready employees that will serve the
Central Illinois community for years to come.
HCC NURSING GRADUATES THRIVE
IN PASSING STATE LICENSURE EXAM
HCC nursing graduates
HCC nursing pinning ceremony
The number of Heartland nursing program graduates passing
the National Council Licensure Examination (NCLEX) continued
to exceed national and state standards. Ninety-three percent
of Heartland’s 2009-10 nursing graduates passed the Illinois
NCLEX—a required exam offered to the state’s nursing program
graduates that certifies and licenses nurses in Illinois.
Since Heartland first offered its nursing curriculum in 1993,
the program has graduated 378 students with nursing degrees
from the College.
As the nation’s health care industry
grows, full-time registered nurses who
have earned a Heartland nursing degree
continue to secure steady regional
employment—often with average annual
salaries exceeding $50,000.
HEARTLAND REMEMBERS CONTRIBUTIONS OF SUPPORTERS
The Heartland Community College family joins together in celebrating the
lives and contributions of three people who have positively impacted
Heartland Community College and its diverse community.
The College mourned the passing of Dr. Art Adams,
a longtime supporter of higher education and an
unwavering advocate of Heartland Community College.
Dr. Adams was a professor at Illinois State University
and served 10 years as Assistant to the President as
well as Director of Community College Relations. He was
considered by many to be a leading expert in the field.
Dr. Adams served on Heartland’s Board of Trustees
for three years beginning in 1990, bringing with him
a comprehensive view of what community colleges
could be and do, according to HCC’s founding
President Dr. Jonathan Astroth. He was passionate
about international programs and was honored with
Founder Emeritus status by the Illinois Consortium for
International Studies & Programs in October 2009.
For his commitment to Heartland, the College’s archives
were dedicated April 20, 2004 as “The Dr. Vernon ‘Art’
Adams Archives.” An HCC scholarship also is endowed
in his name.
Dr. Adams was a long-time resident of the Bloomington-
Normal community.
1927-2010
Dr. Art Adams 1952-2009
Jim Bohannon
An employee from the first days of Heartland’s history in
1991, James Bohannon served students as an academic
advisor until his retirement in 2008. Known to everyone
as Jim, he was an expert at coordinating with neighboring
community colleges like Illinois Central College and
Parkland College to ensure that students would qualify
for financial aid wherever possible.
A veteran himself, Bohannon served as the College’s
Veteran Assistant, and exhibited a personal interest
in encouraging and supporting non-traditional-aged
students and Veteran students as they navigated
the higher education experience. His colleagues at
Heartland identified him as “passionate about customer
service.” As a former vocational counselor he related to
the adult students who came to HCC to seek a new or
better career. His practical approach to advising was
appreciated by all students.
Generous with his time, good humor and friendship,
Jim Bohannon served the community and students
well during his 17 years in Heartland’s student-focused
Student Services Department.
1952-2009
Joe McCauley
Joseph E. McCauley, Associate Professor of Art &
Humanities, was a member of the College’s original faculty.
Throughout his 18 years as an art educator at Heartland,
he taught and influenced thousands of students with his
unique perspectives on art and life in his art courses, which
included Basic Drawing, Art Appreciation, History of Art II
and History of Modern Art.
Encouraging his students to draw outside the classroom,
McCauley regularly monitored his students’ work by
walking up and down the hallways, sharing his personal
insights about drawing techniques and methodologies.
For many students, McCauley’s classes were their first
exposure to such exercises in artistic creation. For others,
he was a personal inspiration.
Besides teaching, McCauley also served in a leadership
capacity for Heartland’s faculty association. Outside
of his duties at the College, he was very involved in
the community, offering assistance to families and
individuals. McCauley was a member and supporter of
the Bloomington-Normal Trades & Labor Assembly and
was well respected for his volunteer work for Easter Seals
and the United Way. He also supported the annual Postal
Workers food drive, the Labor Day Memorial Parade, and
several other local holiday charities.
The HCC community gathers to pay their respects to Joe McCauley.
McCauley held master’s and
bachelor’s degrees in fine arts in
painting from the University of
Illinois-Champaign.
In response to his death, family,
friends and colleagues helped to
establish the Joseph E. McCauley
Memorial Scholarship. The
scholarship will serve as a lasting
reminder of McCauley’s love of art
and dedication to students.
Ed Carroll, Professor of History, honors his friend and colleague at a
campus tribute.
“For many students, McCauley’s
classes were their first exposure
to such exercises in artistic
creation. For others, he was a
personal inspiration.”
STUDENT ENGAGEMENT
PROGRAMS AT HCC INCREASE SUCCESS
A variety of activities continue to take place outside the
classroom at Heartland Community College. The 2009-
10 academic year saw an increased number of students
engage in co-curricular programs. Between the Student
Government Association, the Heartland Activities
Committee, Leadership Development activities and a
variety of student clubs, the College offered numerous
opportunities to get involved.
Student Government Association
The Student Government Association continues to
provide representation for the interests, needs, goals
and expectations of the student body to College
administrators and the Board of Trustees. During
the 2009-10 academic year, Heartland’s Student
Government Association helped coordinate recycling
initiatives across campus, petitioned for MAP grant
funding in the State Capitol, and coordinated
fundraisers for the Haiti disaster and other important
causes at Heartland and beyond.
Heartland Activities Committee
The Heartland Activities Committee planned and
presented 35 different activities during the 2009-10
academic year, including eight family movies, 11 lunch
time musical concerts, seven lunch time bingo games
and nine additional special events.
Leadership Development
Heartland’s Office of Student Engagement supports
the Illinois Community College Board’s (ICCB) pledge
to support student leadership development. Heartland
students embraced the opportunity to foster their
leadership skills at the ICCB Student Leadership
Institute, the ICCB Student Advisory Committee Lobby
Day and the Illinois Community College Student
Activities Association Fall Student Leadership
Conference.
Clubs and Organizations
There were 31 active student clubs at Heartland during
the 2009-10 academic year. The majority of these clubs
are truly student-centered, complete with student
leaders who steer the groups’ planning, activities
and organization. In fact, Heartland students also are
responsible for determining which clubs are formed.
This year alone, student interest led to the formation of
eight new clubs and organizations.
HCC Phi Theta Kappa members at Fall Fest.
The 2009-10 academic year saw an increased number of students engage in
co-curricular programs. Between the Student Government Association, the
continue to do so as they build the proud tradition that is Heartland Athletics.
“We’re tremendously excited to have
helped Hunter come to life.”
Clemens Insurance representatives Rick Percy & Jeff Niepagen with Hunter.
Heartland Community College unveiled the newest member of the Heartland family at the Normal CornBelters home
opener in June. The game marked the first-ever live public appearance of Heartland’s hawk mascot. Hunter– who
was underwritten through a gift from Bloomington-based insurance company Clemens & Associates, Inc.– introduced
himself to children at the game and waved hellos to the stadium’s inaugural crowd. He appeared alongside “Corny,”
the CornBelters’ official mascot, to cheer the CornBelters on during their first game at the Corn Crib at Heartland
Community College.
“We’re tremendously excited to have helped Hunter come to life,” said Richard Percy, Sr., co-owner of Clemens
& Associates, Inc. “We anticipate Hunter will become a wonderful symbol of Heartland’s continued success in the
community and we’re extremely pleased to be a part of his development.”
The new Readiness Center will bring
about $2.8 million in federal funds
to Illinois each year after it is built,
including $2.7 million each year to the
Bloomington-Normal area.
GOVERNOR ANNOUNCES PLAN FOR
READINESS CENTER AT HCC
Plans to locate an Illinois National Guard Readiness
Center on the Heartland Community College
campus were unveiled last summer by the Illinois
Department of Military Affairs and the College.
“Under this agreement, the Illinois National Guard
will be positioned to ensure public safety better
than ever before,” said Governor Pat Quinn. “This
facility will also bring federal funding into the
Bloomington-Normal area, put people to work
and provide young people with new learning
opportunities.”
The headquarters for the 404th Maneuver
Enhancement Brigade (MEB) will be constructed
on Heartland’s Normal campus. The $16.5 million
project will be 75 percent funded by the U.S.
Department of Defense with the State of Illinois
contributing $4.4 million. Construction of the
project is scheduled to start in January 2012, and
estimated to be completed within two years.
The 404th MEB includes several units with
capabilities designed for domestic emergency
missions including search and extraction,
mass casualty chemical, nuclear and biological
decontamination; military police, firefighting,
engineers and communications. The facility will give
the 404th MEB easy access to the highway system
and airport in the center of the state, allowing it
to respond quickly to high-risk areas in the north,
south and west of the state.
The project includes six classrooms for Heartland
Community College’s use, totaling nearly 8,000
square feet. The Guard will also add more than 200
parking spaces for College use. Heartland will allow
the Guard’s use of the auditorium, fitness center,
kitchen/dining areas and classrooms during their
training assemblies.
The project comes at no cost to the College, the
state’s higher education system or the surrounding
community. Heartland is considering several
courses and programs that could be offered at
the facility including law enforcement training, a
traffic safety school, truck driver training and firstresponder
training.
“The goal is to retain as much rain water on site as possible, keeping it from
running into the sewer system or nearby streams,” Fluegel said. “This helps
keep our streams and rivers cleaner, and even helps reduce future flooding.”
Members of the Heartland Gardens Stewards group
volunteered to help plant the hundreds of native
plants and grasses used in the rain garden project.
PARTNERSHIPS AND VOLUNTEERS NURTURE “HEARTLAND GARDENS”
In spring 2010, Trees Forever and the Illinois Buffer Partnership selected Heartland Gardens as a program partner,
awarding Heartland Community College a $3,000 grant to maintain the green site in the northwest corner of campus.
The Heartland Gardens project is a two-acre demonstration site that showcases environmentally friendly and
sustainable landscaping options. The rain garden installation will capture and filter rain water runoff from a nearby
parking lot and other campus areas.
Trees Forever—the granting body—is a non-profit organization founded in 1989 that connects people to the
environment through the planting and care of trees, prairie, and other natural areas. Trees Forever field coordinator
Debbie Fluegel emphasizes the importance and impact of the College’s rain garden installation project.
“The goal is to retain as much rain water on site as possible, keeping it from running into the sewer system or nearby
streams,” Fluegel said. “This helps keep our streams and rivers cleaner, and even helps reduce future flooding.”
Members of the Heartland Gardens Stewards group volunteered to help plant the hundreds of native plants and
grasses used in the rain garden project. This group of faculty and staff volunteers also plans to help maintain the
Heartland Gardens site. Trees Forever staff assisted with the project as part of a special program funded by the
National Fish & Wildlife Foundation. The goals of that program are to demonstrate techniques to improve water quality
in the Upper Mississippi River Basin and to enhance wildlife habitat in the area.
