COPPER LAKES RESIDENT ELECTED TO THE ANGELO STATE<br />
UNIVERSITY ATHLETICS HALL OF HONOR: CLASS OF 2020<br />
Tommie S. Tyler, Jr., long-time <strong>Copper</strong> <strong>Lakes</strong> resident has been elected to the Athletics Hall of<br />
Honor: Class of 2020 for Angelo State University in San Angelo, Texas. Tyler set multiple records<br />
while playing for the Rams basketball team from 1979-1983, including points scored (1,426),<br />
rebounding (852), free throws attempted (620) and free throws made (428). He continues to hold<br />
three Ram records and now ranks second in career points and career double-doubles (18). Due to<br />
COVID-19 the University has postponed the induction ceremony to a future date to be determined.<br />
Mr. Tyler graduated from Angelo State in 1983 with a Bachelor of Science degree and recently retired<br />
from the Houston Police Department after a 32 year career in law enforcement. Many <strong>Copper</strong> <strong>Lakes</strong><br />
area residents know him as “the guy who runs backwards” through the neighborhood.<br />
ARC APPLICATIONS REQUIRED<br />
Residents must submit ARC applications to the HOA when make modifications to the exterior of<br />
the property in <strong>Copper</strong> <strong>Lakes</strong>. Fences, pools, patios, trees (add or remove), play structures, roofs,<br />
painting, statutes, sheds…. This is just to name a few modifications that need approval. If the<br />
owner is in doubt, please call the HOA at 281-870-0585 and ask for the ARC department or email<br />
modifications@inframark.com for clarification.<br />

Remember, the courts are for <strong>Copper</strong> <strong>Lakes</strong> residents and guests. They<br />
must be relinquished for scheduled league matches of <strong>Copper</strong> <strong>Lakes</strong><br />

for tennis only. They are not for soccer, skateboards, skates, etc. Access is<br />

Texas Pride Disposal observes four holidays: New Year’s Day, Independence<br />
Day, Thanksgiving Day and Christmas Day. In the event that your service<br />
day falls on a holiday, collection will roll to the next regularly scheduled<br />
collection day.<br />
Household Trash<br />
Waste should be placed in personal trash cans between 20 and 96 gallons<br />
and under 50 pounds or sturdy bags not exceeding 50 pounds. Waste<br />
should be placed curbside.<br />
Yard Waste<br />
Yard waste should be bagged or placed in cans not exceeding 50 pounds.<br />
Bagged yard waste should be placed curbside next to cart. Branches<br />
should be placed curbside in bundles measuring no more than 4’ x 4’ x 4’<br />
and under 50 pounds. Limit 8 bundles per service day.<br />
Heavy Trash & Bulk Waste<br />
Texas Pride Disposal will collect two heavy trash/bulk items per service<br />
day. Items include furniture, appliances, carpeting (tied and bundled),<br />
fencing (nails removed, tied and bundled under 4’ in length) and other<br />
items not disposed of regularly. Items should be curbside.<br />
Items Excluded from Regular Collection<br />
The following items cannot be collected: dirt, rocks, brick, concrete, liquid<br />
paints, fuels, oils, tires, pesticides, fertilizer and batteries. Please contact<br />

CLIPPINGS AND YARD WASTE<br />
It has come to the attention of the HOA that many residents/homeowners<br />
place bagged yard clippings on the curb prior to the appropriate time<br />
when such items can be placed there for trash pick. As pointed out in<br />
Section 6.6 of the Deed Restrictions:<br />
“...container may he placed in a designated area for garbage or trash<br />
pickup no earlier than six o’clock p.m. on the day preceding trash pickup<br />
of such garbage...”<br />
If you cut your own grass and bag the clippings please leave them at the<br />
curb in accordance with the day and time of the deed restrictions.<br />

consider asking them to mulch the clippings instead of bagging. If they<br />
do bag, please do not leave the bag at the curb unless it is in compliance<br />
with Section 6.6 of the Deed Restrictions.<br />
Most experts agree that it is better to leave the clippings on your lawn<br />
as they return nutrients and it is much easier than bagging. By mulching<br />
your grass clippings you are also saving time for you and the trash pick<br />
contractors as well as preserving landfill space.<br />

SECTION 6.6. RESTRICTIONS ON GARBAGE AND TRASH - No refuse, garbage,<br />
trash, lumber, grass, shrub or tree clippings, plant waste, compost, metal,<br />
hulk materials, scrap, refuse or debris of any kind shall be kept, stored or<br />
allowed to accumulate on any Lot except within an enclosed container of<br />
a type, size and style approved by the Board and appropriately screened<br />
from view, except that any such container may he placed in a designated<br />
area for garbage or trash pickup no earlier than six o’clock p.m. on the day<br />
preceding trash pickup of such garbage and trash and shall he returned<br />
to an enclosed structure or an area appropriately screened from view no<br />
later than midnight of the day of pickup of such garbage and trash.<br />

Please make a note of all house addresses around your home - even the<br />
ones behind your backyard. And create a map of these addresses. This is<br />
very important because if you ever need to call 911, the Dispatcher must<br />
have a real street address for the incident.<br />
HARRIS COUNTY ALARM DETAIL<br />
In order to increase compliance and spread awareness, our office is<br />
requesting your assistance in informing residents in your community<br />
through your HOA newsletter or your scheduled HOA meetings of the<br />
need to obtain a permit for operating an alarm system, residential or<br />
business, within unincorporated Harris County. Many residents and<br />
businesses are unaware of the requirement to obtain an alarm permit<br />
once an alarm system has been installed and activated by the alarm<br />
company. Alarm systems are established and defined in the Local<br />
Government Code 233 (subchapter D), as well as the authority to<br />
regulate, adopt rules and impose penalties for unpermitted locations.<br />
Obtaining the required permit will avoid the issuance of a citation and<br />
excessive false alarm fees. The fee for current permit issuance is $35<br />
with a yearly renewal fee of $10. All permit fees are waived for senior<br />
citizens 65 years or older. Under current guidelines, a permitted location<br />
is allowed five (5) free false alarms annually. Any subsequent false alarms<br />
during your permitted year are subject to a $75 fine that is billed to the<br />
permit holder’s address. If a site has an active alarm system, yet does not<br />
have a permit to operate such alarm, a false alarm may result in a Class C<br />
citation, which could range up to $500.<br />
Should you or your residents require a copy of the permit application<br />
form, or would like to review the regulations regarding permit<br />
requirements, you may do so by visiting the Harris County Sheriff’s Office<br />
website at www.hcso.hctx.net. The application can be printed from the<br />
website, then completed and mailed to our office with the applicable<br />
fees. We are currently in the planning stages of making the application<br />
and payment process available on-line for the convenience to the public.<br />
Should you have any questions, please contact the Harris County Sheriff’s<br />
Office Alarm Detail at 713-755-4600 M-F, 8 AM- 5 PM. If you would like<br />
any of our Alarm Detail personnel to attend one of your HOA meetings,<br />
we would be glad to attend and answer as many questions as possible.<br />
LOST AND FOUND PETS<br />
Residents can now place pictures and information for lost and found<br />
animals under the neighborhood pictures tab of the <strong>Copper</strong> <strong>Lakes</strong><br />
website, www.copperlakes.com. If you have lost or found a pet, please<br />
use this great tool to let the neighborhood know and hopefully reunite<br />
the pet with their family.<br />
ATTENTION! PET POOPS / YOU SCOOP<br />
Please be respectful of community grounds and neighbors’ yards. If your<br />
pet poops during your walk, be prepared to scoop and trash. Come with<br />
a scooper and a recycled grocery bag or anything else. It may not be the<br />
most fabulous way to walk your pet, but it does show your respect for<br />
every homeowner and our beautiful community.<br />

HARRIS COUNTY LEASH LAW<br />
Animals that are not properly restrained pose a threat to all our residents. While you may know your<br />
pet is friendly, an animal running at someone who is walking by is very scary for that person. Many<br />
children are afraid of animals and become frightened, which could result in the child getting hurt<br />
trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept<br />
under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or<br />
cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to<br />
become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances:<br />
1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash<br />
is held by a human being, who is capable of controlling or governing the dog or cat in question<br />
2. When it is within a fully enclosed vehicle<br />
3. When it is on the premise of the custodian and the animal does not have access to sidewalk<br />
or street.”<br />
While it may be nice to have your animal out in the yard while you work or play, it is against<br />
the law, unless the animal is properly restrained. Let’s all help keep our community a safe and<br />
comfortable place for all our residents by being responsible pet owners. This will not only<br />
protect anyone who may be walking or bicycling in the area, but also the pet owner who<br />
could be held legally responsible or possibly sued for failing to properly restrain their pet. To<br />

ALL 12 CFISD HIGH SCHOOLS<br />
RECEIVE LTE 1:1 CHROMEBOOKS<br />
All 12 CFISD high schools have received Chromebooks for students as<br />
part of the district’s LTE (Learning Together Everywhere) 1:1 program.<br />
Rollouts began before the Thanksgiving holiday and were completed<br />
before winter break. More than 75,000 CFISD students have received a<br />
Chromebook, which includes 100% of high school students having their<br />
own device. In addition, 52% of elementary students and 46% of middle<br />
school students have received their individually issued Chromebook.<br />
CFISD has met all requests of CFISD Connect students who indicated a<br />
need for a device in order to be successful while learning remotely.<br />
“Successfully deploying individually issued Chromebooks to all<br />
high school students in CFISD is an incredible feat that could not be<br />
accomplished without the support of the community and the CFISD<br />
Board of Trustees,” said Katie Gentry, director of 1:1 and inventory systems.<br />
“These devices will enable teachers to transform learning anytime,<br />
anywhere, allowing students to reach their full potential for college and<br />
career readiness. The spirit of CFISD was evident in this project as many<br />
departments stepped up and heeded the call to think outside the box to<br />
make this happen in an expedient manner for our high school students<br />
across the district.”<br />
In a special-called meeting on July 7 th , the CFISD Board of Trustees<br />
unanimously voted in favor of authorizing the superintendent to approve<br />
the purchase of portable electronic devices, LTE internet access and<br />
other items needed to support a one-to-one solution for CFISD students.<br />
The LTE 1:1 program provides every student with an electronic device to<br />
support quality instruction and resources. The program allows CFISD to<br />
meet the needs of all students by providing appropriate teacher-directed<br />
instruction, including real-time live virtual instruction.<br />

Get Mason jars, mayo or pickle jars or even some vases<br />
and I use the battery operated string lights to make<br />
“normal” decorations. In one, along with the lights,<br />
I have the glass beads you can get at the dollar store<br />
in many colors, in another I have seashells we got in<br />
Galveston. I am sure you can find something that would<br />
match your own home and style to place in these.<br />

On July 29, 1984 American Legion Post 521 received a F4D Fighter Jet from the Air Force Reclamation Center and dedicated it to all POW’s and MIA’s<br />
from all wars and conflicts involving the United States of America. Recently, the Post reached out to the Coating Society of Houston for assistance in<br />
refurbishing this iconic piece of memorabilia, which was showing extreme decay due to local weather conditions.<br />
“We have been working getting this plane restored for several years and were finally able to find a group that was willing to donate their time and<br />
materials to helping us,” said Joseph Thomas, 22 nd District Commander of the American Legion Department of Texas.<br />

Here’s how it works: When you receive notification that your holds are<br />

instructions for curbside pick-up (These may vary slightly from branch to<br />
branch). When you arrive at the library, follow the instructions you were<br />
provided over the phone. You may be asked to show your library card or<br />
other form of ID for verification.<br />
Note: Library staff will not be able to take your returns during curbside<br />
pick-up, please put them in the book drop. For your safety and that of<br />
HCPL staff, curbside pick-up may be temporarily suspended during bad<br />

The entire month of <strong>February</strong> is dedicated to the people who love whole<br />
buildings devoted to the reading, housing organizing, categorizing, finding,<br />
studying and otherwise loving books. It’s National Library Lover’s Month!<br />
Libraries provide so much more than a place for us to enjoy great novels<br />
or to discover amazing adventures and untold history. Yes, they help us<br />
ace our research papers and provide a quiet space to study, but they do<br />
so much more.<br />
For preschoolers, libraries entertain them with theater and hands-on<br />
activities exposing them to music, art and their first friendships. Many<br />
communities rely on their libraries for meeting space for public forums,<br />
socials, fundraisers and classes.<br />
Libraries lend not only books but music and movies. Rotating art displays<br />
give local artists exposure to the community. Larger libraries provide<br />
preservation services, preserving some of the most treasured books,<br />
periodicals and documents for future generations.<br />

Cream Cheese Brownies<br />
You could make this on National Cream Cheese Brownies Day <strong>February</strong> 10th!<br />
Ingredients:<br />
1/2 cup all-purpose flour<br />
1/2 teaspoon baking powder<br />
1/4 teaspoon salt<br />
1/3 cup semisweet chocolate chips<br />
5 tablespoons shortening<br />
1 cup white sugar<br />
3 eggs<br />
3 tablespoons cream cheese<br />
2 teaspoons vanilla extract<br />
1/2 teaspoon almond extract<br />
1/2 cup chopped almonds<br />
Cream Cheese frosting - optional<br />
Directions:<br />
Preheat oven to 350 degrees F (175 degrees C). Grease 9 inch square baking<br />
pan.<br />
In top of a double boiler, melt chocolate chips and shortening, stirring<br />
frequently until smooth. Pour into a large bowl and mix in sugar, cream<br />
cheese and eggs. Stir in vanilla and almond extracts. Gradually mix in flour,<br />
baking powder and salt. Fold in almonds and pour the batter into pan.<br />
Bake for 35 to 40 minutes in the preheated oven, until toothpick inserted<br />
near the center comes out clean. Let cool in pan before cutting into bars.<br />
Add Cream Cheese frosting if desired.<br />

1 cup white sugar<br />

1/2 cup sour cream<br />
1/2 cup chopped walnuts<br />
2 medium bananas, sliced<br />
Directions:<br />
Preheat oven to 350 degrees F (175 degrees C). Grease a 9x5 inch loaf pan. In a<br />
large bowl, stir together the melted butter and sugar. Add the eggs and vanilla,<br />
mix well. Combine the flour, baking soda and salt, stir into the butter mixture<br />
until smooth. Finally, fold in the sour cream, walnuts and bananas. Spread<br />
evenly into the prepared pan.<br />
Bake at 350 degrees F (175 degrees C) for 60 minutes or until a toothpick inserted<br />
into the center of the loaf comes out clean. Cool loaf in the pan for 10 minutes<br />
before removing to a wire rack to cool completely.<br />

TREES AND SHRUBS<br />
• Finish all transplanting, get everything in the ground for a good spring<br />
spurt of growth. Transplant balled and burlap, container-grown, bare-root<br />
deciduous evergreen trees, shrubs, roses and vines while still dormant.<br />
• Finish pruning roses. Weed and cultivate lightly all beds. Replenish<br />
mulch as needed.<br />
• Control early spring insects like thrips on glads and aphids on young<br />
tender growth. Spray with Malathion, Diazinon or Orthene.<br />
• At the end of <strong>February</strong>: peach, apple and pear fruit must be thinned to<br />
insure quality production at harvest.<br />
• Give groundcovers a haircut. They will spread faster.<br />
• Divide daylilies, daisies and other perennials now.<br />
NATIONAL BIRD FEEDING MONTH<br />
During National Bird Feeding Month in <strong>February</strong>, keep the bird feeders<br />
filled and your binoculars ready.<br />
Bird watching and feeding have become a popular hobby. By providing<br />
basic shelter and seed, hobbyists watch from their windows or along<br />
trails.<br />
• Be sure to feed regularly and place your feeder away from predators.<br />
• Set binoculars near the window for best viewing.<br />
• Obtain a bird book for identifying new species.<br />
Fill up the bird feeder or add one this month. In 1994, Congressman John<br />
Porter established <strong>February</strong> as National Bird Feeding Month due to the<br />
harsh conditions endured during one of the coldest months of the year.<br />
