Residents call for input into<br />

potential rezoning plans<br />

RESIDENTS ON the outskirts<br />

of west Rolleston want to be<br />

included in potential rezoning<br />

plans as the town boundary<br />

extends by thousands of homes.<br />

The residents, on Dunns Crossing<br />

Rd between Burnham School<br />

Rd and Brookside Rd, say they<br />

will be “landlocked” on large<br />

sections as higher density subdivisions<br />

take place around them.<br />

But the district council says the<br />

landowners can not be part of<br />

rezoning plan change applications<br />

submitted by others, and they<br />

would have to submit their own<br />

application.<br />

“That’s just archaic; it is old prehistoric<br />

thinking,” resident Gary<br />

Smith said.<br />

“Why are they land-locking<br />

perfectly good sub-dividable land<br />

in-between two high density subdivisions?”<br />

Smith said.<br />

He was not ruling out applying<br />

for his own plan change in future,<br />

however, this would be likely to<br />

cost tens of thousands of dollars.<br />

He believed the council should instead<br />

consider the common sense<br />

approach of rezoning the area as<br />

part of considering a recentlynotified<br />

plan change application<br />

from Rolleston West Residential<br />

Ltd, a Carter Group company.<br />

Residents not fully aware of<br />

district’s attractions – study<br />

VERY FEW <strong>Selwyn</strong> residents are<br />

aware that picturesque areas just<br />

a stone’s throw away are part of<br />

their own district.<br />

Research Insights conducted<br />

qualitative research in the form<br />

of two focus groups from <strong>Selwyn</strong><br />

and one from Christchurch,<br />

further to an online Canterbury<br />

Tourism Study.<br />

The study found that few<br />

people in the focus groups could<br />

identify areas that are included<br />

in the district. When prompted,<br />

just one per cent or less could<br />

identify each area of Castle Hill,<br />

Whitecliffs, Lake Coleridge and<br />

Arthur’s Pass as being part of the<br />

district.<br />

That does not mean that residents<br />

did not visit those areas,<br />

just that they did not know they<br />

are part of the district.<br />

Researcher Judy Cormick said<br />

in her report, which has been<br />

submitted to the district council<br />

for its meeting this week, that<br />

respondents were interested in a<br />

variety of experiences through<br />

<strong>Selwyn</strong> natural attractions.<br />

These included garden visits,<br />

walks, hiking, rural experiences,<br />

quiet areas, picnicking, biking,<br />

local show, country day trips and<br />

lakes.<br />

When it came to exploring<br />

the main centres in their own<br />

backyard, <strong>Selwyn</strong> residents rated<br />

highly.<br />

Eight-three per cent of residents<br />

in the <strong>Selwyn</strong> focus groups<br />

liked to explore Rolleston, 62 per<br />

cent Lincoln, 58 per cent West<br />

Melton, 54 per cent Leeston, 12<br />

per cent Darfield and six per cent<br />

Kirwee.<br />

The online survey had shown<br />

that 41 per cent of <strong>Selwyn</strong><br />

residents spent time visiting<br />

attractions in the district. The<br />

focus group study showed these<br />

as being attractions such as<br />

community centres, libraries,<br />

the aquatic centre, markets and<br />

leisure activities. Fifty one per<br />

cent of <strong>Selwyn</strong> residents felt connected<br />

to the district and 36 per<br />

cent would be interested in an<br />

agricultural/rural experience.<br />

“<strong>Selwyn</strong> residents are significantly<br />

more aware of the<br />

recreations options available<br />

and commented very positively<br />

on the council’s commitment to<br />

providing these,” Cormick said.<br />

<strong>Selwyn</strong> residents felt there were<br />

very good facilities in the district<br />

in terms of shopping, recreation<br />

and experiences in the region.<br />

“There is a very low awareness<br />

of the scope of the <strong>Selwyn</strong><br />

District with Christchurch residents,<br />

however a desire to learn<br />

All residents in Christchurch<br />

and <strong>Selwyn</strong> are looking for new<br />

interesting places to go and new<br />

experiences.”<br />

There was a much higher<br />

awareness of the Meet Us<br />

in The Country promotions<br />

with <strong>Selwyn</strong> residents than<br />

Christchurch residents. Fortyeight<br />

per cent of the <strong>Selwyn</strong><br />

residents in the focus groups<br />

recalled the promotion.<br />

“As outlined in the online<br />

study, a high proportion of<br />

people are looking for new areas<br />

to visit and new experiences. The<br />

main barrier to visiting seems to<br />

be a lack of awareness of what is<br />

available to them.”<br />

Road Policing acknowledged the<br />

“fantastic result” of no identified<br />

alcohol-affected drivers among<br />

the large number stopped after<br />

the concert. On the Canterbury<br />

Police Facebook page, they said<br />

no drivers were identified as being<br />

above the legal limit, “which<br />

cannot be said for some of the<br />

happy passengers. Thanks for<br />

making our job easier.”<br />

CAFE APPLICATION<br />

A district council planning<br />

hearing is to be held for an<br />

application to convert a current<br />

dwelling into a café. Ricky Winter,<br />

1266 West Coast Rd, wants to<br />

convert a dwelling on site into a<br />

café associated with the flower<br />

farm. The hearing will be held on<br />

May 18, 9am, at the West Melton<br />

Community Centre.<br />

renewal works several times on<br />

the berms on this street since<br />

it installed the fibre optic cable<br />

and in most places this has been<br />

successful.”<br />

O’Neill said the cable was<br />

installed along the frontage of<br />

about eight homes on Barley<br />

Mow, following which the<br />

installers put grass seed in some<br />

areas, but this blew away.<br />

He said residents of some of<br />

the homes renewed the grass<br />

themselves. But there remained<br />

<strong>Times</strong> that it would make the<br />

repairs in autumn, he could not<br />

understand why it was not done<br />

Firefighters issue<br />

reminder to<br />

check smoke alarms<br />

A SMOKE alarm in a sleepout in<br />

Darfield which caught fire did not<br />

have batteries in it.<br />

Darfield Volunteer Fire Brigade<br />

deputy chief Ken Muscroft said<br />

the fire had started from a pot<br />

belly stove in the building, which<br />

was a garage with sleepout.<br />

The fire on Wednesday about<br />

11pm followed a house fire in the<br />

town where a working smoke<br />

alarm helped the occupants<br />

escape in time.<br />

Muscroft said both incidents<br />

were a reminder for people to<br />

check their smoke alarms were operational<br />

with working batteries.<br />

He believed the couple of people<br />

in the sleepout were alerted to<br />

the fire by a noise in the garage.<br />

It was lucky they had heard the<br />

noise, as the smoke alarm did not<br />

have a battery in it.<br />

“It wasn’t a big deal, but it<br />

could’ve been,” he said.<br />

The fire was quickly extinguished<br />

by firefighters. It caused<br />

only minor damage in the garage.<br />

Muscroft said residents in a<br />

burning Darfield home were<br />

able to get out in time after being<br />

alerted by smoke alarms on the<br />

afternoon of <strong>April</strong> 1.<br />

Dave Berry said the house fire<br />

on Telegraph Rd left the building<br />

severely damaged.<br />

There was one adult and one<br />

child home at the time of the fire,<br />

the cause of which is still being<br />

investigated.<br />

Meanwhile, a Southbridge family<br />

had just finished stacking their<br />

firewood for winter, when it all<br />

went up in smoke.<br />

Southbridge Volunteer Fire<br />

Brigade chief Shane King said the<br />

family arrived home about 5pm,<br />

Easter Sunday, to their rural property<br />

near the town. They found<br />

their woodshed and an older<br />

model car parked nearby ablaze.<br />

It had been just the day before<br />

that they had stacked wood in<br />

the shed. About four cord was<br />

lost, the shed and car were also<br />

destroyed.<br />

“The relatively still conditions<br />

meant the fire did not spread to<br />

the home, about 20m away,’’ King<br />

said.<br />

“They were lucky that the<br />

weather was on their side.”<br />

The blaze is not deemed<br />

suspicious.<br />

last Wednesday.<br />

A resident who asked to<br />

remain anonymous said<br />

she woke up to a swastika<br />

painted on her car and the<br />

tyres slashed.<br />

“I’m very angry. It’s really<br />

inconvenient because<br />

I work in town and to have<br />

something that you’ve<br />

worked for get damaged is<br />

very frustrating.<br />

“I have reported it to<br />

the police, and hope the<br />

vandals get caught.”<br />

A second person made<br />

a post on Facebook which<br />

attracted 120 likes and<br />

more than 50 comments.<br />

Many of the commenters<br />

were posting photos of<br />

the same act on their own<br />

vehicle also in the Lincoln<br />

area.<br />

At least five people<br />

reported the same kind of<br />

vandalism in the post.<br />

“My partner’s work<br />

van in West Belt also got<br />

trashed with tags all over,”<br />

one said.<br />

A car in the Bishopdale<br />

area was also reportedly<br />

targeted in the same way<br />

with ‘FTP’ painted on their<br />

bonnet.<br />

“Our car was vandalised<br />

last night – graffiti and<br />

slashed tyres – parked<br />

on Wooldridge Rd by<br />

Nunweek Park,” a post on<br />

Facebook said.<br />

cannot add further land<br />

for rezoning to an existing<br />

plan change application,<br />

and any submission to do<br />

that would not meet the<br />

legal requirements either,”<br />

Love said.<br />

The council could,<br />

however, consider a<br />

separate plan change<br />

application from the<br />

Dunns Crossing Rd<br />

residents, if it met the<br />

requirements of the<br />

NPS-UD and Resource<br />

Management Act.<br />

worldwide with potential<br />

performers for next year’s<br />

music festival, following a<br />

successful event on Saturday.<br />

The fifth annual <strong>Selwyn</strong><br />

Sounds attracted a near-capacity<br />

Trash throwing<br />

trio charged<br />

McDonald’s, proved the undoing<br />

of a trio caught at Rolleston in a<br />

stolen car.<br />

Police received a traffic<br />

complaint about rubbish being<br />

thrown from the window of a car<br />

travelling on State Highway 1 on<br />

Sunday about 1pm.<br />

Sergeant Alex Pickover said a<br />

search of the registration number<br />

revealed the car had previously<br />

been reported stolen. It had been<br />

stolen from Christchurch, either<br />

late Saturday or early Sunday.<br />

Police located the vehicle<br />

on Kidman S, Rolleston, and<br />

followed it as it pulled into<br />

McDonald’s. By this time, there<br />

were three police cars at the scene.<br />

They were able to box the car in,<br />

with two behind and one in front,<br />

preventing the car from leaving<br />

the McDonald’s car park.<br />

Sergeant Pickover said the<br />

three occupants, two of which<br />

were aged in their late teens and<br />

the other in their mid-20s, from<br />

Christchurch, were arrested.<br />

The driver was charged with<br />

unlawfully taking a motor vehicle,<br />

breach of bail, and driving while<br />

disqualified. The two passengers<br />

were each charged with<br />

unlawfully getting into a motor<br />

vehicle.<br />

WEEDONS residents are<br />

frustrated they have been<br />

waiting almost a year for<br />

someone to take responsibility<br />

for a smashed brick wall on their<br />

street.<br />

Two double-brick walls are on<br />

opposite sides of Justine Drive<br />

where it starts from Berketts Rd,<br />

but one of the walls has been lying<br />

in ruins for 10 months.<br />

finally that the problem is to<br />

Transport Agency and the district<br />

council.<br />

The walls were installed at<br />

least 10 years ago when what is<br />

now Justine Drive was a private<br />

right of way. In 2018, as part of<br />

the Christchurch Southern Motorway<br />

Stage 2 (CSM2) project,<br />

the right of way was extended<br />

and became a pubic road called<br />

Justine Drive.<br />

As part of CSM2, contractors<br />

employed by NZTA were<br />

widening Berkett’s Rd last year<br />

in June, when one of their diggers<br />

allegedly hit the wall and<br />

smashed a hole in it.<br />

alerted the district council,<br />

where staff informed him about<br />

six weeks after the incident that<br />

they had passed the matter onto<br />

“We never heard anything<br />

more about it. I think someone<br />

should get in and just pull the<br />

thing out,” Bryce said.<br />

Doug Middlemiss said he had<br />

been pursuing the contractor to<br />

rebuild the wall, however, they<br />

had told him it was not a project<br />

vehicle which had caused the<br />

damage. They referred him to<br />

the district council, where a staff<br />

member told him they would be<br />

talking to the contractor.<br />

“It’s like dealing with naughty<br />

children, you know one of them<br />

did the damage, but you don’t<br />

know which one did it,” Middlemiss<br />

said.<br />

An NZTA spokesperson said<br />

the end of Justine Drive, where<br />

the smashed entrance wall was<br />

located, had not been part of its<br />

CSM2 project.<br />

“However, due to safety<br />

concerns, we are currently<br />

working with <strong>Selwyn</strong> District<br />

Council over removal of the<br />

walls at the Berketts Rd end,”<br />

“With funding agreed from<br />

both SDC and Waka Kotahi,<br />

they will be removed in the near<br />

future as part of a separate package<br />

of minor work across the<br />

CSM2 project.”<br />

Middlemiss said it was good<br />

that finally the issue was being<br />

resolved, however, he considered<br />

the NZTA response was “a load<br />

of bollocks.”<br />

“If it was a safety issue, why<br />

did they not remove it when<br />

they widened the road?” Middlemiss<br />

said.<br />

“It’s taken nearly a year and a<br />

phone call from <strong>Selwyn</strong> <strong>Times</strong>.”<br />

ST JOHN wants to give away its<br />

earthquake-damaged former<br />

ambulance station at Darfield.<br />

It is seeking a community<br />

group or organisation to take<br />

over ownership and restore the<br />

building, which is listed as a<br />

heritage building in the district<br />

council’s proposed District Plan.<br />

The former station, at the corner<br />

of Currie St and North Tce,<br />

has been closed for 10 years, following<br />

the earthquakes. St John<br />

now operates from a new station<br />

in Bray St, which it built after the<br />

earthquakes through insurance<br />

proceeds and fundraising.<br />

The former ambulance station<br />

was built in 1912 and is located<br />

on a reserve that was gazetted<br />

to the St John Ambulance<br />

Association in 1969 for use as<br />

ambulance headquarters.<br />

St John <strong>Selwyn</strong> area committee<br />

chairwoman Ann Shepherd<br />

said earthquake damage to the<br />

building was substantial, and it<br />

needed extensive repairs.<br />

“St John is not in a position to<br />

afford such renovation work. Its<br />

requirements have changed, and it<br />

needs to divest itself of this building<br />

and land,” she said.<br />

“It is looking to work with a<br />

community-focused group or<br />

said the building was suggested<br />

inclusion under the plan.<br />

“It was included in the heritage<br />

listings after a formal assessment<br />

and with no objections from the<br />

owner,” Love said.<br />

Teens involved in<br />

drink driving incidents<br />

Easter Weekend.<br />

On the eve of Good<br />

Friday, an 18-year-old<br />

allegedly crashed into a<br />

Fire and Emergency New<br />

Zealand Ford Ranger ute,<br />

parked on the side of the<br />

road at Darfield.<br />

Berry said the ute, fully<br />

marked up with FENZ<br />

reflector signage, would<br />

have been obvious to<br />

motorists with their headlights<br />

on. The ute, which was outside<br />

the home of a FENZ employee,<br />

received severe damage in the<br />

crash.<br />

said the driver was located<br />

nearby. He was processed for<br />

drink driving.<br />

Harker said the incident was<br />

followed by another two on<br />

Easter Saturday.<br />

About 8.30pm an 18-year-old<br />

allegedly crashed into two parked<br />

vehicles in Rolleston before driving<br />

from the scene. Ambulance<br />

staff located him unconscious<br />

behind the wheel, stationary at<br />

traffic lights on Main South Rd.<br />

They notified police who had<br />

been looking for the offender<br />

after they had been alerted to the<br />

crash. Police processed him for<br />

drink driving.<br />

Later that night, around<br />

midnight, another 18-year-old<br />

had fellow motorists<br />

concerned as he drove<br />

towards Rolleston without<br />

a tyre on the wheel<br />

of his car. The rim was<br />

making contact with the<br />

road.<br />

Police received three<br />

calls from concerned<br />

motorists about the<br />

car. One of the callers<br />

followed the man until<br />

he came to a stop on Larcombs<br />

Rd.<br />

Police went to the scene. They<br />

noted the car’s air bags were deployed,<br />

indicating it had crashed<br />

into something. They processed<br />

the driver for drink driving,<br />

where the teen’s level was 895<br />

micrograms of alcohol per litre of<br />

breath.<br />

“He didn’t really care about<br />

what had happened, he just<br />

wanted to get to a mate’s party in<br />

Rolleston,” Harker said.<br />

Harker said the behaviour<br />

from youth was alarming.<br />

“Obviously alcohol and young<br />

drivers don’t mix. It’s a recipe for<br />

disaster.”<br />

out of their comfort zone,<br />

but it probably comes as no<br />

surprise that a few of them have<br />

performed on stage previously,”<br />

Hyde said.<br />

“It was really good to get all of<br />

them involved because one of our<br />

big things is having support for<br />

the arts in <strong>Selwyn</strong>. Having people<br />

from those backgrounds spreads<br />

the word that arts and culture is<br />

for everybody.”<br />

Broughton said he had not yet<br />

memorised the four to five lines<br />

the role required, and the only<br />

time he had acted on stage before<br />

was in school productions.<br />

“Getting on stage for meetings<br />

or performance always brings<br />

nerves for me, but hopefully I’m<br />

not a possum in headlights,”<br />

Broughton said.<br />

“I’m not a natural actor, but<br />

its great to support a local group<br />

promoting entertainment,<br />

friendship and performing arts<br />

within <strong>Selwyn</strong>.”<br />

<strong>Selwyn</strong> Central Arts Council or Arts Heart as most of us know it, has been<br />

around for over 20 years in the <strong>Selwyn</strong> area.<br />

It was started with the goal of bringing Art into the then rural community. To<br />

that end Arts Heart has been offering workshops, displays, shows, programmes<br />

and exhibitions locally and we are about to hold our 19th Annual Art Exhibition.<br />

ALL ARTISTS are welcome to enter and we have had an eight year old and an<br />

87 year old exhibitor, first time exhibitors, emerging, and practicing artists, we<br />

encourage everyone. Paint, wood, cotton, stone, paper, using a camera, a brush,<br />

a chisel, a needle, tin snips or plastic - all forms of creativity are welcomed into<br />

this iconic exhibition.<br />

Many of the now well known and respected artists in this region first<br />

exhibited with Arts Heart. Our committee is caring, our fees minimal,<br />

our experience vast and our desire to showcase the talent in this area is<br />

extreme.<br />

One such artist is West Melton resident LARA POMROY.<br />

Lara was encouraged to enter the first exhibition by Margaret McFedries a<br />

foundation committee member. Lara had never shown her work and was<br />

unsure but eventually did enter and that year 2005, her Waka painting<br />

was purchased by the <strong>Selwyn</strong> District Council and is still on display in the<br />

Rolleston Community Centre. Lara Pomroy has never looked back and<br />

has been a regular exhibitor. She is now encouraging her students at the<br />

ARTWEST Studio in West Melton to enter. Lara believes that with a set of<br />

skills, a set of tools and a teacher everyone can find that elusive valuable<br />

goal of creativity Lara runs art tutorials and classes for beginners and<br />

emerging artists at her local studio called ARTWEST. Lara’s attitude is<br />

everyone can learn to paint and that art is a therapy, a challenge and a joy.<br />

I have already lodged an objection<br />

to 950 new homes in Rolleston on the<br />

grounds that the infrastructure does not<br />

exist to support them.<br />

By infrastructure, I mean that 950<br />

houses means that 950 people, probably<br />

more will set off to work in the morning<br />

and the first question is where?<br />

Rolleston is primarily a residential<br />

area, so most will set off towards town.<br />

How will they travel and what route<br />

will they take? Imagine an extra 950<br />

cars joining the queue at Brougham St.<br />

Or will they take Shands Rd through<br />

the everlasting roadworks to Hornby?<br />

Above all, this is our widely-shared<br />

desire to reduce carbon emissions and<br />

from that point of view living a long<br />

way from work is undesirable.<br />

That brings into question the planning<br />

of the city and surrounding<br />

areas. New developments in Rolleston,<br />

Lincoln, Pegasus Kaiapoi all depend on<br />

the long commute being acceptable and<br />

expandable.<br />

So more road improvements, more<br />

motorways and increased consumption<br />

fuel, cars and tyres.<br />

The 950 houses that I found alarming<br />

has now jumped to 6500. This indicates<br />

an alarming lack of co-ordination<br />

between city and <strong>Selwyn</strong> planners.<br />

It was the biggest ever exhibition to date at the at the seventh biennial Easter Art Weekend<br />

at Castle Hill, with work from 45 artists on display. The main exhibition at the village hall was<br />

complemented with workshops and artworks on offer throughout the area over the weekend.<br />

The Great Easter Egg Hunt captured the imaginations of children, who set off eagerly from the<br />

start line. Workshops included hand lettering embroidery, stone painting and zentangle. Castle<br />

Hill Creative’s organisers were grateful to the district council’s Creative Communities for supporting<br />

the event, which was postponed from last year.<br />

BACKYARD CRITTERS<br />

Mike Bowie is an ecologist who specialises in entomology<br />

(insects and other invertebrates). Each week he introduces a<br />

new species found in his backyard at Lincoln. His column aims<br />

to raise public awareness of biodiversity, the variety of living<br />

New bee on the<br />

block a bit of a bully<br />

THERE’S A NEW a new<br />

bee on the block and it’s a<br />

bully.<br />

This aggressor is called<br />

the wool carder bee<br />

(Anthidium manicatum)<br />

and is a native of Europe,<br />

Asia and North America.<br />

In New Zealand the<br />

species was first observed in<br />

Nelson and Napier in 2006.<br />

The bees resemble the<br />

exotic Vespula wasp with<br />

their black and yellow<br />

stripes and probably gain<br />

a little respect through this<br />

mimicry behaviour.<br />

Males are slightly larger<br />

in size than females being<br />

<strong>14</strong>-17mm and 11-13mm<br />

respectively.<br />

The species gets its name<br />

from its behaviour of scrapping<br />

hair from leaves that it<br />

uses to build its nest.<br />

The bee is a solitary species<br />

that nests in pre-existing<br />

holes or cracks.<br />

In mid-March, when the<br />

species is most commonly<br />

observed in New Zealand,<br />

I found a specimen nesting<br />

in the screw hole of a hose<br />

reel.<br />

Nests consist of a woolly<br />

ball of leaf hairs, pollen,<br />

nectar, and a solitary egg.<br />

Male wool carder<br />

bees are very territorial<br />

and aggressively defend<br />

floral resources against<br />

other flower visitors and<br />

particularly males of the<br />

same species.<br />

Females foraging these<br />

defended areas mate with<br />

the male ‘owners’ of the<br />

floral resources.<br />

OUR PREFERRED OPTION<br />

Continue our current approach to maintaining safe drinking<br />

water supplies.<br />

We will only chlorinate remaining non-chlorinated water supplies<br />

if our risk assessment or regulation require us to do so. We would<br />

maintain the current infrastructure to ensure that water supplies<br />

meet national water quality standards. However, as standards and<br />

requirements change, we cannot commit to increased spending to<br />

remain chlorine-free.<br />

Cost<br />

Around $1 million in <strong>2021</strong>/22<br />

Impact on rates<br />

Around 1% increase in water rates, or about $4 a year for an<br />

average residential property.<br />

OTHER OPTION<br />

Upgrade some supplies so that they can<br />

avoid chlorination.<br />

This means we would need to improve some of our water<br />

infrastructure to meet water quality standards without relying on<br />

chlorine treatment. Costs, impact on rates and impact on debt<br />

would all be higher. Cost would be around $30 million, with a 20%<br />

increase in water rates (about $100 a year).<br />

BIG DECISION 6<br />

Future of the new Prebbleton Community Centre<br />

(2025/26)<br />

A new Prebbleton Community Centre was proposed in the Long-Term<br />

Plan 2018–2028. To allow time to understand the exact needs and<br />

the best site, we’re proposing to build the new community centre in<br />

2025/26. Initial assessment indicates that a flexible facility, which can<br />

cater for a variety of uses and age groups, is needed.<br />

OUR PREFERRED OPTION<br />

All change for changing at the<br />

<strong>Selwyn</strong> Aquatic Centre<br />

New changing rooms will be available in coming weeks at the <strong>Selwyn</strong> Aquatic Centre as the extension<br />

moves towards completion.<br />

The majority of the existing changing rooms will be reopened by 4 May. These include the two accessible<br />

changing rooms, three family changing rooms and the male changing rooms all due to reopen.<br />

In addition five new family changing rooms and a new family accessible changing room will be opened,<br />

along with new smaller male and female overflow changing rooms next to the aquatic centre extension.<br />

The existing female changing rooms are still undergoing maintenance work and are expected to be ready<br />

to reopen in early June. The portacom changing rooms that are currently in place will remain as long as<br />

required and people are encouraged to seek advice from staff on the day for the best option for changing.<br />

The new 10-lane, 25-metre pool and new increased foyer, retail area and multi-use rooms will open in<br />

early June.<br />

On the Roads<br />

Repairs are taking place on the Waimakariri Gorge Bridge. Pavement repairs are taking place on<br />

The Lake Road between Harts Road and Tramway Reserve Road and on Brookside Road between<br />

Burnham School Road and East Maddisons Road. Traffic management is in place for these works.<br />

Construct a new community centre.<br />

This proposed centre would be a multi-purpose facility, suitable for<br />

many different types of functions, and for a range of users and ages.<br />

It would also include some specialised spaces.<br />

Cost<br />

$6.3 million<br />

Impact on rates<br />

$12 per year (already provided for within the Community Centres<br />

Targeted Rate).<br />

OTHER OPTION Defer the project to outside the 10-year plan.<br />

This option would have no impact on rates or debt, and the<br />

Community Centres Targeted Rate would reduce by $12 per year.<br />

Mulligatawny lamb<br />

Lamb curry that will take away autumn chill<br />

– Serves 6<br />

Ingredients<br />

50gm butter<br />

1 each: medium onion, carrot,<br />

red chilli<br />

3 cloves garlic, crushed<br />

1 tbsp grated root ginger<br />

1 tsp each: Ground cumin,<br />

coriander, curry powder<br />

¼ tsp each: Ground turmeric,<br />

paprika, cardamom<br />

Salt and freshly ground black<br />

pepper to taste<br />

½ cup red lentils<br />

400gm can diced tomatoes<br />

3 cups chicken or vegetable<br />

stock<br />

350gm boneless lean lamb, cut<br />

into 2cm cubes<br />

400gm can coconut milk<br />

Directions<br />

Melt butter in a heavy saucepan.<br />

Dice onion and carrot. Seed<br />

and dice chilli.<br />

Saute in butter until softened.<br />

Add garlic, root ginger, ground<br />

spices, salt and pepper. Stir in<br />

lentils, tomatoes, stock and<br />

lamb.<br />

Cover and simmer for 60min,<br />

until lamb is tender. Stir in<br />

coconut milk and heat through<br />

carefully.<br />

Great served garnished with<br />

chopped parsley. Boiled rice can<br />

be served on the side or each<br />

diner can add it to their own<br />

bowl.<br />

Mushroom and merlot<br />

soup<br />

– Serves 6-8<br />

Ingredients<br />

100gm butter<br />

1 medium brown onion, diced<br />

2 large cloves garlic, crushed<br />

500gm portobello mushrooms,<br />

sliced<br />

¼ tsp each: chopped rosemary<br />

leaves, thyme leaves<br />

Flaky sea salt and freshly<br />

ground black pepper to taste<br />

1 cup good merlot wine<br />

4 cups chicken or vegetable<br />

stock<br />

7 tbsp flour<br />

2 cups milk<br />

Directions<br />

starter.<br />

Melt half the butter in a large,<br />

heavy saucepan. Add onion,<br />

garlic, mushrooms, herbs and<br />

seasonings.<br />

Cook on low heat for about<br />

20min. Add wine and simmer<br />

for 15min, until liquid is reduced<br />

by half. Add stock. Simmer for<br />

15min, until reduced by onethird.<br />

Meanwhile, make a roux by<br />

melting remaining butter in a<br />

small saucepan. Stir in flour<br />

until well incorporated, but not<br />

brown.<br />

Gradually whisk in milk.<br />

Simmer, stirring constantly, for<br />

about 5min until thickened.<br />

Remove a few slices of mushroom<br />

from soup mixture. Place<br />

aside for garnishing.<br />

Using a hand-held blender, puree<br />

soup mixture until smooth.<br />

Whisk in roux.<br />

Simmer, stirring occasionally,<br />

for about 5mins. Garnish top of<br />

each serving with reserved sliced<br />

mushrooms.<br />

The top can also be dotted<br />

with equal amounts of olive oil<br />

and balsamic vinegar.<br />

This complements the richness<br />

of the soup.<br />

This is a great way for the children<br />

chocolates, was my favourite part<br />

I learnt that Rippa Island existed,<br />

and I learnt the island’s past uses.<br />

the Māori culture in and<br />

around Ripapa.<br />

One of the things I like about Kirkwood is the old fashion feel, I also love<br />

The reason for becoming a House Captain is because it would boost my<br />

confidence, encourage me to become a better person and be a good role<br />

model for others.<br />

Bright spot in Mitsubishi’s SUV range<br />

I WAS PICKING up Mitsubishi’s<br />

new Eclipse Cross from the<br />

dealership and entered into<br />

conversation with one of the<br />

members from the friendly sales<br />

team.<br />

After being shown around the<br />

car, I mentioned that it seemed<br />

too soon for the mid-size sport<br />

utility vehicle to undergo a generation<br />

change. In reply I was told<br />

the old model had been around<br />

for three years and, although time<br />

has obviously escaped me, that is<br />

indeed correct.<br />

To say the Eclipse Cross is<br />

all new isn’t strictly so, there<br />

are many elements that are<br />

carryovers, yet the popular SUV<br />

has had some dramatic changes<br />

that enhance its usability and<br />

driveability. For one, it’s bigger –<br />

<strong>14</strong>cm longer in fact – and most of<br />

that has gone into the rear of the<br />

model, increasing load and rear<br />

passenger space.<br />

While the engine hasn’t been<br />

altered in design, there have<br />

been improvements to make it<br />

quieter and more responsive. It<br />

also drives out of a new all-corner<br />

power proportioning system.<br />

Well, it’s not new either, but<br />

it is new to Eclipse Cross, see<br />

it’s much the same system that<br />

Mitsubishi has used in its Lancer<br />

Evolution models and the old V6-<br />

powered Outlander.<br />

The Super All Wheel Control<br />

system is advanced and can be<br />

seen largely as a safety system,<br />

model, most of the length has gone into the rear section.<br />

head-up display, dual-zone climate<br />

control, active cruise control with<br />

speed limiter, keyless entry and ignition,<br />

electric sunroof (dual) and<br />

paddle-shift eight-step automatic<br />

transmission are all fitted.<br />

It’s fair to say the controls have<br />

all been simplified as well, gone is<br />

the old centre console mouse-like<br />

device, the new Eclipse Cross has<br />

a touch screen display which has<br />

large icons for easy understanding<br />

and operation.<br />

Now at 4.5m the Eclipse Cross<br />

has a spacious in-cabin environment;<br />

the seats are beautifully<br />

supportive and comfortable,<br />

while rear seat head and leg room<br />

is appropriate, the latter not<br />

compromised by that healthy rear<br />

load space area – up to 405-litres<br />

of storage can be contained there,<br />

stretching to 672-litres with the<br />

rear seats folded. Bear in mind,<br />

though, it is a five-seater only.<br />

At the other end sits a turbocharged<br />

four-cylinder engine of<br />

<strong>14</strong>99cc. If you are thinking that it<br />

would be underwhelming, you’ll<br />

be largely surprised, and take<br />

into account that’s the direction<br />

Honda has gone with its CRV,<br />

the capacity and outputs are very<br />

similar.<br />

The Eclipse Cross’ unit is stateof-the-art<br />

in terms of design, and<br />

it has healthy figures to support<br />

that statement. Mitsubishi claims<br />

112kW and 254Nm power outputs,<br />

the latter realised flat across the<br />

torque curve spreading from<br />

2000rpm to 3500rpm. If you add<br />

in its pairing to a continuously<br />

variable automatic transmission,<br />

then the ingredients are in place for<br />

a smooth transition of power and<br />

responsive throttle application.<br />

Drive through the CVT is<br />

seamless, that’s an area Mitsubishi<br />

has long persevered with, and<br />

that background has certainly<br />

helped with its application mated<br />

to a turbocharged engine, the<br />

result is a free-flowing spread of<br />

power, and good economy and<br />

performance figures.<br />

The Eclipse Cross is rated with<br />

a combined cycle average of<br />

7.7-litre per 100km. On a long<br />

high-country journey I had no<br />

problem meeting Mitsubishi’s<br />

fuel usage claim with the readout<br />

constantly listing at 8.2l/100km,<br />

which was helped by a walletfriendly<br />

6l/100km instantaneous<br />

figure sitting at a steady 100km/h,<br />

the engine loping over very relaxed<br />

at just 1800rpm.<br />

In terms of acceleration, the<br />

Eclipse Cross will cut out a standstill<br />

to 100km/h time of 9sec, and<br />

it will power through a highway<br />

overtake (80-120km/h) in 6.8sec,<br />

using the paddle shifters to keep<br />

the engine singing happily in its<br />

peak power zone. These are all<br />

impressive figures which would<br />

make a buyer quite happy with<br />

his/her purchase.<br />

The Eclipse Cross is also rather<br />

tidy when it comes to tackling a<br />

tricky corner or two. I took the<br />

evaluation car through the hilly<br />

back roads beneath the Malvern<br />

Hills between Sheffield and<br />

Coalgate, those roads are partly<br />

unsealed and I was keen to get the<br />

feel of the SWAC system working<br />

beneath. However, what happens<br />

when grip is low is that all the<br />

unseen elements kick in and the<br />

driver is quite oblivious as to how<br />

that system is working for you.<br />

On seal the Eclipse Cross has<br />

purposeful steering, the weighting<br />

is near perfect and there is<br />

solid communication as to how<br />

the rubber is reacting to the road<br />

surface. The tyres are a Toyo<br />

brand (225/55 x 18in) and they<br />

send strong messages through the<br />

steering system so that the driver<br />

is fully aware of how the entire<br />

car is reacting under cornering<br />

pressure. Body movement is low<br />

and suspension control is high.<br />

It must also be said the Eclipse<br />

Cross moves through the air<br />

quietly, the ride is controlled,<br />

generating a level of comfort not<br />

often found in a mainstream,<br />

cost-friendly SUV.<br />

Mitsubishi are well pleased<br />

with their performance over the<br />

last year or two. They have a vast<br />

product range that hasn’t been<br />

overly affected by supply issues<br />

due to Covid-19.<br />

What’s more, another high-profile,<br />

new-generation model is due<br />

soon – the Outlander. It and the<br />

Eclipse Cross will dovetail nicely<br />

in the marketplace, while sales of<br />

the evergreen ASX continue to<br />

tick over.<br />

Any Mitsubishi buyer will be<br />

pleased with the purchase, the<br />

product is affordable and high<br />

in quality. There is also peace of<br />

mind, the Eclipse Cross gets a 10-<br />

year driveline warranty.<br />

AUTUMN HAS rolled in<br />

bringing shorter days with a<br />

definite chill in the air.<br />

Leaves will start to turn as we<br />

embark on a busy month in the<br />

garden.<br />

A very ‘fruitful’ time in the<br />

garden with late harvest of<br />

numerous vegetables such as<br />

jerusalem artichokes, beans,<br />

beetroot, carrots, corn, cucumber,<br />

kumara, leeks, lettuce,<br />

onion, potatoes, pumpkin,<br />

radishes, silverbeet, spinach<br />

and tomatoes.<br />

If you haven’t prepared your<br />

winter vegetable garden now,<br />

then get started. Include plenty<br />

of compost and fertiliser.<br />

If possible, raise the earth<br />

to be planted to ensure winter<br />

veges do not become water<br />

logged over wet winter<br />

months.<br />

Winter veges to plant in <strong>April</strong><br />

include broad beans, carrots,<br />

cabbage, broccoli, cauliflower,<br />

lettuce, onions, peas, radish,<br />

spinach, swedes and turnips.<br />

In the flower garden, your<br />

summer annuals will be winding<br />

down. Continue to deadhead<br />

plants where you want to<br />

prolong displays.<br />

Soil should be prepared for<br />

new plantings in the same<br />

fashion as the vegetable garden.<br />

Plan your winter flowering<br />

garden carefully to achieve longevity<br />

of blooms throughout<br />

the season. Winter annuals to<br />

plant in <strong>April</strong> include – Alyssum,<br />

calendulas, cornflower,<br />

cinerarias, lobelia, nemesia,<br />

pansies, snapdragons, stock,<br />

sweet william and violas.<br />

<strong>April</strong> and May are the main<br />

months for planting new strawberry<br />

plants. Strawberries crop<br />

freely on one and sometimes<br />

two-year-old plants, and then<br />

they should be removed.<br />

Strawberries grow best in<br />

fertile soils, and beds should be<br />

raised to ensure good drainage.<br />

Space new plants 150-<br />

200mm apart, on mounds up<br />

to 200mm above the existing<br />

ground level.<br />

Autumn is the time to lift<br />

and divide any perennials<br />

where overcrowding has occurred.<br />

This involves trimming<br />

any old growth back to ground<br />

level, digging up, dividing and<br />

then replanting where required.<br />

Not all perennials require this<br />

treatment and therefore can<br />

remain undisturbed for many<br />

years.<br />

Replant containers with salad<br />

vegetables, herbs or flowering<br />

winter annuals and move them<br />

into a position that is warmer<br />

and sunnier during the winter<br />

Tree and hedge<br />

trimming: Check<br />

around the house for trees<br />

or hedges that are getting<br />

close to walls, gutters or<br />

the roof. Look for old<br />

branches that may be<br />

vulnerable to the first big<br />

storms, book an arbourist<br />

to trim and shape big<br />

trees. It is too early to start<br />

pruning but dead head<br />

flowering shrubs, pick<br />

fruit that is past ripening,<br />

start raking leaves. Trim<br />

back plants that are<br />

overhanging pathways,<br />

doors or entrances as there<br />

is nothing worse than wet<br />

leaves in your face on a<br />

dark winter’s night.<br />

Get scrubbing:<br />

This has hardly been the<br />

summer for moss and<br />

mould, but check and<br />

scrub potential damp spots<br />

that may get slippery in the<br />

first rains. And scrub or<br />

bleach the garden furniture<br />

while there is still good<br />

sunshine to dry it so it<br />

won’t go mouldy in winter.<br />

A time to plant: It is<br />

far too early to plant fruit<br />

trees or roses, even shrubs<br />

prefer planting in winter.<br />

But if you are itching to<br />

get started, some citrus<br />

trees suit autumn planting<br />

and you can always start<br />

ROUTINE: Get spring<br />

bulbs in the ground<br />

now and it’s also time<br />

to trim hedges.<br />

People seeking to save<br />

money are choosing to<br />

plant a vegetable garden<br />

instead of buying vegetables<br />

from the supermarket.<br />

There are so many benefits<br />

from growing your own<br />

food. There’s the satisfaction<br />

of successfully raising<br />

plants from seed and then<br />

harvesting and eating them.<br />

Gardening is also good<br />

exercise and many people<br />

discover it’s a wonderful<br />

way to unwind.<br />

If you have never tried<br />

growing plants from seed<br />

before don’t be put off by<br />

the fact we are entering<br />

late autumn and winter as<br />

there are seeds to be sown<br />

right now. There are many<br />

vegetables which will do<br />

well in all environments<br />

during winter – leeks, turnips,<br />

broad beans, kale and<br />

endive (or chicory).<br />

Broad beans are enjoying<br />

resurgence in favour and<br />

are relatively easy to grow,<br />

producing large ‘fat’ pods<br />

containing three to five<br />

green beans which are excellent<br />

sautéed with garlic, a<br />

lightly steamed vegetable or<br />

even whipped into a tasty<br />

dip.<br />

Leeks are a large, upright,<br />

non-bulbing type of onion<br />

and can be used much as<br />

onions are to flavour soups<br />

and salads or cooked in a<br />

cheese sauce.<br />

Turnips were once as<br />

popular as tomatoes and<br />

their popularity probably<br />

declined once the yearround<br />

choice of vegetables<br />

increased thanks to imports.<br />

The trend to convenience<br />

foods may also be a reason<br />

as turnips are a key ingredient<br />

of wholesome vegetable<br />

soup.<br />

Why not start your own<br />

soup-making revival by<br />

growing turnips for the<br />

pot?<br />

There’s an amazing<br />

variety of chicory, many of<br />

which are used in Mediterranean<br />

salads or sautéed<br />

dishes.<br />

Their leaves can be<br />

harvested individually as<br />

the plants mature, or the<br />

whole leafy ‘head’ cut for a<br />

It’s on again in <strong>April</strong>!<br />

Fantastic school holiday event in Methven<br />

Every year in the <strong>April</strong> school holidays the rural mid-<br />

Canterbury town and ski village of Methven runs the<br />

Methven Scarecrow Trail where participants hunt for the<br />

scarecrows, try to guess the characters they represent<br />

and vote for their favourite scarecrow creation. There are<br />

sponsored prizes for most correct entries and best scarecrow.<br />

Last year this popular event had to be postponed due<br />

to Covid Level 4 lockdown and was held in the October<br />

holidays instead. The organizers wanted to return the <strong>2021</strong><br />

Scarecrow Trail to the <strong>April</strong> holidays slot but were concerned<br />

that the scarecrow makers may be reluctant to launch into<br />

creative mode again so soon.<br />

The request for expressions of interest was sent out and<br />

the organisers decided that if there were 20 entries, half of<br />

the usual number of 40, then it would go ahead. There was<br />

an immediate response indicating renewed support from the<br />

sponsors, Four Square Supermarket, Brinkley Resort, Jackson<br />

Holmes, Philip Wareing and the Methven Community Board.<br />

This was quickly followed by a flurry of entries from many<br />

previous scarecrow creators and a number of enthusiastic<br />

entries from newcomers.<br />

Did entries reach the required 20 entries? They surely did<br />

and entries were oversubscribed within days. The organizers<br />

have had to limit the entries to 40 scarecrow locations to<br />

make the Trail manageable for participants.<br />

So it is all on for the <strong>April</strong> school holidays:<br />

Trail maps and Entry forms for $10 per group (cash only)<br />

available from the iHub or Four Square Supermarket.<br />

Proceeds from the sale of maps go to a local charity.<br />

At its meeting on 24 March <strong>2021</strong>, the <strong>Selwyn</strong> District Council resolved to accept the<br />

Commissioner’s recommendation to approve in part Holly Farms (D Marshall, L Martin<br />

and A Formosa, M and T Saunders, B Hammett, and J and S Howson) request to<br />

rezone land to the west side of Leeston. The decision is to uplift the deferred status<br />

of land in Leeston and rezone to Living 1, along with <strong>14</strong>9 High Street, but excluding<br />

31 Leeston Dunsandel Road, which will remain Living 2. The decision also makes<br />

amendments to the Operative District Plan, including the incorporation of an Outline<br />

Development Plan for the plan change area.<br />

You are in the market for a new<br />

property. You may have visited show<br />

homes and open homes becoming<br />

confused, overwhelmed or swept away<br />

with emotional factors like having<br />

everything new, or extra features such as<br />

To be happy with your choice, list the<br />

features that you need, considering:<br />

• Family space – Is there room for<br />

the children to play indoors and for<br />

television and entertainment units?<br />

Should this be open plan or separated?<br />

• Kitchen – What needs to be in your<br />

kitchen? Is it a whim or something<br />

that offers a practical solution to the<br />

No slow down of district’s economy<br />

<strong>Selwyn</strong>’S economy has continued<br />

to grow in spite of the impacts of the<br />

global pandemic.<br />

The district remains one of the<br />

best-performing economies in the country,<br />

with the latest figures from economic<br />

analysts Infometrics showing 1.7 per<br />

cent growth last year, compared to a 2.6<br />

per cent drop nationally.<br />

This growth was<br />

reflected in consumer<br />

spending, which grew<br />

solidly, up 2.1 per cent<br />

in the year to December<br />

2020. nationally, spending<br />

fell by 3.2 per cent<br />

over the same time.<br />

In 2020 the district council issued<br />

consents for 1530 individual houses and<br />

has continued receiving record numbers<br />

of building consent applications in the<br />

early months of <strong>2021</strong>.<br />

Almost a quarter (23.2 per cent) of<br />

people employed in <strong>Selwyn</strong> work in<br />

agriculture and food processing, where<br />

returns have been steady and are likely<br />

to increase in the coming year with a<br />

higher dairy payout.<br />

The Infometrics figures underscore<br />

the region’s decade of strong growth –<br />

with <strong>Selwyn</strong> seeing the second largest<br />

economic growth of any district in the<br />

country over the past 10 years.<br />

way people in <strong>Selwyn</strong> pulled together to<br />
