Walter Williams loved teaching.<br />

Unlike too many other teachers today,<br />

he made it a point never to impose<br />

his opinions on his students. Those<br />

who read his syndicated newspaper<br />

columns know that he expressed his<br />

opinions boldly and unequivocally<br />

there. But not in the classroom.<br />

Walter once said he hoped that, on<br />

the day he died, he would have taught<br />

a class that day. And that is just the<br />

way it was when he died on Wednesday,<br />

Dec. 2, <strong>20</strong><strong>20</strong>.<br />

He was my best friend for half a<br />

century. There was no one I trusted<br />

more or whose integrity I respected<br />

more. Since he was younger than me,<br />

I chose him to be my literary executor,<br />

to take control of my books after I was<br />

gone.<br />

But his death is a reminder that no<br />

one really has anything to say about<br />

such things.<br />

As an economist, Walter Williams<br />

never got the credit he deserved. His<br />

book “Race and Economics” is a<br />

must-read introduction to the subject.<br />

Amazon has it ranked 5th in sales<br />

among civil rights books, nine years<br />

after it was published.<br />

Another book of his, on the effects<br />

of economics under the white supremacist<br />

apartheid regime in South Africa,<br />

was titled “South Africa’s War Against<br />

Capitalism.” He went to South Africa<br />

to study the situation directly. Many<br />

of the things he brought out have<br />

implications for racial discrimination<br />

in other places around the world.<br />

I have had many occasions to cite<br />

Walter Williams’ research in my own<br />

books. Most of what others say about<br />

higher prices in low-income neighborhoods<br />

today has not yet caught up to<br />

what Walter said in his doctoral dissertation<br />

decades ago.<br />

Despite his opposition to the welfare<br />

state, as something doing more<br />

harm than good, Walter was privately<br />

very generous with both his money<br />

and his time in helping others.<br />

He figured he had a right to do whatever<br />

he wanted to with his own money,<br />

but that politicians had no right to<br />

take his money to give away, in order<br />

to get votes.<br />

In a letter dated March 3, 1975,<br />

Walter said: “Sometimes it is a very<br />

lonely struggle trying to help our<br />

people, particularly the ones who do<br />

not realize that help is needed.”<br />

In the same letter, he mentioned a<br />

certain hospital which “has an all but<br />

written policy of prohibiting the flunking<br />

of Black medical students.”<br />

Not long after this, a professor at a<br />

prestigious medical school revealed<br />

that Black students there were given<br />

passing grades without having met the<br />

standards applied to other students. He<br />

warned that trusting patients would<br />

pay – some with their lives – for such<br />

irresponsible double standards. That<br />

has in fact happened.<br />

As a person, Walter Williams was<br />

unique. I have heard of no one else<br />

being described as being “like Walter<br />

Williams.”<br />

Holding a black belt in karate,<br />

Walter was a tough customer. One<br />

night three men jumped him – and two<br />

of those men ended up in a hospital.<br />

The other side of Walter came out<br />

in relation to his wife, Connie. She<br />

helped put him through graduate<br />

school – and after he received his<br />

Ph.D., she never had to work again,<br />

not even to fix his breakfast.<br />

Walter liked to go to his job at 4:30<br />

a.m. He was the only person who had<br />

no problem finding a parking space on<br />

the street in downtown Washington.<br />

Around 9 o’clock or so, Connie – now<br />

awake – would phone Walter and they<br />

would greet each other tenderly for<br />

the day.<br />

We may not see his like again. And<br />

that is our loss.<br />

It’s become our tradition at this time of<br />

year to share one of the most iconic editorials<br />

ever written. It appeared for the<br />

first time in 1897 when Laura Virginia<br />

O’Hanlon sent the following letter to The<br />

(New York) Sun:<br />

Dear Editor:<br />

I am 8 years old. Some of my little friends<br />

say there is no Santa Claus. Papa says, “If<br />

you see it in The Sun, it’s so.” Please tell<br />

me the truth; is there a Santa Claus?<br />

Virginia O’Hanlon, 115 West 95th Street<br />

The reply to Virginia’s letter was penned<br />

by Francis Pharcellus Church, one of The<br />

Sun’s editors who had been a correspondent<br />

during the Civil War:<br />

Virginia, your little friends are wrong.<br />

They have been affected by the skepticism<br />

of a skeptical age. They do not believe<br />

except they see. They think that nothing<br />

can be which is not comprehensible<br />

by their little minds. All minds, Virginia,<br />

whether they be men’s or children’s, are<br />

little. In this great universe of ours man is a<br />

mere insect, an ant, in his intellect, as compared<br />

with the boundless world about him,<br />

as measured by the intelligence capable of<br />

grasping the whole of truth and knowledge.<br />

Yes, Virginia, there is a Santa Claus. He<br />

exists as certainly as love and generosity<br />

and devotion exist, and you know that they<br />

abound and give to your life its highest<br />

beauty and joy. Alas! How dreary would<br />

be the world if there were no Santa Claus.<br />

It would be as dreary as if there were no<br />

Virginias. There would be no childlike<br />

faith then, no poetry, no romance to make<br />

tolerable this existence. We should have no<br />

enjoyment, except in sense and sight. The<br />

eternal light with which childhood fills the<br />

world would be extinguished.<br />

Not believe in Santa Claus! You might as<br />

well not believe in fairies! You might get your<br />

papa to hire men to watch in all the chimneys<br />

on Christmas Eve to catch Santa Claus, but<br />

even if they did not see Santa Claus coming<br />

down, what would that prove? Nobody sees<br />

Santa Claus, but that is no sign that there is<br />

no Santa Claus. The most real things in the<br />

world are those that neither children nor men<br />

can see. Did you ever see fairies dancing on<br />

the lawn? Of course not, but that’s no proof<br />

that they are not there. Nobody can conceive<br />

or imagine all the wonders there are unseen<br />

and unseeable in the world.<br />

You may tear apart the baby’s rattle and<br />

see what makes the noise inside, but there<br />

is a veil covering the unseen world which<br />

not the strongest man, nor even the united<br />

strength of all the strongest men that ever<br />

lived, could tear apart. Only faith, fancy,<br />

poetry, love, romance, can push aside that<br />

curtain and view and picture the supernal<br />

beauty and glory beyond. Is it all real? Ah,<br />

Virginia, in all this world there is nothing<br />

else real and abiding.<br />

No Santa Claus! Thank God! He lives,<br />

and he lives forever. A thousand years from<br />

now, Virginia, nay, ten times ten thousand<br />

years from now, he will continue to make<br />

glad the heart of childhood.<br />

As we move into <strong>20</strong>21, one of our team<br />

will be missing. Syndicated columnist Dr.<br />

Walter E. Williams passed away on Dec. 2.<br />

In <strong>20</strong>19, <strong>Mid</strong> <strong>Rivers</strong> <strong>Newsmagazine</strong> had<br />

the privilege of joining Lindenwood University’s<br />

Hammond Institute of Free Enterprise<br />

in sponsoring Dr. Williams’ participation<br />

in a H. F. Langenberg Memorial Speaker<br />

Series event and two meet-and-greet events.<br />

Those who had the honor of meeting him<br />

and attending his lecture discovered that Dr.<br />

Williams was not only a fierce defender of<br />

liberty, free markets and the Constitution<br />

but also an incisive and witty man.<br />

Dr. Williams cared deeply about America<br />

and its citizens. His insight and passion<br />

will be sorely missed.<br />

Remembering Walter E. Williams<br />

Just wanted to thank the <strong>Mid</strong> <strong>Rivers</strong><br />

<strong>Newsmagazine</strong> for publishing articles by<br />

Dr. Walter E. Williams, who passed away<br />

Dec. 2. I enjoyed his data-driven articles<br />

and clear analysis of the challenges facing<br />

the country. His perspective as an educator,<br />

economist and African American were<br />

unique and his ability to communicate<br />

complex economic and social relationships<br />

in concise, easy to understand, factdriven<br />

articles was unique. What I liked<br />

most about his articles was that while his<br />

topics were very serious and very personal<br />

to him, he approached them as a “happywarrior,”<br />

never calling people names and<br />

never attacking the individual, just their<br />

actions. He was a great man and is leaving<br />

quite a legacy of scholarly accomplishments.<br />

He will be missed.<br />

Attention all drivers<br />

The lever on the left side of the column<br />

is called the turn signal. Use it! It is the<br />

best safety device in the car, except the<br />

driver. It is there for a reason, to signal<br />

what you are going to do.<br />

Be responsible, be respectful, be a good<br />

driver and also put down phone, drinks<br />

and food, and focus on driving. Also, when<br />

wipers are on, headlights and taillights<br />

should be on also. Put the headlight switch<br />

on “auto.” They will come on and turn off<br />

automatically with no adjustment.<br />

Let’s all be more courteous and slow<br />

down. Also, red lights mean stop.<br />

Executive Steve Ehlmann<br />

Mr. Ehlmann has encouraged people<br />

to wear masks and social distance. Obviously,<br />

his encouragement isn’t working<br />

since the COVID cases here in St.<br />

Charles keep going up. A mask mandate<br />

is very necessary. One person’s right not<br />

to wear a mask jeopardizes my right to<br />

life. I also have family members who<br />

are at high risk, and their lives could<br />

be in jeopardy. One person’s right can’t<br />

outweigh the good of all. It’s about time<br />

Mr. Ehlmann takes a hard stand and mandates<br />

masks.<br />

DARDENNE PRAIRIE<br />

Hwy. N renamed within city limits<br />

The city of Dardenne Prairie has formally<br />

renamed the stretch of Hwy. N<br />

located between Bryan Road and Hawks<br />

Ridge Trail as Town Square Avenue. City<br />

officials unveiled the new name during an<br />

official ribbon cutting ceremony on Dec.<br />

3. The name change was approved last<br />

spring.<br />

At a Business Roundtable meeting in<br />

March <strong>20</strong>19, Dardenne Prairie Mayor<br />

David Zucker announced plans to rename<br />

Hwy. N within city limits to “enable easier<br />

identification of business, institutional<br />

and residential addresses as being within<br />

Dardenne Prairie, instead of in surrounding<br />

municipalities.”<br />

Hwy. N runs the entire width of St.<br />

Charles County. The renaming of the highway<br />

is part of the city’s rebranding efforts,<br />

within its long-term plan.<br />

“With shopping, great restaurants and a<br />

movie theater, the Town Square Shopping<br />

Center really is the commercial heart of<br />

our community,” Zucker said. “The renaming<br />

is designed to help out-of-town visitors<br />

find these dining and retail establishments<br />

more easily.”<br />

The renaming includes new lighted<br />

street signage.<br />

Chris Fay, owner of Dialed Scooters &<br />

BMX, which recently opened in the Town<br />

Square Shopping Center, said the change<br />

will help foster the retail district’s identity.<br />

“As both a resident and new business<br />

owner in Dardenne Prairie, I think the<br />

renaming of Hwy. N to Town Square<br />

Avenue will not only make it easier for<br />

those traveling to our locals’ favorite spots,<br />

but also highlight one of this area’s great<br />

shopping and entertainment venues,” Fay<br />

said. “The renaming adds a personal touch<br />

to an already established area.”<br />

O’FALLON<br />

Fort Zumwalt soccer team<br />

wins state championship<br />

At the Dec. 10 council meeting, O’Fallon<br />

Mayor Bill Hennessy awarded a proclamation<br />

on behalf of the city to the Fort<br />

Zumwalt South High boys varsity soccer<br />

team for their recent victory Class 3 Boys’<br />

Soccer State Championship title.<br />

Council member Deana Smith (Ward 1)<br />

presented the proclamation and congratulated<br />

the team, varsity head coach Jim<br />

Layne, and assistant coaches Kevin Jacobsmeyer<br />

and Joe Heuer. The proclamation’s<br />

wording outlined that the 19-member<br />

team had won the championship in spite<br />

of losing five players due to COVID-19<br />

related issues.<br />

Rep. John Wiemann (R-District 103)<br />

also presented a resolution to the team.<br />

Approved action plan<br />

outlines city priorities<br />

Beginning in October, the O’Fallon City<br />

Council and staff worked with Lyle Sumek<br />

Associates to update the city’s strategic<br />

planning document. That included connecting<br />

with residents, businesses, and<br />

local associations to obtain their input. As<br />

a result of that work, a set of <strong>20</strong>21 action<br />

items have been identified, with details<br />

still to be defined.<br />

At the Dec. 10 council meeting, Resolution<br />

<strong>12</strong>-10-<strong>20</strong><strong>20</strong>J was approved by a vote<br />

of 10-0. The resolution formally adopts<br />

the <strong>20</strong>21 strategic plan action items, and<br />

authorizes the city administrator to implement<br />

the plan.<br />

Top priority targets for <strong>20</strong>21 are:<br />

• O’Fallon Station: development<br />

• Industrial/logistics attraction strategy:<br />

development<br />

• Trail master plan/connectivity: direction<br />

• Business incubator space: report and<br />

direction<br />

• Police department stabilization: direction<br />

and city actions (including 360 study<br />

completion and actions)<br />

• Downtown Overlay District: implementation<br />

High priority targets and actions for<br />

<strong>20</strong>21 are:<br />

• Public-private partnership: definition<br />

and direction<br />

• Sports tourism development: definition<br />

and direction<br />

• Police technology upgrades: direction<br />

and funding/body cameras; dash cameras;<br />

computer-aided dispatch (CAD); records<br />

O’Fallon discusses water<br />

line repair proposition<br />

Bill No. 7268, sponsored by Mayor Bill<br />

Hennessy, was given a first reading at the<br />

O’Fallon City Council meeting on Dec.<br />

10. The bill would allow the city to take<br />

a first step toward a new program to provide<br />

assistance for the repair of a break on<br />

the resident’s side of the water service line,<br />

similar to the city’s existing Sewer Lateral<br />

Insurance Program.<br />

If approved, the bill would allow the<br />

placement of a proposition authorizing a<br />

fee for the repair or replacement of water<br />

lines extending from the water main to a<br />

residential dwelling due to failure of the<br />

line on the April 6, <strong>20</strong>21, ballot.<br />

If normal procedure is followed, the<br />

second reading and vote for passage to<br />

place the proposition on the ballot will take<br />

place at the council meeting on Jan. 14.<br />

The water service line provides potable<br />

water to residences in O’Fallon. These service<br />

lines often fail due to poor installation<br />

methods or degradation of the pipe material<br />

over time.<br />

The city code provides that the water<br />

provider covers cost of service line repairs<br />

between the water main and the curb stop<br />

or exterior meter. The property owner is<br />

responsible from the curb stop or exterior<br />

meter to within the house. The cost to<br />

repair service lines can be expensive, and<br />

the process can be cumbersome from a<br />

residential perspective.<br />

If approved by voters, the proposed fee<br />

program (not to exceed $<strong>12</strong> per household,<br />

annually) would allow the city to<br />

set up and operate a water service line<br />

insurance/repair program. Residential<br />

for which the year’s assessed fee and<br />

taxes have been paid would be covered.<br />

The program would be managed by the<br />

Water & Sewer Division. Proposed ballot<br />

language for the proposition has been prepared<br />

by the city attorney.<br />

ST. CHARLES COUNTY<br />

Remembering Miriam Mahan<br />

Miriam Mahan, the visionary leader who<br />

co-founded Sts. Joachim and Ann Care<br />

Service and served as its original executive<br />

director, unexpectedly passed away on<br />

Nov. 27 at age of 72.<br />

Mahan immigrated to the United States<br />

at the age of <strong>12</strong> and continued the commitment<br />

to social work that her father had<br />

instilled in her in her native Cuba. In high<br />

school, she founded the “14 Club” with<br />

a group of friends to mirror the 14 works<br />

of mercy. The club would visit patients<br />

with chronic mental illness at a hospital in<br />

downtown St. Louis.<br />

Her service in the community continued<br />

into adulthood when Mahan would welcome<br />

the poor into her home, feed them<br />

and give them a place to stay. It was no<br />

surprise that she was one of seven leaders<br />

chosen to raise funds for a new parish –<br />

Sts. Joachim and Ann. Of the funds raised,<br />

10% would be designated for human rights,<br />

which was close to Miriam’s heart. The<br />

group raised $5,000, and used the 10% as<br />

seed money needed to start an agency to<br />

help the poor in St. Charles County.<br />

Miriam, along with Father Robert<br />

Leibrecht and three volunteers, took that<br />

$500 and Sts. Joachim and Ann Care Service<br />

was born. The agency had its start in<br />

1981 feeding and counseling the poor from<br />

volunteers’ kitchen tables, cars and garages.<br />

In 1982, Mahan gathered 180 volunteers to<br />

help find safe shelter and food for families<br />

affected by flooding.<br />

Over the last 39 years, the agency has<br />

continued to improve its services, providing<br />

more in-depth assistance. Nationally<br />

accredited by the Council on Accreditation<br />

since <strong>20</strong>11, the Care Service is one of<br />

the largest, most comprehensive Catholic<br />

organizations within the tri-county area,<br />

with a nearly $3 million budget and serving<br />

3,6<strong>12</strong> individuals in <strong>20</strong>19. Today, the Care<br />

Service provides families and individuals<br />

who are homeless, or at risk of being<br />

homeless, with comprehensive, direct services<br />

through the Care Service’s integrated<br />

approach toward establishing long-term<br />

family self-sufficiency and communitywide<br />

systemic change.<br />

Mahan served as the executive director<br />

of the Care Service for 35 years, advocating<br />

for the poor and vulnerable. Her coworkers<br />

and friends describe her as “brave and fearless<br />

in her quest to find funding to help the<br />

underprivileged.” Even after she retired as<br />

the executive director in <strong>20</strong><strong>16</strong>, she continued<br />

her service for the agency as an active<br />

volunteer for the social justice committee,<br />

COAD (Community Organizations Active<br />

in Disaster) and the Long-Term Recovery<br />

Committee.<br />

Mahan possessed a fearless, servant heart<br />

but like a lion defending cubs, according to<br />

Care Service staff, who say she would fight<br />

for anyone unable to fight for themselves.<br />

“She received many awards and accolades<br />

in her lifetime of community service but she<br />

measured her success in terms of the people<br />

whose lives she touched. Her arms were<br />

open to all and anyone blessed to have been<br />

greeted with her big smile or wrapped in her<br />

warm embrace knew what it felt to be cared<br />

for and loved,” a press release announcing<br />

her passing noted. “Miriam possessed the<br />

unique ability to make each person feel like<br />

the most important person in the world and<br />

in doing so she changed lives with her open<br />

mind and heart. Throughout her years of<br />

service to the Care Service she guided and<br />

mentored staff, teaching them to care for the<br />

most vulnerable among us. Miriam’s legacy<br />

lives on in the lives she changed and the<br />

Care Service organization that continues<br />

her work.”<br />

offers tools for residents<br />

St. Charles County’s Department of<br />

Information Systems has released an<br />

improved and redesigned Geographic<br />

Information Systems (GIS) mapping<br />

service at maps.sccmo.org. The service<br />

enables users to access map-based data<br />

about the county.<br />

The GIS mapping service can be used by<br />

the public in a variety of ways:<br />

• The map automatically opens to a<br />

county-wide map that has county and<br />

municipal boundaries and jurisdictions<br />

labeled, allowing for better understanding<br />

of the layout and landscape of the community.<br />

Municipalities are color-coded and<br />

unincorporated areas are beige. Users can<br />

zoom in to see roads and other thoroughfares<br />

in detail.<br />

• When searching for a home or business<br />

property in the area, users can access<br />

assessment and parcel data by entering the<br />

address of a location.<br />

• Residents can learn more about the<br />

county through various selections available<br />

under the “Layers List” option. Available<br />

data includes voting districts, County<br />

Council districts, boundaries for school districts<br />

and utility service providers, zoning<br />

information, park trails, physical features<br />

and topography, and more. Maps with the<br />

selected data can be printed by users.<br />

HEROES IN HINDSIGHT<br />

Looking back at some of the people who made a difference in <strong>20</strong><strong>20</strong><br />

There’s no denying that <strong>20</strong><strong>20</strong> was a more<br />

than difficult year, and yet, in the midst of<br />

all its challenges, heroes emerged.<br />

Each of us have heard stories of students<br />

who volunteered to make personal<br />

protective equipment (PPE), teachers<br />

who pivoted more than once to ensure<br />

that virtual learning was all that it could<br />

be, and healthcare workers who geared<br />

up in layers of PPE and worked exhausting<br />

shifts to care for COVID-19 patients.<br />

We wish we could share every one of those<br />

stories, but space is limited.<br />

What’s not limited is our gratitude. So,<br />

as we look back across <strong>20</strong><strong>20</strong>, we wanted<br />

to share just a few stories of front line<br />

workers – and say thanks to all the heroes<br />

making a difference every day.<br />

• • •<br />

“As everyone can attest to, it’s been kind<br />

of a crazy year, kind of a learn as you go<br />

year,” said Joe Woodrome,<br />

who works nights as an emergency<br />

services technician at<br />

SSM St. Joseph Hospital in<br />

St. Charles. “ It’s been hectic,<br />

but I try to keep a positive<br />

attitude.”<br />

The surge of patients<br />

coming into the ER in <strong>20</strong><strong>20</strong><br />

has made his job “stressful at<br />

times.”<br />

“I have a plethora of<br />

things that I do,” Woodrome<br />

Woodrome<br />

explained. “I work as an EMT right now,<br />

soon to be a paramedic in the emergency<br />

department and I’ll assist with triaging<br />

patients and assessing their level of acuity.”<br />

One of the most important aspects of his<br />

job he said is to be reassuring.<br />

“Usually it’s the worse day of their life<br />

when (patients) have to come to the ER. I<br />

try to let them know that they’re in good<br />

hands,” Woodrome said.<br />

With the unexpected nature of the<br />

COVID-19 virus, reassurance hasn’t<br />

always been easy.<br />

“There’s some happy stories. There’s some<br />

sad stories,” Woodrome said. He reflected<br />

on one elderly gentleman who was coming<br />

close to the end of his life. “He lives by<br />

himself at home and was concerned for his<br />

family and very aware that it was coming<br />

closer to his time. So, he came to the emergency<br />

department. It was really touching<br />

because we haven’t been allowing visitors<br />

into the ER, except in extreme cases, of<br />

course, so in a way we were like his family.”<br />

Woodrome said the gentleman shared<br />

stories of his life, which proved to be a<br />

Dr. Jeremy Leidenfrost and St. Luke’s ECMO team<br />

good lesson.<br />

“It’s good to remember that patients aren’t<br />

just a name, or a face, or a room number.<br />

People have stories and lives,” Woodrome<br />

said. He said getting to know those stories<br />

and the people who have lived them helps<br />

to reassure him that he went<br />

into the right profession.<br />

Joseph Hospital in St. Charles,<br />

which formerly housed the<br />

hospital’s cardiac telemetry<br />

unit.<br />

“Since March, we’ve been<br />

turned into the COVID unit<br />

so we have been solely taking<br />

care of COVID patients,”<br />

Manoli said. “It has been kind of a rollercoaster.<br />

“Some of our patients have little to no<br />

symptoms but need a little bit of oxygen;<br />

others require more care.” She paused to<br />

collect her thoughts. At the end of a long<br />

shift, she was no doubt tired<br />

but you could hear a well of<br />

emotion just below the surface<br />

of her words.<br />

“Sorry,” she said. “I have<br />

a lot of thoughts running<br />

through my head. It’s been<br />

hard, honestly. You see these<br />

patients come in and you hear<br />

their stories, you talk to their<br />

family members, you hear<br />

their concerns and then, when<br />

they have a status change, you<br />

see them gasping for air.<br />

“There’s been more times, being on<br />

the COVID unit, when we’re putting our<br />

patients into body bags, which is quite different<br />

than what we were doing whenever<br />

we were the cardiac telemetry floor. Nine<br />

times out of 10, you could manage the<br />

care of (cardiac patients) but with COVID,<br />

there are times when it almost seems like<br />

its out of your hands. The virus just takes<br />

over.”<br />

Hope, she said, is critical and so, she<br />

shares the story of her grandmother who<br />

spent 14 months in the tuberculosis unit of<br />

a hospital “back in the day.” The story has<br />

a hopeful, happy ending.<br />

“She actually met my grandfather there,”<br />

Manoli explained. “He was there for 17<br />

months. Once they were both released,<br />

they ended up getting married and having<br />

six kids. I think that’s a glimmer of hope, so<br />

I like to share that story with my patients.”<br />

She said she also has hope for a vaccine,<br />

but precautions will still be necessary. Her<br />

best advice is to “continue to mask up and<br />

keep your hands out of your eyes and nose<br />

… and practice social distancing.”<br />

A nurse for 2.5 years, Manoli has a toddler<br />

who just turned two, which can make<br />

those long shifts seem even longer.<br />

“Sometimes I’m at the hospital for 15<br />

or <strong>16</strong> hours at a time,” she said. “But I<br />

wouldn’t trade what I do.”<br />

She said she and her coworkers<br />

(“who are awesome”)<br />

make it through those long<br />

shifts by frequently checking<br />

on each other in terms of tasking<br />

but also their state of mind.<br />

“Candy helps too,” she said.<br />

Katie Johns, RN, has<br />

worked in St. Luke’s ICU for<br />

five years. Like Manoli, she<br />

has been on the front line<br />

of the COVID-19 response. And like her<br />

colleagues in hospitals across the country<br />

she has gone to extreme measures to bring<br />

her patients and their families compassion<br />

alongside critical care.<br />

This past October, Johns was caring<br />

for a patient with COVID-19 who had<br />

to have life support removed. Afterward,<br />

the patient’s wife notified St. Luke’s that<br />

Johns had “moved mountains” to help the<br />

patient’s wife be able to say her last goodbyes.<br />

It was not an easy task since the wife<br />

had also tested positive for COVID-19.<br />

“Her kindness and compassion during<br />

this was above and beyond any I have<br />

known,” the wife wrote of Johns. “She<br />

explained everything that was going on<br />

and expressed sorrow for my ordeal. She<br />

stayed with me as I watched his life ebb<br />

away.”<br />

For the wife of a BJC St. Peters patient,<br />

it was the kindness of an ICU nurse named<br />

LeeAnn that stood out and made the<br />

unthinkable bearable.<br />

“I would call every day and all of the<br />

nurses were very nice but LeeAnn just<br />

stood out,” the patient’s wife wrote in<br />

a note to the hospital. She noted that her<br />

husband entered the hospital’s hospice program<br />

on Oct. 8, and then she and one other<br />

family member could visit him, suited up<br />

in full PPE.<br />

“My grandson and I went in and my<br />

daughter and granddaughter stood outside<br />

the glass wall/door of his room. LeeAnn<br />

was there since she works days. I can’t<br />

tell you what a blessing to us she was,”<br />

the wife wrote. “She helped my grandson<br />

and me suit up; she comforted and<br />

answered questions for my daughter and<br />

granddaughter. Once they took him off<br />

the ventilator, she never left his room,<br />

always talking to me for the <strong>20</strong> minutes<br />

that he lived.<br />

“She treated us like family.”<br />

“It’s been a heck of a year. Everyone<br />

can agree to that, but hopefully at some<br />

point soon (the pandemic) will be coming<br />

to a close. I think there’s an end in sight,”<br />

Woodrome said. “Researchers are advancing<br />

COVID-19 vaccines and we know<br />

more about the virus and how to treat it.<br />

We’ve learned a lot this year and hopefully<br />

going into <strong>20</strong>21, we’ll be able to be more<br />

prepared for any influxes (of COVID-19<br />

cases).”<br />

Still, going into <strong>20</strong>21, Woodrome said<br />

it’s important to remember that Jan. 1 isn’t<br />

going to look much different than Dec. 31.<br />

He and Manoli stressed the importance<br />

of good hand washing, wearing a mask<br />

in public, keeping gatherings small and<br />

avoiding hand to face contact.<br />

Perhaps for <strong>20</strong>21, Woodrome has the<br />

best resolution of all: “Take care of your<br />

people, help others when you can and try<br />

to keep yourself and other people safe.”

At its Dec. 7 meeting, the St. Charles<br />

County Council held a work session that<br />

took up the <strong>20</strong>21 budget proposed by<br />

County Executive Steve Ehlmann.<br />

In it, Ehlmann noted the extraordinary<br />

circumstances faced by the county this<br />

year. One month ago, Ehlmann noted, “…<br />

working to provide necessary funds for the<br />

delivery of public services amidst the coronavirus<br />

pandemic has presented unique<br />

challenges to county government, the likes<br />

of which have not been experienced since<br />

the Spanish Flu Pandemic of 1918.”<br />

On Dec. 7, he noted that the recommended<br />

budget mirrors an improved<br />

county financial picture, compared to the<br />

budget presented a year ago, as county<br />

sales tax revenues are currently 4.5%<br />

above where they were last year, as of the<br />

end of September. He also stated that the<br />

total balance of the county’s general fund<br />

had increased to $22 million, which bettered<br />

estimates by $4.7 million.<br />

In view of those strong numbers, Ehlmann<br />

is recommending a 4% pay raise for<br />

County Council discusses budget<br />

amidst pandemic, fiscal pressure<br />

county employees in <strong>20</strong>21, and a total of<br />

39.6 new positions. The new positions will<br />

help to alleviate what he said were critical<br />

staffing shortages in the county public<br />

safety departments.<br />

While the county revenues look stable at<br />

this point, Ehlmann noted that the current<br />

situation did rely on steady tax revenues,<br />

which account for nearly 60% of total general<br />

fund proceeds, and that any decrease i<br />

in the rate of revenue growth would have<br />

serious adverse consequences for future<br />

funding imperatives. He noted that the<br />

county has been, historically, a careful<br />

overseer of public finance and taxpayer<br />

dollars, but his budget message did state,<br />

for the record, “…county government will<br />

face financial challenges in the future. The<br />

(COVID-19) pandemic has been a serious<br />

distraction in efforts to develop a strategy<br />

of how to deal with those challenges …”<br />

He went on to state that the county remains<br />

committed to funding essential services<br />

and maintains priorities for safe neighborhoods,<br />

public safety and investment in<br />

RIVERPOINTE: Changed but proceeding<br />

After several years of planning and organizing,<br />

the city of St. Charles started the<br />

Bangert Island Riverfront Transformation<br />

Project in early <strong>20</strong>19. In mid-<strong>20</strong><strong>20</strong>, it was<br />

renamed the Riverpointe Project.<br />

As of November <strong>20</strong><strong>20</strong>, Brad Temme, the<br />

city’s director of engineering, reported that<br />

Phase 1 of Riverpointe was under construction.<br />

While the city failed to receive<br />

U.S. Department of Transportation Better<br />

Utilizing Investments to Leverage Development,<br />

or BUILD, grants (applied for in<br />

<strong>20</strong>19 and <strong>20</strong><strong>20</strong>) to help offset the project’s<br />

estimated $15.8 million cost, Temme said<br />

the project will not be slowed down.<br />

“We had not counted on those grants, and<br />

other funding sources had already been<br />

identified,” he said.<br />

Regarding the state of construction,<br />

Temme said, “We now have approximately<br />

7 acres pad-ready and are currently working<br />

with the Corps of Engineers to permit<br />

the construction of the back 13 acres of<br />

Phase 1, which should start late this year or<br />

early next year. The pandemic has slowed<br />

some of the development deals down, but<br />

we still have several in the works that will<br />

be a great start.<br />

It’s not only the name of the development<br />

that has changed as the city has<br />

moved from concept to construction. The<br />

project plan also has been tweaked.<br />

Originally, the Riverpointe plan called<br />

for creating a water-quality basin at the<br />

outflow of Crystal Springs Creek and elevating<br />

over 100 acres above the 500-year<br />

floodplain. Additionally, the U.S. Army<br />

Corps of Engineers had planned to remove<br />

decades of sediment deposits from a side<br />

chute of the Missouri River that had essentially<br />

tied the <strong>16</strong>0-acre Bangert Island, currently<br />

a St. Charles County park, to the<br />

St. Charles riverfront. As a result, Bangert<br />

Island would become an island once more.<br />

Those measures were expected to prevent<br />

the catastrophic flooding experienced by<br />

the area in recent years.<br />

However, that plan has changed to<br />

include raising the entire Riverpointe project<br />

above the floodplain, enhancing the<br />

area’s existing habitat and foregoing the<br />

creation of the water-quality basin.<br />

According to Dan Mann, assistant city<br />

engineer, “The entire Riverpointe project<br />

will be elevated above the 500-year<br />

floodplain to prevent flooding of the development,<br />

while also protecting adjacent<br />

flood-prone properties along Arena Park-<br />

The Missouri Department of Transportation<br />

presented to the County Council on<br />

Nov. 30 its plan for a road design-build<br />

project along the I-70 corridor from Cave<br />

Springs Road to the Fairgrounds Road.<br />

In a presentation delivered via video conference,<br />

MoDOT project engineer Stacey<br />

Smith outlined the goals of and need for<br />

the project, stating that the aging interstate<br />

must be improved and this project was a<br />

useful step in that direction. She said the<br />

completed project would improve traffic<br />

safety and efficiency, while “… supporting<br />

connectivity for the local community.”<br />

Smith also said it would provide a<br />

durable transportation infrastructure while<br />

allowing for future expansion, which she<br />

deemed as quite important. She also noted<br />

that minimizing any adverse impacts to the<br />

traveling public was yet another one of the<br />

project’s goals.<br />

She took pains to point out that the project<br />

would comply with federal and state<br />

guidelines for minority inclusion in the<br />

development project, with 14.7% minority<br />

contracting and 6.9% female contracting,<br />

thus achieving the desired diverse workforce.<br />

She admitted, under questioning,<br />

that the project would not, at the moment,<br />

increase capacity or traffic flow, but that it<br />

would leave open the possibility for such<br />

improvements in the future.<br />

The project has a $62 million budget,<br />

which Smith said breaks down to 85%<br />

federal funding and 15% state and county<br />

funding. The budget amount associated<br />

with the St. Charles County Cost Share<br />

program is $10 million.<br />

While some specifics remain to be<br />

ironed out, Smith said MoDOT planned to<br />

deliver the project contracts by June <strong>20</strong>21,<br />

with construction beginning in fall <strong>20</strong>21. A<br />

completion date of late <strong>20</strong>23 is anticipated.<br />

While most of the council members<br />

seemed generally satisfied with the facts<br />

of the presentation, Council member Joe<br />

Cronin (District 1), a longtime voice of<br />

fiscal caution on the board, asked, “What<br />

are we getting for our $62 million bucks?”<br />

Smith said the project would alleviate<br />

congestion at on-ramps and off-ramps, but<br />

noted that that there is no plan in place to<br />

add lanes to I-70 at this time.<br />

County Executive Steve Ehlmann<br />

seemed clearly irritated by the presentation,<br />

especially in regard to the immediate<br />

lack of increased capacity. He accused<br />

MoDOT of not listening to the needs of the<br />

county and said the project’s objectives<br />

should have been met a long time ago.<br />

“I don’t know where they<br />

are coming from!” Ehlmann<br />

exclaimed. “(MoDOT) …<br />

ought to be doing more listening.”<br />

His statement brought a<br />

short round of applause from<br />

the crowd that had remained for<br />

the long meeting.<br />

Holiday stress coming from<br />

a different source this year<br />

The rush of holiday activities that are an<br />

annual source of anxiety for most people<br />

– shopping, baking, parties, cleaning, giftwrapping<br />

and more – has been replaced<br />

by a different type of stress this year: the<br />

fear of getting COVID-19 or giving it to<br />

someone you care about. According to a<br />

Kaiser Family Foundation health-tracking<br />

poll conducted in October, two-thirds of<br />

Americans are worried they or their family<br />

members will get the virus.<br />

That stress is perhaps being felt most keenly<br />

among younger adults, many of whom live<br />

away from home and are facing the cold reality<br />

of celebrating the holiday season alone for<br />

the first time. A recent CDC Household Pulse<br />

Survey shows that those between the ages of<br />

18 and 29 report the highest levels of anxiety<br />

and depression symptoms of any age group;<br />

between Sept. 30 and Oct. <strong>12</strong>, the latest<br />

survey dates available, nearly half reported<br />

symptoms of one or both conditions.<br />

However, young people won’t have a<br />

monopoly on anxiety this holiday season.<br />

For many others, too, the loss of the<br />

gatherings and traditions surrounding the<br />

holidays will undoubtedly increase depression<br />

and cause extra stress on top of what<br />

has already been a very anxiety-inducing<br />

year. The National Alliance on Mental Illness<br />

(NAMI) offers a number of commonsense<br />

tips to help prevent unhealthy levels<br />

of stress this holiday season:<br />

• Stay active. Physical activity can boost<br />

your mood, both in the short and long term.<br />

Even a 10-15 minute walk can help when<br />

you feel anxious or sad.<br />

• Address loneliness. Make an effort to<br />

call, text or video chat with those who are<br />

important to you. Staying occupied every<br />

day is also helpful – an occupied and<br />

engaged mind is less likely to dwell on<br />

feelings of loneliness and sadness.<br />

• Eat and drink well. Food impacts mood,<br />

so make sure to eat healthy most of the<br />

time and watch your intake of holiday<br />

treats. Also remember that while alcohol<br />

might lift your mood and reduce stress in<br />

the moment, it actually increases anxiety<br />

and depression over the long term.<br />

• Get enough sleep. Sleep deprivation<br />

can heighten negative emotions and cause<br />

unnecessary added stress.<br />

• Keep expectations realistic. Not everyone<br />

is on the same page when it comes to<br />

COVID-19 … and these differences have<br />

the potential to cause disappointment and<br />

disagreements. Have a clear and frank discussion<br />

with family up front.<br />

Wash U study identifies potential<br />

early COVID-19 treatment<br />

Scientists worldwide have been searching<br />

diligently for possible COVID-19<br />

treatments that could be given in the<br />

virus’ early stages, to prevent people from<br />

becoming more seriously ill. A research<br />

team at Washington University in St. Louis<br />

has identified one drug that may help to<br />

meet this urgent need: the serotonin reuptake<br />

inhibitor (SSRI) fluvoxamine.<br />

UMSL team awarded new funding to combat ‘poly-drug’ overdose crisis<br />

As the drug addiction crisis continues throughout Missouri,<br />

the state is set to receive $25 million in funding from the Substance<br />

Abuse and Mental Health Services Administration in<br />

each of the next two years. That total will include nearly $2.8<br />

million for the University of Missouri – St. Louis. These funds<br />

will help on a number of fronts in the battle against addiction<br />

and overdose, according to Associate Research Professor<br />

Rachel Winograd, who leads the addiction science team at<br />

UMSL’s Missouri Institute of Mental Health.<br />

While much of the money will be used to obtain doses of the<br />

opioid overdose-reversing medication naloxone and to hire the<br />

personnel required to distribute it effectively, the new funding<br />

will also enable more focus on the rising problem of stimulant<br />

use, mainly methamphetamine and cocaine, Winograd said.<br />

“These are not strictly opioid grants anymore, which is good<br />

because most people who use opioids don’t only use opioids,”<br />

Winograd said. “This is a poly-drug overdose crisis, not just an<br />

opioid overdose crisis.”<br />

Sold under the brand name Luvox among<br />

others, fluvoxamine is an antidepressant<br />

which has been prescribed since the mid-<br />

1990s, and is used primarily to treat those<br />

with obsessive-compulsive disorder. In<br />

a preliminary study conducted between<br />

April and August in the St. Louis area, the<br />

Wash U. scientists found that fluvoxamine<br />

seems to prevent some of the most serious<br />

COVID-19 complications and make hospitalization,<br />

along with the need for supplemental<br />

oxygen, less likely.<br />

During this “contactless” study, 152<br />

patients with mild to moderate COVID-19<br />

who were attempting to recover at home<br />

received either fluvoxamine or a placebo<br />

along with monitoring supplies.<br />

After 15 days, none of the 80 patients<br />

who received fluvoxamine experienced<br />

serious worsening of their symptoms.<br />

Meanwhile, six of the 72 patients given the<br />

placebo (8.3%) became seriously ill, with<br />

four needing to be hospitalized.<br />

“Most investigational treatments for<br />

COVID-19 have been aimed at the very<br />

sickest patients, but it’s also important to<br />

find therapies that prevent patients from<br />

getting sick enough to require supplemental<br />

oxygen or to have to go to the hospital.<br />

Our study suggests fluvoxamine may help<br />

fill that niche,” said Dr. Eric Lenze of the<br />

Wash U School of Medicine.<br />

To help address prevention, for example, the Missouri<br />

Institute of Mental Health is partnering with Big Brothers<br />

Big Sisters for the first time. It has added a partnership with<br />

local nonprofit The T, a St. Louis area health education and<br />

resource center. Some funding will also support expansion of<br />

the Behavioral Health Network of Greater St. Louis’ EPICC<br />

project – Engaging Patients in Care Coordination – which connects<br />

people who have recently survived an overdose to treatment<br />

and recovery resources.<br />

Winograd added that the COVID-19 pandemic has also<br />

increased the challenge for combatting the drug crisis. It has disrupted<br />

supplies, making these dangerous drugs even more volatile<br />

and unpredictable. It also has increased the stress and feelings<br />

of anxiety that can lead people to begin using drugs in the first<br />

place, while creating more barriers for people seeking treatment.<br />

“People are getting left behind, and it’s not any specific entity’s<br />

fault,” she said. “It’s just the reality of how our society is<br />

structured and our society’s response to this pandemic.”

announced it will invest more than $8.6<br />

million to establish its U.S. headquarters<br />

When discussing the specifics of the<br />

proposed <strong>20</strong>21 budget the county, in<br />

addition to the increased sales tax revenue,<br />

stands to receive $950,000 in<br />

building fee revenues for <strong>20</strong><strong>20</strong>, and recommends<br />

an increase to $1 million for<br />

<strong>20</strong>21, reflecting a slight increase in construction<br />

activity throughout the county<br />

for the coming year.<br />

Recorder’s fees are expected to bring<br />

in $2.2 million for <strong>20</strong><strong>20</strong>, and the recommendation<br />

for <strong>20</strong>21 is slightly lower at<br />

$1.9 million, reflecting the expectation<br />

of a decrease in the level of activity in<br />

the coming year. The budget recommendations<br />

reflect a generally improving<br />

real estate market, but the uncertainties<br />

of economic forecasts due to the<br />

continuing pandemic and other factors<br />

make projections uncertain. The budget<br />

presumes a general fund revenue of<br />

$80,345,181 for <strong>20</strong>21.<br />

The budget proposal calls for total<br />

expenditures of $86,691,664. The<br />

proposal calls for total revenues<br />

of $79,809,513, and total available<br />

resources of $102,364,090.<br />

downstream flooding and (will) help prevent<br />

catastrophic flooding experienced by<br />

Mann also clarified that the water-quality<br />

basin has been pulled from the plan.<br />

“In developing the river model of the<br />

area, the city learned more about the<br />

ecosystem and river hydrology,” Mann<br />

explained. “After the U.S. Army Corps of<br />

Engineers built wing dikes and revetment<br />

(retaining walls) over the upstream inlet<br />

of the side channel chute several decades<br />

ago, it changed the flow of water in the<br />

side channel.<br />

“In all but the most extreme flooding<br />

events, the chute flows upstream, opposite<br />

the Missouri River, and continues<br />

to deposit more sediment without other<br />

improvements. Because of this and other<br />

challenges of constructing the deep water<br />

basin, the Riverpointe Development<br />

no longer includes the deep water feature<br />

(water basin), and will preserve the<br />

Bangert Island area from development.”<br />

Mann did note that the U.S. Army Corps<br />

of Engineers will continue to search for<br />

solutions to the ongoing creek and slough<br />

wetland degradation that results from the<br />

sediment deposits. One option, he said,<br />

might be a wetland park that would focus<br />

on enhancing and restoring the existing<br />

Crystal Springs Creek and wetland habitat.<br />

Mann also confirmed that “one of the<br />

new tenants in Riverpointe will be an<br />

amusement park.”<br />

Robby (Robert) Greve, a member of the<br />

“STOP Riverpointe” citizens’ group in St.<br />

Charles, told <strong>Mid</strong> <strong>Rivers</strong> <strong>Newsmagazine</strong>,<br />

“The changes made to these plans were at<br />

the top of my ‘grateful list’ this Thanksgiving.<br />

I, along with many other citizens<br />

and conservation organizations, have<br />

been asking the city to reconsider these<br />

deep-water detention basins for well over<br />

a year now, due to the 60-plus acres of<br />

forested, wetland habitat that would be<br />

destroyed. A big thanks to city staff and<br />

leaders for changing course.”<br />

Still, Greve said the conservation organizations<br />

with which he consults believe<br />

developments like Riverpointe will still<br />

cause flooding issues, despite U.S. Army<br />

Corps approvals. The group, he said, is<br />

advocating that the city consider a pierstyle<br />

development that they say could<br />

better mitigate the potential for sending<br />

damaging floodwaters to communities<br />

downstream and they are asking other<br />

cities to do the same. For example, Maryland<br />

Heights is being asked to consider a<br />

pier in its plans for a new development<br />

near Creve Coeur Lake.<br />

Additional concerns expressed by some<br />

STOP Riverpointe members include the<br />

relocation of the Katy Trail above the 500-<br />

year floodplain, the potential harm the<br />

new development could bring to existing<br />

small businesses owned by Main Street<br />

merchant members of the group and its<br />

effect on air, water and land quality.<br />

In shepherding of Riverpointe, Greve<br />

said the city of St. Charles has the opportunity<br />

to push more sustainable development<br />

at all stages.<br />

“Utilizing geothermal heating/cooling<br />

throughout, where each system installed<br />

is the equivalent carbon offset of planting<br />

750 trees. It is my hope that our<br />

leaders will start looking beyond tax revenue<br />

implications, towards securing our<br />

children’s and grandchildren’s future,”<br />

Greve said.<br />

Riverpointe still is expected to create<br />

over 4,000 permanent jobs when complete,<br />

in addition to keeping the construction<br />

industry working despite the pandemic.<br />
