Fostered children and young people

to benefit from an award-winning

programme

Rochdale Borough Council is implementing the innovative Mockingbird

programme, run by the UK’s leading fostering charity the Fostering Network.

The programme has seen off other outstanding projects to win the Big Impact Award at

this year’s Third Sector Awards.

Mockingbird is a pioneering fostering model, which sees a constellation of fostering

households set up in a similar structure to that of an extended family, and is predicated on

the idea that it takes a village to raise a child. The model is being introduced in Rochdale

to further support children and young people in care as well as foster carers.

Its success is seen in preventing relationship breakdowns in fostering households and

retaining foster carers who may otherwise have left the role. Where the model has already

been implemented it has helped local authority fostering services nationally avoid costs of

around £3million in under two years.

Councillor Kieran Heakin, cabinet member for children’s services,

said: “We are very excited to bring the Mockingbird programme to

Rochdale. Our fostering team are well underway with setting it up

and it should be a real support and benefit to our foster carers and

result in positive outcomes for children on our care, which is always

our aim. We’re always tremendously grateful to our foster carers

for all they do and we’re delighted to work closely with them on

implementing Mockingbird.”

This extended family model provides a high level of stability to

children and young people and strengthens relationships between

all members of the constellations, including birth families and social

workers.

The Fostering Network’s Head of the Mockingbird programme, Lily Stevens, said: “We

are delighted to have won in this category. It is testament to the faith of our funders and

partners in a compassionate, sustainable, new way of delivering foster care. It is also

speaks volumes about the efforts of everyone involved in the programme.”

Mockingbird is not the only innovative project the council is part of that supports

positive outcomes for children in care, or on the edge of care. The council has recently

implemented the No Wrong Door model, a multi-agency approach based around a

residential hub to provide care and outreach support for young people aged nine and

above. It sees social workers work collaboratively with health and police colleagues as well

as foster carers. It aims to support young people to move into a family setting giving them

support and a true sense of permanence to improve their outcomes.

There is a need for foster carer roles in both the Mockingbird and the No Wrong Door

models which the council is keen to recruit to.

This month we moved into a second lockdown and I know

that these necessary restrictions have had different effects on

many local people. If you or someone you know are struggling

with the new measures please remember that my office is

always here to help, so please do get in touch.

Crime is one of the most common issues raised with my office so I hold regular meetings with

Greater Manchester Police to ensure that we are sharing information and residents concerns

are being passed on. This month it was good to hear that GMP have had particular successes

on drug crime and that additional resources have been put into tackling anti-social behaviour.

I am also pleased to report that the Government’s pledge to bring more police to our streets

has so far seen an additional 193 officers in Greater Manchester.

My latest survey about the Greater Manchester Spatial Framework (GMSF) is open on my

website now. This is a really important subject for many people, for many reasons and I want

to hear your views. Please take a few minutes to complete my survey and let me know your

thoughts and concerns.

This month I spoke in the House on the Animal Welfare Bill, which seeks to provide better

protection for animals and longer sentences for those who mistreat them. This bill will also

provide better protection to service animals who are harmed in the line of duty.

I was also pleased to speak on the Overseas Operations Bill which will protect our armed

forces personnel from malicious litigation after active service. I was particularly pleased to

raise the issue of Op Banner which I know is important to many constituents.

CCTV installed in Ashworth Valley

Local Friends group, The Friends of Ashworth Valley

has installed CCTV cameras in Ashworth Valley to deter

fly-tippers from the beauty spot.

The security devices have been installed as the area has been

plagued by fly-tipping for years, making it one of the borough’s

worst hit areas for dumped waste. Matching signage has also been

installed after a major fundraising campaign over the summer.

Previous items removed from the site include hundreds of tyres,

catering jars of peanut butter, a car bumper and headlights, as

well as typical household rubbish and rubble. Earlier this year,

fencing was installed which has made a positive difference to

the waste dumped in the area.

Paul Ellison from The Friends of Ashworth Valley said:

“Many mobile cameras will be targeting certain areas

throughout the valley, in an attempt to catch these criminals in

the act. The security cameras are a joint venture with Rochdale

Borough Council, where any footage caught is under the

ownership of the council, whilst The Friends will make sure the

cameras are maintained and monitored. Thank you to everyone

who donated.”

Earlier this year, figures from the BBC Shared Data Unit showed

that Rochdale had one of the highest rates of major fly-tipping

incidents in the country last year.

In 2018/19, 939 major incidents were recorded in the borough –

the eighth highest in England – costing £300,210.

The cost of removing such large-scale fly-tipping locally last year

took up a 52% chunk of the overall clearance cost – even though

the number of large incidents accounted for 18% of the total of

all fly-tipping incidents reported.

In total for the year 2018/19, local taxpayers spent £576,047

clearing 5,218 incidents.

Councils are able to issue on-the-spot fines to fly-tippers and to stop, search and seize

vehicles suspected of being used for fly-tipping.

Local authorities and the Environment Agency are also able to issue penalties of up to £400

to householders who do not pass their waste to a licensed carrier and whose waste is then

found fly-tipped.

The Rotary Club of Heywood

Santa Claus is Coming to Town

Father Christmas is getting ready to spread some cheer to

the community of Heywood but even some of his helpers have

had to Isolate due to the Corona Virus.

The Rotary Club of Heywood have provisionally arranged to have Santa and his sleigh

visiting the Streets of Heywood up to the 20th December. The Current Covid Crisis has

effected our Schedule due to the Government Covid shut down rules. For more details

and to find out the exact route the sleigh will be taking this year please check out our

Facebook page. You can find our page by searching for The Rotary Club of Heywood.

Please note, there are no numbers after our name.

As we must work to Rotary International rules, we have been informed that once we

are out with the sleigh, we will not be able to knock on doors with our usual bucket

collection. We have therefore set up a Just Giving page for residents to make donations

if they so wish. A link to our just giving page can be found on our Facebook page.

Any money raised will be used to provide help to individuals and community

organisations to make life better for all. Some of the

charities we are supporting this year are

Heywood Food Bank, tree planting to help

save the planet and helping towards the

Rotary International project to help

Eradicate Polio throughout the world.

The History and Traditions

of Christmas Through the Ages

With Christmas fast approaching,

no doubt many of us will be thinking

how different this year will be to our

usual family celebrations. It would be

interesting to look back and understand

how our forebearers celebrated and

just how their beliefs shaped our own

traditions.

Many of the traditions that we celebrate

today have their basis in the Winter

Solstice celebrations of years gone by. The

holiday was called Saturnalia in honour of

Saturn the God of Agriculture. The season

was named in honour of the birthday of

the Unconquered Sun and it was a time

celebration. The people believed that as the

Sun God grew and matured, the days would

become longer and warmer. Live evergreens

were brought into the home during harsh

winters as a reminder that soon crops would

grow again.

Christmas. The Christmas Pudding

first began in the 1th entury

of beef and mutton

with raisins, currents,

prunes, wines, and

spices. By 1595 it had

taken on the guise of

the fruit pudding that

we are familiar with

today, and by 1650 it had

become the customary

FRIENDS OF HOPWOOD PARK

The Tree

House Café

at Hopwood Park

The current Covid-19 pandemic has brought many challenges

and unexpected turns for all of us, especially small businesses.

In a very short time, with the support of our community, The Tree

House Café at Hopwood Park, a converted bus shelter, had established

itself as a popular, small café sitting at the entrance to Hopwood Park,

Heywood.

Having been open for just 18 months when the pandemic hit, we were

forced to close our doors to

our customers for the first lock

down in March 2020. However,

being closed did not prevent

our staff and volunteers from

fulfilling our purpose to help

many within the community.

We have diversified by

providing a voluntary homebaked

delivery service for three

months, followed by a takeaway

service, after which we

re-opened with reduced seating

when we were permitted to.

Currently, in the second lock

down, we are very busy both baking and

providing a take-away service again. We

have done whatever we can to try and keep

people cheerful, positive and motivated in

these difficult times.

The primary purpose of The Tree House

Café, as with many other community

projects, was to fulfil a recognised need to provide a hub and bring

people together to improve well-being.

highlighted that the value of a

hub within the community can

never be underestimated.

The needs of our community

have changed dramatically

in the last nine months and

we have worked hard to

successfully adapt the business

to fulfil these needs and provide

support to many individuals

and families.

Although the provision of food has been our

focus, there have been many unexpected

additional benefits of staying productive and

active. The subsequent feedback received

from so many of our customers has been

overwhelming, many expressions of thanks

and appreciation from worried elderly

residents, anxious single parents, busy

parents trying to balance home schooling

with working from home, individuals who

live alone experiencing loneliness, bereaved

partners, widows and widowers, new

mums and unsettled youths. Many have just

needed a listening ear and a friendly face to

keep their spirits up. Being able to meet with

a small group of six, or with one friend for

a chat and a coffee and sit in the park has

been a life saver and a sanctuary for many.

With the added benefit of having Hopwood

Park so close to the Café, our customers

have been able to obtain benefit from sitting

outdoors, socially distanced.

The Tree House Café has ironically been in

the right place at the right time and our aims

are to continue to meet the needs of the

community who have supported us.

Mission accomplished as World War Two

veteran’s garden is transformed by volunteers

A 102-year-old World War Two veteran from

Rochdale has had his garden made over

by selfless volunteers – so he can remain

independent.

Part of Groundwork GM, Operation Re-Org had been approached

by the Rochdale British Legion at the Armed Forces Breakfast Club

on Thursday 8 October, asking if several paving stones could be

sourced so that veteran Harold Burgess could continue to hang his

washing out in his garden on Ravendale Close independently.

Harold, 102, began his career during World War Two in 1939,

starting in North Africa before travelling through Sicily and Italy. He

returned to the UK for the D-Day Landings before fighting his way

through Nazi Germany with the 7 Medium Regiment Royal Artillery,

transporting 6 inch Howitzer cannons.

Upon further investigation, it was discovered that more than a

few paving slabs would be needed, so Operation Re-Org turned to

social media, asking for assistance across several veterans’ groups.

Rochdale Council’s Armed Forces Officer, Caen Matthews then

contacted Man of Rochdale Paul Ellison to see if he could help, and

a volunteer appeal was made.

After an overwhelming response seeing money, equipment and time

donated, Harold’s garden was completely transformed over the

weekend of 14-16 October by an army of volunteers: Wayne Stott,

Ian Marshall, Gaz Stevenson, Alex Sharifi, Tim Ormerod, Paul Ellison,

Tosh Brogan, Aimi McConnell, Adam Nesbitt, Chris Baddeley, Jordan

Simpson, Rick Solan - RS Landscapes, Christine McHugh and Roy

Down from Rochdale In Bloom, plus little helpers Caitlin Watson,

11, and Niamh McConnell, 8.

Terry Morley, Operation Re-Org Manager from Groundwork GM,

said: “I had the utmost pleasure to chat with Harold. He is one of

the nicest, bravest and most humble men I have ever met and he

asked me to thank everyone for their contributions, work completed

and messages he received. 102 and still going strong; a true

veteran and gentlemen we are all very proud of.

“The biggest thank you must go to Paul Ellison for projecting

managing this. Without his knowledge, contacts and true community

spirit, it would never have turned out so well, so quick and with very

little disturbance to Harold.”

Paul Ellison, who helped manage the project, added: “It was

fantastic to be part of this project, and to see the community

come together for such a special gentleman. Well done to all the

volunteers and supporters.”

tool hire, Gordon Riggs garden centre, Christine Campbell from

Garden of Eden, John Swinden the singing jeweller, Steven Dougie

carpet to finish off the transformation.
