Instant Tar is a multi-faceted Civil Engineering and Construction company that excels in Road

Construction & Rehabilitations, Bulk Earthworks, Road Surfacing, Supply of Asphalt (from its

CounterMIx Asphalt Plant which processes Tar at 120 Tonnes Per Hour at 3% Moisture), Supply

of Bitumen & Emulsion Products, Road Markings, and Plant hire.

The company was founded and registered in South Africa and has been in operation since 2007.

Its repertoire includes the upgrade of roads from Gravel to Asphalt (Tar), Milling (removal) of old

asphalt and resurfacing, Bulk Earthworks, Concrete Works, Bridges, Brick Paving and Kerbing

Road Maintenance, Routine Road Maintenance, Pothole Patching, Grass Cutting, Guardrails

Repairs, Fencing & Road Markings, and Light Road Rehabilitations.

Based in Gauteng, Instant Tar has done road construction work in virtually every province of

South Africa, including the elite Sandton City (William Nicol Drive & Greystone Drive to name

but a few)

In South Africa, Instant Tar has a Construction Industry Development Board (CIDB) rating of

7CEPE, 6SBPE, and 1 SKPE. Instant Tar is also a member of the prestigious SABITA (Southern

Africa Bitumen Association), and the Ekurhuleni Chamber of Commerce.

Instant Tar Zimbabwe is a Member of CIFOZ (Construction Industry Federation of Zimbabwe),

Instant Tar Zimbabwe is organised and existing under the laws of the Republic of Zimbabwe with

registered offices located at No. 110 Dagenham Rd, Willowvale, Harare, Zimbabwe. The company

registration number is 4361/2018.

Instant Tar is registered as a member of the Construction Industry Federation of Zimbabwe

(CIFOZ) and also registered with the Procurement Regulatory Authority of Zimbabwe (PRAZ).

1.1 The Company’s Main Business

2 THE PRODUCTS AND SERVICES

2.1 General

Earthworks

Bulk earth works which involves bulk stock piling, excavations, load and hauling operations using

dozers, excavators and tippers.

Instant Tar Earthworks

Roads and Infrastructural Development

Capacity to undertake all manner of road works and infrastructural development including storm

water drainage, water and sewer reticulation.

Road Rehabilitation

Ability to quickly rehabilitate existing roads in need of reconstruction.

Hot Asphalt Premix

Ability to mix and supply any quantity of asphalt (premix) required for both hot and cold mixes.

Supply of Bituminous Products

Supply all manner of bituminous binders in bulk as well as drummed. Bitumen can be supplied

on temperature from our storage tanks.

Spray and Chip Surface Dressing

All aspects of bituminous surface dressing whether it be for new works, from priming of

completed base to the construction of tack and seal coats, or patching and resealing of an

existing surface.

Supply and Spraying of Bitumen Binders

Supply of a spraying service where we will provide a bitumen sprayer loaded with your required

product at the correct temperature.

Slurry Seal

Ability to carry out slurry seal patching and surfacing. Slurry sealing provides a cost effective

alternative in many cases to the often more expensive surface dressing and asphalt paving.

Patching

Ability to carry out all types of patching including pothole patching, slack repairs, crack sealing,

edge patching and crocodile crack sealing.

Asphalt Paving

Ability to execute any asphalt concrete works whether the project is only a few tonnes or several

thousands of tonnes.

The Opportunity

The state of the roads in the country is deplorable and government has provided funding for

roads rehabilitation countrywide.

1. State of the roads in Zimbabwe is at its worst ever.

2. Government and Municipalities have demonstrated commitment to construct and

rehabilitate roads countrywide. The Road Agency (ZINARA) has started funding road

construction projects for Municipalities and Rural District Councils countrywide.

Chairman

Farai Matsika [BA Marketing]

Farai is a seasoned business juggernaut and entrepreneur of three decades. He is

founder of Doves (UK), Transfrontier, Lanewiz (SA), Faramatsi Motors, Co-Founder of

Croco Motors, Instant Tar Zimbabwe, Peppy Motors, Zororo Pumulani (SA), Commerce

Veritas. He the sits on many boards in Zimbabwe, including boards in South Africa,

Zambia, USA, and UK mostly as Chairman. He is the Group CEO of Doves Holdings (an

entity that is 116 years old). He brings a wealth of experience, foresight, relationships,

capital (financial and knowledge), and clout to the organisation.

Non-Executive Director

Eng Matthew Sibanda (BSc (Hon) Mining Engineering)

Matthew is a seasoned entrepreneur with numerous accolades to his name, including

Top 100 Best Companies in Zimbabwe – Mining Supplier of the Year Award 2017 and

2018, 8 th Position in the Top 20 Outstanding Business Personalities and Organisation

Awards 2017, 1 st Prize for Best Exhibition in Mining Suppliers Category, and Gold

Business Award: Small to Medium Enterprises in the East Rand Area in South Africa.

Matthew clearly brings a lot of wealth of business experience and engineering.

Group Chief Executive Officer

Steve Tinarwo (Cert Business Management)

Steve is an entrepreneur of note and Founder of Instant Tar, who brings enormous

wealth of experience and expertise in Civil Engineering, Road Construction, and Plant &

Equipment Management and Maintenance from South Africa. He draws his experience

from over thirteen years in the construction industry. Under his leadership Instant Tar

South Africa has grown to become a strong player in the road construction industry, with

an annual turnover of over R100 million. Steve is a well-rounded individual whose

focused approach has enabled the company to hold its own, in a market dominated by

large corporates. His planning skills and vision will ensure the company’s continuity and

growth. Steve recently featured in the IMESA Magazine in SA.

Managing Director

Martin Mutenda (MBA, MCom IS, IMIS)

Martin has over 20 years business leadership and experience having worked in South

Africa, Europe, and Canada. He has a good balance of solid Business Experience, Horned

Management skills, and Wide Technical Expertise in Information Communication

Technology. He is a former CEO of Uniswitch, Enstant Pay, and Commerce Veritas. He

worked in a number of countries in EMEA. He has also worked for several Institutions

and Banks (including CABS, FNB, Standard Bank, ABSA) in Senior Technical Management

roles and as a Consultant.

Projects Manager

Casper Chiwendu [BSc (Hons) Civil Engineering), ZEI 043340

Casper is a Zimbabwe Institute of Engineers (ZEI) registered Civil Engineer with 12 years

contracting experience in Highway Engineering (new road construction, rehabilitation

and surfacing such as Asphalt, Tack & Seal, Reseal, Cape seal, Fog Spray, Slurry Seal and

Interlocking blocks).

He has managed major projects as a Site Agent/Contracts Engineer/Project Manager

from Initiating, planning, monitoring, controlling and completing a portfolio of projects

while balancing the competing demands for quality, scope, time, safety and cost thereby

subsequently contributing to the growth of the organisation.

Casper has a keen ability to collect and analyse information, digest facts/ figures and

quickly grasp complex technical issues. Excellent negotiation and problem solving skills

and swiftly identifies the root of any problem and develops an effective solution. Proven

ability to manage and complete projects to the highest standard, with a meticulous

attention to detail and within agreed deadlines.

Plant Manager

Jacob Ndlovu Cert (Geotechnical Soil and Bitumen Testing & Analysis), Cert (Hazard

Identification and Risk Assessment).

Jacob has 27 years of experience working as a testing officer, designing, testing, and

supervising the production of Asphalt from 1992 using a double barred computerised

Asphalt Plant, a Winbau computerised 60 tonne Asphalt Plant, and a manual Asphalt

Plant based at Pomona Quarries. Projects include Bulawayo Beitbridge Rd, Bindura

Mazoe Road, Bulawayo City Council, Harare International Airport, Harare City Council

contracts, City of Gweru, Thornhill Airbase, Harare International Airport Phase 2, and

Ngezi Road 2010 Zimplats Consortium.

Head of Finance & Administration

Mike Mwandiwata (BSc (Hons) Accounting)

Mike has over fifteen years of experience working in various finance and related roles.

Over the years, he has gained financial management and leadership skills in different

sectors of industry such as retail and distribution, packaging, telecommunications,

hospitality, and construction He has had senior management roles in the

telecommunications and hospitality sectors, where his experiences and skills were

needed to propel the companies forward adopting to the economic situation prevailing

then. He has also worked in a number of large corporations, including Innscor Africa

Limited, Spiritage Telecommunications and Telecontract.

Head of Procurement and Stores

Vimbai Mudiwa (BSC Hons in Applied Accounting)

Vimbai has worked in various finance administration and procurement roles and has

over 13 years’ experience. She possesses interpersonal skills, communication, financial

reporting, analytical and customer service skills. She has gained vast knowledge in

developing and monitoring budgets, preparation of income statements, balance sheets,

financial summaries and forecasts, managing account receivables/ payables and

overseeing the procurement function. She has worked in various sectors which include

but not limited to telecommunications, hospitality, transport and construction.

Plant Operations

William Samanyai Adv Dip (Electrical Engineering), Dip (Electrical Engineering),

Certificate Class 1 (Journeyman) Electrician.

William has 11 years of experience in the road construction industry and over 6 years in

Plant Operations and Maintenance. He poses a unique blend of skills in electrical

engineering, software programming, and technical problem solving and analytical skills

which has resulted in facilitating a number of significant improvements within large

complex production plants. Has in depth understanding across the entire production

system and equipment and a proven ability to accurately assess the safe working

condition of all equipment and devices within the Plant Operations Environment.

Quantity Surveyor

Elias N Tandirayi Cert (Civil Eng and Quantity Surveying), Dip (Quantity Surveying)

Elias has over 15 years’ experience in the Road Construction industry having worked for

some of the big local road construction companies. His experience includes the

compiling of material and labour price escalations for Interim payment certificates,

Compiling measurements for Interim payment certificates, Compilation of sub-

contractor payments, producing an acquittal (material reconciliation) for materials

bought using advance payments, Compiling and costing of day-works and variations.

Advising on the best project process to follow after doing a cost benefit analysis of the

possible processes, Valuation of work in progress hence producing progress reports and

target reports for site progress meetings, Measurement of materials on site for site

progress meetings and interim payment certificates, Attending site progress and

technical meetings, Reporting the comparison results of production costs against

allowable costs of each activity (Cost control process) Monitoring and evaluation of

various stages of project.

Company Secretary

Thandeka Ndebele LLM (International Law & Security), BSocSci (Political Science)

Thandeka has immense knowledge and experience in corporate legal, secretarial and

corporate restructuring services. Having diversified qualifications and skills from Europe

(University of Northampton) and South Africa (University of Cape Town), she ensures the

organisation complies with financial and legal requirements both domestically and

internationally. This has resulted in the company maintaining its high standards of

corporate governance. Her interpersonal skills and diplomatic approach to people at all

levels is an asset to the efficiency of the work environment. She has worked for large

institutions such as Doves Holdings.
