For 57 years CVLS has been the first and preeminent
pro bono civil legal aid provider in Chicago.
Thanks to over 2,000 volunteer attorneys CVLS
provides the most comprehensive, efficient and costeffective
civil legal aid in the city.
MISSION
CVLS mobilizes Chicago’s legal community to deliver traditional
representation and innovative legal solutions to people working or
living in poverty. We are CHICAGO PRO BONO.

THE RESULT OF HOPE
2020 was a Pandora’s Box of misery, capped by a
once-in-a-century global pandemic. But remember
what was at the bottom of Pandora’s Box? The
glittering jewel, Hope. While some philosophers
argue that Hope was the most evil of the unleased
miseries because it gave humans unrealistic
expectations thus prolonging their misery, I disagree.
A person who no longer has hope, doesn’t get out
of bed. Hope propels us forward. It floats our boats.
CVLS was founded because a few young lawyers
hoped to make a difference in the lives of poor,
marginalized Chicagoans when they arranged a
folding table and chairs in a church basement in 1964.
CVLS still runs on hope. Why else do thousands
of attorneys donate their time and expertise to
help people? Why schlepp out to a legal clinic on a
Saturday morning or spend all day representing a
child in a contested custody case for free? Because
pro bono attorneys hope to make a difference in their
client’s lives. And they do make a difference because
when hope becomes action, good things happen.
President Obama wrote about the “audacity of hope”.
CVLS shows us the results of hope.
Here’s to the hope that Chicago Pro Bono brings
thousands of people year after year.

PANDEMIC RESPONSE
Foreclosure
In March, foreclosure court came to a grinding halt. With the
courthouse closed, and various moratoria kicking in, all cases
were continued indefinitely. But we knew the economic fallout from the pandemic and
lockdown orders would hit low-income homeowners hard.
In June, CVLS started a program to help homeowners affected by COVID-19. Under the federal
government’s initial bailout, homeowners with a federally-backed mortgage could pause their mortgage
payments for up to a year. They just had to ask for it and tell their lender they were affected by COVID.
Missed payments would then be deferred to the end of the loan or rolled into the balance through a loan
modification.
CVLS built a website to share this option and offered people form letters to send to their bank to ask for
the forbearance. People could also call a designated CVLS hotline and get help from a trained law student.
Between the website and hotline, CVLS shared this forbearance
option with hundreds of homeowners, avoiding scores of
unnecessary foreclosures.
Emergency Mortgage Assistance (EMA)
Emergency Rental Assistance (ERA)
In the fall, the Illinois Housing
Development Authority enlisted several
non-profits to help disperse over $300
million in federal rental and mortgage
assistance. CVLS signed up to be one of
those community partners. Using trained
law students, CVLS helped several
renters, landlords, and homeowners send
in their applications, helping families
stay current on their rent and mortgage
obligations.

PANDEMIC RESPONSE
The pandemic hit low income and communities of color hardest. CVLS was part of several initiatives to help
people access the courts and keep people housed. These included:
Advocating for a new supreme court rule
concerning pleading requirements in eviction
Organizing 30 public interest organizations to
be amici in an appeal defending Gov. Pritzker’s
eviction moratorium
Creating streamlined referral processes for
housing and debt issues related to COVID-19
Instituting a new, court-based mediation
program for eviction and foreclosure cases
In addition to constantly worry about their health, Asian
American communities have also been targeted by
racism and xenophobia related to the coronavirus. They
are spat on, yelled at, physically attacked, and their stores
are robbed and burned down, all because of being Asian.
However, due to language barriers and lack of connections, these people are unable to find help with their
civil legal matters. Volunteers from our Chinatown Clinic decided to form Lawyers Helping Our Community,
and online legal clinic designed to help non-English speaking members of our Asian American communities,
including small business owners. This clinic focuses on helping clients with coronavirus-related legalissues.
To date it has over 50 volunteers, both attorneys and student translators.

COMMUNITY PARTNERSHIPS
In order to tackle the many challenges this year has thrown at us, CVLS has partnered with many great
community organizations throughout Cook County. Each collaberation has a unique focus but the same
overall goal, to make Chicago Pro Bono more accessible to those who need it.
Illinois Access to Justice (A2J) is an Illinois
statewide program that seeks to mitigate the
devastating consequences of incarceration and
family separation on vulnerable communities.

The Erie Neighborhood House Legal Clinic was one of
our first fully remote clinics to open due to COVID-19
restrictions. Pivoting from an in-person clinic to
meetings held via ZOOM, the clinic paired scores of
clients with attorneys in 2020.
In addition to providing legal representation, the clinic
has hosted 4 community trainings covering divorce,
child support, immigration & family law, housing, and
estate planning.
When the pandemic began, CVLS and the NIJC held
a joint volunteering training on Special Immigrant
Juvenile Status, attended by over 50 attorneys
interested in making a difference. Since then a group
of dedicated volunteers have handled a number of
SIJS cases in both Probate and Domestic Relations.

We have audited the accompanying financial statements of Chicago Volunteer Legal
Services Foundation (a nonprofit organization), which comprise the statements of
financial position as of June 30, 2020 and 2019, and the related statements of activities,
functional expenses and cash flows for the years then ended, and the related notes to the
financial statements.
Management’s Responsibility for the Financial Statements
Management is responsible for the preparation and fair presentation of these financial
statements in accordance with accounting principles generally accepted in the United
States of America; this includes the design, implementation, and maintenance of internal
control relevant to the preparation and fair presentation of financial statements that are

Auditors’ Responsibility
Our responsibility is to express an opinion on these financial statements based on our
audits. We conducted our audits in accordance with auditing standards generally accepted
in the United States of America. Those standards require that we plan and perform the
audit to obtain reasonable assurance about whether the financial statements are free
from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and
disclosures in the financial statements. The procedures selected depend on the auditors’
judgment, including the assessment of the risks of material misstatement of the financial
statements, whether due to fraud or error. In making those risk assessments, the auditor
considers internal control relevant to the entity’s preparation and fair presentation of
the financial statements in order to design audit procedures that are appropriate in the
