ASPECTS OF LYMINGTON

In a new regular series Aspects of Lymington,

Ray Mayes provides a miscellany of views of

Lymington–its people, buildings, history and

development, and relationship to the coast and

the New Forest. This month he tells the story of

the Town Halls of Lymington.

Town Halls of Lymington

Lymingtons founding charters date from before

1200. A charter from thepowerful landowning

families gave autonomy to local townspeople to

run their own affairs. These were conducted

through the mayor andburgesses of the

borough.

In 1465 a messuage of ½ acre was gifted by a

widow Juliana Tevant to the mayor (reeve) and

burgesses. This messuage included meadow

land called Damerosehay (Primrose Field)

which had for years contained the towns manor

hall. This gift enabled the burgesses to build

Lymingtons first real Town Hall.

the Borough. In 1710, Paul Burrard erected at

his own expense a grander Town Hall aiming to

impress visiting nobility, gentry and the familys

wealthy friends from London. This third Town

Hall was in the central highway, further downhill

opposite 104-105 High Street [Waterstones],

taking up over half the width of the street. This

was a larger, square building with Cupola

containing the alarm bell. In theearly 1960s,

during roadworks in the High Street, Edward

King (of the Kings bookselling family) had

endeavoured to have the location marked with

metal studs, but this was never carried out.

This first Town Hall, together with market cross,

is believed to have been built on the highway,

opposite what is now 30-31 High Street [Marie

Curie]. It comprised an open arcaded ground

floor, an upper chamber for the conduct of

business andthe manorial court (court leet),

and the butchers shambles. Thebuilding also

stored the towns armory. Over the years, the

Town Hall building deteriorated and became

obsolete. Consequently in 1684 a new hall was

ordered to be built.

The second Town Hall, standing on 18 limestone

pillars, was built in the central highway opposite

the present 93-94 High Street [Joules] near the

corner of New Street (then New Lane). The

pillory, stocks and whipping post were close by.

It appears that the new Town Hall was seldom

used, as theburgesses preferredto meet in local

hostelries! As a result, within four years in 1688,

the burgesses grantedpermission for the

building to be used as a school room for the

George Fulford Foundation - aboys grammar

school.

Thus, by the mid 18 th century, it appears that

Lymington had two Town Halls, neither of which

was used by theburgesses, whopreferred to

conduct business in theNags Head (34 High

Street [Boots Opticians] or other Inns. The

second (1684) Town Hall used by Fulfords

school was demolished in 1782 having become

dilapidated and obstructive to carriages and

other vehicles. The limestonepillars that

supported the Town Hall can be seen today in

Woodside Gardens.

The third (Burrard) Town Hall lasted until 1858

when it too become an inconvenient

obstruction in the highway and was demolished.

With no funds available to build a replacement,

Debates about funding continued for many

years until,upon her death in 1910, Mrs

Martha Earley willed her houses at 117-118

High Street for use as municipal offices.

However, as the properties were not suitable,

in 1913 her sister Mrs Ellen Hewitt presented

the site to the Borough for the erection of a

new Town Hall. This was a grandimpressive

building, which served the borough into the

1960s, sadly to be replaced by the mundane

113 Earley Court.

In 1962, the decision was taken to build on a

new large site in Avenue Road. Despite being

described as more like barracksthan a Town

Hall, the building was opened by HM The

Queen on 15 July 1966. Today, the buildings

provide offices for the New Forest District

Council, the Lymington & Pennington Town

Council, the New Forest National Park

Authority, and the Lymington Police Station.

DesignatedaSite of SpecialScientific Interest,these woods arerenownedfor autumn colour,

themany bluebellsinspringand as awonderfulplace to simply escape andfind tranquillity.

Thereare many ancient treesamongst thecopses andareas of beeches, conifers andhazel.

Tragically, theash treeshereare sufferingfromthe fast-spreading ashdie-back,which is killing

up to 95% of ashtrees as thereisnodefence to itsfungalattack.Withsporesabletotravelupto

10 miles, hymenoscyphus fraxineus (asthisdisease is named) wasabletocomeintothe UK until

2012 due to theimportofash treesfrominfectedareas.The Trustare workingtoclear diseased

trees andthere is sadlymuchevidenceofits damage in Royden woods.The only hope is that the

resistanttrees will fight back andre-populatewoodlandoverthe next 50 years–meanwhile,the

impact will become ever more visible.

andgardenwarblers.Fieldfare,redwings andtits flourishinthe winter months.Thisveryspecial

habitat is home to many butterflies (suchasthe brimstone),dragonflies anddamselflies and

thereare over 900species of fungitoseek outinthe damper seasons.

Oneofthe greatest delightsofRoydonWoods is thevariety of habitat andvastarray of wildlife

andnaturetoappreciate –atrulymagical placeand onesoimportanttoprotect andvalue.

As I write in mid-March, things are looking

better than they have for some time. Children

back to school, vaccinations administered and

social interaction starting to be relaxed a little,

the great outdoors is beckoning for many. OK,

the weather may not play ball but its Britain,

its Springso we have to control our

expectations!

During thelockdown, many have found the

time to revisit old pastimes and hobbies, such

as photography. Even for many longtime

photographers though, the move to digital

comes with its challenges.

IN THE PICTURE

you just use a mobile. I dont have the scopein

this article to make camera recommendations

but things to watch out for are how wide a

picture they will take andis any zoom digital or

optical.

Once you have your pictures, you may well find

that your computer has all you need to

catalogue andperform simple edits on your

photos. Likewise, the main operating systems

provide simple video production programs,

Windows Movie Maker or iMovie.

How to back up their somewhat large photo

collection, what camera would be the best for

them and how to make use of the video

facilities they now have at their disposal.

Lockdown photography has been possible but

with horizons expanding, why not have a go

yourself?

One of the most common discussions I have

had is thehave you any backupsof your

photos discussion. Probably themost boring

aspect of digital photography but with no

negatives to fall back on, the most important.

I have seen too many hard drives fail without

warning and its not good enough to assume

that your OneDrive, iCloud, etc. account is

backing up all your files, make sure before its

too late. If you dont know how to, theres

plenty of info out there, just Google it!

Thats the boring bit out of the way. The good

news is that you dont need a digital SLR

camera costing hundreds or thousands of

pounds to get good pictures. DSLRs are

incredibly complex beasts these days even

compared to film SLR cameras, so unless you

know what you are doing or love a challenge,

Id think carefully before going that route.

Most modern mobile phones will take good

photos and surprisingly good video. However,

extra purchases like mini tripodscan prevent

• 1Chinese Cabbage

• ¼cup sea salt

• 1tbsp garlic grated or

finely chopped

• 1tsp ginger grated or

finely chopped

• 1teaspoon sugar

• 3tablespoons Korean

Red Chilli Flakes (adjust

to taste)

• 6Daikon Radish (sliced

thinly)

• 4Spring Onions

chopped to 1inch

pieces

Instructions:

• Quarter the cabbage lengthways, remove core and

cut into 2inch pieces.

• Put inalarge bowl, add salt and massage well.

• Cover with water - weight down with aplate - leave

for 1-2 hours

• Rinse thoroughly and drain

• Add Garlic, Ginger, Sugar and 3spoons water to

form apaste, then add the pepper flakes, mix together

• Squeeze cabbage again, add tothe bowl then add

rest of the ingredients

• Pack into ajar - press well down so that liquid covers

the mixture

• Leave aninch atthe top as liquid will rise over first

couple days (you can stand inabowl if you prefer)

• Allow toferment at room temperature for 1-5 days

then transfer to the fridge - leave another week if

you can!

Even with the easing of restrictions,

mask wearing could be with us for

the foreseeable future. Please give

a thought to those who suffer with

a hearing loss when conversing

through a mask.

The most common type of hearing

loss in adults is sensorineural. This

is a permanent irreversible hearing

loss that occurs when there is damage to either

the stereocilia (tiny hair cells found in the inner

ear) or the auditory nerve itself. The most

common type of sensorineural hearing loss is

presbycusis which affects the hair cells

associated with the higher frequencies. High

frequencies are especially important when it

comes to speech comprehension. Speech

sounds can be simply divided into two

categories - consonants and vowels - with there

being 5 times more consonants than vowels in

our alphabet. Consonants are found in the

higher frequencies of our speech spectrum - the

parts that are usually damaged with a

sensorineural loss - and are usually used at the

beginning and ends of words

So, whilst it may be beneficial to speak slightly

louder to those with a hearing impairment,

volume does not give clarity. Instead of raising

your voice, concentrate on speaking more

CLEARLY. Also, try to move away from

background noise such as busy roads. Most

people with a hearing loss miss the beginning

and ends of words. This is wherethe "silent"

consonants are - the sss, shh, p, phh, k, h, g, ffff,

ch, lll, li, la, mmm, nn, ti, th. See how many

times you use these types of sounds at the

beginning and ends of a sentence or word -

you'll be amazed!

So, remember, not only is it problematic for

those with a hearing impairment to follow

conversations in normal times, they now have

the added burden of trying to hear you clearly

through a mask!

Most of all though, be patient. No one wants to

suffer from a hearing loss and it is just as

infuriating for both parties

Nothing in the 2021 budget changed

the current Inheritance Tax position

Therefore the Residential Nil Rate Band (RNRB) remains at£175,000 and will do so

for thenext5years, this is in additiontoanindividual's ownNil Rate Band,currently

£325,000. This additional allowance will only apply toyou if you own your own

home, and are leaving it to your direct descendants.

In thesame way that the current Nil Rate Band is transferable between spousesand

civil partners on death, the RNRB is also. For example, when a Nil Rate Band with the

full RNRB of £175,000 and the transferable allowances fromthe first death combine

they provide amarried couple who own their own property and are leaving their

estate to their children with apossible £1,000,000 nil rate band. Subject to any

legacies or gifts that have eroded the Nil Rate Band.

The tapering of the RNRB remains the same for a further 5 years also. This means

that theallowance will be reducedby£1for every £2that the deceased's net estate

exceeds £2,000,000.

The RNRB may be lost where the property is placed into adiscretionary will trust

for the benefit ofthe children or grandchildren. However, ifatrust gives achild or

grandchild an absolute interest or interest in possession in the home the RNRB can

still be claimed.

The law is ever-changing and what was applicable when you made aWill say ten

years ago may not now be the best way toleave your estate. It is good practice to

review your Will on a regular basis toensure that it carries out your wishes and

makes the best use of the taxexemptions available to you and your estate.

New allotments

at Alexandra

Meadows

Recent years have seen a great revival in

enthusiasm for growing your own produce,

healthy lifestyles and getting plenty of

outdoor exercise. As someone who would

always rather be outside than indoors and

with a family background of almost selfsufficiency

( my parents had a huge garden

and an allotment and rented a piece of land to

grow food), I have always tried to grow a few

vegetables and flowers no matter how small

or lacking any garden I have is!As a year and a

half went by with nothing happening to the

plots at Alexandra Meadows, we enquired and

were told that anyone could now apply and

that the plots would be available in 2020. Of

course, the lockdown caused further delays

and I was not really expecting that our

application wouldbe successful. Friends in

other areas have waited years to get a plot

and I imagined we would be onalong waiting

list too.

Imagine the delight to hear that not only did

my daughter and her partner get a plot , but

we had tooAnother lengthy wait and the

return of the lockdown meant further delays

while the local council got the plots ready.

However, in early December 2020 we paid our

key deposit and were presented with a muddy

patch of land!

As these allotments are all new and everyone is

starting from scratch, it will be interesting and

hopefully entertaining to see how everyone

gets on! Our plots are adjacent so hopefully we

will be able to share,showing my little baby

granddaughter the joys of growing your own as

she grows too

back to Anglo-Saxon times. The lovely lady at

Lymington and Pennington Town council told

me that ours are either 10m x 5 m or 11m x 4m

–thisis smaller than the traditional size, but

probably more than big enough for those new

to allotment-holding! Produce must only be

grown for the use of the holder and family –

not for profit.

During the 19th century ,land was given to the

labouring poor to grow food and this was

protected in law by the 1908 Smallholdings and

Allotments Act. A further boost to allotment

numbers came after the first World War to

benefit returning soldiers. Additional laws were

passed in 1922 to safeguard theland and

ensure councils maintained waiting lists and

met their obligations to provide allotments.

Fair rents had to just cover the costs or water

and maintenance and tenancy agreements

were introduced. At this time, allotment

holders were not permitted to work on their

plots on Sundays –we are glad this has

changed! Even now, anyone canrequest that

their council consider providingmore space if

waiting lists are long or you can ask about using

any patch of unused land. Some allotment

areas have associations and share insurance–

local authority landlord, for use of growing fruit

The ongoing pandemic and general movement

to tackle climate change and to work for the

benefit of theplanet has fuelled renewed

interest in allotments–like-minded people

working alongside each other creates social

capital and encourages a community learning

and sharingtogether. The benefits also include

improvement to mental well-being andphysical

health–areal sense of achievement when

fresh, local, seasonal food is successfully grown.

Time spent in the fresh air and close to the

natural world is another bonus. Allotments add

to habitat mosaics andprovide wildlife

corridors too. A recent study in the Netherlands

demonstrated that spending 10% more time

outsidein greenspaces could make people

seem five years younger than they really are!

We spent two freezing days after Christmas

digging over our plot and getting it covered with

a weed membrane and this has certainly

proved to us that it will be hard work, but also

fun andrewarding. Lots of pouring over

gardeningbooks, questions to gardening

friends andplans were under way.

The new year has been quite a challenge for the

new allotment holders with extreme weather –

freezing icy spells interspersed with seemingly

endless rain. Theplots are heavy wet clay and

quite a few have been under water. Ours is not

one of wettest, but we have hadto straddle a

hugepuddle to access our storage box and

replace our weed membrane covering

after Storm Cristoph haddone its worst.

It is fascinating to see how differently everyone

is approaching their new pieces of land and

some lucky people have a great deal more time

to devote than others! The corner plot was very

well set up, with a beautiful white greenhouse,

but the winter storms soon ripped it down. I

expect we shall all learn from our mistakes and

hopefully help each other. Despite the terrible

weather and being back at work we did achieve

our aim for January and February of getting a

fruit section planted out andsetting up a little

mini greenhouse at home to propagate seeds.

My aim now is to underplant thefruit trees and

bushes with herbs and pollinators, but the wet

has made that impossible so far. We have

quickly become accustomed to saving all our

veg waste in a green bin to take over each week

for the compost bin and are looking forward to

the longer days to come as Spring gets closer.

I have always loved the potager style kitchen

gardens seen in France and at the National

Botanical Garden of Wales, so that is my

fantasy for our plot! Vegetables, fruit and

flowers in a wondrous array teeming with

pollinators and providing a fabulous habitat for

insects andbees. Fortunately, I have lots of

people to advise me and to make suggestions

and hopefully, all these lovely people will

prevent us making too many expensive

mistakes. Thebest piece of advice so far –dont

go to the garden centres too often as it is all so

tempting and so easy to spend money!

can do something similar

in your street.

Why not create a Whatsapp group with a

couple of your neighbours? You can use it to

share growing information and learn from each

other, you can arrange to swap your excess

seeds andseedlings, and even ask each other

to water/ harvest while you are away. Its likely

that you share thesame growing conditions

and soil type so you can learn from each about

what grows best.

We are keen to support peat-free composts.

You can make your own with a home compost

bin and using a good mix of green andbrown

items, including your uncooked fruit and

vegetable peelings, leaves and twigs, shredded

paper, egg shells andgrass cuttings. Or, if you

need to buy compost, make sureit says, Peatfree,

Gardening Tips

• Lawns–mow, aerate with a hollow tinefork and apply spring fertilizer when rain is

forecast.

• Dormant dahlia tubers can be planted towards the end of the month.

• Beware of buying half-hardy annuals too early. We can still have frosty nights.

• Clean up marginal plants in the pond early in the month.

• Make sowings of radish, carrots, broad beans, lettuce and spinach for successional

crops.

• Plant out brassicas, onions, leeks etc. harden off first if they have been raised under

glass.

• In order to control blackspot on roses spray them every fourteen days with a suitable

fungicide.

• After heavy rain, apply a two inch mulch between shrubs and border plants in order to

conservemoisture.

• Remove dead leaves from plants of Cordyline australis. Pull them off starting with the

bottom ones.

• It is not too late to make sowings of hardy annuals. Towards the end of the month

sowseed of biennials such asWallflowers, Sweet Williams and Foxgloves.

• Erect a screen of fleece, eighteen inches high, around rows of young carrots to protect

them from carrot root fly.

• Be ready to cover potatoes if a late frost is forecast
