Residents want user-pays
on household water supply

SELWYN RESIDENTS favour
a user-pays system when it
comes to their household
water and will find out next
month how the district council
will proceed on the issue.
Residents will also find out
whether their drinking water
is likely to chlorinated in
future, or whether the district
council will spend tens of
millions of dollars avoiding
chlorination.
The district council will
tomorrow hold public deliberations
on Long Term Plan
submissions, and adopt the
final LTP in late June. Public
hearings were held last week.
Of the 660 LTP submitters,
299 listed a preference on Big
Decision 2 about how to pay
for household water. Of these,
219 supported the district
council’s preferred option
of increasing the volumetric
water rate by a higher proportion
than the annual fixed
rate. The remaining 80 people
supporting the second option
of increasing the volumetric
water rate and the fixed rate
by the same proportion.

pedestrian crossing at Prebbleton,
and shrubs will be removed.
The district council will also
consider raising the crossing.
Prebbleton resident Lauren
Stevenson has welcomed the
improvements.
Stevenson said she had previously
been on the pedestrian
crossing with her pre-schooler
and baby when a car failed to
stop as it approached.
“The car missed my daughter’s
buggy by inches,” she said.
She had undertaken a poll on
a Prebbleton Facebook community
group, and of 350 residents,
64 per cent had personally
experienced a near miss at the
crossing.
In one incident a boy had been
hit by a car and knocked to the
ground.
“The fact we haven’t had a
fatality on that crossing (in recent
years) is nothing short of a
miracle, based on the numbers,”
she told district councillors at
their meeting last week.
She was thrilled to learn after
the meeting about the improvements
the district council was
going to make. These included
next month installing flashing
lights, and removing shrubs
which were up to more than 1m
high and obscured children.
District council transportation
asset delivery manager Mark
Chamberlain said the council
would also be happy to consider
the suggestion of raising the
crossing. Funding would need
to be agreed by the council and
it would need acceptance from
nearby residents.
Stevenson was happy about
these moves, while she also
accepted the district council’s
position that a median island
would not work at the crossing.
Chamberlain said the council
had already investigated this and
found there was limited space
due to a nearby intersection.

roundabout in 2024/2025 and it
may have its speed limit reduced
from 60km/h to 50km/h.
In addition, new speed signs
with the name of the village
are planned for the approach to
Prebbleton.
Gard’ner said the district
council needed to also increase
the length of the 60km/h zone
around the intersection.
However, Chamberlain said
speed signs needed to be installed
where roadside development
warranted the lower speed
limit.
“It would make little sense
to have a 50km/h speed limit
starting where there is open
paddocks,” Chamberlain said.

BRIGADE BUSY
Lincoln Volunteer Fire Brigade
had a busy weekend. On Saturday
at 8am, frefighters extinguished
a roadside vegetation fire
stretching for about 1km at Canal
Rd, Motukarara. Chief Jeremy
Greenwood said the fire may have
been caused by nearby power
lines. On Sunday at 10.10am the
brigade attended a gas leak at a
commercial premises on Robert
St, Lincoln. Then, at 3.20pm,
firefighters were called to a
single vehicle crash on Springs
Rd south of Prebbleton. A St
John spokesman said one female
patient with moderate injuries
was taken to Christchurch
Hospital.
VANDALISM ARREST
Police investigating the vandalism
of Rolleston St John ambulance
station have made an arrest.
Last week in Christchurch they
arrested a 21-year-old male of no
fixed abode, charging him with
burglary. The community rooms
at the station were vandalised
on May 2. The trail of damage
included a smashed television,
a pool of urine on the floor and
food smeared into the carpet.
Following the incident, police
appealed for help from members
of the public. They released a
photo of the suspect, taken from
the security camera of a nearby
premises.

CAT OWNERS must microchip
their moggies, but they won’t
need to desex them, under the
provisions of a new bylaw.
From July 1 next year, all cats
in the district, aged more than
four months, will need to be
microchipped.
This is following the district
council last week adopting its
new bylaw for keeping animals,
poultry and bees.
It follows much toing and froing
on the issue.
The district council decided
to consider provisions relating
to the control of cats following
Springfield resident Sean Ellis
seeking rules for microchipping
and desexing.
The district council consulted
on the issue in 2019 and found of
311 online survey participants,
78 per cent thought cats should
be microchipped and 75 per
cent supported desexing of cats
before puberty.
However, the district council
started its bylaw for keeping
animals, poultry and bees
consultation process last year
with provisions relating to
microchipping and desexing of
cats omitted. This was following
district council staff expressing
concerns, including around the
district council’s ability to deal
with non-compliance with no
specific national legislation in
place.
A hearing panel for submissions
on the draft bylaw in March
considered 80 submissions, more
than 30 of which were on cats.
Most submitters were seeking
control measures such as microchipping,
desexing, limiting
numbers, keeping cats inside at
night, and registering.
The panel, chaired by councillor
Grant Miller, decided the
bylaw should include provision
for cats to be microchipped.
The bylaw was adopted by the
district council last week.

was disappointed desexing was
not included.
“This is the first step, I would
hope they would consider that
next time around.”
Miller said the panel veered
away from requiring residents
to desex their cats when taking
into consideration general public
feeling throughout the district.
Many felt desexing would
be a step too far at this stage.

appreciated the freedom to
breed their own cats and not
have to go to a breeder to get pet
kittens.
Additionally, there was the
issue of enforcement. It did not
really make sense to introduce a
rule if it was not to be backed by
an enforcement process, which
could be impractical.
It could become an option in
future, depending on what lead
central government took on feral
cats.
The district council has now
become the fourth council in
the country to require microchipping
of cats, along with
Palmerston North City Council,
Wellington City Council and
Wanganui District Council.
National research shows half
of cat owners in New Zealand
already microchip their cats.
The bylaw aims to protect
the public from nuisance, and
address public health and safety
issues. It includes controls previously
contained in the District
Plan.
Other provisions include
that lambs under six months,
a limited number of poultry
and no more than two bee
hives are allowed on urban
properties. With regard to the
latter provision exemptions will
be considered for more hives on
properties greater than 1500
sq m, or located next to a reserve
or rural land. Up to 12 poultry
are allowed, but no roosters or
peacocks.
The new rules will come into
effect on July 1, except the rules
for cats, which will come into
force a year later.

Toby returns home
after scan tracks owners

WEST MELTON Vet Centre has
shared a microchip success story,
which saw a cat that had been
missing for four years returned
to its owner.
“Toby the adventurous cat
went missing from his family
in Christchurch city back in
2017,” said centre staff on the vet
centre’s Facebook page.
Somehow, Toby made his way
out to West Melton, where he
began living with the stray cat
colonies in the area.
“Over the past few years Toby
has been making himself known
to a West Melton family who
have been watching over him,”
they continued.
“Last week, this family were
finally able to catch him and
bring him into the clinic where
we scanned him for a microchip.
Toby’s microchip was registered
through the New Zealand Companion
Animal Register, where
he was listed as missing.
Toby’s owner was contacted
and has since been reunited with
them after four long years. He
was super happy to see them
again and very cuddly when they
came to collect him.”
Staff said the story highlighted
the importance of

THE DISTRICT council is
in the process of determining
whether to ask Waka Kotahi NZ
Transport Agency not to sell 7ha
of land alongside the Southern
Motorway at Prebbleton.
NZTA owns the land and
Bayleys has it listed for sale, with
a deadline of May 26.
The district council believes
the land could come in handy in
future for offering roading solutions,
such as a new motorway
off-ramp along Waterholes Rd.
District councillors first began
to consider the issue at their fortnightly
meeting last week, after it
was brought to their attention in
the public forum by Chris White.
White was among three
Prebbleton residents expressing
concerns on traffic congestion in
their town.
He said the town was paying a
price for poor decision-making
by NZTA a decade ago, when it
had decided not to give Lincoln a
user-friendly off-ramp.
However, district council
transportation asset manager
Andrew Mazey sounded a note
of caution on the proposal,
believing NZTA would not be
interested.
Deputy Mayor Malcolm Lyall
chaired the meeting and is this
week consulting with Mayor
Sam Broughton on whether to
approach NZTA.
An NZTA spokesperson did
not rule out taking the land
off the market. However, they

“As the Christchurch Southern
Motorway design was finalised,
additional city facing ramps were
provided at Halswell Junction
Rd that allow connectivity to
Springs Rd. Use of this along
with other people travelling from
Hornby and Halswell adds to the
congestion in Prebbleton,” the
spokesperson said.

Avoiding chlorination will increase costs

rates for water, but option one
has a higher element of userpays,
meaning residents who use
more water will pay more.
Option one will see the metered
water rate increase by 20 per cent
each year for the first two years.
It would increase from it current
cost, of 50 cents per cubic metre
(1000-litres) to 72 cents per cubic
metre from July 2022, representing
a 44 per cent increase over
two years. In addition, the fixed
base rate would increase from
$254 to $280 per year.
The second option would see
the metered water rate increase
from 50 cents per cubic metre
to 60 cents, and the base rate
increase from $254 to $307 per
year.
The increases are needed
to meet rising costs of water
provision in the face of changing
regulatory requirements.
Residents will be paying even
more for their water if the district
council follows the majority
when it comes to avoiding
chlorination.
Of the 660 LTP submitters,
442 people listed a preference
on Big Decision 1 about keeping
drinking water safe. More
than half of these, 244, chose
the second of the two options,
preferring the district council
to upgrade some supplies so it
could avoid chlorination. The
remainder, 198, chose the district
council’s preferred low-cost option
of continuing to maintain
safe drinking water supplies and
adding chlorine if drinking water
standards change.
The low-cost option is just $1
million, which is for installing
infrastructure to allow for chlorine
treatment of all remaining
non-chlorinated water supplies
in the district.
This compares to a staggering
$30 million upwards for the
second option.
This is what it would cost for
infrastructure such as inline
ultraviolet treatment, new secure
groundwater sources, leakage
reduction in the reticulation network
and upgrades of reservoirs.
In addition, there would be
operating costs associated with
this infrastructure, estimated at
about $200,000 per year.
The increase in water rates
would be about 20 per cent,
or about $100 per year. For a
ratepayer with water units, the
increase would be about $56 plus
$44 per water unit per year.
Among the many submitters
wanting the district council to
veer away from chlorination was
Hamish Biggs, of Lincoln, and
Naomi Shibata, of Tai Tapu.
“There are health impacts on
the population for chlorine consumption,
costs associated with
people fitting water purification
filters, and costs associated with
damage to hot water cylinders
and pipes. There are also harmless
biofilms accumulated in
pipes that will die and slough
off, with unknown consequences
if chlorine is introduced. There
is also the increased cost of
people buying bottled water and
increased recycling costs to consider.
Double or triple the cost
of metered water consumption if
needed, but don’t chlorinate it,”
Biggs said.
“Selwyn is one of the last districts
that water has no chlorine
treatment as most of main cities
treat now days. The taste is so
different and once chlorine is
introduced, it won’t go back to
untreated. (Just look at Christchurch).
It may cost us a lot now,
but as long term, the upgrade
will be worth it for the future the
district,” Shibata said.
Among submitters supporting
the district council’s preferred
option were Rolleston residents
Liz Goslin and Gwenda Smithies.
“We already pay enough rates
and extra for our water supply to
meet expectations and to keep
the drinking water safe,” Goslin
said.
“We are definitely opposed to
chlorination but also to wasting
money,” Smithies said.
In New Zealand, chlorination
is used to prevent contamination,
with 80 per cent of the
population supplied by chlorinated
water.
In Selwyn there are nine
supplies permanently
chlorinated – Acheron, Castle
Hill, Dalethorpe, Hororata,
Hartley’s Rd, Sheffield/
Waddington, Springfield,
Arthur’s Pass and Upper Selwyn
Huts. The Government’s review
of drinking water standards
may require the district council
to chlorinate all its supplies in
future.

Majority of Kirwee and Darfield
residents oppose wastewater plan

PROCEEDING WITH a
wastewater system in Darfield
and Kirwee is proving
controversial as ratepayers face
the huge cost of the project.
The $38 million scheme is the
district council’s preferred option
in its Long Term Plan, as it
wants to cater for future growth
and reduce environmental and
public health risks.
Darfield is one of the largest
unsewered communities in New
Zealand.
However, most Long Term
Plan submitters, 193, want to
stay with the status quo of keeping
septic tanks. This compares
to 156 supporting the new wastewater
system.
Residents consulted previously
by the district council have been
split relatively evenly in support
or opposition.
The project would be funded
through a one-off Government
stimulus grant of $10 million
and borrowings of $28 million,
to be repaid through targeted
rates from properties benefitting
from the scheme and development
contributions from future
new properties.

systems rather than having their wastewater piped to the Pines treatment plant in Rolleston.
The system would comprise
a 25km pipeline connecting up
to the Pines Waste Water Treatment

The estimated rate increase for
a typical residential ratepayer in
Darfield and Kirwee would be
$1321 per year. Property owners
would also each have to pay
about $5000 to connect to the
scheme, or up to $20,000 if they
are set further back from the
road.
Darfield resident James Kinney
said in his submission he
strongly opposed the scheme.
“The cost per household is
extreme,” Kinney said.
“We were required to upgrade
our system two years ago by the
regional council. That cost was
over $20,000.”
Fellow submitter Andi Smith
also wanted to stay with the status
quo. She had paid more than
$20,000 for a new septic system
five years ago.
“While I agree that in theory
(the new wastewater system) is a
good move forward, I’m not sure
where you expect people to find
this kind of money?” Smith said.
Darfield resident Jason Clemens
said he supported the new
wastewater system, however, he
believed it was unfair to pay for
it via a user pays targeted rate.
“Urban wastewater should be
treated as essential infrastructure,
such as roads, electricity,
water. Also, if cost was spread
out across the district the debt
would be paid off a lot quicker,”
Clemens said.
Darfield resident Colleen
Astwood also supported the
project.
“Old septic tanks are outdated
and archaic,” Astwood said.
The district council received
660 submissions for its plan,
which is 34 per cent more than
its last Long Term Plan in 2018.
The district council will make
its decisions on the plan and
adopt it next month.
“I think it’s a great deal fairer than some of the other
options out there. And my accountant and solicitor
both thought it was a very good idea.
For us capital gain was the deciding factor...
as well as how welcoming everyone
is to other family members.”

Keep your child safe when evenings turn dark

WITH THE days getting shorter
we are seeing a number of
younger children out and about
in the evenings, a number of
them are walking home from
sports practices and other events
in the dark.
Over the next few issues I will
address safety for children and
teenagers.
Keeping our children safe
We’re all responsible for
keeping children safe in our
families and communities. It’s
also important for children to
know how to identify unsafe
behaviour and what to do if they
feel unsafe.
We encourage parents and
other caregivers to talk to children
about what inappropriate
behaviour and actions look like,
rather than the “types of people”
that could cause harm.
Advice for families,
whanau, and caregivers
Listen carefully to your child –
take notice of anything unusual
and discuss what they can do if it
happens again.
Always know where your child
is, and only leave them with
trustworthy people.
Consider asking caregivers for
references. Show your child how
to get safely to and from school
and other common places.
Teach them to walk with
friends, not alone. Stay in touch
with local parents and know who
your child walks home with.
Provide your child with a list
of useful contacts and emergency
phone numbers.
Discuss with your child how
to identify and report unsafe
behaviour.
Encourage your child to
take action when they feel
uncomfortable, unsafe or scared
– they may be able to talk to a
trusted adult, teacher, or police
officer.
Advice for children
Tell someone if you feel uncomfortable,
unsafe or scared. If
you feel uncomfortable, remove
yourself from the situation.
Trust your “gut instinct.” If
the first person you ask doesn’t
help, keep trying until someone
does.

THE SELWYN Awards are back
in to showcase all that is great
about the district.
The district council-run awards
recognise the outstanding work
and achievements of businesses,
not-for-profit organisations and
individuals who live or work
within the district. This year the
awards are presented by Iport.
Nominations for the 2021
awards are open until June 11.
The awards, which were delayed
last year due to Covid-19,
are a celebration of excellence
and inspirational accomplishments,
presented during a gala
evening at the Lincoln Event
Centre, featuring awards presentations,
dinner and live entertainment.
Mayor Sam Broughton said it
is great to see the awards back
to give another opportunity to
celebrate the success of people
who contribute so much to our
district.
“Selwyn is a great mix of
diverse people and organisations
involved in building our community
through the jobs they create,
the businesses they operate,
their voluntary contribution and
beyond. It’s great to be able to
celebrate again, to thank those
people and highlight some of the
examples of how they continue to
make Selwyn such a good place
to live.”
The awards have been given a
fresh feel this year, with changes
to encourage participation, highlight
some of the areas of particular
excellence and enhance the
gala evening.
The categories have been
updated and the criteria adjusted.
Awards will now be based on a
points system which will allow
for multiple gold, silver and
bronze winners in each category
along with an overall category
winner.
Businesses and groups will
be able to enter themselves for
awards as well rather than needing
to be nominated by someone
else.
The awards dinner in July also
includes further enhancements to

Well pump
stolen from
lifestyle block

A LINCOLN resident recently
visited his house that is being
built on a lifestyle block, to find
his pump shed broken into and
its newly-installed well pump
missing.
The man, who did not want
to be named, said the cost of the
pump and installation had been
about $5000.
The man believed the pump
had been stolen to order.
“Someone knows someone who
needs a pump,” he said.
He worked in the building
industry and knew of other
building sites in Canterbury to
have been targeted, thieves taking
items such as windows and gib
board.
It was an Onga pump, model
OJ800, serial number 20-12-
02630.
The theft took place overnight
May 6, following another unsolved
theft the same week. About
$6500 of items including 12 wool
bales, gates and timber were
stolen from a West Melton farm
overnight on May 5.
Senior Sergeant Dean Harker
said with regard to the theft of
the pump, police had gathered
forensic evidence at the scene and
sent it for analysing.

MALVERN LIONS Club raised
at least $15,000 at its annual
charity golf tournament at
Greendale on Thursday.
Convener Hamish Milner
said 116 players teed off under
sunny skies.
Tallying of funds was still
under way, but the tournament
was a great success and at least
$15,000 was raised.
“It was a fine day had by all,
there was plenty of banter in the
clubroom afterwards,” he said.
THe team led by Gareth Cox
won.
THe beneficiary of the
tournament for 2021 is Malvern
Community Patrol which is
fundraising for a new patrol
vehicle.
THe organisation had been
served by its current car, a 2015
Nissan X-Trail, for about five
years.

OUR PEOPLE – AARON ORANGI
Bobsleigher, Olympic Ambassador and
There are no bobsleigh
tracks in New Zealand,
but that did not stop
Aaron Orangi from
becoming an expert at
the sport. At the age of
34 he competed at the
2006 Winter Olympics
in Torino, Italy. The
Olympic Ambassador
and Darfield
pharmacist is a single
father of two boys,
after losing his wife
Aimee to breast cancer.
Orangi talks to reporter
Susan Sandys about
his sporting highs and
family heartbreak
How did you come to be an
Olympic bobsleigher?
I used to play lots of different
sports, and I played rugby at quite
a high level. When I finished my
rugby, a friend said “You should
try bobsleighing. You have done
your thing with rugby, why don’t
you think of trying out for this?”
I had to put on a bit of weight,
I was aiming for 100kg and got
to 96kg, it makes you go faster. I
got tested down in Dunedin, the
rest of the team were all overseas,
in America and Europe. So I
flew over and met them, and
learned properly how to do it.
You basically need the physical
attributes, and then the rest of it is
learning as you go.
Did you start bobsleighing so
you could go to the Olympics?
That was the reason I did it,
I always wanted to go to the
Olympics. It was one of those
dreams I had since I was a kid.
Where are the bobsleigh
tracks in New Zealand?
You can’t do any of it over
here. You just have to do the land
based training. The only time you
can do the actual pushing and
getting in to a sled is in Europe or
America.
How do you train without a
bobsleigh track?
You have to do the sprinting,
the power bounding, getting
your body ready to push. We get
a few little trollies that we make

up, so you can start to push, but
there’s nothing quite like it, you
just have to be physically ready.
It’s quite hard on your body, all
the G-forces and banging around,
unless you are used to that kind
of thing. I had a friend in the
bobsleigh once, we had to lift him
out, his back was stuffed after one
run.
Tell me about the first time
you went bobsleighing.
It was at Lake Placid, upstate
New York. The first time going
down, that was pretty scary, just
awful, it was in and out of control.
I wondered what I was doing.
I had gone and left my job (at
Darfield Pharmarcy,) I had gone
over there (a few months before
the Olympics) and sold up all
my stuff. I rang my dad after that
first day, and said: ‘What have I
done? This is just crazy, it’s awful.’
But you just have to get back up
the top and go back down again.
I found out later on, that track is
quite notorious, one of the worst
ones in the world. Once you had
learned on that one, all the other
ones were better. Every time we
would go to a different country,
they were never quite as bad.
Were there any tricks to
mastering the sport?
It becomes all about the push at
the start. We just wanted to beat
other teams at the push and then
see how we go. You end up not
really worrying about the rest of
it. You have to be super strong,
because you are pushing it, and
fast, because you are running
downhill on the ice. If you are not
fast enough, it will get away from
you. It is kind of a skill that you
learn.
Do you have to lean in the
right places?
Yes, it’s a bit like Cool Runnings
with the scene in the bath, you
want to all be going the same.
There is nothing worse than
a coach looking and seeing
two heads going one way and
two heads going the other
way. Once you learn the track
you know what is coming and
roughly where to lean and so on.
Normally, I did the braking. One
little shift of your butt on the
bobsled could totally move the
sled off its line, but once you get
up to speed it is not as bad.
Did you come to love the
sport?
I did. You are standing out
there, in St Moritz, Switzerland,
or in Park City, Utah, and it is just
beautiful. They are all ski resorts
in beautiful places. It might be
-12 deg C and you might have
just hurt yourself, but you are at a
place that you wouldn’t have got
to see otherwise. And you meet
some pretty cool people from all
around the world.
Tell me about qualifying for
the Olympics.
There are only two spots that
go to the smaller countries,
that’s where we have to come
first or second. It was January
2006, we were going against
Australia, Japan, Korea, Ireland,
Jamaica, Brazil, all these countries
that aren’t major countries for
bobsleigh. Us and Brazil actually
qualified. That was amazing. And
the opening ceremony, that was
probably my favourite part. It was
a great experience.

family man has battled all the odds
At the Olympics, your team
crashed in the last of six trial
runs the day before racing was
to begin?
The funny thing about that,
the Russians had just flipped
the same place before and they
ended up getting a silver medal.
They just flipped but they didn’t
get hurt, what happened when
we flipped, our driver got hurt.
He still wanted to compete, but
medically it was unsafe. We were
fine on that one, we were up
there with a really good time,
in the middle of the pack. We
never thought we would not be
competing the next day. There’s
only 24 teams and we would have
been hoping to get inside the top
20. We wouldn’t have been last
and we could have knocked a few
of them off. We couldn’t race at all
in the competition. (It was) a bit
of a hollow feeling I suppose. But
I think that’s sport, these things
happen in sports.
Can you tell me about the
crash itself? I understand your
team was speeding around the
last turn at 128km/h, when
the sled bumped the track’s
wall, flew across the track and
flipped over. It must have been
terrifying?
I think we were going a bit
faster than we had ever gone, I
think it caught up on the driver.
At the time it happened so quick,
it was just: ‘Oh well, you flip
over every now and then.’ You

have been taught what to do if
it happens. You put your helmet
onto the ice and let your helmet
skid along on the ice and you
keep yourself off the ice. Some of
the Europeans in the changing
shed, they would be taking off
their suits and they would have
burns. One of our guys had a big
burn on his shoulder, you are
supposed to pull your shoulder
off the ice.
Today you own and operate
Darfield Pharmacy?
So I came back from the
Olympics (to the pharmacy),
and that next year I bought the
pharmacy off my old boss. I have
owned it now since 1998. I love
it. It’s always what I wanted to be,
when I was little. I like helping
people and I liked at the time the
idea of mixing up potions and
medicine.
Are you involved in the
community?
Not as much now, I am busier
now. My wife Aimee passed away
with cancer. She was 35. She had
a very aggressive breast cancer,
and it’s really hard to treat. We
tried everything. They diagnosed
it (before Beau was born), he was
basically taken out early, and then
they started treatment. She died
when he was 21-months-old.
I’m really sorry to hear that.
How do you come back from
something like that?
I had two little kids, Beau, now
5, and Archie, now 7, to look
after. They couldn’t look after
themselves, there was no real
option. You get there, and it is
an awful thing to happen, you
don’t wish it on anyone. I think
it would be harder if there was
no kids involved. I worried about
them (at the time), but they were
probably a good age, they were
too young, especially the little
one, to know too much. They
have a clear understanding about
life and death, let’s just say that.
And they are quite up-front about
it. The little one was picked on
when he was about three, another
kid said: ‘Well you don’t even
have a mum.’ He said: ‘I do, but
my mum is dead.’ I don’t think
the boy expected a little kid to
come back and say something like
that.
Being the Darfield pharmacist
is very much a communitybased
role, which would have
helped?
I mainly worked through, work
was a bit of a distraction, which
was quite good. The community
is good, they are always helping.
It’s helped me in my job too,
because I see a lot of it with
people diagnosed and going
through treatment and their
partners dying. I feel like I can
talk to them and they know I am
not just saying it. They know that
I understand, and what is going
on and how hard it is.
What does your role as an
Olympic Ambassador involve?
I talk to kids in schools about
having a dream. Nothing I played
in school (is what I do now),
but the sports I did when I was
younger were things that helped
me to do what I wanted to do. I
was good at tennis, but I didn’t
enjoy it. I loved rugby and I
loved other stuff. It’s getting them
enthusiastic about sports and
how good it is for your well being.
We say a lot about goal-seeking,
how I became a pharmacist and
an Olympian. I always wanted
to be an Olympian and I didn’t
know what I wanted to be an
Olympian in. The kids love it, and
the teachers love it. I like going to
little country schools. I went to
a little country school and I did
okay.
Can you tell me about your
background?
I was born in Geraldine,
my parents are teachers so we
moved around a bit. We were
in Montalto near Mayfield, we
moved from there when I was
little and went to Hawkes Bay for
a couple of years and then moved
down to Sheffield for three years,
until I was about 10, before we
lived in Christchurch. My mum
and dad were really well known.
Annette Orangi, she was really
high up in netball (international
netball umpire), my dad Peter
was principal at Sheffield School
when we were out here, also at
schools in town. They were both
athletes themselves. They were a
big influence on me, that’s why I
went into sports.

The millions paid out for injuries
Simply walking the dog
round the block, or lifting
a beloved canine into the
car for a trip to the vet, can
have drastic repercussions
for Christchurch pet
owners – and the
Accident Compensation
Corporation. Chris Barclay
discovers millions are spent
annually dealing with
dog-related injuries in the
city, and nationwide
WHILE DOG attacks routinely
attract headlines, Duncan
Ferguson represents a largely
unseen statistic as a victim of
canine-related injuries where the
bark, or lunge, was worse than
the bite.
Ferguson was spooked by a
collie as he ran along the Coastal
Cliffs Walkway somewhere
between Purau Bay and Church
Bay at Diamond Harbour early
on January 4.
Accidentally, the New Year’s
exercise initiative has already
needed five months recovery
time, and counting.
“I had my headphones on so I
wasn’t really listening to what’s
around me and all of a sudden a
dog jumped out at me snarling,”
he recalled.
“It startled me, I tripped over a
tree root and it was quite a steep
section of the track. I tumbled
7-10m down a bank.”
“I just felt silly as much as
anything. Why am I screaming
in pain? This is stupid of me.
Man-up sort of thing. But it was
a serious break of the wrist.”
Ferguson broke his right wrist
and suffered cuts, abrasions, plus
a shoulder injury that started being
attended to on Monday.
BAD DOG: Duncan Ferguson broke his wrist and suffered
other injuries when he took a tumble after being surprised
by an unleashed, snarling border collie at Diamond
Harbour.
“It was just a collie, so it was
nothing too big and scary. I’ve
grown up with dogs, I’m not
afraid of them. I felt silly screaming
in pain, but it was a serious
break.”
The St Andrew’s College head
of music, who also composes
educational resources for fellow
teachers, joins a long list of
Cantabrians injured while either
walking, carrying or evading
dogs.
Figures released by the
Accident Compensation
Corporation reveal there were
2957 new claims made in 2020,
slightly down on the 3025
recorded in 2019. There were
3274 active claims in Canterbury
in 2020, with 317 carrying over
from previous years.
The cost of those claims was
almost $3.1 million, while
nationwide the repair bill was
estimated at $20,877,059. In 2019
it was $17,421,369.
Claims data covers all claims
which involve a dog, including
people tripping over, spraining
by lifting dogs and being headbutted
in the face.

continued to act aggressively
towards him as he lay in shock
before managing to climb back
to the path, by which time the
owner had restrained the collie.
“It kept going at me, snarling,
when I was on the ground,” he
said.
In spite of signage warning all
dogs had to be on leads in the
area, the collie was untethered.
“It was about seven o’clock in
the morning, the guy (owner)
didn’t expect anyone else to be
on the track then, that’s what he
said anyway,” Ferguson said.
The owner was apologetic and
returned to take Ferguson to
where he was staying at Church
Bay, after dropping the collie
back home.
Ferguson was initially treated
at the Pegasus Health 24-hour
surgery but was referred to
Christchurch Hospital to get the
break set.
He estimated he had spent
$600 on his treatment, which
included a public holiday
surcharge and a surcharge for a
waterproof cast.
ACC footed the bill for
thousands more to cover
necessities like x-rays, scans and
a contribution to physio.
Ferguson was too distracted
to get the owner’s details after
the incident but he has been

“We haven’t gone and
complained. What’s the point?”
he said.
Fortunately the incident
happened during the school
holidays, though he did have
to wear a cast for the first few
weeks of the opening term at St
Andrew’s College. Not ideal for a
piano and double bass player.
“The resources I usually would
have written through January I
haven’t been able to write so I’m
out of pocket tens of thousands
of dollars as well,” he said.
“January-February was a real
pain as a result of all of this.”
The Canterbury District
Health Board data was not
captured in a way to easily
identify dog-related injuries,
though a spokesperson said
they make up a ‘very small’
component of the emergency
department’s monthly workload.
However, Hayden Thom, of
Motus Lincoln Physiotherapy,
is familiar with the potential

Thom, who owns a placid
cocker spaniel, said knee injuries
could take several months to

Harness racing spotlight goes on
Formalin kills bacteria and helps to harden cows’
hooves when used as a foot bath to ensure
maximum penetration. It is suitable for sheep,
goats and cattle, though not on horses to treat
bleeding. The chemical is the latest performanceenhancing
substance identified in Canterbury’s
harness racing industry thanks to Woodend Beach
trainer Jesse Alford being nabbed by a sting

hazardous in a variety of ways.
It is acutely toxic, inhalation;
acutely toxic, oral; harmful to
human target organs or systems;
skin corrosive; eye corrosive
… it is a known or presumed
carcinogen.
Jesse Alford took the necessary
health and safety precautions
when using a syringe to inject 10
millilitres of formalin into the
neck of Jimmy Cannon on February
25 at his Woodend Beach
stables.
However, the disgraced harness
racing trainer made one
critical oversight which led to
him banned from the industry
for seven years by the Judicial
Control Authority for Racing.
The 30-year-old never realised
covert surveillance – a camera
planted by Racing Integrity Unit
investigators – was monitoring
his illegal treatment of the fiveyear-old
gelding.
Formalin is used to staunch
bleeding but is banned for use
in the racing industry because it
can affect the horse’s cardiovascular
system.
Harness, thoroughbred and
greyhound racing’s watchdog
had been tipped off Alford was
doping horses.
After he injected Jimmy
Cannon, Alford did likewise to
Johnny Nevits, shortly before
RIU investigators descended on
the property to discover several
empty syringes in a rubbish bin,
a third primed for use and a halffull
two-litre plastic container of
formalin.
Alford also unsuccessfully attempted
to ‘tube’ Johnny Nevits,
an illegal process where a mixture
of bicarbonate of soda and
water – known in the industry as
a ‘milkshake’ – is administered
to improve a horse’s stamina.
Ultimately he injected the horse
with formalin instead.

Trotting Club meeting at
Addington Raceway.

Racing New Zealand are working
on a code of conduct, there is no
guarantee he will ever return.
Jimmy Cannon died on April
13, according to the HRNZ
website. There was no suggestion
his death was associated with
doping. Johnny Nevits and Motor
Mouth were transferred to
another stable.
A nine-year ban had been
proposed for Alford by the RIU;
a JCA committee opted for seven
after taking into account his early
guilty plea and remorse.
Harness Racing New Zealand
hopes Alford’s use of formalin
is an exception rather than the
norm.
“This is the first case (involving
formalin) the RIU has dealt with
in regard to harness racing in
this country,” said HRNZ chairman
John Coulam.
“I believe the use of formalin is
a recent development, and hopefully
this is an isolated incident.
“It’s use in New Zealand came
to the attention of the RIU once
they were able to analyse the
substances that Jesse Alford was
found to be administering.
“Now that the substance has
been identified it would be
reasonable to expect that current
testing will now include this
substance,” said Coulam.
The RIU does not comment on
the drug testing regimes used by
NZ Racing Laboratory Services
Ltd in Takapuna, though an
experienced equine vet acknowledged
it was difficult to detect
formalin.
“There’s been a lot of work
done on it internationally
but
it’s still not easy.

veterinarian for Harness Racing
New Zealand.
“One of the problems you have
with doing a trial (to improve
detection) is you need ethical
approval, and it’s really hard to
get that across the line when it’s
already known as a carcinogen.”
Formalin had been used in
the past to treat bleeding, before
the dangerous side-effects were
apparent, and now registered
treatments – like Lasix – are
preferred.
However, they can only be
administered four days before a
race, meaning the horse has no
advantage at the track. In Alford’s
case formalin was injected
hours before the races started.
“They’re not using it because
it’s the best treatment out there,
it’s because it’s hard to detect,”
said Grierson, who is also the coowner
of the standardbred farm
Woodlands Stud.
While possibly a recent development
in New Zealand the
illegal use of formalin has been
prevalent across the Tasman for
several years.
In 2015 a Racing NSW inquiry
into cobalt doping heard it was
common for horses to be treated
with formalin/formaldehyde
before racing.
More recently, the Queensland
Racing Integrity Commission
warned racing industry participants
last October against
the use of the formalin after
the organisation learned the
chemical was being used to stop
bleeding from the lung, known
as exercise-induced pulmonary
haemorrhage.
QRIC director of veterinary
services and animal welfare Dr
Martin Lenz said while the use
of the chemical may for a time
cause blood to clot, it also causes
many other effects in tissues it
comes into contact with, the majority
of which are harmful.
“Bleeding from the lung, is
extremely common in racehorses
and there are other more effective
and welfare-friendly ways
to manage the issue, including
maintaining good stable air
quality, modifying the horse’s
training regime and the judicious
use of frusemide within the applicable
Rules of Racing.”
Alford’s case, and last month’s
suspension of greyhound trainer
Angela Turnwald after one of
her dogs tested positive to methamphetamine
after winning at
Addington, has renewed calls
from animal welfare group SAFE
for the Ministry of Primary
Industries to prosecute.
SAFE spokesman Will Appelbe
insisted the MPI should be pursuing
criminal charges under the
Animal Welfare Act.
“The Judicial Control Authority
is run by the racing industry.
It’s a kangaroo court. Serious
animal cruelty belongs in a court
of law,” Appelbe said.
Criticism of the JCA prompted
a staunch defence by RIU general
manager Mike Godber.
“The JCA is an independent
statutory body established
under the Racing ACT 2003.
The hearings are often chaired
by very experienced ex-High
Court and Court of Appeal
judges whose independence
and integrity could not be
questioned,” he said.
Regardless, Appelbe insisted
the onus was on the MPI to be
more proactive.

people would face hefty fines,
possible jail time, or both.”
The Selwyn Times sought
information on the number of
prosecutions the MPI had made
specific to the racing industry.
Statistics were not available
before publication, but a scan
of the 85 animal welfare-related
media releases posted on the MPI
website between May 5, 2015, and
May 9, 2021, does not record any
racing-related prosecutions.
That may change, however,
with the MPI announcing it will
investigate Turnwald, who was
fined $3500 and suspended for
four months.
Alford might also draw further
punishment as the MPI and the
RIU are understood to be developing
a memorandum whereby
all evidence and records in cases
relating to animal welfare will
be made available to the government
department.
MPI director of compliance
Gary Orr said the organisation
is also engaging an independent
expert to provide additional
advice regarding the application
of methamphetamine to a
greyhound as well as formalin/
formaldehyde and bicarbonate of
soda to a horse.
“Just like other agencies that
have prosecution powers, animal
welfare cases require a high
standard of evidence to be successful
in court,” Orr said.
SAFE’s criticism of the MPI’s
lack of action has been backed by
an expert in animal welfare law.
“The problem is MPI is a very
reactive organisation, they’re
ill-resourced and simply not
well equipped to investigate and
enforce the law in every given
circumstance, it’s simply not
good enough,” University of
Otago senior lecturer Marcelo

Ferrere argued the Alford and
Turnwald cases were “open and
shut” cases under the Animal
Welfare Act.
“It’s a clear breach of the act in
my opinion and it’s something
both MPI and New Zealanders in
general should be very concerned
about,” he said.
SAFE chief executive Debra
Ashton would have preferred
Alford to be banned indefinitely
and insisted the MPI investigate.
“Given the seriousness of his
actions, this case should have
been heard in a court of law
where he could face criminal
charges under the Animal
Welfare Act. Whenever animals
are mistreated, MPI should be
investigating,” she said.
“The Racing Integrity Unit’s
purpose is to manage the integrity
of the racing industry and investigate
and prosecute breaches
of the Rules of Racing.
“They’re not equipped to lay
criminal charges . . . that is the
MPI’s job, but ultimately we need
a Commissioner for Animals that
can be the voice for all animal
welfare complaints so when
people put animals at risk, it is
investigated and justice can be
sought.”

THe forewings are quite
variable in colour from grey to
brown with a brownish, manelike

THe moth has a wingspan of
40mm and its forewings have
several dark blobs on them,
some of which are a beautiful

Awards back to
celebrate again
The Selwyn Awards are back in 2021 to showcase all that is great about the district.
The Council-run awards, a gala evening at the Lincoln Event Centre, recognise the outstanding work
and achievements of businesses, not-for-profit organisations and individuals who live or work in
the district. This years' awards are presented by Iport and the Council gratefully acknowledges the
support of all the sponsors of this year's event, without whom the event would not be possible.

Mayor Sam Broughton says it’s great to see the awards back, to give another opportunity to
celebrate the success of people who contribute so much to our district. The awards were delayed
last year due to Covid-19.

One tag to reduce waste and simplify
dog registration
Plastic dog tags are set to become a thing of the past in Selwyn, following the introduction of a New
Zealand first metal One Tag for this year’s dog registrations.
The Council is joining Wellington City and Hutt City as the first Councils in New Zealand to introduce the
tags designed to last a dog’s lifetime, aiming to reduce plastic waste and simplify processes for dog owners.
Dog owners will still need to pay annual registration fees, but can keep the same tag as long as they live
in the district. Dog registration can also be paid online saving on paper waste.
The One Tag is a lightweight, durable round tag that comes in two sizes – 25mm and 35mm. The tags will
be blue and the back is blank so owners can get it engraved with their dog’s name or contact details.
There are over 15,000 dogs in Selwyn with around 70 new dogs coming into the district each
month. The One Tag will support those owners and the environment, says Council Group Manager
Environmental Services Tim Harris.
“We’re always looking for new ways to support our dog owners and do
better as kaitiaki of our environment. Selwyn people love their dogs.
We have one of the highest ownerships of dogs in the country and as
one of the fastest growing districts in the country this is growing all the
time. The One Tag will save our dog owners the hassle of getting a new
tag each year and prevent 15,000 tags and growing being thrown away
each year.”
Under the Dog Control Act 1996, all dogs must be registered by the age
of three months. Registration falls due on 1 July each year, and owners
of unregistered dogs may be charged an infringement fee of $300.

New rules for keeping animals in
Selwyn towns
New rules on keeping domesticated animals, poultry, stock and
bees in Selwyn towns have been agreed by the Council.
The Keeping Animals, Poultry and Bees Bylaw was adopted by the
Council at last week's [Wednesday 12 May] Council meeting, setting
out the rules on keeping domesticated animals such as cats, and
for poultry, stock and bees in urban areas. The new rules will come
into effect on 1 July 2021, except the rules for cats, which will come
into force a year later, on 1 July 2022. [Note that dogs are already
regulated by Dog Control Bylaw and Dog Control Act.]
The bylaw aims to protect the public from nuisance, and address
public health and safety issues. It includes controls previously
contained in the Selwyn District Plan.
From 1 July 2022 all cats in Selwyn over four months old will need to
be microchipped. This makes Selwyn the fourth council in the country
to require microchipping of cats, along with Palmerston North City
Council, Wellington City Council and Whanganui District Council.
The microchipping decision was made following the strong support
it received during public consultation. National research shows half
of cat owners in New Zealand already microchip their cats.
The new bylaw sets rules on the numbers of hives and poultry
allowed, and where and how they can be housed. It also covers
issues such as nuisance, including odour and noise, and will allow
the Council to investigate and act on nuisance complaints relating
to animals.
The Council will generally take an educational approach to ensure
that people are familiar with the rules and what is required of them.
Other controls for keeping animals in urban areas include:
· Lambs under six months, a limited number of poultry and no more
than two bee hives are allowed on urban properties. However,
exemptions will be considered for more hives on properties greater
than 1,500 square metres, or located next to a reserve or rural land.
· Only up to 12 poultry are allowed but no roosters or peacocks.

Council customer service wins national recognition
The Council’s new customer service model has won national recognition.
The Council won the Transforming Service Delivery award at the Taituarā Local Government Excellence
Awards for its customer services transformation project, beating four other entries to be named the best
in the country.
The transformation project brought several separate customer channels together into a convenient
‘one-stop shop’ that makes it easier for people to contact the Council.
A new customer services space opened at the Council’s Rolleston office in early 2020, expanding the
options for customers seeking face-to-face help for enquiries and through the 0800 SELWYN (735 996)
Council contact number, and email and web contacts.
Council Group Manager Customer Services and Communications Stephen Hill says the award is a great
recognition of the work put into the project.
“This project was about making it easier for people to contact us and do business with us. The whole
organisation has come on board and put in a huge effort to get new systems up and running, and delivering
a high standard of service. This included responding to Covid-19 lockdown just weeks after the centre
opened – and we were able to quickly adapt and keep the service running seamlessly for our residents.
“We’ve got a great team, helping hundreds of people every day, and it’s fantastic to see that work
recognised at a national level.”

last weekend kept them in the
frame, with coach Ross Soper
finally being able to utilise a lineup
full of senior grade personnel.
“We’re finally getting numbers
on board, which is good. For the
first time I didn’t need have to
rely on colts or div two boys to
help out,” Soper said.
“We’re finally starting to
get some continual minutes
out of guys that we recruited
from town in the off-season.
We’ve also just recruited some
more boys from up Tasman
way.”

Keep busy whatever the weather
WINTER IS just around the
corner and while some of us may
dread the countdown to colder,
wet days, there is still plenty to do
in the garden.
Planting winter vege
seedlings
Winter vege plants should be
well established by now. Keep
planting out cabbage, cauliflower,
broccoli, brussel sprouts, silverbeet
and spinach for a steady
supply over winter.
Sowing ‘green manure
crops’
You can ‘rest’ parts of your vege
garden over winter by sowing a
‘green manure crop.’ Sow fastgrowing
annuals like common
lupin and mustard directly into
the soil. These plants improve soil
structure, add nutrients like nitrogen
naturally into the soil, and can
protect beds rather than leaving
bare soil exposed to the elements.
Once they have grown about
20cm and before they flower, cut
the plants to ground level. After
day or so, chop them into pieces
with a spade and dig them back
into the soil.
Leave them to break down in
the soil for six to eight weeks
before you plant anything new.
Planting garlic
Garlic needs a longer growing
season to grow lovely large bulbs,
TASKS: Plant out strawberry ‘runner’s or plants from the garden centre. Lightly trim up hedges this month
so May is the preferred month for
planting. Buy garlic seed bulbs
from your local garden centre as
fresh is best – and the better the
seed bulb, the greater the success.
Always select a healthy-looking
specimen, avoiding any that are
too soft or have mould on them.
Choose a sunny spot with
well-drained soil that has been
prepared with plenty of compost
before planting.
Gently break off each clove
from the seed bulb (don’t bother
with the very small cloves) and
plant them individually about
40mm deep and 60mm apart
with the pointy ends facing up.
Cover with soil and a fine layer
of mulch on top. New growth will

Subaru that won’t get your goat
THE GOOAT – greatest Outback
of all time is Subaru’s slogan
for its latest generation station
wagon.
It’s a kind of corny catchphrase
but there’s no disputing the claim,
the new Outback is surely worthy
of high praise. I see it as competing
squarely with European cars
of similar concept.
The reason for my statement
simply comes down to the quality
of build in the new Outback, it is
full of appointments, the controls
are extensive and the layout
borders on what you would get in
any luxury car.
Yet the Outback hasn’t lost sight
of its purpose, which is the reason
why it is the vehicle of choice for
recreational enthusiasts who see
the model as reliable transport in
and out of low grip sites.
And that is something Subaru
has done well with every iteration
of the Outback, it is a wagon that
could easily double as any sport
utility vehicle, yet it looks and
functions like a station wagon
should. Anyone who knows me
will tell you I like station wagons
and the cavernous load section is
full of purpose.
The Outback will also carry
five occupants in comfort on any
surface, sealed, unsealed or as
Subaru hints – on any goat track.
A few years ago Subaru New
Zealand adopted the policy of
selling all new vehicles here
complete with its symmetrical
four-wheel-drive system. It’s
worked well for the company, and
any buyer who has purchased a
new Subaru will have reaped the
benefits.
For one it is a complete safety
system, providing grip even when
you aren’t aware of it, plus there
is the other benefit of travelling
cross-country or off-road at will,
and that’s where the Outback
comes in, it lives up to its name
with 213mm of ground clearance
and suspension travel that deals
well to uneven surfaces.
On that score, and because the
evaluation car had seen some
loose surface travel, I drove along
the shingle tracks that run parallel
to the Waimakariri River and
experienced a soft, controlled
ride. You can certainly feel the
suspension absorbing the uneven
surfaces, and on a slippery, gentle
incline the driveline can be felt
working to keep wheelspin at bay.
Most of all, the Outback’s ability
to cocoon the occupants with
a sublime ride is pretty much
a miracle and is testament to
those who have developed the
spring and damper rates. I know
Subaru’s association with German

shock absorber company Bilstein
has paid dividends over the years,
today’s Outback capitalises on
that development.
There is little trade-off when
cruising the highway. The soft
ride could suggest on-road handling
would be jeopardised, that’s
not the case, even at 1675mm tall
the Outback doesn’t lean awkwardly
and gravitational movement
is well arrested.
Much of the Outback’s overall
handling prowess must be put
down to the quality of the tyres.
The Bridgestone Alenza’s (225/60
x 18in) are a new compound to
me and, although they can’t be
described as deep-treaded as
you would expect for an off-road
vehicle, they have a pattern that
copes well on all surfaces, they
are quiet and provide much information
to the steering wheel.
The loading in a corner is
well-weighted, the entire vehicle
is fully directional. I like vehicles
that give you confidence through
the steering and suspension, the
Outback’s front-strut/rear-double
wishbone system is fully informative,
the messages the driver receives
are very much confidenceboosting.
There’s also a bit of a surprise
under the bonnet, Subaru has introduced
an almost entirely new
engine. Well the boxer design is
the same as before and it’s much
the same capacity – a 2.5-litre. It’s
a four-cylinder unit I’ve long had
an affinity for.

something special sitting up front.
Drive is directed through a
continuously variable transmission,
one which Subaru has
constantly developed to the
point where it feels much like a
traditional automatic. However,
it has the advantage of a direct
transfer of power, there is nothing
lost through the transmission.
Consequently, the Outback feels
sprightly, there’s no obvious feel
of weight within the car, even
though it comes in at 1661kg.
Acceleration is strong, the Outback
will reach 100km/h from a
standstill in 9sec, and it will lunge
through a highway overtake (80-
120km/h) in 6sec.
On the subject of figures,
Subaru must be well satisfied
with the fuel usage figures in
the newcomer. It is listed with
a 7.3l/100km combined cycle
average. That’s achievable, when
I took the evaluation car back to
the dealership the internal readout
was showing 9l/100km, that
aided by a thrifty 4.7l/100km instantaneous
readout at 100km/h
(engine speed 1500rpm).
The new Outback is available
in three variants, all with the
same driveline. The series starts
at $49,990, the evaluation car
was the range-topping Touring
at $57,490; in-between there is a
$54,990 X model.
The Touring wants for nothing,
it is a plush, luxury vehicle with
all the trimmings for comfort and
convenience. Full leather trim,
paddle-shifters, clever Eyesight
safety system, SI drive intelligent
drive modes, Harman Kardon
audio and heated and electrically
adjustable seats are all fitted.
I particularly like the large
central console display. It’s about
as big as any I’ve seen previously
in any car and it makes reading
and touching the icons so very
easy. The system displays are
deep and comprehensive, all
of these factors contributing to
why I rate the Outback as a full
luxury car market contender, yet
it offers so much more in terms
of ability.
As much as I enjoyed the
Outback, the Touring model
would be a little out of my reach.
However, my wife has been easily
convinced that the XV is the
Subaru for us as we look towards
retirement.
Subaru’s philosophy and
direction is proving to be a
winning combination, from
where I sit I can say without any
hesitation that interest is growing
strongly, drawing people to the
brand, and its fine vehicles like
the Outback and its stablemates
that are doing that.

Responsible council must
curb large rural rate rises
Canterbury farmers are bridling at the prospect of big rate hikes
Federated Farmers leaders say they’re
extremely concerned about Environment
Canterbury (ECan) plans for a 23%
increase in operating expenditure for
2021/22 – a rise on this year of more than
$45m in absolute terms.
Over the following nine years of the
council’s 10-year Long Term Plan (LTP)
period, projected rate increases would
vary between 1 to 6 per cent.
Federated Farmers Mid-Canterbury
President David Clark told an LTP
hearing there was no suggestion that the
initial increase was due to one-off factors,
such as Central Government’s Essential
Freshwater package. Nor was there any
suggestion that decreased expenditure
would follow.
“We ask that council shows leadership
and takes responsibility, in its governance
role, to constrain its expenditure increases
to no greater than the rate of inflation
over the 10 years of this LTP,” he said.
In line with the increases in expenditure,
total rates were projected to increase
by 24.5% for 2021/22 compared with
2020/21, followed by smaller, variable
increases projected for the following nine
years.
The increase in ‘user pays’ was 6.9% for
the first two years of the LTP compared
with 2020/21, with more modest
increases projected for the following eight
years.
“Again, we ask that council constrains
its expenditure increases to no greater
than the rate of inflation for the 10 years
of this LTP, thereby reducing the need for
rate increases, because any form of rate
or user charge will impact on rate payers
and ultimately the regional and national
economies,” Clark said.
Federated Farmers wanted ECan to
continue proactively implement the
Canterbury Water Management Strategy,
“including its collaborative approach
and its parallel development philosophy
whereby infrastructure development will
occur alongside environmental protection
and restoration”.
The federation’s 3000-strong Canterbury
members also wanted assurance that
rates were targeted to reflect the wider
community interest, both urban and
rural, in water management. With this,
the council should provide leadership on
the development of regional-scale water
infrastructure to achieve the aims of the
Canterbury Water Management Strategy,
Clark said.
ECan was asked to continue
investigating the use of Managed Aquifer
Recharge (MAR) and Targeted Stream
Augmentation, as these techniques could
have substantial benefit both ground and
surface water quality and quantity. It was
important for ECan to continue with
scientific investigations and modelling
to better understand our water resources
and vital to have access to accurate
quantitative information about our water
resources, Clark told the hearing.

for your garden
Choosing the right garden tools means that you
will be able to tackle just about any job in your
garden so here is a list of the top essential tools.
Hand pruners are essential particularly for those
who love their roses and there are actually two
different types. The two blades meet in the middle
with the anvil pruners. Bypass pruners have a top
curved blade that actually passes next to the lower
blade, making a cleaner and more complete cut.
Gardeners tend to prefer bypass pruners for this
reason.
Good pruners should lock shut when not in use.
Loppers are a long-handled version of the bypass
pruners so you can reach higher and thicker
branches. Snips are also a great addition to the tool
list for the smaller jobs like cutting herbs or flowers
giving more accuracy than a pair of scissors.
There are also two types of rakes, one for
raking up leaves and the other for loosening and
smoothing soil (bow rake).
A shovel or spade is essential. Shovels with their
rounded edge are often more versatile for moving
soil. The flat-edged spade is useful for digging and
cutting.
While shovels and spades do the heavy lifting,
a trowel is handy for digging smaller holes for
planting. Look out for the comfort of the handle
and strength as trowels can also be used for cutting
through tough plant material.
Watering cans may sound like an obvious addition
but the need for one will depend on your garden.
Do you have mainly grass that can be watered with a
sprinkler system or are there lots of pots close to the
house that need regular attention?
Another useful tool is a weeder which can make
weeding a whole lot easier. The best ones chop
through the toughest stems and roots and also
loosen the soil.
Garden gloves are an obvious choice but they
differ in quality and strength. For those with smaller
hands it is essential to make sure the pair fits well.
Latex coated fingers are water resistant and look for
ones with a protective layer of some kind such as
leather to protect yourself from prickles and thorns.
All these tools will not only make
gardening more enjoyable but all a
less time-consuming pastime.

for the perfect lawn
Hydroseeding is a cost effective and
efficient way of creating a new, great
looking lawn without the hassle of
growing a new lawn from scratch.
Locally owned by Zac and Ashley
Swale, Canterbury Lawns specialises in
hydroseeding, a spray-on application
of water, grass seed, wood fibre mulch,
fertiliser and tackifier (a glue which
holds the mix to the surface it is sprayed
on). This method gives the best chance
for the seeds to germinate and become
your beautiful green and luscious lawn.
Providing it is well maintained and the
conditions are right, it takes four to six
weeks to see the results.
Hydroseeding can be done any time of
the year as the products used are suited
to the season but in summer your lawn
will germinate much faster. Watering,
however, is key and Zac recommends
having an automated irrigation system
installed to make the job easier, more
convenient and more efficient in terms
of water use and can advise regarding the
best type of sprinklers for your needs.

in erosion and dust control for both
