HCC PRESIDENT 1991-<strong>2010</strong><br />

Founding <strong>Heartland</strong> President Retires with Honors<br />

Dr. Jonathan Astroth, <strong>Heartland</strong>’s founding President, retired in August <strong>2010</strong>. The Astroth <strong>Community</strong> Education<br />

Center was dedicated in Dr. Astroth’s name April 8, <strong>2010</strong>, as a tribute to his service after two decades at the <strong>College</strong>’s<br />

helm. In sharing Dr. Astroth’s many achievements with the audience, Gregg Chadwick, chair of <strong>Heartland</strong>’s Board of<br />

Trustees, stated, “The board wished to recognize his perpetual advocacy of <strong>Heartland</strong>, and thought there no better<br />

way to do so than to dedicate this wonderful facility in his honor.”<br />

Astroth lent his leadership and innovative vision to McLean County and surrounding county communities from 1991<br />

to <strong>2010</strong>, bringing <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> to the forefront of higher education. His extensive teaching and<br />

educational administration experience helped guide the <strong>College</strong> to swift accreditation and ensuing state and national<br />

program recognition. Local employers and businesses continue to draw from a growing workforce whose skills are<br />

rooted in <strong>Heartland</strong>’s halls and classrooms.<br />

“Jon Astroth Way” also was unveiled at a street-naming ceremony August 25, <strong>2010</strong> in President Astroth’s honor. Local<br />

leaders, area legislators, professional colleagues and students as well as members of Dr. Astroth’s family attended<br />

the event. The street, which leads to the Corn Crib—home of <strong>Heartland</strong> Hawks athletics programs as well as the<br />

Normal CornBelters—was a fitting tribute to the retiring president who, himself, played professional baseball for the<br />

Texas Rangers organization. Among fans, friends and community partners…his legacy as president effectively hit it out<br />

of the park!


After a national search, Dr. Allen Goben<br />

assumed the Presidency of <strong>Heartland</strong><br />

<strong>Community</strong> <strong>College</strong>. Dr. Goben becomes<br />

only the second President of the <strong>College</strong>,<br />

bringing with him a wealth of higher education<br />

leadership experience across the country.<br />

“<strong>Heartland</strong> has felt like a wonderful fit from<br />

the very beginning, and I’m excited about the<br />

opportunity to be engaged in and involved with<br />

such a fantastic community and its <strong>College</strong>,”<br />

Dr. Goben said.<br />

Dr. Goben, 43, came to <strong>Heartland</strong> <strong>Community</strong><br />

<strong>College</strong> after serving as president/CEO of<br />

Hazard <strong>Community</strong> and Technical <strong>College</strong><br />

(HCTC) in Kentucky, specializing in student<br />

success initiatives, strategic institutional<br />

prioritization, resource development and fiscal<br />

stewardship, and community outreach with a<br />

distinctive focus on diversity and engagement.<br />

Under his leadership, HCTC was named one of<br />

the “Best Places to Work in Kentucky” in the<br />

large employer category and further honored<br />

as one of the Chronicle of Higher Education’s<br />

“Great <strong>College</strong>s to Work For <strong>2010</strong>.” In addition,<br />

Dr. Goben is a national expert on technological<br />

applications for higher education development,<br />

formerly serving as senior executive for Higher<br />

Education Development with SAS Institute,<br />

the world’s largest privately held software<br />

company.<br />

A native lowan and alumni of Indian Hills<br />

<strong>Community</strong> <strong>College</strong> and Iowa Central<br />

<strong>Community</strong> <strong>College</strong>, Dr. Goben earned a<br />

Bachelor of Science degree in History from Iowa<br />

State University (1993), a Master of Science<br />

in Education degree in school counseling<br />

from Drake University (1999), and a Doctor of<br />

Education degree in Educational Administration<br />

from the top nationally ranked <strong>Community</strong><br />

<strong>College</strong> Leadership Program (CCLP) at The<br />

University of Texas at Austin (2003). In <strong>2009</strong>,<br />

he earned distinguished graduate status from<br />

the nationally prominent CCLP program.<br />

our many thriving communities.<br />

It’s been an exhilarating year at <strong>Heartland</strong>. We’ve experienced the <strong>College</strong>’s first-ever presidential transition and<br />

celebrated the completion of our strategic <strong>College</strong> Development Plan. Enhancements to <strong>Heartland</strong>’s Normal campus<br />

include additional instructional facilities, a Student Center addition, an expanded <strong>Heartland</strong> Cafe and a new student<br />

bookstore. The Astroth <strong>Community</strong> Education Center and Fitness and Recreation Center are also complete, expanding<br />

<strong>Heartland</strong>’s ability to support access to higher education and excellence in teaching and learning with an enhanced focus<br />

on student and community success. The Challenger Learning Center is supporting K-12 schools and businesses from our<br />

Normal campus. The Corn Crib at <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> has given our student-athletes a home while bringing<br />

professional baseball to the heart of our district. Our Lincoln and Pontiac Centers continue to enthusiastically serve Logan<br />

and Livingston County residents. The <strong>College</strong> also embraced a once-in-a-lifetime opportunity to purchase 96 acres of<br />

land adjacent to our existing Normal campus. This will help us plan thoughtful, incremental growth as we respond to the<br />

emerging needs of our growing and thriving community.<br />

<strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> has been hard at work to ensure we offer the most up-to-date programs, services and<br />

resources in 21st Century education. As we approach HCC’s 20th anniversary, we appreciate the opportunity to share our<br />

<strong>2009</strong>-10 Annual Report, and to once again feature the people, events and success stories that define <strong>Heartland</strong>’s unique<br />

role in our community and in the world we share.<br />

JOIN US IN CELEBRATING STUDENT SUCCESS!<br />

<strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> is an engine for shared success, continuing to produce quality graduates and<br />

workforce-ready employees that will serve the Central Illinois community for years to come. More than 720 students<br />

successfully completed a degree or certificate program at <strong>Heartland</strong> during the <strong>2009</strong>-10 academic year. They join<br />

a group of 8,600 students who have earned a degree or certificate from the <strong>College</strong>. These are the same students<br />

who share their skills, unique talents and knowledge with our community as health care providers, safety officers,<br />

environmental strategists, educators, business leaders and community supporters, among others.<br />

Ninety percent of <strong>Heartland</strong> graduates live, work and raise their families in Illinois. This retention adds dexterity<br />

to our workforce, invigorating industry and encouraging economic growth. With an increased income, <strong>Heartland</strong><br />

graduates also stimulate local commerce, helping the cycle come full-circle while simultaneously renewing the<br />

Central Illinois workforce.<br />

Clearly, student success is shared success…and that idea is celebrated at <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> every day.<br />

CORPORATE EDUCATION SPURS AREA BUSINESSES TO PROSPERITY<br />

A thriving community college is an incentive to<br />

businesses interested in a location with affordable,<br />

quality educational options. These opportunities<br />

abound at HCC, serving employer needs for entry-level<br />

employees as well as ongoing workforce training.<br />

<strong>Heartland</strong> <strong>Community</strong> <strong>College</strong>’s Corporate Education<br />

Department provides comprehensive support, offering<br />

employee training that enhances regional economic<br />

well-being and occupational outlook. From July <strong>2009</strong><br />

to June <strong>2010</strong>, the <strong>College</strong>’s Corporate Education<br />

Department assisted more than 50 organizations with<br />

customized training to meet their unique business<br />

needs. Our qualified instructors administered<br />

cost-effective employee training solutions and provided<br />

clients with the kind of proof-of-impact results that<br />

excite and energize business leaders across our<br />

district and state.<br />

Corporate Education at <strong>Heartland</strong> remains a vital<br />

instrument in the Central Illinois economy, galvanizing<br />

employees and guiding organizations to positive,<br />

productive futures.<br />

HEAD OF AREA LAW ENFORCEMENT AWARDED<br />

FOR ACADEMIC PERSISTANCE AND ACHIEVEMENT<br />

“There was no doubt in my mind I was<br />

going to finish, but [<strong>Heartland</strong>] made the<br />

transition from not being in school for<br />

so long very easy.”<br />

There are many individuals for whom academic<br />

progress is pursued in concert with career<br />

accomplishments. As life unfolds, people are<br />

faced with choices that sometimes postpone<br />

their goals. Normal Police Chief Kent Crutcher<br />

is one such example. At the <strong>2010</strong> <strong>Heartland</strong><br />

commencement ceremony, he was recognized as<br />

the <strong>2010</strong> Distinguished Alumni award recepient.<br />

For Kent, as for many others, <strong>Heartland</strong><br />

<strong>Community</strong> <strong>College</strong> is always ready to assist<br />

when students are ready to continue their<br />

studies and reach academic goals.<br />

A Normal resident for most of his life, Crutcher<br />

attended Normal <strong>Community</strong> High School and<br />

then Morrison Institute of Technology. When<br />

Crutcher started college 25 years ago, his<br />

Marine Corps commitments postponed the<br />

completion of a degree. After four years in<br />

the Corps, he met and married his wife, also a<br />

Marine. Once they started a family, his education<br />

seemed to take a back seat to life’s ensuing<br />

responsibilities.<br />

Crutcher joined the Normal police force in 1985<br />

and gradually worked his way up through the<br />

department. Though his career was going well,<br />

he still aspired to earn a bachelor’s degree. He<br />

started with classes at <strong>Heartland</strong> <strong>Community</strong><br />

<strong>College</strong>’s Towanda Plaza campus, taking one or<br />

two classes at a time on his way to transferring<br />

to Illinois State University.<br />

He admits going back to school still isn’t always<br />

easy, but <strong>Heartland</strong> gave him the enthusiasm he<br />

needed to keep going,“There was no doubt in my<br />

mind I was going to finish,” he said.<br />

Currently, he is continuing his education in a<br />

criminal justice graduate program. In his address<br />

to <strong>Heartland</strong>’s <strong>2010</strong> graduates, he advised<br />

“Don’t try to be the smartest person in the<br />

room. But if you think you are, try to find smarter<br />

people in the room...how else will you continue<br />

to learn?”

HCC NURSING GRADUATES THRIVE<br />

IN PASSING STATE LICENSURE EXAM<br />

The number of <strong>Heartland</strong> nursing program graduates passing<br />

the National Council Licensure Examination (NCLEX) continued<br />

to exceed national and state standards. Ninety-three percent<br />

of <strong>Heartland</strong>’s <strong>2009</strong>-10 nursing graduates passed the Illinois<br />

NCLEX—a required exam offered to the state’s nursing program<br />

graduates that certifies and licenses nurses in Illinois.<br />

Since <strong>Heartland</strong> first offered its nursing curriculum in 1993,<br />

the program has graduated 378 students with nursing degrees<br />

from the <strong>College</strong>.<br />

As the nation’s health care industry<br />

grows, full-time registered nurses who<br />

have earned a <strong>Heartland</strong> nursing degree<br />

continue to secure steady regional<br />

employment—often with average <strong>annual</strong><br />

salaries exceeding $50,000.<br />

HEARTLAND REMEMBERS CONTRIBUTIONS OF SUPPORTERS<br />

The <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> family joins together in celebrating the<br />

lives and contributions of three people who have positively impacted<br />

<strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> and its diverse community.<br />

The <strong>College</strong> mourned the passing of Dr. Art Adams,<br />

a longtime supporter of higher education and an<br />

unwavering advocate of <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong>.<br />

Dr. Adams was a professor at Illinois State University<br />

and served 10 years as Assistant to the President as<br />

well as Director of <strong>Community</strong> <strong>College</strong> Relations. He was<br />

considered by many to be a leading expert in the field.<br />

Dr. Adams served on <strong>Heartland</strong>’s Board of Trustees<br />

for three years beginning in 1990, bringing with him<br />

a comprehensive view of what community colleges<br />

could be and do, according to HCC’s founding<br />

President Dr. Jonathan Astroth. He was passionate<br />

about international programs and was honored with<br />

Founder Emeritus status by the Illinois Consortium for<br />

International Studies & Programs in October <strong>2009</strong>.<br />

For his commitment to <strong>Heartland</strong>, the <strong>College</strong>’s archives<br />

were dedicated April 20, 2004 as “The Dr. Vernon ‘Art’<br />

Adams Archives.” An HCC scholarship also is endowed<br />

in his name.<br />

Dr. Adams was a long-time resident of the Bloomington-<br />

Normal community.<br />

Jim Bohannon<br />

An employee from the first days of <strong>Heartland</strong>’s history in<br />

1991, James Bohannon served students as an academic<br />

advisor until his retirement in 2008. Known to everyone<br />

as Jim, he was an expert at coordinating with neighboring<br />

community colleges like Illinois Central <strong>College</strong> and<br />

Parkland <strong>College</strong> to ensure that students would qualify<br />

for financial aid wherever possible.<br />

A veteran himself, Bohannon served as the <strong>College</strong>’s<br />

Veteran Assistant, and exhibited a personal interest<br />

in encouraging and supporting non-traditional-aged<br />

students and Veteran students as they navigated<br />

the higher education experience. His colleagues at<br />

<strong>Heartland</strong> identified him as “passionate about customer<br />

service.” As a former vocational counselor he related to<br />

the adult students who came to HCC to seek a new or<br />

better career. His practical approach to advising was<br />

appreciated by all students.<br />

Generous with his time, good humor and friendship,<br />

Jim Bohannon served the community and students<br />

well during his 17 years in <strong>Heartland</strong>’s student-focused<br />

Student Services Department.


1952-<strong>2009</strong><br />

Joe McCauley<br />

Joseph E. McCauley, Associate Professor of Art &<br />

Humanities, was a member of the <strong>College</strong>’s original faculty.<br />

Throughout his 18 years as an art educator at <strong>Heartland</strong>,<br />

he taught and influenced thousands of students with his<br />

unique perspectives on art and life in his art courses, which<br />

included Basic Drawing, Art Appreciation, History of Art II<br />

and History of Modern Art.<br />

Encouraging his students to draw outside the classroom,<br />

McCauley regularly monitored his students’ work by<br />

walking up and down the hallways, sharing his personal<br />

insights about drawing techniques and methodologies.<br />

For many students, McCauley’s classes were their first<br />

exposure to such exercises in artistic creation. For others,<br />

he was a personal inspiration.<br />

Besides teaching, McCauley also served in a leadership<br />

capacity for <strong>Heartland</strong>’s faculty association. Outside<br />

of his duties at the <strong>College</strong>, he was very involved in<br />

the community, offering assistance to families and<br />

individuals. McCauley was a member and supporter of<br />

the Bloomington-Normal Trades & Labor Assembly and<br />

was well respected for his volunteer work for Easter Seals<br />

and the United Way. He also supported the <strong>annual</strong> Postal<br />

Workers food drive, the Labor Day Memorial Parade, and<br />

several other local holiday charities.<br />

In response to his death, family,<br />

friends and colleagues helped to<br />

establish the Joseph E. McCauley<br />

Memorial Scholarship. The<br />

scholarship will serve as a lasting<br />

reminder of McCauley’s love of art<br />

and dedication to students.<br />

STUDENT ENGAGEMENT<br />

PROGRAMS AT HCC INCREASE SUCCESS<br />

A variety of activities continue to take place outside the<br />

classroom at <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong>. The <strong>2009</strong>-<br />

10 academic year saw an increased number of students<br />

engage in co-curricular programs. Between the Student<br />

Government Association, the <strong>Heartland</strong> Activities<br />

Committee, Leadership Development activities and a<br />

variety of student clubs, the <strong>College</strong> offered numerous<br />

opportunities to get involved.<br />

Student Government Association<br />

The Student Government Association continues to<br />

provide representation for the interests, needs, goals<br />

and expectations of the student body to <strong>College</strong><br />

administrators and the Board of Trustees. During<br />

the <strong>2009</strong>-10 academic year, <strong>Heartland</strong>’s Student<br />

Government Association helped coordinate recycling<br />

initiatives across campus, petitioned for MAP grant<br />

funding in the State Capitol, and coordinated<br />

fundraisers for the Haiti disaster and other important<br />

causes at <strong>Heartland</strong> and beyond.<br />

<strong>Heartland</strong> Activities Committee<br />

The <strong>Heartland</strong> Activities Committee planned and<br />

presented 35 different activities during the <strong>2009</strong>-10<br />

academic year, including eight family movies, 11 lunch<br />

time musical concerts, seven lunch time bingo games<br />

and nine additional special events.<br />

Leadership Development<br />

<strong>Heartland</strong>’s Office of Student Engagement supports<br />

the Illinois <strong>Community</strong> <strong>College</strong> Board’s (ICCB) pledge<br />

to support student leadership development. <strong>Heartland</strong><br />

students embraced the opportunity to foster their<br />

leadership skills at the ICCB Student Leadership<br />

Institute, the ICCB Student Advisory Committee Lobby<br />

Day and the Illinois <strong>Community</strong> <strong>College</strong> Student<br />

Activities Association Fall Student Leadership<br />

Conference.<br />

Clubs and Organizations<br />

There were 31 active student clubs at <strong>Heartland</strong> during<br />

the <strong>2009</strong>-10 academic year. The majority of these clubs<br />

are truly student-centered, complete with student<br />

leaders who steer the groups’ planning, activities<br />

and organization. In fact, <strong>Heartland</strong> students also are<br />

responsible for determining which clubs are formed.<br />

This year alone, student interest led to the formation of<br />

eight new clubs and organizations.<br />

FOUNDATION GOLF OUTINGS<br />

SCHOLARSHIP SCRAMBLE<br />

The <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> Foundation held its 18th Annual Scholarship<br />

Scramble in late summer <strong>2009</strong> at the Den at Fox Creek in Bloomington. Proceeds<br />

from the event raised more than $20,000, marking a 25 percent increase above<br />

2008’s prior record of $16,000.<br />

More than 120 golfers participated in the scramble–one of the Foundation’s most<br />

popular events. Golfers were provided with a catered lunch and had the chance to<br />

win several generously donated prizes. <strong>Heartland</strong> Foundation Executive Director<br />

Helen Katz congratulated participants and supporters of the event. “<strong>Heartland</strong><br />

students can benefit in greater numbers because of your involvement. We are<br />

pleased and thankful for your onging partnership with the <strong>College</strong>. The funds<br />

raised at this event go a long way toward providing opportunities to students who<br />

otherwise may not have the chance to pursue higher education.”<br />

Scoring FORE Scholarships<br />

The <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> Foundation and Caterpillar Fuel Systems in<br />

Pontiac hosted the 4th Annual Scoring FORE Scholarships golf outing June 10,<br />

<strong>2010</strong>. The <strong>annual</strong> outing supports endowed and <strong>annual</strong> scholarships for deserving<br />

Livingston County students whose studies focus on business and industry.<br />

The event was a tremendous success because of the generosity of contributors.<br />

Over $33,000 was raised by friends of both the <strong>College</strong> and Caterpillar Fuel<br />

Systems as they came together at the Elks Lodge and Golf Club in Pontiac to<br />

participate in the golf outing.<br />

PROUD RELATIONSHIPS<br />

Foundation Board member and Caterpillar Pontiac General<br />

Manager Jeff Moore chaired a committee that featured the<br />

work of other CAT employees including Tom Kapraun, Joe<br />

Burgoni, Bob Eckhoff, Tammy Johns and Linda Stone. “We’re<br />

extremely proud of our relationship with <strong>Heartland</strong>,” said<br />

Jeff Moore, Operations Manager for Caterpillar Fuel Systems<br />

and <strong>Heartland</strong> Foundation Board member. “Caterpillar’s<br />

scholarship support allows us to help local students and<br />

positively impact our own community.”<br />

TAKES ON THE MOB<br />

Those attending the <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong><br />

Foundation’s signature Evening of Dreams event were<br />

challenged to outwit and outsmart “the mob” at the<br />

<strong>College</strong>’s <strong>annual</strong> fundraiser at the Bloomington Center<br />

HAWKS DELIVERING ACHIEVEMENTS<br />

ON AND OFF THE FIELD<br />

<strong>Heartland</strong> athletic teams have excelled during the first<br />

three years of Mid-West Athletic Conference (M-WAC)<br />

competition. The <strong>College</strong>’s four athletics programs<br />

have excited everyone with another year of top-notch<br />

performances. Highlights include:<br />

--The Hawks’ baseball team continued making its<br />

presence known on the national scene, finishing the<br />

<strong>2010</strong> season with a 45-11 record. The Hawks collected<br />

the M-WAC championship, ranking as high as 2nd in the<br />

national polls before battling toward a second-place<br />

finish at the Region 24 tournament.<br />

--The defending national champion Hawks’ softball team<br />

made its way to the <strong>2010</strong> National Junior <strong>College</strong> Athletic<br />

Association’s Division II National Tournament for the<br />

third consecutive year. The Hawks went 38-20 overall,<br />

dropping only four of their 30 conference games.<br />

--Both the men’s and women’s soccer teams<br />

experienced successes during the fall <strong>2009</strong> season,<br />

setting the tone for a brilliant <strong>2010</strong> season. Men’s<br />

soccer produced the NJCAA’s top scorer, Javier<br />

Torres, and finished 13-4-1 on the season.<br />

--The Corn Crib stadium is complete. Located at the east<br />

end of <strong>Heartland</strong>’s Normal campus, the Hawks are able to<br />

take advantage of the artificial turf playing surface, which<br />

serves as the home field for all of <strong>Heartland</strong> Athletics as<br />

well as the Normal CornBelters.<br />

<strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> unveiled the newest member of the <strong>Heartland</strong> family at the Normal CornBelters home<br />

opener in June. The game marked the first-ever live public appearance of <strong>Heartland</strong>’s hawk mascot. Hunter– who<br />

was underwritten through a gift from Bloomington-based insurance company Clemens & Associates, Inc.– introduced<br />

himself to children at the game and waved hellos to the stadium’s inaugural crowd. He appeared alongside “Corny,”<br />

the CornBelters’ official mascot, to cheer the CornBelters on during their first game at the Corn Crib at <strong>Heartland</strong><br />

<strong>Community</strong> <strong>College</strong>.<br />

“We’re tremendously excited to have helped Hunter come to life,” said Richard Percy, Sr., co-owner of Clemens<br />

& Associates, Inc. “We anticipate Hunter will become a wonderful symbol of <strong>Heartland</strong>’s continued success in the<br />

The new Readiness Center will bring<br />

about $2.8 million in federal funds<br />

to Illinois each year after it is built,<br />

including $2.7 million each year to the<br />

Bloomington-Normal area.<br />

GOVERNOR ANNOUNCES PLAN FOR<br />

READINESS CENTER AT HCC<br />

Plans to locate an Illinois National Guard Readiness<br />

Center on the <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong><br />

campus were unveiled last summer by the Illinois<br />

Department of Military Affairs and the <strong>College</strong>.<br />

“Under this agreement, the Illinois National Guard<br />

will be positioned to ensure public safety better<br />

than ever before,” said Governor Pat Quinn. “This<br />

facility will also bring federal funding into the<br />

Bloomington-Normal area, put people to work<br />

and provide young people with new learning<br />

opportunities.”<br />

The headquarters for the 404th Maneuver<br />

Enhancement Brigade (MEB) will be constructed<br />

on <strong>Heartland</strong>’s Normal campus. The $16.5 million<br />

project will be 75 percent funded by the U.S.<br />

Department of Defense with the State of Illinois<br />

contributing $4.4 million. Construction of the<br />

project is scheduled to start in January 2012, and<br />

estimated to be completed within two years.<br />

The 404th MEB includes several units with<br />

capabilities designed for domestic emergency<br />

missions including search and extraction,<br />

mass casualty chemical, nuclear and biological<br />

decontamination; military police, firefighting,<br />

engineers and communications. The facility will give<br />

the 404th MEB easy access to the highway system<br />

and airport in the center of the state, allowing it<br />

to respond quickly to high-risk areas in the north,<br />

south and west of the state.<br />

The project includes six classrooms for <strong>Heartland</strong><br />

<strong>Community</strong> <strong>College</strong>’s use, totaling nearly 8,000<br />

square feet. The Guard will also add more than 200<br />

parking spaces for <strong>College</strong> use. <strong>Heartland</strong> will allow<br />

the Guard’s use of the auditorium, fitness center,<br />

kitchen/dining areas and classrooms during their<br />

training assemblies.<br />

The project comes at no cost to the <strong>College</strong>, the<br />

state’s higher education system or the surrounding<br />

community. <strong>Heartland</strong> is considering several<br />

courses and programs that could be offered at<br />

the facility including law enforcement training, a<br />

traffic safety school, truck driver training and firstresponder<br />

training.

running into the sewer system or nearby streams,” Fluegel said. “This helps<br />

keep our streams and rivers cleaner, and even helps reduce future flooding.”<br />

plants and grasses used in the rain garden project.<br />

PARTNERSHIPS AND VOLUNTEERS NURTURE “HEARTLAND GARDENS”<br />

In spring <strong>2010</strong>, Trees Forever and the Illinois Buffer Partnership selected <strong>Heartland</strong> Gardens as a program partner,<br />

awarding <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong> a $3,000 grant to maintain the green site in the northwest corner of campus.<br />

The <strong>Heartland</strong> Gardens project is a two-acre demonstration site that showcases environmentally friendly and<br />

sustainable landscaping options. The rain garden installation will capture and filter rain water runoff from a nearby<br />

parking lot and other campus areas.<br />

Trees Forever—the granting body—is a non-profit organization founded in 1989 that connects people to the<br />

environment through the planting and care of trees, prairie, and other natural areas. Trees Forever field coordinator<br />

Debbie Fluegel emphasizes the importance and impact of the <strong>College</strong>’s rain garden installation project.<br />

FINANCIAL EXCELLENCE<br />

HCC continues to be recognized for its commitment to excellence<br />

in financial <strong>report</strong>ing. In <strong>2009</strong>, Moody’s Investors Service upgraded<br />

the status of the <strong>Heartland</strong> <strong>Community</strong> <strong>College</strong>’s general obligation<br />

bonds to a level Aa3 from its prior A1 status, while Standard<br />

& Poor’s Ratings Services assigned an AA+ long-term rating to<br />

<strong>Heartland</strong> <strong>Community</strong> <strong>College</strong>’s recently issued bonds.<br />

Each of the designations places the <strong>College</strong>’s general obligation<br />

bonds in the “high quality with very low credit risk” category,<br />

reflecting the strength of the regional economy and the <strong>College</strong>’s<br />

stable financial position.<br />

For its <strong>2009</strong>-10 financial statements, the <strong>College</strong> received an<br />

unqualified audit opinion—the most positive opinion an audit<br />

firm is able to issue. <strong>Heartland</strong> has received unqualified audit<br />
