Two grants for

historical work

The Historical Society

of Haddonfield received

two grants recently

to support its work to

preserve, study, and

share the history of the

Haddonfield community.

The Haddonfield

Foundation awarded

the society a generous

grant for the purchase

of an audio tour guide

system for walking

tours. The society had

rented the system for

last October’s Haunted

Haddonfield walking

tours; the Foundation’s

grant allows it to

purchase the system

for long-term use. The

system is also available

for other community

organizations to borrow

when not in use by the

society.

For the fifth year in

a row, the Historical

Society received a

general operating

support grant from

the Camden County

Cultural and Heritage

Commission.

The Commission is

the designated county

history agency of the NJ

Historical Commission.

Borough receives grant for affordable housing

On December 17, Gov. Phil Murphy announced the award of $4,701,000 to

the nonprofit agency E & B Housing LLC to build 25 affordable rental units in

Haddonfield through the Affordable Housing Trust Fund (AHTF).

The Fund, which is administered by the Department of Community Affairs,

allows for the development of different types of affordable housing projects to

support stronger, fairer, and more affordable communities.

“This award is a great achievement for our community, and will have a

significant impact on our ability to increase the number of affordable housing

units within our Borough,“ said Commissioner Colleen Bianco Bezich, “I am

very grateful for the DCA’s recognition of the importance of smaller-scale

projects like this, which would not be feasible without this financing. It’s also

exciting to receive an award that furthers smart growth development and

conservation principles right here in our own Downtown Haddonfield.”

The funds will be used for the construction of three new buildings at

Elizabeth Place (Snowden Avenue) and Boxwood Cottage (Lake Street),

providing a total of 25 rental units.

“The Commissioners and I are incredibly happy to learn of this award,

which enables us to meet affordable housing obligations right in the heart

of our Borough,” said Mayor Neal Rochford. “Being centrally located, within

walking distance to our schools, library, playgrounds, public transit and all of

the conveniences of the downtown is really an accomplishment to be proud

of. We are excited to get to work on this project, and ultimately welcome new

members of our community.”

Commissioner Jeff Kasko. said, “After many years of uncertainty, legal

challenges, changing rules, and spent tax dollars on Haddonfield’s affordable

housing obligation, it’s satisfying to finally have an approved plan to

implement. This grant will help fund the building of these units and move us

toward meeting our affordable housing obligation.”

Health Panel video

The Haddonfield Civic Association hosted a

virtual health panel on Wed Jan 27.

Titled “Taking the Pulse of Our Community,” the

panel focused on COVID-19 in our town, the vaccine,

coping during the pandemic, the effects on our

community, and the path forward.

The panelists were public health nurse Scott

Woodside, Superintendent of Schools Chuck Klaus,

Police Chief Jason Cutler, and Mayor Neal Rochford.

The discussion was moderated by the Civic

Association president, Joe Levine.

Downtown sets the scene for a movie

The results of a commercial film crew’s visit to Haddonfield during November

and December may be seen on Lifetime, Sat Feb 13 at 8pm. The downtown

appears as a backdrop location for several scenes in the Lifetime original

movie Death Saved My Life.

“Haddonfield is a very charming and beautiful town, just ideal for the

movies,” said Steven Gorelick, executive director of the NJ Motion Picture

and TV Commission. “The architecture has a timeless quality to it, making

Haddonfield a perfect example of small-town America. That’s the very look that

the producer of Death Saved My Life was seeking, and I am certain that many

other movies and television programs will soon follow,” he said.

The idea to film in Haddonfield originated from a 2018 tour of the town

– hosted by the Partnership for Haddonfield and its PR agency Suasion

Communications Group – that Gorelick attended.

that Joseph G. Serico has

been named Haddonfield

Citizen of the Year for 2021.

The announcement – normally

made during the Mayor’s

Breakfast in late January – was

made via Zoom on January 26.

Thank you to all who attended.

Subsequently, Mayor Neal Rochford presented Joe with his plaque at the

Borough Hall. It reads, in part, “In recognition of outstanding community

involvement.”

The principal at Haddonfield Memorial High School from 1987 to 2006,

Joseph G. Serico was beloved by students and teachers alike. He served

subsequently as the school district’s assistant superintendent responsible

for curriculum and instruction. He is a trustee of the Haddonfield Educational

Trust, which works to enhance educational excellence of the public schools,

and is president of the Haddonfield Alumni Society.

One of the letters submitted in support of Joe Serico’s nomination

detailed his many contributions to the community, including a campaign to

think of our high school facilities as a campus. He engaged thousands of

people to give time and money to build “an aesthetically pleasing campus

environment for students, faculty and community that encourages reflection,

inspires creativity, promotes community and respects the environment.”

“In Haddonfield, there are quiet and humble people who volunteer

countless hours because they believe in this community, and they want to

create an environment where people can be connected ... Haddonfield

needs people like Dr. Serico: people who have ideas for how

to make our community stronger AND who do the work

to see those ideas through ... Dr. Serico has been

quietly working on multiple projects that will leave a

lasting legacy in our community for years to come.”

Joe Serico is the most recent of 51 residents

who have been honored during the past 49

years – initially by the Jaycees and in recent

times by the Lions Club – for their “outstanding

community involvement.” Among them were

three legends who passed since last year’s Mayor’s

Breakfast: Bill Hansen 1987, Joe Haro 1996, and

Bill Reynolds 1996. We salute them all.

Property tax payments were due on Mon Feb 1,

but the borough provides a 10-day grace period.

Payments received after Wed Feb 10 will be

charged interest back to Feb 1.

Note that to avoid interest charges, payments

must be actually received by the tax office on

or before the specified date. The office does not

recognize the stamped dates on mailed envelopes

and does not accept post-dated checks.

The borough hall is open for business, but

envelopes marked “Tax Office” may be deposited

in the black box at the front of the building. It is

emptied each week day.

Resident charged in assault on US Capitol

A Haddonfield resident was arrested on Thu Jan 21 in connection with the

storming of the US Capitol on Wed Jan 6. Patrick A. Stedman, 32, was charged

with disorderly conduct and illegally entering the Capitol grounds.

The FBI’s affidavit for the case states that the bureau received tips from some

of Stedman’s former classmates. Read it here: bit.ly/39R2YSN or scan n.

The affidavit notes that Stedman posted videos of the storming of the Capitol

on his Twitter account, which has more than 25,000 followers, in real time.

It notes that some show him in House Speaker Nancy Pelosi’s office and that

on the afternoon of Wed Jan 6 he posted on his Twitter account: “I was pretty

much in the first wave, and we broke down the doors and climbed up the back

part of the Capitol building and got all the way into the chambers.”

During a court hearing in Camden on Thu Jan 21, US Magistrate Judge Karen

William released Stedman on an unsecured bond.

Adam Puff is first to file for borough commission

A lifelong resident of Haddonfield is the first candidate to file petitions for

this year’s Board of Commissioners election. He delivered his signed

documents to the borough clerk on Mon Jan 25.

Adam Puff said he hopes to be the voice, resource, and problem solver for

every resident and local business owner who has ever asked, ‘Why isn’t it

getting done?” In particular, he plans to focus on a prompt resolution to the

future of the Bancroft property; addressing residents’ concerns about

stormwater, streets, and trees; encouraging innovative approaches to

supporting and promoting the business district; improving borough

communications, and ensuring transparency in decision making.

On his website n, Puff sums up his focus in three words: “Pride. Progress.

Partnership.”

A 2000 graduate of Haddonfield Memorial High School, Puff and his wife

Jessica are raising their three children just a few blocks from where he grew up,

and where his parents still live. An accredited investment fiduciary, he is the

founder and CEO of Haddonfield Financial Planning.

Puff is an active member of the Lions Club, serves as president of the

Haddonfield Educational Trust (a non-profit dedicated to enhancing the

excellence of Haddonfield’s public schools), and is a board member of both

the Haddonfield Outdoor Sculpture Trust and the Partnership for Haddonfield

(which manages the downtown business district).

“For 39 years, I’ve benefited from many wonderful things this community has

provided,” Puff said. “Volunteering with these organizations is one way I’ve

been able to give back. But now I’d like to put my interests and ideas to work at

the municipal level.”

Haddonfield’s Board of Commissioners has three elected members who

serve concurrent four-year terms. The election is scheduled for Tue May 11.

Traditionally, the candidate who receives the most votes becomes the mayor.

Judge reinstates Bancroft lawsuit

During a Camden County Superior Court hearing on Fri Jan 22, Judge Nan S.

Famular agreed to a request by a group of Haddonfield residents, among them

former mayors Jack Tarditi and Tish Colombi, to reinstate a suit they had filed

in 2018 against the Borough of Haddonfield and its commissioners, objecting

to aspects of the proposed redevelopment plan that failed to promote senior

housing.

Tarditi and the other plaintiffs had withdrawn the suit in 2019 without

prejudice – meaning they retained the right to reinstate it in the future

– based on a settlement agreement in which the Borough committed to the

development of age-restricted housing at the site.

The plaintiffs requested reinstatement of their case because, they claimed,

the commissioners had failed to abide by the settlement, which was spelled

out in an order entered by Judge Famular in October 2019. The order noted

that the borough would take steps to achieve and promote age-restricted

housing on the site.

The borough’s attorney alleged that the borough had been unable to find

a viable alternative to the “age-targeted” townhomes proposed by the site’s

designated redeveloper, despite efforts to do so.

In the suit filed in March 2018, the plaintiffs called for the revised

redevelopment plan the commissioners adopted in February 2018 to be set

aside, and for the original Bancroft redevelopment plan to be reinstated. The

2018 plan called for fewer design restrictions and increased floor area per

townhome – changes the developer had requested. The Planning Board voted

overwhelmingly against the developer’s requests, but the commissioners set

their objections aside and adopted the revised plan.

It is not known at this time if the Planning Board will schedule a hearing on

the developer’s pending application until the issue is resolved in court. Judge

Famular will hear the plaintiffs’ reinstated suit on Wed Feb 3.

BAD NEWS FOR BOROUGH

ON BANCROFT.

If the Borough commissioners hoped that the New Year would bring a

favorable future for their vision for the Bancroft property, they surely must be

disappointed.

Last year ended on a positive note for the Borough, when the Historic

Preservation Commission, having been cajoled into holding a special meeting

between Christmas and New Year, voted to forward the Bancroft developer’s

application to the Planning Board.

1. OIL SPILL

But the euphoria didn’t last long. Late in the afternoon of January 5, the

Borough was notified by the NJ Department of Environmental Protection that

an oil leak had been reported on the property. We hasten to note that the

underground source of the problem was not something the commissioners

were aware of, but the revelation does appear to indicate a serious lack

of communication between the Borough and its designated developer.

Apparently, the Borough was not aware that a consulting firm retained by the

developer had conducted soil excavations on the site on December 22.

2. DEFICIENT APPLICATION

Following the Historic Preservation Commission’s sign-off, the Planning

Board scheduled a special meeting for Tuesday, January 26. But after an

eagle-eyed resident alerted the Borough’s zoning officer and the Planning

Board’s solicitor to some legal deficiencies in the application, the Planning

Board pulled the plug on its meeting, and postponed it to a date “TBD.”

3. BACK TO COURT

Then came even worse news for the Commissioners. During a virtual court

hearing on January 22, a Camden County Superior Court judge agreed to a

request by a group of residents, among them former mayors Jack Tarditi and

Tish Colombi, to reinstate a suit they had filed in 2018 against the Borough

and its commissioners, objecting to aspects of the proposed redevelopment

plan that failed to promote senior housing.

Tarditi and the other plaintiffs had withdrawn the suit in 2019 without

prejudice – meaning they retained the right to reinstate it in the future

– based on a settlement agreement in which the Borough committed to the

development of age-restricted housing at the site. (“Age-restricted” means

that at least one occupant of a housing unit must be 55 years of age or older,

and none may be under age 18.)

BUT GOOD NEWS FOR

HADDONFIELD, AND SENIORS.

The plaintiffs requested reinstatement of their case because the

commissioners had failed to abide by the settlement, which was spelled out

in an order entered by Judge Nan S. Famular in October 2019. The order noted

that the borough would take steps to achieve and promote age-restricted

housing on the site.

In the suit filed in March 2018, the plaintiffs called for the revised

redevelopment plan the commissioners adopted in February 2018 to be

set aside, and for the original (2016) Bancroft redevelopment plan to be

reinstated. The 2018 plan called for fewer design restrictions and increased

floor area per townhome – changes the developer had requested. The

Planning Board voted overwhelmingly against the developer’s requests, but

the commissioners set their objections aside and adopted the revised plan.

It is not known if the Planning Board will reschedule the postponed

hearing on the developer’s pending application soon, or wait until after Judge

Famular hears the plaintiffs’ reinstated suit, on March 3.

FUNDAMENTAL FLAWS

• The commissioners claim the development is designed for “empty nesters.”

It’s not, in any respect: site design, interior design, or unit selling price. The site

plan provides no outdoor communal areas. Some units have elevators that

serve the first and second floors, but their occupants will be forced to navigate

six or more steps to the garage. How does that make sense? For many emptynesters,

a purchase price of $550,00+ will be upsizing, not downsizing.

• The area of impervious coverage is so great that the developer is proposing

to defile adjacent County-owned open space parkland by constructing a

pipe to discharge stormwater into the Cooper River. Obtaining approval for

this will be a major hurdle, as it appears to violate new NJ Department of

Environmental Protection regulations protecting a 300-foot riparian zone.

Also, it appears to violate DEP Green Acres rules which prohibit using parkland

for private development.

Right-sized, right-priced flats that meet the wants and needs of downsizing

seniors is the obvious answer. If only the commissioners could admit it.

Tribute

A born giver, Bill Reynolds

left a legacy for all

When Bill Reynolds died last month, the Borough lost one of its leading citizens, and

an icon of public service and community involvement.

Bill was a true S.O.B. (“Son Of the Borough”) – born at home (literally). His father,

William W. Reynolds Sr, was in the Haddonfield school system for years, first as a

teacher at Memorial High School, then as its principal, and finally as a longtime

superintendent of schools. Bill and his two younger brothers were raised in the family

home on Lafayette Avenue.

The Haddonfield that Bill grew up in does not exist anymore. He was a master

storyteller, and those of us younger than Bill saw the town of his childhood and youth

through his eyes. We heard about how he and his friends would shoot rats in the town

dump (where Crows Woods is now). About his summer jobs with Bancroft School at

its Owl’s Head camp in Maine. And tales of the Pennsylvania-Reading Seashore Line,

where he worked as a brakeman for several summers.

After earning his undergraduate degree at Lafayette

College, and a master’s at Harvard, Bill returned to the

area to get a doctorate in education from Penn. He then

became the principal of the Bancroft School, ran for the

board of commissioners, and served as the borough’s

mayor from 1973 to 1977. He later worked as an advisor

to nonprofit organizations with his friend and partner,

Robert Schaeffer.

We remember and honor Bill, however, for his deep

and wide involvement with the Haddonfield community

and the region, and for what he did to make a difference

in the place he loved, and called home.

A member of the Rotary Club of Haddonfield for 48

years, Bill personified the Rotary motto: Service Above

Self. He was one of the founders of The Haddonfield

Foundation, and he served on various charitable boards

for many years, including the county YMCA, Respond

Inc., and the Evergreens, a retirement community in

Moorestown.

But such a list does not catch the person Bill was. Most of all, he was kind. He was

thoughtful and understanding. He knew the wisdom of giving problems some time to

resolve themselves. He had the ability,

usually only found in senior clergy, to

make you feel as if he had all the time in

the world for you – even when he didn’t.

And he enjoyed spending time on his

porch with family and friends.

Bill believed that the world contains

givers and takers. He not only admired

the givers, he exemplified them.

Bill and his beloved wife, Mollie,

moved to the Evergreens some years ago,

when it became clear that she had

dementia and needed a level of care that

he could not provide at home. True to

form, he soon became an active member

of the Evergreens’ Residents Committee.

The man is a success who has lived well,

laughed often, and loved much; who has

gained the respect of intelligent men and

the love of children; who has filled his

niche and accomplished his task; who

leaves the world better than he found it,

whether by an improved poppy, a perfect

poem, or a rescued soul; who never

lacked appreciation of earth’s beauty or

failed to express it; who looked for the

best in others and gave the best he had.

Our town has been blessed by Bill’s presence. We are better off in so many ways

because he gave himself and his talents to enrich this community, and communities

beyond. Haddonfield may not ever see anyone quite like him again.

The Police Department is accepting applications

for several part-time crossing guard positions.

Crossing guards work 8 to 10 hours per week

on average – about 2 to 2.5 hours a day – and earn

$17.61 per hour.

Due to the hybrid schedule being followed by the

public schools, guards currently work a morning

post and a noon dismissal post, four days a week.

When schools reopen full time, hours may

increase to 10 to 15 hours per week.

Affordable housing? Yes.

The current approach? No!

Hadddonfield’s concession to affordable housing is a tale of three neighborhoods.

On the East side is Bancroft which is slated to house ten affordable units. The

Haddonfield Historic Preservation Commission recently approved the project

after Architect Angelo Alberto described ”warm streetscapes,” pervious pavers for

stormwater management, park benches and plenty of green space among other

aesthetic touches.

A few blocks away, in a Central parking lot behind borough hall, is a patchwork of

parcels at the end of Snowden Avenue, to be known as Elizabeth Place. The borough

intends to cram about 20 families into this isolated, under-an--acre site. Asphalt is

likely to replace more than 25 mature trees.

A logical fix is to reduce the number of

units, leaving green space for new families to

enjoy and to provide adequate stormwater

protection; or to expand the site to its original

1.5-acre plan, at least. Add in a responsible

traffic pattern instead of the current terrifying

dump onto Haddon Avenue (at the Rotary

Circle) and Kings Highway (alongside the

borough hall) and the project might become

manageable, though far from ideal. If not, it is

oversized and headed for disaster.

Since the proposed project is not within the

borough’s historic district, the NJ DEP’s

Historic Preservation Office says it does not

require review by our Historic Preservation

Commission. However, given the proximity to

the historic homes on Kings Highway and the

west side of Potter Street, the borough clearly

has a moral obligation to request such a review.

Failing to do so questions its commitment to

protect the backyards and basements of the

town’s iconic assets.

Sadly, Haddonfield has seen plenty of destruction due to poor stormwater

management in recent years. This is serious stuff. Planning Board alert!

To the West is Radnor Field, eleven acres of green space that is largely underused

as fields because it’s too far from the high school. (Ask any kid who has had to

drag athletic equipment from school to Radnor.) Because it is borough-owned, some

portion someday could be considered for affordable housing. Not so, if borough

commissioners swap ownership with the board of education. The so-called swap

is a pure subterfuge that robs residents of an equitable and transparent plan to

accommodate affordable housing. Furthermore, it pits neighborhoods – East, West,

Central – against each other.

Last year, the borough purchased three properties in the East-Central part of

town for affordable housing. Those sites will be added to the ten from Bancroft and

governed under a new, non-profit board. Commissioner Jeffrey Kasko wants to create

a three-member board, including one commissioner. Whether the commissioners or

the new board will control the borough’s $2.3 million affordable housing fund is TBD.

Clearly, this new board needs progressive people, not just more of the same from

those who have resisted and botched affordable housing for decades. In January,

Moorestown appointed a “social justice advocate” to its governing body and the

Haddon Township Board of Education welcomed its first Black member – the first to

hold any elective office in town. In May, Collingswood is likely to elect to its governing

body a resident with LGBTQ affiliations.

Haddonfield has a lot of catching up to do, or else it will become an elitist relic.
