Five years and two months ago I felt compelled to open this<br />

publication with a few lines of text in a foreign language. It was<br />

the December 2015 issue, and the language in question was<br />

French. The reason? To join the world in showing solidarity with<br />

France following the Paris terrorist attack the month before. It<br />

was the first time this magazine had deviated from its mother<br />

tongue (barring the odd Latin phrase, just as you would expect<br />

in any, ahem, highbrow publication). But in compiling this issue, I<br />

once again found myself employing the services of a translator.<br />

This is the <strong>February</strong> <strong>2021</strong> issue, and the language in question<br />

this time is Arabic. The reason? To honour the true meaning of<br />

this column’s ‘welcome’ heading. It sits there, at the top of page<br />

three, in the same place, month after month. When you say a<br />

word over and over, it starts to lose all meaning, but this month,<br />

our welcome meaning is more… well, more meaningful than<br />

ever. The above script is a welcome-to-Wanstead message for<br />

an as yet unknown Syrian refugee family, who will be arriving<br />

here any day now to start a new life (see page 14). My own way of<br />

demonstrating the power of the community they will be joining.<br />

Back in 2015, I included the English translation<br />

of the French text. The message then was<br />

one for all to read. This time, the message<br />

is more powerful in Arabic alone… it<br />

adds a certain je ne sais quoi.<br />

A rapid coronavirus testing facility (Lateral<br />

Flow Device testing) has opened at Wanstead<br />

Youth Centre on Elmcroft Avenue. “This is for<br />

people without COVID-19 symptoms who<br />

are either unable to work from home or have<br />

been in contact with someone who has tested<br />

positive… Research shows that one in three<br />

people who have coronavirus never show<br />

any symptoms, but that does not mean they<br />

are not infectious,” said a spokesperson. The<br />

site is open daily from 10am to 7pm. Walk-in<br />

“We have been aiming for a Little Free<br />

Library for a few months now. After making<br />

enquiries on social media, Chris Muzzlewhite,<br />

a local handyman who also volunteers with<br />

Aldersbrook Riding School, came to our<br />

rescue. He has created, incredibly speedily, a<br />

beautiful library for us. The craftsmanship is<br />

wonderful… Feel free to take a book you want<br />

to read or swap for one you want to donate,”<br />

BT has restored the iconic red telephone<br />

box outside Wanstead Station. “I’ve been<br />

working with BT over the last few months<br />

on the refurbishment of the phone box. It is<br />

protected as a Grade II listed structure, and<br />

BT has a responsibility to maintain it. The<br />

door had been removed for safety reasons,<br />

and there was some delay in getting a<br />

replacement, which is now installed. All the<br />

missing glass has been replaced and there is<br />

a working phone. A fresh coat of paint will be<br />

applied in spring,” said Councillor Sheila Bain.<br />

Healthwatch Redbridge is asking residents<br />

to complete an anonymous survey about<br />

COVID-19 vaccines. “We are aware some<br />

communities and individuals are slightly<br />

reticent about having a vaccination. With this<br />

in mind, we are asking people to tell us if they<br />

were offered a vaccination would they have it,<br />

and if not, why not? We feed information back<br />

to the NHS and care providers to ensure they<br />

understand the issues that local people face,”<br />

said a spokesperson. The survey closes on<br />

Wanstead’s Corner House Project<br />

appeals for donations of towels<br />

The Corner House Project – a Wansteadbased<br />

initiative that supports the vulnerable,<br />

homeless and those in need of guidance – is<br />

seeking donations of towels. “The Corner<br />

House Project works with a nearby half-way<br />

house and they are short on towels. If you are<br />

having your third lockdown clear out and can<br />

help, please bring them to me at 43 Langley<br />

Drive, Wanstead,” said Juliette Harvey. Items<br />

needed include face cloths, hand towels, bath<br />

sheets and bath mats. All donations should be<br />

new or in good condition.<br />

Park’s historic cattle-grazing trial<br />

Local artist Karen Humpage has created a<br />

painting to mark the return of cows grazing<br />

in Wanstead Park. Three cows – Quinine, Nina<br />

and Nuru – took part in the City of London<br />

Corporation’s successful trial last autumn,<br />

with grazing now set to become an annual<br />

fixture in the park. “We were all very excited<br />

last September when the longhorn cattle<br />

graced Wanstead Park with their presence.<br />

Of course, having spent the last few years<br />

painting pictures of cows in the community,<br />

the opportunity to create an up-to-date<br />

painting of cows in Wanstead was just too<br />

good to miss. I visited the park one hot and<br />

bright Sunday in order to see the cows, only<br />

to find half of Wanstead and Aldersbrook were<br />

there too! I decided to include onlookers in<br />

the painting as they were an integral part<br />

of my visit,” said Karen, who is donating £5<br />

from every £29 print sold to the Friends of<br />

Wanstead Parklands. “I’ve had quite a few<br />

orders and I have been able to pass on £140 to<br />

to use in her latest project. “Like so many<br />

others, my real job (casting director) has been<br />

A number of Wanstead residents have started<br />

learning British Sign Language (BSL) following<br />

the publication of an article in the Wanstead<br />

Village Directory last year. “Nine people<br />

contacted me after the article appeared. Three<br />

of them do not use technology, so we were<br />

only able to meet once before the autumn<br />

lockdown. Others joined me for weekly Zoom<br />

sessions. At Christmas, some of us joined a<br />

signing choir to learn how to sign carols,” said<br />

Lorna Paterson, who established the Wanstead<br />

Essex Art Club will unveil it’s first-ever online<br />

exhibition this month. “Our club has held<br />

annual exhibitions locally for many years –<br />

and survived two world wars – but we had to<br />

cancel our Wanstead House exhibition in 2020.<br />

In its place, we have rewritten our website to<br />

host our first online exhibition, with works for<br />

sale… We hope to be able to resume some<br />

activities in spring, and be back in Wanstead<br />

with a real exhibition in October,” said club<br />

A black swan –named Bruce – took up<br />

temporary residence on Snaresbrook’s Eagle<br />

Pond last month. “Black swans are native to<br />

Australia. They were brought to the UK as<br />

ornamental birds for collections but, like other<br />

captive species, occasionally escape. This bird<br />

was recently seen at Walthamstow Reservoirs<br />

as well. Their habitat requirements are not<br />

dissimilar to those of mute swans, and so they<br />

could turn up on any stretch of freshwater, or<br />

occasionally in sheltered harbours,” said Tim<br />

Harris of the Wren Wildlife Group.<br />

The River Roding burst its banks last month,<br />

causing flooding in parts of Wanstead Park.<br />

“The flooding shows the growing risk that<br />

the River Roding overflow poses on the<br />

surrounding area. It does, however, also offer<br />

an opportunity to devise a way, at times of<br />

high water flows, to divert the excesses into<br />

the lakes in Wanstead Park, which remain<br />

low for much of the year,” said Councillor Paul<br />

Donovan. Addressing the park’s lake system<br />

is a central theme of the Parkland Plan, which<br />

was adopted by the City of London in 2020.<br />

In the fourth of a series of articles by Refugee Welcome Wanstead – a<br />

community group planning to welcome a Syrian refugee family to the<br />

area – Eleanor Taylor reports on the family’s imminent arrival<br />

We are delighted to be able to write<br />

this final instalment of our refugee<br />

project series, and update readers<br />

on the outcome of the initiative. In our last<br />

article, we confirmed that our application<br />

to resettle a Syrian refugee family in<br />

Wanstead had just been successfully<br />

accepted by the Home Office, and we are<br />

now being matched with a family by the<br />

UNHCR.<br />

Once the final details are confirmed, we are<br />

hoping to welcome our matched refugee<br />

family at the airport by the end of this month.<br />

We will then be working with the family to<br />

help them settle into the local area, which<br />

will be particularly challenging in light of the<br />

current COVID-19 restrictions.<br />

Thank you so much to all of you in the<br />

Wanstead and surrounding communities<br />

who have given us your well-wishes,<br />

encouragement and kind donations over<br />

the last year. It has been so heartening to<br />

know that our local community is ready to<br />

welcome a refugee family. We have received<br />

so many generous donations of household<br />

items, volunteers’ time and money to pay for<br />

the family’s essentials, and we truly could<br />

not have achieved this without the help and<br />

support of those of you who have followed<br />

our journey.<br />

Our family will be moving to safety in London<br />

as part of an initial scheme to resettle a limited<br />

number of refugees from the Syrian conflict,<br />

but a subsequent scheme to resettle another<br />

5,000 Syrian refugees has been postponed<br />

indefinitely. It is now up to the Home<br />

Secretary Priti Patel to determine whether this<br />

second scheme will go ahead, and whether<br />

these vulnerable people will be able to restart<br />

their lives in the safety of the UK.<br />

Syrian refugees<br />

The situation for refugees from the Syrian<br />

conflict is as precarious as it has ever been.<br />

Fires have recently destroyed temporary<br />

refugee housing in Lebanon, and the threat of<br />

COVID-19 – without access to adequate hand<br />

washing and sterilising facilities – continues<br />

to worsen.<br />

The good news is that you can still help. A<br />

number of organisations have launched<br />

campaigns, such as Refugee Action’s Missing<br />

Piece campaign, to ensure the Home Office<br />

agrees to restart the planned scheme to<br />

resettle Syrian refugees in the UK. By writing<br />

to your MP, you can ask them to lobby the<br />

government on your behalf, and on behalf<br />

of Syrian refugees who remain in unsafe,<br />

unsanitary camps across the Middle East.<br />

We will be continuing to work with our new<br />

family throughout <strong>2021</strong>, but as we are sure<br />

you will understand, we want to maintain the<br />

family’s privacy as they build their new lives<br />

Did you know Redbridge Council<br />

maintains 40,000 trees and 128<br />

hectares of woodland in the<br />

borough? It’s a big job and takes a very<br />

special team from Redbridge Council to<br />

maintain it all.<br />

The borough’s Arboricultural and Horticultural<br />

team – made up of specially trained staff –<br />

are responsible for the maintenance of the<br />

council’s 21,000 trees on the streets, 19,000<br />

trees in parks, schools, housing and welfare<br />

sites, grass verges and shrubs on streets, and<br />

assisting with maintaining council woodland.<br />

To ensure the trees stay healthy and cared<br />

for, my team carry out annual inspections<br />

of all street trees to recommend work to<br />

maintain them – and once every three years to<br />

recommend pruning work.<br />

Inspections on the remaining council trees<br />

in parks, schools, housing, welfare sites and<br />

woodlands are carried out on a three-year<br />

rotation. Trees in the Wanstead and South<br />

Woodford areas are due to be inspected for<br />

pruning in 2022.<br />

Trees are usually only removed when they are<br />

dead or decayed, in line with council policy.<br />

When pruning and felling is recommended,<br />

the work is normally grouped by borough<br />

wards and completed by the end of March<br />

the following year. My team normally fell a<br />

tree on the street to a waist-high stump and<br />

then return to remove the stump just prior to<br />

planting a replacement tree.<br />

Planting is carried out between November<br />

and March, and planned street planting in<br />

Wanstead and South Woodford is aimed at<br />

being completed between <strong>February</strong> and<br />

March <strong>2021</strong>.<br />

In addition, there is also about 160,000 square<br />

metres – equivalent to 22 football pitches<br />

– of highway grass cut eight times a year,<br />

and 20,000 square metres of highway grass<br />

cut once a year as part of the Grow Zone<br />

project to create wild flower meadows in the<br />

borough to improve biodiversity. A quarter<br />

of these Grow Zones are in Wanstead and<br />

South Woodford.<br />

Highway shrub beds – covering an area<br />

equivalent to seven football pitches – are also<br />

pruned up to twice a year, depending on the<br />

obstruction they may pose to pedestrians and<br />

vehicles.<br />

Where weeds grow up in footpaths, kerb<br />

edges and shrub beds on the street, my team<br />

carry out a spot treatment with herbicide<br />

to control growth up to five times a year, as<br />

required.<br />

We also work closely with the Neighbourhood<br />

Street Scene Engagement team on numerous<br />

community projects to spruce up the<br />

borough’s neighbourhoods. These have<br />

included:<br />

• Installing railing planters and troughs<br />

outside schools and business.<br />

• The spring bulb giveaway.<br />

• Tree planting within schools.<br />

• Community adoption of shrub beds and<br />

adopting street tree pits.<br />

• Working with Trees for Cities, planting new<br />

trees in east Ilford and a new woodland<br />

near Seven Kings park.<br />

Green spaces improve air quality, boost<br />

wellbeing and make the borough<br />

look and feel better. In addition, they<br />

can provide healthy spaces for wildlife to<br />

flourish.<br />

Redbridge is one of the greenest boroughs<br />

in London, and we want to make the most<br />

of our green spaces so local people can<br />

enjoy them now and for years to come. To<br />

help achieve this, the council is currently<br />

working on a Green Urban Landscape<br />

policy that will create a plan for managing<br />

and improving council greenery across<br />

the borough.<br />

Number Eight<br />

Residents have united to fight plans to demolish the Victorian house<br />

at 8 Sylvan Road and replace it with several new flats. In the first of a<br />

series of articles, Kirsty Thomas explains the upset<br />

residents rallied together in recent<br />

months to support the objection to a<br />

planning request to demolish a beautiful,<br />

characterful, 150-year-old Victorian house<br />

in Snaresbrook.<br />

The current owners of 8 Sylvan Road have<br />

applied to replace this historic building<br />

with several oversized modern flats (two<br />

one-bedroom, five two-bedroom and two<br />

three-bedroom residential units). Over 150<br />

objections have been put to Redbridge<br />

Council to oppose this development,<br />

including support from the Wanstead Society,<br />

the Victorian Society and Councillor Jo<br />

Blackman.<br />

This property was built alongside seven<br />

others in the 1870s, but sadly, two of them<br />

were destroyed in the Second World War. The<br />

remaining six distinctive houses, despite also<br />

withstanding substantial war damage repairs,<br />

continue to stand proud on Sylvan Road.<br />

The Victorian Society – who are ‘the champion<br />

for Victorian and Edwardian architecture’<br />

– have written to the council’s Planning<br />

Committee to say that: “Number eight [Sylvan<br />

Road] is a characterful house in its own right<br />

and also has wider group value, being one of<br />

six remaining houses of the late-19th century<br />

suburban development in the road. Although<br />

the road has been infilled with 20th-century<br />

housing, the interspersed Victorian dwellings<br />

still draw attention and have a positive impact<br />

on the streetscape. The loss of number eight<br />

would therefore not only constitute the loss<br />

of an attractive Victorian building but would<br />

also contribute towards the erosion of this<br />

character and further obscure the legibility<br />

of the initial 19th-century development in<br />

the area”.<br />

8 Sylvan Road, before the garden<br />

was cleared ready for building<br />

They have made it very clear, as have<br />

most residents in their objections, that the<br />

property appears eminently suitable for<br />

refurbishment and conversion, if necessary.<br />

Demolition should not be a reasonable<br />

solution, especially considering Redbridge’s<br />

deceleration of a climate emergency in 2019<br />

and the importance of recycling and reusing<br />

buildings to help tackle climate change.<br />

The proposed flats are large, overpowering<br />

and characterless modern buildings, with<br />

both roof gardens and rear balconies which<br />

will remove any level of privacy for the<br />

neighbours. There is neither provision for<br />

parking nor socially affordable housing.<br />

Our whole street feels terribly upset this<br />

house and the history associated with it<br />

could be completely wiped out in an instant.<br />

We are hoping the Planning Committee will<br />

listen to the local community and refuse the<br />

demolition of this historic building in the<br />

heart of our village, as we would like to see it<br />

still standing here in another 150 years’ time.<br />

Becoming a mental health first aider is empowering, says Aldersbrook<br />

resident Katharine McKnight, who has launched a series of courses to<br />

teach people the vital skills needed<br />

Mental health first aid (MHFA) has<br />

become a very popular subject over<br />

the last few years. But what does it<br />

actually involve?<br />

As with physical first aid qualifications, there is<br />

no obligation to assist. The first priority is your<br />

safety and the safety of others. With physical<br />

first aid, you are covered under the Social<br />

Action, Responsibility and Heroism Act (2015),<br />

which protects you when you have provided<br />

reasonable assistance in an emergency. There<br />

is clearly parity needed between physical and<br />

mental health first aid, but from its infancy in<br />

Australia in 2001, the increase in training has<br />

led to greater empathy.<br />

Whilst any individual can provide MHFA,<br />

undertaking a course can be helpful to<br />

recognise clusters of symptoms. It is a triage,<br />

not a diagnostic, tool. It provides a vital<br />

opportunity to listen, and allow others to<br />

be heard whilst encouraging them to move<br />

forward.<br />

I first completed MHFA training in 2014,<br />

having experienced mental health concerns<br />

myself, and supporting those around me. The<br />

following year, I volunteered for 18 months<br />

with The Mix, a helpline for those under 25.<br />

In the last few years, I have myself seen a dip<br />

in my own mental health, and on recovery,<br />

I wanted to upskill to support others more<br />

effectively.<br />

I cannot explain enough how vital informal<br />

support and signposting is to those in need.<br />

I trained as an instructor with Nuco Training.<br />

I am now able to teach Level 1, 2 and 3 via<br />

distance learning (and in person when safe to<br />

do so). It is beneficial for anyone wanting to<br />

support others or improve their own mental<br />

health. I would love everyone to have this<br />

opportunity and to empower as many people<br />

as possible to support others.<br />

My accredited course, validated by the<br />

Regulated Qualifications Framework and<br />

valid for three years, will introduce students<br />

to the CARE model and how it can support<br />

difficult conversations whilst having a wider<br />

understanding of signs, symptoms and<br />

misconceptions.<br />

Levels 1 and 2 provide a shorter, less<br />

comprehensive but nonetheless important<br />

knowledge base. I am taking my knowledge<br />

further by volunteering for Shout, an<br />

anonymous text support service that can be<br />

accessed by any age group by texting SHOUT<br />

to 85258. Key workers can text the word<br />

FRONTLINE to the same number.<br />

Working with pride<br />

Councillor Jo Blackman (Wanstead Village, Labour) outlines her priorities<br />

following her appointment to Redbridge Council’s cabinet, with<br />

responsibility for the environment and civic pride<br />

In recent years, particularly since<br />

becoming a parent, I have become<br />

increasingly concerned about the<br />

climate emergency and threats facing the<br />

environment. Evidence of the immediacy<br />

of the climate crisis and human-driven<br />

mass extinction leaves me wondering what<br />

legacy we are leaving our children.<br />

Concern for the environment, combined with<br />

a desire to see more women and working<br />

parents represented on the council, motivated<br />

me to stand as a councillor in the 2018 local<br />

elections. So, I am pleased to have recently<br />

been appointed by council leader Councillor<br />

Jas Athwal to Redbridge Council’s cabinet,<br />

leading on the environment and civic pride.<br />

Alongside this role, I will continue as a<br />

councillor for Wanstead Village, with fellow<br />

ward councillors Daniel Morgan-Thomas and<br />

Paul Donovan.<br />

The cabinet is the main decision-making<br />

body of the council and is made up of<br />

councillors from across the borough from<br />

the governing party. I’m particularly proud<br />

of the diversity of Redbridge’s cabinet, which<br />

includes 50% women and councillors from a<br />

range of backgrounds, ethnicities, ages and<br />

professions. Cabinet meetings take place<br />

monthly and are streamed live, with the<br />

opportunity for residents to ask questions. All<br />

relevant papers are also made public and can<br />

be found on the council website. My portfolio<br />

covers a range of issues, including climate<br />

change, transport, parking, waste, street<br />

cleansing and the environment.<br />

I have been inspired by the work underway<br />

locally to enhance the environment and<br />

improve biodiversity – community gardeners,<br />

grow zones and litter picks. I believe there is<br />

much we can do working together.<br />

Along with Councillor Paul Donovan, I led<br />

efforts to get the council to declare a climate<br />

emergency in 2019. I have since contributed<br />

to the subsequent corporate panel report on<br />

the measures the council could take to reduce<br />

their own emissions and will now be leading<br />

on putting those measures into action.<br />

Immediate priorities also include overseeing a<br />

borough-wide roll-out of wheelie bins.<br />

As we’re becoming increasingly aware of the<br />

impact of air pollution on the health of our<br />

children and vulnerable residents, we are<br />

stepping up our action to encourage walking<br />

and cycling. Moves to restrict the use of cars<br />

around schools (School Streets) will be crucial<br />

to this effort, alongside promoting more<br />

sustainable ways of getting around.<br />

These changes aren’t easy. This work is also<br />

complicated by the pandemic engulfing<br />

our communities and draining an already<br />

stretched council budget. But doing nothing<br />

is not an option if we are to tackle air<br />

pollution, climate change and environmental<br />

destruction, and if we want to leave a better<br />

future for generations to come.<br />

Why can’t you see me?<br />

Wanstead teenager Grace Wolstenholme invites you to watch her YouTube<br />

channel for an insight into life with cerebral palsy. In the seventh of a<br />

series of articles, Grace confronts those who give her a strange look<br />

Hi everyone. Last year was pretty<br />

rubbish for everyone, with so many<br />

people losing loved ones, but we’ve<br />

just got to say to ourselves that 2020<br />

made us stronger, even though it was such<br />

a strange year! Hopefully, <strong>2021</strong> will be<br />

better.<br />

My own mental health hasn’t been that<br />

great, including my anger. If anyone gives<br />

me a strange look, I get so annoyed at<br />

them. Some people look at me like I’m an<br />

alien or I shouldn’t be out, and I can lose it<br />

with them.<br />

And here’s something funny. When I was little,<br />

there was this woman who was so mean to<br />

me just because her daughter had to share a<br />

school bus with me. Recently, I saw she had<br />

posted on the Facebook local community hub,<br />

looking for a dog trainer. For so many years<br />

I’ve been scared of this woman, but I thought<br />

‘Why should I be?’ She can’t hurt me. I’m big<br />

and strong enough now. So, I commented<br />

that I know a really good dog trainer, but I’m<br />

not going to tell her who because I remember<br />

how mean she was to me and how she really<br />

upset me.<br />

People responded saying it’s such a shame<br />

how she treated me. Then, get this, she<br />

deleted the post and blocked me! So, what<br />

does that tell you? She doesn’t want people<br />

knowing how she treated me and she didn’t<br />

even apologise for what she did.<br />

I’m telling myself that I’m more grown up and<br />

responsible than a 43-year-old woman, and I<br />

really liked her daughter. I used to always help<br />

her at school and her daughter really liked<br />

me. She used to grab me whilst her mum was<br />

bullying me, but enough of the negative stuff!<br />

Let’s talk about the positive side.<br />

There have been some upsides in these crazy<br />

times. One of them, for me, has been that I<br />

started to use platforms such as YouTube and<br />

Instagram more. And I’ve been lucky enough<br />

to get a monthly article in this magazine as<br />

well, which I’m so grateful for. I feel like I’m<br />

getting my message out to so many people<br />

now, and I’ve even had two interviews about<br />

my YouTube channel and trying to get more<br />

awareness for cerebral palsy, so I’m really<br />

grateful for everyone who’s subscribed to my<br />

channel for the videos.<br />

Let’s talk about Christmas. It was a bit lonely,<br />

but thank God for Top of the Pops and – OMG<br />

– a few of my favourite singers were on there,<br />

such as Rag’n’Bone Man and Jess Glynne.<br />

So, yeah, that’s all from me for now and I’ll see<br />

you next month.<br />

Future for Whipps<br />

In the seventh of a series of articles looking at the redevelopment of<br />

Whipps Cross Hospital, Charlotte Monro discusses her concerns over the<br />

fact no specialist palliative care centre is planned for the new building<br />

wave of the pandemic, staff in our<br />

hospitals across east London are<br />

doing incredible work at all levels and –<br />

as throughout the country – are under<br />

immense pressure. The importance of our<br />

NHS to the whole of our society is one thing<br />

that is clear. It now needs the investment.<br />

Action 4 Whipps has put a call out to all east<br />

London MPs to secure sufficient government<br />

funding for our local hospital. It would be a<br />

travesty if this once-in-a-lifetime opportunity<br />

for a new hospital yielded the same, unsafe<br />

pressures as there are currently. High bed<br />

occupancy directly impacts safety. Research<br />

into patients admitted to intensive care from<br />

April to June 2020 found the risk of dying was<br />

almost a fifth higher in ICUs where more than<br />

85% of beds were occupied.<br />

The drive to reduce beds in our new hospital<br />

and keep costs down feels, to me, like it is<br />

dictating the shape of our services. Julie<br />

Donovan’s piece about the Margaret Centre in<br />

January’s issue emphasised just what we are<br />

at risk of losing. This pioneering Whipps Cross<br />

service should be working right now with<br />

the architects on new specialist facilities to<br />

realise their vision for patient care. Specialist<br />

palliative care units are far from an ‘outmoded<br />

model’, as we have heard them described.<br />

The photo here shows one of the rooms in<br />

just such a unit, recently built in Dumfries<br />

and Galloway Royal Infirmary by our Whipps<br />

architects. Access to a patio from patient<br />

rooms so a bed can be taken outside has long<br />

been a dream of Margaret Centre staff. We<br />

deserve this here.<br />

Barts Health has informed us that palliative<br />

care services will continue but be delivered<br />

differently. No specialist centre is planned.<br />

Hospice care at home will be increased,<br />

though few details are evident at present.<br />

Patients who need admitting will go to a<br />

single room wherever available in the hospital.<br />

This has not allayed our concerns. Single<br />

rooms will certainly offer greater privacy for<br />

patient and family than a curtained-off bed<br />

on the old general wards, but patients will<br />

not be in the care of specialist staff who know<br />

them and their family, as now in the Margaret<br />

Centre. Will a bed even be available at the<br />

time it is needed? Timeliness is fundamental…<br />

time is something these patients do not have.<br />

In my view, there must now be real,<br />

meaningful and formal consultation with<br />

patients or their families, the local community,<br />

and staff who provide the service before<br />

decisions are taken, so the value and ethos of<br />

the service the Margaret Centre provides will<br />

not be lost, but can be enhanced. The right<br />

to be involved in decisions on such service<br />

change is set out in the NHS constitution.<br />

Walk this way…<br />

The roll-out of Redbridge Council’s School Streets scheme across the<br />

borough and in Wanstead will provide a safer environment for our kids,<br />

argues Councillor Jo Blackman (Wanstead Village, Labour)<br />

The unprecedented Coroner’s<br />

Court ruling in December 2020<br />

that air pollution made a material<br />

contribution to the death of nine-year-old<br />

Ella Kissi-Debrah was a stark reminder of<br />

the devastating impact of air pollution on<br />

children and vulnerable people. The direct<br />

link between car emissions, air pollution<br />

and death and ill health means we have a<br />

responsibility to do all we can to reduce air<br />

pollution around schools.<br />

This is why Redbridge Council has been<br />

consulting on the roll-out of a series of<br />

School Streets. These are where temporary<br />

restrictions on vehicles are introduced at<br />

school drop-off and pick-up times on a small<br />

number of roads around a school – usually for<br />

an hour at the start and end of each school<br />

day. The scheme discourages drivers from<br />

taking non-essential journeys through the<br />

roads covered by the scheme at these times.<br />

School Streets are enforced by Automatic<br />

Number Plate Recognition (ANPR) cameras<br />

with penalties of £65 (if paid within 14<br />

days) and £130 (if paid after 14 days). Free<br />

exemptions are available for vehicles<br />

used by residents and businesses that are<br />

located within the school street, deliveries,<br />

health and social care visits and for<br />

children with a disability who attend the<br />

school. Emergency vehicles are, of course,<br />

automatically exempt.<br />

As well as reducing levels of air pollution<br />

at school entrances, School Streets protect<br />

children from traffic at the school gate. I have<br />

seen first hand the real risks to children’s<br />

safety caused by school-run traffic and we<br />

know that residents are also concerned about<br />

excessive school traffic on their streets and<br />

poor parking.<br />

Local schools set to be included in the scheme<br />

include: Aldersbrook Primary School (pictured),<br />

Wanstead Church School, Snaresbrook Primary<br />

School and Nightingale Primary School<br />

The scheme also aims to encourage more<br />

children to walk and cycle to school. The<br />

initiative is accompanied by measures to<br />

promote sustainable and active travel through<br />

a school Travel Plan, backed by the TfL Stars<br />

(Sustainable Travel: Active, Responsible, Safe)<br />

scheme. Measures can include infrastructure,<br />

such as cycle shelters, cycling courses, walking<br />

maps and pupil engagement, such as themed<br />

lessons. Evidence shows that School Streets<br />

reduce traffic and increase active travel levels.<br />

Following successful pilot School Street<br />

locations (Fairlop Primary, Saints Peter and<br />

Paul’s Catholic Primary and Gordon Primary<br />

Schools), consultations are now taking place<br />

for schemes around 10 additional schools<br />

across Redbridge, including five in the<br />

Wanstead and Woodford area, with more in<br />

the pipeline. All rsidents are encouraged to<br />

contribute to the consultation (open until<br />

14 <strong>February</strong>) to help shape this scheme.<br />

As we look forward to a time when our<br />

children can return to school and mix with<br />

their friends again, let’s hope we can also give<br />

them a safer environment.<br />

Streets Apart?<br />

Implementing the School Streets scheme at Nightingale Primary<br />

School may have unintended consequences, argues local resident<br />

The proposal to implement the School<br />

Streets scheme at Nightingale<br />

Primary School has divided opinion<br />

in the neighbourhood. The School Streets<br />

programme is part of a wider initiative<br />

to reduce levels of air pollution at school<br />

entrances, protect children from traffic<br />

at the school gates and encourage more<br />

children to walk and cycle to school.<br />

The intention behind the proposal is<br />

completely sensible and worthwhile, and it<br />

is right for the council to work towards these<br />

laudable goals. However, as is often in the case<br />

in reality, this solution may have unintended<br />

consequences, and it may need a fresh review<br />

of the original problem.<br />

The proposal is that, during term time, nonresidential<br />

vehicular traffic will be prohibited<br />

from driving along certain roads in the vicinity<br />

of the school at the start and end of the school<br />

day. Residents affected were sent a letter<br />

explaining the details. Any vehicle breaking<br />

the prohibition will be punished with a<br />

Penalty Charge Notice.<br />

One of the inevitable consequences of<br />

creating such zones is the knock-on effect<br />

it has on other roads. If parents cannot park<br />

in the roads prohibited, they will park in the<br />

other roads not in the zone to avoid a fine.<br />

The key roads affected will be Charnwood<br />

Drive and Colvin Gardens. This is already a<br />

busy area, with traffic coming from the W12<br />

bus route, meaning air pollution will become<br />

worse for these residents. Therefore, will this<br />

policy have a net environmental benefit to the<br />

neighbourhood overall if the bad air quality is<br />

just pushed from one road to others?<br />

Other roads, such as Onslow Gardens,<br />

Cadogan Gardens and South View Drive, will<br />

also suffer the displacement effects, meaning<br />

parking and getting out will be made more<br />

complex for residents there.<br />

In addition, given the current coronavirus<br />

crisis, traffic overall has declined to levels<br />

last seen in the 1980s, but the type of trips<br />

has changed. More supermarket deliveries<br />

are now being made and we often have to<br />

book any delivery time slot available. If there<br />

are restrictions on times that delivery drivers<br />

can come in and out of our roads, then this<br />

may prove problematic for some. In addition,<br />

builders and other contractors will be<br />

inconvenienced, and so it is hoped there will<br />

be some flexibility for these situations in the<br />

permit allocation.<br />

Given the crisis the nation is facing, any<br />

initiative that makes things more difficult<br />

for essential drivers and contractors is<br />

unwelcome. Life has to go on and the council<br />

needs to look more widely at the impacts of a<br />

ban and the consequences which may negate<br />

the benefits overall. More thought needs to be<br />

put into this.<br />

Wanstead Park, as we<br />

know it today, was<br />

designed as a setting<br />

for the grand Palladian<br />

Wanstead House, built in<br />

the reign of George I, and<br />

which replaced the previous<br />

house on the site, the<br />

Tudor Wanstead Hall. Our<br />

Rediscovering Wanstead<br />

House walk looks at some<br />

of the features, still in and<br />

around the park landscape,<br />

that remind us of its grand<br />

origins.<br />

Today, we can still walk down<br />

Evelyn’s Avenue, named after<br />

diarist John Evelyn. It was<br />

first planted in the late 17th<br />

century by Sir Josiah Child,<br />

who purchased the original<br />

Wanstead Hall and improved<br />

the parkland around it.<br />

The alignment of key features<br />

in the landscape show us the<br />

grandeur of the Hall’s replacement,<br />

Wanstead House. The Straight Canal<br />

is a stretch of water that lines up<br />

with the Glade, a grand avenue of<br />

trees rising towards the site of the<br />

House, now marked by a sizeable dip<br />

in the ground near Wanstead Golf Club.<br />

The trees on either side of the Glade hide<br />

two ‘mounts’, small hills built for viewing the<br />

gardens. Viewed from the rear of Wanstead<br />

House, the canal gave the impression of a<br />

much larger lake system. Continuing on past<br />

the site of the House leads us to the Basin,<br />

a large ornamental lake designed to<br />

add to the grandeur of the approach to<br />

the front of the House. This approach<br />

lay along part of the current Overton<br />

Drive, the end of which is flanked by the<br />

original gate posts of Wanstead House,<br />

and bear the initials of the man who<br />

completed it in 1722, Sir Richard Child,<br />

the 1st Earl Tylney, and the son of Josiah.<br />

The Temple and the Grotto, still handsome<br />

structures in the park, were built around 1760<br />

by John, the second Earl Tylney. John didn’t<br />

get to enjoy them much, however, because<br />

around the time they were built, he was<br />

embroiled in a homosexual scandal and fled<br />

abroad. He lived in Naples for the rest of his<br />

life. There is a bit of John still in Wanstead<br />

though. His heart was sent back when he died<br />

and sits in a jar in the crypt of St Mary the<br />

Virgin church.<br />

We can still see the earth bank in Reservoir<br />

Wood, which once held back water used to<br />

feed the lake system in the park. The area was<br />

Russell Kenny and Paul Hayes have devised a series<br />

of self-guided history walks around the Wanstead<br />

area, which can be followed on a phone or from a<br />

printable map. In the second of a series of articles<br />

championing these tours through time, we<br />

rediscover Wanstead House<br />

drained in the early 19th century and new<br />

planting took place, including the spectacular<br />

Repton Oak, which is also still there. The name<br />

references fashionable landscape designer<br />

Humphry Repton, who gave advice to<br />

famous spendthrift William Pole-Tylney-Long-<br />

Wellesley on remodelling the park. It was due<br />

to William’s financial mismanagement that the<br />

contents of Wanstead House were sold off in<br />

1822 and the house itself demolished and sold<br />

for building materials in 1825.<br />

There’s lots more on this walk that show<br />

how Wanstead House is still visible in the<br />

landscape.<br />

The Party Wall etc Act 1996 provides a framework for preventing and<br />

resolving disputes in relation to building works near neighbouring<br />

properties. Adem Esen from local solicitors Wiseman Lee explains<br />

If you are planning to undertake works to<br />

your property, such as converting your<br />

loft or extending your house, you may<br />

have to give your neighbours notice in<br />

accordance with the Party Wall etc Act 1996.<br />

Adjoining owners can agree or disagree with<br />

what is proposed and have certain rights and<br />

protections. If there is a disagreement, the<br />

Act provides a mechanism and process for<br />

resolving disputes.<br />

Works covered by the Act include:<br />

• New structures, such as an extension on the<br />

boundary between two properties.<br />

• Work to an existing party wall or structure.<br />

• Excavation near to or below the foundation<br />

level of neighbouring structures.<br />

• Making a party wall taller, shorter or thicker.<br />

• Removing chimney breasts from a<br />

party wall.<br />

• Cutting into a party wall beam.<br />

• Knocking down and rebuilding a party wall<br />

or fence.<br />

Notice must be given in writing and include<br />

certain information, and in some cases, plans<br />

showing the work proposed. If you and your<br />

neighbour cannot agree, you must appoint<br />

a surveyor. You can appoint a joint surveyor<br />

or each of you can appoint your own. The<br />

surveyors will then agree the terms of an<br />

award.<br />

The award is a legally binding document that<br />

will deal with matters including:<br />

• The work that may be carried out.<br />

• How and when the work will be carried out.<br />

• The amount that each party will pay for the<br />

work (including the surveyor’s fees).<br />

The word surveyor is not defined, but you<br />

cannot act as your own surveyor. Any surveyor<br />

acting on the behalf of either party must be<br />

qualified and wholly impartial. If there is a<br />

dispute as to who to appoint, the Act says<br />

you can appoint a surveyor on behalf of your<br />

neighbour if they refuse or fail to do so. This is<br />

important as it prevents delays to projects.<br />

The Act may grant surveyors and contractors<br />

legal access to your neighbour’s property<br />

during usual working hours to carry out<br />

certain building works.<br />

When carrying out the building works,<br />

you must avoid causing unnecessary<br />

inconvenience to the adjoining owners and<br />

occupiers and protect your neighbour’s<br />

property from damage, and must fix or pay for<br />

any damage caused.<br />

Wanstead resident Jean Medcalf has published her first poetry book at<br />

the age of 89. To Everything There is a Season is a collection of lyrical,<br />

spiritual poems about nature. In the fourth of a series of articles, Jean<br />

introduces her poem entitled <strong>February</strong>, which prompts her memories<br />

<strong>February</strong> was the<br />

month I gave birth<br />

to my second child<br />

– having just moved<br />

into our new home<br />

in Wanstead weeks<br />

earlier in December<br />

1960! Shopping with<br />

a pram and a toddler<br />

was tiring, so it was<br />

very useful to have<br />

small shops nearby on<br />

Nightingale Lane.<br />

There was a little grocers<br />

run by Arthur and Kath<br />

Chumbley, who sold<br />

cheese the old-fashioned<br />

way – cut with a cheese<br />

wire and weighed on<br />

the scales – and ham<br />

and bacon sliced on a<br />

machine. There was Gilbert’s, the greengrocers<br />

run by Mr George Gilbert, who used to sit<br />

outside on a chair and chat to passers-by. If<br />

you had a surplus of apples, pears or plums<br />

from your garden, he would buy them from<br />

you.<br />

There was also Carver’s the butcher and a<br />

fish-and-chip shop called Capital Fish Bar,<br />

which was so popular they often ran out of<br />

fish! In the mid-70s, it was called Michael’s and<br />

then it became the first Chinese takeaway<br />

we had ever seen, which<br />

was quite exciting. We<br />

even had a small hair<br />

salon near the Duke of<br />

Edinburgh pub.<br />

The local children used<br />

to congregate around<br />

Ann’s, the sweet shop,<br />

with its shelves of tall<br />

glass jars of gobstoppers,<br />

sherbet lemons, aniseed<br />

twists and rhubarb<br />

and custards, all about<br />

sixpence a quarter. On<br />

the wooden counter<br />

were the cheap sweets:<br />

flying saucers, pink<br />

shrimps, black jacks and<br />

fruit salad chews at four<br />

for a penny. She also<br />

sold blocks of ice cream<br />

– the only choice back then was Neapolitan<br />

or raspberry ripple.<br />

The other favourite was Gravatt’s, which<br />

repaired typewriters and sold toys, run by<br />

Mrs Long, a kindly, grey-haired lady in a<br />

navy overall. It was rather dark inside as the<br />

window was completely crammed with toys:<br />

catapults, jigsaws, fuzzy felt, pea shooters,<br />

cap-guns, little dolls, puzzles and metal<br />

paintboxes for half a crown – several weeks’<br />

worth of pocket money!<br />

The Nightingale pub was run by a landlord<br />

called Jock. The corner door of the pub was<br />

for off-sales; it led through to a tiny woodpanelled<br />

corridor, where there was a jar of<br />

arrowroot biscuits, a penny each. The landlord<br />

kept white doves in a dovecote in the little<br />

garden behind the pub.<br />

There was B. Forster the builder further down,<br />

and at the bottom of Elmcroft Avenue was a<br />

rag and bone yard with a horse and cart. The<br />

horse was called George and the children<br />

used to give him apples.<br />

Going up Nightingale Lane, on the right-hand<br />

side was a junkyard called Cardy’s run by an<br />

elderly chap, and on summer days, he would<br />

often close early and hang up a sign to say<br />

‘GONE FISHING’!<br />

Further up, near the top of the road, was<br />

S.E. Bamforth, the clock and watch mender,<br />

a little, venerable white-haired man with<br />

a collarless shirt, who peered over the top<br />

of gold-rimmed specs. The shop was tiny<br />

– filled with ticking clocks – and very dark,<br />

illuminated only by a hissing gaslight.<br />

So, we could get most of our shopping just<br />

around the corner. Once a week I would push<br />

my heavy pram up Nightingale Lane to the big<br />

High Street shops. I will tell you about them<br />

next time.<br />
