COPPER LAKES BAGGED
CLIPPINGS AND YARD WASTE
It has come to the attention of the HOA that many residents/homeowners
place bagged yard clippings on the curb prior to the appropriate time
when such items can be placed there for trash pick. As pointed out in
Section 6.6 of the Deed Restrictions:
“...container may he placed in a designated area for garbage or trash
pickup no earlier than six o’clock p.m. on the day preceding trash pickup
of such garbage...”
If you cut your own grass and bag the clippings please leave them at the
curb in accordance with the day and time of the deed restrictions.
If you have a service cut your lawn and they bag your clippings, please
consider asking them to mulch the clippings instead of bagging. If they
do bag, please do not leave the bag at the curb unless it is in compliance
with Section 6.6 of the Deed Restrictions.
Most experts agree that it is better to leave the clippings on your lawn
as they return nutrients and it is much easier than bagging. By mulching
your grass clippings you are also saving time for you and the trash pick
contractors as well as preserving landfill space.
The Full Text of Section 6.6 is below:
SECTION 6.6. RESTRICTIONS ON GARBAGE AND TRASH - No refuse, garbage,
trash, lumber, grass, shrub or tree clippings, plant waste, compost, metal,
hulk materials, scrap, refuse or debris of any kind shall be kept, stored or
allowed to accumulate on any Lot except within an enclosed container of
a type, size and style approved by the Board and appropriately screened
from view, except that any such container may he placed in a designated
area for garbage or trash pickup no earlier than six o’clock p.m. on the day
preceding trash pickup of such garbage and trash and shall he returned
to an enclosed structure or an area appropriately screened from view no
later than midnight of the day of pickup of such garbage and trash.
SECURITY REPORT - COPPER LAKES
To keep everyone in Copper Lakes better informed about the kinds of
incidences occurring on your street or near your homes, we are recommending
our Copper Lakes neighbors take advantage of the following resources:
www.crimereports.com - Zoom-in to Copper Lakes to see what is
happening in our neighborhood. The incidences are recorded by the
HCSO. To get the most out of the site, it’s a good idea to register - after
which you will be able to open the website starting in Copper Lakes
and have access to historical data as well. Take some time to familiarize
yourself with all of the features on the website. It’s a valuable asset.
www.iwatchharriscounty.com - Download this smart phone app and
start reporting incidences directly to the HCSO without having to wait in
line on the HCSO non-emergency hot line 713-221-6000.
713-221-6000 - This is the non-emergency HCSO phone number for
reporting suspicious activity. Please report everything every time you see
it. This will give the HCSO statistical trends for Copper Lakes, so they can
adjust their patrol accordingly.
911 - Use this number anytime you feel threatened or in danger or you
think someone else might be in danger.
copperlakes.nextdoor.com - This free website is for Copper Lakes residents
to stay informed about incidences occurring in our neighborhood - as
well as the neighborhoods adjacent to Copper Lakes.
www.facebook.com/groups/231835823536719 - This Copper Lakes
Facebook page is another informative place to stay in contact with your
neighbors and discuss issues relevant to Copper Lakes.
Please make a note of all house addresses around your home - even the
ones behind your backyard. And create a map of these addresses. This is
very important because if you ever need to call 911, the Dispatcher must
have a real street address for the incident.
HARRIS COUNTY ALARM DETAIL
In order to increase compliance and spread awareness, our office is
requesting your assistance in informing residents in your community
through your HOA newsletter or your scheduled HOA meetings of the
need to obtain a permit for operating an alarm system, residential or
business, within unincorporated Harris County. Many residents and
businesses are unaware of the requirement to obtain an alarm permit
once an alarm system has been installed and activated by the alarm
company. Alarm systems are established and defined in the Local
Government Code 233 (subchapter D), as well as the authority to
regulate, adopt rules and impose penalties for unpermitted locations.
Obtaining the required permit will avoid the issuance of a citation and
excessive false alarm fees. The fee for current permit issuance is $35
with a yearly renewal fee of $10. All permit fees are waived for senior
citizens 65 years or older. Under current guidelines, a permitted location
is allowed five (5) free false alarms annually. Any subsequent false alarms
during your permitted year are subject to a $75 fine that is billed to the
permit holder’s address. If a site has an active alarm system, yet does not
have a permit to operate such alarm, a false alarm may result in a Class C
citation, which could range up to $500.
Should you or your residents require a copy of the permit application
form, or would like to review the regulations regarding permit
requirements, you may do so by visiting the Harris County Sheriff’s Office
website at www.hcso.hctx.net. The application can be printed from the
website, then completed and mailed to our office with the applicable
fees. We are currently in the planning stages of making the application
and payment process available on-line for the convenience to the public.
Should you have any questions, please contact the Harris County Sheriff’s
Office Alarm Detail at 713-755-4600 M-F, 8 AM- 5 PM. If you would like
any of our Alarm Detail personnel to attend one of your HOA meetings,
we would be glad to attend and answer as many questions as possible.
LOST AND FOUND PETS
Residents can now place pictures and information for lost and found
animals under the neighborhood pictures tab of the Copper Lakes
website, www.copperlakes.com. If you have lost or found a pet, please
use this great tool to let the neighborhood know and hopefully reunite
the pet with their family.
ATTENTION! PET POOPS / YOU SCOOP
Please be respectful of community grounds and neighbors’ yards. If your
pet poops during your walk, be prepared to scoop and trash. Come with
a scooper and a recycled grocery bag or anything else. It may not be the
most fabulous way to walk your pet, but it does show your respect for
every homeowner and our beautiful community.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your
pet is friendly, an animal running at someone who is walking by is very scary for that person. Many
children are afraid of animals and become frightened, which could result in the child getting hurt
trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept
under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or
cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to
become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash
is held by a human being, who is capable of controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does not have access to sidewalk
or street.”
While it may be nice to have your animal out in the yard while you work or play, it is against
the law, unless the animal is properly restrained. Let’s all help keep our community a safe and
comfortable place for all our residents by being responsible pet owners. This will not only
protect anyone who may be walking or bicycling in the area, but also the pet owner who
could be held legally responsible or possibly sued for failing to properly restrain their pet. To
make a complaint or report an animal that is not properly restrained please contact:
ALL 12 CFISD HIGH SCHOOLS
RECEIVE LTE 1:1 CHROMEBOOKS
All 12 CFISD high schools have received Chromebooks for students as
part of the district’s LTE (Learning Together Everywhere) 1:1 program.
Rollouts began before the Thanksgiving holiday and were completed
before winter break. More than 75,000 CFISD students have received a
Chromebook, which includes 100% of high school students having their
own device. In addition, 52% of elementary students and 46% of middle
school students have received their individually issued Chromebook.
CFISD has met all requests of CFISD Connect students who indicated a
need for a device in order to be successful while learning remotely.
“Successfully deploying individually issued Chromebooks to all
high school students in CFISD is an incredible feat that could not be
accomplished without the support of the community and the CFISD
Board of Trustees,” said Katie Gentry, director of 1:1 and inventory systems.
“These devices will enable teachers to transform learning anytime,
anywhere, allowing students to reach their full potential for college and
career readiness. The spirit of CFISD was evident in this project as many
departments stepped up and heeded the call to think outside the box to
make this happen in an expedient manner for our high school students
across the district.”
In a special-called meeting on July 7 th , the CFISD Board of Trustees
unanimously voted in favor of authorizing the superintendent to approve
the purchase of portable electronic devices, LTE internet access and
other items needed to support a one-to-one solution for CFISD students.
The LTE 1:1 program provides every student with an electronic device to
support quality instruction and resources. The program allows CFISD to
meet the needs of all students by providing appropriate teacher-directed
instruction, including real-time live virtual instruction.
CREATE A LIGHT JAR
Get Mason jars, mayo or pickle jars or even some vases
and I use the battery operated string lights to make
“normal” decorations. In one, along with the lights,
I have the glass beads you can get at the dollar store
in many colors, in another I have seashells we got in
Galveston. I am sure you can find something that would
match your own home and style to place in these.
So if you are like me and just need that pick-me-up of
some bright twinkling lights once the decorations are
all down, make one or more of these and have them
year round!
ICONIC FIGHTER JET TO BE REFURBISHED AND UNVEILED BY THE AMERICAN LEGION POST 521
“ONE MORE MISSION” - COATING SOCIETY OF HOUSTON MEMBERS TAKE PROJECT TO COMPLETION
On July 29, 1984 American Legion Post 521 received a F4D Fighter Jet from the Air Force Reclamation Center and dedicated it to all POW’s and MIA’s
from all wars and conflicts involving the United States of America. Recently, the Post reached out to the Coating Society of Houston for assistance in
refurbishing this iconic piece of memorabilia, which was showing extreme decay due to local weather conditions.
“We have been working getting this plane restored for several years and were finally able to find a group that was willing to donate their time and
materials to helping us,” said Joseph Thomas, 22 nd District Commander of the American Legion Department of Texas.
NATIONAL LIBRARY LOVER’S MONTH
The entire month of February is dedicated to the people who love whole
buildings devoted to the reading, housing organizing, categorizing, finding,
studying and otherwise loving books. It’s National Library Lover’s Month!
Libraries provide so much more than a place for us to enjoy great novels
or to discover amazing adventures and untold history. Yes, they help us
ace our research papers and provide a quiet space to study, but they do
so much more.
For preschoolers, libraries entertain them with theater and hands-on
activities exposing them to music, art and their first friendships. Many
communities rely on their libraries for meeting space for public forums,
socials, fundraisers and classes.
Libraries lend not only books but music and movies. Rotating art displays
give local artists exposure to the community. Larger libraries provide
preservation services, preserving some of the most treasured books,
periodicals and documents for future generations.
Continue enjoying your library, but consider volunteering your time, too.
If you don’t have a library card, it’s never too late! Visit your library to get
one! Use #NationalLibraryLoversDay to share on social media.
• Plants to set: Alyssum, Calendula, Canterbury Bells, Carnations,
Columbine, Cornflower, Daisies, Delphinium, Hollyhock, Larkspur, Lobelia,
Nicotiana, Pansy, Petunia, Phlox (Louisiana), Shrimp Plant, Snapdragon,
Stock and Verbena.
VEGETABLES
• Plant beets, broccoli (plants), brussel sprouts (plants), cabbage (plants),
collards (plants), endive, kale, lettuce (leaf and head), mustard, onions
(plants), parsley, garden peas, radishes, rutabagas, spinach, tomato
TREES AND SHRUBS
• Finish all transplanting, get everything in the ground for a good spring
spurt of growth. Transplant balled and burlap, container-grown, bare-root
deciduous evergreen trees, shrubs, roses and vines while still dormant.
• Finish pruning roses. Weed and cultivate lightly all beds. Replenish
mulch as needed.
• Control early spring insects like thrips on glads and aphids on young
tender growth. Spray with Malathion, Diazinon or Orthene.
• At the end of February: peach, apple and pear fruit must be thinned to
insure quality production at harvest.
• Give groundcovers a haircut. They will spread faster.
• Divide daylilies, daisies and other perennials now.
NATIONAL BIRD FEEDING MONTH
During National Bird Feeding Month in February, keep the bird feeders
filled and your binoculars ready.
Bird watching and feeding have become a popular hobby. By providing
basic shelter and seed, hobbyists watch from their windows or along
trails.
• Be sure to feed regularly and place your feeder away from predators.
• Set binoculars near the window for best viewing.
• Obtain a bird book for identifying new species.
Fill up the bird feeder or add one this month. In 1994, Congressman John
Porter established February as National Bird Feeding Month due to the
harsh conditions endured during one of the coldest months of the year.
