THE PROPOSED streamlining<br />

of library hours could result in<br />

the closure of the service desk at<br />

Lyttelton Library.<br />

The action has been suggested<br />

as part of cost-saving measures<br />

recommended in the city council’s<br />

10-year draft budget.<br />

This comes at the same time as<br />

a recommendation to close the<br />

service desk in Akaroa.<br />

The closest service desk for<br />

those residents would be Halswell,<br />

which is over an hour away by car.<br />

City council chief executive<br />

Dawn Baxendale said the Lyttelton<br />

service desk has “minimal<br />

transactions.” It was the reasoning<br />

behind the proposed closure.<br />

She said more residents were<br />

choosing to use online or phone<br />

services to make their payments<br />

to the council.<br />

The library services would still<br />

continue.<br />

For those who do use the Lyttelton<br />

service desk the next closest<br />

would be at Eastgate Shopping<br />

Centre.<br />

Lyttelton resident Al Park often<br />

uses the service desk, combining<br />

its use with trips to the library,<br />

saving time and convenience.<br />

“It is cool to be able to<br />

walk into the library and<br />

let them know about any<br />

little community issues,”<br />

he said.<br />

“It is a way to inform<br />

the council of things<br />

they need to be doing<br />

otherwise nothing seems<br />

to happen.”<br />

Park also pays his rates there.<br />

Another Lyttelton resident,<br />

Wendy Everingham, suggested<br />

the role go back to the Lyttelton<br />

Information Centre as a “natural<br />

progression.”<br />

Public consultation on<br />

the draft Long Term Plan<br />

will begin on <strong>March</strong> 12 and<br />

continue until April 18.<br />

Council making adjustments<br />

to improve traffic flow<br />

impact the works are having<br />

on the community, businesses<br />

were not consulted, there was<br />

no community meeting to<br />

discuss the works and people<br />

were only informed of the road<br />

works via road signage and<br />

city council updates on their<br />

website.<br />

Said Carter: “We didn’t<br />

get any communication in<br />

the letter box. Usually when<br />

roadworks occur, we’d see<br />

physical communication on<br />

what is happening with a<br />

number to call if you need<br />

advice.”<br />

Said Miller: “There has been<br />

a lack of clarity about what<br />

they are actually doing.”<br />

There is now an email<br />

newsletter providing updates,<br />

but there have still been issues<br />

where it has appeared the road<br />

has closed earlier than usual.<br />

City council transport<br />

planning and delivery manager<br />

Lynette Ellis, said they are<br />

working with the contractors<br />

to resolve those issues.<br />

The city council has received<br />

numerous feedback on the<br />

road works and they are<br />

trying to make adjustments to<br />

improve safety and traffic flow<br />

where possible.<br />

One positive change, Bannock<br />

said, were the staffing<br />

of traffic lights during the<br />

morning and evenings for<br />

week drivers.<br />

Yet residents remain puzzled<br />

on whether the roadworks<br />

will solve usage problems on<br />

the road, such as competition<br />

for space between cars and<br />

cyclists, and boy racers.<br />

Said Ellis: “We acknowledge<br />

the work will not fix all issues<br />

on the road as there will still be<br />

limited road space for cyclists<br />

and drivers to share.<br />

“The work will widen the<br />

road slightly and the drainage<br />

channel has been designed so<br />

that a cyclist or driver could<br />

drop a wheel into the channel<br />

safely.”<br />

However, drains now in<br />

place are already filling up with<br />

rocks and debris.<br />

Said Miller: “I would like to<br />

see the council riding in the<br />

rock-filled drainage gutters.”<br />

In 2018, Christchurch<br />

communities were asked to<br />

provide feedback on issues<br />

with the road.<br />

A majority of submissions<br />

mentioned concerns about<br />

boy racers. However, residents<br />

do not understand how the<br />

new guard rails will solve this<br />

issue.<br />
