RETAIL: Concept designs for Prebbleton Village which is planned for the township.
New Prebbleton retail
hub to open early 2022
• By Susan Sandys
WORLD-CLASS urban design
is coming to Prebbleton, in the
form of a new village retail hub,
with a planned completion date
of March 2022.
Prebbleton developer Mon
Projects plans to provide up to
16 tenancies for retail, hospitality
and wellness/health industry
professionals at its new Prebbleton
Village.
The company bought the
land from Foodstuffs and has
a resource consent application
before the district council as
it aims to launch construction
with diggers on site early next
year.
Mon director Justin McDonald
said the 2000 sq m development,
bringing world-class urban design
to a fast-growing community,
was probably well overdue for the
township.
He said he and fellow
director Johnny Hague are both
Prebbleton locals, and wanted to
invest in their community and
see a facility that would enhance
and serve the township for
generations to come.
THERE WILL no doubt
be plenty of argy bargy
over the district council’s
plan to axe community
committees.
There are 70 community
committees across the
district, running halls,
pools and reserves.
But the district council
is concerned a number of
committees are resisting
compliance when it comes
to health and safety, the
supply and selling liquor at
events and how records are
being kept.
That means potential
liability for prosecution and
civil cases if the legal Acts
which cover these things are
breached.
But some of those on the
committees have signalled
they won’t take axing
committees lying down.
There was a lively debate
at a district council meeting
last week. Susan Sandys
reports on the meeting on
pages 4-5.
Quicker
response
times for
emergencies
• By Susan Sandys
LINCOLN’S NEW ambulance
service has got off to a fine start
based at the town’s fire station.
St John Mid-Canterbury territory
manager James Watkins
said based on St John data, the
organisation had seen merit in
posting an ambulance at the fire
station for a six-month trial.
And already the ambulance
had responded to a number of
jobs in the area since starting on
Tuesday last week.
The ambulance is posted at
the Lincoln station between
10am and 10pm seven days a
week.
“While it is far too early to
gauge how things are going,
the ambulance will be able to
respond to incidents in the
township and surrounding area,
and it will mean more timely responses
to call-outs in the area,”
Watkins said.
“This will have an extremely
positive impact on Lincoln,
Tai Tapu and the surrounding
area and also shows great
New ambulance in demand
In Brief
collaboration with our
emergency services colleagues in
Lincoln,” he said.
Lincoln fire chief Jeremy
Greenwood said when St John
approached the fire brigade with
the idea of basing an ambulance
there, he and fellow firefighters
were more than happy to oblige.
It was resulting in faster
response times, and he was
hopeful the trial would succeed
in showing a need for the ambulance
service to continue on a
permanent basis.
“As Lincoln and surrounding
areas get bigger it becomes more
relevant to have a service like
that, he said.
Ambulances have previously
had to travel from Rolleston and
Leeston to help those in need in
Lincoln, but response times are
now faster for these emergencies.
Fire Brigade responded to
meaning it has one ambulance
operating 24 hours a day, seven
SUPERMARKET APPEAL
District council planning
manager Ben Rhodes has
confirmed an appeal has
been lodged for the Lincoln
Countdown application. It is now
with the Environment Court,
which will set the direction and
time line for the appeal process.
The appeal is against the decision
to decline the supermarket that
was planned for the Flemington
subdivision on Birchs Rd.
Independent commissioner
David Caldwell found there
would be adverse effects on the
local residents and the wider
environment, in spite of most
submissions supporting the
supermarket.
POOL TO STAY CLOSED
Halkett residents will have
to travel for swimming this
summer after the district council
confirmed its earlier decision to
close the community pool for the
2020/21 summer at its meeting
last week. It will consult with the
community on the pool’s longterm
future. After considering
a report from the Halkett
Community Centre Committee,
council confirmed its decision
from July that the pool be closed
for the season due to health and
safety concerns. Alternative
swimming options are at Selwyn
Aquatic Centre, Darfield and
West Melton School.
Council moves to cut ties with district’s
• By Susan Sandys
SELWYN community
committees that have served
their areas for decades face being
axed from the district council.
The controversial proposal was
the subject of long discussions at
an extraordinary meeting of the
council on Wednesday.
Immediate
past chairman
of the Rolleston
Reserve Management
Committee
Jens Christensen
Jens
Christensen
spoke in a public
forum to councillors
prior to
the discussion,
DEMOCRACY: The Rolleston Reserve, overseen by the Rolleston Reserve Management
Committee, is a shining example of the commitment of volunteers through committees
of council.
where he said the “dumping” of
the committees represented bureaucracy
overtaking democracy.
“I really wonder if you understand
what could be forced upon
the community here today,”
Christensen said.
A report before council tabled
for the meeting was light on
things that mattered to the community,
he said.
In the report, district council
group manager community services
and facilities Denise Kidd
outlined the challenges with
retaining the 70 community
committees, comprising township
committees and committees
overseeing council-owned centres/halls,
pools and reserves.
Kidd said the population
was changing with residents
spending less time in their
local areas, instead engaging
with various communities,
and there had been a reducing
number of residents interested in
joining.
A number of committees had
resisted compliance with legislation
such as the Sale and Supply
of Alcohol Act, Public Records
Act and Health and Safety
at Work Act.
Some had failed to submit
minutes regularly to
council, failed to manage
elections in accordance
with policy, failed to follow
appropriate meeting
procedures, and inadvertently
caused access problems for
council staff and contractors by
Denise KIdd
removing keys.
A number had actively resisted
council’s standard
terms and fee system for
halls and community
centres, and a number
had resisted a caretaker
change process which had
been intended to address
conflicts of interest with
employees in some cases
also being active members of
committees.
Kidd said many committees
had raised concerns that they
were not allowed to make
submissions to the council
as part of the formal consultative
process, however, this was based
on the misunderstanding their
committees were somehow
separate to the local body.
Committees were costly,
taking up 80 hours per week
as staff responded to inquiries
and requests, and prepared
information and reports.
She said the number of
committees in Selwyn was
much higher than other
councils, rather it was common
to have committees such
as residents’ associations
and township committees
independent of a council.
There are already 15
committees in Selwyn
with separate legal status,
operating as incorporated
societies. They include the
Rolleston, Weedons, West
Melton District and Tai Tapu
residents associations.
Kidd told councillors
there were some outstanding
volunteers and some outstanding
committees, but they had
succeeded in spite of the current
outdated structure, not because
of it.
long-standing community committees
There was division around the
council table on the proposal,
some in support and others
raising concerns.
“I agree we
have too many
committees,
but I feel we
are going about
this the wrong
way,” councillor
Sophie McInnes
Sophie
McInnes
Debra
said.
She suggested
one year would
be a better
time frame for
consultation.
Councillor
Debra Hasson
said she
had similar
thoughts and
that volunteers
in communities
Hasson
were still waiting for some form
of consultation.
“The ones who put us here
are the volunteers, and we
need to work alongside them
if we have major policy changes
we need to take people with
us.”
Councillor Mark Alexander told
Mayor Sam Broughton he was “a
little naive” in saying the council
was not getting rid of committees,
because the changes would mean
a lot of them would stop.
Councillor Bob Mugford
said his phone had not stopped
ringing for four days
leading up to the
meeting as residents
voiced their concern
about the changes.
“I don’t think we have
taken the people with us.”
Councillor Grant
Miller said work by
committee members had
been the foundation for many of
the district’s larger facilities.
“These people have been proxy
councillors
Grant Miller
or council workers, looking after
our facilities for 50 years and
doing it
on a volunteer basis,” he
said.
Councillors more
supportive of the changes
included Shane Epiha,
who said the out-of- step
committee model was nonrepresentative
of Maori
and was not enticing
young people, and Murray
Lemon who said councillors
had obligations to make difficult
decisions.
CHANGE:
Committees
overseeing
facilities such as
the Leeston Pool
and Dunsandel
Community
Centre, face being
discharged by the
district council.
“This is not a disestablishment
of committees or volunteerism as
such, it’s a disestablishment of the
current model and a chance for us
to revisit that,” Lemon said.
Taking the varying opinions
into account, Broughton put
forward a change to the
written recommendations
before council. Instead of
council overtaking the direct
responsibility for the operational
management of council-owned
community centres, halls,
reserves and pools beginning
March onwards, the council
would work with the committees
through to June next year on a
“change process” implemented
McInnes and Miller, voted
against the motion. McInnes had
been concerned it did not give
enough time, while Miller called
the motion “mealy-mouthed”
and said council was hiding
behind consultation and giving
false hope to community committees.
Councillors all agreed to
discharge three community
committees which were in recess
– the Claremont and Edendale
The Faces of Selwyn exhibition was launched last year and a new
set of 12 stories about people in the district are on display at Selwyn
highlight the differences in people’s backgrounds and journeys to
Selwyn. Selwyn Times continues its coverage.
Atal Safi
ATAL SAFI never thought
he would visit New
Zealand, until a phone
call from his sister in New
Zealand seven years ago
changed his life.
Answering this call
would end up with him
moving from Kabul, Afghanistan,
to Selwyn.
Over the phone he was
introduced to his sister’s
friend who moved to New
Zealand at the same time
as Atal’s sister 19 years ago.
After exchanging a couple
of emails and video chatting,
the pair fell in love.
“It was decided she was
the right person for me
and I was the right person
for her, so she invited me
to come and live with her,”
he said.
Atal got on a long, expensive
flight and moved
to New Zealand in 2013.
Within the first month
he felt homesick, but after
giving it some time, he had
a change of heart.
“In less than a year, I was
so attached to this place.”
THE FIRST stage of
development for the West
Melton Community Park is
now due for completion.
However, a small part of
the development may have
to be completed in the new
year due to delays caused
by the weather and difficulty
accessing construction
material due to high
demand.
The first stage of the
community park next
CONSULTATION on the
Proposed Selwyn District
Plan has now closed.
The district council received
around 500 submissions
on the plan, which
was open for the public
to have their on say for 10
weeks.
District council environmental
and regulatory
services planning manager
Ben Rhodes said the
proposed plan will now
go through the further
submissions, hearings, decisions
and appeal stages.
“That process normally
takes around two years
and we’re hoping to have
decisions on the new plan
Atal Safi
At first, Atal could not
understand how people in
New Zealand met at cafes
for coffee and cake. As a
food lover, he preferred
going out for bigger meals,
but after a few coffee dates
with his wife, he came to
love a classic Kiwi coffee
catch-up.
After his first year he
went back to Afghanistan
to see his family. Because
of settling in New Zealand,
Atal found his visit back to
Afghanistan like chalk and
“Spending one year
back home it was different,
full completion of the final
decision,” said Rhodes
The district council will
now prepare a summary of
the submissions, which will
be made available to the
public early in 2021.
The further submission
The couple moved from
Auckland to Rolleston two
years ago because it was
a cheap place to build a
house, close to their work
and a safe, quiet area to
bring up their son.
With a fluency in
English and a love for
talking to people, settling
into Selwyn was easy for
Atal. He likes Rolleston
because everything is on
his doorstep, his sister and
brother-in-law’s house is a
short drive away, the park,
school and swimming pool
are in walking distance
and there are plenty of
cafes.
“Everything is pretty
handy here, we made a
good choice.”
An avid traveller and
hiker, Atal loves to get out
and about with his family.
One day he would love to
move to the hills, but for
now, Rolleston is home.
Skate park nearing completion
half-court basketball court
will be built in the new
year. Landscaping will also
be completed.
The district council
is also investigating an
incident where someone
broke into the construction
area and skated on the
wet concrete. This risked
causing significant delays
and extra costs to the
project. It is looking at
solutions to prevent further
vandalism that could delay
the opening date for the
project.
for those who want their
viewpoints heard before a
final recommendation is
presented to the district
council.
The district council will
give notice of its decision
on the proposed district
plan and matters raised in
submissions, including its
reasons for accepting or
rejecting submissions.
Submitters have the right
to appeal this decision to
the Environment Court.
The plan will then be
adopted, except any areas
that have been appealed
and these will be added according
to the outcome of
the appeal.
Roof on for
pool expansion
The new pool at Selwyn Aquatic Centre is one step closer to opening after the roof was
completed last week. Mayor San Broughton (above left) stopped by to check progress with
Project Manager Sandrine Carrara and Site Manager Kirill Makogon from Armitage Williams.
The new 10-lane, 25-metre pool is on track to open in autumn along with the new foyer,
community rooms, and changing rooms.
The aquatic centre is one of the district’s most popular facilities with people taking more than
400,000 swims every year. The new pool will greatly increase the existing capacity, with more
recreational lane swimming and learn to swim space and will allow more options for water sports
and spectator space.
The full expansion work, including extra recreation and community spaces, is due to be
completed by spring 2021.
Council and committees to work together on review
The Council has agreed to work with community committees over the next six months on a review of
committees of Council, to better serve local communities.
The Council will work with committees to discuss their future role, including practical consideration of
Council taking on the direct operation of Council-owned community centres, halls and reserves.
“Our committees have served Selwyn well in the past and they are a place where some of our
best champions for the district and its communities do terrific work,” Mayor Sam Broughton says.
“However we need to reshape the structure to ensure it is best placed to deal with the challenges and
opportunities ahead.
“While we are aiming to streamline the number of committees, we would like the committees to be part
of the journey that helps us arrive at an outcome that best serves the people of Selwyn.”
“There are many passionate community contributors on these committees and we want to help create a
structure where they can continue to do that, working together with our communities in a way that best
benefits local people,” Mayor Broughton says.
Selwyn has 70 community committees – significantly more than many other areas of New Zealand –
and these committees have increasingly struggled to find members and comply with legal requirements.
The aim of the new structure is to reduce the number of committees of Council, ensuring Council
committees meet their legal requirements and provide regular, meaningful engagement with users of
Council facilities.
It also aims to support other committees to reform in a way that allows them to best support their
community free of Council requirements and able to seek new funding and submit to Council on decisions.
Three committees that no longer meet have now been disestablished.
Leading Learners builds safety skills
The Selwyn Road Safety Team invites young drivers and their parent or caregiver to attend Leading
Learners, a practical road safety course at Mike Pero Motorsport Park. The half day course covers
driver distraction, emergency braking, skid avoidance and driving on different road surfaces. Attendees
also complete a one hour driving session on the road with a professional instructor.
Council Road Safety Education Coordinator Jessica Fairbrass says the $20 course is a great
opportunity for young people in Selwyn.
“It’s a rare experience, with great professional instructors, a lot of fun and valuable road safety skills for
just $20.”
Drivers must be accompanied by a parent or caregiver for the course, who are also fully involved in the
day, she says.
“We’ve found it actually benefits the parent or caregiver almost as much as the young driver as they’re
being reminded and learning new things.”
Leading Learners will run on Monday 25 and Wednesday 27 January 2021. For more information or to
register visit Eventbrite.co.nz
Water wisely – avoid restrictions
Water use in Selwyn is now at an all-time high and we need everyone
to use water wisely to avoid restrictions before the end of summer.
With the arrival of the hot weather over the past few weeks the
temperature doubled and so did our water consumption. Despite the
cooler weather forecast this week, if the high water use continues at
current rates restrictions will be inevitable before the end of summer.
However, with a few changes we can ensure everyone can keep
having a good, uninterrupted supply over summer.
The Council is asking people to reduce water use and to avoid
watering gardens and lawns during peak times of 6–9am and 4–9pm.
Please change your watering time to a lower demand time and if you
have an automatic timer, adjust it.
The drier weather has also meant some water races are drier than
usual. The Council is actively monitoring water race flows and people
are encouraged to reduce use and use water wisely from water races.
The Council has officially put climate change at the heart of its work,
as it adopted its first formal climate change policy.
The policy, adopted at last week’s Council meeting, brings together
work that the Council has been doing on climate change into one
comprehensive and cohesive policy. It commits the Council to make
climate change mitigation and adaptation a core component of its
planning and decision-making.
Mayor Sam Broughton says the policy is a stake in the ground for
the Council.
“We have a legal requirement to act, but we also have a moral
responsibility to our community to take the right actions now. In
discussions with community you have clearly told us that climate
change is a key concern for you.
“This policy is our commitment to lead our community
forward, bringing together the work we have already done and
acknowledging the actions we need to take to mitigate the effects
of climate change and adapt to them.”
Mayor Broughton, on behalf of Selwyn, was one of the earliest
signatories to the New Zealand Local Government Leaders’ Climate
Change Declaration 2017. The policy builds on the Council’s
commitments in the declaration and its legal requirements under the
Zero Carbon Act.
It commits the Council to reduce its own carbon emissions, to carry
out regular assessment of risk and opportunities, to report back on
its actions, engage with tangata whenua, work with regional and
national authorities and raise awareness of climate change impacts
and opportunities in the community.
It is the foundation for work the Council will now undertake with
strategies and an action plan to implement the policy.
2020 will certainly be a year talked about for decades to come. The challenges we faced since March
have been considerable but the overriding impression that will stay with me is how our communities
came together and supported each other through lockdown. Our team at Council did everything within
our power to keep you safe and your services running, however we were only one small part of the
jigsaw. It was the volunteers, community groups, emergency services, essential workers and many
others that worked tirelessly looking after the needs of our community that got us through.
As it starts to heat up and we head into the Christmas holiday period there’s plenty to look forward to in
Selwyn and many different ways to keep cool. Our rivers and lakes provide great natural spaces to take
a dip. Our township pools are up and running and the Selwyn Aquatic Centre has a full programme of
activity and is only closed on Christmas, Boxing and New Year’s Day.
If you don’t fancy the water why not take a trip to one of our beautiful shady parks and reserves for
a picnic or log onto Selwyn.nz and explore the opportunities to keep the whole family busy over the
summer holidays. Also keep an eye out for our ‘Summer in Selwyn’ brochure, which you can find online
or in our library’s if one hasn’t already dropped through your letter box. It’s packed with fun activities
and things to do for all ages.
Christmas is a great time to think about those in our community who
might need a little extra support. It might be a working parent struggling
to keep their children occupied during school holidays or a neighbour
who might be alone this year as their family from overseas can’t visit.
With Christmas being the celebration of Jesus’ birth we can all do our
bit to love one another.
Liz, Elliott and I will be taking some time to get out and about and enjoy
our amazing district and I hope you have the chance to do the same.
We wish you, your family and friends a very safe and merry Christmas.
Shakespeare a 1920s mobster twist
FIFTEEN-YEAR-old Sam
Draper’s love affair with
Shakespeare began on his first
day at Lincoln High School.
He said when he walked into
Tania Roxborogh’s year 9 English
class last year he had no idea
of just how much new literature
he would learn. He had since
starred alongside fellow students
in two successful Shakespearean
plays.
Students had initially been taken
aback when Roxborogh first
told the class about presenting
Shakespeare to a live audience.
“Keen excitement soon turned
to nervousness as we grew ever
closer to opening night,” Sam
said.
But once the curtains opened
on A Midsummer Nights Dream,
students rose to the challenge.
And when the curtains closed,
they could look back on a huge
accomplishment, one in which
they had made plenty of new
friends and memories along the
way.
This year they did it all over
again as they took on Twelfth
Night, which staged on December
4 and 5.
“This time it was safe to say
that everyone was looking forward
to it,” Sam said.
The production had a unique
and compelling twist, with
a number of the major roles
adapted and rewritten by student
of the mobster era of 1920s
And while Sam had played a
small role as a fairy in A Midsummer
Rugg gets Canty cap – 16 years later
• By Chris Barclay
SHORT OF promotion to the
Black Caps, celebrating a title or
playing a match-winning hand,
receiving a provincial cap can be
a career highlight for a first-class
cricketer.
So Paul Rugg, who has two
State Championship games for
Canterbury on his record, was
bowled when he was belatedly
presented with the red and black
hooped headwear, 16 years after
he played.
The 42-year-old filled in behind
the stumps when Brendon
McCullum and Michael Papps
were on test duty against South
Africa in early 2004, but Rugg
was not presented with his Canterbury
cap until this season.
In a fitting gesture it was handed
over by current men’s coach
Peter Fulton, who played alongside
Rugg when Canterbury
played four-day matches against
Central Districts in Rangiora
and Otago at Alexandra.
A supply shortage meant Rugg,
who still plays for Weedons
in the Canterbury Country
premier grade, had to settle for
a baseball-style cap issued to the
Wizards one-day side.
Rugg duly kept it as a reminder
Leeston-Southbridge go to break at top of table
A THRILLING last over victory
on Saturday ensured Leeston-
Southbridge go into the country
cricket Christmas break at the top
of the table.
There were also wins Ohoka,
Oxford-Rangiora, and Sefton
in the latest round of the CRV
Ambreed Country Premier One
Day 2020/21 competition at the
weekend.
At Leeston Park, Weedons won
the toss and made the most of the
hot conditions first up.
A half-century by opener Brad
Nightingale built a solid base for
No 4 batsman James Watson to
capitalise on.
Watson smacked 78 off 66 balls
to lift Weedons to a competitive
228 off their allotted 45 overs.
James McSweeney was the pick
of the bowlers, returning the fine
of a fleeting first class career that
spanned just 10 days, though
now it has been usurped by a
more precious memento.
“At the time it didn’t matter
too much to me, I was just pretty
stoked to be selected for Canterbury.
I’d worked pretty hard to
figures of 4/42.
Chasing 229 to win, Country
star Harry Chamberlain dominated
the Weedons’ bowlers until he
was robbed for a century, falling
to the quality pace of Arnav Deb
for 97.
When Chamberlain was out in
the 31st over – two balls after Tim
Gruijters (37) – and the score
151-4, there was still plenty to do.
Keeper-batsman Toby Doyle
(31 runs off 38 balls) and Sam
Chamberlain (30 not out off 45
balls) took the game deep and
when Hamish D’Arcy came on
to ball the final over, Lee-Bridge
needed two runs to win.
Chris Beatson hit the first ball
for four and secured Leeston-
Southbridge a quality five-wicket
win and top standings over the
holiday break.
get there,” he said.
“Then over time you think ‘it
would have been nice to have it
and wear it in a game’.”
Rugg was next in line when
Papps, McCullum’s deputy behind
the stumps, was selected to
debut as an opener.
Lincoln suffered a heavy homesoil
defeat to Ohoka on the back
of a century from in-form Will
Hamilton on Saturday.
Batting first, Ohoka posted a
huge 272/4 in their 45 overs, with
Hamilton making 106 off 101
balls and being well-supported by
Daniel Lyons who made 81.
In reply, Lincoln crumbled to
be all out for 154 in the 37th over,
with only Richard Clark (66 off
81) offering any real resistance.
Ohoka’s Austin Hamilton continued
his superb form, grabbing
three top-order wickets.
At Pearson Park, Oxford-
Rangiora thumped struggling
Southbrook by 139 runs after a
dominant display.
Batting first on a tricky pitch,
the home side posted a commanding
226, led by a fighting
THRILL:
SLOAN
Although frustrated not
to have played more often, a
glimpse at the team photo illustrates
just how many quality
players were in that squad – only
Rugg, Brendon Donkers and
Stephen Cunis did not represent
New Zealand at the highest level.
half-century from Calvin Scott,
and cameo 20s by Lachie Stove,
Dylan Smith and Luke Waghorn.
In reply, the pace duo of
Sam Fleming and Stove ripped
through the ‘Brook top order,
uprooting five wickets in the first
eight overs.
Fleming finished with a five
wicket bag while Jake Waghorn
snared his 100th club wicket.
A five-wicket haul for Barry
Cross set up a six-wicket Sefton
win over Darfield at Mandeville
on Saturday.
Cross and Canterbury seamer
Fraser Sheat grabbed eight wickets
between them as Darfield’s
high-powered top order failed to
fire, spluttering to be all out for
188 in the 42 over.
A 99-run opening partnership
between McKenzie Smith (76 off
Rugg said the company he kept
was his fondest memory.
“Playing with Chris Harris
. . . he was just a legend of
Canterbury and New Zealand
cricket. That team also had Chris
Martin, Paul Wiseman, Peter
Fulton. It was just an awesome
experience to be part of it.”
The cap presentation was
driven by Fulton, a fellow country
cricketer.
“With him becoming coach
he probably thought it was a
good opportunity to show the
rest of the guys how special it
is, whether you play one or two
games or a hundred,” said Rugg,
who is also chairman of the
Weedons club.
“It was quite an honour,
especially to get it in front of the
current squad.”
Rugg was rapt his boys Austin,
9, Andy, 7, and Spencer, 5, witnessed
the occasion.
“It was pretty cool. They got to
talk to Tom Latham and Henry
Nicholls. Henry Shipley and Will
Williams are country boys as
well,” he said.
•Paul Rugg made 28 runs
in three innings at 9.33
and took seven catches for
Canterbury in the summer
of 2003-04.
66) and Chris Warner (42 off 54)
set up the strong Sefton win.
Cheviot had the bye.
Marketing your property
– what does it mean?
Marketing a property is
more than presentation
and advertising.
Conceptually, marketing is
identifying what prospective buyers
are looking for then providing this. For
example, larger homes and sections
may appeal more to families. Young
couples starting out, generally have
tight budgets leading them to smaller
properties, while older people may be
looking to downsize.
Brand new has a particular appeal
however there will always be a market
for established homes. Having a
picture in your mind of the type of
buyer will help in determining the
features to emphasise.
If repairs and maintenance need
to be carried out before putting the
property on the market, seek the
advice of a real estate agent. They
can advise on what tasks are worth
completing and what might be
unnecessary expense.
Installing a new kitchen or changing
the carpet may lift the house but will
the expense be recouped in the sale
price? On the other hand, modernising
an outdated kitchen or bathroom
could make a huge difference to
the look of the place. Avoid going
overboard unless the capital value of
properties in the area justifies this.
Real estate agents are in contact with
prospective buyers so aware of what
they are looking for. Draw on their
expertise and advice to help make the
most of the selling opportunity.
Establishing a relevant and fair price
for a property is important. Most
agents calculate this based on the price
properties in the area have sold for,
and what a particular property has to
offer. A unique or exceptional property
may justify a higher price, though
run-down properties can gain more
than they appear to merit. This might
be due to the area or other factors that
suggest a good investment.
When promoting a property, mix it
up and be creative so your property
stands out from the rest. TradeMe
is a must; checked by most people
looking to buy. Present the features the
property offers as benefits to potential
buyers.
Erect a sign outside the property.
People stop and look at photographs
and this might spark sufficient
interest for them to visit an open
home. Spending a fortune on massive
advertising campaigns in every media
might seem a way to attract potential
buyers but may be an unnecessary
expense without the return. A better
philosophy could be a little often.
This will depend on the value of the
property, your budget and how best to
reach target buyers.
Buyer perception is also significant.
For example, properties that sit for a
while can become stale. Resting the
property by taking it off the market for
a short time, then relisting perhaps in
spring or when sales in the area appear
to lift a little, can make a difference.
However, if a property does not sell
immediately there is no need for panic
or dropping the price. It may simply be
that the right buyer has not yet come
along. If the mix is right your property
will sell.
If a property does not sell
immediately there is no need for
panic or dropping the price.

Lifestyle Living Close to the City
Set amidst beautifully manicured grounds, this superb 3.8ha lifestyle
property will attract buyers wanting to embrace rural living, while
still being close to the city. A winding driveway lined by established
trees makes a spectacular first impression. Set across a single level,
this four bedroom, three bathroom home is generously proportioned
to accommodate families. The hostess kitchen operates as the social
hub integrating seamlessly with the dining area and lounge, while
sliding doors offer easy flow outside to the covered verandah. A
formal lounge provides you with an additional peaceful living space.
A double internal garage, separate laundry, office, and ample storage
are further advantages. The picturesque garden features sweeping
lawns and provides you with an exceptional outlook including a
stunning pond with water wheel. The large four-bay lock up shed
plus workshop, garden shed and two-bay implement shed
silt loam soils, looks a picture.
SUMMER FUN in SELWYN
Your guide to what’s happening over the Summer break
Let’s go camping
The summer school holidays is the perfect time
to pull out that tent or dust off that old caravan and
head into the great outdoors.
Selwyn is blessed with many great camping
grounds and has a range of free to reasonablypriced
camping options for those looking to stretch
their budget or interact more with nature.
Paid campgrounds will offer better facilities,
including toilets, showers and cooking facilities
and may include WiFi and a playground. They are a
great place to interact with like-minded people.
If you decide to freedom camp on public
conservation or council land, please check the
restrictions for each area. In some areas, such
as around Lake Lyndon, freedom camping is
prohibited while other areas might be limited to
certified self-contained vehicles only.
Camping tips
With New Zealand’s long daylight hours camping
in summer is very popular – don’t forget to pack
insect repellent and sunblock. Other camping
essentials to include are sun hat, wet wipes or
tissues, torch, rubbish bag and earplugs (tent and
van walls are thin).
Winter can be cold, so make sure to pack lots
of warm layers and consider a hot water bottle
for comfortable winter camping. Keep an eye on
weather forecasts and have a plan ‘b’ in case the
weather is terrible.
When choosing a campsite, try to pick a location
with a bit of shade and shelter from the prevailing
wind. If pitching a tent, clear the area of sharp
stones and sticks, and choose higher ground away
from the edge of streams or dips and depressions
that could become annoying puddles with a bit of
rain.
ST PATRICK’S Catholic
Church in Lincoln has been
awarded for its sustainable and
environmentally-friendly design.
It has received a 4 Green Star –
Custom Design Certified Rating.
The church opened last year
after being rebuilt following the
demolition of the old church
after the earthquakes.
The Green Star rating represents
New Zealand best practice
in sustainability.
During the build at least half
of the construction waste was
reused or recycled.
Salvaged furniture from the
original church including timber
pews, parts of the marble altar
and plaques from Stations of the
Cross were incorporated into the
new facility.
To rate a building’s overall environmental
impact, Green Star
awards points across nine categories
– management, indoor
environment quality, energy,
transport, water, materials, land
use and ecology, emissions and
innovation.
A second aspect considered is
sustainability from a community
point of view. This covers five
categories including governance,
environment, economic prosperity,
liveability and innovation.
The new church has a capacity
for about 200 people, and sits
adjoined to the existing parish
centre, which was not destroyed
in the earthquakes.
The design highlights of the
church include a vaulted timber
ceiling, external walls grounded
in precast concrete panels and
the use of a polished concrete
floor in the nave and narthex.
Tim Hogan, from the parish
building committee, said that
the brief given to the architect
was for timber to feature both
inside and out.
“With its lower carbon footprint
compared with steel and
concrete, this reflected a parish
concern about sustainability.
“The Green Star rating criteria
was communicated from the
design team to the parish from
the outset and this was reflected
in collective decisions on issues
such as building systems, materials,
and landscaping resulting
lighting and heating
systems,” he said.
Catholic bishop of Christchurch
Paul Martin said the aim
to receive a Green Star rating is
diocesan-wide.
“We want all new churches to
be Green Star rated, which is a
great philosophy and one that
requires a steep learning curve to
Dogs die in hot cars
It takes just 15 minutes. If it’s hot
outside, it’s sure to be like an oven in
your car and that heat could be fatal
for your dog...
If it’s hot and you’re likely to need to
leave your dog in the car, it’s kinder
and safer to leave it at home. Animals
can sustain brain damage or even die
Keep pets safe
this Christmas
Check out these common festive foods
that are not safe for pets to eat …
Fruit cake and Christmas
pudding: raisins (and grapes) are toxic
to cats and dogs. They are toxic to their
kidneys and can cause lethargy, excessive
thirst, vomiting and in serious cases can
be fatal.
Alcohol and caffeine: these are both
toxic for pets.
Avocados: these contain persin which
causes symptoms ranging from vomiting
and diarrhoea to cardiac arrest and death.
Birds are particularly sensitive to persin
but avocado should not be fed to any pets.
Chocolate: for cats and dogs,
chocolate can cause elevated heart rate,
seizures, vomiting and diarrhoea.
Macadamia nuts: can cause
vomiting, weakness and tremors if eaten
by dogs.
Onions and chives: these contain
disulphides and sulfoxides, which can
damage red blood cells if eaten by cats and
dogs.
you a meowy
fur the Season
From the Pets & Paws Team
Pits and seeds of peaches,
plums, persimmons, and apples:
these contain a substance that degrades
to cyanide, which is toxic. The pits of
peaches are also choking hazards that
can cause blockages and damage to the
intestine.
Xylitol (a common ingredient
in sugarless treats and sugarless
gum): causes hypoglycaemia in dogs,
which can lead to seizures and liver failure
in severe cases.
Sweet-corn cobs: these can cause
blockages in the small intestine that may
need to be removed surgically. Don’t let
your dog chew on the cob.
Turkey skin/pork crackling/
sausages/fatty meats: these can cause
vomiting, bloody diarrhoea and may lead
to pancreatitis.
FINALLY, WE are nearing the
end of possibly New Zealand’s
most challenging year ever.
The home garden has never
been more important than in
2020.
Time to enjoy the many
rewarding aspects of our home
gardens and all the hard work we
have put in.
Vegetable garden
Harvest time for many of our
summer vegetables, others should
all be in full growth. Continue
regular plantings of seedlings
of rapidly maturing vegetables
such as dwarf beans, lettuce, and
radish.
Start planning how to manage
your vegetable garden in the
upcoming dry months; mulching
existing beds, installing irrigation
systems, cultivating more
vegetables that are tolerant of
hot, dry conditions. Too often
vegetable gardens are abandoned
during January and February.
Aim to maintain a successful and
heavily producing vegetable garden
through to Autumn 2021.
Summer flowering annuals
Summer annuals should now
be in full flower. They include
alyssum, cornflower, cosmos,
marigolds, petunias, portulacas,
salvias, strawflowers, and zinnias.
Top-up earlier plantings with
‘potted colour’ (readily available
flowering annuals from garden
centres). Flowering annuals grow
superbly in pots, containers on
decks, balconies or entrances
to homes. Regularly ‘deadhead’
spent flowers to encourage continuous
flowering.
Herb garden
Herbs thrive in the heat of summer
so the supply of fresh herbs
for the kitchen will be plentiful.
Trim plants regularly, even if they
are not being used. This encourages
the growth of fresh plant
material. Some herbs may start
flowering. Remove the flowers
with some herbs, for example
parsley, this also indicates that it
Latest Canterbury news at starnews.co.nz
is time to plant new specimens.
Fruit trees
The first of the new season’s
fruit will begin to ripen towards
the end of the month such as Wilson’s
early plum. Other pip and
stone fruit trees may require some
light summer pruning to allow
full sunlight to reach developing
fruit. Young trees should be watered
regularly, and all trees can
be mulched to help water retention
and reduce weed infestation.
Strawberries
A great month for picking
strawberries in the home garden.
Remember to cover the strawberry
patch with bird netting
otherwise, you will be sharing
your harvest. Add more pea straw
around the plants to provide a
clean bed for the strawberries.
Check the plants for any sign
of botrytis (grey mould). If it is
apparent remove and destroy
any infected fruit or leaves. With
modern strawberry varieties, it’s
possible to continue harvesting
berries through to January next
year if you care for your strawberry
patch well.
Raspberries
Hopefully, there will be fresh
raspberries for Christmas. Raspberries
can grow very rapidly at
this time of the year. Canes need
to be tied up and surplus canes
removed. Remember there will be
a second crop of raspberries early
in the New Year.
summer flowering has finished,
with careful management, most
varieties should produce excellent
displays throughout December.
Continue ‘deadheading’ (the
removal of finished flowers),
fertilise in early December with
rose and flower fertiliser (recommence
again in mid-February),
and mulch with fresh compost
to reduce the impact of bushes
drying out. Inspect all plants
regularly for signs of insects and/
or diseases and take appropriate
action if needed.
Container gardens
With flowering annuals,
salad vegetables or herbs, these
‘compact’ gardens should be at
their very best in December. With
the salad vegetables, replant with
new, young seedlings to replace
harvested vegetables. Top-up
rewarding annuals with potted
colour to maintain flowering
displays. Increase watering as
summer temperatures rise.
Planning for your summer
holiday
Approach family or friends to
water your garden while you are
on holiday or install an irrigation
system with a timer. It can be
devastating to return to a garden,
especially the vegetable garden,
that has suffered due to lack of
watering over the hot, dry holiday
period.
and Holden
become very
popular over
recent years.
The 2021 annual Muscle
Car Madness weekend for
car enthusiasts will be held at
the Rangiora showgrounds
from 9am to 4pm over the
weekend of the 23rd and 24th
of January.
With New Zealand being
one of very few countries
where people are able
to attend car shows, the
organisers are delighted to
be able to present the 31st
Muscle Car Madness MCM)
show.
“It was a late start for us
to organise the event this
year, with all the uncertainty
around Covid-19, but we plan
to have the majority of our
activities running, including
Stadium Finance-sponsored
burnouts from 1.30pm on
both days and the popular
rockabilly pageant at
noon on Saturday,” says
organiser Craig Stottle.
The main drawcard for
this year’s Trillo Metals
sponsored event will be
the flashy red Uncertain T
owned by Martin Bennet.
It is a duplicate and tribute
of the show-winning original
Uncertain T built in America
55 years ago. The Uncertain T
won 20 awards including top
hand-built hot rod and will be
on display at the Classic Cover
Insurance stand in the arena.
A variety of local bands,
including some popular young
kids’ bands, will provide
music over the two days.
The interest in the car show
display area has been strong
with a number individuals
as well as local car clubs
planning to take part.
“We’ve had a huge demand
for stalls of every description
and we will have a great
t-shirt design for sale, so bring
some extra money to spend
on the cool stuff we will have
available,” says Craig.
Ticket for either
day costs $20, or $35
for a two-day pass.
Children under 16 (or
still at school with
ID) are free. Further
Holiday motoring tips
The traditional Kiwi summer holiday usually involves
a trip to the beach, dashing off to the bach, or a couple
of week’s relaxing at a lakeside or mountain campsite. It
might be a grand road trip to far flung places or just a
local tiki tour. It’s all good fun, but congested roads and
increased holiday traffic can increase frustration levels
and lead to poor decisions – and more cars on the road
means there is an increased risk of accidents.
Here are some tips to help you and your loved ones
stay safe on the road this summer:
Preparation pays off.
- Make sure your car is in good condition with a current
rego and WoF.
- Plan your route and refreshment and rest stops before
you leave. A small break every hour or two will help to
keep you focused.
- Leave early and allow some extra travel time in case of
congestion, bad weather or delays. It helps to make the
journey itself part of your holiday.
- Full up with fuel before you leave so there is less risk of
running out.
- Pack your sunglasses and some water for the trip.
Enjoy the drive.
- There will be more people on the roads and many will
be navigating unfamiliar roads. Obey the rules, and
try to relax and enjoy the drive rather than passiveaggressive
tailgating to get them to drive faster.
- Be courteous and kind. Everyone wants to get to their
destination just as soon as they can.
- Bright sunlight and hot days, along with the inevitable
“Are we there yet?” or worse from kids can increase
driver fatigue. Watch for it in yourself and other road
users.
- Summer weather means there will be more nonmotorised
road users too – from cyclists and
pedestrians to horses. Look out for them and share the
road.
- Drive to conditions – the speed limit isn’t a goal.
- If you can, take turns to ensure that you always have a
sober driver.
BMW wagon with
performance edge
WHEN I LOOK back at my
first real car I wonder how
much influence that model
has in the way I view cars
today.
That car was an early
F-series Holden, and up
until the time where vee
engines were introduced
into the Commodore in the
late 80s, most Holdens sold
up until then had an in-line
six-cylinder engine.
I remember mine for its
smooth, uninterrupted flow
of power, and every time
I drive inline sixes I relate
to the feel and sound, even
today the experience is not
dissimilar. Given that my
wife and I own two cars
with that configuration,
there must be some longlasting
effect.
The latest inline six to
come my way for evaluation
was BMW’s M340i and it
represents everything I like
in a driveline. What’s more,
its body style was another
plus - it was a Touring
wagon, all-up the package
is something I see as being
very desirable – definitely a
Lotto-winning dream car
The 3-Series is my
favourite BMW car line,
it is traditional in many
ways, and with an M badge
you can bet the 340i has
something special on offer
in terms of performance. Of
course, you don’t have to go
high power, the 3 Touring
is also available with two
diesel engine options,
four and six-cylinder. The
range starts at $85,100 for
the 320d, the 330d adds
$14,700, while the M340i as
evaluated sits at $129,300,
and for my money it’s
worth every cent, it is a
fabulous all-round vehicle
and certainly a compromise
if you don’t want to join
the masses and buy a sport
utility vehicle.
The heart of the M340i
is its engine, not only does
it have all the traditional
BMW hallmarks of
efficiency and sultry
smooth behaviour, it is
turbocharged, and that adds
to the unfaltering delivery
that makes this design so
desirable.
BMW rates the 2998cc
unit at 285kW with a
beefy 500Nm of torque
available at just 1850rpm.
The result is a potent flow
of force from idle through
to red-line. These outputs
are enough to produce
a standstill to 100km/h
time of just 4.5sec, while
its mid-range acceleration
is extraordinary with a
blistering 3.9sec time
to make 120km/h from
80km/h.
Drive is transmitted
through a quick-shifting
eight-speed automatic
gearbox. In typical
BMW M340I: Silky smooth and powerful inline
six-cylinder engine.
BMW fashion, power
is then directed to the
rear wheels, and herein
lies another surprise, all
3-Series Touring wagons
get xDrive, BMW’s power
proportioning four-wheeldrive
system. When the
traction control devices
deem more grip is needed,
drive is then transferred
seamlessly to the front.
Purists need not worry,
the M340i still feels like a
rear-wheel-drive car, and
if you like it to be playful
you can adjust the traction
control settings so that bias
to the rear is predominant.
• Price – BMW M340i
Touring xDrive,
$129,300
• Dimensions – Length,
4713mm; width,
1827mm; height,
1440mm
• Configuration – Sixcylinder,
four-wheeldrive,
2998cc, 285kW,
500Nm, eight-speed
automatic
• Performance –
0-100km/h, 4.5sec
• Fuel usage –
8l/100km
Drive is forceful, the
engine reacts solidly to
throttle request, providing
instant acceleration along
with a tantalising sound,
there is an angry bellow out
of the exhausts, although
that only manifests under
a heavy throttle, otherwise
the engine has a sweet aural
tone and only lets you know
it is enjoying its work.
That feel is transmitted
throughout the entire
car, not only is it exciting
in terms of power flow,
the M340i handles like a
traditional sports sedan,
the wagon section is no
handicap in terms of how
it feels in a corner, it has
impeccable handling
manners with high grip
levels and a feel at the
steering wheel that is
natural, yet involving.
That’s something you
get in an M-Sport car,
the chassis mechanicals
are engineered for
performance, there’s also
a premium brake package
which provides immediate
surety when speed needs to
be chiselled off quickly.
Not only does the M340i
reward the driver with its
high-speed capability, it
is also the everyday car
which does its best to look
after the occupants. Ride
comfort is superb and it
is amazingly practical, the
rear load section easily took
care of the hefty Kiddiefamily
grocery haul.
The cabin is plush and the
seats are formed brilliantly
to contain the body. Seat
adjustment is vast, there
are several applications to
suit the driver and most are
done electrically. There are
also heated seats for when
winter bites. Other features
include head-up display,
satellite navigation, electric
sunroof, paddle-shifters,
automatic stop-start, and
comprehensive infotainment
network, many of these
functions can be controlled
by voice activation.
As part of the on-screen
displays, the M340i has a
comprehensive fuel usage
readouts, bearing in mind
there are economical drive
modes if the driver wishes
to select them.
Against BMW’s eightlitre
per 100km combined
cycle claim, I recorded
a 9.6l/100km figure
along with a 5.8l/100km
instantaneous figure
travelling at 100km/h
on the highway with the
engine turning over relaxed
at just 1400rpm.
The 3-Series in total
is a range engineered
for driving pleasure and
I’m really smitten with
the concept, the M340i
has road feel, power and
handling that makes you
feel so much part of the car.
I didn’t win Big Wednesday
last week, but when the right
balls eventually roll out the
BMW dealership can expect a
visit from me.
