ANNUAL HOA FEES DUE
The Board was able to avoid raising dues for 2021 and the annual statement
has been mailed to all homeowners. The dues should be paid in January. If
you anticipate not being able to pay your Westgate fees for 2020 on time,
be sure to call Inframark (281-870-0585) to discuss getting on a payment
plan before more fees are tacked on-from the attorney, etc. $635 can turn
into $1000+ very quickly. Even if you don’t think you can pay all at once, you
need to call Inframark to make payment arrangements. DON’T WAIT and
cost yourself MORE money. These dues help pay for landscaping, electricity,
water, refurbishing and adding amenities and pool management, among
other things. It helps Westgate continue to be a great community with
stable or increasing property values. If you’d ever like details of how your
dues are spent, you can always ask our management company. Also, go to
our annual meeting and you will receive a copy of the financials.
DEADLINE FOR HOA BOARD ELECTION IN MARCH
At the Annual Homeowners’ Meeting in March, two positions on the HOA
Board of Directors are up for election; Kimberly McGaughy and Wanda
Lewis currently hold those positions. If you have any questions about what
Board directors do, feel free to email us. HOA Board members should be
residents who want to help steer Westgate right and protect their home’s
property values. Having good Board members can make a big difference
in the quality of life in a neighborhood. They need to have common sense,
care about the community and be willing to go to monthly meetings to
conduct business.

DO YOU KNOW YOUR DEED RESTRICTIONS?
In an effort to educate our residents, we are highlighting some deed
restriction or other item that needs improvement in Westgate:
FINE POLICY FOR DEED RESTRICTION VIOLATIONS
Beginning in 2016, Westgate instituted a new fining policy for deed
restriction violations. Our bylaws give approval to do so. After researching
other neighborhoods’ fining policies and working with our attorney to
ensure we comply with state law, the Board voted to approve this step.
The details are available in the Fine Policy document, but the policy is
essentially this: • One notice of violation is mailed to homeowner. • After
30 days, certified Notice of Non Compliance letter is sent to homeowner.
$50 fine assessed. The homeowner can request to be heard by the Board.
• After 30 more days, another notice of violation is sent and $100 fine assessed.
The Board can then send the matter to the attorney. • In certain circumstances,
the Board can forgo the Notice of Non Compliance; for instance, if the
homeowner has received the same notice of violation within a certain period.
At any time, anyone can request clarification on a violation by calling our
management company, PCMI. Keep up to date through our website, www.
westgatetx.net and on our Facebook group, Westgate Subdivision. COPIES
OF ALL WESTGATE FOUNDING DOCUMENTS (including the ARC form) can be
downloaded from the Westgate website www.westgatetx.net.

FILING A REPORT WITH THE SHERIFF’S DEPT.
If you ever have to file a report with the Sheriff’s Department, whether
after calling 911 or the nonemergency number (713-221-6000), be sure
to let the deputy know that Westgate has a contract with the Sheriff’s
Dept. through our MUD district (Harris County MUD #70). That way,
the incident will be reported to our contract deputies, giving them
information on what to look for in our community. Also, be sure to report
the issue to our Crime Watch committee at crimewatch@westgatetx.net.
They discuss the problems with our deputies as well.
CALL THE NON-EMERGENCY NUMBER
Please call the non-emergency number, 713-221-6000, when you see
suspicious activity. A couple of recent calls have resulted in getting a couple
felons off our streets. When an incident happens - suspicious person or
vehicle, someone rifles through your car, etc - call the non-emergency
number whether anything was taken or not, whether damage was done or
not. Our contract officer spoke to some residents while he was responding
to a call. They informed him that they did share info on social media but
didn’t call HCSO. HCSO is not monitoring Social media. HCSO put their noncontract
officers where there are problems. No calls = no problems. One
call a week or so does not prompt a concern. But if everyone who posted
on social media called it in, it would be, then HCSO would be justified in
allocating more resources in our area to combat crime: 713-221-6000.
STREETLIGHT OUTAGES
If you see a streetlight out, please report outages to CenterPoint Energy
at 713-207-2222 or 800-332-7143; also, at www.centerpointenergy.com.
You will need the pole number, the black and white numbers listed
vertically on the pole, to report the outage. This is something you can
do to help keep your community safe. Otherwise, it may take a while for
Centerpoint to notice it is out.

LIVESTOCK SHOW AND SALE
The 27 th Annual CFISD Livestock Show Association Show and Sale, held
Feb. 1 st -6 th at the CFISD Exhibit Center, saw an incredible amount of
generosity from the CFISD community through the live auction, freezer
sale, monetary donations and the first-ever online sale, despite the
COVID-19 pandemic.
The Premium Sale (live auction) unofficially raised $281,950, which is
$23,250 more than last year. Final amounts from the Freezer Sale (animals
not placing high enough for the live auction), Agriculture Mechanics and
Horticulture silent auction and additional gifts to students are not yet
available. More than 130 projects had pre-sale commitments to purchase
and animals in the Freezer Sale sold out in record time. In addition, one
new record was set for Grand Champion Turkey:
• Texas Travel Plaza & Cana Tire Inc. paid $20,000 for the Grand Champion
Turkey exhibited by Mason Oehlers from Jersey Village High School.
“The support from the community was amazing,” said Denise Kubecka,
director of career and technical education. “The common message
community members shared was that they were there to ensure our
FFA students were rewarded for their hard work and they did not want
the pandemic to take anything away from that. So many wanted to be
a part of this event that the students will remember for a lifetime. The
community’s outpouring of support was heartwarming. This would not

have happened without the parents, community members, countless
CFISD departments and, of course, our ag teachers working together on
the common goal to put our students first. Thank you to all. We did it!”

FOUR HIGH SCHOOLS RECEIVE FIRST WAVE OF
SYNTHETIC TURF FIELDS
Four high schools have finished receiving new synthetic turf baseball
and softball fields as part of the community-supported 2019 bond
referendum. Cypress Ridge, Cypress Ranch, Cypress Woods and Cypress
Falls high schools each received the improvements this year, at an
estimated cost of $14.5 million. The project was designed by IBI Architects
and constructed by ICI Construction.
“A three-phase plan is being implemented for the design and
construction of the fields,” said Roy Sprague, CFISD chief operations
officer. “Phase 1 started in 2019, with those four campuses having

been substantially completed. Phase 2 design work is being completed
and construction is anticipated to start in April 2021 and the Phase 3
campuses design work will start in early 2022.”
Phase 2 is scheduled to include Cypress Creek, Cypress Lakes, Jersey
Village and Langham Creek high schools. Phase 3 is scheduled to include
Cypress Springs, Cypress Park and Bridgeland high schools. The Cy-Fair
High School synthetic turf fields will be constructed as part of the Cy-Fair
Multi-Campus Master Plan Improvements, with design starting in late
2021.
The synthetic turf, supplied by FieldTurf USA, allows for almost immediate
playability after rainfall; as well as less groundskeeping and maintenance,
year-round availability and increased safety.
“We are excited for the start of our upcoming softball and baseball
seasons and the recent addition of our four baseball and four softball
turfed fields,” said Ray Zepeda, CFISD director of athletics. “The entire
project will allow us to have a facility that is much more useful and
functional for our programs, athletes and coaches.”
In addition to the surface improvements, the project also increased the
seating capacity at the Cypress Ridge and Cypress Ranch softball fields
and the Cypress Woods and Cypress Falls baseball facilities.
“We are hopeful that this will allow us to host more playoff contests within
our school district,” Zepeda said. “The quality of the materials and the scope
of the entire project reflects our communities’ commitment to having firstclass
facilities for our athletes. We sincerely appreciate the support of our
community and will certainly take great pride in our new facilities.”

Easy Banana Cream Pie
You could make this on National Banana Cream Pie Day March 2nd!
INGREDIENTS:
3 cups heavy cream
1/2 cup crushed ice
1 (3.5 ounce) package instant banana pudding mix
1 (3.4 ounce) package instant vanilla pudding mix
3 bananas, sliced
1 (9 inch) pie shell, baked
1 cup heavy cream
DIRECTIONS:
Using an electric mixer, whip 3 cups heavy cream on low speed until
it starts to thicken. Add crushed ice and continue to whip another 4
minutes. Increase speed and add vanilla and banana pudding mixes,
whipping until pudding mixes are blended fully with the cream and the
mixture thickens. Increase speed to high and beat until mixture is stiff.
Line the bottom and half way up the sides of pie crust with banana
slices. Cover bananas with half of the banana cream mixture and top
completely with banana slices. Top with the remaining banana cream
mixture. In a small bowl, whip 1 cup cream until stiff peaks form. Using a
pastry bag, pipe cream onto top of pie, covering completely. Refrigerate
1 hour before serving.

March Gardening Tips
VEGETABLES: Plant vegetables such as tomatoes, sweet corn and
snap beans and pepper, as well as cucumbers, lima or butter beans,
cantaloupe, okra (if the soil has warmed sufficiently - 70 degrees F. or
higher), southern peas, pumpkin, squash, peanuts and watermelon.
LAWN: Re-sod or replant as needed with turfgrasses adapted to this
part of Texas and suited to the planting location (shade or sun). • When
resodding semi-shaded areas with St. Augustine, use ONLY the variety
Floratam for best pest resistance. See www.plantanswers.com/grass.htm.
TREES AND SHRUBS: Plant container-grown trees and shrubs as soon as
possible. In shady areas, where grass is difficult to grow, consider planting a
dependable groundcover such as English ivy, Asian jasmine, vinca or one of
the prostrate junipers. • Prune spring flowering and evergreen shrubs during
early March. However, be sure to prune spring flowering shrubs after they have
bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer
analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden
planting area. Early March is the ideal time to fertilize landscape plants because
you give them food just before the spring growing season starts.
NATIONAL PLANT A FLOWER DAY - MARCH 12TH
Spring is just around the corner and March 12 th is the day to participate
in National Plant a Flower Day. Each year this day is dedicated to the
planting of flowers and looking forward to the spring season. Flower
gardening has become a hobby for many, young and old and National
Plant a Flower Day is a start to the new season each year.
Marigolds and Daffodils are the flowers of this month. It’s good to know
the zone you live in to determine which flowers grow as perennials (those
that grow back every year) in your area and which are considered annuals
(those that require planting every year). To find out more check out the
USDA site for Hardiness Zones.
Seeds can be started inside and set in a sunny window. When the weather
is nicer, move those plants outside. Keep the soil moist, but not wet and
follow the instructions on the seed package for proper germination of
the seedling. For those who can’t wait, get out those seed catalogs and
start planning your next flower garden.
Are you in a warmer climate? Then it’s time to get out the trowel and
the garden gloves and start turning over some new soil. Sow some new
seeds, bulbs or plants and nurture those blossoms into a brilliant blaze
for the whole neighborhood to enjoy.
Tips for Starting a Flower Garden: Start with a potted garden. If you aren’t
ready to tear up a patch of lawn, this is a good way to go. They do require
more watering, but less care overall. • Select plants that grow well in
your spot. Some plants grow well in the shade and others prefer the sun.
Others love both! • Did you know gardeners who prefer perennial gardens
have to thin their flower beds every couple of years? They also like to
share the extra bulbs and seeds with those who are new to gardening,
so if you know someone with a green thumb, get to know them better.
You might get some free plants, advice and a budding friendship! • Local
greenhouses stock plants that grow well in your area. Don’t be afraid to
ask them questions and shop there frequently. • Let’s all work together
by planting a flower and helping make the world a more beautiful place.
