ANNUAL HOA FEES DUE<br />

The Board was able to avoid raising dues for <strong>2021</strong> and the annual statement<br />

has been mailed to all homeowners. The dues should be paid in January. If<br />

you anticipate not being able to pay your <strong>Westgate</strong> fees for 2020 on time,<br />

be sure to call Inframark (281-870-0585) to discuss getting on a payment<br />

plan before more fees are tacked on-from the attorney, etc. $635 can turn<br />

into $1000+ very quickly. Even if you don’t think you can pay all at once, you<br />

need to call Inframark to make payment arrangements. DON’T WAIT and<br />

cost yourself MORE money. These dues help pay for landscaping, electricity,<br />

water, refurbishing and adding amenities and pool management, among<br />

other things. It helps <strong>Westgate</strong> continue to be a great community with<br />

stable or increasing property values. If you’d ever like details of how your<br />

dues are spent, you can always ask our management company. Also, go to<br />

our annual meeting and you will receive a copy of the financials.<br />

DEADLINE FOR HOA BOARD ELECTION IN MARCH<br />

At the Annual Homeowners’ Meeting in <strong>March</strong>, two positions on the HOA<br />

Board of Directors are up for election; Kimberly McGaughy and Wanda<br />

Lewis currently hold those positions. If you have any questions about what<br />

Board directors do, feel free to email us. HOA Board members should be<br />

residents who want to help steer <strong>Westgate</strong> right and protect their home’s<br />

property values. Having good Board members can make a big difference<br />

in the quality of life in a neighborhood. They need to have common sense,<br />

care about the community and be willing to go to monthly meetings to<br />

conduct business.<br />

Our Board meetings are currently being held through Zoom on the 4 th<br />

Thursday of each month. Check our website for details and join in.<br />

DO YOU KNOW YOUR DEED RESTRICTIONS?<br />

In an effort to educate our residents, we are highlighting some deed<br />

restriction or other item that needs improvement in <strong>Westgate</strong>:<br />

FINE POLICY FOR DEED RESTRICTION VIOLATIONS<br />

Beginning in 2016, <strong>Westgate</strong> instituted a new fining policy for deed<br />

restriction violations. Our bylaws give approval to do so. After researching<br />

other neighborhoods’ fining policies and working with our attorney to<br />

ensure we comply with state law, the Board voted to approve this step.<br />

The details are available in the Fine Policy document, but the policy is<br />

essentially this: • One notice of violation is mailed to homeowner. • After<br />

30 days, certified Notice of Non Compliance letter is sent to homeowner.<br />

$50 fine assessed. The homeowner can request to be heard by the Board.<br />

• After 30 more days, another notice of violation is sent and $100 fine assessed.<br />

The Board can then send the matter to the attorney. • In certain circumstances,<br />

the Board can forgo the Notice of Non Compliance; for instance, if the<br />

homeowner has received the same notice of violation within a certain period.<br />

At any time, anyone can request clarification on a violation by calling our<br />

management company, PCMI. Keep up to date through our website, www.<br />

westgatetx.net and on our Facebook group, <strong>Westgate</strong> Subdivision. COPIES<br />

OF ALL WESTGATE FOUNDING DOCUMENTS (including the ARC form) can be<br />

downloaded from the <strong>Westgate</strong> website www.westgatetx.net.<br />

FILING A REPORT WITH THE SHERIFF’S DEPT.<br />

If you ever have to file a report with the Sheriff’s Department, whether<br />

after calling 911 or the nonemergency number (713-221-6000), be sure<br />

to let the deputy know that <strong>Westgate</strong> has a contract with the Sheriff’s<br />

Dept. through our MUD district (Harris County MUD #70). That way,<br />

the incident will be reported to our contract deputies, giving them<br />

information on what to look for in our community. Also, be sure to report<br />

the issue to our Crime Watch committee at crimewatch@westgatetx.net.<br />

They discuss the problems with our deputies as well.<br />

CALL THE NON-EMERGENCY NUMBER<br />

Please call the non-emergency number, 713-221-6000, when you see<br />

suspicious activity. A couple of recent calls have resulted in getting a couple<br />

felons off our streets. When an incident happens - suspicious person or<br />

vehicle, someone rifles through your car, etc - call the non-emergency<br />

number whether anything was taken or not, whether damage was done or<br />

not. Our contract officer spoke to some residents while he was responding<br />

to a call. They informed him that they did share info on social media but<br />

didn’t call HCSO. HCSO is not monitoring Social media. HCSO put their noncontract<br />

officers where there are problems. No calls = no problems. One<br />

call a week or so does not prompt a concern. But if everyone who posted<br />

on social media called it in, it would be, then HCSO would be justified in<br />

allocating more resources in our area to combat crime: 713-221-6000.<br />

STREETLIGHT OUTAGES<br />

If you see a streetlight out, please report outages to CenterPoint Energy<br />

at 713-207-2222 or 800-332-7143; also, at www.centerpointenergy.com.<br />

You will need the pole number, the black and white numbers listed<br />

vertically on the pole, to report the outage. This is something you can<br />

do to help keep your community safe. Otherwise, it may take a while for<br />

Centerpoint to notice it is out.<br />

TEENAGE JOB SEEKERS<br />

If you are between 12 and 18 and would like to be added to the<br />

teenage job seeker’s list, please fill out the form on our website (www.<br />

krenekprinting.com, click submissions and choose Jobseekers) with your<br />

name, birthdate (mo. & yr.), phone number, year you will graduate and<br />

the name of your newsletter/subdivision. Check the list of jobs you want<br />

on your form. Please make sure your email is correct, we send emails<br />

in the summer to make sure all the info is still good and that you want<br />

to stay on the list. If we do not hear back from you after 3 tries, we will<br />

remove you from the list until we do. Must have parent(s) permission.<br />

LIVESTOCK SHOW AND SALE<br />

The 27 th Annual CFISD Livestock Show Association Show and Sale, held<br />

Feb. 1 st -6 th at the CFISD Exhibit Center, saw an incredible amount of<br />

generosity from the CFISD community through the live auction, freezer<br />

sale, monetary donations and the first-ever online sale, despite the<br />

COVID-19 pandemic.<br />

The Premium Sale (live auction) unofficially raised $281,950, which is<br />

$23,250 more than last year. Final amounts from the Freezer Sale (animals<br />

not placing high enough for the live auction), Agriculture Mechanics and<br />

Horticulture silent auction and additional gifts to students are not yet<br />

available. More than 130 projects had pre-sale commitments to purchase<br />

and animals in the Freezer Sale sold out in record time. In addition, one<br />

new record was set for Grand Champion Turkey:<br />

• Texas Travel Plaza & Cana Tire Inc. paid $20,000 for the Grand Champion<br />

Turkey exhibited by Mason Oehlers from Jersey Village High School.<br />

“The support from the community was amazing,” said Denise Kubecka,<br />

director of career and technical education. “The common message<br />

community members shared was that they were there to ensure our<br />

FFA students were rewarded for their hard work and they did not want<br />

the pandemic to take anything away from that. So many wanted to be<br />

a part of this event that the students will remember for a lifetime. The<br />

community’s outpouring of support was heartwarming. This would not<br />

have happened without the parents, community members, countless<br />

CFISD departments and, of course, our ag teachers working together on<br />

the common goal to put our students first. Thank you to all. We did it!”<br />

FOUR HIGH SCHOOLS RECEIVE FIRST WAVE OF<br />

SYNTHETIC TURF FIELDS<br />

Four high schools have finished receiving new synthetic turf baseball<br />

and softball fields as part of the community-supported 2019 bond<br />

referendum. Cypress Ridge, Cypress Ranch, Cypress Woods and Cypress<br />

Falls high schools each received the improvements this year, at an<br />

estimated cost of $14.5 million. The project was designed by IBI Architects<br />

and constructed by ICI Construction.<br />

“A three-phase plan is being implemented for the design and<br />

construction of the fields,” said Roy Sprague, CFISD chief operations<br />

officer. “Phase 1 started in 2019, with those four campuses having<br />

been substantially completed. Phase 2 design work is being completed<br />

and construction is anticipated to start in April <strong>2021</strong> and the Phase 3<br />

campuses design work will start in early 2022.”<br />

Phase 2 is scheduled to include Cypress Creek, Cypress Lakes, Jersey<br />

Village and Langham Creek high schools. Phase 3 is scheduled to include<br />

Cypress Springs, Cypress Park and Bridgeland high schools. The Cy-Fair<br />

High School synthetic turf fields will be constructed as part of the Cy-Fair<br />

Multi-Campus Master Plan Improvements, with design starting in late<br />

<strong>2021</strong>.<br />

The synthetic turf, supplied by FieldTurf USA, allows for almost immediate<br />

playability after rainfall; as well as less groundskeeping and maintenance,<br />

year-round availability and increased safety.<br />

“We are excited for the start of our upcoming softball and baseball<br />

seasons and the recent addition of our four baseball and four softball<br />

turfed fields,” said Ray Zepeda, CFISD director of athletics. “The entire<br />

project will allow us to have a facility that is much more useful and<br />

functional for our programs, athletes and coaches.”<br />

In addition to the surface improvements, the project also increased the<br />

seating capacity at the Cypress Ridge and Cypress Ranch softball fields<br />

and the Cypress Woods and Cypress Falls baseball facilities.<br />

“We are hopeful that this will allow us to host more playoff contests within<br />

our school district,” Zepeda said. “The quality of the materials and the scope<br />

of the entire project reflects our communities’ commitment to having firstclass<br />

facilities for our athletes. We sincerely appreciate the support of our<br />

community and will certainly take great pride in our new facilities.”<br />

Easy Banana Cream Pie<br />

You could make this on National Banana Cream Pie Day <strong>March</strong> 2nd!<br />

INGREDIENTS:<br />

3 cups heavy cream<br />

1/2 cup crushed ice<br />

1 (3.5 ounce) package instant banana pudding mix<br />

1 (3.4 ounce) package instant vanilla pudding mix<br />

3 bananas, sliced<br />

1 (9 inch) pie shell, baked<br />

1 cup heavy cream<br />

DIRECTIONS:<br />

Using an electric mixer, whip 3 cups heavy cream on low speed until<br />

it starts to thicken. Add crushed ice and continue to whip another 4<br />

minutes. Increase speed and add vanilla and banana pudding mixes,<br />

whipping until pudding mixes are blended fully with the cream and the<br />

mixture thickens. Increase speed to high and beat until mixture is stiff.<br />

Line the bottom and half way up the sides of pie crust with banana<br />

slices. Cover bananas with half of the banana cream mixture and top<br />

completely with banana slices. Top with the remaining banana cream<br />

mixture. In a small bowl, whip 1 cup cream until stiff peaks form. Using a<br />

pastry bag, pipe cream onto top of pie, covering completely. Refrigerate<br />

1 hour before serving.<br />

<strong>March</strong> Gardening Tips<br />

VEGETABLES: Plant vegetables such as tomatoes, sweet corn and<br />

snap beans and pepper, as well as cucumbers, lima or butter beans,<br />

cantaloupe, okra (if the soil has warmed sufficiently - 70 degrees F. or<br />

higher), southern peas, pumpkin, squash, peanuts and watermelon.<br />

LAWN: Re-sod or replant as needed with turfgrasses adapted to this<br />

part of Texas and suited to the planting location (shade or sun). • When<br />

resodding semi-shaded areas with St. Augustine, use ONLY the variety<br />

Floratam for best pest resistance. See www.plantanswers.com/grass.htm.<br />

TREES AND SHRUBS: Plant container-grown trees and shrubs as soon as<br />

possible. In shady areas, where grass is difficult to grow, consider planting a<br />

dependable groundcover such as English ivy, Asian jasmine, vinca or one of<br />

the prostrate junipers. • Prune spring flowering and evergreen shrubs during<br />

early <strong>March</strong>. However, be sure to prune spring flowering shrubs after they have<br />

bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer<br />

analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden<br />

planting area. Early <strong>March</strong> is the ideal time to fertilize landscape plants because<br />

you give them food just before the spring growing season starts.<br />

NATIONAL PLANT A FLOWER DAY - MARCH 12TH<br />

Spring is just around the corner and <strong>March</strong> 12 th is the day to participate<br />

in National Plant a Flower Day. Each year this day is dedicated to the<br />

planting of flowers and looking forward to the spring season. Flower<br />

gardening has become a hobby for many, young and old and National<br />

Plant a Flower Day is a start to the new season each year.<br />

Marigolds and Daffodils are the flowers of this month. It’s good to know<br />

the zone you live in to determine which flowers grow as perennials (those<br />

that grow back every year) in your area and which are considered annuals<br />

(those that require planting every year). To find out more check out the<br />

USDA site for Hardiness Zones.<br />

Seeds can be started inside and set in a sunny window. When the weather<br />

is nicer, move those plants outside. Keep the soil moist, but not wet and<br />

follow the instructions on the seed package for proper germination of<br />

the seedling. For those who can’t wait, get out those seed catalogs and<br />

start planning your next flower garden.<br />

Are you in a warmer climate? Then it’s time to get out the trowel and<br />

the garden gloves and start turning over some new soil. Sow some new<br />

seeds, bulbs or plants and nurture those blossoms into a brilliant blaze<br />

for the whole neighborhood to enjoy.<br />

Tips for Starting a Flower Garden: Start with a potted garden. If you aren’t<br />

ready to tear up a patch of lawn, this is a good way to go. They do require<br />

more watering, but less care overall. • Select plants that grow well in<br />

your spot. Some plants grow well in the shade and others prefer the sun.<br />

Others love both! • Did you know gardeners who prefer perennial gardens<br />

have to thin their flower beds every couple of years? They also like to<br />

share the extra bulbs and seeds with those who are new to gardening,<br />

so if you know someone with a green thumb, get to know them better.<br />

You might get some free plants, advice and a budding friendship! • Local<br />

greenhouses stock plants that grow well in your area. Don’t be afraid to<br />

ask them questions and shop there frequently. • Let’s all work together<br />

by planting a flower and helping make the world a more beautiful place.<br />
