Five years and two months ago I felt compelled to open this 

publication with a few lines of text in a foreign language. It was 

the December 2015 issue, and the language in question was 

French. The reason? To join the world in showing solidarity with 

France following the Paris terrorist attack the month before. It 

was the first time this magazine had deviated from its mother 

tongue (barring the odd Latin phrase, just as you would expect 

in any, ahem, highbrow publication). But in compiling this issue, I 

once again found myself employing the services of a translator. 

This is the February 2021 issue, and the language in question 

this time is Arabic. The reason? To honour the true meaning of 

this column’s ‘welcome’ heading. It sits there, at the top of page 

three, in the same place, month after month. When you say a 

word over and over, it starts to lose all meaning, but this month, 

our welcome meaning is more… well, more meaningful than 

ever. The above script is a welcome-to-Wanstead message for 

an as yet unknown Syrian refugee family, who will be arriving 

here any day now to start a new life (see page 14). My own way of 

demonstrating the power of the community they will be joining. 

Back in 2015, I included the English translation 

of the French text. The message then was 

one for all to read. This time, the message 

is more powerful in Arabic alone… it 

adds a certain je ne sais quoi.

A rapid coronavirus testing facility (Lateral 

Flow Device testing) has opened at Wanstead 

Youth Centre on Elmcroft Avenue. “This is for 

people without COVID-19 symptoms who 

are either unable to work from home or have 

been in contact with someone who has tested 

positive… Research shows that one in three 

people who have coronavirus never show 

any symptoms, but that does not mean they 

are not infectious,” said a spokesperson. The 

site is open daily from 10am to 7pm. Walk-in

celebration of the nightingale bird this 

autumn. “An idea is brewing for a poetic and

A Little Free Library has been installed on 

the Brading Crescent estate in Aldersbrook. 

“We have been aiming for a Little Free 

Library for a few months now. After making 

enquiries on social media, Chris Muzzlewhite, 

a local handyman who also volunteers with 

Aldersbrook Riding School, came to our 

rescue. He has created, incredibly speedily, a 

beautiful library for us. The craftsmanship is 

wonderful… Feel free to take a book you want 

to read or swap for one you want to donate,” 

said resident Katharine McKnight.

BT has restored the iconic red telephone 

box outside Wanstead Station. “I’ve been 

working with BT over the last few months 

on the refurbishment of the phone box. It is 

protected as a Grade II listed structure, and 

BT has a responsibility to maintain it. The 

door had been removed for safety reasons, 

and there was some delay in getting a 

replacement, which is now installed. All the 

missing glass has been replaced and there is 

a working phone. A fresh coat of paint will be 

applied in spring,” said Councillor Sheila Bain. 

Healthwatch Redbridge is asking residents 

to complete an anonymous survey about 

COVID-19 vaccines. “We are aware some 

communities and individuals are slightly 

reticent about having a vaccination. With this 

in mind, we are asking people to tell us if they 

were offered a vaccination would they have it, 

and if not, why not? We feed information back 

to the NHS and care providers to ensure they 

understand the issues that local people face,” 

said a spokesperson. The survey closes on

Wanstead’s Corner House Project 

appeals for donations of towels 

The Corner House Project – a Wansteadbased 

initiative that supports the vulnerable, 

homeless and those in need of guidance – is 

seeking donations of towels. “The Corner 

House Project works with a nearby half-way 

house and they are short on towels. If you are 

having your third lockdown clear out and can 

help, please bring them to me at 43 Langley 

Drive, Wanstead,” said Juliette Harvey. Items 

needed include face cloths, hand towels, bath 

sheets and bath mats. All donations should be 

new or in good condition.

Commemorative print of Wanstead 

Park’s historic cattle-grazing trial 

Local artist Karen Humpage has created a 

painting to mark the return of cows grazing 

in Wanstead Park. Three cows – Quinine, Nina 

and Nuru – took part in the City of London 

Corporation’s successful trial last autumn, 

with grazing now set to become an annual 

fixture in the park. “We were all very excited 

last September when the longhorn cattle 

graced Wanstead Park with their presence. 

Of course, having spent the last few years 

painting pictures of cows in the community, 

the opportunity to create an up-to-date 

painting of cows in Wanstead was just too 

good to miss. I visited the park one hot and 

bright Sunday in order to see the cows, only 

to find half of Wanstead and Aldersbrook were 

there too! I decided to include onlookers in 

the painting as they were an integral part 

of my visit,” said Karen, who is donating £5 

from every £29 print sold to the Friends of 

Wanstead Parklands. “I’ve had quite a few 

orders and I have been able to pass on £140 to

Local decoupage artist Lou Clouter is seeking

others, my real job (casting director) has been 

put on the back-burner. So, to stop myself

a community success story

A number of Wanstead residents have started 

learning British Sign Language (BSL) following 

the publication of an article in the Wanstead 

Village Directory last year. “Nine people 

contacted me after the article appeared. Three 

of them do not use technology, so we were 

only able to meet once before the autumn 

lockdown. Others joined me for weekly Zoom 

sessions. At Christmas, some of us joined a 

signing choir to learn how to sign carols,” said 

Lorna Paterson, who established the Wanstead

Essex Art Club will unveil it’s first-ever online 

exhibition this month. “Our club has held 

annual exhibitions locally for many years – 

and survived two world wars – but we had to 

cancel our Wanstead House exhibition in 2020. 

In its place, we have rewritten our website to

sale… We hope to be able to resume some 

activities in spring, and be back in Wanstead 

with a real exhibition in October,” said club

A black swan –named Bruce – took up 

temporary residence on Snaresbrook’s Eagle 

Pond last month. “Black swans are native to 

Australia. They were brought to the UK as 

ornamental birds for collections but, like other 

captive species, occasionally escape. This bird 

was recently seen at Walthamstow Reservoirs 

as well. Their habitat requirements are not 

dissimilar to those of mute swans, and so they 

could turn up on any stretch of freshwater, or 

occasionally in sheltered harbours,” said Tim 

Harris of the Wren Wildlife Group. 

The River Roding burst its banks last month, 

causing flooding in parts of Wanstead Park. 

“The flooding shows the growing risk that 

the River Roding overflow poses on the 

surrounding area. It does, however, also offer 

an opportunity to devise a way, at times of 

high water flows, to divert the excesses into 

the lakes in Wanstead Park, which remain 

low for much of the year,” said Councillor Paul 

Donovan. Addressing the park’s lake system 

is a central theme of the Parkland Plan, which 

was adopted by the City of London in 2020.

In the fourth of a series of articles by Refugee Welcome Wanstead – a 

community group planning to welcome a Syrian refugee family to the 

area – Eleanor Taylor reports on the family’s imminent arrival 

We are delighted to be able to write 

this final instalment of our refugee 

project series, and update readers 

on the outcome of the initiative. In our last 

article, we confirmed that our application 

to resettle a Syrian refugee family in 

Wanstead had just been successfully 

accepted by the Home Office, and we are 

now being matched with a family by the 

UNHCR. 

Once the final details are confirmed, we are 

hoping to welcome our matched refugee 

family at the airport by the end of this month. 

We will then be working with the family to 

help them settle into the local area, which 

will be particularly challenging in light of the 

current COVID-19 restrictions. 

Thank you so much to all of you in the 

Wanstead and surrounding communities 

who have given us your well-wishes, 

encouragement and kind donations over 

the last year. It has been so heartening to 

know that our local community is ready to 

welcome a refugee family. We have received 

so many generous donations of household 

items, volunteers’ time and money to pay for 

the family’s essentials, and we truly could 

not have achieved this without the help and 

support of those of you who have followed 

our journey. 

Our family will be moving to safety in London 

as part of an initial scheme to resettle a limited 

number of refugees from the Syrian conflict, 

but a subsequent scheme to resettle another 

5,000 Syrian refugees has been postponed 

indefinitely. It is now up to the Home 

Secretary Priti Patel to determine whether this 

second scheme will go ahead, and whether 

these vulnerable people will be able to restart 

their lives in the safety of the UK. 

Syrian refugees 

The situation for refugees from the Syrian 

conflict is as precarious as it has ever been. 

Fires have recently destroyed temporary 

refugee housing in Lebanon, and the threat of 

COVID-19 – without access to adequate hand 

washing and sterilising facilities – continues 

to worsen. 

The good news is that you can still help. A 

number of organisations have launched 

campaigns, such as Refugee Action’s Missing 

Piece campaign, to ensure the Home Office 

agrees to restart the planned scheme to 

resettle Syrian refugees in the UK. By writing 

to your MP, you can ask them to lobby the 

government on your behalf, and on behalf 

of Syrian refugees who remain in unsafe, 

unsanitary camps across the Middle East. 

We will be continuing to work with our new 

family throughout 2021, but as we are sure 

you will understand, we want to maintain the 

family’s privacy as they build their new lives

Did you know Redbridge Council 

maintains 40,000 trees and 128 

hectares of woodland in the 

borough? It’s a big job and takes a very 

special team from Redbridge Council to 

maintain it all. 

The borough’s Arboricultural and Horticultural 

team – made up of specially trained staff – 

are responsible for the maintenance of the 

council’s 21,000 trees on the streets, 19,000 

trees in parks, schools, housing and welfare 

sites, grass verges and shrubs on streets, and 

assisting with maintaining council woodland. 

To ensure the trees stay healthy and cared 

for, my team carry out annual inspections 

of all street trees to recommend work to 

maintain them – and once every three years to 

recommend pruning work. 

Inspections on the remaining council trees 

in parks, schools, housing, welfare sites and 

woodlands are carried out on a three-year 

rotation. Trees in the Wanstead and South 

Woodford areas are due to be inspected for 

pruning in 2022. 

Trees are usually only removed when they are 

dead or decayed, in line with council policy. 

When pruning and felling is recommended, 

the work is normally grouped by borough 

wards and completed by the end of March 

the following year. My team normally fell a 

tree on the street to a waist-high stump and 

then return to remove the stump just prior to 

planting a replacement tree. 

Planting is carried out between November 

and March, and planned street planting in 

Wanstead and South Woodford is aimed at 

being completed between February and 

March 2021. 

In addition, there is also about 160,000 square 

metres – equivalent to 22 football pitches 

– of highway grass cut eight times a year, 

and 20,000 square metres of highway grass 

cut once a year as part of the Grow Zone 

project to create wild flower meadows in the 

borough to improve biodiversity. A quarter 

of these Grow Zones are in Wanstead and 

South Woodford. 

Highway shrub beds – covering an area 

equivalent to seven football pitches – are also 

pruned up to twice a year, depending on the 

obstruction they may pose to pedestrians and 

vehicles. 

Where weeds grow up in footpaths, kerb 

edges and shrub beds on the street, my team 

carry out a spot treatment with herbicide 

to control growth up to five times a year, as 

required. 

We also work closely with the Neighbourhood 

Street Scene Engagement team on numerous 

community projects to spruce up the 

borough’s neighbourhoods. These have 

included: 

• Installing railing planters and troughs 

outside schools and business. 

• The spring bulb giveaway. 

• Tree planting within schools. 

• Community adoption of shrub beds and 

adopting street tree pits. 

• Working with Trees for Cities, planting new 

trees in east Ilford and a new woodland 

near Seven Kings park. 

Green spaces improve air quality, boost 

wellbeing and make the borough 

look and feel better. In addition, they 

can provide healthy spaces for wildlife to 

flourish. 

Redbridge is one of the greenest boroughs 

in London, and we want to make the most 

of our green spaces so local people can 

enjoy them now and for years to come. To 

help achieve this, the council is currently 

working on a Green Urban Landscape 

policy that will create a plan for managing 

and improving council greenery across 

the borough.

Number Eight 

Residents have united to fight plans to demolish the Victorian house 

at 8 Sylvan Road and replace it with several new flats. In the first of a 

series of articles, Kirsty Thomas explains the upset

network of both local and non-local 

residents rallied together in recent 

months to support the objection to a 

planning request to demolish a beautiful, 

characterful, 150-year-old Victorian house 

in Snaresbrook. 

The current owners of 8 Sylvan Road have 

applied to replace this historic building 

with several oversized modern flats (two 

one-bedroom, five two-bedroom and two 

three-bedroom residential units). Over 150 

objections have been put to Redbridge 

Council to oppose this development, 

including support from the Wanstead Society, 

the Victorian Society and Councillor Jo 

Blackman. 

This property was built alongside seven 

others in the 1870s, but sadly, two of them 

were destroyed in the Second World War. The 

remaining six distinctive houses, despite also 

withstanding substantial war damage repairs, 

continue to stand proud on Sylvan Road. 

The Victorian Society – who are ‘the champion 

for Victorian and Edwardian architecture’ 

– have written to the council’s Planning 

Committee to say that: “Number eight [Sylvan 

Road] is a characterful house in its own right 

and also has wider group value, being one of 

six remaining houses of the late-19th century 

suburban development in the road. Although 

the road has been infilled with 20th-century 

housing, the interspersed Victorian dwellings 

still draw attention and have a positive impact 

on the streetscape. The loss of number eight 

would therefore not only constitute the loss 

of an attractive Victorian building but would 

also contribute towards the erosion of this 

character and further obscure the legibility 

of the initial 19th-century development in 

the area”.

They have made it very clear, as have 

most residents in their objections, that the 

property appears eminently suitable for 

refurbishment and conversion, if necessary. 

Demolition should not be a reasonable 

solution, especially considering Redbridge’s 

deceleration of a climate emergency in 2019 

and the importance of recycling and reusing 

buildings to help tackle climate change. 

The proposed flats are large, overpowering 

and characterless modern buildings, with 

both roof gardens and rear balconies which 

will remove any level of privacy for the 

neighbours. There is neither provision for 

parking nor socially affordable housing. 

Our whole street feels terribly upset this 

house and the history associated with it 

could be completely wiped out in an instant. 

We are hoping the Planning Committee will 

listen to the local community and refuse the 

demolition of this historic building in the 

heart of our village, as we would like to see it 

still standing here in another 150 years’ time.

Becoming a mental health first aider is empowering, says Aldersbrook 

resident Katharine McKnight, who has launched a series of courses to 

teach people the vital skills needed 

Mental health first aid (MHFA) has 

become a very popular subject over 

the last few years. But what does it 

actually involve? 

As with physical first aid qualifications, there is 

no obligation to assist. The first priority is your 

safety and the safety of others. With physical 

first aid, you are covered under the Social 

Action, Responsibility and Heroism Act (2015), 

which protects you when you have provided 

reasonable assistance in an emergency. There 

is clearly parity needed between physical and 

mental health first aid, but from its infancy in 

Australia in 2001, the increase in training has 

led to greater empathy. 

Whilst any individual can provide MHFA, 

undertaking a course can be helpful to 

recognise clusters of symptoms. It is a triage, 

not a diagnostic, tool. It provides a vital 

opportunity to listen, and allow others to 

be heard whilst encouraging them to move 

forward. 

I first completed MHFA training in 2014, 

having experienced mental health concerns 

myself, and supporting those around me. The 

following year, I volunteered for 18 months 

with The Mix, a helpline for those under 25. 

In the last few years, I have myself seen a dip 

in my own mental health, and on recovery, 

I wanted to upskill to support others more 

effectively. 

I cannot explain enough how vital informal 

support and signposting is to those in need. 

I trained as an instructor with Nuco Training. 

I am now able to teach Level 1, 2 and 3 via 

distance learning (and in person when safe to 

do so). It is beneficial for anyone wanting to 

support others or improve their own mental 

health. I would love everyone to have this 

opportunity and to empower as many people 

as possible to support others. 

My accredited course, validated by the 

Regulated Qualifications Framework and 

valid for three years, will introduce students 

to the CARE model and how it can support 

difficult conversations whilst having a wider 

understanding of signs, symptoms and 

misconceptions. 

Levels 1 and 2 provide a shorter, less 

comprehensive but nonetheless important 

knowledge base. I am taking my knowledge 

further by volunteering for Shout, an 

anonymous text support service that can be 

accessed by any age group by texting SHOUT 

to 85258. Key workers can text the word 

FRONTLINE to the same number.

Working with pride 

Councillor Jo Blackman (Wanstead Village, Labour) outlines her priorities 

following her appointment to Redbridge Council’s cabinet, with 

responsibility for the environment and civic pride 

In recent years, particularly since 

becoming a parent, I have become 

increasingly concerned about the 

climate emergency and threats facing the 

environment. Evidence of the immediacy 

of the climate crisis and human-driven 

mass extinction leaves me wondering what 

legacy we are leaving our children. 

Concern for the environment, combined with 

a desire to see more women and working 

parents represented on the council, motivated 

me to stand as a councillor in the 2018 local 

elections. So, I am pleased to have recently 

been appointed by council leader Councillor 

Jas Athwal to Redbridge Council’s cabinet, 

leading on the environment and civic pride. 

Alongside this role, I will continue as a 

councillor for Wanstead Village, with fellow 

ward councillors Daniel Morgan-Thomas and 

Paul Donovan. 

The cabinet is the main decision-making 

body of the council and is made up of 

councillors from across the borough from 

the governing party. I’m particularly proud 

of the diversity of Redbridge’s cabinet, which 

includes 50% women and councillors from a 

range of backgrounds, ethnicities, ages and 

professions. Cabinet meetings take place 

monthly and are streamed live, with the 

opportunity for residents to ask questions. All 

relevant papers are also made public and can 

be found on the council website. My portfolio 

covers a range of issues, including climate 

change, transport, parking, waste, street 

cleansing and the environment. 

I have been inspired by the work underway 

locally to enhance the environment and 

improve biodiversity – community gardeners, 

grow zones and litter picks. I believe there is 

much we can do working together. 

Along with Councillor Paul Donovan, I led 

efforts to get the council to declare a climate 

emergency in 2019. I have since contributed 

to the subsequent corporate panel report on 

the measures the council could take to reduce 

their own emissions and will now be leading 

on putting those measures into action. 

Immediate priorities also include overseeing a 

borough-wide roll-out of wheelie bins. 

As we’re becoming increasingly aware of the 

impact of air pollution on the health of our 

children and vulnerable residents, we are 

stepping up our action to encourage walking 

and cycling. Moves to restrict the use of cars 

around schools (School Streets) will be crucial 

to this effort, alongside promoting more 

sustainable ways of getting around. 

These changes aren’t easy. This work is also 

complicated by the pandemic engulfing 

our communities and draining an already 

stretched council budget. But doing nothing 

is not an option if we are to tackle air 

pollution, climate change and environmental 

destruction, and if we want to leave a better 

future for generations to come.

Wanstead teenager Grace Wolstenholme invites you to watch her YouTube 

channel for an insight into life with cerebral palsy. In the seventh of a 

series of articles, Grace confronts those who give her a strange look 

Hi everyone. Last year was pretty 

rubbish for everyone, with so many 

people losing loved ones, but we’ve 

just got to say to ourselves that 2020 

made us stronger, even though it was such 

a strange year! Hopefully, 2021 will be 

better. 

My own mental health hasn’t been that 

great, including my anger. If anyone gives 

me a strange look, I get so annoyed at 

them. Some people look at me like I’m an 

alien or I shouldn’t be out, and I can lose it 

with them. 

And here’s something funny. When I was little, 

there was this woman who was so mean to 

me just because her daughter had to share a 

school bus with me. Recently, I saw she had 

posted on the Facebook local community hub, 

looking for a dog trainer. For so many years 

I’ve been scared of this woman, but I thought 

‘Why should I be?’ She can’t hurt me. I’m big 

and strong enough now. So, I commented 

that I know a really good dog trainer, but I’m 

not going to tell her who because I remember 

how mean she was to me and how she really 

upset me. 

People responded saying it’s such a shame 

how she treated me. Then, get this, she 

deleted the post and blocked me! So, what 

does that tell you? She doesn’t want people 

knowing how she treated me and she didn’t 

even apologise for what she did. 

I’m telling myself that I’m more grown up and 

responsible than a 43-year-old woman, and I 

really liked her daughter. I used to always help 

her at school and her daughter really liked 

me. She used to grab me whilst her mum was 

bullying me, but enough of the negative stuff!

There have been some upsides in these crazy 

times. One of them, for me, has been that I 

started to use platforms such as YouTube and 

Instagram more. And I’ve been lucky enough 

to get a monthly article in this magazine as 

well, which I’m so grateful for. I feel like I’m 

getting my message out to so many people 

now, and I’ve even had two interviews about 

my YouTube channel and trying to get more 

awareness for cerebral palsy, so I’m really 

grateful for everyone who’s subscribed to my 

channel for the videos. 

Let’s talk about Christmas. It was a bit lonely, 

but thank God for Top of the Pops and – OMG 

– a few of my favourite singers were on there, 

such as Rag’n’Bone Man and Jess Glynne. 

So, yeah, that’s all from me for now and I’ll see 

you next month.

Future for Whipps 

In the seventh of a series of articles looking at the redevelopment of 

Whipps Cross Hospital, Charlotte Monro discusses her concerns over the 

fact no specialist palliative care centre is planned for the new building 

As we live through this second 

wave of the pandemic, staff in our 

hospitals across east London are 

doing incredible work at all levels and – 

as throughout the country – are under 

immense pressure. The importance of our 

NHS to the whole of our society is one thing 

that is clear. It now needs the investment. 

Action 4 Whipps has put a call out to all east 

London MPs to secure sufficient government 

funding for our local hospital. It would be a 

travesty if this once-in-a-lifetime opportunity 

for a new hospital yielded the same, unsafe 

pressures as there are currently. High bed 

occupancy directly impacts safety. Research 

into patients admitted to intensive care from 

April to June 2020 found the risk of dying was 

almost a fifth higher in ICUs where more than 

85% of beds were occupied. 

The drive to reduce beds in our new hospital 

and keep costs down feels, to me, like it is 

dictating the shape of our services. Julie 

Donovan’s piece about the Margaret Centre in 

January’s issue emphasised just what we are 

at risk of losing. This pioneering Whipps Cross 

service should be working right now with 

the architects on new specialist facilities to 

realise their vision for patient care. Specialist 

palliative care units are far from an ‘outmoded 

model’, as we have heard them described. 

The photo here shows one of the rooms in 

just such a unit, recently built in Dumfries 

and Galloway Royal Infirmary by our Whipps 

architects. Access to a patio from patient 

rooms so a bed can be taken outside has long 

been a dream of Margaret Centre staff. We 

deserve this here. 

Barts Health has informed us that palliative 

care services will continue but be delivered

differently. No specialist centre is planned. 

Hospice care at home will be increased, 

though few details are evident at present. 

Patients who need admitting will go to a 

single room wherever available in the hospital. 

This has not allayed our concerns. Single 

rooms will certainly offer greater privacy for 

patient and family than a curtained-off bed 

on the old general wards, but patients will 

not be in the care of specialist staff who know 

them and their family, as now in the Margaret 

Centre. Will a bed even be available at the 

time it is needed? Timeliness is fundamental… 

time is something these patients do not have. 

In my view, there must now be real, 

meaningful and formal consultation with 

patients or their families, the local community, 

and staff who provide the service before 

decisions are taken, so the value and ethos of 

the service the Margaret Centre provides will 

not be lost, but can be enhanced. The right 

to be involved in decisions on such service 

change is set out in the NHS constitution.

Walk this way… 

The roll-out of Redbridge Council’s School Streets scheme across the 

borough and in Wanstead will provide a safer environment for our kids, 

argues Councillor Jo Blackman (Wanstead Village, Labour) 

The unprecedented Coroner’s 

Court ruling in December 2020 

that air pollution made a material 

contribution to the death of nine-year-old 

Ella Kissi-Debrah was a stark reminder of 

the devastating impact of air pollution on 

children and vulnerable people. The direct 

link between car emissions, air pollution 

and death and ill health means we have a 

responsibility to do all we can to reduce air 

pollution around schools. 

This is why Redbridge Council has been 

consulting on the roll-out of a series of 

School Streets. These are where temporary 

restrictions on vehicles are introduced at 

school drop-off and pick-up times on a small 

number of roads around a school – usually for 

an hour at the start and end of each school 

day. The scheme discourages drivers from 

taking non-essential journeys through the 

roads covered by the scheme at these times. 

School Streets are enforced by Automatic 

Number Plate Recognition (ANPR) cameras 

with penalties of £65 (if paid within 14 

days) and £130 (if paid after 14 days). Free 

exemptions are available for vehicles 

used by residents and businesses that are 

located within the school street, deliveries, 

health and social care visits and for 

children with a disability who attend the 

school. Emergency vehicles are, of course, 

automatically exempt. 

As well as reducing levels of air pollution 

at school entrances, School Streets protect 

children from traffic at the school gate. I have 

seen first hand the real risks to children’s 

safety caused by school-run traffic and we 

know that residents are also concerned about 

excessive school traffic on their streets and 

poor parking. 

Local schools set to be included in the scheme 

include: Aldersbrook Primary School (pictured), 

Wanstead Church School, Snaresbrook Primary 

School and Nightingale Primary School 

The scheme also aims to encourage more 

children to walk and cycle to school. The 

initiative is accompanied by measures to 

promote sustainable and active travel through 

a school Travel Plan, backed by the TfL Stars 

(Sustainable Travel: Active, Responsible, Safe) 

scheme. Measures can include infrastructure, 

such as cycle shelters, cycling courses, walking 

maps and pupil engagement, such as themed 

lessons. Evidence shows that School Streets 

reduce traffic and increase active travel levels. 

Following successful pilot School Street 

locations (Fairlop Primary, Saints Peter and 

Paul’s Catholic Primary and Gordon Primary 

Schools), consultations are now taking place 

for schemes around 10 additional schools 

across Redbridge, including five in the 

Wanstead and Woodford area, with more in 

the pipeline. All rsidents are encouraged to 

contribute to the consultation (open until 

14 February) to help shape this scheme. 

As we look forward to a time when our 

children can return to school and mix with 

their friends again, let’s hope we can also give 

them a safer environment.

Streets Apart? 

Implementing the School Streets scheme at Nightingale Primary 

School may have unintended consequences, argues local resident 

Steve Wilks, who believes better planning is needed 

The proposal to implement the School 

Streets scheme at Nightingale 

Primary School has divided opinion 

in the neighbourhood. The School Streets 

programme is part of a wider initiative 

to reduce levels of air pollution at school 

entrances, protect children from traffic 

at the school gates and encourage more 

children to walk and cycle to school. 

The intention behind the proposal is 

completely sensible and worthwhile, and it 

is right for the council to work towards these 

laudable goals. However, as is often in the case 

in reality, this solution may have unintended 

consequences, and it may need a fresh review 

of the original problem. 

The proposal is that, during term time, nonresidential 

vehicular traffic will be prohibited 

from driving along certain roads in the vicinity 

of the school at the start and end of the school 

day. Residents affected were sent a letter 

explaining the details. Any vehicle breaking 

the prohibition will be punished with a 

Penalty Charge Notice. 

One of the inevitable consequences of 

creating such zones is the knock-on effect 

it has on other roads. If parents cannot park 

in the roads prohibited, they will park in the 

other roads not in the zone to avoid a fine. 

The key roads affected will be Charnwood 

Drive and Colvin Gardens. This is already a 

busy area, with traffic coming from the W12 

bus route, meaning air pollution will become 

worse for these residents. Therefore, will this 

policy have a net environmental benefit to the 

neighbourhood overall if the bad air quality is 

just pushed from one road to others? 

Other roads, such as Onslow Gardens, 

Cadogan Gardens and South View Drive, will

also suffer the displacement effects, meaning 

parking and getting out will be made more 

complex for residents there. 

In addition, given the current coronavirus 

crisis, traffic overall has declined to levels 

last seen in the 1980s, but the type of trips 

has changed. More supermarket deliveries 

are now being made and we often have to 

book any delivery time slot available. If there 

are restrictions on times that delivery drivers 

can come in and out of our roads, then this 

may prove problematic for some. In addition, 

builders and other contractors will be 

inconvenienced, and so it is hoped there will 

be some flexibility for these situations in the 

permit allocation. 

Given the crisis the nation is facing, any 

initiative that makes things more difficult 

for essential drivers and contractors is 

unwelcome. Life has to go on and the council 

needs to look more widely at the impacts of a 

ban and the consequences which may negate 

the benefits overall. More thought needs to be 

put into this.

Walks Past 

Wanstead 

Wanstead Park, as we 

know it today, was 

designed as a setting 

for the grand Palladian 

Wanstead House, built in 

the reign of George I, and 

which replaced the previous 

house on the site, the 

Tudor Wanstead Hall. Our 

Rediscovering Wanstead 

House walk looks at some 

of the features, still in and 

around the park landscape, 

that remind us of its grand 

origins. 

Today, we can still walk down 

Evelyn’s Avenue, named after 

diarist John Evelyn. It was 

first planted in the late 17th 

century by Sir Josiah Child, 

who purchased the original 

Wanstead Hall and improved 

the parkland around it. 

The alignment of key features 

in the landscape show us the 

grandeur of the Hall’s replacement, 

Wanstead House. The Straight Canal 

is a stretch of water that lines up 

with the Glade, a grand avenue of 

trees rising towards the site of the 

House, now marked by a sizeable dip 

in the ground near Wanstead Golf Club. 

The trees on either side of the Glade hide 

two ‘mounts’, small hills built for viewing the 

gardens. Viewed from the rear of Wanstead 

House, the canal gave the impression of a 

much larger lake system. Continuing on past 

the site of the House leads us to the Basin, 

a large ornamental lake designed to 

add to the grandeur of the approach to 

the front of the House. This approach 

lay along part of the current Overton 

Drive, the end of which is flanked by the 

original gate posts of Wanstead House, 

and bear the initials of the man who 

completed it in 1722, Sir Richard Child, 

the 1st Earl Tylney, and the son of Josiah. 

The Temple and the Grotto, still handsome 

structures in the park, were built around 1760 

by John, the second Earl Tylney. John didn’t 

get to enjoy them much, however, because 

around the time they were built, he was 

embroiled in a homosexual scandal and fled 

abroad. He lived in Naples for the rest of his 

life. There is a bit of John still in Wanstead 

though. His heart was sent back when he died 

and sits in a jar in the crypt of St Mary the 

Virgin church. 

We can still see the earth bank in Reservoir 

Wood, which once held back water used to 

feed the lake system in the park. The area was

rediscover Wanstead House 

drained in the early 19th century and new 

planting took place, including the spectacular 

Repton Oak, which is also still there. The name 

references fashionable landscape designer 

Humphry Repton, who gave advice to 

famous spendthrift William Pole-Tylney-Long- 

Wellesley on remodelling the park. It was due 

to William’s financial mismanagement that the 

contents of Wanstead House were sold off in 

1822 and the house itself demolished and sold 

for building materials in 1825.

The Party Wall etc Act 1996 provides a framework for preventing and 

resolving disputes in relation to building works near neighbouring 

properties. Adem Esen from local solicitors Wiseman Lee explains 

If you are planning to undertake works to 

your property, such as converting your 

loft or extending your house, you may 

have to give your neighbours notice in 

accordance with the Party Wall etc Act 1996. 

Adjoining owners can agree or disagree with 

what is proposed and have certain rights and 

protections. If there is a disagreement, the 

Act provides a mechanism and process for 

resolving disputes. 

Works covered by the Act include: 

• New structures, such as an extension on the 

boundary between two properties. 

• Work to an existing party wall or structure. 

• Excavation near to or below the foundation 

level of neighbouring structures. 

• Making a party wall taller, shorter or thicker. 

• Removing chimney breasts from a 

party wall. 

• Cutting into a party wall beam. 

• Knocking down and rebuilding a party wall 

or fence. 

Notice must be given in writing and include 

certain information, and in some cases, plans 

showing the work proposed. If you and your 

neighbour cannot agree, you must appoint 

a surveyor. You can appoint a joint surveyor 

or each of you can appoint your own. The 

surveyors will then agree the terms of an 

award. 

The award is a legally binding document that 

will deal with matters including: 

• The work that may be carried out. 

• How and when the work will be carried out. 

• The amount that each party will pay for the 

work (including the surveyor’s fees). 

The word surveyor is not defined, but you 

cannot act as your own surveyor. Any surveyor 

acting on the behalf of either party must be 

qualified and wholly impartial. If there is a 

dispute as to who to appoint, the Act says 

you can appoint a surveyor on behalf of your 

neighbour if they refuse or fail to do so. This is 

important as it prevents delays to projects. 

The Act may grant surveyors and contractors 

legal access to your neighbour’s property 

during usual working hours to carry out 

certain building works. 

When carrying out the building works, 

you must avoid causing unnecessary 

inconvenience to the adjoining owners and 

occupiers and protect your neighbour’s 

property from damage, and must fix or pay for 

any damage caused.

Wanstead resident Jean Medcalf has published her first poetry book at 

the age of 89. To Everything There is a Season is a collection of lyrical, 

spiritual poems about nature. In the fourth of a series of articles, Jean 

introduces her poem entitled February, which prompts her memories 

of Nightingale Lane in the 1960s. Background artwork of the old

February was the 

month I gave birth 

to my second child 

– having just moved 

into our new home 

in Wanstead weeks 

earlier in December 

1960! Shopping with 

a pram and a toddler 

was tiring, so it was 

very useful to have 

small shops nearby on 

Nightingale Lane. 

There was a little grocers 

run by Arthur and Kath 

Chumbley, who sold 

cheese the old-fashioned 

way – cut with a cheese 

wire and weighed on 

the scales – and ham 

and bacon sliced on a 

machine. There was Gilbert’s, the greengrocers 

run by Mr George Gilbert, who used to sit 

outside on a chair and chat to passers-by. If 

you had a surplus of apples, pears or plums 

from your garden, he would buy them from 

you. 

There was also Carver’s the butcher and a 

fish-and-chip shop called Capital Fish Bar, 

which was so popular they often ran out of 

fish! In the mid-70s, it was called Michael’s and 

then it became the first Chinese takeaway

we had ever seen, which 

was quite exciting. We 

even had a small hair 

salon near the Duke of 

Edinburgh pub. 

The local children used 

to congregate around 

Ann’s, the sweet shop, 

with its shelves of tall 

glass jars of gobstoppers, 

sherbet lemons, aniseed 

twists and rhubarb 

and custards, all about 

sixpence a quarter. On 

the wooden counter 

were the cheap sweets: 

flying saucers, pink 

shrimps, black jacks and 

fruit salad chews at four 

for a penny. She also 

sold blocks of ice cream 

– the only choice back then was Neapolitan 

or raspberry ripple. 

The other favourite was Gravatt’s, which 

repaired typewriters and sold toys, run by 

Mrs Long, a kindly, grey-haired lady in a 

navy overall. It was rather dark inside as the 

window was completely crammed with toys: 

catapults, jigsaws, fuzzy felt, pea shooters, 

cap-guns, little dolls, puzzles and metal 

paintboxes for half a crown – several weeks’ 

worth of pocket money!

The Nightingale pub was run by a landlord 

called Jock. The corner door of the pub was 

for off-sales; it led through to a tiny woodpanelled 

corridor, where there was a jar of 

arrowroot biscuits, a penny each. The landlord 

kept white doves in a dovecote in the little 

garden behind the pub. 

There was B. Forster the builder further down, 

and at the bottom of Elmcroft Avenue was a 

rag and bone yard with a horse and cart. The 

horse was called George and the children 

used to give him apples. 

Going up Nightingale Lane, on the right-hand 

side was a junkyard called Cardy’s run by an 

elderly chap, and on summer days, he would 

often close early and hang up a sign to say 

‘GONE FISHING’! 

Further up, near the top of the road, was 

S.E. Bamforth, the clock and watch mender, 

a little, venerable white-haired man with 

a collarless shirt, who peered over the top 

of gold-rimmed specs. The shop was tiny 

– filled with ticking clocks – and very dark, 

illuminated only by a hissing gaslight. 

So, we could get most of our shopping just 

around the corner. Once a week I would push 

my heavy pram up Nightingale Lane to the big 

High Street shops. I will tell you about them 

next time.
